Veteran Voice is a weekly publication designed to provide information to and about veterans to veterans and to the broader community. Veterans are an integral part of their Florida communities, which currently have individual organizations of their own, such as the Veterans of Foreign Wars, the American Legion, the Vietnam Veterans of America and many other groups with a narrow focus, but no convenient way to connect to a wider population of veterans and to the community in general within a limited geographic area, their community. The mission of Veteran Voice is to publish a weekly source of information that will provide, in one place, a listing of resources available to veterans, articles about changes in policies or organizations affecting veterans and events of interest to veterans as well as articles about veterans of interest to the general public. Veteran Voice LLC is organized as a partnership of experienced newspaper executives with an interest in veterans and in the communities of Florida veterans and friends. Veteran Voice is a start-up intended to address a perceived lack of information readily available to veterans on programs and policies affecting them and objective reporting of veteran affairs to the public. To our knowledge, and based on comments from leaders of local veterans organizations, there was no media or website currently meeting this need until the launch of Veteran Voice. George Fisher tells the story with obviously selected words in moderated tones, but they don’t hide the intense emotions he has 73 years later. Fisher was in the Army’s 26th Infantry Division on Dec. 16, 1944, the morning the German army launched Unternehmen Wacht am Rhein, Operation Watch on the Rhine. “We had no (winter) clothes to wear, because the battle happened so quickly,” Fisher said. “We had nothing.” The Allies called the quickly-organized response to the German offensive the Ardennes Counteroffensive. War reporters gave the two operations the name we remember. The Battle of the Bulge.

Memories “I’ve been back there three times to see the battleground and sites,” Fisher said. “A lot of my buddies are lying out there. I still call them. They don’t answer. They march with me, but their feet make no sound.” The Battle of the Bulge Association’s Southeast Florida chapter, 62, will have its annual survivors’ gala on Dec. 17 in West Palm Beach. The chapter covers the eastern side of the Florida Peninsula, including all the counties in the Veteran Voice coverage area. Fisher was a founding member in 1998 and is president. He said in the late ‘90s, the chapter had 450 members. “Now we’re down to 143,” Fisher said. “This may be our last meeting. I get calls from widows at least once every two weeks.” Calls telling him that another Battle of the Bulge survivor has died.

Top VA man gets emotional As the communications director for the Florida Department of Veteran Affairs, Steve Murray meets lots with veterans. He takes part in numerous ceremonies all around the state. ray said. Murray has the honor of hand delivering Gov. Rick Scott’s annual Battle of the Bulge Day proclamation to the Dec. 17 gala. “I love it,” Murray said. “This is my third time driving to West Pam Beach to present the governor’s proclamation to these veterans.”

Hall of Famer This year, too, Murray gets to take news that Brig. Gen. Albin F. Irzhk, another founding member of the Southeast Florida chapter, has been inducted into the Florida Veterans Hall of Fame. He was a tank battalion commander in World War II. In addition to the Battle of the Bulge he also served in the Vietnam War, and went on to write books, such as “Unsung Heroes, Saving Saigon.” “He is 100 years old,” Murray said. The Battle of the Bulge was last major Nazi offensive in Western Europe. The large thrust to push back Allie forces worked at first. “It took us six weeks to push them back to where we started from,” Fisher said.

Fierce battle At a terrible cost. The Ardennes Counteroffensive included more than 600,000 American and 55,000 British soldiers. They were up against about 500,000 Germans. By the time battle was done, 19,000 Americans died. The British lost 200. As if the intense fighting in a harsh winter wasn’t bad enough for

the American troops, members of the Schutzstaffel, the SS, committed an unforgettable and unforgivable atrocity. On Dec. 17, 1944, about 150 Americans had been captured by the German Army and were under guard to await transport to a prisoner of war camp. Members of the Nazi SS paramilitary opened fire on them, killing at least 84. SS officers were later tried for that and other killings of prisoners of war at the Malmedy massacre trial. Many were sentenced to death.

Accelerated war’s end Many war historians hold that the failed offensive aimed at turning back German losses, but instead hurried the war’s end. “Germany surrendered three and a half months later,” Fisher said. The Allies accepted Germany’s unconditional surrender on May 8, 1945. Facing an undivided American military, Japan would follow with an unconditional surrender on Sept. 2 that year. But, Fisher said, the victories came at a high cost. “(The battle) was a terrible horror,” he said. “We survived it somehow. I don’t know how we did.”

Injury prevented death Fisher said he may have survived because shrapnel badly injured him on Jan. 3, 1945. “For me, the war was over,” he said. Tracey Diehl, who runs the Battle of the Bulge Association’s member services, said nationally there are

about 900 in the organization. She said chapters may have members the national association is unaware of. “There is no way to know the number of survivors of the Battle of the Bulge,” she said in an emailed response to questions. “There is no central database that keeps track of who has passed away and served in the Bulge.” There are about 558,000 World War II veterans remaining in the United States. The Florida Department of Veteran Affairs estimates there are about 66,000 in the state. Others, such as the National World War II Museum, put the number lower than that, but hold that Florida probably has at least the second largest population. About 360 World War II veterans die daily.

Lessons learned Fisher said the Battle of the Bulge teaches military leaders to pay close attention to natural forces, such as weather, and make sure soldiers don’t have to fight nature while battling enemies. He said the battle had an important lesson for the world. Value and respect everyone around you. “We learned to get along,” Fisher said. “All we had was each other. We all had families back home, but there we only had each other. Our lives could have ended any time. We learned to get along with each other and depend on each other.” By gubernatorial proclamation, Dec. 16 is Battle of the Bulge Day in Florida.

Smoking is permitted in only a couple designated places at the Orlando VA Medical Center. But even those outdoor smoking spots could go away in 2021. But, a lot of veterans would much rather they were former smokers by then anyhow. The Senate Committee on Veteran Affairs is considering a bill, S 2119, that if passed by Congress and signed by the President will ban smoking anywhere — indoors and outdoors — at Department of Veteran Affairs’ medical facilities. “We’d have a few things to get things together,” said Mike Strickler, deputy public affairs officer at the VA’s Lake Nona facility in Orlando. “Education would be a big portion of that.”

Stick to designated areas The Department of Veteran Affairs Police Services already encounters people smoking in non-designated areas. Strickler said the Orlando chief, Nick Amen, said officers aim to get offenders connected with cessation programs, rather than

affairs officer at the West Palm Beach VA Medical Center, said it doesn’t permit any indoor smoking either, but also has designated outdoor areas. It covers Martin, St. Lucie and Indian River counties.

Vet smoking higher than average Dr. Christopher Blagg, psychologist at the Orlando VA, said veterans do seem to smoke more than average. “Smoking prevalence in the veteran population has been reported to be slightly higher than the general U.S. population with approximately 20 percent of veterans reporting smoking in 2012 in a VA survey,” he said in an emailed response to questions. “Veterans are also more likely to have a history of smoking with 57 percent of the

U.S. population having never smoked cigarettes, but just 32 percent of veterans receiving their health care from VA having never smoked.” That raises the VA’s concerns. It is the largest single healthcare provider in the nation, and no one now debates that smoking is detrimental to health. “(Quitting tobacco use is) the single most important thing you can do to improve your heath,” Blagg said in a telephone interview. “We have a lot of different programs here to help veterans and we tailor programs.”

Cessation programs Blagg runs the Lake Nona seven-week tobacco cessation groups. “That’s typically a smaller group of veterans and we meet weekly for an hour or two,” he said. The first four weeks the groups discuss the motivations and triggers for tobacco use and learn strategies for successful quit attempts.

“We talk about nicotine-replacement therapy and other therapies available,” Blagg said. Then there’s the quit date in week four. “Weeks five, six and seven, we follow up and help them with relapse prevention,” Blagg said. “It’s a pretty comprehensive class that uses evidence-based treatment and help.”

Focus on benefits Dr. Larisa Lasko, another psychologist at the Orlando VA, facilitates introductory groups to the VA’s smoking-cessation programs. “Through that group we explore why they want to quit and the benefits of quitting and how we can help them,” she said. In an email, she added, “During the group, Veterans are connected with various follow-up services, including referral to a 7-week tobacco cessation class at various sites of care, one-to-one treatment with a provider who specializes in behavioral change, and the Quit

Vet telephone quit line.”

Quit Vet program Any veteran enrolled in VA healthcare can call the Quit VET line at 1-855-784-8838 on weekdays, except for federal holidays. Information shared on calls is not added to VA medical records. The VA also has a text-message service to help with quitting tobacco. To sign up text the word “VET” to 47848. There’s also an app, the Stay Quit Coach. It’s available at mobile.va.gov/app/ stay-quit-coach. Both psychologists said quitting tobacco is at once difficult and attainable. If there’s a secret to success, it’s to keep quitting until it works. “The research has shown that every time you attempt to quit smoking, your chance for success is better than the time before,” Blagg said. Tobacco-cessation programs are offered at many of the VA’s Community-Based Outpatient Clinics, such as Orange City.

FOREVER TO REMEMBER Pearl Harbor Day will never fade as long as time goes on Mary Kemper STAFF WRITER

It’s hard to believe it’s the 76th anniversary of Pearl Harbor Day. To many, even those that didn’t live through it, the memory remains fresh. One day, all of the survivors will pass on. Thankfully, there are estimated to be about 1,500 nationwide. (It’s unclear how many are Floridians — many of the Pearl Harbor survivor groups founded in the aftermath of war are now defunct, as their member pass away.) The terror and chaos of that “date that will live in infamy, in President Franklin Roosevelt’s memorable words, cannot properly put into words, even by those who underwent the Japanese attack. Many don’t wish to talk about that day at all. Some, though, recount how it felt to be taken by such deadly surprise.

‘How the heck could they surprise us?’ From an article by Lisa Ferdinando of the Department of Defense: “Retired Navy fighter pilot Bob Batterson of Corpus Christi, Texas, who was then a petty officer third class, remembers being awoken in the enlisted barracks on Pearl Harbor to the sounds of Japanese torpedo planes. “Batterson said he and his shipmates realized the gravity of the situation when they recognized the Japanese emblem on the planes, a red circle. “We thought it was a drill until we saw ... [the] big red meatball and a huge torpedo under each one,” he said. Batterson, who left a cruiser seven months before the attack, was astounded that such an event could happen, considering the precautions the Navy took. “’We had darkened ship, no movies at night, [and] exercises all the time ... and we’re stripping ships ... so that the gun crews wouldn’t be hazarded when a bomb or shell hit,” Batterson said in an interview after arriving in Honolulu on an honor flight, Dec. 3. “’So, I thought we were ready for war,” he said, adding, “All I could say was, ‘How in the heck could they surprise us?’”

for war against Japan by 82 to 0, and the House of Representatives approved the resolution by a vote of 388 to 1. The sole dissenter was U.S. Rep. Jeannette Rankin of Montana, a devout pacifist who had also cast a dissenting vote against the U.S. entrance into World War I. Three days later, Germany and Italy declared war against the United States, and the U.S. government responded in kind. Casualties were severe. The list is as follows: 2,402 military killed; 1,247 wounded; 57 civilians killed, and 35 wounded. Sixty-nine Japanese were killed, and one captured. Five of eight battleships, three destroyers, and seven other ships

were sunk or severely damaged, and more than 200 aircraft were destroyed. Three aircraft carriers were spared, as they were out at sea on training maneuvers. The battleship USS Nevada attempted to get under way, but was attacked and forced to beach, so as not to block the harbor.

Start of a long, bloody war The American contribution to the successful Allied war effort spanned four long years and cost more than 400,000 American lives, and it all began for the U.S. on Dec. 7, 1941.

Japanese Adm. Isoroku Yamamoto is reported to have said after the attack, “I fear we have awakened a sleeping giant and filled him with a terrible resolve.” Historians dispute whether he said it or wrote it in his diary, or whether he ever mentioned it at all. I like to think he did say it, because our “terrible resolve” paid them back in spades. On this 76th anniversary, give a thought to the brave souls who fought that day, those who died and those suffering injuries. If you know a survivor, give them special thanks this day for their valor.

State Rep. Sam Killebrew filed a bill seeking $350,000 next year for the Florida Veterans Foundation. “It’s badly needed,” Killebrew told Veteran Voice in an exclusive interview. Killebrew filed House Bill 3325 on Nov. 29. At press time, it’s been referred to the Health Care Appropriations Subcommittee and the Appropriations Committee. The bill doesn’t have any co-sponsors yet, but Killebrew, who represents part of Polk County, expects several. “I know I’ll have some, because we’ve got a number of veterans (in the legislature),” he said.

Origins The Florida Veterans Foundation is a hybrid not-for-profit. The legislature created the foundation in 2008 as a direct-services organization to assist the Florida Department of Veteran Affairs.

Before creation of the foundation, the state’s veterans department got calls from veterans needing financial help. It couldn’t offer much more than phone numbers for counties’ social services. The Florida Department of Veteran Affairs operates the state veteran nursing homes and has workers to help with filing claims and making appeals to the federal veterans department. What it was never designed to do was give veterans direct financial assistance.

Built on faith, donations down When the legislature created the foundation, it did so with faith Floridians would donate and has never appropriated any money to it. The state legislator said his military background gave him valuable lessons for public service. “I would say one of the things the military does, it sets up discipline,” he said. “It puts things in perspective.” Among other things, Killebrew said, the military prepared him to work with people he didn’t agree with. The 2018 legislative session starts in January this year. The state legislature meets for 60 days annually, but the sessions can be extended.

The state representative said he’s asking for the $350,000 appropriation for one year during the 2018 legislative session. He hopes to go back to the 2019 session with a recurring appropriations request. “It’s a lot of money, but it’s a lot of people that need the help,” Killebrew said. Enlisting in the Army with a childhood friend or relative is a generations-old practice meant to bring familiarity and comfort to an experience fraught with stress and uncertainty. So, does signing up with more than one recruit further ease the difficulties associated with initial military training? The answer is an emphatic “yes” as it relates to members of a Samoan family with a decidedly large footprint at Fort Lee, Va. There are 41 of them enrolled in various Sustainment Center of Excellence courses here, twisting the old adage “strength in numbers.”

Keeps loneliness at bay “This is good for us,” said 30-year-old Army Spc. Joseph Tauiliili, assigned to Papa Company, 244th Quartermaster Battalion, and the oldest among relatives in various stages of advanced individual training. “We come from American Samoa, and we’re basically thousands of miles away from home. Seeing them by my side keeps me motivated every day.” American Samoa is a U.S. territory and part of the Samoan Islands, an archipelago that also includes the independent nation of Samoa. It is located in the Pacific Ocean roughly 2,500 miles southwest of Hawaii and a little over 2,000 miles northeast of New Zealand. The Samoans in training — first, second, third and fourth cousins — hail from Poloa, an area near the capital city of Pago Pago. All are related to the same malietoa, or chieftain. Their decision to join in close proximity was

partly based on strong familial and cultural ties, said Army Pvt. Siiva Tuiolemotu, assigned to Whiskey Company, 244th Quartermaster Battalion. “We wanted to stick together in training,” the 20-year-old said, noting her country’s communal culture.

Various Courses Most of the Samoans are training in the Unit Supply Specialist Course taught at the Quartermaster School. A few are enrolled in courses for other quartermaster military occupational specialties, and at least one attends the Ordnance School. American Samoa, which has struggled economically, boasts strong traditions of military service, Tuiolemotu said. In 2014, a local Army recruiting station was the most productive in the world, according to the Samoa News website. Still, kinship is what drives most to take the oath of service. “The thing we care about is supporting our families,” she said. “If that means [sacrificing] our lives, yes, we have to fight for them.”

Family traditions It also is legacy. Many of the soldiers are the latest to uphold family traditions. “Most of my siblings are in the military, and I’m the youngest, so I wanted to follow in their footsteps,” said 25-year-old Army Pfc. Vasait Saua, Whiskey Company, 244th Quartermaster Battalion. Army Pvt. Talalelei Ames said his parents also spent time in uniform and that his father

is a retiree. Enduring long periods of separation while they served, he said, his military ties were not strong, but that has changed since he took the oath. “Wearing the uniform makes me feel I am more connected to them,” the 19-year-old soldier said. “I think it’s pretty awesome. I never had this much fun in my life and never had this much responsibility. Now, I know what my parents went through to protect the country.”

Close-Knit Family The question of whether the Samoans are a close-knit clan or a loose group of relatives was answered during a recent photo session. Army Sgt. Maj. Micheal Lambert, sergeant major for the Quartermaster School’s logistics training department, organized the gathering. He said there were smiles, hugs and kisses reminiscent of a family reunion. To top it all off, he added, they postured as if performing a traditional dance complete with contorted facial expressions. “They are definitely a family,” he said. At some point during their training, the Samoans must face an inherent component of Army life: family separation. The sheer number of Samoans wearing uniforms, however, along with the richness of Samoan culture, is comforting in light of the prospect, Tuiolemotu said. “I’m the first one who will leave the group,” she said, noting a pending assignment to Fort Riley, Kansas. “I’m not worried, because there are a lot of us out there. I’m bound to meet another relative somewhere. That’s for sure.”
