For Marine Corps Staff Sgt. Michael P. Burnham and Marine Corps Sgt. Blaine E. Garcia, a trailer-sized workspace filled with sweltering heat and the constant whine of more than a dozen machines running at full speed is simply the setting for just another day. This day, however, involves bringing 3D printing to the fight for the 1st Marine Aircraft Wing, as they use their manufacturing skills against COVID-19. For Burnham, who originally served as a machinist working with ground ordnance, and Garcia, who started his career working on jet engines, the process of 3D printing has become less of an unexpected turn in their service and more of a passion. Garcia has several 3D printers of his own, once used for hobbies and now put into the effort by the 3rd Marine Expeditionary Force to print the frames for thousands of masks and face shields. Posters that surround the machines as they churn away highlight a success story for 3D printing in the 1st MAW and serve as an example of the sort of additive manufacturing that Burnham and Garcia have spent years perfecting. Today, they have put their experience into the fight against the COVID-19 coronavirus.

Specialized workplace adapted for masks, shields, respirators In their workspace on Marine Corps Air Station Futenma on the Japanese island of Okinawa, the two have turned their workspace, ordinarily used for 3D printing parts for aviation maintenance, into a personal protection equipment factory. The goal, Burnham explained, is to reduce the need for medical-grade masks and respirators by providing an alternative supply of frames for masks and face shields for Marines and sailors assigned to the 3rd MEF and its supporting units, particularly those directly engaged in first-line medical care and screening.

From computer to working equipment The plastic frames being printed, Burnham said, started as 3D models on a computer, designed with input from medical professionals and incorporating open-source ideas from others in the 3D printing community. Once the design is settled, a program “slices” the model into a series of programs for the 3D printer, which can then assemble a complete object from up to thousands of layers of two-dimensional

patterns formed by cooling jets of molten plastic. The mask frames can be created in different plastic materials, and they’ll be combined with elastic bands, cords or other fasteners, along with easily washable and readily available cloth covers, to make complete masks. The plastic frame creates a seal around the wearer’s mouth and nose.

Face shields The face shields are a more complicated product, also developed in concert with the U.S. Naval Hospital on Okinawa. Garcia designed the face shield frames, with hospital public health officials providing quality assurance. “We start with a number of different prototypes,” he explained, demonstrating a number of designs for which public health experts had directed alterations. “We look at all the ideas, and each prototype goes through the [quality assurance] process.” The final design, Garcia said, is deliberately simple, but effective: an arc-shaped piece of plastic with a series of pegs and hooks along the outside edge. “We send the frames to the hospital,” Garcia said, demonstrating the process of making a face shield with the frames using a plastic sheet protector. “They’ll clean them and use a plastic similar to the overhead transparencies they use in schools, with holes punched in them to fit over the knobs on the front.”

Cranking equipment out MALS 36 will be producing the face shield frames going forward, as part of the 3rd MEF’s overall effort, with other elements producing mask frames at a similar rate beyond the 1,000 already produced. Any part these Marines print for an air-

craft goes through reviews by engineers and experts, Garcia said, ensuring that they fit the tolerances needed and can stand up to the conditions. “Once that’s done, it’s available to every Marine and sailor who can print,” he added, allowing the services to rapidly disseminate the designs that make the cut. This division of labor, with different units producing parts and medical personnel taking the mass-produced frames for masks and face shields and overseeing the distribution, allows the MALS 36 team to focus on rapid and sustained production, Garcia said, noting that 3D printing has a longer lead time initially than simply ordering parts that are in-stock. But once the initial design is finished, he said, it allows for faster, cheaper, and more responsive delivery of parts. It also allows entirely new items to be created from scratch in remote conditions.

Working 24/7 Around the clock, Burnham and Garcia oversee the process of production. Maintaining their distance from each other in both time and space, the two Marines work in shifts, with Garcia laboring to keep the morning’s mask and face shield production going and Burnham arriving after Garcia has departed to remove the finished products from their print beds and begin the process yet again. Despite the long hours, Burnham emphasized that 3D printing is not necessarily labor-intensive once production has begun. “We print them in stacks,” he said against the backdrop of another set of mask frames being printed. “Most of the time, if there’s a mistake, it’s in the first layer, so we can tell right away if we need to stop the machine and reposition.” The entryway to the workspace Garcia and Burnham use is decorated by evidence of this fine detail, with everything

The dark days

The earliest numbers about veterans employment in the coronavirus national emergency are out. The seasonally adjusted unemployment rate among veterans in March was 3.8 percent according to the Department of Labor’s Veterans’ Employment & Training Service. Don’t celebrate a seemingly soft hit on veterans employment quite yet. “According to the Bureau of Labor Statistics, it is important to keep in mind that the March survey references periods for the establishment and household surveys (the pay period or week, respectively, that includes the 12th of the month) predated many business and school closures that occurred in the second half of the month,” the service said in the monthly veterans jobs report. In other words, the data that formed the unemployment rate is split between when the world seemed normal, and when all heck broke loose with the coronavirus shutdown in the middle of March. For contrast, the veterans unemployment rate in March last

What anyone involved in veterans employment is probably fearing now is a return to the dark days of the Great Recession and painfully slow recovery when veterans unemployment in the last decade hit as high as 9.2 with seasonal adjustment. That was in August of 2010. That year veterans unemployment was in the 9s three months, March and April along with August. The issue of veterans unemployment — which was in double digits among younger cohorts — got national attention and spurred numerous public, private and public-private efforts to get employers hiring veterans. For example, in 2012 the Florida Department of Economic Opportunity, Florida National Guard, and Florida Department of Veterans Affairs co-sponsored the inaugural Paycheck for Patriots annual statewide veterans hiring events that continue to the present. Veterans unemployment inched downward from the 9s

and 8s in 2010 to the 8s and 7s in 2011. By 2012 is was in the 6s except for September when it was 7 percent. In 2013 veterans unemployment finally got out of the 6s down to 5.4 percent. That was in December.

The better days The 5s gave way to the 4s in 2014. The last quarter of that year veterans monthly unemployment ran 4.8, 4.6, and 4.7 percent. In 2016 the veterans unemployment rate saw the 3s for the first time. That was in May, 3.6 percent. In 2018 veterans unemployment stayed in the 3. In 2019, it was in the 2s for five months. April last year was the lowest veterans unemployment has been in the last decade — 2.5 percent.

The good days The annual unemployment rate for all veteran cohorts in 2019, all months taken together, was 3.1 percent, down from 3.5 percent for 2018. Men and women reversed positions from 2018 to 2019. In the earlier year, the male veterans had an annual un-

employment rate of 3.5 percent. The women 3 percent. In 2019 the male veterans were at 3 percent for the annual unemployment rate, whereas the female veterans were at 3.7 percent. Veterans had a lower unemployment rate in 2018 and 2019 than their non-veteran peers. The veterans improved that employment edge from the earlier to later year. Another interesting point about veterans employment in 2019 is that in at least one month, August, there was no difference in the unemployment rates between veterans with service-connected disabilities and others.

2020 days In January this year, the seasonally adjusted unemployment rate for veterans was 3.1 percent. That inched up in February to 3.5 percent. How the coronavirus emergency will affect veterans as compared to non-veterans is yet to be seen. A lot of it depends on what industry sectors veterans are in. Some are getting hit harder by medically-advised business shutdowns than others.

I want to take this opportunity to acknowledge the passing of my friend, Penny Coxe, Vietnam era U.S. Army veteran. We met about five years ago as volunteers training service dogs and remained close friends, even after our paths went in different directions. Penny was a friend to the Veterans Council of Indian River County, and would volunteer for various functions. She lost her husband David, also a Vietnam Vet, to suicide so many years ago, but she never lost her way. In 2017, she was diagnosed with cancer, most likely a result of her being exposed to so many toxins while stationed at Ft. McClellan. She put up a valiant fight, all the way to the end. I want to thank Penny for being my “go-to” phone companion during my many long drives. I want to honor her for her dedication to all veterans

Penny Coxe and her un-wavering good spirit. I want to thank her for the phone call three weeks ago when she was admitted to the West Palm VA medical center. Despite the Coronavirus restrictions, Darel and I were able to visit her twice, and I think I helped ease her mind about her final journey. Thank you, Penny, for your service to our country and for your friendship. I know you are at peace now, no longer in pain and reunited with David. Cape Canaveral National Cemetery is open and the staff on hand. The duty of interring and caring for America’s deceased veterans and spouses, along with certain family members, doesn’t end during a pandemic. But, there are profound changes for now based on recommendations from the Centers for Disease Control and Prevention. “The services were suspended as of March 23,” said Don Murphy, director. “As of that date, we went to direct interments only.” Basically, being placed in the ground or columbarium without ceremony.

Limited services Murphy said interment accouterments, such as volunteer chaplains, are not available at national cemeteries until further notice. “The families still have the option to come out to see the interments of their loved ones in groups of 10 or less,” he said. Cemetery staff are — due to CDC recommendations — less available for shows of empathy. “The staff maintain 6-foot separation from family members best we can,” said Murphy. “We encourage (attending family) to abide by the social distancing, but that’s up to them.” One thing is not up to families. “We do enforce the 10 or less that can get out (of cars) and go to the viewing,” Murphy explained. The families are also roped back from cemetery workers interring the veterans.

He aches for the families of deceased veterans. “I know this is a difficult time for everyone,” he said. “At least we’re able to provide families with options. At least they do have options to help them get through the grief of the loss of a loved one as well as deal with this crisis.”

The gates of the cemetery at 5625 U.S. Highway 1, Scottsmoor, are open 8 a.m. to 4:30 p.m. on weekdays and 6:30 a.m. to 6 p.m. on weekends. Still, Murphy

said, the state is under stay-at-home orders. “We’re not turning visitors away,” he explained. “We do ask visitors to abide by the instructions in the governor’s order.” Which, in short, is to remain home except for essential services and activities until the end of April. That date could be extended. “All persons in Florida shall limit their movements and personal interactions outside of their home to only those necessary to obtain or provide essential services or conduct essential activities,” the order reads. It makes allowances for outdoor activities, such as running and cycling. However, a national cemetery seems hardly a place for exercise.

Port St. Lucie’s Sgt. Rebecca Trejo is among the almost 27,000 National Guard members activated for COVID-19 response throughout the country. She was featured by the Florida National Guard at its Facebook page in the ongoing “Faces of the Fight” feature. Trejo said she’s excited to be a part of helping fellow Floridians get through this pandemic. “When our initial rotation was going to end, they asked us if we wanted to go home or volunteer to extend until the operation was over,” she said on the Guard’s Facebook page. “I said I wanted to stay until the end, or until they don’t need me.” At press time almost 2,300 Florida Guard members are activated in response to the coronavirus emergency. Also at press time, there are almost 16,500 confirmed coronavirus cases in Florida, about 2,200 related hospitalizations, and a little more than 350 known deaths. A lot of the coronavirus activity in the state is, at the moment, concentrated in Miami-Dade and Broward counties, but there are confirmed cases in every county besides Liberty.

State COVID-19 press conference Gov. Ron DeSantis did the state’s weekly coronavirus press conference in South Florida on Wednesday, April 8. Next to him was Lt. Gen. Todd Semonite, the commanding general of the Army Corps of Engineers. They discussed plans for the Corps to turn the 1.4 million square foot Miami Convention Center into a popup hospital. “We want to protect our healthcare workers who are

on the front line and we want to make sure that the healthcare system can absorb what this virus is portending for our communities,” Gov. DeSantis said at the press conference. He outlined plans for the Corps to build a 450-bed hospital at the convention center that’ll be staffed by almost 190 National Guard members. “Outside of Miami we have an additional four field hospitals (planned), as the need may be,” DeSantis said. “We have one that’s ready in Broward. Another one that can be stood up very quickly in Palm Beach. And then we’re also looking where on the west coast of Florida and potentially northeast Florida.” The general said the Army Corps of Engineers has a longstanding relationship with Florida. “We’ve been working in

Florida almost 100 years,” Semonite said. “Emergency response, Everglades restoration, beach nourishment.” He said the Corps, about three weeks prior to the press conference, had mobilized its response to COVID-19. The Corps realized fast it’d have to be in the hospital-capacity building business. “We went to all the experts and said, ‘What are the medical requirements?,’” Semonite said. From that the Corps drafted a pop-up hospital plan it’s now implementing across the nation. The general added that converting the Miami Convention Center into a 450-bed hospital — with 50 of those being ICU beds — with the ability to add up to 1,000 more is, unsurprisingly, quite a task. “This is a hard build,” the

general said. “This is probably a three-week build. We don’t have three weeks.” Gov. DeSantis has asked the Corps of Engineers to complete the Miami pop-up hospital by April 20.

In today’s modern world, it’s hard to believe that professional health care workers like nurses didn’t receive rank and equal pay until this day in 1947, when an Act of Congress finally legislated permanent commissioned rank. Going back to the American Revolution, nurses, both men and women, served, most often on the front lines. Some died in combat, but most died of disease right alongside their soldier and sailor patients. During the Revolutionary War, nurses were not formally trained — but they developed sought-after knowledge and skills, such that Gen. Washington himself had to recruit more as the war went on. “Just any old woman or man” would not do. Training regimens began during the Civil War, but were not military regimens per se, concentrating on the medical side. Nurses did not answer to commanding officers, but rather to their superintendents, who acted as liaisons with the military when requesting personnel or supplies. These nurses developed an even greater knowledge of their craft as new discoveries were made, such as the role of hygiene and the logistics of running an efficient hospital.

Recognition During the Spanish-American War, nurses worked under contract, as their crucial role could no longer be guaranteed by volunteers. The need for a formal Nurse Corps was recognized. The fledgling Army Nurse Corps was established in 1901, and the Navy Nurse Corps in 1908 — both com-

prised of exclusively women. When Americans entered World War I, there were 403 Army nurses and only 20 Navy nurses. By war’s end, this ballooned to 21,460 and 1,386 respectively. They served not only on the battlefield and aboard ships, but in American outposts all over the world.

World War II and beyond More than 57,000 nurses served during World War II. In May 1942, after the Battles of Bataan and Corregidor, 67 Army nurses became prisoners of war of the Japanese. For the 37‐month captivity, the women endured primitive conditions and starvation rations, but still they continued to care for the ill and injured. Nurses landed with troops in the North Africa campaign on invasion day in November 1942. They also waded ashore at Anzio five days after initial assault landings.

Navy nurse involvement in World War II began immediately on Dec. 7, 1941. Nurses aboard the hospital ship USS Solace in Hawaii treated the first casualties of the Japanese attack on Pearl Harbor. The Navy Nurse Corps reached its all‐time peak strength with 11,086 nurses on active duty by 1945, serving at naval hospitals, dispensaries, and hospital corps schools in the United States. Overseas, Navy nurses served aboard hospital ships, participated in aerial evacuation of casualties, and were stationed at land‐based facilities across the Pacific and throughout the Atlantic theater. During this time, nurses were “temporarily” given commissions, with rank no higher than 2nd lieutenant/lieutenant j.g. — but their stellar achievements led the the Army-Navy Nurses Act, when they finally achieved permanent rank status.

Military nurses went on to serve (and die) in Korea, Vietnam, the campaigns of Panama and Grenada, Desert Storm and today in Afghanistan and Iraq, as well as in stateside and overseas bases and ships. Today, men have been fully integrated into the nursing staff. It was during Korea, at Mobile Army Surgical Hospitals (M*A*S*H) and later, in Vietnam, fleets of evacuation helicopters, that nurses honed their craft of rapid care, saving many lives that otherwise would have been lost. Today’s battlefield medical care has taken that even further. Lives lost have plummeted, and wound care is second to none. And with the coronavirus, nurses are the front line once again, and are risking their own lives daily. Take a bow, nurses. We are grateful for your service.

Fleet hosts virtual ‘camp-in’ In an effort to maintain physical distancing while continuing to serve the community, Commander, Fleet Activities Yokosuka (CFAY) Morale Welfare and Recreation (MWR) Outdoor Recreation department hosted a “camp in,” April 8. Because CFAY is currently in a mission essential only/shelter in place status and residents were unable to come together for a camp-out, MWR’s outdoor recreation department provided a virtual “camp in” experience. During the camp-in, campers participated in eight hourly events, six during the night from 5 to 10 p.m., and two the next morning on April 9 from 7 to 9 a.m. The hourly check-ins were meant to keep the camp-in interactive and give participants tasks and fun activities to do throughout the night. Organizers of the event said the turnout couldn’t have been better. There were 110 campsites reserved totaling 425 participants, two dogs and three cats.
