gimme that land! Thousands gathered to chance their luck on getting their own piece of soil Mary Kemper STAFF WRITER
mkemper@veteranvoiceweekly.com
On this April 22, in 1889, at exactly noon, thousands of would-be settlers made a mad dash into the newly opened Oklahoma Territory to claim cheap land. The nearly 2 million acres of land opened up was located in Indian Territory, a large area that once encompassed much of modern-day Oklahoma. Originally considered unsuitable for colonization, Indian Territory was thought to be an ideal place to relocate Native Americans who were removed from their traditional lands to make way for settlement. The relocations began in 1817, and by the 1880s, Indian Territory was a new home for a variety of tribes, including the Chickasaw, Choctaw, Cherokee, Creek, Cheyenne, Comanche and Apache. By the 1890s, improved agricultural and ranching techniques led some Americans to realize that the Indian Territory land could be valuable, and they pressured the U.S. government to allow settlement in the region. In 1889, President Benjamin Harrison agreed, making the first of a long series of authorizations that eventually removed most of Indian Territory from Indian control. To begin the process of settlement, Harrison chose to open a 1.9-million-acre section of Indian Territory that the government had never assigned to any specific tribe. However, subsequent openings of sections that were designated to specific tribes were achieved primarily through the Dawes Sever-

alty Act (1887), which allowed settlers to take ownership of large swaths of land that had previously been designated to specific Indian tribes. On March 3, 1889, Harrison announced the government would open the 1.9-million-acre tract of Indian Territory for settlement precisely at noon on April 22. Anyone could join the race for the land, but no one was supposed to jump the gun. With only seven weeks to prepare, land-hungry Americans quickly began to gather around the borders of the irregular rectangle of territory. They were referred to as “Boomers,” by the appointed day, more than 50,000 hopefuls living in tent cities on all four sides of the territory. The
events that day at Fort Reno on the western border were typical. At 11:50 a.m., soldiers called for everyone to form a line. When the hands of the clock reached noon, the cannon of the fort boomed, and the soldiers signaled the settlers to start. With the crack of hundreds of whips, thousands of Boomers streamed into the territory in wagons, on horseback, and on foot. All told, somewhere between 50,000 to 60,000 settlers entered the territory that day. When the sun went down, they had staked thousands of claims either on town lots or quarter section farm plots. Towns like Norman, Oklahoma City, Kingfisher, and Guthrie sprang into being almost overnight.
An astonishing display of both the pioneer spirit and the American lust for land, the first Oklahoma land rush was also plagued by greed and fraud. Cases involving “Sooners”– people who had entered the territory “soonest” before the legal date and time — and backed up the courts for years to come. The government attempted to operate subsequent runs with more controls, and eventually adopted a lottery system to designate claims. By 1905, Americans owned most of the land in Indian Territory. Two years later, the area once known as Indian Territory entered the Union as a part of the new state of Oklahoma.

Days we'll never forget days that need to be remembered
As Obama was taking over the presidency there were already troop reductions going on in Iraq, which at the peak of Operation Iraqi Freedom had about 160,000 servicemembers. Obama aimed to effectively end America’s involvement in Iraq and placed heavy emphasis on Afghanistan. On Feb. 17, 2009, He started a troop surge with the approval of 17,000 servicemembers on top of the existing 32,000 there with about the same number from NATO nations. More increases followed. On Dec. 1, 2009, Obama delivered a speech at the U.S. Military Academy at West Point to announce that following a months-long review, many more servicemembers would deploy to Afghanistan.

On April 14 at 2:29 p.m. President Joe Biden stood in the Treaty Room of the White House to announce in a televised address the end of Operation Freedom’s Sentinel by Sept. 11, the 20th anniversary of the coordinated al Qaeda terrorist attacks. He’s the fourth president to work toward a withdrawal of American servicemembers from Afghanistan. Biden promised he’ll be the last and gave a nod to the previous president for making it possible. “When I came to office, I inherited a diplomatic agreement, duly negotiated between the government of the United States and the Taliban, that all U.S. forces would be out of Afghanistan by May 1, 2021, just three months after my inauguration,” said Biden. “That’s what we inherited — that commitment,” he said. The Feb. 29, 2020, agreement between the U.S. and Taliban stipulated that the U.S. exit from Afghanistan had strings attached. Intermittent Taliban actions have kept troop levels at about 2,500, down from almost 10,000 in 2019. Biden gave nods to former presidents Barack Obama and George W. Bush, too. “I spoke yesterday with President Bush to inform him of my decision,” said Biden. “While he and I have had many disagreements over policies throughout the years, we’re absolutely united in our respect and support for the valor, courage, and integrity of the women and men of the United States Armed Forces who served.” Biden chose to stand to make the announcement in the very place Bush did on Oct. 7, 2001.
Oct. 7, 2001 Following the multipronged terrorist attacks on Sept. 11, 2001, the U.S. quickly unraveled al Qaeda’s role and focused blame on Osama bin Laden. He was in Afghanistan. The government, the Islamic Emirate of Afghanistan — known by the shorthand Taliban — condemned the terrorist attacks, but cited Pashtun traditions of melmestia, hospitality, in refusing to hand over bin Laden and others known or suspected to be in al Qaeda to the United States. Almost a month after the terrorist attack and weeks into fruitless, strained negotiations, President Bush appeared from the Treaty Room for a televised address. “On my orders the United States military has begun strikes against al-Qaeda terrorists training camps and military installations of the Taliban regime in Afghanistan,” Bush said. “These carefully targeted actions are designed to disrupt the use of

Afghanistan as a terrorist base of operations and to attack the military capabilities of the Taliban regime.” Bush went on to emphasize that the U.S. regarded the Taliban as an enemy due to its support for al Qaeda, but the people of Afghanistan, and Muslims worldwide, to be friends. He promised humanitarian aid and development assistance to the Afghans alongside military strikes against al-Qaeda and Taliban fighters. He also emphasized that terrorists disregarded borders and fighting them would be a global endeavor. “The name of today’s military operation is ‘Enduring Freedom,’” Bush said. Bush later added assurance there wouldn’t be mission creep in Afghanistan muddling objectives and prolonging the engagement, which was something Americans feared following the Vietnam War. The Soviet Union made an incursion into Afghanistan to prop up a nascent and unstable communist government in 1979. It was stuck in fighting there for nine years. “To all the men and women in our military, every sailor, every soldier, every airman, every Coastguardsman, every Marine I say this — your mission is defined, your objectives are clear, your goal is just,” Bush said. “You have my full confidence, and you will have every tool you need to carry out your duty.”
May 1, 2010 While Operation Enduring Freedom – Afghanistan started in 2001 with Bush, in many respects it was more so Obama’s war. From 2001 to 2008 the number of servicemembers in Afghanistan never rose above 25,000.
Photo courtesy of the Obama White House YouTube page On the evening of May 1, 2011, President Barack Obama announced the capture and killing of terrorist Osama bin Laden during an impromptu televised address to the nation.
“And as Commander in Chief I have determined that it is in our vital national interest to send an additional 30,000 U.S. troops to Afghanistan,” the president told the cadets. “After 18 months, our troops will begin to come home. These are the resources that we need to seize the initiative, while building the Afghan capacity that can allow for a responsible transition of our forces out of Afghanistan. In the speech Obama noted that al Qaeda leaders had crossed the border into Pakistan where they were seemingly beyond America’s reach. But on the evening of May 1, 2011, Obama appeared for an impromptu television address looking haggard. In his signature deadpan tone that masked emotion when making some big announcements, Obama said —

“It may be the first thing I agree with him on” U.S. Rep. Brian Mast supports exit from Afghanistan Patrick McCallister
ANALYSIS FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
Republican U.S. Rep. Brian Mast has earned the loudest lectern to talk about Afghanistan. In 2010, he lost his legs while serving in support of Operation Enduring Freedom. When President Joe Biden said American service members will be out of Afghanistan by the 20th anniversary of the Sept. 11, 2001, terrorist attacks Mast’s response was— “It may be the first thing I agree with him on.” Mast’s congressional district includes Martin and St. Lucie counties.
Mast’s military background Mast was among the first ‘80s babies. He was born in July of 1980 and grew up in Michigan. He graduated high school in 1999, and shortly thereafter enlisted in the Army Reserve to become a combat engineer. Of course, the Sept. 11, 2001, terrorist attacks happened, and by Oct. 7, 2001, President George W. Bush announced the commencement of Operation Enduring Freedom. Mast stayed in the Army. On Dec. 1, 2009, President Barack Obama announced a troop surge for Operation Enduring Freedom – Afghanistan at the U.S. Military Academy at West Point. “And as Commander in Chief I have determined that it is in our vital national interest to send an additional 30,000 U.S. troops to Afghanistan,” the president said. “After 18 months, our troops will begin to come home. These are the resources that we need to seize the initiative, while building the Afghan capacity that can allow for a responsible transition of our forces out of Afghanistan. Ten months later — while serving under the Joint Special Operations Command as a bomb disposal expert alongside a Ranger regiment— Mast was clearing IEDs when one exploded. He received the Purple Heart and Bronze Star.
Mast’s congressional background In 2016 Mast successfully ran for Florida’s 18th Congressional District heavily focused on Treasure Coast water issues stemming from Lake Okeechobee discharges into the St. Lucie River, which foul the Indian River, too. He’s a member of the Congressional Estuary Caucus, the Congressional Brian Mast Everglades Caucus, and the Climate Solutions Caucus, among others. But Mast is a war Veteran, who has worked for the Department of Homeland Security. He’s also a member of the Gulf War Veterans Caucus, and the Friends of a Free, Stable and Democratic Syria Caucus. He serves on the House Committee on Foreign Affairs and its subcommittee on Middle East, North Africa, and International Terrorism.
Mast’s take on Afghanistan Mast talked to Veteran Voice about Afghanistan two days after Biden’s announcement about a total drawdown of service members deployed in support of Operation Freedom’s Sentinel over the next five months. There are 2,448 at press time. “The push-back you get from most pundits is it’s leading us down the road to the next (Sept. 11 terrorist attacks),” Mast said. The representative stringently disagrees. He said there’s a big difference between 2001 and 2021 — technology. For example, the General Atomics MQ-9 Reaper unmanned aerial vehicle came into service about six years after the 2001 terrorist attacks. Mast said importantly, too, is the development of sophisticated software for tracking finances that terrorism depends
on. “Our ability to combat terrorism suggests a different world that I think lends itself to us saying we’re going to get out of this endless war,” said Mast. He noted, too, that Biden is following the lead of the prior administration, President Donald Trump. “There’s another deadline as well,” the Republican said. “The May 1 deadline agreed to by President Trump.” Mast added, “I was supportive when President Trump said we’d be out (of Operation Freedom’s Sentinel) by May 1.” The Trump administration signed a peace deal with Taliban leaders in February 2020,
but the withdrawal of U.S. forces had conditions. Some of those conditions haven’t been consistently met. Nevertheless, there has been a large reduction of service members in Afghanistan over the last year. Biden has said the U.S. is withdrawing from Afghanistan by September period. “We can’t pretend (Afghanistan) is a peaceful place now,” said Mast. “It is a war zone.” The congressman said it’s up to the Afghans to hold down terrorist forces that could threaten the world. Failing that — “We have the ability to come back and destroy anyone who rises up,” he added.

“It’s time for American troops to come home” — Biden commits to leaving Afghanistan
Patrick McCallister FOR VETERAN VOICE
pmccallister@veteranvoiceweekly.com
President Joe Biden said it with no wiggle room, no emergency hatches, no back-pedaling clauses. Building on an agreement made by the previous president, the American military will be out of Afghanistan before the 20th anniversary of the Sept. 11, 2001, terrorist attacks. “I’m now the fourth United States President to preside over American troop presence in Afghanistan: two Republicans, two Democrats,” the president said. “I will not pass this responsibility on to a fifth.” Biden gave a 16-minute televised speech from the Treaty Room at the White House on April 14. “The same spot where, on October (7) of 2001, President George W. Bush informed our nation that the United States military had begun strikes on terrorist training camps in Afghanistan,” explained Biden. That was the day when America first heard the name “Enduring Freedom.”
“Our objective was clear” Biden started his televised comments broaching history. “We went to Afghanistan in 2001 to root out al Qaeda, to prevent future terrorist attacks against the United States planned from Afghanistan,” he said, “Our objective was clear. The cause was just. Our NATO Allies and partners rallied beside us. And I supported that military action, along with overwhelming majority of the members of Congress.” At the time Biden was serving in the Senate. The president mentioned his 2008 trip to Afghanistan following his election to the vice presidency. That trip came, coincidently, about the same time his son Beau Biden was deploying to Joint Base Balad in support of Operation Iraqi Freedom. The younger Biden served in the Delaware Army National Guard from 2002 to 2015. The younger Biden died of cancer in 2015. The president has attributed his adult son’s death to burn pit exposure in Iraq. “What I saw on that trip reinforced my conviction that only the Afghans have the right and responsibility to lead their country, and that more and endless American military force could not create or sustain a durable Afghan government,” he said. Nevertheless, after assuming the office President Barack Obama increased the

military presence in Afghanistan. When he took office there were fewer than 50,000 servicemembers deployed to Afghanistan. From 2009 to 2010 alongside a drawdown of servicemembers in Iraq the Obama administration increased the number in Afghanistan. By August of 2010 there were almost 100,000 servicemembers deployed to Afghanistan, the peak of Operation Enduring Freedom – Afghanistan. Then on the evening of May 1, 2011, a symbolic turning point was reached. President Obama appeared on television looking haggard. In his signature deadpan tone that masked emotion when making some big announcements, Obama said— “Tonight I can report to the American people and to the world that the United States has conducted an operation that killed Osama bin Laden, the leader of al Qaeda, and a terrorist who’s responsible for the murder of thousands of innocent men, women, and children.” Within minutes Americans who had them were setting off fireworks for impromptu celebrations.
tioned to Operation Freedom’s Sentinel with about 10,000 servicemembers. “I believed that our presence in Afghanistan should be focused on the reason we went in the first place: to ensure Afghanistan would not be used as a base from which to attack our homeland again,” Biden said in his televised remarks. “We did that. We accomplished that objective.” He continued, “I said, among — with others, we’d follow Osama bin Laden to the gates of hell, if need be. That’s exactly what we did, and we got him. It took us close to 10 years to put President Obama’s commitment to — into form. And that’s exactly what happened; Osama bin Laden was gone, That was 10 years ago. Think about that. We delivered justice to bin Laden a decade ago, and we’ve stayed in Afghanistan for a decade since.
