On March 4, 1861, Abraham Lincoln raised his hand to take the oath of office to become the 16th president of the United States. By then, seven states had seceded from the nation over fears the 1860 elections had paved the way for the nationwide abolition of slavery. But, by the time Lincoln became president, Florida had declared itself no longer a part of the United States. Florida was one of the first three states to declare themselves independent nations and start the work of creating the Confederate States of America. The other two were South Carolina and Mississippi. Others quickly joined them. What followed the flurry of state secessions and formation of the Confederacy was, of course, a war that goes by different names, names that indicate one’s beliefs about it.

The most common and universal name is the “Civil War.”

Florida was important to the Confederacy It’s almost easy to forget that Florida was a part of the Civil War. There was no Gettysburg in the Sunshine State. No Sherman’s March to the Sea. Nevertheless, Florida and especially the Indian River Lagoon from modern-day Martin to Volusia counters were important to the Confederacy, and played a larger part of the war than it might seem. Gen. Robert E. Lee specifically mentioned the Indian River Lagoon in orders he issued in January of 1862. “The department considers it necessary that at least two moderate sized guns he placed at New Smyrna, to protect the landing in the event of our steamers being chased by the enemy’s gunboats. . . . The cargoes of the steamers are so valuable and vitally important,

that no precaution should be omitted.” Lee was right to be concerned about New Smyrna, with its coquina wharf built in 1770 that helped the Confederacy thwart the Anaconda Plan. Some of that wharf in what we call the Indian River Lagoon — they called it the Mosquito Inlet — remains to this day and is an archeological site. In the summer of 1863, Union ships approached New Smyrna to deal with that wharf. On July 23, the Union sailors lobbed three shells onto New Smyrna. They were inconsequential — probably warning shots. Folks didn’t take the warning and stuck around. They weren’t alarmed at the sight of Union ships returning on Sunday, July 26. They expected a few more inconsequential shots. They’d soon regret that dismissiveness. The Union ships pounded New Smyrna into submission. Veteran Voice found no record that anybody died in the shelling that night, but

by all reports there was no New Smyrna left by Monday morning. Still, Union Sailors and Marines came ashore and set fire to every building left standing. With that, New Smyrna was effectively done as a port for the Confederacy.

Convention of the People of Florida Right after the 1860 elections, Gov. Madison Perry called for the “Convention of the People of Florida” to discuss immediate secession. Delegates met in January of 1861. On Jan. 10 they voted 62-7 for secession. Among the resolutions passed as recorded in the “Journal of the Proceedings of the Convention of the People of Florida”— “WHEREAS, All hope of the preservation of the Federal Union, upon terms consistent with the safety and honor of

Charlotte Christian Neal was involved in that process early when her first husband was shot down over Vietnam and kept at the “Hanoi Hilton” prisoner-of-war camp until his release in the mid-1970’s. Her second husband was also a decorated Veteran. She will be at Bayside along with many of her family members, including former students there. The Florida Department of Education wants Purple Stars for its military students. As in state support for joining the Purple Star Schools initiative sponsored by the Interstate Compact on Educational Opportunity for Military Children. Jacob Oliva, the state’s chancellor of public schools, explained the program to the Florida Senate’s Committee on Military and Veterans Affairs, Space, and Domestic Security at its last pre-session meeting, Feb. 16. “To be part of the Purple Star School Program there are four basic criteria that each state has to maintain,” he said. “Each state can add some additional criteria.” Committee chair Tom Wright, a Republican whose district includes parts of Volusia and Brevard counties, filed a bill to establish the state’s participation in the Purple Star initiative. The bill, SB 938, has been referred to three committees in the Florida Senate. Its companion bill, H 633, was withdrawn. Another bill could be introduced in the Florida House of Representatives. The 60-day legislative session begins at the start of March.

Military students in Florida Oliva said likely most of the state’s about 4,000 public schools have some students in military families. “Currently the State of Florida serves about 39,000 military students in our K-12 system,” he said. There are concentrations of the students around the 21 military bases in Florida, such as Patrick Space Force Base in Brevard. But — “Oftentimes the military families may live in a neighboring district and participate in school systems in neighboring districts, or the homes’ own school district, so supporting military families really

is a statewide initiative that we want to make sure that we build that system of care around,” said Oliva.

Purple Star Schools

Challenges military students face Not surprisingly, almost all the major challenges these students deal with are rooted in an unusual norm of military life. “Sometimes our families get orders that require a quick move that they don’t anticipate and are ready for, and the transitions may not time to be as seamless as we’d want them to be,” Oliva told the committee members. He added, “But our research shows that a military student will experience between six and nine transitions within their K-12 experience, which is significant for any family, for any student.” The public educational system in our nation is largely the states’ domains. A student in, say, a Massachusetts school district can’t move to Florida and be on similar lessons as she or he was. That’s further complicated for some students, such as those with exceptional student education, ESE, plans. “Sometimes we have students

to thrive in, say, chess club as much as others. “While it doesn’t sound like a big deal, but to our families and our military families it is a big deal,” he said. Then there’s the social development. “On top of some of the academic challenges that students may face there’s also kind of a social, emotional supports that need to be put in place when these students are asked to transfer, or be uprooted,” Oliva said. Military students, too, face a childhood reality few of their peers do — knowing their moms and dads are in dangerous professions and dangerous world events can come out of the blue. “That can weigh on our students, especially knowing that their loved ones may be in harm’s way,” explained Oliva.

And we want to make sure when they come into our school systems that those transitions that they have from other states or other countries follow those students and we can get them in line with Florida graduation requirements and testing requirements and get transfer of records. Sometimes it can be pretty complicated.” Additionally, students aren’t just doing the three Rs. Military students, like others, take music, art, shop, extra physical education and similar personal-development classes. Many also participate in sports, school clubs, and other extracurricular activities. Oliva said schools have to be mindful that military students want

Ohio educator Pete LuPiba proposed creation of the Purple Star Schools initiative. It launched in his state in 2016. There are now schools in nine states that have earned the Purple Star status. To earn the designation schools must: have a staff member who serves as the point of contact for military families; maintain a webpage with information and resources for incoming and residential military families; have a transition program responsive to the students’ wants; and provide professional-development programs about military students for campus educators and others. Oliva said the Florida Department of Education is considering other criteria for schools to meet. For example, he noted that military families often move outside normal times for signing up for various schoolchoice programs. “We need to hold some seats and make sure that our (military) families get to participate in choice programs throughout the academic school year,”

The 55th annual Florida Indian Hobbyist Association Powwow and Native American Experience at the St. Lucie Fairgrounds will be Friday to Sunday, March 26 to 28. In honor of the service many Native Americans have given the United States, members of the military and Veterans with identifications will get in free. This would have been the 56th annual powwow, but SARSCoV-2/COVID-19 came to town last year. “Two weeks before the last March powwow we had to cancel,” said organizer Richard Gallant. “We had expenditures, such as advertising, that wasn’t refundable.” The Florida Department of Health announced the first cases of COVID-19 in the Sunshine State on March 2 last year. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. Government-owned facilities, such as the fairgrounds, were closed to events shortly thereafter. FIHA estimates it had already spent about $5,000 by then. Of course, there were a lot of disappointed folks, and this last year has been hard on so many, so FIHA decided there’d be a St. Lucie powwow for 2021 no matter what modifications and accommodations it takes. “We’ve reduced the number of vendors, because of COVID,” Gallant said. “It’ll be a great event, but not as large.”

Events for Veterans this year Powwow organizers will make certain Veterans know they appreciate them. “We have the honor dance we do for (Veterans),” Gallant said. “We bring all the Veterans in the circle and welcome them home. We do that every grand entry.” The grand entries will be at 6 p.m., on Friday, then noon and 6 p.m. on Saturday. The

Sunday grand entry will be at noon. The Indian River Woodcarvers’ annual Purple Heart Cane Project presentation couldn’t be done at the National Navy UDT-SEAL Museum in Fort Pierce this year, so it’s happening at the FIHA’s two powwows. In addition to the St. Lucie powwow FIHA hosted Thunder on the Beach in Indian River County earlier this month. The woodcarvers give Purple Heart recipients special handmade canes featuring eagle heads at an annual event. Project 425 has become a regular at the powwows. “They’re bringing the (Bell UH-1 Iroquois “Huey” helicopter) and some other stuff,” said Gallant. Additionally, various Veterans’ groups will set up tables, as will the Department of Veteran Affairs. “We’ll also have some of the organizations at the West Palm Beach VA, the Jupiter Vet Center,” Gallant said.

The connection between Veterans and FIHA Gallant, president of the FIHA, loves all Veterans, but has a special place for Vietnam-era Veterans. Indeed, part of the reason he organizes two powwows a year is because of a friend who served when it wasn’t popular. “After the (Vietnam War) he came home and just didn’t feel welcome,” Gallant said in a previous interview. “He basically became a recluse. He wouldn’t leave his house.” Another friend invited that Veteran, Seven Terry, to a powwow. It wasn’t in Florida. “He said reluctantly he went,” Gallant narrated. “He got to the powwow and said it was the first time he was home from Vietnam that he felt welcomed.” Gallant said honoring warriors is an integral part of many Native American customs. “The Native American people believe strongly in this country,” Gallant said in that previous interview. “They be-

lieve strongly in the warriors and honoring the warriors who defend them and their people. They feel it is their duty to honor those who have served us.” Gallant is fast to point out he is not Native American and no statement about Native Americans is completely universal, because they had and have diverse cultures. Nevertheless, reverence for defenders is common among the Native Americans, and that’s extended to appreciation for military Veterans. The Florida Indian Hobbyist Association is a member of United Veterans of St. Lucie County.

Native Americans today There are more than 560 federally recognized tribes, and numerous claims of tribal remnants that don’t have governmental recognition. Additionally, there are innumerable people who claim Native American ancestry that isn’t recognized by tribal governments, because they don’t have, or aren’t aware of, ancestors who gained federal recognition in the Dawes Roll and other documents. There are two federally recognized tribes in Florida. Those are the related Seminole and Miccosukee. Before European settlement started, Florida had numerous people, ranging from Choctaw in the western Panhandle to the Ais, Teques-

ta — and related tribes — in Southeast Florida. The most famous Florida tribe, the Seminole, is an admixture of peoples — which included some non-natives — that started as an alliance and grew into a culture. The Seminoles weren’t originally in South Florida. They’d retreated to South Florida for survival during the Second and Third Seminole Wars. There are actually more Seminoles in Oklahoma — where most of the tribe was removed to sparking the Second Seminole War — than Florida.

Powwow details The Association Powwow and Native American Experience at the St. Lucie Fairgrounds will be open from 4 to 10 p.m. on Friday, March 26. On Saturday, it’ll be open 10 a.m. to 10 p.m., then again 10 a.m. to 4 p.m. on Sunday. Face coverings will be required. COVID guidelines are available at www.fiha.us/covid-19-safetyplan. Admission is $10 for those 12 and older. It’s $5 for those ages 6 to 11. Children ages 5 and younger are free. As stated, active-duty military, National Guard members, and Veterans are admitted free. The powwow accepts a wide range of proofs about Veteran status. The St. Lucie County Fairgrounds is at 15601 W. Midway Road, in Fort Pierce.

THE WHOLE ‘SHEBANG’ Colorful Army expressions have stuck around from beginning of U.S. Mary Kemper STAFF WRITER

Last week, we took a stroll down memory lane (Feb. 18) to take a brief look at Navy terms and slang throughout history that are still being used today. This week, it’s the Army’s turn. Whereas the words and phrases the Navy gave us were picked up from around the globe, here in the U.S. the Army words and phrases came to us — in the form of immigrants. Often, it’s a bit challenging to find the exact origin of some terms, having been passed around from culture to culture before ending up in the great American melting pot. With others, it’s all too clear where they came from, with often unsavory connotations. With still others, the origin is not at all what we thought it would be.

Yankee Doodle went to town It was supposed to be a crushing insult by the British regular Soldiers toward the uncouth, knuckle-dragging farmers, traders and laborers of the American colonies. From the Dutch came “Janke,” meaning “Little Jan” (pronounced yon-kuh or yon), which the British used toward everyone, regardless of country of origin. From the German came “dudel,” meaning a simpleton or fool. From the British themselves came “dandy,” meaning a man obsessed with putting on fine clothes and airs. When Yankee Doodle stuck a feather in his cap and called it macaroni, it didn’t mean the pasta — well, it did, but only indirectly. What it really referred to was a group of wealthy young Englishmen whose main recreation was to travel throughout Europe, and one group of them developed a craze for the cuisine of different countries. From Italy came macaroni, and they

wound up calling themselves the Macaroni Club. “Macaroni” was therefore a symbol of style and taste to which the oafs and clods of the colonies could never aspire. Little did the Redcoats know that revolutionary American Soldiers would one day take the rude song on as a badge of honor. Around the same time (mid1700s), the Portugese gave the colonies and their Army the word “savvy” (from sabe, to know something). Savvy was used in a variety of contexts, from “do you understand?” to “he savvies a lot about cannons.” Today, we’d call someone knowledgeable about computers “computer savvy.”

Soiled doves and bark juice After food, many rank-andfile Soldiers throughout modern history normally had two things on their minds — booze and female companionship. By the Civil War, there were many euphemisms for both. With women, they chiefly referred to sex with prostitutes — “soiled doves,” “fancy girls,” “riding a Dutch gal” and “horizontal refreshment.” With alcohol, you could get drunk on “bark juice,” “apple lady,” “bust head,” “pop-skull,” “nokum stiff,” “oh-be-joyful” and “oil of gladness.” All referred to spirits home-brewed

from whatever was to hand in camp. If you were unlucky enough to have a limb amputated from a wound in battle, the “sawbones” (surgeon) would give you opium (derived into morphine), from which you would develop “Soldiers’ disease” (addiction). If you carried the “whole shebang” on your back during a march, it meant your pup tent and related equipment. “Shebang” was believed to originate in French Creole Louisiana, from the word “cabane,” or hut. In battle, if your unit looked to be overrun by the enemy, you’d be tempted to skedaddle. This word comes from the Irish word “sgedadol” or the Scots word “skiddle,” both of which mean “to scatter.” You’d probably come across a zig-zag fence, or one that formed a left-right series of construction, meant to confuse cavalry horses. The origin of zig-zag’s original meaning is unclear, but the term has been traced back to the 1600s. If you were an officer in certain units, you might have worn a pompon on your hat (a decorative ball made from strands of thread). Pompons are not to be confused with pompoms, which referred to a series of guns developed originally in England in the late 1890s (anti-personnel artillery and anti-aircraft weapons) through World War I. The guns, so named for the sound they made, went out of use, but the decorative balls didn’t — and they eventually morphed into props to be waved by cheerleaders at sporting events.

FUBAR, SNAFU and WTF By World War II, the Army’s love of acronyms to describe any- and everything became the target of ridicule by Soldiers. Often, their slang made use of a certain vulgar word beginning with F, a practice that has remained almost

Reportedly the most passionate opponent to immediate secession was Indian Wars Veteran Richard Call. He wasn’t opposed to secession so much as he favored finding a way to do it without starting a war he rightly foresaw killing thousands of Florida boys. His daughter, Mary, by the way, married into the Brevard family, the namesakes for Brevard County.

Florida Civil War Heritage Trail One of the little-known gems at the Florida Department of State’s Division of Historical Resources is the “Florida Civil War Heritage Trail.” It’s a guidebook that includes information on about 200 Florida sites with some significance to the Civil War — battlefields, fortifications, cemeteries, museum exhibits, historical markers and more. Anthony “Tony” Taormina, a resident of The Sheridan at Hobe Sound, turns 100 on March 12, and is going strong. Tony is a World War II Veteran of the Army. When he returned home after the war, he attained his Masters degree in biology. He went on to a career as a Fish and Wildlife biologist, and was responsible for building 35 wildlife ponds on more than 20 acres each in New York and California. He was instrumental in passing the Environmental Defense Fund in Washington, D.C. He writes editorials for the Stuart News to this day, and has written four books.

Seminole County’s Geneva Cemetery. In it is a headstone marked “Pvt. Lewis Thorton Powell CSA.” It doesn’t state what he’s best remembered for, although the death date of July 7, 1865, gives avid students of the Lincoln assassination a hint of what that is. He was one of the secession terrorists who in the waning days of the Civil War took part in the plot to crash the federal government by simultaneously killing the president, vice president and secretary of state, William Seward. Powell failed to kill Seward — but not for lack of brutality in the effort. He and co-conspirators were hanged for the crime on July 7, 1865. The Florida Association of Museums, with help from the Florida Historical Commission, produced the 80-page book with 31 sidebars. It starts with a linear narrative of Florida’s role in the secessionist movement, formation of the Confederacy, and Civil War, then it organizes sites in a sequence. Sites are divided among eight regions. Most of the Veteran Voice coverage area is in the book’s Central East Region, Volusia, Brevard, Indian River, St. Lucie and Martin counties. Seminole County is in the Central Region in the book. The book is available for download at www.dos.myflorida.com/historical/preservation/heritage-trails. Yeah, Florida was in the Civil War.

The war’s end The Civil War effectively ended when Lee surrendered his about 28,000 troops on April 9, 1865, at Appomattox Court House in Virginia. But, the shooting didn’t end entirely. There were hangers-on. Florida was among them. It was the penultimate state to give up the fight. Only Texas held out longer. A lot of the state’s Soldiers were part of Lee’s surrender. In the shuffle of war before then, the bulk of Floridians in gray ended up serving under Gen. Joseph E. Johnston. He surrendered in Durham, N.C., on April 26, 1865. Florida officially gave up the fight on May 13, 1865. That Thursday, federal troops rolled into Tallahassee. Lt. Col. George Washington Scott met them and surrendered the handful of Confederate soldiers left in Florida to the Union’s Gen. Edward McCook. By then an estimated 5,000 Floridians died in the Civil War. Most for the Confederacy, but about 10 to 15 percent of Floridians who were in the war went to the Union. An unknown number of young men avoided service at all by various means, including hiding out in woodlands, marshlands and other inaccessible places.

Jetoptera has conducted a series of tests to measure the noise signature of its patented 200 lbf-class Fluidic Propulsive System (FPS™) thrust augmentors as a subcontractor to Paragrine Systems, under a United States Department of Defense-funded research collaboration. The testing compared the Jetoptera FPS™ to a conventional reciprocating engine-driven propeller propulsion system and found an up to 15 dBA lower Overall Sound Pressure Level (OASPL) output based on equivalent power and before application of any additional noise mitigation technologies. Acoustic treatment will increase its advantage to more than 25 dBA OASPL over a rotor on a similar power basis.

Women airmen get body armor designed for females After years of wearing the standard tactical vest originally designed for a male body frame, female Airmen from the 377th Security Forces Group at Kirtland Air Force Base, New Mexico, were among the first Air Force defenders to receive the new issue of female body armor starting January 2021. The new, better-fitting body armor will be distributed to all female security forces members on the installation. Master Sgt. Brianne N. Trapani, 377th Security Support Squadron superintendent, spoke about some of the vest’s new features.

“The new female body armor is different from our current standard tactical vest,” Tripani said. “The new one is lighter, has a curved chest plate and a shorter torso size.” Tripani included that the armor has an adjustable back corset that tightens to fit. The gear also has the unique feature of not being “one-sizefits-all,” which allows the vest to conform to the female torso and provide better coverage.

Unlawful and sweeping maritime claims in the South China Sea pose a serious threat to the freedom of the sea, including freedoms of navigation and overflight, free trade and unimpeded commerce, and freedom of economic opportunity for South China Sea littoral nations. The United States challenges excessive maritime claims around the world regardless of the identity of the claimant. The international law of the sea as reflected in the 1982 Law of the Sea Convention provides for certain rights and freedoms and other lawful uses of the sea to all nations. The international community has an enduring role in preserving the freedom of the seas, which is critical to global security, stability, and prosperity.
