Veterans' unemployment rose in November Patrick McCallister FOR VETERAN VOICE

The seasonally adjusted national unemployment rate for Veterans was 6.3 percent in November, up from 5.9 percent the prior month. The seasonally adjusted unemployment rate among non-Veterans was 6.6 percent in November, which was down from 6.8 percent in October. Among non-Veterans the seasonally adjusted unemployment rate has consistently dropped since April, the first full month the SARS-CoV-2/COVID-19 pandemic affected employment. Veterans had consistent drops until there was a slight bump upward in September, and again in November. However, even with those slight upticks, Veterans have consistently had overall lower unemployment rates than non-Veterans. The Bureau of Labor Statistics released the monthly jobs report on Dec. 4. Seasonal adjustment is a statistical tool to even out normal monthly employment fluctuations.

Coronavirus continues to afflict Florida and national jobs market November was the eighth full month of measuring employment since SARSCoV-2/COVID-19 crashed onto the national scene. For local context, the Florida Department of Health announced the first cases in the Sunshine State on March 2. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. He issued orders that shut down various businesses in April. The “Safe. Smart. Step-by-Step. Plan for Florida’s Recovery” Phase 1 reopening started in May. The Phase 2 started in June for most counties. Some of the Phase 2 reopening was scaled back with

prohibitions on bars serving drinks for on-site consumption and other measures. Phase 3 started at the end of September.

Overall not seasonally adjusted veterans employment Veterans, all cohorts taken together, equally in the not seasonally adjusted unemployment rate than non-Veteran peers in November with 6.3 percent for both groups. The Veterans’ labor force participation rate dropped from 48.8 to 47.9 percent from November last year to November this year. The non-Veterans’ labor force participation rate dropped from 65.9 to 64 percent in the same timeframe.

Veterans’ employment by cohorts The way the bureau reports employment numbers there are several ways to look at different cohorts of Veterans. For example, women Veterans had a 5.3 percent, not seasonally adjusted unemployment rate in November compared to the veteran men having 6.3 percent. Non-Veteran women had a 6 percent not seasonally adjusted unemployment rate in November, whereas their male counterparts had 6.6. The youngest cohort of Veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 6.9 percent, which was up from 6.2 percent the prior month. Most know this group as “Post 9-11” and most are, in demographer parlance, millennials. The men in this cohort were at 7.1 percent unemployment, the women 5.7 percent. The bureau’s Gulf War-era I Veterans, generally Gen-Xers, had a November unemployment rate at 6.4 percent. The men were at 4.9 percent, the women 3.7. The BLS classes together Vietnam-era

to World War II-era Veterans. Obviously, there are almost no World War II Veterans in the workplace, and not too many Korean War Veterans. This grouping, for employment purposes, is almost all Vietnam-era Veterans, baby boomers. The older Veterans, according to BLS, had a 6.4 percent unemployment rate in November. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years and decades ranging from the 1950s to 1990s. About 70 percent of the men in this grouping are around 65 years old. About half of the women in the cohort are 45 to 65. This cohort had a 7 percent unemployment rate in November.

How unemployment numbers work The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people in working ages. In general times, those who are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. It’s important to note that longstanding bureau practices for measuring employment have never been tested to circumstances similar to the COVID-19 stayat-home and social-distancing measures states, businesses and individuals implemented. It’s still too early to fully understand how the Bureau of Labor Statistics’ practices worked in the unique circumstances.

U.S. Space Command launched at Kennedy Space Center could land in Brevard Patrick McCallister FOR VETERAN VOICE

The Space Coast could become the Space Command. In November, the Department of the Air Force gave Congress a briefing announcing that Brevard County is a contender for becoming the USSPACECOM headquarters. “They list the six locations that they put above the cut line,” said U.S. Rep. Bill Posey, whose district includes all of Brevard, in an exclusive interview with Veteran Voice. The USSPACECOM is intertwined with, but separate from, the upstart Space Force. Patrick Air Force Base is among those reassigned to the new and sixth branch of service, so will be Patrick Space Force Base. About 50 communities expressed interest in hosting the USSPACECOM headquarters. Brevard is up against Albuquerque, Bellevue, Colorado Springs, Huntsville and San Antonio. Those are in the states of New Mexico, Nebraska, Colorado, Alabama and Texas respectively. “It looks like we’re going to have a few months of them visiting sites,” Posey said. The Secretary of the Air Force will announce the selected location for USSPACECOM in January. The headquarters will be considered fully operational in the federal fiscal year 2027, which starts on Oct. 1, 2026.

USSPACECOM launched Vice President Mike Pence was at the Kennedy Space Center on Dec. 18, 2018, to watch a launch and make a big announcement. SpaceX scrubbed the launch due to weather. Pence, nevertheless, announced a big move in the military. “President (Donald) Trump will direct the Department of Defense to establish a combatant command that will oversee all our military activities in space,” he told members of the Air Force 45th Space Wing in 2018. “This Space Command will be the 11th Combatant Command in the U.S. military joining the Indo-Pacific Command, the European Command, but also it will serve alongside other — what are known as functional commands, like Strategic Command, and Special Operations Command. And it will be led by a four-star flag officer.” As Pence made the announcement, the White House released a memo from the President to the then-Secretary of Defense, Jim Mattis. “…I direct the establishment, consistent with United States law, of United States

Space Command as a functional Unified Combatant Command,” the memo read. “I also direct the Secretary of Defense to recommend officers for my nomination and Senate confirmation as Commander and Deputy Commander of the new United States Space Command.” The memo continued — “I assign to United States Space Command: (1) all the general responsibilities of a Unified Combatant Command; (2) the spacerelated responsibilities previously assigned to the Commander, United States Strategic Command; and (3) the responsibilities of Joint Force Provider and Joint Force Trainer for Space Operations Forces. The comprehensive list of authorities and responsibilities for United States Space Command will be included in the next update to the Unified Command Plan.”

USSPACECOM revived The nation has had a Space Command before. The unified combatant command was created in 1985 with headquarters at Peterson Air Force Base, Colo. Arguably its greatest display of value was during operations Desert Storm and Desert Shield, 1990 to 1991. The military’s space assets stripped the Iraqi armed forces of any means to camouflage significant movement. In 2002 President George W. Bush and Secretary of Defense Donald Rumsfeld

merged the Space Command into the Strategic Command as the nation oriented itself to the global threat of non-state actor terrorism.

USSPACECOM re-established On Aug. 29, 2019, in a White House press gaggle, President Trump announced the establishment of the U.S. Space Command as a unified geographic combatant command and introduced its leader, Gen. John W. “Jay” Raymond. “The dangers to our country constantly evolve, and so must we,” the president said at the conference. “Now those who wish to harm the United States to — seek to challenge us in the ultimate high ground of space. It’s going to be a whole different ballgame.” He continued, “Our adversaries are weaponizing Earth’s orbits with new technology targeting American satellites that are critical to both battlefield operations and our way of life at home. Our freedom to operate in space is also essential to detecting and destroying any missile launched against the United States.” The Air Force biography on Raymond says the general has commanded the 5th Space Surveillance Squadron, the 21st Space Wing, and Joint Force Space Component Command. He deployed in Southwest Asia as Director of Space Forces in support of operations Enduring Freedom and Iraqi Freedom.

It was the beginning of United States overseas territorial ambitions. It all happened because of a brief war that lasted just under a year. It may not have happened but for press-fueled speculation. The Spanish-American War had its origins in the rebellion against Spanish rule that began in Cuba in 1895. The repressive measures that Spain took to suppress the guerrilla war, such as herding Cuba’s rural population into disease-ridden garrison towns, were graphically portrayed in U.S. newspapers, both mainstream and tabloid, and enflamed public opinion. In January 1898, violence in Havana led U.S. authorities to order the battleship USS Maine to the city’s port to protect American citizens. On Feb. 15, a massive explosion of unknown origin sank the Maine in Havana harbor, killing 260 of the 400 American

crewmembers aboard.

Automatic blame on Spain An official U.S. Naval Court of Inquiry ruled in March, without much evidence, that the ship was blown up by a mine, but it did not directly place the blame on Spain. A good deal of Congress and a majority of the American public expressed little doubt that Spain was responsible, however, and called for a declaration of war. This was fueled and fed by the sensationalist newspapers owned by William Randolph Hearst, who became fabulously wealthy as a result. In April, the U.S. Congress prepared for war, adopting joint congressional resolutions demanding a Spanish withdrawal from Cuba and authorizing President William McKinley to use force. On April 23, President McKinley asked for 125,000 volunteers to fight against Spain. The next day, Spain issued a declaration of war.

The United States declared war on April 25.

Battles in the Philippines and Cuba; ‘Rough Riders’ victory On May 1, the U.S. Asiatic Squadron under Commodore George Dewey destroyed the Spanish Pacific fleet at Manila Bay in the first battle of the Spanish-American War. Dewey’s victory cleared the way for the U.S. occupation of Manila in August, and the eventual transfer of the Philippines from Spanish to American control. On the other side of the world, a Spanish fleet docked in Cuba’s Santiago harbor in May after racing across the Atlantic from Spain. A superior U.S. naval force arrived soon after and blockaded the harbor entrance. In June, the U.S. Army Fifth Corps landed in Cuba with the aim of marching to Santiago and launching a coordinated land and sea assault on the Spanish stronghold. Included among the U.S. ground troops were the Theodore Roosevelt-led “Rough Riders,” a collection of western cowboys and eastern blue-bloods officially known as the First U.S. Voluntary Cavalry. On July 1, the Americans won the Battle of San Juan Hill, and the next day they began a siege of Santiago. On July 3, the Spanish fleet was destroyed off Santiago by U.S. warships under Admiral William

Sampson, and on July 17 the Spanish surrendered the city–and thus Cuba–to the Americans.

Armistice leads to treaty, but at a cost from Filipino guerrillas In Puerto Rico, Spanish forces likewise crumbled in the face of superior U.S. forces, and on Aug. 12 an armistice was signed between Spain and the United States, ending the brief and one-sided conflict. On Dec. 10, the Treaty of Paris officially ended the Spanish-American War. The onceproud and powerful Spanish empire was mostly dissolved as America took over much of Spain’s overseas holdings. Puerto Rico and Guam were ceded to the U.S., the Philippines were bought for $20 million, and Cuba became a U.S. protectorate. Filipino insurgents who fought against Spanish rule during the war immediately turned their guns against the new occupiers, and 10 times more U.S. troops died suppressing the Philippines than in defeating Spain. A total of 3,549 Americans died in the war, including the Maine casualties. Coincidentally, on Dec. 10, 1906, President Theodore Roosevelt became the first American to be awarded the Nobel Peace Prize, for helping mediate an end to the 1905 Russian-Japanese War.

Get a cup of coffee, ye patriot, and celebrate the Revolution. Because, let’s face it, the odds of coffee being in an American house are much higher than there being tea. The British have teatime. We’ve got coffee breaks. There’s a letter at the Massachusetts Historical Society from John Adams to his wife Abigail that explains why to this day Americans caffeine up on coffee more than hot tea. He wrote the letter postscript in July of 1774. “I believe I forgot to tell you one Anecdote: When I first came to this House it was late in the Afternoon, and I had ridden 35 miles at least. ‘Madam’ said I to Mrs. Huston, ‘is it lawfull for a weary Traveller to refresh himself with a Dish of Tea provided it has been honestly smuggled, or paid no Duties?,’” wrote Adams. He goes on to tell his wife that Mrs. Hurston refused to give him tea. By then Abigail

Adams had started spoiling on tea, too.

‘The Tea that bainfull weed is arrived’ On Dec. 5, 1773, Abigail Adams penned a note to her friend Mercy Otis Warren. “The Tea that bainfull weed is arrived,” she wrote. “Great and I hope Effectual opposition has been made to the landing of it.” That tea Abigail mentioned was loaded on the cargo ship Dartmouth. It’d arrived in Boston Harbor on Nov. 29, 1773. That started a 20-day clock for the tea to be unloaded and duties paid, or for customs officials to be legally able to seize the cargo and send the ship and crew home empty-handed. Abigail wasn’t averse to tea. We know she had an expensive and apparently prized tea set when John — the second president of the United States — and she moved into the under-construction White House in 1800. We know this because she wrote a letter to her daughter, Abigail Amelia

Adams Smith, with complaints about the movers that are familiar to us today. “Many things were stolen, many more broken, by the removal; amongst the number, my tea china is more than half missing,” she wrote. Abigail’s issue with the tea — “that bainfull weed” — was that it arrived in Boston under the British Parliament’s Tea Act of 1773.

East India Company The East India Company was struggling financially. Its warehouses were filling up with unsold tea from China. One reason for the 1770s’ sales slump was rampant tea smuggling in North America by the Dutch. Then as now, companies were unashamed to hit up legislatures to create unfair trade laws that benefited them. In this case, East India swayed the Parliament of Great Britain to pass the infamous Tea Act. In short, the parliament — with royal assent — eliminated governmental costs the

company paid to get tea to the American colonies, which effectively made it a monopoly, but left in place the hated Townshend duties the colonists would pay for that tea. That tax restructuring plan in theory would make East India tea cheaper than the smuggled tea, so the American colonists would buy it and pay those taxes. Those taxes in turn would help pay to keep an oppressive military presence on colonial soil to, in part, interdict the illegal tea shipments by the Dutch. The Townsend duties were created by a series of parliamentary acts in the late 1760s. They were a political-war escalation to colonial victories in opposing the Stamp Act of 1765. That act was intended to raise the revenue to pay for stationing British troops in the colonies, ostensibly to ward off a French threat following the French and Indian War. The evidence is the colonists never widely accepted the French threat London claimed existed.

Dec. 16, 1773 By December of 1773, other colonies had resisted incoming East India tea imports. Tea ships were forced to turn back from New York City and Philadelphia. Customs officials in Charleston, S.C., seized unclaimed tea from a ship when consignees refused to take delivery due to protestors. But in Massachusetts, Gov. Thomas Hutchinson adamantly refused to let the tea-tax protestors win. His public rationale ran along the lines of our modern saying, “We don’t negotiate with terrorists.” It’s helpful to know two of his sons were consignees waiting to take delivery of the tea, so, you know, family money was on the line. Oh, and a few years earlier the same lot of protestors ransacked his house. But Samuel Adams — second cousin to John Adams — called for a large public meeting in late November, 1773, to discuss the Dartmouth tea. By all accounts the meeting drew a huge crowd. This was, after all, where the Boston Massacre happened less than three years earlier, and folks were still sore about it and events that stemmed from the unjustified shooting of protestors. The attendees decided to have a bunch of men monitor the Dartmouth to make sure its tea stayed in the hold. That 20-day clock was ticking. The Dartmouth crew was looking at the possibility of sailing home minus the cargo with no cash to show for it. The Hutchinson family was looking at the possibility of losing out on a bunch of beverage business. Samuel Adams and others were looking at the looming creation of government-backed monopolies, forcing American colonists to finance their own oppressive military occupation through selective taxation they had no members of Parliament to oppose. Then the Eleanor and Beaver arrived with more of the East India tea on Dec. 16, 1773. There was immediately another large public meeting. Samuel Adams reportedly ended it with the words, “This

meeting can do nothing further to save the country.” Some claim those words were a prearranged signal for an historically famous escalation to the protest, but there’s no historical proof they were. It’s a romantic, albeit logical, assumption. But, what happened after he said those words is well remembered and would forever change America’s drinking habits.

The Boston Tea Party People poured out of the meeting, and some started disguising themselves as Mohawks. Nobody took an official count, but probably around 50 to 75 protestors from the meeting headed to the docks and boarded the Dartmouth, Eleanor and Beaver. Over the next couple hours they destroyed about 92,000 pounds of cargo, about $1.7 million worth as measured in modern currency. We remember it as the Boston Tea Party. The next day — Dec. 17, 1773 — John Adams wrote in his diary, “This Destruction of the Tea is so bold, so daring, so firm, intrepid and inflexible, and it must have so important Consequences, and so lasting, that I cant but consider it as an Epocha in History.” Perhaps Adams was aware his diaries would be part of a crucial historical record. He went on to write:

New Marine Corps boot serves warm, cold temperatures alike Department of Defense This fiscal year, Marine Corps Systems Command (MCSC) plans to begin fielding a new boot that protects Marines in cold-weather climates. The Marine Corps Intense Cold Weather Boot (ICWB) is a full-grain, leather boot designed for use in temperatures as cold as -20 degrees Fahrenheit. The ICWB allows Marines to complete various missions that might involve hiking or skiing in arduous, cold weather environments without having to change boots. “In order to effectively conduct your mission in a cold weather environment, obviously you need to be warm,” said Todd Towles, project officer of Cold Weather Gear with the Program Manager for Infantry Combat Equipment at MCSC. “This boot helps to accomplish this goal.”

Drawbacks of existing boots The Marine Corps currently employs both a temperate and an extreme cold weather boot. The Temperate Weather Marine Corps Combat Boot is designed for employment in conditions between 20 to 60 degrees Fahrenheit, while the Extreme Cold Weather Vapor Barrier Boot is intended for use in environments between -65 to -20 degrees Fahrenheit. However, Marines have said the TWMCCB does not provide enough warmth in sub-zero temperatures because the boot is not designed for such environments. They often have to switch to the Vapor Barrier boot, which can cause excessive sweating if worn extensively in environments above -20 degrees Fahrenheit, said Towles. The ICWB fills a capability gap left by these two boots. The ICWB will be used in temperatures ranging from -20 degrees to 20 degrees Fahrenheit. Towles said the boot can last up to 18 months or longer if cared and maintained correctly. “The Intense Cold Weather Boot is not going to have the same insulation capabilities that the Extreme Cold Weather Boot provides, so the foot shouldn’t sweat as much,” said Towles. “It’s also less bulky than the Extreme Cold Weather Boot.”

Iceland, Norway, Alaska and Montana, as well as at the Mountain Warfare Training Center in Bridgeport, California. Curtis Johnson, a logistics management specialist with MCSC, said Marines felt that the suede boot was well-constructed and durable, but also thought it was bulky and did not dry well once wet. Leveraging this feedback, MCSC then acquired a full-grain boot in 2020. Marines indicated the full-grain boot dried well but didn’t provide enough warmth in below-zero temperatures. CWO2 Christopher Latham, an infantry weapons officer for 3rd Battalion, 6th Marine Regiment, assessed the updated boot at Bridgeport earlier this year. “When the temperature dipped into the negative-degree range, your feet became very cold,” said Latham. “I believe that we need more insulation in the boot to get down into the negative temperatures.” The program office then added an additional 200 grams of insulation to the boot. If a Marine is wearing the boot for extended periods of time in sub-zero temperatures, MCSC provides a protective

overboot for additional warmth if needed. The improved ICWB is also less bulky than the earlier prototype and comprises a black, leather boot to repel moisture.

2nd prototype’s a charm “The first prototype ICWB we tested received mixed reviews, but the second prototype with the added insulation has been well-received by Marines thus far,” said Johnson. “The boot is similar to the boots they wear every day.” The program office expects the ICWB to begin fielding in the second quarter of fiscal year 2021. Towles believes the ICWB will serve the warfighter well in the coming years. “The ICWB lightens the load for the Marines by their needing only one boot for fighting and ski missions, as opposed to in the past when Marines had to maintain two boots,” said Towles. “I believe these boots will further support Marines in cold weather environments and help them achieve mission success.”

Braithwaite. “Following an extensive material assessment in which various courses of action were considered and evaluated, we came to the conclusion that it is not fiscally responsible to restore her. “Although it saddens me that it is not cost effective to bring her back, I know this ship’s legacy will continue to live on through the brave men and women who fought so hard to save her, as well as the Sailors and Marines who served aboard her during her 22year history,” Braithwaite said. Following the fire, the Navy conducted a comprehensive assessment that concluded the cost to restore Bonhomme Richard could exceed $3 billion and require between five and seven years to complete. It would have cost $1 billion to repurpose her. Instead, the Navy is examining ways to remove systems and components for other ships.

Operation Warp Speed update AstraZeneca announced Nov. 27 early results of its vaccine candidate based on interim analysis of trials in the U.K. and Brazil. AstraZeneca is the third major drug company to report late-stage data for potential COVID-19 vaccines. While authorized COVID-19 vaccines are likely forthcoming, research continues and clinical trials are still enrolling volunteer participants. Clinical trials need people from all age groups, races, ethnicities, and backgrounds. Large studies especially need volunteers over age 65, people with underlying medical conditions and members of minority populations. Estonian, U.S. defense forces team up against cyber threats U.S. Cyber Command recently conducted a joint defensive cyber operation with the Estonian Defense Forces’ cyber command on EDF networks. The operation was designed to counter malicious cyber actors and strengthened the cyber defense capability of both nations’ critical assets. U.S. cyber specialists, referred to as “Hunt Forward” teams, and Estonian cyber personnel from Defense Forces Cyber Command, hunted for malicious cyber actors on critical networks and platforms. The U.S. has partnered with various countries throughout Europe, but this defensive cyber operation marked the first of its kind between the U.S. and Estonia.

Nat’l Guard spreads holiday cheer with Trees for Troops More than 20 volunteers from the New York Army and Air National Guard joined area Veterans and fellow service members at Ellms Tree Farm to load 125 Christmas trees in support of the national Trees for Troops charitable effort on Nov. 30. This year marks 16 years of military members volunteering their time to assist in loading the trees destined for fellow service members and their families. “We’re doing our 16th year for our Trees for Troops and it continues strong,” said tree farmer Chip Ellms, who noted that the goal to provide Christmas spirit to military families through Christmas trees is a significant one in a year of COVID-19. The annual program will see more than 14,500 trees delivered this year to 79 U.S. military bases around the country and around the globe.

Tea and coffee become symbols Coffee and coffeehouses existed in the American colonies long before 1773. The Dutch grew coffee plants in Suriname as an export cash crop from the late 1600s. Frenchman

Gabriel de Clieu introduced the coffee plants to Martinique for export farming in the 1720s. The British bowed to the markets and started growing coffee in Jamaica by the 1730s. But, tea, by far, reigned supreme in the colonial beverage markets. Until 1773. That’s when the Tea Act gave the drink bad branding. Which takes us back to Mrs. Huston and John Adams’ letter to Abigail in July of 1774. After telling his wife about asking for tea that had “been honestly smuggled, or paid no Duties,” John continued — “‘No sir, said she, we have renounced all Tea in this Place. I cant make Tea, but I’le make you Coffee.’ Accordingly I have drank Coffee every Afternoon since, and have borne it very well. Tea must be universally renounced. I must be weaned, and the sooner, the better.”

The Respondent has lived out of state for over two years and has failed to support the minor child in this cause.
