Southeast Florida Honor Flight has been flying veterans to Washington, D.C., four times a year like clockwork since 2009. That is until 2020. SARS-CoV-2/COVID-19 broke onto the national and local scene about the time the Honor Flight hub was going to take its spring flights this year. The Stuart-based hub scrubbed them for the veterans’ safety and hoped for fall to be better. It’s fall, and, no, not really, things aren’t much better. It’s still unacceptably risky to fly older veterans — many with health issues — to the nation’s capital to see monuments built to honor them. “Because we had to cancel all four of our flights in 2020 we wanted to do something special not only for the veterans who got cancelled this year, but all the veterans on our waiting list,” said Kathy Sreenan, spokeswoman for the

local Honor Flight hub. “That’s about 500.” In the coronavirus world, the options are few. Southeast Florida Honor Flight found one.

Parade — sorta On Saturday, Oct. 24, the hub will have two simultaneous salutes to veterans. One in Port St. Lucie. The other in Boynton Beach. The salutes will involve car and plane parades. Only, this is a bit of reverse parading. “The car parade will parade past the veterans,” said Sreenan. That is, rather than folks watching veterans go by the veterans will watch the folks who head out to salute them go by. “Cars trucks and motorcycles are welcome,” Sreenan said.

Port St. Lucie event Community members who wish to salute the veterans in the car parade should get to Christ Fellowship Church by 10 a.m. that Saturday.

“Volunteers will tell them what to do and explain the parade path,” Sreenan said. The entire event will happen at 10250 S.W. Village Parkway, the Port St. Lucie Christ Fellowship campus. “If you can, it’d be wonderful to show flags and other patriotic symbols,” said Sreenan. There’s a caveat. Organizers ask would be participants to be respectful to the fact the event is a communitywide salute to veterans, and those veterans represent a wide swath of political identities. “Please no political signage,” Sreenan said. “It’s for the veterans. It’s for the veterans and nothing else.” All well-wishers wanting to salute the veterans must plan on being in the parade. For everyone’s safety there will be no opportunities for pedestrians to approach the veterans during the event. About 30 minutes before the car parade local pilots will do a flyover for the veterans. Pilots wishing to participate in that must call Eric Stein at (772) 446-2291 by Oct. 18 for flight instructions.

Southeast Florida Honor Flight Honor Flight really needs no introduction to Veteran Voice readers. But, it’s a story worth repeating. The Honor Flight Network is a national program that started up in 2004 to take World War II veterans to see the memorial belatedly built to honor them on the National Mall. Over the last 15 years the population of World War II veterans drastically declined. Some local affiliates, called hubs, closed up when they ran out of local World War II veterans. Others simply opened to taking younger veterans. Southeast Florida is one of the latter. The local hub started in 2008. It does four flights a year. Penmanship Patriot

Quick quiz: When you hear “John Hancock,” do you think of a master of penmanship? A beautiful signature? “Put your ‘John Hancock’ right here,” might ring a bell, if you’re old enough. This signer of the Declaration of Independence, with his glorious handwritten acceptance, was more than just a master of penmanship. He was a Patriot. He was only 56 when he died. He gave more than his life was worth on this day in history in 1793.

Hancock was a true Patriot From the beginning, Hancock was in the thick of the American revolutionary contest. He owned the sloop Liberty, whose seizure brought on the riot of 1768 in Boston, Mass. He demanded the removal of troops after the so-called Boston massacre. He delivered a fiery address at the funeral of the victims of that affair. He was president of the Continental Congress, and his bold signature appeared prominently on the Declaration of Independence. He was the first governor of the state of Massachusetts. Hancock had faults enough, no doubt, vanity and jealousy, it is said, but no one doubted his patriotism and strong

common sense. His wealth, education, social standing, determined character, and reputation for strict integrity were of incalculable service to the American cause.

What in the heck is penmanship? So why is John Hancock known for his signature, and not his patriotism? According to Michael Sull, a penmanship scholar, it was strictly business. “[A] hundred years ago, there were many schools, we would call them vocational colleges today, that focused on handwriting for professional use. In the days before typewriters, everything had to be done by hand and so they had vocational training colleges to teach adults all of the different handwriting skills for detailed certificates, ornamental documents, and such as well as business writing if you worked in a bank and such, you had to write everything,” Sull said in a podcast for artofmanliness.com. Hancock, as a businessman, would have honed his handwriting skills early on.

The Palmer Method Business continued to be the driver of handwriting in the young United States. Austin N. Palmer, of Cedar Rapids, Iowa, literally rewrote the book on penmanship,

starting in 1898 with the first edition of the “Palmer Method of Business Writing.” Typewriters were becoming more common, replacing the highly decorative, “above-flourish” calligraphy that went hand-in-hand with business correspondence and bookkeeping at the time. Palmer codified handwriting into a strict template. Eventually, his method trickled down to schools. Generations of children were taught how to copy the rote letters. It’s a good bet that you, who are reading this, learned how to write the same way.

Digital devaluation Just as the typewriter did away with the need for specialized handwriting, the computer has probably buried it for good. Meghan Markle, wife of Britain’s Prince Harry, is currently embroiled in a lawsuit against The Mail On Sunday newspaper over a letter she purportedly created for her father in what has been termed “calligraphy.” It is seen as quaint, a throwback to earlier times. Nowadays, people only share themselves in handwriting in a signature, just as John Hancock is remembered.

Big win against toxic discharges in Okeechobee, other waterways To the Editor: Fighting toxic discharges from Lake Okeechobee has not always been easy, but that has never stopped us before, and it’s why this week I took our fight to Washington, D.C. Earlier this week, Congress held a hearing at my request on Everglades Restoration and Lake Okeechobee management. This hearing was critical to Brian Mast get it on the record that we will not allow our community to be used as the septic tank for their taxpayer funded water storage! Additionally, we successfully fought back against the Army Corps this week

and got them to reverse their decision to begin toxic discharges. Avoiding discharges so far this summer is a big win for our waterways and our community. Our fight is far from over, so it’s time to get back to work and prevent these discharges moving forward! Veterans employment dips in September FOR VETERAN VOICE

The seasonally adjusted national nonfarm unemployment rate for veterans was 6.8 percent in September, up from 6.6 percent the prior month. August capped four months of improved employment for veterans. The unemployment rate was 8 percent in July and 8.8 percent in June. The overall seasonally adjusted national nonfarm unemployment rate in September was 7.9 percent. The Bureau of Labor Statistics released the monthly jobs report on Oct. 2.

Veterans, all cohorts taken together, fared better than non-veteran peers in September with a not seasonally adjusted unemployment rate of 6.4 percent — same as the prior month — compared to a not seasonally adjusted rate of 7.6 for non-veterans, which was down from 8.6 percent. The veterans’ labor force participation rate dropped from 49.2 to 47.9 percent from Sep-

The way the bureau reports employment numbers there are several ways to look at different cohorts of veterans. For example, women veterans had a 6.5 percent, not seasonally adjusted unemployment rate in September compared to the veteran men having 6.4 percent. Non-veteran women had a 8 percent not seasonally adjusted unemployment rate in August, whereas their male counterparts had 7.3. The youngest cohort of veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 7.5 percent, which was up from 7 percent the prior month. Most know this group as “Post 9-11” and most are, in demographer parlance, millennials. The men in this cohort were at 7.8 percent unemployment. The women 5.7 percent. Both sexes in this group saw increased unemployment from August. The bureau’s Gulf War-era I veterans, generally Gen-Xers, had an September unemployment rate at 6.1 percent. The men were at 5.9 percent; the women 7. The BLS classes together Vietnam-era to World War IIera veterans. Obviously there are almost no World War II veterans in the workplace, and not too many Korean War veterans. This grouping, for employment purposes, is almost all Vietnam-era veterans, baby boomers. The older veterans, according to BLS, had an 4.4 percent unemployment rate in September. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years and decades ranging from the 1950s to 1990s. About 70 percent of the men in this grouping are around 65 years old. About half of the women in the cohort are 45 to 65. This cohort had an 6.2 percent unemployment rate in August.

The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people in working ages. Known interviewer classification errors for the last few months have caused uncertainty in the accuracy of recent employment reports. In general times, those that are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to

work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. It’s important to note that longstanding bureau practices for measuring employment have never been tested to circumstances similar to the COVID-19 stay-at-home and social-distancing measures states, businesses and individuals implemented. It’s still too early to fully understand how the Bureau of Labor Statistics’ practices worked in the unique circumstances.

September was the sixth full month of measuring employment since SARS-CoV-2/ COVID-19 crashed onto the national scene. For local context, the Florida Department of Health announced the first cases in the Sunshine State on March 2. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. He issued orders that shut down various businesses in April. The “Safe. Smart. Step-byStep. Plan for Florida’s Recovery” Phase 1 reopening started in May. The Phase 2 started in June for most counties. Some of the Phase 2 reopening was scaled back with prohibitions on bars serving drinks for onsite consumption and other measures. Phase 3 started at the end of September.

(Editor's note: This article was written before news was released about the President and First Lady testing positive for COVID-19. Veteran Voice wishes the president and all who are affected a speedy recovery.) President John F. Kennedy was in Washington state to drop by the Century 21 Exposition, which was also called the Seattle World’s Fair. The young president was going to attend the closing ceremony on Oct. 21. Then he developed a cough, and Kennedy had to leave the optimistic and futuristic event to get treated for an old-fashioned upper-respiratory infection. Well, that’s what his press secretary, Pierre Salinger, said.

Optimism interrupted It was too bad. The last time the United States hosted a world expo was in New York from 1939 to 1940. The theme was “Building the World of Tomorrow.” World War II broke out four months into the New York World’s Fair, so that tomorrow would have to wait till after a terrible war. The theme for the Century 21 Exposition — the name alone tells you folks were looking four decades ahead — was “Man in the Space Age.” But by October of 1962, humanity was on the brink of being set back to the stone age. Kennedy’s cough was a ruse. He was fine. The president had to get back to Washington, D.C., to plan to avert or win a nuclear war. While GM was exhibiting the Firebird III concept car that looked like a Lockheed U-2 on wheels, there were Dragon Ladies flying over Cuba getting pictures of SS-4 and R-14 missile sites. At 7 p.m., Eastern time, on Oct. 22, 1962, President Kennedy came on near everybody’s radios and televisions. Optimism the Century 21 Exposition generated would be gone in seconds. “Good evening my fellow citizens,” he said to America and the world. “This government, as promised, has maintained

the closest surveillance of the Soviet military buildup on the island of Cuba. Within the past week, unmistakable evidence has established the fact that a series of offensive missile sites is now in preparation on that imprisoned island. The purpose of these bases can be none other than to provide a nuclear strike capability against the Western Hemisphere.”

Fear mounts The 13 days between Oct. 16 and 28, 1962, goes by many names. “Crisis de Octubre” in Cuba. In Russia, “Карибский кризис,” or “Caribbean crisis.” In the U.S., we know it as the “Cuban Missile Crisis.” The United States and Soviet Union were all but at war and Florida was the launching pad for surveillance planes and more generally a gigantic staging base for a possible invasion of our closest Caribbean neighbor. Operation Ortsac — yes, that’s Castro backwards — was the working name for a possible ground invasion on Cuba, and it’d been launched from Florida. After the failed CIA-backed Bay of Pigs Invasion, the communist government of Cuba asked the Soviet Union for nuclear missiles on its soil. Soviet leader Nikita Khrushchev agreed. As sites were being readied, Air Force pilot Rich-

ard Heyser got photos during a U-2 surveillance mission on Oct. 14, 1962. Soviet ships were already heading towards Cuba with more military hardware, more of the feared nukes. More U-2 planes flew missions over Cuba. They launched from McCoy Air Force Base in Orlando. It closed in 1975 and became Orlando International Airport. The hard evidence of a nuclear military buildup in Cuba coming from pilots in Central Florida was on the Resolute Desk. Kennedy continued his address, “Upon receiving the first preliminary hard information of this nature last Tuesday morning at 9 a.m., I directed that our surveillance be stepped up. And having now confirmed and completed our evaluation of the evidence and our decision on a course of action, this Government feels obliged to report this new crisis to you in fullest detail.”

Kennedy broaches Florida In his address Kennedy named several locations under threat. He said the Russian nuclear missiles heading to Cuba could reach from Hudson Bay, Canada, to Lima, Peru, to all of Central America and the Caribbean. He gave only two specific threatened sites in the United States.

“Each of these missiles, in short, is capable of striking Washington, D.C., the Panama Canal, Cape Canaveral, Mexico City, or any other city in the southeastern part of the United States, in Central America, or in the Caribbean area,” said Kennedy. Cape Canaveral. Of all the places that could have been named in the carefully crafted address, Cape Canaveral was the only specific one the president broached besides the nation’s capital. Cape Canaveral was America’s space center. It was home to the Joint LongRange Proving Ground, Cape Canaveral Air Force Station, the place where America reached to space, reached to the future just displayed at the Century 21 Exposition.

Fear turns to rage While the nuclear superpowers rattled sabers publicly and tensely negotiated secretly, McCoy launched U-2 spy planes. A pilot from Sarasota County, Jerry McIlmoyle, narrowly escaped a Soviet surface-to-air missile. In modern parlance, things were getting real. Then on Oct. 27, 1962, Major Rudolf “Rudy” Anderson flew out of Orlando. He’d not return. Around noon a Soviet missile downed his plane. Anderson was killed.

The Quiet Voices of Action: VVA Chapter 566 goes above and beyond To the Editor: For many years there have been “The Quiet Voices of Action” in St. Lucie County. These Quiet Voices of Action are the men and women of Vietnam Veterans of America, Michael F. Bradley Chapter 566, in St. Lucie County. Over the course of its existence, Chapter 566 leadership and team members have contributed significantly to St. Lucie County, ranging from memorials in Port St. Lucie’s Veterans Memorial Park to numerous fund raisers at local spring training camps with the New York METS. These veterans have also regularly attended local grade schools and high schools, providing individual presentations not only of their service in Vietnam, but their time in the military after Vietnam before they retired.

Community commitment Additionally, a little known fact about “The Quiet Voices of Action” is their commitment to raising funds to buy school supplies for those in need at area grade schools and contributing to scholarship awards at local high schools. Their interaction with St. Lucie County veterans and their families doesn’t end there. Members of Chapter 566 have also provided financial assistance to pay for new A/C units, a new roof and numerous other home repairs which are often performed by the members themselves. Mike Kiper, the current president of Chapter 566, explains that all funds raised by the Chapter stay within St. Lucie County. A small reserve is set aside for those veterans and their families, whose names

are often provided by the St. Lucie County Veterans Service Office as experiencing emergency situations requiring immediate assistance. During the Thanksgiving and Christmas holidays, Chapter 566 finds needy veteran families and provides them a holiday meal, gift cards, and toys to make sure these families have their special holiday.

Sharp to honor our veterans In recent years Chapter 566 has put together their own “Flag Detail” and, dressed very sharply in chapter uniforms, they have presented our nation’s colors and POW/ MIA and VVA flags at city and county events. “The Quiet Voices of Action,” Chapter 566 and its selected members, were also team players on the Gold Star Families Memorial Monument project in Port St. Lucie in 2016, working closely with the United Veterans of St. Lucie County, Inc, and its leadership team. Through the efforts of Chapter 566, the Port St. Lucie USMC League, and others who helped bring Medal of Honor recipient Hershel “Woody” Williams to Port St. Lucie Veterans Memorial Park, for the dedication of the Medal of Honor Foundation’s Gold Star Families Memorial Monument on Gold Star Mother’s Day, September 25, 2016.

Real help for veterans Last, but certainly not least, Chapter 566 also played a role in obtaining a U.S. Government grant which was used to purchase handicapped buses and vans for those veterans and their families with disabilities to travel, at no cost, from Fort Pierce and Port St. Lucie to the West Palm Beach VA Medical Center, Monday through Friday, for appointments . So, on this Gold Star Mother’s Sunday, September 27, 2020, those of us who are “The Quiet Voices of Action” salute all of the families who sacrificed a loved one in the name of FREEDOM. Cuba didn’t own weapons capable of taking down a Dragon Lady, which flew about 13 miles high. The U.S. figured if a U-2 was shot down over Cuba, it was a Soviet missile fired under Khrushchev’s orders. That wasn’t the case. Khrushchev ordered against shooting down the U.S. surveillance planes. But Khrushchev ordering the shootdown was the natural conclusion for Kennedy and others to make. That shootdown couldn’t have happened at a worse hour. Around the same time Anderson took off from McCoy, Charles Maultsby flew his U-2 out of Eielson Air Force Base, Alaska, toward the North Pole. He was on a routine upper-atmosphere sampling mission. Those missions helped keep track of nuclear activity in the Soviet Union and China. Maultsby encountered aurora borealis activity. He was navigationally blind and flew

over the Chukotka Peninsula as Soviet radar operators watched. The United States was at DEFCON 2, the highest readiness before war. The Soviets were equally poised for war. Maultsby’s plane looked a lot like the first of an American airstrike, so MiGs went up with every intention of bringing him down.

Rage almost turns to war The Soviets didn’t bother encrypting their communications — the Strategic Air Command knew exactly what was going on across the narrow Bering Strait as things were happening. The crew at Eielson figured out a way to get the lost Maultsby directions he could follow. Despite extraordinary difficulties, he managed to get back to American airspace. The MiGs broke off their attack pursuit. But, an American aircraft flew into Soviet airspace hours after a U-2 pilot had been shot down over Cuba. Kennedy had no way of knowing that local commanders had ignored

Khrushchev’s order not to shoot down the U-2s flying out of Florida. Khrushchev had no way of knowing Maultsby innocently got lost during a routine atmosphere check. The commanders of the most powerful militaries the world has ever known were losing control of events, and both had hardliners in their ears demanding war. Somehow both kept their heads and navigated cumbersome official and unofficial communications channels to work out a world-saving deal. Neither the Kremlin nor Washington, D.C., wanted to do that rodeo ever again, so after these events they started talking about a direct crisis communication system.

A narrow escape from war turns to cooperation By June of 1963, the U.S. and U.S.S.R. signed the Hot Line Agreement in Switzerland and got to work creating a teletype link, which evolved over the years as technology progressed. It’s actually still

around — only now between the Russian Federation and U.S. — although it’s seldom been used. The first diplomatic message that ever went over it was on Nov. 22, 1963, to advise the Soviets that President Kennedy had been killed by a terrorist sniper. By then things had eased slightly between the superpower rivals. By 1971 American and Soviet engineers were talking about docking spacecraft together. In 1972 the two countries signed the Agreement Concerning Cooperation in the Exploration and Use of Outer Space for Peaceful Purposes that created the Apollo-Soyuz Project. In 1975 American astronauts who launched from the Kennedy Space Center, the place Kennedy specifically said was under threat from Cuba-based nukes, docked with Soviet cosmonauts in orbit. Weekly Briefs Hershel ‘Woody’ Williams teams with Ghanaian, Italian navies The Expeditionary Sea Base USS Hershel “Woody” Williams (ESB 4) conducted a tracking exercise with the Ghanaian and Italian navies in the Gulf of Guinea, Sept. 28. The Ghanaian Navy Snakeclass patrol vessel GNS Ehwor (P37) and Italian Navy frigate Federico Martinengo (F 596) worked with the Tema Maritime Operations Center to track Hershel “Woody” Williams and simulate an interception and boarding off the Ghanaian coast. The units conducted the exercise to build partner capacity and exercise Ghanaian capabilities to track and intercept vessels of interest within the country’s Economic Exclusion Zone (EEZ). The Ghanaian Navy plays a critical role in combating illicit activity in the Gulf of Guinea.

PGA REACH launches fundraising campaign across America In honor of our nation’s Veterans, PGA Foundation Inc. d/b/a/ PGA REACH, the 501(c)(3) charitable foundation of the PGA of America, has announced that Sunday, Nov. 11 — Veterans Day — will serve as the 4th Annual PGA National Day of HOPE. The nationwide celebration has two goals: Commemorate our nation’s heroes who protect our freedom; and raise awareness and support for PGA HOPE (Helping Our Patriots Everywhere), the flagship military program for PGA REACH. In support of this year’s PGA National Day of HOPE activities, PGA REACH has launched a campaign through the GoFundMe Charity platform, where individuals and organizations can contribute to meaningful fundraising events in support of Veterans and PGA HOPE programming, from now till Nov. 11. Space Force: Beware of collisions with debris For the first time, the Combined Force Space Component Command’s 18th Space Control Squadron began publicly sharing data for debris-on-debris conjunction predictions via www.Space-Track.org, Sept. 24. Previously, the 18 SPCS only released debris-on-active satellite conjunction prediction data publicly due to limited conjunction screening and reporting capacity. Through a project titled Reduction of Conjunction Assessment Processing (ReCAP), 18 SPCS personnel reduced the daily number of legacy low to no-risk early conjunction reporting to satellite owners and operators by more than 30 percent. Additionally, the 18 SPCS increased the total number of objects screened daily by more than 350 percent.

Army goes ‘holistic’ The ink has dried on the Army’s updated physical fitness doctrine, which now includes a portion on holistic health that aims to prevent injuries, increase Soldier lethality, and be an essential component of individual readiness. Holistic Health and Fitness, or H2F, is due to be published into Army Field Manual 7-22, which covers the force’s doctrine on physical readiness training, said Maj. Gen. Lonnie G. Hibbard, commander of the U.S. Army Center for Initial Military Training. As H2F takes its place in Army doctrine, Hibbard hopes
