Since the onset of the coronavirus pandemic, the Navy has taken great care to protect its newest recruits from the virus, establishing precautions and measures that enabled the service to graduate more than 17,000 recruits through boot camp since March. To support this mission-essential undertaking, Sailors from within the MyNavyHR enterprise volunteered to oversee and lead the establishment of the restriction of movement, or ROM, site for recruits at Fort McCoy, Wisconsin. Recently, 13 Sailors from Commander, Navy Recruiting Command boarded a bus with 13 other Sailors from various commands based out of Millington, Tennessee, and headed for Wisconsin. The all-volunteer crew of 26 Sailors was mixed in rank spanning from E5 to E9, with their Navy experience being as diverse as their personalities. ‘’This is a one-of-a-kind mission,” said Chief Petty Officer Justin West, a cryptologic technician (interpretive) assigned to Navy Recruiting Command. “Even though there was no previous blueprint to follow, the ability of Sailors to come together and accomplish so much in such a short amount of time has been nothing short of awesome.”

Goal: Set safe environment West alluded to the team’s goal, which was to establish a ROM site for Navy recruits to be tested for the coronavirus and wait in a 14-day holding pattern at a safe environment to mitigate the risk of spreading the virus before being transported to Recruit Training Command in Great Lakes, Illinois. “It’s a testament to our Navy that Sailors have come together so quickly and efficiently to produce something of this caliber,” West said. “Everyone has shown an extremely high level of professionalism and motivation to draw from, and that has helped us tremendously.

Setting up the space The Millington team then met up with RTC staff, and immediately began work on preparing open-bay Army barracks for the weekly arrival of new recruits. “The beginning was complicated as everyone showed up at Fort McCoy,” said Navy Command Senior Chief Mark Rayner, RTC Fort McCoy ROM detachment senior enlisted leader. “Everyone pulled together, and after just two days, barracks were being set up, training sessions were being held and teams were being established ready to receive the first 600 recruits the following week. The individuals here really displayed the agility and grit that U.S. Navy Sailors bring to the fight, and they weren’t going to let this mission fail.”

Safety, support consolidation Establishing a ROM location at Fort McCoy, an Army training center in western Wisconsin, ensures the longterm safety and security of the recruits. It also consolidates support staff in one location while continuing to execute the essential task of training the Navy’s newest Sailors. “The benefits of the Fort McCoy ROM site are endless,” Rayner said. “We are able to operate a mission totally

focused on restriction of movement, while independent from RTC’s training mission. Our open-bay barracks layout provides a perfect balance to be able to keep the ROM recruit population in small groups to

reduce risk while allowing for around-the-clock active leadership and development from the recruit supervisors in the barracks.”

Florida Senate moves SkillBridge bill Patrick McCallister

The Florida Legislature is a step closer to bridging servicemembers to new jobs when they leave the service. On March 1 the Florida Senate’s Committee on Military and Veterans Affairs, Space and Domestic Security unanimously approved sending SB 586, Veterans Employment and Training, onto its next committee stops: Commerce and Tourism, and Appropriations. The companion bill, HB 435, is on the agenda for the Florida House of Representative’s State Affairs Committee’s Local Administration and Veterans Affairs Subcommittee. Sen. Tom Wright, Republican representing parts of Volusia and Brevard counties, chairs the State Senate committee. He introduced the bill, so to present it he passed the gavel to committee vice chair Gayle Harrell. Wright explained to the committee the bill directs Veterans Florida to “serve as the state’s principal assistance organization under the United States Department of Defense’s SkillBridge program.” “The SkillBridge program helps transitioning service-

members find a career path during their last 180 days of service while still receiving full salary and benefits from the federal government,” he explained to the committee.

SkillBridge and Veterans Florida Servicemembers who request to participate in the SkillBridge program can, if approved, work for select employers in apprenticeships and internships for up to 180 days. They receive military pay during that time. For example, Sparton Corporation in Volusia County is one of the SkillBridge participating employers. Brevard Public Schools is another with its Veterans to Teachers Program. Northrop Grumman in Melbourne, too, has a SkillBridge program. The aim is to help members of the military mentally transition to civilian workplaces as they exit the service. The Florida Legislature created Veterans Florida — a direct services organization within the Florida Department of Veterans Affairs — during its 2014 session. Along with being tasked to attract more Veterans to stay in or move to Florida, it’s also responsible to create programs to encourage

their employment and entrepreneurship. Wright’s words Wright told the committee there’s a natural fit for Veterans Florida to be the state’s hub for promoting and organizing the SkillBridge program among employers. Building the bridge between employers and program participants, he added, furthers the state’s aim to be the most Veterans-friendly in the Union. “The SkillBridge program helps transitioning servicemembers find a career path during their last 180 days of service while still receiving full salary and benefits from the federal government,” he said at the meeting. “During this transition period, servicemembers are able to earn certifications and enroll in apprenticeship programs and internship opportunities. This gives them a head start during a time that can be very challenging.”

Questions State Sen. Victor Torres Jr., a Democrat whose district includes parts of Orange and Osceola, asked — “The SkillBridge program, where is that money coming from?” Wright explained —

“It is a federal program, so there’s no fiscal to the State of Florida.” Torres followed up— “Who’s going to control the money when it comes to us in the State of Florida?” Wright said that’ll fall to Ashley Moody and her successors. “The (Florida) Attorney General actually has total control over this program, and then Veterans Florida is going to do the daily in-and-out workings to make sure people find out about these opportunities,” he said. State Sen. Audrey Gibson, a Democrat from Duval County, used her question time to instead compliment Wright and SB 586. “It’s a lovely bill, and I love my Veterans, too,” she said. “This is another tool in our toolbox. I’ve served on this committee for a number of years and we make painstaking efforts to make sure that the transition from military to civilian life is working and is better for our Veterans who have served our country and done so much for us.” Progress on SB 586 and HB 435 is available at www. flsenate.gov. It will be a fun, indoor/outdoor event honoring our Veterans and raising much needed funds to continue to serve those Veterans most in need. Army Corps must seize once-in-a decade opportunity to stop discharges To the Editor: Anybody who has lived through a lost summer thanks to discharges from Lake Okeechobee can viscerally remember the look of guacamole thick algal blooms in our waterways and stench of rotten eggs mixed with skunk that accompanied the algae. We remember being forced indoors to avoid the stench, the loss of jobs as businesses that rely on our waterways were shuttered and

our children having no place to swim or fish. Lurking beneath the surface, however, is an even more dangerous impact. At my urging, the Environmental Protection Agency (EPA) determined that the water discharged into our community by the Army Corps was many times too toxic for human contact. According to

Veterans Week includes new voices carrying on an old tradition Patrick McCallister FOR VETERAN VOICE

Every March Congress has what’s often called “Veterans Week.” The House and Senate Veterans’ Affairs committees hold joint hearings over a couple days with multiple panels including well- and lesser-known Veterans organizations. This year those panels had some new faces and voices, including Lindsay Church, co-founder and executive director of the upstart Minority Veterans of America. “Minority Veterans of America began as a movement in 2017, because many in the community felt unsafe and unwelcomed in traditional Veterans spaces and in (Department of Veterans Affairs) care,” Church said in her opening statement to the March 3 joint committees hearing. There were additional joint hearings scheduled for March 4 and 18. Other first-time presenters this year are the National Congress of American Indians, the National Association for Black Veterans, and the National Coalition for Homeless Veterans.

Pandemic changes things Normally Veterans Week is marked by hundreds wearing shirts, pins, caps and other Veterans organizations identifiers, jammed in the network of tunnels connecting the several congressional office buildings. Many, maybe most, of those folks carry Capitol maps with members of Congress’ office numbers penned in margins. The repeat attendees regularly offer help to the obviously confused. Those tunnels are confusing. Some of the Veterans and advocates impromptu stop by representatives’ and senators’ offices to encourage support for one or more Veterans bills. Representatives and Senators, when in their offices, often meet with them on the spot. Some members of Congress schedule open meetings for

the Veterans and their advocates to stop by and present their requests. None of that happened this year. With the SARS-CoV-2/ COVID-19 pandemic still chilling public gatherings, the joint hearings went online, and the Veterans and advocates stayed home in front of their computers. Minority Veterans of America Church gave the House and Senate committee members a primer on the Minority Veterans of America. “We were founded by myself and Dr. Katherine Pratt, a Korean American woman Veteran who struggled with similar challenges in the Veterans community,” Church said. “We bonded over a deep recognition that though we may not understand each other’s specific experiences, we both understand what it felt like to

hold marginalized identities as Veterans and to feel ostracized by the community solely because of those identities,” Church said. Church continued, “In three years our community has grown to over 2,200 members across 48 states, three territories and three countries. In our work we proudly represent the needs of Veterans of color, women, LGBTQ and religious minorities.” The closest chapter to the Veteran Voice coverage area is in Atlanta. The organization started in Washington, where Church was twice elected commander of an American Legion post. Church is in the LGBTQ community. She resigned from the position over cultural issues such as mistreatment of younger women Veterans by some at the post. During her tenure as commander, the record shows, Church successfully encouraged younger Veterans to join the post. After her resignation many of those and other Veterans from the post joined

Pratt and Church to create a new Veterans organization for minorities.

Minority Veterans organizations are not new The modern Veterans organization started with the Grand Army of the Republic. In 1866 Dr. Benjamin Stephenson founded the GAR as a fraternal organization for Union Civil War Veterans. The organization rapidly grew for several reasons. Arguably one driver for the fast growth was many of the Veterans found camaraderie and respect just or almost only among fellow war Veterans. Some were emigrants who had served on Civil War battlefields, but still faced anti-emigrant sentiments in the press and public despite their sacrifices. Others had amputations and other catastrophic injuries leading to lifelong disabilities in a time long before words like “accessibility” and

Ever heard of Ely Parker? No, not the actor from TV’s “Daniel Boone” (that was Fess). Ely Parker was the first Native American head of the Bureau of Indian Affairs, appointed by President Ulysses S. Grant on this March 11, 1869. Before he reached that top honor, Parker, the member of the Seneca tribe, had Grant in his corner for years, during a time when many Native Americans, though qualified for certain positions, were passed over due to their race. Even with Grant, it took time for the legendary Union Army general to come around — but come around he did.

Rough road, but talent wins out Parker was born in 1828, the sixth of seven children, to Elizabeth and William Parker at Indian Falls, New York (then part of the Tonawanda Reservation). His father was a Tonawanda Seneca chief who fought in the War of 1812. His mother was a descendant of a great spiritual leader, Handsome Lake. Together, the Parker parents encouraged their children to get an education, as a way of both improving their own lives and the lives of their Reservation community. Parker had a classical education at a missionary school, was fully bilingual speaking the Seneca language as well as English, and went on to college to study law. After he graduated, he worked in a legal firm reading law for the customary three years in Ellicottville, New York, and then applied to take the bar examination. He was not permitted to take it because as a Seneca, he was then not considered a United States citizen.

Chance meeting In a bookstore one day, Parker met Lewis Morgan, an

early pioneer of anthropology. After hitting it off, Parker invited Morgan to visit the Seneca Reservation. Parker became Morgan’s main source of information about the Seneca and other Indian nations like the Iriquois. The relationship proved important for both men. As Parker helped Morgan become an anthropogist, Morgan helped Parker make connections in the larger white-dominated society he later had to work and live in. With Morgan’s help, Parker gained admission to study engineering at Rensselaer Polytechnic Institute in Troy, New York. He worked as a civil engineer until the start of the American Civil War. Parker began his career by working as an interpreter and diplomat for the Seneca chiefs in their negotiations with the United States government about land rights and treaty rights, during which time he put his engineering know-how and talents to good use. He contributed to upgrades and maintenance of the Erie Canal, among other projects. As a supervisor of government projects in Galena, Illinois, he met and befriended Ulysses Grant.

Stellar service in Civil War When the Civil War broke out, Parker wanted to serve his own community and the nation as a whole. But the way forward, at first, meant roadblocks. Seneca men were fighting

as privates in the war, but when Parker applied for a commission, his request was dismissed. According to Wikipedia.com (source verified by Veteran Voice): “Near the start of the Civil War, Parker tried to raise a regiment of Iroquois volunteers to fight for the Union, but was turned down by New York Governor Edwin D. Morgan. “He then sought to join the Union Army as an engineer, but was told by Secretary of War Simon Cameron that as an Indian, he could not join. “Parker then contacted his colleague and friend Ulysses S. Grant, whose forces suffered from a shortage of engineers. Parker was commissioned a captain in May 1863, and ordered to report to Brig. Gen. John Eugene Smith. Smith appointed Parker as the chief engineer of his 7th Division during the siege of Vicksburg, and later said Parker was a “good engineer”.” He oversaw the building of trenches, the construction of breastworks, and the siting of artillery. When Grant took command of the Mississippi Division, Parker became his adjutant, along with his duties after promotion to chief engineer. Later, he became military secretary to Grant, with the rank of lieutenant colonel. He wrote much of Grant’s correspondence. And their partnership didn’t end there. Parker would be appointed to serve under Grant as Commissioner of Indian

Affairs. During the two years of his tenure, he became the chief architect of President Grant’s Peace Policy in relation to the Native Americans in the West. Under his leadership, the number of military actions against Indians were reduced and there was an effort to support tribes in their transition to lives on reservations.

Appomattox and legacy Parker was a patriot through and through, in spite of obstacles. Sadly, he didn’t live to see the end of the Indian Wars in the U.S., having passed away in 1895. From werehistory.org: “When Parker accompanied Grant and the rest of the general’s staff to accept Lee’s surrender at Appomattox, he represented a new nation. “Like other young men of his day, he had struggled for an education and then worked his way up to prominence. He had braved death on the battlefields. “More than most, he had helped to usher in a new era in which technology and innovation would change the world. And, as he stood in McLean’s parlor in 1865, it seemed that the new nation would include all men, no matter what had been the circumstances of their birth. “I am glad to see one real American here,” General Robert E. Lee said as he shook Lt. Colonel Parker’s hand. ‘We are all Americans,’ Parker answered.”

Some of the boot camp survival skills start at the barracks where they learn how to live together in large groups. Other skills come from forming up in small groups to go to the base chow hall for each meal. In the end, leaders could see the two-week ROM period was preparing recruits for when they arrived for basic training at Great Lakes. “Without a doubt, the re-

cruits coming out of Fort McCoy will be better prepared with a foundation of basic military knowledge,” Rayner said.

Result: Only Navy met quota CNRC increased shipping to an average of 1,200 recruits per week, while maintaining safety standards for the coronavirus. Consequentially, the Navy was the only military branch in fiscal year 2020 to make their active-duty enlisted recruit-shipping goal. The

Navy’s eagerness to work with the Army to create a ROM site is an example of the creative problem-solving needed to man the fleet. Boot camp is approximately eight weeks, and all enlistees into the U.S. Navy begin their careers at the command. Training includes physical fitness, seamanship, firearms, fire-fighting and shipboard damage control, along with lessons in Navy heritage and core values, teamwork and discipline. More than 40,000 recruits train annually at RTC.

and later generations of Black Veterans felt or were flagrantly unwelcomed in some organizations’ posts. Even with the GAR around, Jewish Civil War Veterans formed numerous local organizations largely in response to persistent disinformation that Jews didn’t serve in the military — a slight based on a longstanding European trope that Jews were disloyal to their nations. In 1869 the groups organized themselves into the Jewish War Veterans, an organization still going strong as patriotic Jews continue serving in the military. Through the years, various minority groups within the Veterans community have

formed organizations specific to their needs for a variety of reasons. For example, the Paralyzed Veterans of America formed to give wheelchair-using Veterans a stronger voice in policymaking. It was one of the architects of and advocates for the Americans with Disabilities Act, which among other things made accessible doorways at government and business buildings ubiquitous.

Minority servicemembers and Veterans According to recent VA reporting, at least 23 percent of Veterans are minorities, such as Native American. The VA figures that’ll grow to about 36 percent

in the next two decades. “In an era where our military is only growing increasingly more diverse it is imperative that Veteran services keep pace with these changes in order to better serve this generation of Veterans and those who’ll soon join our ranks,” Church told the committee. She said this will only improve the VA for all Veterans. “We have found where a system is designed to serve the most marginalized first it will innately and more effectively serve those that experience more privilege,” said Church. 2,000+ participate in Okinawa’s 1st ever Spartan Race More than 2,000 service members, Japanese local nationals and civilians from multiple prefectures across Japan gather at Chura Sun Beach to participate in the first ever Spartan Race on Okinawa, Japan, Feb. 27. Earning the title of the largest endurance participation sport in the world, the Spartan Race was first established in Pittsfield, Vermont, in 2010. Spartan Race now draws in over 1.5 million participants every year and is established in over 40 countries worldwide. Competitors in the event had the option to select the Spartan Super, spanning 10 kilometers with 25 obstacles, or the Spartan Sprint, which stretched to five kilometers with 20 obstacles. Both races are packed with 25 obstacles to include hurdles, low-crawls through sand, javelin throws, weight lifting and climbing. To add extra incentive, a participant is expected to execute over 20 burpees upon failing an obstacle.

Guard, Indian community join forces on COVID vaccine shots The Arizona National Guard partnered with the Gila River Indian Community and several community organizations during a large-scale, drive-thru COVID-19 vaccination event at Wild Horse Pass Motorsports Park in Phoenix on Feb. 20. During the event, more than 600 tribal members were vaccinated, providing much needed relief to the community. “This disease has no border. It comes for any race, color or religion,” said Gila River Indian Community Lt. Gov. Monica Antone. “So to see the response of a COVID-19 effort, like this, with two communities that work together … it means a lot.” More than 40 guardsmen with Task Forces Medical and Logistics and the 996th Area Support Medical Company answered the call by serving in various roles during the event. They helped with registration support, logistics support, vaccination administration, traffic control and various other joint cooperation efforts - making this the first time that a drill status unit like the 996th has joined forces with an Arizona National Guard COVID-19 task force.

The seasonally adjusted national unemployment rate for Veterans was 5.2 percent in February, up from 4.9 percent the prior month. However, that’s down from 5.4 percent in December. The seasonally adjusted unemployment rate among non-Veterans was 6.2 percent in February, which was down from 6.3 percent in January and 6.7 in December. Veterans have consistently had overall lower unemployment rates than non-Veterans throughout the SARS-CoV-2/ COVID-19 pandemic. The Bureau of Labor Statistics released the monthly jobs report on March 5. Seasonal adjustment is a statistical tool to even out normal monthly employment fluctuations.

Coronavirus continues to afflict Florida and national jobs market February was the 11th full month of measuring employment since SARSCoV-2/COVID-19 crashed onto the national scene. For local context, the Florida Department of Health announced the first cases in the Sunshine State on March 2. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. He issued orders that shut down various businesses in April. The “Safe. Smart. Step-by-Step. Plan for Florida’s Recovery” Phase 1 reopening started in May. The Phase 2 started in June for most counties. Some of the Phase 2 reopening was scaled back with

their scientists, exposure to the toxins in our waterways can cause serious illness, liver or kidney failure, and even death. The Army Corps was later forced to admit in Congressional testimony that they knew this and discharged the water into our community anyway. In other words, repeated yearly discharges of toxic water from Lake Okeechobee into our community is an unmitigated health disaster for the State of Florida. Now, the Army Corps has a once-in-a-decade opportunity to solve this public health crisis. They must seize the opportunity to demand of themselves

Overall not seasonally adjusted Veterans employment Veterans, all cohorts taken together, had a not seasonally adjusted unemployment rate of 5.5 percent in February, which was lower than non-Veteran peers with 6.5 percent. The Veterans’ labor force participation rate dropped from 48 percent to 47.9 percent from January to February. The non-Veterans’ labor force participation rate dropped from 66.3 to 63.9 percent in the same timeframe.

Veterans employment by cohorts The way the bureau reports employment numbers there are several ways to look at different cohorts of Veterans. For example, women Veterans had a 6.1 percent, not seasonally adjusted unemployment rate in February compared to the Veteran men having 5.4 percent. Non-Veteran women had a 6 percent not seasonally adjusted unemployment rate in February, whereas their male counterparts had 7. The youngest cohort of Veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 5.9 percent, which was down from 6.3 percent the prior month. Most know this group as “Post 9-11” and most are, in demographer parlance, millennials. The men in this cohort were at 5.4 percent unemployment. The women 9 percent. The bureau’s Gulf War-era I Veterans,

that they no longer poison our community. In 2018, I wrote and passed a new law mandating that the Army Corps rewrite their regulation schedule that determines if and when discharges from Lake Okeechobee occur. This process is now underway, and this summer, the Army Corps will choose the new plan that will determine when discharges happen for the next decade. As part of this process, they’ve released modeling data showing what kinds of results are possible not just for our community but for communities all across the Greater Everglades area. This data definitively proves that it is possible for them to eliminate regulatory discharges in the lake’s operational band to the St. Lucie while also increasing water supply, improving recreation and

generally Gen-Xers, had a February unemployment rate at 3.5 percent. The men were at 3.6 percent; the women 3.4. The BLS classes together Vietnam-era to World War II-era Veterans. Obviously, there are almost no World War II Veterans in the workplace, and few Korean War Veterans. This grouping, for employment purposes, is almost all Vietnam-era Veterans, baby boomers. The older Veterans, according to BLS, had a 4.7 percent unemployment rate in February. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years and decades ranging from the 1950s to 1990s. About 70 percent of the men in this grouping are around 65 to 75 years old. About half of the women in the cohort are 45 to 65. This cohort had a 7.7 percent unemployment rate in February.

How unemployment numbers work The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people in working ages. In general times, those that are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs.

In other words, the federal government’s current operations willfully poison Floridians despite their data scientists having proven it’s not necessary. How can the Army Corps justify poisoning us now? The answer is they can’t. It would be unconscionable if the Army Corps selects a new management plan that does not eliminate these discharges. So, with this once in a decade opportunity in front of us, the Army Corps must not settle for incremental progress but rather should take the bold action needed to protect Floridians and stop government-sanctioned poisoning. Our community has been used as Florida’s septic tank for far too long, and now the

Army Corps is soliciting feedback from the public. I have told them to select what they call a “4C-1” plan, which is the option that eliminates regulatory discharges to the St. Lucie.
