A Virtual Marine Corps Marathon Run in Brevard County: Supporting Veterans and the Fallen Donn Weaver

On Oct. 25 at 6:30 a.m., at the Rockledge Town Hall, a very special Marathon Run began before the sun was up. Organized by St. Francis Reflections Lifestage Care, this unique event pulled together many community partners, including the Brevard County Sheriff’s Office (Sheriff Wayne Ivey kicked off the run); the Young Marines of Brevard; active duty Marines; participants from Patrick Air Force Base; numerous corporate and individual sponsors; the Veterans Memorial Center, and many others.
How did it happen? This year the Marine Corps Marathon (MCM) in Washington, D.C., was cancelled due to — you guessed it — COVID-19. One of the runners who completed last year’s race was the Community Engagement Coordinator specializing in Veterans Outreach, Amanda Herrnkind. She and St. Francis decided they would not be denied a crack at a second MCM in 2020. Working with the community over a couple of months, the plan took shape with the route, focus on a virtual fundraising component to help veterans and recognizing local, fallen service members in a “Gold Mile”. It all came together on what was a rainfree, but very humid Sunday morning. The event’s primary coordinator was
Amanda Walker of St. Francis Reflections, as she and Herrnkind became known as “the walking and running Amandas” before and during the event.
How far was the Brevard MCM? Like all true marathons, Herrnkind and her pace setter from Space Coast Runners, retired veteran Stephen Bernstein, covered the entire 26.2 miles of the route from Rockledge to Cocoa and over the Causeway onto Merritt Island. The finish line was at the Veterans Memorial Center behind the Merritt Square Mall, as Herrnkind and Bernstein crossed the finish line at 12:07. Several other Space Coast Runners ran portions of the event, and about 20 Space Coast Young Marines were with Herrnkind and Bernstein about five miles on different segments, including the start, Gold Mile and finish. They were led by Marine veteran Brian Schneider (suit he was in a golf cart!).
What did it accomplish? The event raised funds via virtual texts of support for the non-profit St. Francis Reflections Veterans programs and the Veterans Memorial Center to help veterans during these challenging times. It also honored 20 Fallen Service Members from the Beirut bombings in 1983 through last year in Afghanistan, and their Gold Star families. Special signs were made for each hero, and Herrnkind
called out their names as she ran past from mile 21 to mile 22 in a quiet Rockledge neighborhood. The Brevard MCM sub-theme was “Run with Purpose,” which Herrnkind and Bernstein surely did that day. About 60 people saw them off, others watched along the way (especially during the Gold Mile) and another group of 50-60 welcomed them to the VMC ending point and brief ceremony.
Who is St. Francis Reflections? St. Francis Reflections is a supporting sponsor of the VMC, so a special engraved marble brick was unveiled after the run by Brevard MCM, honoring their service to Veterans and direct support to VMC, which totaled more than $10,000 during the last two-plus years. They also support the Cape Canaveral Chapter of the Military Officers Association of America. Ten MOAACC members, led by President Tim Pishdad, presented Amanda Hernnkind a MOAACC Challenge Coin and Dean Schaaf, VMC President welcomed her “home” to the VMC. The event shows that special ceremonies and activities perhaps should not simply be scrubbed during this year of COVID, but can be altered to safely happen and offer support and appreciation along the way. Thanks to St. Francis and all who attended the event at any stage, but most of all thanks to the two Amandas — the planner and the doer of a very unique version of the MCM.

Foundation hopes 3,000 make tread for Gadsden flag plates Patrick McCallister FOR VETERAN VOICE

The Florida Legislature approved a Gadsden flag specialty license plate during the 2020 session. Now the beneficiary, the Florida Veterans Foundation, needs 3,000 to order them to get them on cars. “Once we sell 3,000 vouchers, they’ll be submitted to be made,” explained Lew Wilson, president of the foundation. “We have to sell 3,000 vouchers first.” After the initial production of 3,000 license plates they’ll be available on-demand. The tags will cost an additional $33 over regular license charges. Of that $25 will go to the foundation. Wilson said a funding infusion is needed. “The phone calls have doubled—people needing help,” he said. “Veterans are losing jobs and not knowing where to turn for help. It’s disheartening. You wish you had money to give them.” Source: Wikipedia
Gadsden flag The Gadsden flag is one of the most familiar of the many used during the Revolutionary Period. It had a timber rattlesnake coiled to strike on a bright yellow field. The words “Don’t tread on me” are under the snake. There were variations at the time including some featuring two rattlesnakes. Christopher Gadsden is credited with its creation. In addition to being a South Carolina delegate to the Continental Congress, he was also a brigadier general in the Continental Army. Gadsden was arguably the hottest of South Carolina’s revolutionaries. He was an early member of the Sons of Liberty, and a friend of Samuel Adams. By the time Gadsden designed the flag — which was adopted by the Continental Marines — the timber rattlesnake was entrenched in American iconography. Benjamin Franklin used the timber rattlesnake in his 1754 “Join or Die” woodcut published in the Pennsylvania Gazette in support of the Plan of Union proposed at the Albany Convention. Franklin’s rattlesnake was segmented. Gadsden’s was united and whole. Wilson said the exact design of the Gadsden flag specialty license plate is in planning.
The Florida Veterans Foundation The Florida Legislature created the foundation during the 2008 legislative session. It’s a not-for-profit created to assist the Florida Department of Veterans Affairs. Before creation of the foundation, the state’s veterans department got calls from veterans needing help. It couldn’t offer much more than sympathy. The Florida Department of Veterans Affairs, FDVA, operates the state’s six current veteran nursing homes, along with an adult living facility. It also has workers to help with filing claims and making appeals to the federal Department of Veterans Affairs. What the state veterans department couldn’t and doesn’t do was help veterans with crises such as facing eviction pay rent. When the legislature created the foundation, it did so with faith in Floridians to help and has never appropriated any money to it. ““We don’t receive any money from the legislature at all,” Wilson said. Because of the tight resources, the foundation does a lot of leveraging. For example, doing massive outreaches to educate veterans about getting to the county veteran services officers to find out what
benefits they may have coming. The logic being that if a veteran is getting her or his earned benefits, she or he may not faces urgent economic crises and need help in the future. Additionally, the tiny foundation staff will also sometimes use their credibility to negotiate for veterans in crisis — say talking to landlords about forgiving some past due rent rather than going through costly evictions. That’s not a formal function of the foundation, but is done on occasion.
To order The Gadsden flag specialty license is available through the county tax collectors’ offices, Wilson said. “They have to go into the tax collector’s office to purchase the voucher,” Wilson explained. He later added, “After the 3,000 are sold, they’ll get authorization to make the tags.” Tags can be ordered for oneself or another. Veterans Court gives offenders a second chance By Julia Van Ells FOR VETERAN VOICE
Officially titled “Veterans Justice Outreach,” or “VJO,” Veterans Court is a service provided through the Veterans Administration to ensure veterans get counseling when faced with a court hearing. Veterans at risk for homelessness, substance abuse, mental illness, and physical health problems, who might otherwise “fall through the cracks,” are counseled to avoid unnecessary criminalization and incarceration and integrate them back into the community. Veterans Court involves cooperation and collaboration with traditional partners found in drug courts, such as the judge, state attorney, public defender, case manager, treatment provider, probation and law enforcement. Added to this interdisciplinary team are representatives of Veterans Health Administration (VHA) and the Veterans Benefit Administration, as well as State departments of Veterans Affairs, Vet Centers, Veterans Service Organizations, Department of Labor, volunteer veteran mentors, and other Veteran support groups. The services vary from state to state, and county to county. Some courts have free legal clinics to assist Veterans with legal advice for bankruptcy, child support, consumer/contracts, divorce or custody, guardianship/probate, landlord/ tenant, social security/SSI, wills and estate planning. The goal is for integration of alcohol, drug treatment, and mental health services into the justice system processing

It’s one of those things that just seems to be a harbinger, an omen, a sign, something Nostradamus and the Bible must have predicted — the 11th hour of the 11th day of the 11th month. But it didn’t have to happen that way. It could just as easily been the third day of the third month. Or maybe we’d remember it as the St. Patrick’s Day Peace. Maybe we’d remembered and marked March 31 it as the Easter Armistice. It turns out that the United States got into the Great War — what most now call World War I — about eight months later than it probably would have if we’d been certain. There’s no way to know if an earlier arrival of American troops would have meant a correspondingly equal earlier end to the Great War. But it’s a quirk of history that the U.S. hadn’t declared war on the German Empire on Aug. 6, 1916, rather than April 6, 1917. These days the event that most likely would have, and arguably should have, compelled us to declare war on the German Empire is little remembered. It could have easily become entrenched in our historical recollection alongside the sinking of the USS Maine, or the Attack on Pearl Harbor, or Sept. 11.
The Black Tom Island Explosion In the wee hours of July 30, 1916, New York and New Jersey were jolted from slumber by one of the largest manmade, non-nuclear explosions in North American history. The concussion of the blast threw people from their beds and shatter windows for about 25 miles. It was reportedly felt and heard as far away as Philadelphia. There’d be more, much smaller, explosions for about

half an hour. Amazingly, and doubtlessly thanks to things happening at night, only four to seven people were killed. Historians go with varying numbers because of differences in how related deaths are counted. But historians all agree a lot of people got lucky that night. Still, amazingly low fatalities or not, the stained glass windows at St. Patrick’s Church were shattered. The façade at the Jersey City City Hall was cracked. But, in terms of property damage, the worst hit was Liberty Enlightening the World. Shrapnel peppered the Statue of Liberty so badly that despite a $100,000 restoration — about $2.4 million today — people could no longer visit the torch. By the way, the damage to the torch was so irreparable that it was taken down and replaced with a new one in the
1980s. The old torch was preserved and displayed. It traveled across Liberty Island in 2018 to be part of a new museum that opened last year.
What happened? In 1916 America was officially neutral in the Great War, which meant munitions makers were pretty much free to sell arms to anybody. In practice, Americans were selling bombs and bullets mostly if not nearly exclusively to the Allied Powers. The British navy was blockading Germany making arms sales there complicated. In general Americans weren’t fond of Germany anyhow. We’d recently had two notable armed diplomatic scrapes with Germans, including the Mexican Border War, starting in 1910. The other was the Sec-
ond Samoan Civil War in 1898 and 1899. More importantly to Americans in 1916 was the 1915 sinking of the RMS Lusitania. That killed 128 Americans. America was sore about that, but still eager to stay off European battlefields. On that July night an estimated 2 million pounds of artillery and small arms ammunition was on freight cars and barges at Black Tom Island in the New York Harbor getting readied to head to Russia. The handful of workers there — night watchmen mostly — noticed some small fires. Some fled, which is one reason there was such a low death toll from the explosions. Others tried to douse the flames and summoned the Jersey City firefighters. Cops, too, ran to help douse the flames before they

On this day in history in 1862, President Abraham Lincoln relieved Gen. George McClellan of command of the Union armies in the Civil War and named Maj. Gen. Ambrose Burnside commander of the Army of the Potomac. (Not, as it turned out, the best decision.) A tortured relationship ended when Lincoln removed McClellan from command of the Army of the Potomac. McClellan had ably built the Army in the early stages of the war, but was a sluggish and paranoid field commander who seemed unable to muster the courage to aggressively engage Gen. Robert E. Lee’s Army of Northern Virginia. McClellan was a promising commander who served as a railroad president before the war. In the early stages of the conflict, troops under McClellan’s command scored several important victories in the struggle for western Virginia. Lincoln summoned “Young Napoleon,” as some called the general, to Washington to take
control of the Army of the Potomac a few days after its humiliating defeat at the Battle of First Bull Run in July. McClellan had earned this nickname due to a series of small victories in other spheres.
Lincoln’s hopes, later dashed Over the next nine months, McClellan capably built a splendid army, drilling his troops and assembling an efficient command structure. He also developed extreme contempt for the president, and he often dismissed Lincoln’s suggestions out of hand. In 1862, McClellan led the army down Chesapeake Bay to the James Peninsula, southeast of the Confederate capital at Richmond, Virginia. During this campaign, he exhibited the timidity and sluggishness that later doomed him. . During the Seven Days’ battles, McClellan was poised near Richmond but retreated when faced with a series of attacks by Lee. McClellan always believed that he was vastly outnumbered, though he actually had the numerical advantage.
McClellan turned out not to be what Lincoln hoped, to say the least
He spent the rest of the summer camped on the peninsula while Lincoln began moving much of his command to Gen. John Pope’s Army of Virginia. After Lee defeated Pope at the Second Battle of Bull Run in late August, he invaded Maryland. With the Confederates crashing into Union territory, Lincoln had no choice but to turn to McClellan to gather the reeling Yankee forces and stop Lee. On September 17, 1962, McClellan and Lee battled to a standstill along Antietam Creek near Sharpsburg. Lee retreated back to Virginia and McClellan ignored Lincoln’s constant urging to pursue him. For six weeks, Lincoln and McClellan exchanged angry messages, but McClellan stubbornly refused to march after Lee. In late October, McClellan finally began moving across the Potomac in feeble pursuit of Lee, but he took nine days to complete the crossing. Lincoln had seen enough. Convinced that McClellan could never defeat Lee, Lincoln notified the general on Nov, 4 of his removal. A few days later, Lincoln named Gen. Ambrose Burnside to be the commander of the Army of the
Potomac.
Down into history’s sinkhole After his removal, McClellan battled with Lincoln once more-for the presidency in 1864. McClellan won the Democratic nomination but was easily defeated by his old boss. Antietam was his Achilles’ heel. Had he moved forward boldly, he might have won the day. But he didn’t. When McClellan ran against President Abraham Lincoln for the presidency, he did so as a Veteran. But memories were strong. According to history.com: “Following his presidential defeat, McClellan resigned from the army and spent several years in Europe. He would return to the railroad business in 1872 as president of the Atlantic and Great Western Railroad. “From 1878 to 1881, he served one term as the governor of New Jersey. McClellan’s later years were spent writing a memoir called McClellan’s Own Story, which was published after his 1885 death at the age of 58.”

The Florida Department of Veteran Affairs, FDVA, had good news at the last regular meeting of the Florida Veterans Council. “At present there are no (COVID-19) positive residents in our seven homes,” the communications director, Steve Murray, told the council. He added, “It’s been more than a month, knock on wood, since we’ve had a positive resident.” The department runs the system of state Veterans nursing homes, such as the Emory L. Bennett State Veterans’ Nursing Home in Daytona Beach. It has one adult living facility, six nursing homes, and will soon add two more nursing homes. One in Port St. Lucie and the other in Orlando. The seven operating homes went from Sept. 18 to Oct. 26 with no residents or staff members testing positive for COVID-19. The happy streak was broken by a certified nursing assistance in Panama City testing positive. She’s asymptomatic and in an at-home isolation at press time. In a phone interview after the council meeting Murray said there’s little chance any of the residents at the Clifford C. Sims State Veterans’ Nursing Home were exposed to SARS-CoV-2 before the CNA tested positive. He said there’s a culture of frequent testing at the homes, so any
COVID-19 positive workers are quickly noticed and isolated. “We have learned a lot about repeated testing,” Murray said. “The importance of repeated testing.”
March to now The Florida Department of Health reported the first case of COVID-19 in Florida on March 2. Gov. Ron DeSantis declared a state of emergency on March 9. The six state veterans nursing homes and one domiciliary can care for about 850 veterans. Before the pandemic they stayed at capacity. New admissions stopped immediately after DeSantis declared a state of emergency throughout Florida in March. Since March 64 veterans in the state homes have died from complications related to COVID-19. Many of them died early in the pandemic as SARS-C0V-2 got and spread in a lot of nursing homes as medical professionals were still early in learning about the novel coronavirus. Murray said the average age of the deceased is 93. The FDVA has aggressively sought to ensure death certificates note preexisting service-related medical conditions they had, so surviving family members retain related federal Department of Veteran Affairs’ benefits. What the homes are doing
“Public health officials are telling us COVID-19 will be with us into 2021,” he said. “While we’re slowly opening our homes to new residents and allowing more family members access to their loved ones, we’re not letting our guard down when it comes to infection control.”
He later added, “We’ve had so many weeks without staff positive (for COVID-19), residents positive, but you can’t rest on your laurels. You’re not going to find a ‘mission accomplished’ banner hanging over my shoulder We’re going to continue to test.”

Murray said the state veterans department nursing homes are slowly taking on new patients and reopening to visitors. “Back on March 11th, we clamped down all seven homes,” he said. “No visitors period.” But as workers learned more about SARS-CoV-2/COVID-19
they’ve been able to let primary caregivers to the resident veterans visit with residents. Murray said educating those outside caregivers has been key in preventing new outbreaks in the homes. “We’ve trained our central caregivers in proper safety and the wearing of personal protective equipment,” Murray explained. “We continue to do that.” Murray said as more is learned about the virus and reducing it’s spread, the state veteran nursing homes have quickly gotten the information to all their workers. And, as said above, testing is ubiquitous at the homes. “And more testing and more isolation,” he added. Part of the FDVA’s success, Murray said, is staying focused on the fact things can go bad fast.

Weekly Briefs Submariners pave way to quicker COVID testing A team of 14 sailors from Navy Medicine Readiness and Training Unit Groton in Newport, Rhode Island, conducted a pilot program to collect COVID-19 specimen samples for 165 sailors preparing to deploy from Naval Submarine Base New London, Conn. An NMRTU official said, the unique conditions on a submarine, including close quarters, limited medical resources and the absence of external aid necessitates thorough testing in advance to ensure the highest quality of force health underway. While each vessel has an independent duty corpsman to provide healthcare for its crew, an IDC does not have the resources to handle a task of this caliber alone. The infrastructure and support of NMRTU Groton, therefore, proved essential to the submarine force’s operational readiness.

U.S., Japan, ramp up cooperation in upgrading defense in Pacific The USS America conducted integrated air defense operations Oct. 20 with F-35A Lightning II aircraft from the Japan Air Defense Command. The advanced training operations were designed to increase the tactical proficiency, lethality, and interoperability of the amphibious forces of the America Expeditionary Strike Group and the Japan Air Self-Defense Force (JASDF) in the maritime domain. Our alliance will continue to play that role in the future. reached the munitions. Just after 2 a.m. an explosion boomed loud. The blast wave threw workers and firefighters aside. Shrapnel reached at least as far as the Jersey Journal about a mile away. The boom that could have woke America had sounded.
Figuring out what happened The list of possible causes included industrial accident from watchmen lighting anti-mosquito fires to sabotage. The list of possible saboteurs was longer than just German agents. That list included Slovak immigrants, Irish republican sympathizers and labor organizers, homegrown and international socialists and anarchists, and, of course, German agents. We know from historical hindsight the Black Tom Island Explosion was what we’d now call an act of state-sponsored terrorism. Getting to that fact at the time was near impossible. The FBI didn’t exist. At least, not the FBI as we now understand it. At its website FBI historians explain— “With few national security laws and no real intelligence community to thwart German agents, America was vulnerable. The Secret Service, by presidential order, was able to investigate some German attacks and intrigues. The Bureau of Investigation — the FBI’s predecessor — likewise did what it could, but it was held back by its small size (260 employees in a handful of offices) and lack of jurisdiction. The most successful and experienced anti-sabotage investigators turned out to be the detectives of the New York Police Department’s Bomb Squad — even so, the German agents who blew up Black Tom were not identified at the time.” On an aside, www.fbi.gov/history is a great website to poke around for cool stories. Later investigations and finally an admission by the Federal Republic of Germany settled the question of guilt. Germany had committed terrorism on American soil.
Zimmerman Telegraph What changed America’s mind about going to war was the “Zimmerman Telegram.” The German Foreign Office sent Mexico a diplomatic cable suggesting an alliance. It came after Germany had already taken known provocative actions in Mexico and Central America more generally. In the telegram Germany tried to entice Mexico into escalating the mostly cold Border War with America to a full-on fight. A big war with Mexico, presumably, would lock the U.S. out of even entertain-

ing the notion of going to the European trenches on the Allied side. In return for escalating the Border Wars, Germany promised, Mexico could reclaim lands it’d previously lost to the U.S., such as Texas. Mexico rebuffed Germany’s offer to help it fight a war with America. British Intelligence intercepted the cable and rushed it to American hands. The German Foreign Secretary, Arthur Zimmerman, fessed up that it was genuine. Now the U.S. saw reasons worth American blood and gold to crush the Central Powers before they succeeded in exporting the European war to the New World. The “Zimmerman Telegram” made President Woodrow Wilson, the wannabe peace merchant, ask Congress for a declaration of war to “make the world safe for democracy.” With it now clear that Germany counted us a military enemy and target, American sentiment had shifted from neutrality. Congress was ready to declare war, and Americans were ready to fight it. Almost 4 million joined the military, voluntarily or drafted, in 1917 and 1918.
American Expeditionary Force The American Expeditionary Force under Gen. John “Black Jack” Pershing was completely in place and ready for major combat operations by the middle of 1918. Germany fell quickly after that. Rather than face a revolution by a demoralized and angry public and military, Kaiser Wilhelm II abdicated on Nov. 9, 1918. Two days later the de facto government of Germany, commonly known as the Weimar Republic, signed the Armistice of Compiègne, which took effect at 11 a.m. Paris time, on Nov. 11. For about 35 years the U.S. annually marked the end of the Great War with Armistice Day. After World War II people suggested expanding the memorial to include all veterans. In 1954 Armistice Day official became Veterans Day, which could just as easily landed in March if we’d been certain the Germans were behind the Black Tom Island Explosion. Black Tom Island is now part of Liberty State Park.
