Governor proposes restarting Florida State Guard Patrick McCallister FOR VETERAN VOICE

Gov. Ron DeSantis is asking the Florida Legislature to bring back the Florida State Guard. “So, I’m going to be recommending in the (state’s 2022-2023) budget $3.5 million to re-establish the Florida State Guard,” he said at a Dec. 2 press conference. “The Florida State Guard will act as a civilian volunteer force that’ll have the ability to assist the National Guard in state-specific emergencies.” DeSantis didn’t go into detail about his vision for a revitalized Florida State Guard at the 20-minute press conference in Pensacola. But the existence of a state defense force isn’t new in the Sunshine State. It’s also not unusual. More than 20 states have defense forces, including such diverse ones as Georgia and California.

Florida National Guard stretched At the press conference DeSantis made a brief case for recreation of the Florida State Guard, the World War II-era state defense force. It came down to the state doesn’t have enough National Guard members. There are 12,000 to 12,500 at any time. “(The Florida National Guard) carry a big load,” DeSantis said. “If you look at other states, much less population, their Guard is a larger percentage of their population than we are. So, we have a massive state in terms of land. Then we also have a huge population.” The Florida National Guard’s adjutant general, Maj. Gen. James Eifert, also spoke at the press conference. He didn’t

address the proposed Florida State Guard, but buttressed the governor’s case about an overstretched National Guard. “Your Florida National Guard has worked more days in state response missions in the past two years than they’ve done in the previous 20 years,” he said. The Florida Department of Health announced the first cases of COVID-19 in the state at the beginning of March in 2020. From then until September this year, the Florida National Guard put in more than 660,600 man days for pandemic response. For context, in October Eifert told the Florida Senate’s Committee on Military and Veterans Affairs, Space, and Domestic Security that from Hurricane Andrew in 1992 until the start of the SARS-CoV-2/COVID-19 pandemic, the Florida Guard had done 750,000 man days of domestic response. “On top of that, we have continued supporting our nation’s war fight, deploying more than 25,000 Florida Guardsmen in support of federal missions since (the terrorist attacks on Sept. 11, 2001),” said Eifert at the press conference. “In fact, as I speak there are more than 1,500 Soldiers and Airmen deployed overseas supporting national security objectives in places like Iraq, Syria, Kuwait, United Arab Emirates, the Ukraine, and even several hundred on the Southwest border of our own country in New Mexico and Texas assisting with the customs and border control mission.”

Florida State Guard Florida’s alone DeSantis said federalizations of the Guard, allowed under the National Defense Act Amendments of 1933, puts Florida in a vulnerable position during

existing and potential state emergencies such as hurricanes. “We also want to make sure we have the flexibility and the ability needed to respond to events in our state in the most effective way possible,” he said. “Some of that will require us to be able to have access and be able to use support in ways that are not encumbered by the federal government, or don’t require the federal government.” State defense forces are allowed under a 1940 amendment to the National Defense Act of 1916. Under that amendment, the Florida Legislature and Gov. Spessard Holland created the Florida Defense Force in 1941. It was soon renamed Florida State Guard to avoid confusion with the Civilian Defense Force, according to the State Library and Archives of Florida. The Florida State Guard disbanded in 1947. The 1940s Florida State Guard had about 2,100 members and 63 units organized by counties. DeSantis is looking at a revitalized Florida State Guard about a 10th the size of its predecessor. “This funding will support the necessary training, equipment and other support functions for up to 200 members who can aid in the response to hurricanes, natural disasters and other state emergencies,” the governor said. The $3.5 million is part of a proposed package of $107.2 million in military spending. The biggest part is $87.5 million to expand the readiness center in Miramar, and to establish three new armories — with room for 1,500 Guard members among them — in Homestead, Gainesville and Malabar. Florida is still trying to get the National Guard Bureau to move units here from other states, Eifert estimates the state needs about 25,000 Guard members.

Forest Hills cemetery in Palm City part of St. Lucie/Martin counties' Wreaths Across America To the Editor: December 18th, 2021 is the date for this year’s “National Wreaths Across America Day.” There are, currently, more than 3,000 Wreaths Across America sites throughout our nation. These sites can be national cemeteries or independent cemeteries. In order for a cemetery to be a part of the Wreaths Across America mission, an individual must see the need and step forward to be that site’s Volunteer Event Coordinator, with the consent of the Wreaths Across America Headquarters. This effort is solely done by one or more volunteers who must garner support for their site’s wreath sponsorships. The Forest Hills Memorial Park site at 2001 SW Murphy Road, Palm City, will make this year’s “Wreaths Across America Day” the eighth that they have consecutively hosted. The effort has grown significantly each year. In the first year the site was able to sponsor only 50 wreaths, through the donations of friends of the Volunteer Coordinator. The next year the site was able to honor about half of the Veterans interred at Forest Hills Memorial Park. But for this year, and the past five years, every Veteran has

had a sponsored wreath honorably placed upon that Veteran’s final resting place within the cemetery. This year, Forest Hills Memorial Park is set to receive 1,400 live balsam wreaths of honor, trucked directly, from Wreaths Across America Headquarters in Columbia Falls, Maine, by one of the many Wreaths Across America volunteer truckers. A few days before “Wreaths Across America Day, the wreaths will arrive. For St. Lucie and Martin Counties, our four Wreaths Across America sites have our wreaths arriving at various times by the same truck and driver. On wreath arrival day, volunteers from the community will gather at the sites to unload the truck of its precious cargo. The Volunteer Event Coordinators at each of these sites make sure that wreaths of honor and remembrance get a proper entrance throughout our two counties, by various law enforcement escorting the truck, along with the Patriot Guard Riders, the American Legion, The Reverence Motorcycle Association Riders, the Blue Knights, the Jupiter Jeep Club, and others. It is a sight to behold. The St. Lucie County Wreaths

The Spy in the Lab On this date in 1950, Harry Gold sentenced for espionage; implicated the Rosenbergs viets paid for Gold to finish his degree in chemistry at Xavier University. When World War II began, he was deemed unfit for service due to high blood pressure. He kept on spying throughout the war, but moved into military secrets from industrial ones. A day came in 1944 when Gold was ordered to meet a new contact. It was Klaus Fuchs, a German refugee scientist and Communist, who had been transferred by the Soviets from England to New York. Gold was ordered to be his handler. Fuchs eventually wangled his way into a position at Los Alamos Laboratories in New Mexico, where he worked on the Manhattan Project building the atomic bomb. And the documents of the ultra-secret project flowed into Soviet hands.

He grew up on the mean streets of Philadelphia, the son of Russian Jewish immigrants. A small boy who loved to read, Harry Gold was the frequent target of anti-Semitic bullies. This, plus financial hardship, eventually sent him down a fateful path toward betraying his country to the Soviet Union through espionage. When Gold’s father, a carpenter, was laid off by an anti-Semitic boss who swore he’d get rid of him, Gold had worked his way up to lab assistant at the Pennsylvania Sugar Refining Company. He had found he loved chemistry, and was taking night classes toward a degree. Gold had to quit to help earn money for the family, and jobs were scarce during the Depression. After several months of struggling to find work, fortune seemed to smile on him. A friend found him a job at a New Jersey soap factory, paying $30 a week, excellent wages for the time. But there was a catch. The friend, Fred Black, was a staunch Communist, and in exchange insisted Gold attend meetings with him.

Evolution of ideals Although Gold leaned left politically, he hated Communism, which he saw as producing “lazy bums.” A few months after working at the soap factory, Penn Sugar rehired Gold, and he left the meetings behind. Black was persistent, though. He kept badgering Gold to join the Communist Party. The Soviet Union, Black explained, needed to build up its industrial base and improve people’s standard of living. But American firms were stingy about licensing technology. Could Gold swipe some trade secrets? Gold hesitated, but decided he liked the idea of saving the starving Soviet masses — people like his own family. Soviet agents often appealed to the scientific idealism of people like Gold as well. By liberating trade secrets, they would simply be pooling information, crucial to scientific progress. But what really moved Gold was the fight against anti-Semitism. The Soviet Union, Gold concluded, had outlawed discrimination against Jews; it was the one nation on Earth where Jewish people were truly equal. In reality of course this wasn’t true. The USSR was as prone to anti-Semitism as anywhere. But Gold believed otherwise.

So, he started spying.

Industrial secrets According to sciencehistory.org: “[In the beginning, h]e’d rifle through file cabinets at work and sneak documents out —occasionally at first but with increasing frequency as the months passed. He’d then spend hours after work, sometimes full nights, copying them line by line. From various subsidiaries, he took papers on lacquers and varnishes, on solvents and detergents and alcohol. He never meant to take so much, but he was always thorough about his work, illicit or not. And every time Black asked for another report, he’d think of the poor Soviet people — people who loved science and hated anti-Semitism — and steel himself to take more. Overall, he remembered, he “looted them pretty completely.”

Handling by Soviet agents Black introduced Gold to a Soviet “handler,” and he was soon making trips to New York to hand over documents. Throughout, he kept on working in the lab. In return for continued service, the So-

In 1946, Penn Sugar again laid Gold off. According to sciencehistory.org: “He applied to the KGB for funds to open a thermal diffusion lab, and when they turned him down, Gold went to work for a fellow chemist — and fellow Communist spy — in New York named Abe Brothman. It was a huge mistake. Gold’s handlers had warned him the FBI had its eye on Brothman, but Gold either forgot this fact or ignored it. Sure enough, Brothman soon ran afoul of the FBI and implicated Gold in espionage. The two were summoned to testify before a grand jury in July 1947.” Gold somehow managed to evade prosecution. But in 1950, Klaus Fuchs was arrested in England, and he spilled the beans on Gold.

Conviction Gold tried to hold out against FBI questioning, but fatigue and the stress of living a secret life finally caught up with him. He confessed everything, eventually implicating more than 40 people for espionage — including David Greenglass, who implicated the Rosenbergs, who wound up being put to death in the electric chair. Gold himself was sentenced to 30 years in Pennsylvania’s Lewisburg prison. In the beginning, he was despised as a stool pigeon by the other inmates. But he found work as a clinic orderly and in bio-

On Nov. 24 a SpaceX Falcon 9 launched from Vandenberg Space Force Base carrying a team of roughnecks to an asteroid to save the planet. OK, not really. Well, the Falcon 9 from Vandenberg is for real. Instead of carrying a misfit team of deep drillers to an asteroid the size of Texas, it’s carrying the DART impactor to an asteroid that presents not a bit of danger to Earth. The Double Asteroid Redirection Test, DART, is about learning whether and how humanity can avoid going the way of the dinosaurs if, more like when, a big enough bit of space stuff threatens. One thing’s sure. Harry Stamper (Bruce Willis) and A.J. Frost (Ben Affleck) will never be part of future missions to spare Earth from big impactors no matter how fun the 1998 movie “Armageddon” was. Blowing up big things heading toward Earth would create uncountable smaller things that are likely to all hit about the same time. It’d be the difference between getting shot point blank by a .50 cal or 10 gauge. When it comes to comets and asteroids heading at Earth, aikido’s redirection of momentum is the only way to go. Fortunately, the most realistic more immediate threats to Earth are smaller than the mountain-sized maker of the Chicxulub Crater that paleontologists generally agree finished off the pterosaurs, plesiosaurs, mosasaurs and non-avian dinosaurs, along with others. There’s evidence these species had been in decline before the Cretaceous-Paleogene extinction event, so the huge space rock about 66 million years ago was probably a worldwide coup de grâce. But even a football-field sized comet or asteroid can do H-bomb level damage.

an early-morning explosion flattened about 1,000 square miles of forest. It was a 10- to 15-megaton explosion rivaling America’s first generation of thermonuclear bombs. The shockwave reached across Asia and Europe. That blast would have leveled any city on Earth. The U.S. was completely unconcerned by the astonishing show of power. Our military wasn’t alerted. No eyes turned toward Russia. After all, it was 1908 and the Tunguska Event wouldn’t become widely known until decades later, and that was largely because of paranormal researchers publishing sensational speculations about what caused the mysterious explosion in remote Siberia. When Soviet researchers tracked down the blast spot years after the event, they were perplexed that there was no crater. That was the most mysterious part of the Tunguska Event. Today scientists whose trade is facts not speculations are certain a comet that never touched the ground caused the explosion. Most believe the comet completely burst in the air. That’s scary. If the

same sized comet came in at a straighter angle and hit the ground, the damage would have likely been greater. A few suspect the comet came at a really shallow angle, compressed and heated the atmosphere, then partially burst and the rest skipped back into space like a flat stone off water. That’s even scarier because it’d mean the rest is out there and could cross Earth’s orbit again.

Meteor Crater Drive about 45 miles east of Flagstaff, Ariz., and there’s a 1,200-meter hole that befuddled geologists for decades. In 1891 a mineralogist, Albert Foote, hypothesized the Arizona hole was from a meteor impact. The same year the chief geologist for the U.S. Geological Survey, Grove Karl Gilbert, went, looked, and said, “volcanic steam explosion.” That was that for interested scientists. Gilbert, after all, was almost inarguably the most respected geologist of his time. That hole’s gotten a few names over the years. One is Barringer Crater for the man who took up and championed the idea a big space rock

made it: Daniel Barringer. He was so confident in the meteor hypothesis — thus that a bunch of space iron worth millions was hiding under the hole — he sunk his fortune into buying and mining it. The Barringer family still owns it. In 1906 Barringer presented his case to the USGS that the 170-meter-deep hole came from outer space. His papers were published in the Proceedings of the Academy of Natural Sciences, and all the best geologists in the world promptly scoffed at Barringer. Decades later self-educated meteor enthusiast Harvey Nininger and geologist Eugene Shoemaker vindicated Barringer’s research and conclusions. By the 1960s no self-respecting geologist thought Arizona’s big hole was made by anything other than a space rock. The official name for the hole is Meteor Crater, because in 1906 President Theodore Roosevelt authorized creation of a post office near the site and named it the Meteor Post Office. The Board of Geographic Names goes by the nearest post offices for naming notable natural features. So, Meteor Crater it is. Oh, and despite a lot of looking, Barringer never found that huge load of iron he thought was under the crater. The house-sized iron and nickel meteor that made it was vaporized in the 30,000-mph impact about 50,000 years ago. The explosion is estimated to have been about equal to a 10.5 megaton thermonuclear device.

Planetary Defense Coordination Office Rep. Bill Posey, who represents the Space Coast, and others have long pushed for a robust planetary defense program. Posey, who visited Meteor Crater growing up, is convinced space has a lot of danger to throw at us, and it’s a moral imperative to figure out and implement defenses. In January of 2016, NASA

When Gov. Ron DeSantis announced his proposal to create a state defense force, two things happened. For one, a lot of journalists went running to the State Library and Archives of Florida’s website to learn some history. For another, some folks reacted negatively. Really negatively. One 2022 gubernatorial candidate used the phrase “handpicked secret police” to describe the proposed Florida State Guard. Opposition, even overreaction, is expected anytime a political figure announces anything — especially something surprising. In fairness, DeSantis arguably made the proposal all about politics innocently or intentionally. He made it standing at a podium with the 1940’s Florida State Guard alligator logo, but with new words emblazoned under it. “Let us alone.” That smacked of being part of DeSantis’ political branding. Taking the politics out of the discussion, Florida’s had state defense forces twice in the 20th century. The dynamics of the nation’s military and defense force structure has changed over time, but Florida had something analogous to modern state defense forces in the late 1800s, too. In the language of specialty hobbies, the proposed Florida State Guard is a reproduction.

Florida State Guard The Florida Legislature and Gov. Spessard Holland created the Florida Defense Force in 1941. It was soon renamed Florida State Guard to avoid confusion with the Civilian Defense Force, according to the State Library and Archives of Florida. World War II was a-coming, and pretty much everybody probably sensed it. In apparent preparation, Congress made changes to the military and defense force structures and dynamics through the 1930s. The National Defense Act Amendments of 1933 changed the nature of the National Guard that was created by the Efficiency in Militia Act of 1903 after the Spanish-American War exposed problems for a nation undertaking its first global war against a European power. The 1933 changes made federalization of National Guard to fight a coming war a given. That could leave states vulnerable during emergencies such as natural disasters and massive civil unrest. So, to fix that, Congress allowed state defense forces not subject to federalization by a 1940 amendment to the National Defense Act of 1916. The Florida State Guard filled in for the Florida National Guard through World War II. It participated in homeland de-

fense, too. For example, the First Air Squadron of the Florida State Guard patrolled for German U-boats. This wasn’t weekend warrioring. During the 1942 Operation Drumbeat, German U-boats sank at least 40 sizable ships off Florida’s coastline along with an uncounted number of smaller vessels. The Florida State Guard disbanded in 1947. It had about 2,100 members in 63 units.

County Guards of Florida With the passage of the National Defense Act of 1916, the president was given greatly expanded authority to federalize National Guard units. In addition to a war in Europe at the time, there were problems on the Southwest border due to the Mexican Revolution. Congress declared war on the German Empire on April 6, 1917. Soon after the State Legislature and Gov. Sidney J. Catts acted fast to create the County Guards of Florida, local men who’d essentially serve as the Florida National Guard while the state’s 2,000 guardsmen were in national service. They were subject to state callup by the governor, which happened twice. On May 21, 1917, Catts signed the legislation authorizing counties to establish County Guards units. Thirty of the state’s then 55 counties did. Among those in the modern Veteran Voice coverage area four did: Seminole, St. Lucie and Volusia existed at the time and formed County Guards units. At the time Indian River County was part of St. Lucie. Martin

was part of Palm Beach County, which did have a County Guard. Brevard never formed a County Guard unit. When the Florida National Guard got home, some of the County Guards members were absorbed into it. Some County Guards units stuck around through the 1920s as a sort of informal reserve in case they were ever needed again.

Florida State Troops Following the Civil War there was lackluster participation in the state militia created under the 1868 Florida Constitution. Every male age 18 to 45 was technically part of the militia. Few showed up for drills. In 1870 the state’s adjutant general, John Varnum, ran ads in newspapers encouraging communities to create volunteer militia units allowed under the state constitution. He promised the volunteer militia units arms and other equipment, if they had regular drills and armories. That had some fortune. In the mid-1880s the legislature reorganized the state militia into the Florida State Troops. Gen. David Lang, by all accounts, got the Florida State Troops into shape. The Florida State Troops got its first big wartime test in the Spanish-American War. Turned out Floridians were ahead of the country and had long figured there’d be a fight with Spain over Cuban independence. The Florida State Troops had been recruiting and equipping for it long before 1898. When the federal government called Florida for a regiment with 12 companies, the whole FST volunteered. State leaders picked 12 of the state’s 20 companies to serve in the Spanish-American War. Most of those citizen-Soldiers ended up serving stateside, but were critical in the essential part of warfare that rarely makes history books — logistics.

The seasonally adjusted national unemployment rate for Veterans was 3.9 percent in November, which was down from 4.2 percent in October. The November seasonally adjusted unemployment rate among adult non-Veterans was 4.2 percent, which was down from 4.6 percent in October. Taken together, the overall national unemployment rate was 4.2 percent. Veterans make up about 7 percent of the adult population. Veterans have consistently had overall lower unemployment rates than non-Veterans throughout the SARS-CoV-2/ COVID-19 pandemic and its aftermath. The Bureau of Labor Statistics released the monthly jobs report on Dec. 3. Seasonal adjustment is a statistical tool to even out normal monthly employment fluctuations.

Overall not seasonally adjusted Veterans employment Veterans, all cohorts taken together, had a not seasonally adjusted unemployment rate of 3.9 percent in November, which was unmoved from October. The Veterans labor force participation rate rose from 46.8 to 47 percent from October to November. The non-Veterans’ labor force participation rate from 64.3 to 71.8 percent in the same timeframe. Veterans employment by cohorts The way the bureau reports employment numbers there are several ways to look at different cohorts of Veterans. For example, women Veterans had a 4 percent, not seasonally adjusted unemployment rate in November compared to the Veteran men having 3.9 percent. Non-Veteran women had a 3.8 percent not seasonally adjusted unemployment rate in November, which was the same for non-Veteran men. The youngest cohort of Veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 4.3 percent, which was up from 3.8 percent the prior month. Most know this group as “Post 9-11” and most in it are, in demographer parlance, millennials, although a growing number of Gen-Z, zoomer, Veterans are in the cohort. The men in this cohort were at 4.5 percent unemployment, and the women 3.6 percent. The bureau’s Gulf War-era I Veterans, generally Gen-Xers, had a November unemployment rate at 2.7 percent. The men were at 2.4 percent, and the women were at 4.2. The BLS classes together Vietnam-era to World War IIera Veterans. Obviously there are likely only a few World War II and Korean War Veterans in the workplace. This grouping, they’d hit — even if we see them coming — is unpredictable. The Earth spins at about 1,000 mph at the equator. That’s about 915 mph in the Veteran Voice coverage area. Put another way, Brevard County is spinning about 15 miles a minute, a quarter of a mile every second. Earth’s orbital speed around the sun is about 66,000 mph. That’s about 18.5 miles a second. So, emergency planners can have no idea about whom to evacuate to where if a 150-meter space rock threat-

As of October the not seasonally adjusted unemployment rates in the Veteran Voice coverage area were: Volusia 4.3; Seminole 3.8; Brevard 3.7; Indian River 4.4; St. Lucie 4.5; and Martin 3.3 percent. In October Florida’s not seasonally adjusted unemployment rate was 4.6 percent. The national not seasonally adjusted rate was 4.3 percent. With seasonal adjustment Florida’s unemployment rate was 4.6 percent.

How unemployment numbers work The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people in working ages.
