Probably the most ubiquitous and consequential military presence in the Veteran Voice coverage area is the Army Corps of Engineers. But, unless you know where to look it’s hard to notice. The presence of the Corps isn’t marked by, say, a large facility such as Patrick Space Force Base. Its presence is often marked by nice fishing or hiking spots. Or by being spared deadly flooding during a tropical storm. Gen. George Washington appointed the first engineer officers in 1775. The Continental Congress created a wartime Army engineer corps on March 11, 1779. At the end of the Revolutionary War the members mostly went home like the other independence fighters. But, the Army realized it still needed engineers, people who could build and manage infrastructure in times of peace and war. The Army established the Corps of Engineers as a permanent function on March 16, 1802. One of its first jobs was building the U.S. Military
Academy at West Point. It didn’t take long for congressional, territorial and state politicians and authorities to see the Corps as a natural pick for huge civil works, too, so its jobs kept expanding. For much of the 19th century, the Corps paved the way for a geographically growing nation by doing a lot of exploring, mapping, surveying, clearing of navigational hazards, and building. The Corps built all kinds of things from coastal fortifications and lighthouses to federal monuments and offices.
Corps heads to Florida What brought a large presence of the Corps to Florida was flooding. The 1926 Miami hurricane pushed Lake Okeechobee over earthen dikes built in the 1910s. About 400 died in the deluge. Nature wasn’t done. The 1928 Lake Okeechobee hurricane was the second deadliest in U.S. history — beat only by the 1900 Galveston hurricane — until Hurricane Maria in 2017. An exact count of the dead is impossible for a number of reasons,
but historians generally agree about 2,500 Floridians died when the already rain glutted Lake Okeechobee and flooded hundreds of square miles during and after the hurricane. Survivors and deceased alike washed deep into the Everglades. Florida wasn’t the only place deadly flooding was a problem. Flooding along the Mississippi and other rivers had, too, gotten increasingly deadly — especially when largely unregulated private dam builders showed up with profits not consequences in mind. Congress got the Corps involved by the Rivers and Harbors acts of 1890 and 1899. Those acts empowered the Corps to regulate and even prohibit dam construction when the consequences were too potentially great. But, there were natural flood cycles, too, and as the national population increased they were becoming more problematic. At its web site, www.usace. army.mil, the Corps explains — “Congress passed the 1936 Flood Control Act, one of the most important events in the history of the Corps of En-
gineers. For the first time, Congress declared that flood control was a proper activity of the federal government. The act put the Corps firmly into the reservoir construction business, despite earlier Corps’ reservations about the effectiveness of reservoirs. It also established that a potential project’s economic benefits must exceed its costs. Furthermore, the act specified the obligations that would have to be assumed by local interests before the Corps could begin certain projects.”
Lake Okeechobee flood control All this circles back to Lake Okeechobee. After the devasting hurricanes that’d claimed about 3,000 lives, the Florida Legislature created the Okeechobee Flood Control District and authorized it to work with the Corps — which had its authorization from Congress in the Rivers and Harbors Act of 1930 — to construct what’d become the Herbert Hoover Dike around

Make your voice heard to help reform VA health care system To the Editor: The Feb. 18, 2021 article written by Mr. McCallister, “Veteran Health Administration turns 75” in Veteran Voice, is an interesting article of the history of the VA Health Care System. I appreciate the article, but there are more deeply rooted issues within the Department of Veterans Administration. There needs to be a new and up-to-date VA health care system that meets the needs of all Veterans and their families, in a timely manner. My fellow Veterans, the current VA system of doing business has been broken for decades — examples include, in what I consider their current “Mission Statement,” “The history and evolution of the U.S. Department of Veterans Affairs is inextricably intertwined and dependent on the history of America’s wars, as wounded Soldiers is the population the VA cares for”. In other words, the VA system is so complicated, or involved, as to be
unsolvable. In the U.S. Senate, we have the U.S. Senate Committee on Veterans Affairs and in the U.S. House of Representatives there is a House Sub-Committee on Veterans Affairs. I believe each committee has 12 members, 6 Democrats and 6 Republicans. You have the Majority Leader (who is in power at the time) and Ranking Leader/member of the other party. I write the above to help educate all Veterans. It is past time for a new and better VA system for all Veterans, past, present, and future! The current VA system as we know it, is outdated — too much “red tape,” with their policies, guidelines, rules and regulations, they are so out of touch with reality in today’s real world and its technology. Please reread “The history and evolution of the U.S. Dept. of Veterans Affairs is inextricably intertwined and dependent on the history of America’s Wars” — sounds like someone wants to keep us at war, all the time, rath-
er than peace. Please, do not get me wrong — I totally believe in having the greatest home defense system/ force in and for the U.S. of America. We have the best and brightest men and women who serve our Nation extremely well, and they’re not paid enough for whatever they do. When active-duty individuals leave the service or have served in a combat zone, they shouldn’t have to worry about a 10’ to 20’ tall amount of paperwork before being seen by a VA doctor, or applying for a grant, or months or years on a court ruling about their getting the VA to take care of their service-related health issues, or whatever it may be. As I have written in a previous “Letter to the Editor of the Veteran Voice,” it is the VA bureaucratic system that needs to be changed, and for the betterment for each and every Veteran, peacetime or war. You can help by a handwritten letters, phone calls, emails, Facebook or every media outlet that
will listen, to your city, township, county, state, state governor and the state’s House & Senate representatives. Also the U.S. House and Senate representative from your district — let’s use our voice in a way that they have never seen before! Let’s keep requesting changes in how the VA does business. If we don’t do this now, and ask for new and better legislation to be passed, that affects all our Veterans of yesterday, today, and all the tomorrows, making the VA system much healthier for Veterans and their families. It is past time — we can get a nationwide movement going for “A New and Better VA System.” Won’t you help? Handwritten letters, if possible, have more influence, I do believe! You be the judge. MYSTERY SHIP Did Bermuda Triangle claim ill-fated USS Cyclops? Mary Kemper STAFF WRITER

On this March 4 in 1918, the fuel ship USS Cyclops set off from an unscheduled stop at the island of Barbados in the Caribbean. She was carrying a full load of manganese, bound for Baltimore, to feed the greedy steel furnaces making munitions for World War I. Three hundred and six crew and passengers, along with the ship, vanished without a trace after Cyclops was last sighted March 10. Was she torpedoed by a German submarine? Had she had a collision at sea? Or had she been claimed by the Bermuda Triangle? The loss of Cyclops, named from Greek mythology after one-eyed giants, remains a mystery to this day, and her wreckage has never been found.
Theories of likely cause According to the Naval History & Heritage Command, Cyclops likely went down in a violent storm, as such bad weather was reported off the east coast of the U.S. at that time. But other ore and coal boats managed to get through bad storms before without foundering. Were there other factors that could have contributed? Cyclops’ top load weight was listed as 8,100 tons of ore or fuel. It was alleged that she was overloaded, as she had taken on water over the Plimsoll line (an international marking system to ensure the weight of a ship does not exceed legal limits). However, an investigation done in Rio de Janeiro concluded she was loaded properly and had a legal weight. The captain, Lt. Cdr. George Worley, reported that the starboard engine had a cracked cylinder, and was inoperative. Nevertheless, Cyclops was ordered to proceed to Baltimore. One Rear Adm. George van

Deurs suggested that the loss of Cyclops could be owing to structural failure, as her sister ships suffered from issues where the I-beams that ran the length of the ship had eroded due to the corrosive nature of some of the cargo carried. What’s more, Cyclops may have hit a storm with 3040-knot (35–46 mph) winds. These would have resulted in waves just far enough apart to leave the bow and stern supported on the peaks of successive waves, but with the middle unsupported, resulting in extra strain on an already weakened central area. Yet another theory suggests that due to the canvas covers of the hold, the manganese, becoming soaked by rain and waves, turned into an unstable slurry.

“Investigations by the Office of Naval Intelligence revealed that Captain Worley was born Johan Frederick Wichmann in Sandstedt, Hanover, Germany in 1862 (the official Navy Register lists his date of birth as 11 December 1865), and that he had entered America by jumping ship in San Francisco in 1878. “By 1898, he had changed his name to Worley (after a seaman friend), and owned and operated a saloon in San Francisco’s Barbary Coast. He also got help from brothers, whom he had convinced to emigrate. “During this time, he had qualified for the position of ship’s master, and had commanded several civilian merchant ships, picking up and delivering cargo (both legal and illegal; some accounts say opium) from the Far East to San Francisco. “Unfortunately, the crews of these ships reported that Worley suffered from a personality allegedly akin to that sometimes ascribed to HMS Bounty’s captain William Bligh, with the crew often
being brutalized by Worley for trivial things. Worley was commissioned as a lieutenant commander in the Naval Auxiliary Reserve on 21 February 1917.” Worley had a habit of putting inexperienced men in charge of details after confining the more experienced ones to quarters after some kind of slight. This was the case with the mate assigned to load Cyclops with the manganese ore. What’s more, Worley, a German native, was alleged to be a supporter of the empire of Kaiser Wilhelm II. There were many passengers aboard who were German-speaking, to add even more suspicion that Worley planned to hand Cyclops over to the Germans. (Postwar investigations disproved this.)

The February 4, 2020 issue of Veteran Voice told my story regarding the heroism of the Four Chaplains of WWII; but the story of the heroic events on that day did not end after the USS Dorchester sank when, at 12:55 a.m. on February 3, 1943, the German submarine, U-223, torpedoed the USAT Dorchester. Five torpedoes were fired. Four of them missed, but the one that hit the Dorchester was mortal. The Dorchester was carrying 902 men, including four Army chaplains — Methodist minister the Reverend George L. Fox, Rabbi

all they could, they linked arms, prayed and sang hymns as the Dorchester slipped beneath the waves; less than 20 minutes after the one torpedo struck the ship. Including the Four Chaplains, 672 men died that day. Of all the American ships lost during the war, the Dorchester had the third highest death toll. U-223 was a reasonably successful U-boat, being responsible for the loss of three merchant ships, a frigate, and a destroyer. She was sunk on 30 March 1944 in the Mediterranean Sea, 60 nautical miles northeast of Palermo, Sicily, in a battle with four British destroyers, in which she sank one of her pursuers, the HMS
Laforey.
A brave Sailor On February 3, 1943, three US Coast Guard cutters (the Comanche, the Escanaba and the Tampa) were escorting the Dorchester and two other troop ships. The Comanche was the first to turn back. The captain of the Comanche chose to ignore the obvious danger of another torpedo attack and maneuvered his ship to pick up survivors. Try to keep your distance from those people who are giving you a difficult time. Remember that your goal is to remain positive and hopeful. Do not let the negative people in your life bring you down. 4. You are not alone: It can be very frustrating to deal with your mental health issues when your friends and rel-

But when the United States and upstart Confederate States needed courageous fighters, they found the blood of Cu Chulainn courses through the Irish still.

In the St. Augustine National Cemetery, toward the back, there’s a fancy headstone. The military cemetery dating to the Second Seminole War is mostly rows of uniform headstones about 24 inches tall, 18 wide. This one — and a few others — towers over them, about twice as tall. It also stands out because of the artistic edging, rather than a blocky appearance. “Sacred to the memory of Henry Good,” it reads. “Born in Clara. Kings Co. Ireland. Died at St. Augustine. Fla. May 14th 1877. Aged 33 years. May he rest in Peace. Amen.” When I go to St. Augustine, I like stopping by Henry Good’s grave. We’re not related, no. I’m not aware of any battles he fought, medals he earned, or anything like that. But I know something about the Irishman must have been spectacular. Because at the bottom of what must have been a pricey tombstone in 1877 are the words: “This stone is Erected as a tribute of respect by his comrades of Battery K 5th Armory.” I don’t know when Henry Good came to America. His age is right to have served in Civil War if he got here before or during it. A lot of Irishmen stepped off ships and onto America’s battlefields during that war. He could have served in a number of Indian Wars campaigns, too. I don’t know his story. But I do know his comrades in Battery K thought he deserved a good tombstone that the National Cemetery Administration cares for to this day. I stop by Henry Good’s grave, because he represents all the women and men who created a distinct American subculture that gave me life and a name to remember it by.
Why I care My childhood was split between Missouri and Florida, so growing up away from places with a strong Irish American presence, such as Boston, New York and Chicago, I was always the only Patrick in classrooms. I’m sure there wasn’t another Patrick in any of my elementary schools — I looked — and didn’t know of any in my junior high. I vaguely recall there were only a couple Patricks at my high school. My Irish stuck out. If you’d like a leprechaun, clover, green, unicorn or alcoholic joke, I heard a few thousand from schoolmates. They were never that funny. My childhood choic-

es were simple. One was to ignore or disguise my Irish name; well-meaning friends and even a teacher suggested I adopt “Rick” as a vernacular name. Or I could embrace it and learn about the history of the Irish and of the Irish in America. I went with the latter. The more I learned about history’s Irish emigrants and their children, the more I had to be proud of. Few made me prouder than those who fled the Great Hunger to America in the mid-1800s only to face anti-emigrant hatred from the conspiracy-theory steeped Know Nothings. These emigrants also faced poverty so crushing they clamored to buy leftover salt-cured brisket from merchant ships. What the Sailors wouldn’t eat out at sea, the Irish would eat in their squalid neighborhoods. They’d boil the undesirable meat with cabbage to remove some of the briny taste. Yep, the quintessentially Irish meal of corned beef and cabbage started in America, not Ireland. I find no meal as pleasing, because with every bite I taste harsh history many endured to give me the opportunities America has. The 19th century nativists would have driven every Irish man, woman and child
In Irish American storytelling, a Confederate officer at the surrender of Gen. Robert E. Lee protested to a Union counterpart, “You only won as you had more Irish than we did.” Another tale has a Confederate officer before the Battle of Fredericksburg assessing the Union forces dejectedly saying, “There are those (expletive) green flags,” the flags of the Union’s Irish Brigade whose battle cry was Gaelic — “Faugh a ballagh!,” “Clear the way!” As in move aside, the Irish would take the most dangerous positions at the front. The Irish Brigade had five regiments, including the 116th Pennsylvania, 28th and 29th Massachusetts, and 63rd, 69th and 88th New York infantries. The best remembered is the 69th, whom Lee himself dubbed “The Fighting 69th.” That became the title for a commemorative marching song from the Great War era later recorded by the Wolfe Tones and then Dropkick Murphys. While the quotes and surrounding tales are likely apocryphal, the sentiments of the period are right on. Irish Union soldiers, many under the command of Irishborn Gen. Thomas Meagher, were plentiful and dreaded in the Civil War. It’s hard to get a reliable number, but a commonly accepted count is 150,000 Irish-born soldiers fought for the United States in the Civil War. Another probably 40,000 fought for the Confederate States in units such as Charleston Irish Volunteers — Company C, 1st Battalion South Carolina Infantry — and 24th Georgia Volunteer Infantry. There was also the Confederate (Joseph) Kelly’s Irish Brigade, not to be confused with the Union’s (Patrick) Kelly’s Irish Brigade. Oh, and those counts aren’t including the first-generation Irish Americans whose parents spoke Gaelic better than English, if any English at all. In the 1800s many Irish refused to speak English, the language of their oppressors. The Civil War softened America’s heart toward the Irish, although there were still plenty of prejudiced words and cartoon images published in Harper’s Weekly and other media. Still, Mike McCormack, a

The Florida Legislature convened on March 2 for its annual 60-day session. The legislature’s only constitutionally required duty is to adopt a state budget. However, it’ll do far more. If the budget is adopted on time, the session will end on April 30. Among the many bills committees and the floors will consider are some related to Veterans. Most bills need to have companions in the Florida House and Senate in order to pass the legislature and go to Gov. Ron DeSantis for signing. HB 0071: Recognizing Veteran Suicide The state House of Representatives memorial bill introduced by Rep. Matt Willhite urges Congress to recognize the need to further address death by suicide among Veterans and fully fund prevention efforts by the federal Department of Veteran Affairs. Willhite is a Navy Veteran whose district is part of Palm Beach County. HB 0163/S 416: Veterans Bracelet Memorial The bill would direct the Department of Management Services to set aside space on South Monroe Street in Tallahassee — which the State Capitol is on — to place a POW/MIA Veterans Bracelet Memorial that the Vietnam Veterans of America, Big Bend Chapter, 96, will administer without state funding. The Vietnam Veterans of America and Florida Historical Commission will consider the design and placement of the
memorial if the bill passes the legislature and the governor signs it. Army Veteran Mike Giallombardo and serving National Guard member Sen. Danny Burgess introduced the bills. SB 0172: Medical Marijuana Identification Cards for Service-disabled Veterans Sen. Janet Cruz, a member of the State Senate’s Committee on Military and Veterans Affairs, Space, and Domestic Security, introduced this bill which, if passed by the legislature and signed by the governor, would prohibit the Department of Health from charging any fees to service-connected disabled Veterans for the issuance, replacement or renewal of medical marijuana identification cards. There’s no companion bill in the Florida House at press time. HB 0231/S 260: Services for Veterans and Their Families Sen. Gayle Harrell, who represents parts of Martin and St. Lucie counties, introduced this bill in the State Senate. Rep. Ardian Zika introduced the companion in the Florida House. If passed by the legislature and signed by the governor, the bill would require the Florida Department of Veterans Affairs to establish the Florida Veterans’ Care Coordination Program to provide behavioral health care referral and care coordination services for Veterans and their families by contracting with the Crisis Center of Tampa Bay to enter into agreements with Florida 211 Network participants to provide such services.
Veteran Voice covered the bill at length in the Feb. 11 edition. HB 0399/S 1262: State Park Fee Discounts Air Force Veteran Rep. Joseph Casello introduced this bill with Sen. Gayle Harrell doing the same in the Florida Senate. If passed by the legislature and signed by the governor, the bill would eliminate some use charges at Florida State Parks for members of the military and Veterans. HB 0429/S 938: Purple Star Schools Navy Reserve officer Rep. Andrew Learned and the chair of the State Senate Committee on Military and Veterans Affairs, Space, and Domestic Security, Tom Wright, introduced this bill to pave the way for Florida public schools to seek the Purple Star status from the Interstate Compact on Educational Opportunity for Military Children. Veteran Voice covered the bill at length in the Feb. 25 edition. HB 051/S 958: Specialty License Plates Rep. Brett Hage and Sen. Danny Burgess introduced this bill that, if passed by the legislature and signed by the governor, would create an Honor Flight specialty license plate. Proceeds of sales would be distributed to Florida Honor Flight hubs, such as Southeast Florida Honor Flight. HB 0541/S 922: Veterans’ Preference in Employment This bill introduced by Rep. James Buchanan and Sen.
Danny Burgess would, if passed by the legislature and signed by the governor, authorize the state and its political subdivisions to waive certain postsecondary educational requirements for employment for service members and Veterans who meet specified criteria; revise the list of positions that are exempt from Veterans’ preference requirements; require, rather than authorize, each political subdivision to develop and implement a Veterans’ recruitment plan for specified purposes; and modify point preferences given to Veterans and their family members when a numerically based selection process is used for hiring. SB 764: Veterans Treatment Courts Sen. Danny Burgess annually introduces this bill in the State Senate. It has no companion in the Florida House at press time. If passed by the legislature and signed by the governor, the bill would expand the number of Veterans Treatment Courts in Florida. And more There are more Veterans-related bills in the Florida Legislature, including one to authorize counties and municipalities to create Purple Heart parking spaces, certain tax exemptions for Veterans with disabilities, and others. St. Patrick’s Day Among the Irish American traditions is one relatively new to Ireland — St. Patrick’s Day. Yes, the feast day has been on the Christian calendar for centuries. But, the Irish in Ireland had little need to celebrate Ireland and being Irish. So, St. Patrick’s Day was … well, a day in Ireland. Those in the American diaspora turned it into a celebration, which they exported back to the Emerald Isle.

Lake O. The Corps drafted a comprehensive plan involving floodway channels, control gates and stronger levees around the big lake. That’s now more than 140 miles of levees with extensive water control systems. Accompanying all that is the necessary water discharges from Lake Okeechobee into the St. Lucie and Caloosahatchee rivers and resulting fouling of the Indian River Lagoon, which keeps the Treasure Coast up in arms. In fairness, the Corps didn’t create the complications of South Florida water management trying to balance concerns for lifesaving flood control and environmental preservation. Blame for that largely falls to Hamilton Disston, who’d come along decades before the Corps.
Florida rushed headlong into complications In 1881 Disston bought 4 million acres of Central and South Florida, an area larger than the state of Connecticut, in what’s almost certainly the largest single-person land purchase in American history. Disston was most likely the largest landowner in the country with that purchase. In the 1870s, Disston had looked

The apparent first St. Patrick’s Day parade happened in Florida. St. Augustine. In 1601. That actually preceded the official adoption of March 17 as a feast day of St. Patrick by about 30 years. But, records unearthed by historian Michael Francis in 2017 indicate the Spanish officers allowed the use of gunpowder for cannon and gun firings to celebrate the Patron Saint of Ireland on March 17, the supposed date of his death in the fifth century. The St. Augustine celebration appears to have been at the urging of the city’s Irishborn vicar, Ricardo Artur, or Richard Arthur if you prefer. St. Patrick’s Day celebrations re-emerged in the middle 1700s around Boston and New York. In addition to Irish serving in the British military, there were current and former Irish indentured servants in
those cities. The latter celebration started in 1762, and thus New York holds the title for having the longest running St. Patrick’s Day parade on the planet. The surrounding revelry now commonly associated with St. Patrick’s Day developed through the 19th century as anti-emigrant forces engaged in “paddy-making,” the creation of derisive effigies to ominously hang in Irish neighborhoods the night before St. Patrick’s. The Irish intensified their celebrating as backlash. Now, of course, many Americans on March 17 declare themselves “Irish for the day.” Readers in the Veteran Voice coverage area can celebrate all things Irish and Irish American at the Port St. Lucie St. Patrick’s Day Festival, March 12 to 13, at the MIDFLORIDA Credit Union Event Center.
The celebration will be 5 to 10 p.m. on Friday, March 12, then 11 a.m. to 10 p.m. on Saturday, March 13. Saturday will kick off with the annual Port St. Lucie St. Patrick’s Day Parade at 11 a.m. The entire parade is at the event center. The festival and parade are cosponsored by the Friendly Sons & Daughters of Ireland and City of Port St. Lucie. The event center is at 9221 S.E. Event Center Place. Admission is free and includes musical performances by Irish bands such as the Rowdy Micks. Lift one to Henry Good and all the other Irish and Irish American service members when you’re there. The St. Augustine National Cemetery, which is closed to interments, is at 104 Marine St. a bit more than half a mile south of the Bridge of Lions.
over Army maps and surveys and came up with a plan to make Florida marketable. The whole affair gets into a complicated quagmire of Florida politics at the time, because folks in Tallahassee looked south and that’s what they saw — quagmires. They didn’t see the beautiful wetlands that need protection people talk about today. They saw swamps that needed to be drained. In the decades leading up to Disston’s land buy for 25 cents an acre, the state had about 15 million acres it wanted to drain to spur development. Disston was a man to do just that. Disston had engineered a plan to dry out the Kissimmee River floodplain and get rid of water in the Everglades. To do that, Disston needed canals. Lots of canals. He needed canals to send water west and east rather than letting it naturally flow south from Lake Okeechobee into the Everglades. That’s how the canals, such as the C44, the St. Lucie Canal, got started, and the straightening of the Kissimmee River began. Disston’s land-drying plan seemed to have worked, and people started heading farther south in Florida to work and live. There was a lot of fertile land along the Kissimmee River and around Lake Okeechobee, because the waters naturally swelled and receded, probably since the Pleistocene era, creating rich
soils. Because of that desirable soil, people wanted to develop the very places flooding naturally occurred, and a feedback loop grew over time to become South Florida water-management problems today. But even as development from the late 1800s forward created the vicious water-management feedback loop, people like Ernest Lyons and Marjory Stoneman Douglas sounded alarms that it was unsustainable, and the Everglades needed protection and restoration. From about the 1980s forward more governmental bodies saw the wisdom of it, even if actions and funding rarely matched growing convictions.
“The Corps’ role in protecting the country’s water resources has evolved over the last century,” the website reads. “In the 1880s and 1890s, Congress directed the Corps to prevent dumping and filling in the nation’s harbors, a program that was vigorously enforced by the engineers. At the port of Pittsburgh in 1892, for instance, the Corps took a grand jury on a boat tour of the harbor and obtained some 50 indictments of firms dumping debris into the harbor. In 1893 the Corps forced one Ohio community to build an incinerator and burn refuse rather than dump the garbage into the river where, the Corps insisted, it obstructed navigation.” The history narrative later continues, “Within its current regulatory program, the Corps of Engineers has authority over work on structures in navigable waterways under Section 10 of the Rivers and Harbors Act of 1899 and over the discharge of dredged or fill material under Section 404 of the Federal Water Pollution Control Act Amendments of 1972 (P.L. 92-500). This latter requirement applies to wetlands and other valuable aquatic areas throughout the United States. The Corps’ current regulatory mission is a natural product of historical evolution, for the Corps has been exercising regulatory responsibilities for over a hundred years.”
Army Corps of Engineers involved in environmental protection and restoration South Florida is now replete with an alphabet soup of federal, state and local environmental and water-management, -protection and -restoration projects. The Corps is in the thick of many. One is LOWRP, the Corps’ Lake Okeechobee Watershed Restoration Project, which is part of the broader Comprehensive Everglades Restoration Project, CERP. Since the later 1800s environmental protection has increasingly become one of the Corps’ missions.

USS Nereus was sold to the Aluminium Company of Canada the same year. Both ships went down at the end of 1941 in — you guessed it — the Bermuda Triangle. Research has shown that
many of the purported “disappearances” were either false or due to either weather or structural malfunctions. The U.S. Coast Guard has stated that the shipping and air traffic through the area is no greater than traffic in more dangerous shipping lanes around the world. While it’s romantic to imagine some sinister force at work, nearly all reputable investigative agencies dismiss that view. The official Navy verdict on Cyclops remains “probably lost due to a storm.” With technology improving each year, more and more shipwrecks are being located — time will tell when, or if, she will ever yield her secrets.

Weekly Briefs Marines, Army team up on partnership opportunities Marine Corps Systems Command recently joined forces with the Army to identify partnership opportunities that could benefit both organizations. In January, Marine Corps Systems Command’s Portfolio Manager, Logistics Combat Element Systems and the Army’s Program Executive Officer, Combat Support and Combat Service Support participated in a Home-on-Home conference to discuss collaboration opportunities to build synergy and identify cost savings and avoidance. This single-day, virtual event represented the culmination of various program management offices assembling and sharing information to develop a common understanding of programs to assess possible collaboration opportunities. The Army and Marine Corps are already actively collaborating on several programs, including the Rough Terrain Container Handler Service Life Extension Program, a machine that moves 20-to-40foot ISO containers and shelters on rough terrain, beaches and other surfaces to as-
sist with land and amphibious missions.
USS Nimitz returns from record-breaking deployment Secretary of Defense Lloyd J. Austin III flew out to the aircraft carrier USS Nimitz off the coast of California to thank the crew for a record-setting deployment. The Nimitz Carrier Strike Group is returning after operations in U.S. Indo-Pacific Command and U.S. Central Command areas of responsibility. It was the first carrier strike group to deploy under COVID-19 protocols. By the time the carrier strike group reached home, the Sailors and Marines aboard had been gone for 321 days. The Nimitz, the cruiser USS Princeton, and the destroyers USS Sterett and USS Ralph Johnson made up the group. The group provided carrier support in the Persian Gulf in support of Centcom during a particularly tense time with Iran. The group also participated in maritime exercise Malabar 2020 alongside Indian, Australian and Japanese ships. The carrier strike group also participated in dual-carrier operations with the USS
Theodore Roosevelt and USS Ronald Reagan carrier strike groups. The group also operated in the South China Sea, as well.
U.S., Dutch Soldiers gear up for Defender Europe 21 exercises The cooperation and coordination between U.S. Army Europe and Africa and the U.S. military’s many allied and partner nation forces here in Europe is vitally important to promoting stability and security, strengthening partnerships, and fostering trust in the region. And as USAREUR-AF prepares for DEFENDER-Europe 21, scheduled for this spring, the exercise’s cooperation and coordination has already begun. The 405th Army Field Support Brigade’s Army Field Support Battalion-Benelux recently joined forces with the Netherlands Ministry of Defense’s 11th Air Mobile Brigade (Air Assault) to prepare and make ready dozens of vehicles and equipment pieces scheduled to be deployed, issued and utilized by U.S.based Army forces during the upcoming DEFENDER-Europe 21 exercise in the Baltics.

from page 6 known about his childhood, but as an African-American he had few economic opportunities. In March 1941, he enlisted in the U.S. Coast Guard despite having a wife and 3-year-old son. By 1943, David was assigned to the Coast Guard cutter Comanche. In his off-duty hours he entertained the crew by playing his harmonica. David and several other men voluntarily climbed down into the icy waters where they helped lift the shivering men up onto the Comanche’s deck. Even though Coast Guardsman David was one of the lowest ranking men on his ship, and his own nation considered him a second-class citizen, he willingly put his life at risk to save his fellow Americans. He then continued to help rescue a total of 93 survivors from the Dorchester, personally saving 26 men. Fifty-four days later, David succumbed to pneumonia stemming from those icy waters. His crew mates did not learn of his death until weeks later. The Coast Guard posthumously awarded the Navy and Marine Corps Medal to David. Today, home-ported in Key West, is the USCGC Sentinel class cutter named in honor of Charles David Jr.

Regardless of color or creed The story of the Four Chaplains and Coast Guardsman David is inspiring not only because of their sacrifice and bravery; it is their shared purpose and commitment that shows us the way forward as Americans. Despite having very different views on religion, the Four Chaplains united to a higher purpose. Coast Guardsman David, despite having a different skin color and only being assigned to menial tasks in the military, rose to a far greater task. The chaplains did not first ask the soldiers to identify their religion or confirm their faith before helping them. David did not first check the skin color before he rescued them. It did NOT matter; all were human beings in need. Jesus taught, “No greater love has one man than to lay down his life for another” (John 15:13). The Torah teaches that we are ALL created in God’s image. (Genesis 1:26)
Lessons for today’s world Today we too often are only willing to work with those who agree with us, who seem to value what we value. We recognize certain needs that resonate with our understanding of the world and miss the needs of those we don’t understand. Instead, we should emulate the Four Chaplains, David and others and see the

higher purposes like freedom and democracy that we have in common. Let us remember that we are all human beings, each regardless of skin color or belief singing prayers according to our own
traditions; each endowed by their Creator revealing to all of us, INTERFAITH IN ACTION. I’m often asked what were those Four Chaplains thinking on that day; what was David thinking as he ultimately lost his life in saving others? Obviously for me, they were focused on their higher calling, and they were thinking “I will be with God.” And how great it would be if all of us could have that love and that faith. The last known survivor of the Dorchester, William G. (Bill) Bunkelman, died on New Year’s Day, 2018, at the age of 98. However, the story for me continues. In August 2019, my wife and I were on the Caribbean Princess cruise to Greenland. It was an historic cruise as we all received certificates that our sailing set the record for the largest cruise ship to ever call at the Greenland cities of Nuuk, Qaaortoq and Nanortalik. On boarding the ship, I asked Captain Mario Ciruzzi to give me the day and time when we would sail closest to 59 degrees 22′ N, 48 degrees 42′ W; the coordinates where the Dorchester was torpedoed. Our cruise director became so fascinated with the reason for my question, that on the night before and on the morning of August 24, 2019, the day we sailed closest to those coordinates, he read my story of The Four Chaplains over the ship’s TV channel into every cabin. Charley Pride was famous as a country music singer. As an African American, he broke the color barrier in the country music industry with his 1960s and 1970s hits, particularly “Kiss an Angel Good Mornin’,” released in 1971. Pride, born in 1934, was one of 11 children of a sharecropping family in Sledge, Mississippi. He developed a passion for country music, buying his first guitar at the age of 14 and teaching himself to play by listening to radio broadcasts of the Grand Ole Opry. Some of his other hits include: • “The Snakes Crawl at Night,” 1966 • “Just Between You and Me,” 1966 • “All I Have to Offer You (Is Me),” 1969 • “(I’m So) Afraid of Losing You Again,” 1969 • “I Can’t Believe That You’ve Stopped Loving Me,” 1970 • “Is Anybody Goin’ to San Antone,” 1970 • “Wonder Could I Live There Anymore,” 1970 • “I’d Rather Love You,” 1971 • “I’m Just Me,” 1971 In the decades that followed, Pride continued to produce a large volume of songs. One of his last singles was “Except For You” in 2011 on the “Choices” album. Pride was also a notable baseball player beginning in 1953, when he signed a contract for a farm team of the New York Yankees. He later earned a spot in the Negro Leagues, and he played as a pitcher and outfielder in Detroit, Memphis, Tenn., and

You’re in the Army now In 1956, Pride’s baseball career was interrupted when he was drafted into the Army. Pride’s honorable service in the Army was from 1956 to 1958. After basic training at Fort Chaffee, Arkansas, he was stationed at Fort Carson, Colorado, where he served in logistics. He also played on the installation’s baseball team which won the “All Army” sports championship in 1957. After his Army service, Pride rejoined the Negro Leagues.

More About the Negro Leagues The Negro Leagues were formed in 1920 so that African Americans could play professional baseball, as they were not then allowed to play for Major League Baseball teams. On Dec. 16, 2020, MLB announced it was elevating the Negro Leagues to major league status. Sadly, Charley Pride died of COVID-19 just four days earlier on Dec. 12 in Dallas. (From baseball-reference. com: “Charley Pride was a pitcher for the Memphis Red Sox briefly in 1953 and then the Birmingham Black Barons in 1954. He performed the National Anthem numerous times at Arlington Stadium and the Ballpark in Arlington, and did it as well when the Rangers inaugurated their new ballpark, Globe Life Field, on July 25, 2020, with no fans present, unfortunately.”)
