Amidst COVID-19: Crisis Free Military Program Offers All Career Training Online to Keep Veterans and Family Building Employment Opportunities in Uncertain Times

Onward to Opportunity, a free career training and professional certification program allows transitioning service members, veterans and military spouses, to maintain progress towards post-service, in-demand careers during COVID-19 shutdowns. Onward to Opportunity (O2O), a program offered through Syracuse University’s Institute for Veterans and Military Families (IVMF) providing comprehensive career preparedness-training for transitioning service members, veterans, and military spouses as well as National Guard and Reserves, has gone completely online in recent weeks in accordance with the country-wide stay-at-home orders. In the face of the COVID-19 outbreak, this change allows its participants to maintain momentum towards their post-service civilian career.

All courses online Normally available on 19 military installations, including the Jacksonville, Fla. Area, in addition to an online option for distance learners, O2O trains participants on both technical and soft skills, serving as the gateway to employment with over 40 different career training programs and certifications. The program enrolled over 12,000 people online and via military bases after being established in 2019, following its initial creation in 2015 in partnership with the Schultz Family Foundation to a then-16% unemployment rate among veterans. “Program participants now can earn free certifications for in-demand career fields including information technology, project management and human resource management in classes that run on a quarterly basis at the installations and monthly online. The program also connects participants to career services

provided by its operational partner, Hire Heroes USA,” says Mike Bianchi, Senior Director of Education and Career Training at IVMF.

Classroom becomes virtual The program has been modified and consolidated for a virtual learning setting. While a typical training module would be held over three to four eight-hours days, the online model has condensed the work to about four hours a day. The classes consist of 45 minutes of instruction followed by a 15-minute break. “We’ve also relaxed course requirements for the time being,” says Michael Schoeneck, National Program Director, Onward to Opportunity. “There are a lot of people at

home now with kids. We’re sensitive to that, but we also maintain a high level of delivery.” Current participants have been given a 90-day extension to complete all program requirements. Other modifications to the course include virtual meetings with industry experts or speakers. “This program has always utilized technology as a major point of communication, so we were able to repurpose that,” says Schoeneck.

Rep. Michael Waltz serves the 6th congressional district, Volusia and Flagler counties. Col. Michael Waltz serves Florida and the nation whenever and wherever he’s called to. Waltz is a serving Florida National Guardsman who was recently promoted to colonel. He’s fighting the coronavirus as a member of Congress and as a member of the Guard. “I have been going back and forth in and out of uniform as needed,” he told Veteran Voice in an exclusive interview. Veteran Voice caught up with Waltz as he was taking off his Guard uniform to put on a suit to resume his duties as a representative in Washington D.C. The day before, he was at a coronavirus testing site in South Florida.

“Logistics wins wars” On April 10 the Florida National Guard established Mobile Testing Teams to help the Florida Department of Health increase COVID-19 testing. Waltz said the Guard and he have been helping with

a variety of disaster-related functions. “Logistics wins wars,” he said. “I’m helping with planning and logistics side of things.” Waltz has mostly been in South Florida where the coronavirus has made its strongest hit on the Sunshine State. When Waltz talked to Veteran Voice, Florida had almost 23,000 confirmed cases, 3,100 related hospitalizations, and 591 known deaths. The bulk

For example, drive-up testing sites — which help reduce workers’ exposure to infection — are a good way to get a lot of people tested fast. But, not all Floridians have cars. Also, it’s possible that someone has

waited until his or her symptoms are severe and hospitalization — whether it’s coronavirus or not — is needed on the spot. Waltz explained testing sites need to be accessible to an entire community, but with an eye toward the fact most will go in cars, and close to major medical care.

Vice President Delivers Air Force Academy Commencement Address David Vergun

Vice President Mike Pence delivered the Class of 2020 commencement address at the U.S. Air Force Academy’s first virtual graduation, necessitated by social distancing guidelines for the coronavirus pandemic. No families or friends were allowed to attend today’s event. Pence congratulated the academy’s 62nd graduating class, saying he wouldn’t want to be anywhere else but at their graduation. “We gather at a time of national crisis as the coronavirus epidemic impacts our nation and the wider world,” he said. The American people, as well as members of

the armed forces, have met this challenge with courage, resilience and strength, the vice president added. Defense Secretary Dr. Mark T. Esper, speaking from the Pentagon, congratulated the cadets. He said he expects the cadets to embody the values they learned at the academy: “integrity first, service before self and excellence in all you do.” “Aim high, and congratulations,” the secretary told the graduating class. Army Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff, also congratulated the cadets, speaking from the Pentagon. “Your target is indeed in sight,” he said, “but your journey is just beginning. “You will serve your country in

a time of incredible challenge and increased complexity in the global strategic environment.” The character of war is undergoing fundamental change, the nation’s top military officer said, noting that new technologies and radically new doctrines will emerge. “You will be the leaders who lead our country into a distant future,” the chairman told the graduating class. Air Force Secretary Barbara M. Barrett; Air Force Chief of Staff Gen. David L. Goldfein; Space Force Gen. John W. “Jay” Raymond, the chief of space operations; Air Force Academy Superintendent Lt. Gen. Jay B. Silveria and others also attended. The cadets’ graduation coincides with the famed Doolittle Raid of World War II, 78 years

ago, Goldfein noted. It was likely a one-way mission against the Japanese during World War II, he said. Before the mission, Army Air Force Lt. Col. Jimmy Doolittle encouraged his airmen to step back from the mission with no repercussions if they so desired. None did, Goldfein said. Raymond said this is the first class of academy graduates that includes some who will enter the Space Force, calling it a very significant milestone. The graduation was moved up from May 28 to allow the class to celebrate together, albeit with social distancing, ensuring their health and safety by adhering to Centers for Disease Control and Prevention and Defense Department guidelines on preventing the spread of COVID-19.

FLORIDA VETERANS FOUNDATION ROLLS OUT HELP FOR VETERANS HIT BY COVID-19 Patrick McCallister FOR VETERAN VOICE

The Florida Veterans Foundation and American Legion Department of Florida have teamed up to help those hurt by COVID-19. As everybody knows, the combination of medically-necessary and governmentally-directed business and related shutdowns across Florida and the country have plunged the economy into dire straits. “Don’t panic,” said Lew Wilson, president of the Florida Veterans Foundation. “There’s help around the corner.” And, he literally means around the corner. Wilson said Floridians, although hard pressed, have been pulling together helps for one another from Pensacola to Key West. “There are a lot of things people are doing in their own neighborhoods,” Wilson said. He recommended getting a good daily diet of local news — newspapers, radio and television stations — to learn about what folks are doing nearby to help their communities. Then pitch in, or ask for that help. Veteran Voice strongly supports local journalism and action, too. But even with communities rallying together, sometimes veterans have been needing a bit more help. That’s where

COVID-19 Project Relief Fund The foundation and Legion got together to create the COVID-19 Project Relief Fund. That was during the week ending March 28, days before Gov. Ron DeSantis issued a proclamation urging Floridians to stay home for at least the month of April to help stop the spread of the novel coronavirus rampaging across the globe. Wilson, like many others, saw that things were already bad in March and only looked to get worse in April and beyond. “I called (the American Legion Department of Florida) and said I think we have an opportunity to partner and create a fund,” Wilson said. Both boards of directors approved the partnership to help veterans specifically affected by COVID-19. Of course, those veterans needed a place to go for that help. “We set it up on (the Florida Veterans Foundation) website,” said Wilson. That’s www.HelpFLVets.org. The website is also where donors can help out. The website outlines the criteria for qualifying veterans and military members. For example— “They have to be a Florida

Wilson said that the Legion and foundation have been looking to assist veterans first by helping them use resources they’ve already got — often that’s a telephone to call landlords, banks, utility companies and others to try to work out arrangements. Some veterans hit hard by the coronapocalypse have been financially secure most of their adult lives. They’re unfamiliar with asking for arrangements when in financial need.

The Florida Legislature created the foundation during the 2008 legislative session. It’s a not-for-profit created to assist the Florida Department of Veterans Affairs. Before creation of the foundation, the state’s veterans department got calls from veterans needing help. It couldn’t offer much more than referrals and sympathy. The Florida Department of Veterans Affairs, FDVA, operates the state’s six current veteran nursing homes, along with an adult living facility. It also has workers to help with filing claims and making appeals to the federal Department of Veterans Affairs. What the state veterans department couldn’t and doesn’t do was help veterans with crises such as facing eviction. When the legislature created the foundation, it did so with faith in Floridians to help and has never appropriated any money to it. That has, unfortunately, always been a challenge for the foundation for various reasons. “We’re averaging probably 100 applications a week, with phone calls and so forth,” Wilson said. “Funds are drying up. Doolittle Raid on Japan 78 Years Ago Buoyed American Spirits David Vergun

The April 18, 1942, Doolittle Raid on Japan early in World War II bolstered American spirits just months after the surprise attack on Pearl Harbor and the loss of the U.S. territories of Guam and the Philippines. The other goals of the mission were to bomb Japanese war industries and to lower the morale of the Japanese people. The problem was that the U.S. didn’t have long-range strategic bombers that could take off from Hawaii on their bombing run to Japan and then return. So with the help of the Navy, a plan was hatched.

B25B Bomber The Army Air Force’s North American B-25B Mitchell was selected as the best bomber available that could take

off from an aircraft carrier. The commander of the raid, Army Lt. Col. Jimmy Doolittle, planned to fly his squadron from a carrier to the Soviet city of Vladivostok after the bombing run. But they would not return to the carrier. B-25B tests showed that it had difficulty landing on the deck of a carrier, as it was meant to be a land-based runway aircraft. Also, the carrier group could get out of harm’s way quickly enough, as enemy planes and ships were anticipating such an attack and had positioned vessels at sea to spot U.S. warships. The bombers also lacked radar. Although the Soviet Union was a U.S. ally against Germany, it had signed a nonaggression pact with Japan, so it declined an offer to participate.

Getting within range To get within range of Japan, the plan was to sail the carrier USS Hornet within

400 miles of mainland Japan, launch the 16 aircraft with a crew of 80 airmen and quickly sail out of harm’s way, along with the carrier Enterprise; a cruiser; eight destroyers and two oilers. However, when the task force was 750 miles from Japan, they were spotted by a Japanese patrol vessel, which the cruiser USS Nashville, promptly sank. However, the patrol vessel had time to radio a warning to the Japanese military, so the decision was made to launch the 16 B-25B’s immediately and get out of the area as quickly as possible.

Bombing targets in Japan Six hours after launch, the aircraft bombed military and industrial targets in Tokyo and other large cities on the main island of Honshu. Of the 16 planes, 15 crash-landed in China and one aircraft, which was low on fuel, landed in the Soviet Union, which was closer. Crew

members from that plane were detained because the rules of neutrality were such that the men couldn’t be returned. However, they all managed to escape. In total, three crew members were killed in action. Another three were executed by the Japanese, and one died in captivity. This was considered a relatively low fatality rate for such a risky mission. One of the survivors, Doolittle, received the Medal of Honor in 1942 from President Franklin D. Roosevelt. One of those who was captured by the Japanese, Army 2nd Lt. George Barr, was treated horribly while in custody, and at one point was near death. After the war and after recovery, he returned to Japan as a missionary, serving there for 30 years. The Doolittle Raid, while doing relatively minor damage to Japan, did serve to greatly boost the morale of the American people, which was the primary aim.
