Southeast Florida Honor Flight adjusts schedule due to COVID-19 Kathy Sreenan

In another precautionary measure, Southeast Florida Honor Flight has announced the cancellation of their scheduled 2021 Honor Flights for April 10th and May 15th to Washington, D.C. Both of the one-day trips of honor, each scheduled for 80 local WWII, Korean & Vietnam War Veterans, will be postponed due to a myriad of factors stemming from the COVID-19 virus. With the November 19th determination by the National Honor Flight Board of Directors to suspend all Honor Flight-related travel through April 30, 2021, the Southeast Florida Honor Flight Board made the decision to cancel the May flight, as well. This decision was based upon many factors including, but not limited to: Current CDC guidelines and information regarding the timing considerations of the federal rollout of possible vaccines; Washington, D.C.’s current visitor re-

quirements for testing and group gatherings; and the fact that the National Park Service is not currently issuing group gathering permits and there is no indication when NPS will resume permitting for group gatherings for the memorials that are the cornerstone of the program.

Abundance of caution After cancelling their two Spring 2020 and their two Fall 2020 Honor Flights, the Southeast Florida Honor Flight Board of Directors also made the weighty call to cancel the Spring 2021 flights based on risk assessment and the possibility of exposing the older veterans to the virus, as well as no allowed crowd gatherings to welcome the veterans at the airports, another key component of the program. As much as the decision displeases the organization to again forego honoring awaiting veterans, the health and safety of the Veter-

ans, guardians and volunteers is paramount. Veterans and guardians who were scheduled for the Spring 2021 flights will be contacted and transferred to the organization’s Fall 2021 Honor Flights, with exact dates forthcoming.

‘Heartbreaking’ decision, but looking to future Southeast Florida Honor Flight is again heartbroken to have to make this third flight postponement decision, yet are as revved as ever to honor the deserving, local Veterans when it is possible to fly again, anticipated to be in the Fall of 2021.

VA inks deal to build new Daytona clinic Patrick McCallister FOR VETERAN VOICE

The Department of Veteran Affairs has inked a deal with Carnegie Management and Development Corporation to build its new Daytona Beach multi-specialty clinic. The move will expand the William V. Chappell Jr. VA Satellite Outpatient Clinic allowing for the closure of an annex clinic. “It’s going to be approximately 140,000-square-feet,” said Dr. Nichole Robinson, chief medical officer for the Daytona Beach clinic. She added, “This will allow us to bring all those specialties under one roof.” And importantly, she added, the new space will have 750 parking spaces.

Needed for a while In 2017 Congress appropriated funds to open an annex to the satellite clinic. That was through the VA Choice and Quality Employment Act of 2017. The Daytona Beach clinic serves about 21,000 veterans and was nearing 190,000 visits a year at that time. It’s only gotten busier. Timothy Cooke, director of the Orlando VA Medical Center, said the Central Florida catchment area is the busiest in the nation. “Daytona has been growing and continues to grow,” he said. Among other things, the 2017 legislation provided funding for adding or expanding 28 new leases for Department of Veteran Affairs’ medical facilities nationwide. Seven of the approved locations were in Florida, which has the third largest Veterans’ population in the nation. California and Texas have the largest and second largest respectively. The annex added 30,000 square feet to the satellite clinic’s 107,000. More importantly, it added parking. The Daytona Beach clinic is at 551 National Health Care Drive, which is on two public bus lines. But, Volusia County’s bus service, Votran, runs hourly, so is a hassle for Veterans to get to the clinic. The roadways leading to the clinic have poor pedestrian and

bicycle infrastructure, and the clinic is remote from residential areas anyhow. Volusia County — like much of the Orlando VA Medical Center’s catchment area — is difficult to navigate without using an automobile. The VA moved the 5,000-square-foot Orange City clinic to a more accessible 10,000-square-foot location in Deltona in 2018 in part for expanded parking and to make getting to it by bus, walking or bicycling easier. The move gave the Volusia and northern Seminole Coun-

ty veterans 500 parking spaces at Deltona Plaza.

The new Daytona Beach clinic The existing clinic is at 551 National Health Care Drive. The new one will be on Williamson Boulevard. “It’s in close proximity to the existing clinic,” Robinson said. The construction is slated to begin next year. Its project is to take 34 months to design

and build. It’ll be opened by the summer of 2023 assuming there are no major weather or other events that delay it. When opened it’s going to continue offering current services available at Daytona along with some new ones. The Orlando catchment area has about 120,000 Veterans enrolled. On average, the VA figures, about one in four veterans is enrolled in the Veterans Health Administration, meaning East Central Florida could have upwards to 460,000 Veterans.

Florida water quality gets huge boost To the Editor: Great news — This past week the House of Representatives passed legislation to help restore water quality in Florida and habitats around the country, including combating harmful algal blooms. Specifically, the bill reauthorizes the National Sea Grant College Program, which is an important partnership between the National Oceanic and Atmospheric Administration and colleges in our community. Over the last few years, the Florida Sea Grant Program has created 5,000 new jobs, supported 700 new businesses and preserved 10,000 acres of coastal habitats. Additionally, the program has funded a number of critical projects in our own back yard, including: • Forecasting and preventing harmful algal blooms and red tide • Restoring oyster beds in the Indian River Lagoon to naturally filter our water • Deploying artificial reefs across Florida to rehabilitate damaged coral reef ecosystems

Jetson leader remembered as ‘Veterans first’ Mary Kemper STAFF WRITER

The obvious and cliched connection Naturally, I had to bring up the Jetson name with the 1960s animated series. What, I wanted to know, did John share with George? “Well, I wouldn’t mind if ‘push-buttonitis’ was my only problem,” he said, with a twinkle in his eye. “Seriously, though, I do think our world will probably come to a day when everything is automated. If that’s the case, we [at Jetson TV & Appliance] will be right on it.” George Jetson was a family man, and so was John. John, however, kept his family matters securely close to his vest. He leaves behind son Trey Thofner of Vero Beach; sister, Lisa Kauffman of Fort Pierce; nephews, Adam Thofner and Kyle Kauffman both of Fort Pierce, and Scott Thofner of Tallahassee. In accordance with John’s wishes, the late animal lover asked for donations to be made to Dogs and Cats Forever, 4600

His passing was as typical of the man as his life was — “it was never about me, but Veterans,” he said, over and over. I only just found out about the passing of John Thofner Jetson, well known owner and operator of Jetson TV & Appliance, a Treasure Coast fixture with multiple locations. He passed away Nov. 15 at his home in Vero Beach. He was 71. I feel privileged to have known him, if only in brief intervals. Jetson TV & Appliance held annual Veterans Day events as part of its usual business days, inviting Veterans’ organizations from around the Treasure Coast to come and set up booths to raise awareness of their missions, including Wreaths Across America and many others. John also held numerous Veterans Appreciation Day events for the same reason. It was at one of these I first met him. John was busy, being pulled in many directions. Clearly, he wanted to hang around and chat with all the Veterans and supporters who showed up, but business called. I found him to be both no-nonsense and funny in a dry kind of a way. Our conversation was interrupted numerous times by employee concerns, to be juggled with the focus on Veterans. John only had maybe an hour, if that, to spend at the Appreciation Day. Some of that he carved out for me.

Military service As soon as John graduated high school in Pompano Beach in 1969, he enlisted in the Air Force, and became a crew chief specializing in reconnaissance. According to his legacy.com obituary: “John’s expertise as an air strike controller made him an intelligence source, munitions expert, communications specialist, and above all, the on-scene commander of the strike forces and the start of any subsequent combat search and rescue, if necessary. After leaving the Air Force, John, along with his brother Scott Thofner, founded and operated Jetson Appliance TV and Appliance in 1974.” John sidestepped my questions about his service in Vietnam. Time and time again, the answer was, “well, whatever, but it’s not about me. It’s about Veterans.” The same evasion came from questions about his building of the business that

bore his name. “We look at what people want and need, and we answer it,” he said. Obviously, it was successful, and continues to be successful.

True Floridian John loved nothing more than fishing and sailing. At one point in one conversation, he said, “Gotta go. Sorry. If I’m lucky, I’ll catch the currents.” He was pulled in so many directions in life, but managed to indulge himself in the things that were important to him. The business surely took top priority. Veterans the same. He loved his fellow Veterans to the end. In between, somehow, some way, he found time to get out on the water. Veterans won’t forget him. I hope no one forgets him. Kris Hasenauer was at Florida State University when the Sept. 11, 2001, terrorist attacks came. He was studying medicine to become a physician’s assistant, so went to the Army recruiter and asked what he could do to help the nation. “I made a career of special operations medical,” he said. Now he owns Emerald Medical in Fort Pierce aiming to serve as many Veterans as possible. While there are medical generalities that apply to everybody, groups have special considerations and needs. That’s true for Veterans as any other. For example, on the extreme side, Veterans have a higher risk for conditions such as multiple sclerosis and amyotrophic lateral sclerosis, ALS. A doctor knowing that fact about Veterans can be the difference between taking weeks instead of months or even years to get a proper diagnosis and treatment. “We’re taking Tricare patients now,” Hasenauer said.

Homecoming Hasenauer finished his youth on the Treasure Coast. “I went to high school here. My dad was in the military and retired here,” Hasenauer said. Of course, as said, Hasenauer went off to college then joined the military. He was active duty until about 18 months ago. “Then I came home and started all this up,” said Hasenauer. By “this” he means a company that specialized in taking healthcare all over the world — wherever clients needed it. “Oil platforms, construction jobs overseas,” Hasenauer explained. But, he wasn’t quite ready to give up the combat boots. “I’m still in the National Guard,” Hasenauer said. He’s in the 20th Special Forces Group. The 3rd Battalion is headquartered in Florida and is part of the US Southern Command.

COVID came along The upstart portable medical business was just starting to break in its new shoes — “When COVID hit, all our overseas stuff evaporated overnight,” remarked Hasenauer. So, Hasenauer was thinking the company had qualified medical staffing and proper equipment, but no work. Now what with the SARS-CoV-2/COVID-19 on the loose? The staff, made up most-

ly of Veterans, like Veterans, and of the 21 million in this country only about 9 million get Department of Veteran Affairs healthcare. Hasenauer decided to get some space, throw out a shingle and look for some of those 12 million Veterans who aren’t enrolled in the VA. Some of those VA patients are getting some of their services outside the Veterans Health Administration, because of different programs designed to ensure they get needed healthcare one way or another. “We’re partnering with them so we can take VA patients and treat as many Veterans as we can,” Hasenauer said.

Speaking of COVID With a highly contagious airborne bug around, Hasenauer said Emerald Medical is doing two things for patients. One is increasingly common telehealth. The other harkens back to a time few remember. “We do house calls,” Hasenauer said. “Instead of having to go to the doctor, we’ll come to you.” That doctor, by the way, Dr. Edil Josue Agosto, is still serving in the Army Reserve. Japanese warplanes attacked and sank the USS Panay on Sunday, Dec. 12, 1937, at the height of the Second SinoJapanese War. The Panay was part of the Navy’s Yangtze Patrol, which operated gunboats on the Yangtze River, China. The Japanese claimed the attack was an accident, but a Universal News film crew aboard the Panay captured footage that debunked the assertion.

The first strike in a war between Japan and the U.S. came on a December Sunday, but it was four years before the attack on Pearl Harbor. On Dec. 12, 1937, Japanese warplanes attacked and sank the USS Panay, an American gunboat on the Yangtze River engaged in embassy evacuations. Today the USS Panay Incident, as it’s called, is barely remembered. But newspapers at the time ran all-caps headlines edge-to-edge on the front pages. For example, the Boston Herald headline “NIPPON PLANES BOMB AND SINK U.S. GUNBOAT PANAY.” Secretary of State Cordell Hull’s fear this attack on a Navy gunboat would lead to war was real. America could well have been in what became World War II four years sooner — about two years earlier than our European allies. By the time Japanese warplanes unprovokedly attacked the Panay, Germany and Japan had already signed the Anti-Comintern Pact, which was the original basis for their World War II alliance, the Axis Powers. Italy joined the pact the month before the attack on the Panay, so all the major Axis players were in place. The Battle for Britain could just as easily been the Battle for America as we faced the Axis alone.

The U.S. military in China The Panay was part of the Navy’s Yangtze Patrol, an outgrowth of complex treaties — dubbed the “unequal treaties” by Chinese and later other historians — following the First Opium War between Britain and the Qing dynasty. European powers forced their presence and their trade on the Chinese through military threat and coercion. The U.S. was eager to get in on the economic opportunities, so worked out a deal with the British to have access to the Yangtze under its forced treaties with China. That grew into creation of the Asiatic Squadron in 1868 and eventually the

Asiatic Fleet in 1902. The USS Panay (PR-5) was a 191-foot gunboat commissioned in 1927. She was normally crewed with about 50 Sailors and four to five officers. The Panay, like other American gunboats on the Yangtze, had a bronze plaque that read, “Mission: For the protection of American life and property in the Yangtze River Valley and its tributaries, and the furtherance of American goodwill in China.”

The Japanese in China The Japanese had become a growing international industrial and military power since the late 1800s. Its aims to acquire more resources from other Asian nation’s lands became increasingly evident from the First Sino-Japanese War, 1894 to 1895. Japan’s designs on China led it to conflicts with other powers there, as seen in the Russo-Japanese War, 1904 to 1905. Through those wars and other factors, the Japanese gained economic footholds in China. It wanted more. In 1931 the Japanese military staged a false-flag attack on the Japanese-owned South Manchuria Railway near present-day Shenyang. That’s remembered as the Mukden Incident. The Japanese blamed the Chinese for attacking their rail and used that as cause

to invade and occupy the northeast side of China, called Manchuria. Japan set up the puppet state of Manchukuo to legitimize its continued occupation. The League of Nations investigated the Mukden Incident and concluded it was a ruse, leading Japan to angrilly leave that body in 1933. That was just about the time the Nazis, who deeply hated the League of Nations, were seizing power in Germany. The Chinese, of course, never recognized Manchukuo as a separate state, but they were in no position to challenge Japanese military might. Despite the presence of European powers and the U.S., China had no allies who’d lift a finger to help repel the Japanese from its lands. China was relegated to living with a hated truce the two Asian countries signed in 1933. The Japanese, however, were itching to expand their hold on Chinese lands and resources. The imperial nation increasingly made aggressive moves along the invented border between Manchukuo and China causing escalating incidents. One July night in 1937 there was a minor skirmish. But, this time a Japanese private failed to return to base. The Japanese used his disappearance to make demands to move troops into a walled Chinese city to look for him. The Chinese refused.

The private showed up even as Japanese forces readied for battle. His safe return was of no consequence. The Japanese amended their demand to saying they wanted to enter the city to investigate the cause of his temporary disappearance. The Chinese still refused. Within hours Chinese and Japanese forces would be locked in escalating tensions that turned into military battle that many historians recognize as the start of World War II in Asia two years before it moved to Europe. It’s called the Second Sino-Japanese War.

Japan moves closer to the Panay Although the United States pinned all blame for the Second Sino-Japanese War to Japan’s expansionism, it stayed neutral. By November of 1937 Japanese forces were slashing their way toward Nanjing committing horrific atrocities and widespread murder as they went. Americans and others opted to evacuate ahead of the Japanese rampage. What had been a plum job in the Navy for American Sailors on the Yangtze Patrol became an increasingly hectic and dangerous one. The crew of the USS Panay put huge American flags all over the ship to make them clearly

On November 18, 44 students at Sebastian River High School spent the afternoon in teams interviewing local Veterans. Before the interviews, students did research so that they could learn more about military service, conflicts, historical context, and more. On the day of the interviews six local Veterans traveled to the school to be interviewed. Students were able to record these oral histories, and they will be documenting the experience through written reflections that will be published in the coming year. This was an exciting experience for all involved, and it showed the power of collaboration as students, teachers, administrators, and two non-profit organizations came together to build intergenerational connections and shared perspectives about history and the contributions of our men and women serving in the military. visible from land, water or air. How much good those flags would do was unclear. On Nov. 30, 1937, Japanese forces seized an American civilian tugboat, ripped down the flag and threw it in the water. The Japanese abandoned the tugboat the next day, but the move implied that American neutrality meant nothing to them. By early December the Panay was involved in evacuating Americans and Europeans from Nanjing. Among those who climbed aboard was a film crew from Universal News. By Dec. 9, 1937, Japanese shells were landing close to the Panay. After moving the ship, the crew radioed the Japanese troops to let them know where they were. Over the next couple days three Standard Oil tankers formed up a convoy with the Panay. Shells started landing close to the convoy, so the crew of the Panay opted to move it. The Japanese stopped the convoy and demanded to inspect the ships. They also questioned the Panay officers about Chinese forces they’d seen along the Yangtze. The crew cited American neutrality and refused to answer. The Japanese seemed to take no for an answer and left. The convoy found a spot to anchor. So, again, the Panay informed the Japanese of their position and everybody went into an uneasy waiting mode. On Sunday, Dec. 12, at about 1:40 p.m. local time, six Japanese bombers appeared. The crew of the Panay was weary and assumed stations. Neutral or not, there was a war going on around them. Then the bombers dove at the Panay.

The Japanese attack The Americans had defenses for ship-to-ship fighting, so was largely helpless against aerial assault. The captain was injured early in the attack. Lt. Arthur Anders took charge and had gunners target the bombers as they flew off — when they’d be more vulnerable to low firing angle of the guns. Shrapnel hit Anders in the throat. He couldn’t talk any-

more, so he wrote orders during the attack. Within minutes the Panay was mortally wounded. It had no power and no radio to summon aid if any was near. The crew quickly moved the evacuees to the engine room where they’d have to best shielding from bullets and bombs. Two refused. Norman Alley and Eric Mayell did what news cameramen do — they filmed the attack. About 20 minutes in the Panay was obviously sinking. At about 2 p.m. Anders wrote out his final order as acting captain of the Panay — abandon ship. The Japanese planes continue their attack as evacuees and crew braved the waters to get to shore. The bombers turned to the oil tankers. Anders slipped into unconsciousness once on land, but fortunately Army Capt. Frank Roberts was on hand to assume command. He was a military attaché at the American embassy in Nanjing. He ordered survivors to hide in nearby bamboo woods. In the absence of knowing whether the attack was deliberate, and Japan was now at war with the U.S., or that it’d been a terrible misidentification, Roberts was taking no chances. He assumed the attack on a U.S. convoy was deliberate and acted accordingly. Roberts sent a Chinese national who’d worked on one of the ships to the closest village to get intelligence. He came back to Roberts with word they were in area still controlled by the Chinese and the village was friendly to Americans and Europeans in the evacuation party. The survivors made stretchers for the injured and marched the eight miles to Hoshien. Amazingly an embassy worker found a phone there and was able to notify American authorities what had happened and where the survivors were. The British sent rescue boats and evacuated them. Back in the U.S. newspapers started publishing the first stories of the attack on Dec. 14. Their information was sketchy, but that didn’t keep them from giving potential fatality numbers in the dozens. In reality, and astonishingly, only two of the Panay crew and one Italian national died. Another 10 were seriously injured. Almost certainly that was owed to the fast thinking of Anders, Roberts and the Panay crew.

The Japanese apology American outrage was heard across the Pacific. The Japanese government quickly apologized and attributed the attacks to poor visibility and misinformation from captured Chinese. The Japanese government forced Rear Adm. Teizo Mitsunami to accept responsibility for the attack on the Panay and resign. Japan also quickly offered to pay rep-

Weekly Briefs Marine ‘Packing Party’ celebrates 12th year Semper Fi & America’s Fund has announced the successful completion of their 12th annual Holiday Ornament Packing Party. Each year, this initiative brings together hundreds of volunteers from the greater Washington, D.C. metropolitan area for an event to package thousands of holiday ornaments that are shipped to U.S. service members, Veterans and their families living or stationed around the world. Due to COVID-19 restrictions, this year’s party took place virtually in the homes of volunteers. This year, more than 17,000 ornaments will be mailed to service members, Veterans and their families from every branch of the Armed Forces who have been wounded, ill or injured since September 11, 2001. Each ornament has a holiday design with The Fund’s logo. Volunteers included Semper Fi & America’s Fund case managers, staff and volunteers.

Air Force, Space Force jump on digital literacy learning The Air Force recently launched a program called Digital University to help increase digital literacy, by providing access to free courses from Udemy, Pluralsight and Udacity to all Department of the Air Force and Space Force Air and Space professionals. Explosive ordnance name of the game in Marine Corps training Explosive ordnance disposal technicians from across III Marine Expeditionary Force and Marine Corps Installations Pacific gathered to participate in an ordnance exploitation proof of concept range on November 16 - 25 at Camp Schwab. Participating EOD technicians were divided into four stations and tasked with the disassembly of a TOW 2F anti-tank missile to a component level. Each station was equipped with a specific gear loadout; light, medium, or heavy; representing scalable, expeditionary options when conducting exploitation operations. A light capability, what could conceivably fit in a backpack and large case. A medium capability, limited to the size of a joint material container. And lastly, a heavy capability, the full suite of tools transported via a quadcon, or mobile maintenance shelter. Each of these loadouts were tested during the range. EOD technicians have exclusive areas of expertise. This training enhanced the EOD technician’s abilities in gathering crucial information on foreign ordnance capabilities. The training not only refined the EOD technician’s extremely technical skillset, but also employed skillsets of other Marines to assist in the exploitation of explosive ordnance.

But by and large even with the news film in circulation, Americans didn’t react like they had in 1898 when the USS Maine exploded in Havana Harbor. The call for military response gained little traction. That of course totally changed on Dec. 7, 1941, when Japan forced America to all-out war by attacking Pearl Harbor. The first American Sailors to die in that war were Edgar Hulsebus and Charles Ensminger aboard the USS Panay in 1937.
