memorials built to honor their service and sacrifices. An Honor Flight is a day honoring local Veterans with the appreciation, honor and welcome home most never received. Southeast Florida Honor Flight is a 501c3, 100% volunteer organization based in Stuart, serving Indian River, St. Lucie, Martin, Palm Beach and Okeechobee counties. All funds raised go to supporting four Honor Flights per year and to ensure that every Veteran flies absolutely free of charge. The mission of the POW-MIA-OREE is to show respect to Veterans and their families, for the sacrifices made supporting the American way of life. POW-MIA-OREE annually live-reads the names of the Veterans interred in our National Cemeteries and places a Custom Challenge Coin on the headstones of those interred for their families (as a keepsake) in support of National POW-MIA Remembrance Day because “No Soldier Should Ever Be Forgotten”. POW-MIA-OREE, Corp. is a registered 501c3 organization based in Palm Beach, that covers most of the National Cemeteries in the state of Florida, with eyes on covering the nation. All funds raised support the annual live reading service events and the growth of the program to every National Cemetery, with the goal that one day, “No Soldier Will Ever Be Forgotten”.
Looking to the future Both organizations are eager to get back to honoring Veterans after their 2020 and Spring 2021 events were cancelled due to the Covid-19 virus. The next scheduled Honor Flights for Southeast Florida Honor Flight out of PBIA will be in the Fall of 2021 — dates to be determined. Wreaths Across America “different this year because of COVID” Patrick McCallister FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
The national Wreaths Across America Day will be Saturday, Dec. 19. Kind of. “There’s not going to be a public ceremony this year due to (SARS-CoV-2/ COVID-19),” said Don Murphy, director of the Cape Canaveral National Cemetery. Murphy said there’ll be no public ceremony at any of the National Cemetery Administration’s national cemeteries this year. The Wreaths Across America website isn’t showing any other participating cemeteries in the Veteran Voice coverage area hosting ceremonies this year either.
Personal tributes welcomed However, that doesn’t mean Wreaths Across America Day is totally off. Murphy said the public is invited to visit Cape Canaveral between Dec. 19 and Jan. 9 to see wreaths that’ll be laid down by volunteers instructed about and following Department of Veteran Affairs’ pandemic protocols. Murphy credited Betty Jo Green, the Wreaths Across America coordinator for Cape Canaveral, for making sure there’d be wreaths this year. “They’ll be decorating as many gravesites as they can,” Murphy said. “Unfortunately, this year they’ll not be able to decorate every single gravesite.” Because the novel coronavirus has pinched a lot of pocketbooks, donations were down and fundraising opportunities cancelled. “They ordered as many wreaths as they can,” Murphy said. He added, “I think her plan is the best it can be, considering the circumstance going on this year.” The volunteers will have the wreaths arranged a little before Wreaths Across America Day. “We’re telling everyone if they come to visit on Saturday the 19th it’ll be the best opportunity to see the work Betty Jo did, and her volunteers,” said Murphy. The cemetery, which serves most of the Veteran Voice coverage area, is at 5525 U.S. Highway 1, Scottsmoor. The office is open from 8 a.m. to 4:30 p.m. Monday to Friday. The gates are opened generally from about sunrise to sunset daily. Visitors are asked to maintain proper
reverence and give others privacy and distance.
Wreaths Across America Wreaths Across America started, almost by accident, in 1992. Morrill Worcester, owner of Worcester Wreath Company in Harrington, Maine, realized that his company was going to have extra wreaths that Christmas season. Inspired by a boyhood trip to Arlington National Cemetery, he got the help of Sen. Olympia Snowe to have wreaths laid at graves in older sections of the storied cemetery. As word of the upcoming wreath-laying spread through town, Blue Bird Ranch offered to truck the wreaths to Arlington. The local American Legion and Veterans of Foreign Wars got volunteers to decorate the wreaths with red, hand-tied bows. The town’s annual remembrance went on quietly for 13 years. In 2005, a photo of their wreaths on the snow-covered graves at Arlington exploded on the Internet, and many people wanted to take the town’s tradition to their areas. In 2006, there were

wreath-laying ceremonies at 150 cemeteries throughout the country. The number has grown ever since. It’s done at cemeteries not associated with the VA, too.
Cape Canaveral’s Wreaths Across America events Cape Canaveral National Cemetery opened on Jan. 12, 2016. It had Wreaths Across America Day events since that year. By 2018 the Wreaths Across America ceremonies were drawing more than 1,500 attendees. Murphy said Wreaths Across America ceremonies at Cape Canaveral draw the largest audience of any of the annual programs, including Memorial Day. “I know how much families look forward the Wreaths Across America events and ceremony,” Murphy said. “I know they’re going to be disappointed this year.” He added that the pandemic isn’t forever. “Let’s all look forward the Wreaths Across America 2021,” Murphy said. “We’ve got something to look forward to next year.”

Letter to the EDITOR
Key Florida water bill passes U.S. House of Representatives To the Editor: I’ve got great news! The House of Representatives just passed the final version of the Water Resources Development Act of 2020! This legislation that I helped write is critical to protecting our public health and the environment. Here are a few important provisions I fought to successfully include in this year’s bill: -Accelerating construction of the EAA Reservoir to send more water south; -Demanding the Army Corps of Engineers reduce discharges from Lake Okeechobee; -Combating harmful algal blooms with new, cutting-edge technology; -Preventing special interest
groups from manipulating Florida’s waterways for profit; And more!
Accelerating Construction Of The EAA Southern Storage Reservoir Problem: I successfully authorized the EAA Southern Storage Reservoir as part of the Water Resources Development Act of 2018. This authorization gave the Army Corps of Engineers a green light to begin executing plans to build the reservoir, but the Army Corps has blatantly disregarded Congressional directives by delaying construction—claiming that the project still requires a “new start” designation. This is

irresponsible and leaves our community at risk of toxic discharges for even longer. Solution: My provision included in the bill directs the Army Corps that they do not need a “new start” or addi-
tional authorization to begin construction of the EAA Southern Storage Reservoir. This amendment clarifies the intent of Congress so that the Army Corps must end their bureaucratic delay and begin construction on this critical project that will expand the system’s capacity and maximize the amount of water that can be sent south to the Everglades. There is a lot of great progress for our environment to celebrate in this bill, and you can read more by visiting www.mast.house.gov/WRDA. It is an honor to serve you in Congress. Sincerely, Brian Mast U.S. Representative, FL-18

SANTA CLAUS GOES TO WAR Jolly old elf got ‘conscripted’ early on in American conflicts Mary Kemper STAFF WRITER
mkemper@veteranvoiceweekly.com
Santa actually wasn’t that old, before he became a wartime advocate. Well, the newer Santa Claus, that is. The jovial Christmastime icon had been many centuries in the evolving. He started out as the 3rd century St. Nicholas, who became the patron saint of children. Over time, he became Father Christmas in Europe, who rewarded good children with small trinkets to help them become good citizens and servants of God. In the new America of the 17th century, there were a lot of immigrants from the Netherlands. Their tradition of “Sinterklaas,” who rewarded good children, got adopted quickly by other immigrants. By the time of the Revolutionaries, “Sinterklaas” became “Santa Claus,” though his fame was not yet as widespread as it would become.
Victorian contribution Victorian England had a huge knock-on effect in the U.S. during the late 19th century. Everything from household furnishings, to having servants, to literature affected life in America. It was inevitable that the annual arrival of Santa Claus, by then, was hard-wired into the middle class. When the Civil War broke out, the already cemented myth of Santa Claus was inevitably, and inexorably, drawn in. It was before the era of Coca Cola, which eventually co-opted Santa as an advertising image. By that time, Santa Claus was an icon already. Queen Victoria and her consort, Prince Albert, were keen to be family-oriented
monarchs. This ethos quickly sped across the Atlantic to our own American middle class, and Santa Claus was already there. Santa became all knowing, all seeing, in the nurseries of the U.S. It wasn’t long before he became the advocate of the winner of war.
Propaganda winner Every Soldier or Sailor, from either North or South, had been a kid. They all had fond memories of Santa Claus bringing them an orange in their stocking on Christmas Day, or a toy. So when it was time to go to war, it was inevitable that the press would bring their memories of Santa back to bolster their resolve to fight. This was the beginning of the use of Santa as propaganda. Cynical? Sure. But it worked. Every father, uncle, brother or son who signed up to fight kept the tradition of Santa Claus alive for their children.
Christmas Truce of WWI Santa performed a miracle on Christmas Day, 1914. According to history.com: “At the first light of dawn on Christmas Day, some German soldiers emerged from their trenches and approached the Allied lines across noman’s-land, calling out “Merry Christmas” in their enemies’ native tongues. At first, the Allied soldiers feared it was a trick, but seeing the Germans unarmed they climbed out of their trenches and shook hands with the enemy soldiers. The men exchanged presents of cigarettes and plum puddings and sang carols and songs. Some Germans lit Christmas trees around their trenches, and there was

even a documented case of soldiers from opposing sides playing a good-natured game of soccer. German Lieutenant Kurt Zehmisch recalled: “How marvelously wonderful, yet how strange it was. The English officers felt the same way about it. Thus Christmas, the celebration of Love, managed to bring mortal enemies together as friends for a time.”
Santa forced to knuckle down In World War II, the stakes
were grim. Santa could not deliver even food goodies to children. Rationing meant lean times. Children had already combed their neighborhoods for recycled items for war. They were happy with a small toy, or an orange, in those days. The decorating of a tree, however meager, was a source of joy. No one doubted that Santa Claus, whoever he was, would bring some kind of happiness. He might have appeared in a helmet, propaganda-wise in those days, but he kept his promise to children.

‘There is a Santa Claus’
Apollo 8 crew first to the moon
Patrick McCallister FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
It was final scientific confirmation of a belief children had long accepted largely on faith. On Christmas, 1968, astronaut Jim Lovell, speaking from about 120 miles above the surface of the moon, drove the final nail into doubt’s coffin and forever ended any reasonable debate. “Please be informed there is a Santa Claus,” he said. As astronaut Ken Mattingly, who was serving in the control room for the Apollo 8 mission, responded, “That’s affirmative; you are the best ones to know.” Lovell had a lot of reasons to believe in Santa Claus at that moment. He was still alive. On Dec. 21, 1968, at 7:51 a.m., a mighty Saturn V rocket with three combat pilots turned space explorers atop it in the command module Odyssey launched from the Kennedy Space Center into the boldest adventure humanity had ever undertaken. Frank Borman, William Anders and Lovell were destined to become the first people to reach the moon and come home to Earth. Or, just as likely, the first humans to be lost in space above the Kármán line. Each of them knew their odds of getting back to Earth alive were in doubt. Every part of the Apollo 8 mission was punctuated with a survival question mark. The crew would be the first people to get more than 850 miles from Earth’s surface. They’d be the first to cross the gravitational divide in the Earth/moon planetary system. They’d be the first to go into orbit around a cosmic body besides Earth. They’d be the first to re-enter Earth’s atmosphere at a screaming 25,000 mph. Oh, yeah, and there was a H3N2 influenza pandemic on Earth at the time, so it was entirely possible the three astronauts would get violently ill all at once while they tried to do what no humans ever had. But, if the three lived through all that, they’d be the first humans who’d see the whole of Earth in one look. As Borman said during the flight — “What a view!”
Race for the moon The Dec. 6, 1968, cover of Time portrayed an American astronaut and Soviet cosmonaut running through space toward the moon with the caption “Race for the moon.” The cosmonaut was just about a half step ahead. That’s how things were looking. The Soviets had beat the U.S. in just about everything in space starting with the launch of Sputnik 1 — the first artificial satellite — in October of 1957. Then, in April of 1961, Yuri Gagarin on Vostok
Photo courtesy of NASA The Apollo 8 mission patch incorporated 8, and infinity, with the Earth and moon. While Apollo 11 is most often thought of as humanity’s first trip to the moon, that credit goes to the crew of Apollo 8 about seven months earlier.
1 was the first human to reach space and orbit Earth. NASA answered Vostok 1 with Mercury-Redstone 1, a suborbital crewed launch-and-return, on May 5, 1961. Alan Shepard’s storied flight was, at the time, a bit underwhelming compared to Gagarin’s 108-minute orbital flight. President John F. Kennedy aimed to assert America’s pre-eminence in space with his “Moon Shot Speech” to Congress on May 25, 1961. “First, I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the moon and returning him safely to the Earth,” the young president boldly proclaimed. “No single space project in this period will be more impressive to mankind, or more important for the long-range exploration of space; and none will be so difficult or expensive to accomplish.” The Soviets answered by having a series of space firsts. The Soviets launched the first woman into space in 1963. That brave 26-year-old was Valentina Tereshkova. The Soviets launched the first multi-member crewed space flight — Voskhod 1 — in 1964. Then the Soviets had the first space walk in 1965. Alexei Leonov was that brave man aboard, then outside, Voskhod 2. The Americans did beat the Soviets with the first orbital space docking. That was Gemini 8 in March of 1966. But, then —
Zond 5 In September of 1968 NASA got a seismic shock. The Soviets sent Zond 5 to the moon and returned it back to earth. That was a game-changer. It wasn’t the first lunar probe. Both nations had sent robotic probes to, and landed some on, the moon. The
Soviets did a lunar flyby in 1959, Luna 1. That was followed by escalating successes by the Luna, Ranger and Surveyor programs. By the way, it was the Soviets who made the first soft landing on the moon. That was Luna 9 in 1966. What made Zond 5 remarkable was it had a crew. Of sorts. The Soviets put two tortoises, some fruit fly eggs, and some plants on the spacecraft. The logical reason for sending living things to lunar orbit and back was obvious — next up was humans. And American intelligence got word the Soviets were readying a crew-capable rocket that could reach the moon. It was headed to the pad. It was looking like the Soviets would reach the moon with a crewed mission first after all. What NASA didn’t know was the Soviets’ tests showed that nation couldn’t yet beat the re-entry barrier and have living cosmonauts at the end of a lunar mission. Its engineers were already abandoning flashy moonshots in favor of practical space stations. But just the month before Zond 5, folks at NASA began whispering a plan to change Apollo 8’s mission from Earth orbital tests to going to the moon for orbits and a return. The plan was bold, albeit reckless, too. Usually, astronauts had about a year to prepare for missions. The Apollo 8 crew would have to be rearranged and prepared for a mission in three months. Still, within weeks, the legendary NASA administrator James Webb gave the nod that changed Apollo 8 into a C-Prime, lunar orbit, mission. America was putting all chips on the table and rolling the dice hard. For a moment, during Apollo 8, it looked like the bet was lost.
From the Earth to the moon About 16 hours into flight the Apollo 8 crew did a short service propulsion system, SPS, engine test. The SPS was critical for getting into lunar orbit and not flying off into space. Mission control looking at telemetry after the test saw problems. Their confidence in success soured. But it was worse than they knew. While engineers on Earth were spotting possible mechanical issues, a medical emergency unfolded onboard Odyssey. Borman, the mission commander, suddenly got sick. He vomited repeatedly and experienced diarrhea. It was looking possible the flu pandemic on Earth had followed the crew into space. If all three astronauts got violently sick, it could have been fatally disastrous in a dozen ways. Borman’s condition improved. He may have had a bad reaction to sleep medication he took right after the short SPS test

burn. He might have also been a victim of space adaptation syndrome, which affects about a third of astronauts and cosmonauts. But, he apparently didn’t have the pandemic flu, although Borman suspected he had a 24-hour flu the others didn’t contract. On Dec. 22, the crew did a live broadcast from the Odyssey. They were already the farthest anyone had ever been from Earth. Besides some possible problems with the SPS burn and Borman’s illness most things went smoothly as one could hope for the 68hour flight to the moon. Apollo 8 arrived there on Christmas Eve, Dec. 24. They orbited the 2,100-mile-wide moon 10 times over the next 20 hours. They’d see things no human eyes had ever beheld.
They saw the far side of the moon live for the first time in human history. They’d see the Earthrise from over the moon for the first time, too, and capture an iconic photo of Earth that many believe launched the modern environmentalist movement. On Christmas eve, the Odyssey broadcasted from lunar orbit for an international audience of millions. Anders, Lovell and Borman, respectively, took turns expressing their awe by reading the first few verses from Genesis 1, the creation story from the Bible. And then Borman did something no other human has before or since. He looked at the entire Earth some 240,00 miles away and gave all of humanity a holiday wish. “And from the crew of Apollo 8, we close with goodnight, good luck, a merry Christmas, and God bless all of you — all of you on the good Earth.” Apollo 8 returned safely to Earth on Dec. 27, 1968.

Biden's surprising veterans secretary pick look forward to meeting with Mr. McDonough to learn more about his vision for executing the department’s mission and to share DAV’s views on the most critical issues facing the nation’s veterans. If confirmed, we hope he will work closely with veterans and veterans service organizations as he prepares to undertake this critical role serving the millions of men and women who use and rely on the VA system.”
Patrick McCallister FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
President Elect Joe Biden named Denis McDonough as his pick for Secretary of Veteran Affairs. That was on Thursday, Dec. 10. Among the “Big 6” veterans organizations the response was a resounding, “Huh, what?” At press time — Friday, Dec. 11 — only three of the six veterans organizations who have the greatest roles in Washington D.C. — helping to shape Departments of Veteran Affairs’ policy and congressional legislation — released statements about Biden’s announcement. None read like hardy endorsements. Two of the organizations offered bland generalities about looking forward to working with McDonough if he’s confirmed by the Senate. One, AMVETS, expressed its disappointment Biden didn’t nominate a veteran or woman, but offered cautious optimism that McDonough might take new approaches to the VA. It urged him to “Be bold and make big changes.” There are never serious battles over incoming presidents’ first picks for Secretary of Veteran Affairs, a position created in 1989. The Big 6 in no special order are: Paralyzed Veterans of America, Vietnam Veterans of America, Veterans of Foreign Wars, The American Legion, Disabled American Veterans, and AMVETS. In the leadup to naming McDonough as his pick, many Democrats and veterans pushed for Biden to name a woman or an operations Enduring or Iraqi Freedom, OEF/OIF, veteran to lead the VA. Among the most popular names circulated was Sen. Tammy Duckworth, who is a catastrophically disabled Operation Iraqi Freedom veteran. She’s served as the Illinois Department of Veteran Affairs director and as an undersecretary at the federal veterans department. Instead Biden picked a former White House chief of staff who is not a veteran. This is the second time a non-veteran has been tapped for the position.
Paralyzed Veterans of America Photo courtesy of the Carnegie Endowment for International Peace President Elect Joe Biden announced his pick for Secretary of Veteran Affairs, former White House chief of staff Denis McDonough. Democrats and veterans groups urged Biden to name an OEF/OIF veteran or woman to the position, so the announcement of McDonough was startling.
The last one was Dr. David Shulkin in 2017. The Senate unanimously confirmed him on Valentine’s Day that year. The Biden presidential transition team released a short statement about the pick. “Through his service as White House chief of staff, deputy national security adviser, and chief of staff of the National Security Council, McDonough helped lead the ObamaBiden administration’s work on behalf of military families and veterans, and earned the trust of the president-elect as a first-class manager with the knowledge and vision to deliver results.” McDonough’s wife, Kari, is the president and co-founder of Vets Community Connections, which is based in California.
Disabled American Veterans “The partnership between the VA and veterans service organizations is invaluable, particularly during a transition of leadership, and we
“Paralyzed Veterans of America looks forward to understanding more about the vision Mr. McDonough has for the Department of Veterans Affairs. The VA healthcare system is the preeminent provider of healthcare for our members who are all veterans with spinal cord injuries or diseases. Our members need a VA Secretary who will effectively address the barriers to care they and other veterans face. Veterans also deserve a secretary who will be transparent and partner with us and other Veterans Service Organizations in a fully open and collaborative manner to take on the tough issues facing VA including the need to provide a system of care for all veterans that is safe and harassment-free at all levels of the Department, accessible to any veteran seeking care and benefits, and efficient in delivering timely, quality care and benefits. If confirmed, we look forward to working closely with Mr. McDonough on these issues.”
AMVETS “Today, President-elect Joe Biden selected Denis McDonough to serve as the next Secretary of Veterans Affairs. While we are concerned that this nominee is not a veteran and may not fully understand the Department of Veterans Affairs and its complexities, we are in need of new ideas and leadership. We believe Denis McDonough is a leader with the knowledge and vision
to deliver results. We hope he is up to the task to deliver results for our country’s greatest heroes and we support him in this endeavor. “For nearly two decades, the VA has been plagued with a suicide and mental health epidemic. Congress has increased funding from $2.5 billion a year to nearly $10 billion a year, yet the problem has not been alleviated. “This is the number one issue we are looking to Mr. McDonough to address. “No longer is it sufficient for the Department of Veterans Affairs to congratulate themselves on 1-2% gains when 6,000-plus veterans lose their lives every year. We need a paradigm shift with regards to mental health and suicide. “AMVETS has rung the alarm in numerous Congressional hearings, press statements, and testimonies on the serious policy flaws that our country has followed and continues to support. “We can continue with the status quo, or we can create meaningful change. Reforming an ineffective and unproven mental health system at the Department of Veterans Affairs needs to be this administration’s number one priority. There is not a close second place when we are losing 6,000 veteran lives every year. “Additionally, women and minority veterans need to enter a welcoming VA when they walk through the doors. The VA needs a new and fresh focus to ensure that becomes a reality. We believe placing a female in a top administration position at the VA is a good start to ensuring these issues are addressed. Many veterans service organizations, including AMVETS, have elected women veterans to their top leadership roles. Our community is stronger with this diversity that also reflects our incredible community. VA is behind the ball and we need to fix it. “We are looking forward to working with Mr. McDonough to make positive strides forward on these issues and congratulate him on his selection. “Be bold and make big changes, Mr. McDonough.”

Weekly Briefs Vaccine may begin distribution as soon as this week An assessment by the Food and Drug Administration shows the COVID-19 vaccine developed by U.S. drug company Pfizer is around 95% effective. The vaccine will soon be considered by the FDA for emergency use authorization. If that happens, Operation Warp Speed is ready to distribute the vaccine immediately. It could happen by this week, the secretary of Health and Human Services said. During a briefing Dec. 10 in Washington, Alex M. Azar said the FDA’s assessment of the Pfizer vaccine shows it to be effective across different groups of Americans, including the elderly and those with comorbidities. The vaccine also did not show any significant safety concerns. He said the analysis will go before the FDA’s Vaccines and Related Biological Products Advisory Committee today.
86 new firms added to Military Spouse Employment initiative Eighty-six new companies were inducted into the Military Spouse Employment Partnership today — a Defense Department program that joins with the civilian sector to employ military spouses worldwide. This brings the total number of MSEP employers to 500. MSEP is a one-of-a-kind partnership that plays an important role in recruiting and retaining military spouses. Since 2011, MSEP has hired more than 175,000 military spouses for jobs across the country.
Army Special Ops making rapid progress with use of AI U.S. Special Operations Command hopes to increasingly use artificial intelligence and machine learning in all aspects of warfare, its commander said.
Army Gen. Richard D. Clarke spoke with Hudson Institute scholars recently. Clarke noted that Project Maven jump-started the employment of AI. Project Maven was initially executed to automate the processing and exploitation of full-motion video collected by intelligence, instead of relying on humans to sort through all of it. With AI’s ability to shift quickly through terabytes of data to find relevant pieces of intelligence, it allows the human to make faster and better informed decisions, he said. Socom has been using AI for logistics, and the maintenance piece in particular, for more than two years now, he said. It saves money in terms of, for example, predicting engine life or failure on a tank or aircraft. And it allows better use of those assets.
