If you are sick with COVID-19 or think you might have COVID-19, follow the steps below to help protect other people in your home and community.
Stay home except to get medical care. • Stay home. Most people with COVID-19 have mild illness and are able to recover at home without medical care. Do not leave your home, except to get medical care. Do not visit public areas. • Take care of yourself. Get rest and stay hydrated. • Get medical care when needed. Call your doctor before you go to their office for care. But, if you have trouble breathing or other concerning symptoms, call 911 for immediate help. • Avoid public transportation, ride-sharing, or taxis.
Separate yourself from other people and pets in your home. • As much as possible, stay in a specific room and away from other people and pets in your home. Also, you should use a separate bathroom, if available. Monitor your symptoms. • Common symptoms of COVID-19 include fever and cough. Trouble breathing is a more serious symptom that means you should get medical attention. • Follow care instructions from your healthcare provider and local health department. Your local health authorities will give instructions on checking your symptoms and reporting information.
If you develop emergency warning signs for COVID-19 get medical attention immediately. Emergency warning signs include*: • Trouble breathing • Persistent pain or pressure in the chest • New confusion or not able to be woken • Bluish lips or face *This list is not all inclusive. Please consult your medical provider for any other symptoms that are severe or concerning to you.
Call 911 if you have a medical emergency. If you have a medical emergency and need to call 911, notify the operator that you have or think you might have, COVID-19. If possible, put on a facemask before medical help arrives.
Call ahead before visiting your doctor. • Call ahead. Many medical visits for routine care are being postponed or done by phone or telemedicine. • If you have a medical appointment that cannot be postponed, call your doctor’s office. This will help the office protect themselves and other patients.
If you are sick, wear a cloth covering over your nose and mouth. • You should wear a cloth face covering over your nose and mouth if you must be around other people or animals, including pets (even at home). • You don’t need to wear the cloth face covering if you are alone. If you can’t put on a cloth face covering (because of trouble breathing for example), cover your coughs and sneezes in some other way. Try to stay at least 6 feet away from other people. This will help protect the people around you. Note: During the COVID-19 pandemic, medical grade facemasks are reserved for healthcare workers and some first responders. You may need to make a cloth face covering using a scarf or bandana.

‘Florida man’ becomes first U.S. skyjacker Patrick McCallister FOR VETERAN VOICE

The “Florida man” headline tomfoolery goes way back, and Antulio Ramirez Ortiz definitely makes the list of good “Florida man” headlines.
Florida man first to hijack passenger plane in U.S Yeah, hijacking passenger planes in the U.S. started in the Sunshine State. It’s not something we advertise. The tale takes us back to May 1, 1961. A fella named Antulio Ramirez Ortiz, a native Puerto Rican who lived in South Florida, used a rather obvious fake name — Elpirata Cofresi — to get on National Airlines Flight 337, Miami to Key West, with a gun and knife. After the plane left Miami, he approached the pilot with the weapons in hand and demanded to go to Cuba. It was definitely a much different time in air travel. Apparently nobody in ticketing or check-in noticed “Elpirata Cofresi” was a reforming of “El Pirata Cofresi” — translation
not needed, just read it again. That moniker, by the way, was an existing historical reference to Roberto Cofresi, a Puerto Rican pirate who worked the seas in the early 1800s. Ortiz’s reported 85 pounds of luggage on a Miami to Key West flight didn’t raise any eyebrows either. Ortiz, who seemed to have gone out of his way to give clues he planned to hijack a plane, got on Flight 337 with no apparent hitches. Oh, on International Workers’ Day no less.
Cuban Revolution and Bay of Pigs As obvious as it’d be to anybody now that Ortiz was angling for a hijacking to Cuba, the thought was probably inconceivable in 1961. On New Year’s Day of 1959, President Fulgencio Batista fled Cuba, marking the effective victory of Fidel Castro’s Movimiento 26 de Julio — 26th of July Movement. Technically speaking that wasn’t the closest communism ever got to the U.S. The gap between Alaska and Russia is 55 miles at its narrowest
point. If you count the North Pacific islands the Soviet Union and United States possessed during the Cold War, the two countries were only about three miles from each other. But, Cuba was parked right south of Florida, making it a potential threat to the continental U.S. That fact led to the ill-fated, U.S.-backed Bay of Pigs Invasion in April of 1960. Ortiz was jumping on a Convair CV-440 in Miami not even two weeks after that disaster. Florida was familiar with skyjackings, but they’d all been by Cubans heading north. There’d been hijackings of Cuban domestic flights on April 12 and 13 in 1958. Both went to Miami. Asylum hijackings cropped up again in 1959 — including by members of Cuba’s military who’d seen the handwriting on the wall and wanted to get out while the getting was good. The occasional Cuban hijackings to get to Miami continued into 1960.
“If I don’t see Havana in 30 minutes, we all die” Ortiz reportedly threatened the pilot, “If I don’t see Hava-
na in 30 minutes, we all die.” That set off a chain of bizarre events, because, you know, it was the first time anyone had hijacked a plane leaving Miami to go to Cuba. Air traffic controllers in Cuba were downright confused, so they notified the military. The same military that’d quashed a U.S.-backed coup attempt not two weeks earlier. Needless to say, they were skittish and, reportedly, advised the pilot to turn back lest they blow the plane out of the sky. Fortunately, cooler heads prevailed. The plane was directed to land at a military base where Ortiz wasn’t welcomed as a comrade — he was arrested on the spot. The Cubans just didn’t know what to make of him. Ortiz told the pilot, presumably so the pilot could advise the nervous Cubans, that Rafael Trujillo — a longtime murderous Central American dictator nicknamed “El Jefe,” or “The Chief” — had attempted to hire him to kill Fidel Castro. Ortiz was an honorably discharged Army and Korean War

Letter to the EDITOR Veterans, all Americans should make healing Earth a priority To the Editor: April 22 was the 50th Anniversary of Earth Day. It is important for all of us to get on board and help heal our Earth. Our planet is showing definite signs of healing now that our cities have reduced all activities and pollution is decreasing. Due to social media, people are aware, now more than ever before, of the problems and solutions to fight for social and environmental issues globally. People of all walks of life should consider changing their habits to lighten their ecological footprint. I feel we must all do our part to save the planet. Examples are numerous, such as recycling, planting trees, using reusable cutlery, getting rid of plastic water bottles, using steel straws (single use straws make up 4 percent of the world’s plastic pollution), using reusable beeswax wrap instead of plastic, donating household items, clothing, and furniture to non-profits, bundling errands together each week to reduce emissions — all are a small sample of ways to help our Earth. I am on the board to the Road to Victory Military Museum board, and I personally am a strong believer in the need for all of us veterans, Americans, and all global citizens to help heal our Earth.
Dogs For Life update — ready to allow service dog training, need supplies To the Editor: At this point during the COVID-19 pandemic, Dogs For Life has been deemed essential by the Indian River County Commission and the IRC Sheriff’s Office to open within safety guidelines, i.e. wearing face masks, washing hands and social distancing for Service and Hearing Dog training only. Currently we are not allowing the dogs to mix. Dogs and owners are distancing in separate areas of the park. The DFL Off-Leash Dog Park will open to our members absolutely as soon as possible. This will be when we receive authorization from IRC and have adequate disinfecting supplies. In the meantime, so that we are able to open the DFL Off-Leash Dog Park within safety guidelines we’re asking, if possible, our members to donate any of the following items: • • • • • •

Learning more about a friend during social distancing Column by Patrick McCallister FOR VETERAN VOICE

The things you find out when you talk, really talk, eh? Anyone who listens to Our Veterans Voice radio show and podcast knows that host Ralph Oko and I feel deep friendship for each other. He’s had me on the show more times than I can count over the last few years. Ralph — Veteran Voice’s best friend, although the similarities in names between his radio show and our newspaper is coincidental — reads every story and column I write like their letters from home. I know he does. We’ve talked about them. The other day I called him for an interview on a story I was working. He called me back while sitting on his back porch. It was late afternoon transitioning into evening as we talked — him on his porch, me looking out at my little hometown of Lake Helen from my second-story window. Our conversation meandered and I found out things about Ralph I didn’t know, or just sort of knew vaguely a little bit.
“My dad escaped while you could still do it” The reason I’d called Ralph is because he’s Jewish. He’s a member at Temple Beth Salome in Vero Beach. I was looking around for stories to write — COVID-19 has made my usual story wells dryer and harder to get to. I came across the fact April 29 is the anniversary of the U.S. Seventh Army’s 45th Infantry Division and 42nd Rainbow Division liberation of the Dachau concentration camp and an auxiliary camp. I thought it’d be interesting to ask Ralph about how the Jewish community responds to the important anniversary.
Before long, Ralph and I were talking about his father, Ludwig Oko. Ralph’s pop, like mine, was a working man who’d started at a factory at a young age. Not long after Mr. Oko got in at the factory, it was 1933. Anyone who knows the history of Nazi Germany has an idea of what that meant — things were getting horrible for Jews in Europe and about to get fatally worse. “Everybody liked my father,” Ralph told me. “Everybody liked his work ethic.” So even as Nazis were purging workplaces of Jews, Mr. Oko kept his job and his friends. But, the concentration camps were opening, so his fortunes were on an edge over an abyss. One of Mr. Oko’s friends with local Nazi connections warned him that Jews were going to get rounded up the next day. Ralph knows I’m an avid cyclist. “You’re going to like this part,” he told me. Mr. Oko got on a bicycle in the Black Forest region of Germany and rode it all the way to Switzerland and then to France. Yeah, Mr. Oko made good his escape from the Nazis on a bicycle. That’s cool no matter who you are, but for someone like me who’s fascinated with everything cycling, including its social history, that’s just an amazing story to come across. Mr. Oko got in touch with a Jewish resistance group who put him on a boat for Palestine. “My dad escaped while you could still do it,” Ralph said. Just a couple years behind him, a woman named Hilde also escaped Nazi Germany. You probably guessed it, Ralph’s mom. The couple married on Sept. 3, 1939. Elsewhere in the world on that day, France and Britain declared war on Germany over

its invasion of allied nation Poland. “The joke in the Oko family is my parents got married and World War II started,” Ralph reminisced.
“At that moment, I stopped being Israeli and became American” On the big stage, World War II was fought and Germany lost. It surrendered on May 8, 1945, an event fewer and fewer every year celebrate as Victory in Europe, or VE, Day. The Jews would get a home state, Israel, on May 15 three years later. At the Oko home, Ralph was born. I’ve long known Ralph used to live in Israel. I didn’t know he was born there close to when that country was founded. The history I’ve read in books since elementary school took on new meaning. It wasn’t world history anymore. As I listened to Ralph, the stories in books about Jews courageously escaping the Holocaust helping to found Israel became a family’s story, complete with inside jokes. Things changed in Israel for the family in 1956. That’s when the second Arab-Israeli
War happened. It’s also known as Suez Crisis and Sinai War. Mr. Oko was called up to fight in that war. He took an agricultural truck with him. “When the war was over, my father came home brokenhearted,” Ralph explained to me. The truck was lost in the melee. Mr. Oko looked for it after the shooting stopped. “By the time he found it a few weeks later, it was totally destroyed,” Ralph continued. “The (Israeli) army used it for something.” The war-weary Okos headed to the United States. Ralph was 11 when he stepped onto U.S. soil. “At that moment, I stopped being Israeli and became American,” he said with undisguised pride.
What’s the point? Readers are probably thinking I’m telling a story about my friend, Ralph. Nah, I’m telling about what a couple guys with a bit of yak time thanks in part to how the coronavirus has slowed the world can end up talking about — interesting family histories. Now I know some of Ralph’s family history that weaved its way through world history to give me an opportunity to know him today. It’s a fascinating story to me — and there’s a bicycle involved. I always love that. What friend would you like to know more about? Give her or him a call. Get a coffee, tea, soda or beer, and ask a question or two. Then just listen. Warriors have given the world some of its most compelling art about our shared experiences. World War I era British army officer Paul Nash’s surreal “Spring in the Trenches” tells 100 stories in one image. Art writer Rickie Leiter kindly asked her readers if a military veteran who makes all or part of her or his living would talk to Veteran Voice for a story. Almost 10 came forward to tell us their stories about being artists as the world, nation and state are going through the COVID-19 crisis. It represented the end of a long war, one that Gen. George Washington and his troops often wondered if they’d win. The general and his fellow Revolutionaries had spent blood together, starved together, hung on to the ideals together, all to start up a new country, with liberty as its bedrock. It seemed such a monumental achievement that many happy new Americans believed that Washington, their leader and champion, should be made King. Famously, of course, Washington refused, so Americans did the next best thing — they elected him president. In February 1789, all 69 presidential electors unanimously voted Washington in. In March, the new U.S. Constitution officially took effect, and in April Congress formally sent word to Washington’s home in Mount Vernon, Va., that he had won the presidency.
Inauguration Day He borrowed money to pay off his debts in Virginia and traveled to New York. Along the way, he was invited to many parties given in his honor. On April 30, he came across the Hudson River in a specially built and decorated barge. The inaugural ceremony was performed on the balcony of Federal Hall on Wall Street, and a large crowd cheered after he took the oath of office. The president then went back indoors to read Congress his inaugural address, a quiet speech in which he spoke of “the experiment entrusted to the hands of the

Getting down to business As president, Washington’s priorities were to unite the nation and protect the interests of the new republic at home and abroad. Of his presidency, he said, “I walk on untrodden ground. There is scarcely any part of my conduct which may not hereafter be drawn in precedent.” He successfully implemented executive authority, made good use of brilliant politicians such as Alexander Hamilton and Thomas Jefferson in his cabinet, and quieted fears of presidential tyranny.
“I have an interest in environmental art,” Dowling said. She added, “I try to do pieces that can be a statement that we’re having water issues.” That’s not the only issue close to Dowling’s heart. She’s a skilled volunteer at Treasure Coast Hospice. Among other things, she’s donated her architecture and interior design skills. Her artwork sales are going to funding a new project at Treasure Coast Hospice. “They want to do a veterans memorial at both of the locations,” Dowling said. All wasn’t rosy in the new republic, however. Taxes, one of the matches that lit the Revolutionary fire, were still necessary to run the country. When a group of distillers, unhappy with excise taxes on spirits, launched the Whiskey Rebellion in 1791, Washington was forced to call up militias to quell it. There were many ups and downs, including Indian wars, as the days, weeks and months unfolded. In 1792, he was unanimously re-elected, but four years later refused a third term. In 1797, Washington finally began a long-awaited retirement at his estate in Virginia. He died two years later. His friend Henry Lee provided a famous eulogy for the father of the United States: “First in war, first in peace, and first in the hearts of his countrymen.”

She added, “I want to use my art work to help fund (the veterans memorials).” Which is on hold as her art sits in an exhibit that’s going unseen for now. Joan Laugois, Joan of Art Laugois used to own an art gallery in Port St. Lucie, Joan of Art. She’s busied herself lately with veterans causes. “When I was 10 years old, I decided I was going to be a Marine,” she said. “Everybody laughed at me.” Because it was 1948. By 1957 Laugois fulfilled her dream of
becoming a Marine. She was also an artist. She’d started studying art at 14. “For a number of years I did the outdoor show circuit,” Laugois said. She added, ““My knees went bad and I couldn’t carry the tent anymore.” But, she did recently agree to take some of her art to a Port St. Lucie Art League show in Tradition. That show was scheduled for March 13 and 14. “It was cancelled,” Laugois said. She agreed to exhibit at another show in May. That one, too, is cancelled. Before retiring, Laugois spent a lot of her life making money from employment and art sales. Mostly art has been a refuge for her, and selling it was an avocation. But she has respect for the artists with the courage to make that their fulltime professions and worries for them now that COVID-19 has destroyed people’s confidence, health and personal economies. “It’s going to change the art world,” said Laugois. “Who’s going to be buying paintings when they’re worried about feeding their kids.”

veteran who could obviously navigate and blend in a Spanish-speaking nation, so there was an element of plausibility to the story. After getting manhandled by the Cuban authorities, Ortiz was granted asylum. His apparent infatuation with the upstart communist government was short-lived.
Cuban Missile Crisis changes his mind Ortiz was living in Cuba for about a year and a half by the time the Cuban Missile Crisis erupted. That soured him on Castro. By 1963 Ortiz was dropping by the Swiss embassy in Havana trying to get back to the United States. He later told reporters that made Cuban authorities suspect him of espionage. Cuban authorities arrested Ortiz for espionage — according to him — in 1963 and again in 1965. He spent three years in prison, and immediately went to the Swiss embassy when he got out in 1968. The Cubans refused to let him return to the States. In 1972 Ortiz got on a raft and started pad-dling north. A

Cuban gunboat spotted him, so he spent three more years in prison. In 1975 Ortiz traveled to Jamaica and made his way to the U.S. embassy there. That got him on a flight back to Miami where his adventure began. He was promptly arrested for air piracy when he got home. Ortiz claimed that he’d worked for the Cuban secret police and had information about the killing of President John F. Kennedy. That got him interviews with various governmental bodies. There’s no reason to think he did have any information outside his own fantasies. After that five minutes in the spotlight, he disappeared into history’s fog. While Ortiz was in Cuba there was a spike in hijackings of American passenger flights to the island nation. They peaked in 1968 to 1972. They became so common that in a rare instance of cooperation the U.S. and Cuban governments managed to work out approach plans for hijacked American flights, along with ways to smoothly return passengers and property. The Cuban government also stopped welcoming hijackers as comrades and started arresting and imprisoning them.

Weekly Briefs U.S., Australian navies team up The U.S. Navy and Royal Australian Navy came together for operations in the South China Sea starting April 13. HMAS Parramatta (FFG 154) began sailing with Ticonderoga-class guided missile-cruiser USS Bunker Hill (CG 52) then rendezvoused with amphibious assault ship USS America (LHA 6) and Arleigh-Burke class guided missile destroyer USS Barry (DDG 52) April 18. Their combined operations started with force integration training and maneuvering exercises between Parramatta and Bunker Hill. Operations with Parramatta have included integrated live-fire exercises, coordinated helicopter operations, small boat force protection drills, command and control integration, and maneuvering interoperability.
Marines stage field hospital in Guam Approximately 120 Marines and Sailors assigned to 3rd Transportation Support
Battalion, Combat Logistics Regiment 3, 3rd Marine Logistics Group offloaded and staged an Expeditionary Medical Facility 150, in support of Commander, Task Force 75, from the vehicle cargo ship USNS Dahl onto Naval Base Guam from April 11-17. Less than 72 hours after receiving the request for support, the Marines and Sailors with 3rd TSB deployed from Okinawa, Japan to execute the Maritime Prepositioning Force offload in Guam.
One of the team’s most prominent accomplishments was its work in eliminating hazardous heavy metals traditionally employed in aircraft for protection against equipment wear and corrosion. The team tested and implemented a new zinc-nickel plating alternative that will completely remove cadmium plating from F-35 aircraft production and hexavalent chromium plating from all F-35 external coatings.

Military wife deploys in COVID fight Mom of 5, with blessing of soldier husband, puts nursing skills to use in NYC Katie Lange

As an Army wife, Jessica Henninger is used to her husband deploying and being away from the family. So, it was a surreal experience for the nurse who had been out of the workforce to be the one saying goodbye while her husband prepared to take care of their five kids as she left for a different kind of war — the fight against COVID-19. “For a military spouse who’s used to the attention always being on my husband and [people saying] ‘Thank your husband for his service,’ for people to be saying that to me now is so weird,” said the 38-year-old Henninger, who left over the weekend to help overwhelmed health care workers in New York City, the epicenter of the coronavirus pandemic in the United States.
Drive to make a difference Henninger put her own career on hold 18 months ago to take care of the couple’s kids, who are 16, 14, 5, 1 and 4 months. But before that, she spent 20 years working in health care. Ten of those were as a nurse working in intensive care and with patients on ventilators in respiratory units. So, she’s perfectly cut out for the battle against COVID-19, and, once the crisis started ramping up, she knew she had to do something. “There was this drive, I guess, just hearing all of the stories about how bogged down the nurses were and the atrocious nurse-patient ratios,” Henninger said. “I thought, ‘I have these skills, and they’re not being used.’ I can be helpful. I can’t … just sit here on these skills doing nothing.’”
‘I’m going to have to leave my baby’ She found a position as a travel nurse — one who fills in at hospitals with short-term staffing needs — and was so focused on helping that she

didn’t contemplate having to leave her family behind. “It wasn’t until it got real — it got to me the night before I was going to leave — that all of a sudden I started realizing, ‘I’m going to have to leave my baby,’” Henninger said of her 4-month-old son. “That’s when it really started getting emotional for me. The morning I left, I was a mess.”
Proud soldier husband steps in Henninger’s husband, Army Staff Sgt. Alex Henninger, is a broadcast specialist. During his 12-year Army career, he’s been away from his family on deployments and other assignments for a fourth of that time. So, she’s aware of what her family is in for. “I knew it was going to be difficult for them, me being gone, but for me, it was just — we’re nurses, and it’s what we do,” Henninger said. Her husband understood. “I was immediately on board with Jess’s decision,” Staff Sgt. Henninger said. “Her
going to New York to do this is the same as me deploying to film in a combat zone. Both scenarios put us in the crucible of our training and experience. It’s what we’ve prepared for our entire careers. I couldn’t be more proud.”
Hitting the ground in NYC By April 13, Jessica was in Manhattan at an orientation, getting up to speed on what’s going on at the hospital where she’ll be working for the next eight weeks. “Essentially, they’re using the hospital that I’m at as an overflow for [COVID-19] patients as they start to stabilize and get a little less acute,” she said. “They’re not as critical, at this point, as they were when they first got sick.” She said her role will be a bit different from that of the average travel nurse, considering that the workers at the hospital — which she’s been told not to name — don’t usually work with patients suffering from COVID-19 symptoms. “Normally, as a traveler, you go in and you’re the new guy
on the block, and you’re looking to the more established staff to be, like, ‘OK, you’re my resource here,’” said. “But the [hospital] staff members will more than likely be looking to us, since we’ve done all of these types of things before.”
‘A really fluid situation’ She doesn’t yet know if she’ll have a set schedule for her time in New York. What she has been prepared for, though, is the need to stay flexible. “They say that they’re getting updates every single day as to what the changes are and how we’re proceeding with things, so everything is just a really fluid situation, and we just have to be ready for anything,” Henninger said. Not knowing when she’ll get back home to her family, she’s finding comfort in the fact that when it comes to this virus, everyone is the new kid on the block. “We’re all in this together, learning new things and doing new things together,” Henninger said.
