CareerSource Research Coast, which serves Indian River, St. Lucie and Martin counties, has scored a 2021 gold-level HIRE Vets Medallion award.

“There are a lot of criteria for it, really,” said Navy Veteran Scott Bray, the local Veteran employment representative.

This year 849 employers across America received the awards. Florida employers brought home 35 of those awards. A few are in the Veteran Voice coverage area: Venergy Group in Fort Pierce; Kationx Corporation in Indialantic; Cromulence in Melbourne; and 8-koi in Merritt Island.

There are 48 employers across the country that’ve received awards all four years of its existence. There were 380 first-time recipients this year.

Secretary of Labor Martin Walsh said every recipient worked hard for the HIRE Vets Medallion.

“The standards are high for getting this award, and if employers don’t meet them they don’t get it,” he said in an online awards ceremony on Nov. 10.

Brian Bauer, president and CEO of CareerSource, said in a press release — “CSRC Veterans’ preference recognizes the economic loss suffered by citizens who have served their country in uniform, restores Veterans to a favorable competitive position for employment opportunities, and acknowledges the larger obligation owed to disabled Veterans.”

Bray said he’s unsure what percentage of the CareerSource Research Coast staff are military Veterans, but easily rattled off several names of other workers who he knows to be.

“We promote the hiring of Veterans,” he said. “We have a lot of Veterans working in our organization. We help Veterans get employed.”

Veterans preference The labor department started the HIRE Vets Medallion in 2018. It’s part of the federal Honoring Investments in Recruiting and Employing American Military Veterans Act, HIRE, administered by the department’s Veterans’ Employment and Training Services, VETS. Its primary aim is to get more employers creating or expanding their Veterans hiring preferences. Walsh proudly noted at the awards ceremony that 22 percent of the department’s workers are Veterans.

Veterans make up about 7 percent of the adult population.

ence in federal hiring goes back to March of 1865, the end of the Civil War. Congress passed a joint resolution saying: “Persons honorably discharged from the military or naval service by reason of disability resulting from wounds or sickness incurred in the line of duty shall be preferred for appointments to civil offices, provided they are found to possess the business capacity necessary for the proper discharge of the duties of such offices.”

In 1919 — following the Great War, World War I — Congress expanded the preference beyond Veterans with service-connected disabilities.

“That hereafter in making appointments to clerical and other positions in the executive branch of the Government, in the District of Columbia or elsewhere preference shall be given to honorably discharged soldiers, sailors, and marines, and widows of such, and to the wives of injured soldiers, sailors, and marines, who themselves are not qualified, but whose wives are qualified to hold such positions.”

Great War Veterans While the federal government created its Veterans hiring preference, that had a limited effect on Veterans’ employment nationwide.

In 1917 to 1919 millions of young men signed up for and served in the American Expeditionary Forces. As they were arriving home, the national economy was in recession, preventing many from finding work. As the economy roared back to life in the ‘20s, Veterans — especially those with service-connected disabilities — found themselves at a disadvantage in job hunting. While they were off fighting a war, their non-Veteran peers had jobs that gave them workplace seniority and experience other employers wanted.

The Veterans’ widespread employment

struggles combined with underpayment during their service escalated to the 1932 Bonus Army March, and a second in 1933. The first protest in Washington, D.C., ended in violent police and military suppression. The second ended with the new First Lady, Elenore Roosevelt, famously meeting with and advocating for the Veterans, which included the creation of Veterans employment programs that have evolved and served as models for decades.

The Veterans’ Preference Act of 1944 solidified the generally understood system of Veterans preference in hiring that’s now widespread. Organizations such as the American Legion pushed Congress to pass the act. The Legion and others didn’t want what happened to Great War Veterans repeating with the World War II Veterans.

CareerSource helps Veterans The Florida Department of Economic Opportunity administers numerous Veterans Employment and Training Service grants and programs though the 24 Local Workforce Development Boards. They run the state’s CareerSource offices.

Additionally, online is Employ Florida’s Veterans Program Portal — https://Veteran.employflorida.com. The state-created not-for-profit Veterans Florida has employment, career-building, and entrepreneurship resources at www.Veteranflorida.org.

Bray said CareerSource has numerous programs helping all kinds of Veterans.

“We have another position called a disabled Veteran outreach program specialist,” he said. “They help (Veterans with disabilities) get ready for employment.

Any underlying issues they might have.

Things like a resume, interviewing skills, help getting benefits, and sending them to the county Veterans services office.”

Other sides of Pearl Harbor attack Lesser-known facts about Dec. 7, 1941 reveal behind-the-scenes discoveries Mary Kemper STAFF WRITER

Did you know that a mysterious board game may have revealed the attack on Pearl Harbor ahead of time?

I didn’t. But that is just one of many interesting stories to come from behind the scenes on that fateful day — including intense, internal Japanese disagreements on whether to attack at all, and an unlikely friendship begun 50 years after the attack.

Writer Chad Stewart of the USO, at uso.org, published the results of an interview he had with historian and New York Times best-selling author Craig Nelson, who wrote a book titled “Pearl Harbor: From Infamy to Greatness.”

Stewart says, “Nelson’s exhaustive research includes behind-the-scenes accounts from Japan, 200 recent oral histories and memoirs from both the American and Japanese perspectives.” (uso.org)

Sailors’ fiery horror According to Stewart, as ships were exploding and burning, many Sailors leaped from their vessels into the water, only to find that the surface had become a sheet of flames due to oil slicks.

Stewart: “There was a huge oil fire on the surface of the water fueled by the ships’ tanks, so it created these giant fires all over the water,” Nelson said. “Everyone jumped off the boats to save themselves, but then they’re being set on fire once they hit the water.

“And some of the most extraordinary moments are these young boys who are rescuing their friends and everyone they know out of these fires and … this affected them for the rest of their lives.”

Stewart said that Nelson pointed out that the vast majority of casualties were young enlisted Sailors, many only 17 and 18, from the ships, as officers were billeted on shore.

Japanese wrangling over attack Many in the Japanese Navy only wanted to retaliate against the United States for its oil embargo over Japanese aggression in China and elsewhere, by conducting, at most, a show blockade of their own on the U.S. There were heated disagreements with the Japanese Army over this, and the Army eventually won the argument for a full-scale attack.

nese] were trying to keep the American Navy from interfering with [their takeover of Southeast Asia] by attacking Pearl Harbor,” Nelson said.

“It was very much on the sidelines [for them] but it was a huge part of their conversation in all of this. Because the Japanese navy had a very long history of friendship with the Americans. … The navy did not want to do it and the army sort of cowed them into it.”

“And now through all of these diaries and memoirs, we see the [leaders] of the country swinging back and forth as to whether or not they’re going to [attack].”

Communications sabotage Stewart quotes Nelson as asserting that there were cases during the eleventh-hour run-up to the attack that the Japanese intended to give at least 30 minutes of warning ahead of time. This was thwarted by two incidents, one of which was again the Japanese Army’s doing.

Stewart: “Many of the Japanese wanted to give Americans a little warning,” Nelson said.

“Their idea was that they would present this document – which was 14 parts long and took hours and hours to cable from Tokyo to Washington – and the diplomats would present this document 30 minutes before the attack on Hawaii. But then the [Japanese] army got involved and decided

that the announcement of war was too striking. So they just said, “Our treaty negotiations are over,” which no one in Washington, except for Roosevelt, took to mean war.”

“Also, a [Japanese] army officer in the cable office also arranged to delay the message so that it wasn’t presented to [Secretary of State Cordell] Hull until after the attack had already started. And he also delayed the last-minute efforts by Roosevelt to cable Hirohito (the Japanese

The National World War II Museum, New Orleans, is showing students the “Path to Pearl Harbor.” Everybody’s welcomed to tune in.

“This program is completely funded by donors to the World War II Museum,” said Kate Fitzgerald, the distance learning manager. “We’re lucky it’s open and free to anybody who wants to watch.”

The “Path to Pearl Harbor Electronic Field Trip” will be at 10 a.m. and 2 p.m. on Tuesday, Dec. 7, the 80th anniversary of the Japanese attack on military bases in Hawaii.

Registration is at www.nationalww2museum.org.

The program will have live and recorded sections broadcast from Hawaii and the museum. Presenters will take questions from the online audience. Fitzgerald said the program is geared for high school students to gain understanding about the buildup to the Japanese attack on Pearl Harbor, and the questions selected for the program will be toward that end. However, all participants, including adults, will be able to submit questions by email. Not all questions will be read, due to time constraints.

The long road to war “This program is ending with the Attack on Pearl Harbor and Pearl Harbor today,” Fitzgerald said. “The first half of the program is the roots (of the attack) that stretched back over four decades.”

For example, the first strike

by Japan on the U.S. came on a December Sunday, but it was four years before the attack on Pearl Harbor. On Dec. 12, 1937, Japanese warplanes attacked and sank the USS Panay, an American gunboat on the Yangtze River engaged in embassy evacuations.

That attack happened because Japan had established economic footholds in China from the First Sino-Japanese War, 1894 to 1895. In 1931

the Japanese military staged a false-flag attack on the Japanese-owned South Manchuria Railway near present-day Shenyang. The Japanese blamed the Chinese for attacking their rail and used that as cause to invade and occupy the northeast side of China.

Japan set up the puppet state of Manchukuo to legitimize its continued occupation.

Japan used a minor military incident along the invented border between China and Manchukuo to launch an attack heading toward Ninjing.

It was during that invasion Japanese forces targeted the Panay, an act that could, and arguably should, have easily gotten America and Japan in a war in 1937.

The Japanese government apparently didn’t have a taste for that quite yet. Japan quickly apologized for and attributed the attacks to poor visibility and misinformation from interrogations of captured Chinese. The government forced Rear Adm. Teizo Mitsunami to accept responsibility for the attack on the Panay and resign. Japan also quickly of-

fered to pay reparations.

“We are approaching this for students under the broader history of World War II,” said Fitzgerald. “What was Japan doing in Asia? What do resources have to do with it?”

Fitzgerald added, “We’ve talked about the (Attack on Pearl Harbor) over and over again.

What was happening in the 1930s, and even before, does not get discussed.”

Florida early in recognizing coming war Throughout the 1930s isolationism was ascendant in the Republican and Democratic parties. The (Sen. Gerald) Nye Committee, Special Committee on Investigation of the Munitions Industry, held 93 hearings questioning hundreds of witnesses and came out with a series of blistering reports that accused President Woodrow Wilson of withholding intelligence from Congress when it declared war on the German Empire in 1917. The committee — along with journalists and activists — repeatedly al-

leged that big bankers pressed the White House to go to war in 1917 to protect their business interests.

That supplied justification for isolationism in the 1930s.

Florida was generally less isolationist than the rest of America during the 1910s and 1930s. Phosphate mining was among the state’s largest industries throughout the 20th century, and that industry depends on international trade.

Phosphate is used in a wide variety of things — fertilizers, soaps, and, yes, munitions.

But, also, Florida has always had an international bent, because of its proximity to the Bahamas, Cuba, the Caribbean and Central and South America. In the early to middle 20th century there were Floridians aplenty who remembered a global war on this state’s doorstep — the Spanish-American War in 1898. The Great American Smokeout came and went on Nov. 18. The Department of Veteran Affairs issued an encouraging press release that day: “Smoking rates steadily trend down for Veterans receiving VA Care.”

“The 2020 Survey of Veteran Enrollees’ Health and Use of Health Care Data Findings Report, published in March 2021, found the rate of Veterans enrolled in the VA health care who identified as smokers dropped nearly 20% in 21 years, from 33% in 1999 to 13.3% in 2020,” the press release read.

“By comparison, the smoking rate among enrolled Veterans is slightly lower than the rate of smokers in the U.S. general population, which is currently 14.2%.”

Previously data suggested that Veterans had higher rates of smoking than non-Veteran peers.

The Great American Smokeout 2021 might be past, but New Year’s Day and the accompanying resolution-making is right around the corner. Veterans have numerous options for tobacco-cessation help from the VA. More about that later in the story.

By the early 1600s Britain’s first permanent settlement in the Americas, Jamestown, was saved from total economic failure by John Rolfe planting tobacco seeds. Tobacco quickly became Jamestown’s biggest cash crop. Which was kind of ironic, since the colony was named for King James I — of the Authorized Version Bible fame.

He hated tobacco smoking, and is the first person to publish scientific evidence about its health consequences. James wrote a treatise, “A Counterblaste to Tobacco” in which he stated remarkably accurate facts on the health hazards of smoking given the primitive state of medical science at the time. James had witnessed autopsies of regular smokers.

He vividly described the visible damage smoking does on the lungs.

Smoking was mostly done by pipe in Europe and early America. The cigarette existed, but was inconvenient due to the need for hand rolling. James Bonsack invented the cigarette-making machine in 1881, which made tobacco smoking more portable and convenient.

Smoking’s early spread

The rare American smoker

Smoking tobacco seems to go back pretty much as far as human habitation in the Americas. But, for millennia it was ceremonial, medicinal and apparently infrequent. Whether its health consequences were ever noticeable to those first tobacco smokers is buried by time.

Christopher Columbus encountered tobacco in what’s now the Bahamas in the 1490s. The Lucayan, Taino or Arawak game him some. Columbus and the crew didn’t know what to do with the dried leaves, so threw them overboard.

Other European explorers worked out that tobacco has a potent psychoactive drug — nicotine. Hernandez de Boncalo took seeds back to Spain and planted them a few decades af-

Tobacco smoking was still relatively infrequent in the United States in the early part of the 20th century. Tobacco had long been a recognizable part of American culture — especially in the South. But, those who smoked usually didn’t make a repeated daily practice of it like smokers today.

Nicotine had been identified as a poison in 1828. Yes, nicotine is a poison, which is why it produces neurological effects a user can find pleasurable with regulated use.

Through the 1800s states passed laws restricting the sales of smoking tobacco.

Tobacco growers and sellers found ways to thwart those laws, such as the introduction of the cigarette machine making them cheaper and more convenient, thus more market-

Despite the tobacco industry’s efforts to make regular daily smokers, in 1915 smoking in the U.S. averaged about 60 cigarettes a year per adult.

It’s much harder to figure out pipe and cigar use for the time.

Cigarettes and other forms of smoking were still too expensive for the masses to make many regular smokers. Daily smoking was an affluency vice.

Tobacco use was also commonly seen as a moral failing on par with drunkenness — getting the attention of the temperance movement — and there was growing knowledge that regular tobacco smoking was physically destructive.

The rise of the American smoker With America’s entry into the Great War, World War I, tobacco companies had an oppor-

tunity to get their product to more than 4 million potential new and young daily smokers.

There was already an association between servicemembers and tobacco smoking. For example, WM.H. Goodwin & Company made Shenandoah Valley Smoking Tobacco after the Civil War. The package featured the image of Union Soldiers smoking in a wartime camp.

The tobacco companies started giving servicemembers cigarettes. There are two ways one can look back at this.

Either it was an act of patriotism motivated by wanting to do something for the troops, or it was a ploy to greatly expand their market. There are reasons to believe at least some in the tobacco industry grasped nicotine’s addicting qualities even then, and with the American Expeditionary Forces were snuck the biggest Trojan Horse in history.

Whether by happenstance or design by tobacco companies, smoking became an integral part of military culture. So integral that by World War II tobacco companies no longer had to give away their product to servicemembers. They got the War Department to buy cigarettes to include them in rations. That helped make millions of new smokers.

Smoking servicemembers became smoking Veterans and helped spread the cigarette culture back home.

The White House hits back Thanks largely to the large rise of a smoking population in the 1940s and 1950s, tobacco’s health risks became more readily evident. That culminated in President John F. Kennedy authorizing Surgeon General Dr. Luther Terry to create a committee to look at the best scientific data available and make a definitive finding about the health consequences of smoking. The committee met for about a year and looked over thousands of scientific papers on the topic.

Supposedly, according to Stewart, the game was called “The Deadly Double.” On Nov. 21, ads appeared in the New Yorker magazine headlined “Achtung, Warning, Alert!”

(Achtung is the German word for “attention.”) Under the headline were depicted people in an air raid shelter playing with dice, two of which were numbered 12 and 7, which in hindsight, referred to Dec. 7.

Stewart: “No dice has 12 and seven on them. The game never existed, and the company that supposedly made it never existed. Military intelligence investigated this, but everything led to a dead end. The person buying the ad space had brought the copy in person, paid in cash and no one knows what the real story is behind that creepy ad.”

Former foes, lasting tribute Finally, there is the story of a Japanese airman, Zenji Abe, from one of the attacking squadrons who forged an unlikely friendship with a U.S. Marine, leading to a yearly tradition honoring the airman’s former enemy.

Stewart: “When one of the lead dive bombers in the attack on Pearl Harbor, Zenji Abe, heard this story – that they had not given any notice beforehand and had attacked without warning – he was filled with shame and remorse,” Nelson said.

“He decided to develop something called the Japan Friends of Pearl Harbor and he went around to all of the airmen he could find who took part in the attack and got them the sign a letter of apology. “[Abe] arranges for a group of them to come to Pearl Harbor for the anniversary. And they show up and at first, nobody will have anything to do with them. But he keeps trying and trying, and finally he meets a Marine bugler from West Virginia named Richard Fiske, who had survived Pearl Harbor and Iwo Jima. [Fiske] said that he had spent almost 50 years hating the Japanese, but they became friends. They arranged so that every year, Fiske would appear with roses donated by Abe and play American and Japanese taps at Pearl Harbor.”

Florida was one of the largest military training and technology development states during World War II. Florida has the largest population of World War II Veterans with somewhere near 40,000.

“We have a lot who come to see the museum from Florida,” Fitzgerald said.

Cape Canaveral National Cemetery is having its sixth National Wreaths Across America Day. Mostly. For the second year there won’t be a public ceremony due to the ongoing SARS-CoV-2/COVID-19 pandemic. Unlike last year, the public will get to volunteer to lay wreaths.

“But, the good news is on the 18th of December, from 10 a.m. to (noon), it’ll be open (for wreath laying),” said Donn Weaver, the deputy coordinator for Wreaths Across America Brevard.

The cemetery, which serves most of the Veteran Voice coverage area, is at 5525 U.S. Highway 1, Scottsmoor. Other cemeteries will have Wreaths Across America events on Saturday, Dec. 18. The wreath laying and accompanying ceremonies are done on the third Saturday of December annually.

Cape Canaveral National Cemetery Weaver said volunteers at Cape Canaveral will line up for wreaths to lay at 10 a.m. Those with loved ones interred at the Brevard County national cemetery will get priority. However — “Citizens can come and help us place wreaths on every grave,” said Weaver.

Wreaths Across America Brevard has about 11,000 wreaths for the national cemetery.

“That’s about the number of graves we have out there,” Weaver explained.

Volunteers will likely find themselves grouped together.

“Everybody should bring a mask,” said Weaver. “There’ll be times when people are close together.”

The wreaths will be out for about a month for people to see. The cemetery is open for reverent visits sunrise to sunset daily. If one needs help locating a grave, the office is opened 8 a.m. to 4:30 p.m.

Monday to Friday.

Cape Canaveral National Cemetery opened on Jan. 12, 2016. It had Wreaths Across America Day events since that year. By 2018 the Wreaths Across America ceremonies were drawing more than 1,500 attendees. The recently retired director, Don Murphy, told Veteran Voice

Wreaths Across America Wreaths Across America started, almost by accident, in 1992. Morrill Worcester, owner of Worcester Wreath Company in Harrington, Maine, realized that his company was going to have extra wreaths that Christmas season. Inspired by a boyhood trip to Arlington National Cemetery he got the help of Sen. Olympia Snowe to have wreaths laid at graves in older sections of the storied cemetery.

As word of the upcoming wreath-laying spread through town, Blue Bird Ranch offered to truck the wreaths to Arlington.

The local American Legion and Veterans of Foreign Wars got volunteers to decorate the wreaths with red, hand-tied bows. The town’s annual remembrance went on quietly for 13 years.

In 2005, a photo of their wreaths on the snow-covered graves at Arlington exploded on the Internet, and many people wanted to take the town’s tradition to their areas. In 2006, there were wreath-laying ceremonies at 150 cemeteries throughout the country. The number has grown ever since.

leased “Smoking and Health: Report of the Advisory Committee to the Surgeon General of the United States.” It plainly stated and scientifically demonstrated what Americans and the federal government already knew — cigarette smoking causes predictable and painful health complications and premature death.

But, America loved its cigarettes. It turned out that the report didn’t have an immediate effect on most smokers.

The peak of cigarette smoking was 1965. The adult per capita consumption of cigarettes topped 4,200 a year in ‘65. But the report did give the federal government leeway for aggressively regulating cigarette sales and got the dominoes falling toward less tobacco use in the U.S.

Former smoker in the White House When the Surgeon General’s report was released in 1964 it apparently had some effect on a World War II-era Veteran whose poor eyesight kept him from overseas duty.

He’d serve in the 18th Army Air Forces Base Unit, also known as the First Motion Picture Unit, during the war. Before and after his service tobacco companies paid that Veteran to make smoking cool by lending his voice and image to advertisements.

Yeah, the Gipper, Ronald Reagan himself. He quit smoking in 1966 according to the Ronald Reagan Presidential Library & Museum.

By the time he became President Ronald Reagan in 1981, the Department of Defense was already trying to get a divorce from tobacco companies. In 1975 it ended the decades-long practice of adding cigarettes in rations. In 1978 the defense department greatly expanded designated non-smoking areas at its facilities.

The efforts had little effect. In 1985, a decade after ending cigarettes in rations, the DoD found that half of servicemembers still smoked. Around that time about a third of civilians smoked.

Reagan’s secretary of defense, Casper Weinberger, tried to drive a wedge between tobac-

co and the military to finalize the divorce and kick cigarettes out of the military for good.

He started an aggressive campaign that included greatly reducing the times when and places where servicemembers could smoke, prominence and availability of cigarettes in base stores, and other things. For example, since 1987 smoking has been prohibited in basic training.

Tobacco companies didn’t go quietly. They kept finding ways to get cigarettes in front of servicemembers on bases. They even attempted to redo the Great War cigarette giveaways to servicemembers during operations Desert Storm/Shield.

The DoD rebuffed it that time.

The tobacco-free servicemember and Veteran The defense department has long regarded tobacco use as a force readiness issue, and continued efforts to get servicemembers off the smokies. For example, the defense department didn’t seek exemptions for servicemembers from the Tobacco 21 law, an amendment to the Food, Drug, and Cosmetic Act that raised the federal purchasing age for tobacco and other nicotine products to 21. President Donald Trump — a lifelong non-smoker — signed the law on Dec. 20, 2019.

Now base retailers can’t sell tobacco and nicotine products to servicemembers who are younger than 21.

Reports had found that as of 2018 about 23 percent of servicemembers regularly used tobacco and nicotine products.

But, that was down from about 30 percent as late as 2013.

On the Veterans side, a growing number of Veterans organizations have kicked cigarettes out of their posts in recent years. The VA, too, has kicked smoking off its facility grounds.

Those and other efforts seem to be paying off and ever more Veterans also wear the title “ex-smoker.”
