Veterans employment starts 2021 on a high note Patrick McCallister FOR VETERAN VOICE

The seasonally adjusted national unemployment rate for Veterans was 4.9 percent in January, down from 5.4 percent the prior month. For context, through 2020 the monthly seasonally adjusted unemployment rate for Veterans were in order of months: January, 2.9; February, 3.3; March, 3.7; April, 11.9; May, 9.2; June, 8.7; July, 7.8; August, 6.5; September, 6.7; October, 5.9; November, 6.3; and December, 5.4. The seasonally adjusted unemployment rate among non-Veterans was 6.3 percent in January, which was down from 6.7 percent in December. Among non-Veterans the seasonally adjusted unemployment rate has consistently dropped since April, the first full month the SARS-CoV-2/COVID-19 pandemic affected employment, until last month. Veterans had consistent drops until there was a slight bump upward in September, and again in November. However, even with those slight upticks Vet-

erans have consistently had overall lower unemployment rates than non-Veterans. The Bureau of Labor Statistics released the monthly jobs report on Feb. 5. Seasonal adjustment is a statistical tool to even out normal monthly employment fluctuations.

Coronavirus continues to afflict Florida and national jobs market January was the 10th full month of measuring employment since SARS-CoV-2/ COVID-19 crashed onto the national scene. For local context, the Florida Department of Health announced the first cases in the Sunshine State on March 2. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. He issued orders that shut down various businesses in April. The “Safe. Smart. Step-by-Step. Plan for Florida’s Recovery” Phase 1 reopening started in May. The Phase 2 started in June for most counties. Some of the Phase 2 reopening was scaled back with prohibitions on bars serving drinks for

Overall not seasonally adjusted Veterans employment Veterans, all cohorts taken together, had a not seasonally adjusted unemployment rate of 5.5 percent in January, which was lower than non-Veteran peers with 6.8 percent. The Veterans’ labor force participation rate rose from 47.9 percent to 48 percent from December to January. The non-Veterans’ labor force participation rate dropped from 63.8 to 66.3 percent in the same timeframe.

Veterans employment by cohorts The way the bureau reports employment numbers there are several ways to look at different cohorts of Veterans. For example, women Veterans had a 3.3 percent, not seasonally adjusted unemployment rate in January compared to the Veteran men having 5.8 percent. Non-Veteran

Riding for Heroes is back with a few pandemic modifications. Co-founder Fran Wilson said she’s got her fingers crossed the cyclists will return, too. “I’m hoping for the usual 150 (cyclists),” she said. Riding for Heroes is the only Cycling Across America, CAAM, century on the Treasure Coast. It’ll be on Sunday, March 21, starting at the Lance Cpl. Justin Wilson Memorial Park, 2050 S.W. Mapp Road, Palm City, at 7:30 a.m. Day of registrations will be available, for cash only, but advance registration at www. rigisterR4H.com is better and costs less. There won’t be a packet pickup this year, but T-shirts and goodies will be shipped. Last year there was a late cancellation of the annual fundraising ride for the Lance Corporal Justin J. Wilson (US Marine) Memorial Foundation in Palm City. The memorial foundation is known by the shorthand Justin’s Wings. Justin Wilson was Fran Wilson’s son. The ride was scheduled for March 22 last year. Organizers cancelled it on March 16, about a week after Gov. Ron DeSantis declared SARS-

CoV-2/COVID-19 a state of emergency in all 67 counties. The Florida Department of Health announced the first cases of COVID-19 in the Sunshine State on March 2 last year.

Will the pandemic hurt Riding for Heroes’ future? Annual sporting event organizers dread cancelling, because doing so one year can lead to drop-offs in future turnout. Cyclists and other competitive and recreational athletes prize consistency, because they often travel great distances for events and plan entire years before January. Riding for Heroes’ organizers could be in for a pleasant surprise — there’re a lot of new cyclists this year. That’s widely attributed to the pandemic. Bicycling magazine and other media have reported a bicycle sales spike that started in March last year and has surprisingly endured. There were a variety of reasons folks got new bikes, or got existing ones fixed up, in 2020. Renewed interest in health and fitness was one. “People were — and still are — looking for alternate ways for transportation, as well as finding new ways to get outside and get exercise, with

gyms either still closed down or opened at partial capacity across the country,” Bicycling reported. “And the interest has yet to abate.” Newly minted cyclists often start looking around for nearby organized, supported rides around a year after they get on the saddles.

What’s Justin’s Wings? The Treasure Coast Cycling Association co-organizes the ride with Justin’s Wings, the Lance Corporal Justin J. Wilson (US Marine) Memorial Foundation. Justin Wilson died in an IED attack on March 22, 2010, in Helmand Province, Afghanistan, while serving in support of Operation Enduring Freedom – Afghanistan, OEF. He’d just turned 24. The annual ride is always on or near Justin’s birthday. His parents, Fran and Lance Wilson, started Justin’s Wings not long after his death. The original mission was to help cash-strapped families attend important military events, such as deployments and returns. Justin had a deep love for family and lamented to his parents that some unit mates would have no one to greet them when they got home from Afghanistan. The organization has expand-

ed its mission to assisting Veterans with post-traumatic stress disorder get properly trained service animals. Justin’s Wings has worked with Pawsitively Paradise, Martin County, to train the adopted service dogs for Veterans. Riding for Heroes is marked by its overt displays of patriotism. Before the riders head out there’s a playing of the national anthem, along with a Pledge of Allegiance recital. Many of the riders are Veterans who wear patriotic- and military-themed jerseys.

What’s a century? A century in cycling is comparable to a marathon in running, although almost all are rides, not races. At least, the organizers don’t make them timed races with posted results like marathons. Groups of riders on the other hand — they often make centuries into races amongst themselves. A century is a 100-mile, or slightly more, ride. Most riders complete one in four to six hours. Similar to marathons, almost no cyclists will tackle centuries without some buildup rides. Century organizers usually have shorter routes

Lewis and Clark’s famous Corps of Discovery expedition exploring the American West was notable not the least for having the only woman on the voyage, the equally famous Shoshone interpreter and guide Sacagawea. When she had a baby on Feb. 11, 1805, it didn’t slow her down. She was young, but she had already been through a near lifetime of experiences. Baby Jean-Baptiste went right along, and one day became something of a celebrity himself. Meriwether Lewis and William Clark first met the young Sacagawea while spending the winter among the Mandan Indians along the Upper Missouri River, not far from present-day Bismarck, North Dakota. Still only a teenager, Sacagawea was the wife of a French-Canadian fur trapper, Toussaint Charbonneau, who

had purchased her from Hidatsa kidnappers the year before. The Hidatsa had taken Sacagawea from her homeland along the Continental Divide in modern-day southwestern Montana and southeastern Idaho, where she was the daughter of a prominent Shoshone chief. Viewing such captives as little more than slaves, the Hidatsa were happy to sell Sacagawea and another woman to Charbonneau, who used them as laborers, porters, and sexual companions. That winter, Lewis and Clark hired Charbonneau as an interpreter for their projected expedition to the Pacific and back, provided he agreed to bring along his young wife. Lewis and Clark knew they would have to obtain horses from the Shoshone to cross the Continental Divide, and Sacagawea’s services as an interpreter could prove invaluable. Charbonneau agreed, and she became the only woman to join the Corps of Discovery.

Unexpected co-traveler Two months before the expedition was to depart, Lewis and Clark found themselves with another co-traveler, who later proved useful in an unexpected way. On this day in 1805, Sacagawea went into labor. Lewis, who would often act as the expedition’s doctor in the months to come, was called on for the first and only time during the journey

to assist in a delivery. Lewis was anxious to make sure his new Shoshone interpreter was in good shape for the arduous journey to come, and he later worriedly reported that “her labour was tedious and the pain violent.” Told that a small amount of the rattle of rattlesnake might speed the delivery, Lewis broke up a rattler tail and mixed it with water. “She had not taken [the mixture] more than ten minutes before she brought forth,” Lewis happily reported. Named Jean Baptiste Charbonneau, the cries of the healthy young boy announced the arrival of a new member of the Corps of Discovery.

Mother, son crucial to mission No one contemplated leaving Sacagawea and her small son behind — when the party set out up the Missouri in April 1805, Sacagawea carried Jean Baptiste on her back in an Indian cradleboard. Nicknamed “Pomp” or “Pompey” by Clark, who developed a strong attachment to the boy, Jean Baptiste accompanied his mother on every step of her epic journey to the Pacific and back. Mother and son both were invaluable to the expedition. As hoped, Sacagawea’s services as a translator played a key role in securing horses from the Shoshone. Jean Baptiste’s presence

also proved unexpectedly useful by helping to convince the Indians the party encountered that their intentions were peaceful — no war party, the Indians figured, would bring along a mother and infant.

Back to fur trading When the Corps of Discovery returned east in 1805, Charbonneau, Sacagawea, and Jean Baptiste resumed the fur-trading life. Little is known of Sacagawea’s subsequent fate, though a fur trader claimed she died of some kind of fever in 1812 at a Missouri River trading post. True to a promise he had made to Sacagawea during the expedition, Clark paid for Jean Baptiste’s education at a St. Louis Catholic academy and became something of an adoptive father to the boy. A bright and charismatic young man, Jean Baptiste learned French, German, and Spanish, hunted with noblemen in the Black Forest of Germany, traveled in Africa, and returned to further explore the American West. In addition to being an explorer in his own right, Jean Baptiste was a guide, fur trapper, trader, military scout during the Mexican–American War and a gold digger and hotel operator in Northern California. He died in 1866 while heading to the newly discovered gold fields of Montana.

STATE SEN. HARRELL AIMS TO PERMANENTLY FUND FLORIDA VETERANS SUPPORT LINE Patrick McCallister FOR VETERAN VOICE

State Sen. Gayle Harrell has again introduced a bill to permanently fund the Florida Veterans Support Line. The Martin County Republican is the vice chair of the Florida Senate Committee on Military and Veteran Affairs, Space, and Domestic Security. She presented the bill, SB 260, at the committee’s Feb. 2 regular meeting. “It increases the number of Veterans who can make use of community-based services, and it links Veterans to the (Department of Veteran Affairs) funding programs,” Harrell said at the meeting. “Many programs exist but Veterans don’t know about them.” A bill analysis estimates that the needed funding would be about $2 million a year and it’d be taken from the state’s general fund. The companion bill in the Florida House of Representatives is H 231.

Florida Veterans Support Line The Crisis Center of Tampa Bay has run the Florida Veterans Support Line, 1-844-MyFLVet, since it started as a pilot program about six years ago. It is, as the name suggests, a telephonic crisis counseling and referral system — based on the 211 system — for Florida Veterans. The operators are Veterans, too. “It makes such a difference when it is Veterans talking to Veterans,” Harrell said. It started as a statewide service, then when the pilot grants dried up became regional to the Tampa Bay area with local funding. The Florida Veterans Support Line went statewide again in 2018 with new grants from the federal Department of Veteran Affairs along with the Florida Department of Children and Families and Florida Department of Veteran Affairs. Current state grant funding will end on

Sept. 30. Harrell’s bill would eliminate the funding uncertainty and make the program permanently statewide.

Senators express support The Veterans Affairs committee unanimously approved sending the bill to its next committee stops — Appropriations and Children, Families, and Elder Affairs. The House bill will have its own committee stops, too. The three Senate co-sponsors are all on the Veterans Affairs committee with Harrell. But, there’s a repeated history of bills to permanently fund the Florida Veterans Support Line crashing inches before the finish line when it gets past committees. “As you know this committee passed it last year unanimously, and we got a little bogged down in (the Florida House),” said Harrell. “Hopefully this year it is full steam ahead.” Committee member Sen. Daniel “Danny” Burgess Jr., an Army Veteran, helped

gram. He’s a Republican from Zephyrhills. “It’s needed now like it never has been before,” Burgess said at the meeting. “All the heightened issues service members can face as they get out of the

military and transition is only magnified by the experiences that we’ve all felt from a mental-health perspective with the impacts of COVID-19. So, the second and third order effects of that are going to be ongoing for potentially a long time, so this is the year to get this done.” Burgess served as the executive director of the Florida Department of Veteran Affairs in 2019 and part of 2020. He resigned to run for the seat vacated by Sen. Tom Lee last year. Committee chair, Sen. Tom Wright — Republican representing parts of Volusia and Brevard — said the Florida Veterans Support Line has proven to be essential in educating Veterans about various programs. “The more that I’m involved in legislation and the more I realize we do have a lot of great programs for our Veterans, but we aren’t very good at letting them know that they are (available),” he said at the meeting.

Since the beginning of the coronavirus pandemic, researchers have been working as quickly as possible to crack the code of the virus. Understanding ways the virus can be detected is an important aspect to the scientific research. Air Force Senior Master Sgt. Sarah Katoski, superintendent of medical readiness at the 445th Aeromedical Staging Squadron, works as a molecular biologist in the bioscience’s division of the Army’s Chemical Biological Center at Aberdeen Proving Ground in Edgewood, Maryland. “My research is centered on biological defense,” Katoski said. “Our mission is traditionally standoff detection, which means minimal clinical work. However, due to our capabilities, we have been tasked with developing, testing and validating different efforts focused on coronavirus research to combat the pandemic.”

Tool to detect virus in environment Katoski’s work has been focused on developing a rapid sequencing tool capable of detecting the virus not only in clinical but also in environmental samples such as air or water. Such a tool exists for detection of bacteria samples, but using it to identify a virus is more complex, she said. “Since the outbreak, some of us have been deemed ‘essential’ to continue ruggedizing our system to make a field forward sequencing capability sensitive enough to detect the virus but equally reliable,” Katoski explained. “This is ongoing.”

Narrowing in on virus Detecting the virus has been the focus of much attention since the pandemic began. According to the Centers for Disease Control and Prevention, two tests are available

for COVID-19: viral tests and antibody tests. COVID-19 is primarily a respiratory illness caused by a coronavirus that can spread from person-to-person even asymptomatically. The sergeant said her research is concentrated on being able to detect the virus in nature, such as air, soil and water, which is more difficult than isolating and diagnosing a virus from a human sample. “The amazing work the doctors, nurses and medical professionals are doing to combat COVID-19 on the front line while we, scientists, work from the laboratory to mitigate this and even those at home who help flatten the curve is extremely commendable.’’ Air Force Senior Master Sgt. Sarah Katoski “I am very excited about our work with air sampling and threat detection,” Katoski said. “This type of science will help develop a technology that has the potential to directly impact our ATSO [ability to survive and operate] capabilities. For example, understanding the airflow of a C-17 and minimizing the recirculation of

contaminated air by rapidly identifying, detecting and decontaminating the source will exponentially reduce ground time. “Other efforts I am supporting are testing and evaluating clinical isolates on new COVID-19 diagnostic tests, some have already been deployed to the testing sites,” Katoski said. “We have been working with our engineering group to develop mobile labs for the Army. We have to add certain pieces of equipment for

rapid detection testing.”

Protective equipment Additionally, the Edgewood facility has been supporting other agencies with personal protective equipment, providing face masks and gloves to both civilian and government entities. “Moving forward, our goal is to leverage national resources,

How To Help A Veteran With Anxieties And Depression other way to convince the person who is struggling with fear and depression is to tell them what may happen if they don’t get some assistance. Anxiety and depression can make things worse, and usually it won’t go away by itself without some kind of treatment.

Do you know a Veteran who suffers from fear, anxiety, and depression and do not know what to do? It can be frustrating to watch someone you know suffer and not be able to help them. Here are 6 ways to help the person cope in these kinds of situations and the best way to deal with anxiety:

6. Find out the reasons why the person won’t get help: Address the issues on why the person will not get the necessary help. Many people who are struggling are fearful and frustrated. Try to find out the reasons why he or she won’t get the help they need and then try to find ways that will overcome their resistance of seeking assistance.

1. Learn as much as you can in managing anxiety and depression: There are many books and information that will educate you on how to deal with fear and anxiety. Share this information with the person who is struggling with their mental health issues. 2. Be understanding and patient with the person struggling with their fears: Dealing with depression and anxiety can be difficult for the person, so do not add more problems than what is already there. Do not get into arguments with the person who is having a difficult time with their anxieties. 3. Talk to the person instead of talking at them: It is important not to lecture the person who is struggling with anxiety and depression. Talk to the person about their issues without being rude. Most people will listen if you approach them in a proper manner. 4. Get Help: Seek help from a professional who can help your friend or rela-

Seniors vs Crime, a special project of the Florida Attorney General, reaches out to the victims of crime, but preventing crime is part of our mission as well. One of the most common categories of consumer complaints especially aimed at seniors is auto repair rip-offs. The Florida Motor Vehicle Repair Act requires a repair facility to the provide the consumer a written estimate or required notification for auto repairs exceeding $100. The repair shop must contact the customer if the repair will cost $10 or more or if it exceeds the estimate or by 10 percent. If there is a violation of the act, the consumer may take a copy of the invoice to the Clerk of Court. The customer shall place the disputed charges in escrow. The customer will receive a certificate that requires the repair facility to return the vehicle immediately. (Law enforcement may accompany the customer.) There’s a rule of thumb in cycling that a person can ride in a day a distance equal to what she or he has ridden a week for four consecutive weeks, plus a ride of half the distance. In other words, if a cyclist has trained 100 miles a week for four weeks and ridden 50 miles once in that time, she or he can confidently try a century. Registrations costs vary depending on registration dates. They range from $55 to $70. The lower costs are for earlier registrations.

Obviously there are almost no World War II Veterans in the workplace, and few Korean War Veterans. This grouping, for employment purposes, is almost all Vietnam-era Veterans, baby

boomers. The older Veterans, according to BLS, had a 4.9 percent unemployment rate in January. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years and decades ranging from the 1950s to 1990s. About 70 percent of the men in this grouping are around 65 years old. About half of the women in the cohort are 45 to 65. This cohort had a 6.8 percent unemployment rate in January.

How unemployment numbers work The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people in working ages. In general times, those that are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs.
