Veterans employment ticks up for second time in 2021 Patrick McCallister FOR VETERAN VOICE

The seasonally adjusted national unemployment rate for Veterans was 4.6 percent in March, down from 5.2 percent the prior month. The seasonally adjusted unemployment rate among non-Veterans was 6 percent in March, which was down from 6.2 percent in February and 6.3 in January. Veterans have consistently had overall lower unemployment rates than non-Veterans throughout the SARS-CoV-2/COVID-19 pandemic. The Bureau of Labor Statistics released the monthly jobs report on April 2. Seasonal adjustment is a statistical tool to even out normal monthly employment fluctuations.

Coronavirus continues to afflict Florida, national jobs market March was the 12th full month of measuring employment since SARS-CoV-2/ COVID-19 crashed onto the national scene. The pandemic disrupted American life in the middle of March, last year, so the jobs report from that month straddled the pre-pandemic and pandemic eras. For local context, the Florida Department of Health announced the first cases in the Sunshine State on March 2, 2020. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. He issued orders that shut down various businesses in April. The “Safe. Smart. Step-byStep. Plan for Florida’s Recovery” Phase 1 reopening started in May. The Phase 2 started in June for most counties. Some of the Phase 2 reopening was scaled back with prohibitions on bars serving drinks for onsite consumption and other measures. Phase 3 started at the end of September.

Overall not seasonally adjusted Veterans employment Veterans, all cohorts taken together, had a not seasonally adjusted unemployment rate of 5 percent in March, down from 5.5 percent in February, which was lower than non-Veteran peers with 6.2 percent. The Veterans’ labor force participation rate dropped from 47.9 percent to 45.2 percent from February to March. The non-Veterans’ labor force participation rate dropped from 63.9 to 60.1 percent in the same timeframe.

and only a handful of Korean War Veterans. This grouping, for employment purposes, is almost all Vietnam-era Veterans, baby boomers. The older Veterans, according to BLS, had a 4.4 percent unemployment rate in March. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years and decades ranging from the 1950s to 1990s. About 70 percent of the men in this grouping are around 65 to 75 years old. About half of the women in the cohort are 45 to 65. This cohort had a 3.9 percent unemployment rate in March.

Among them are random telephone interviews with people in working ages. In general times, those that are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs.

Veterans’ employment by How unemployment numbers work cohorts The way the bureau reports employment numbers there are several ways to look at different cohorts of Veterans. For example, women Veterans had a 2.9 percent, not seasonally adjusted unemployment rate in March compared to the Veteran men having 534 percent. Non-Veteran women had a 5.7 percent not seasonally adjusted unemployment rate in March, whereas their male counterparts had 6.6. The youngest cohort of Veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 5 percent, which was down from 5.9 percent the prior month. Most know this group as “Post 9-11” and most are, in demographer parlance, millennials, although some Gen-Z Veterans are trickling into the cohort now. The men in this cohort were at 6.5 percent unemployment. The women 3.8 percent. The bureau’s Gulf War-era I Veterans, generally Gen-Xers with some millennials, had a March unemployment rate at 4.5 percent. The men were at 4.8 percent; the women 2.8. The BLS classes together Vietnam-era to World War II-era Veterans. Obviously, there are almost no World War II Veterans in the workplace,

AMERICA ENTERS THE DOGFIGHT U.S. aviators come of age during World War I, help lead way toward later aerial innovations Patrick McCallister

The Great War, World War I, introduced innovations that are still mainstays of modern military might. Tanks, for one. Airplanes for another. On April 14, 1918, Lt. Douglas Campbell was the first American pilot to engage in, and win, aerial combat, the new kind of battle dubbed the “dogfight.” He’d become America’s first “flying ace,” too. The Aviation Section, U.S. Army Signal Corps flew in support of military operations before America entered World War I. The First Aero Squadron commanded by Capt. Benjamin Foulois served as scouts during the 1916 Mexican Expedition. But even as Brig. Gen. John J. “Black Jack” Pershing chased Francisco “Pancho” Villa in Mexico, Europeans were devising whole new military uses for the upstart American invention. An article at www. army.mil explains that the U.S. didn’t go into the Great War the aerial powerhouse it’d become. “When the United States entered the war in April 1917, the Army had only 15 airplanes and 131 pilots and observers. The planes were far from combat-ready, requiring the American Congress to purchase British and French aircraft initially to fill the gap. The first American reconnaissance flight over enemy territory was made a year later, on April 15, 1918, with Major Ralph Royce of the First Aero Squadron, at the controls.”

John B. Stetson Jr. The new flying machines attracted adventurers and intellectuals alike after Orville and Wilbur Wright’s storied first flight at the end of 1903. Among them John B. Stetson Jr., son of the renowned hatmaker whose name also stands for a world-class higher education — Stetson University in Volusia County. The elder Stetson made his mark in business and education philanthropy. The younger Stetson made his in patriotic service by, among other things, becoming one of those 131 first military pilots and observers. Stetson University kindly supplied Veteran Voice with a biography about the younger John Batterson Stetson. It gives

Photo courtesy of Stetson University John B. Stetson Jr. was one of America’s first military pilots. He’s the son of the famous Stetson hatmaker and founder of the Volusia County university. The younger Stetson served in the American Expeditionary Forces’ Army Air Forces during the Great War. He left the service and served as president of the board of directors for John B. Stetson University and later as the ambassador to Poland. He followed his youngest son into the Marine Corps during World War II after his son died in a flight training accident. He transferred to the Army after his other son, a National Guardsman, died. Stetson, as much an intellectual as an adventurer, joined and served as an officer for the Florida Historical Society, which is headquartered in Cocoa.

precious little about Stetson’s wartime service. “In 1916 Mr. Stetson took up flying and became a member of the first class of civilians trained by the government in the Fall of that year at Mineóla. He was commissioned a first lieutenant as which he saw service in France, chiefly in ground instruction.” Mineóla as in the Signal Corps Aviation Station, Mineóla, which was renamed Roosevelt Field in honor of Quentin Roosevelt, Theodore Roosevelt’s son. The younger Roosevelt was killed in aerial combat over France in July of 1918. Stetson stayed in the Army Air Service — formed in 1918 — until 1920. He discharged as a captain. In his post-war life he’d go on to serve as president of the board of trustees for Stetson University. He also became a member and served as an officer for the Florida Historical Society, which is headquartered in Cocoa. Stetson also did a four-year stint as the ambassador to Poland and by all reports was extraordinary at it. Stetson’s youngest son, Stuart Stetson, joined the Marine Corps as the U.S. was entering World War II. He was following his father into military aviation, but died in a flight-training accident in 1941. Although Stetson was in his late 40s, he joined the Marine Corps in what was almost certainly an act to honor his son. But then his other son, a National Guard

major, John B. Stetson III, died. Stetson transferred to the Army in 1943 and served as director of the fiscal department for the Persian Gulf Command.

America gets its wings The U.S. wasn’t totally new to seeking innovative military uses for the skies when it entered the Great War. The Army has its Balloon Corps for a couple years during the Civil War. The balloons of the time could only go up and down and were susceptible to small-arms fire, so had to stay too far from enemy lines to be of much value. Still, the idea of eyes in the sky didn’t go away. By 1893 the Signal Corps established the War Balloon Company at Fort Riley. By the Spanish-American War the emerging airships were proving more useful for military operations, but were still susceptible to enemy fire. The early planes were also vulnerable to groundfire, but due to speed and size could get a lot closer to enemies than any lighter-than-air craft. While the Great War aerial combat was thrilling and produced legendary names such as Capt. Edward “Eddie” Rickenbacker, that wasn’t the primary value of airplanes. It was incidental to the primary military value of airplanes. Planes proved revolutionary for intelligence gather-

“Who Is Maud Dixon?” opens with a woman in a hospital after a major incident. It backtracks to Florence Darrow who works for a major publishing house in a subdued flat position. She is trying to escape the influence of her mother in Florida over her life. Darrow dreams of being an author and feels she is on the right track. After a situation, she is terminated. As that door closes, she is contacted by an agent and offered a job to assist a bestselling author who writes under the name Maud Dixon. What happens afterward is a series of developments that changes her life forever. “Who is Maud Dixon?” reveals a lot about the world of publishing from an insider’s view, that is also is an extravaganza of suspenseful building tense situations that develops to an explosive conclusion sure to please anyone who is looking for a nail biter to read well into the night.

Short stories are still very popular and “Skeletons IN The Closet” is a shining example of why. Taking from real life situations author Kim L Bruce has a collection that resonates long after being read for their brilliance of taking real situations to create tales that are twisty pieces with surprising conclusions. Bruce masterfully uses language from her first paragraphs on to convey many things in rapid thrillers that are often chilling. The Quiet General

Omar Bradley, no ‘superstar,’ nevertheless got the job done — and won the day Mary Kemper STAFF WRITER

They couldn’t be more different — the mercurial George S. Patton and his commander, Omar N. Bradley. “Ol’ Blood and Guts” versus the “gentle general.” They’ve been depicted in films (and some written histories) as bitter rivals. Nothing could be further from the truth. On this April 8 in 1981, former General of the Army Omar Bradley, whose illustrious career was eclipsed by his mild-mannered, unfailingly courteous nature, died at his home in New York City, age 88. Called “the GI’s general” by World War II correspondent Ernie Pyle, the “generals’ general” by a Life magazine correspondent, Bradley inspired his own legacy by the kind of low-key management skills of a Ulysses Grant, rather than the gung-ho personae of other, more colorful, though nonetheless natural leaders, as generals, whom he always admired. It could be said he was more of a team player than a standout — but slow and steady won the race, in his case.

From boilermaker to cadet Born on Feb. 12, 1893, near Moberly, Mo., Bradley was a son of a schoolteacher, who never earned more than $40 a month, and supplemented the family income by sharecropping. John Bradley died when Omar was 15, but instilled in his son a love of books and baseball. Omar Bradley was working as a boilermaker (49 cents a day) for the Wabash Railroad when a Sunday School teacher

encouraged him to apply to the U.S. Military Academy. Bradley passed the test, and became a cadet in 1911. (Dwight Eisenhower and 55 other classmates were to go on to general rank). A talented athlete, Bradley was an outstanding student and athlete who was chosen captain of both the baseball and track teams. At West Point, he was a baseball star, and often played on semi-pro teams for no pay (to ensure his eligibility as an amateur to represent the academy). He was considered one of the most outstanding college players in the nation during his junior and senior seasons at West Point, noted as both a power hitter and an outfielder, with one of the best arms in his day.

Wartime years As a young 2nd lieutenant, Bradley was assigned to the Mexico border, to prevent any incursions from that country’s civil war. In 1917, with the U.S. entry into World War I, he was promoted to captain and assigned to guard the Butte, Mont., copper mines, a critical war resource. Later, he joined the 19th Infantry Division in 1918, but the Spanish Flu pandemic and the Armistice prevented his unit from deploying. During the opening days of World War II, Bradley commanded the Infantry School at Fort Benning, Georgia, and was later placed at the head of the II Corps for the North African campaign, proving instrumental in the fall of Tunisia and the surrender of more than 250,000 Axis soldiers. He led forces in the invasion and capture of Sicily and joined his troops in the Normandy invasion, which culminated in

the symbolic liberation of Paris by Bradley’s troops. Bradley was promoted to commander of the U.S. 12th Army Group, the largest force ever placed under an American group commander, and led successful operations in France, Luxembourg, Belgium, the Netherlands, Germany, and Czechoslovakia.

The so-called Patton rivalry George Patton was Bradley’s commander in the early stages of the war, requesting Bradley as deputy commander of II Corps, which suffered such a disastrous defeat in the Kasserine Pass in North Africa. Bradley agreed, but on condition that he report to Eisenhower as well. It was for this kind of foresight, as a future leader, that he was rewarded over other, more temperamental leaders, and often unfairly accused of “brown-nosing.” Bradley recommended a top-to-toe overhaul of the then-green American troops, which was conducted. This led to Bradley becoming II Corps commander, going on to action in the Sicily invasion. In the months before D-Day, Bradley moved to London as commander in chief of the American ground forces preparing to invade France in 1944. For Operation Overlord, Bradley was chosen to command the U.S. First Army, which, alongside the British Second Army, made up Gen. Bernard Montgomery’s 21st Army Group. And Montgomery was to prove the fly in the ointment that gave rise to the Patton/ Bradley enmity myth.

Defense spending cutbacks were inevitable under the Truman Administration, who had to listen to Congress. Bradley fought back against the cuts — and, as a result, when he was chosen as the first chairman of the Joint Chiefs of Staff in 1949, when war was declared in Korea in 1950, Bradley was faced with “re-organizing and deploying an American military force that was a shadow of its World War II counterpart.” (Wikipedia.org) No fan of Gen. with Truman’s adoption of containment, rather than “ultimate victory,” against North Korea — due in no small part to failure of supply, logistics and training — and publicly rebuked MacArthur when he, MacArthur, publicly rebuked his commander in chief. Bradley was ultimately promoted to the position of General of the Army in 1950, the last general to have the position. In 1951, he published his reminiscences of the war in A Soldier’s Story. He retired from active duty in 1953, but continued to lead an active career until his death. It was all the way back to Bradley’s junior officer days that then-Lt. Col. George Marshall — who would go on to fame as the author of the Marshall Plan that rebuilt Europe after World War II — summed up the “quiet general” best. Bradley was serving as an instructor in tactics at the U.S. Army Infantry School. The assistant commandant, Marshall, described him as “quiet, unassuming, capable, with sound common sense. Absolute dependability. Give him a job and forget it.”

Weekly Briefs Vietnam Veterans stay resilient at AAFES observation On March 29, the Army and Air Force Exchange Service in Vincenza, Italy, honored Vietnam Veterans with a special gift and recognition. The event was a special afternoon, as about 20 members of Post 8862, also known as the Mediterranean Post, welcomed a chance to see old friends and remember the late Michael “Mike” Ushko, a Vietnam Veteran, and Vicenza Military community employee, who died from health problems complicated by the coronavirus, said Ron Reynolds, a longtime post officer. March 29 is the official day to recognize Vietnam War Veterans. Reynolds, who served in the 35th Engineer Battalion during Vietnam from 1966 to 1967, was later posted to Vicenza. He served with the 62nd Engineer Company. Like many, Reynolds met an Italian and married in 1970. The event exemplifies the Army’s “Soldier for Life” commitment to honor those who served, even after they take off the uniform. The Vicenza Exchange is actively involved with the Veterans’ community, to include hosting an annual Retiree Appreciation Day and other VFW events. Since 2013, it has been part of the Vietnam War Commemoration committee.

Navy divers complete latest round of grueling ice training Camp Ripley, the sprawling Army base in northern Minnesota, is impressive. With nearly 53,000 acres of training sites, the

installation is normally buzzing with tanks, troops and jets, but not necessarily in February, when the temperatures rarely see double digits and regularly stay sub-zero. The latest round of training ended March 31. “We come up here to train hard,” said Chief Navy Diver Stephen Eide, Mobile Diving and Salvage Unit (MDSU) 2 training and readiness leading chief petty officer. Navy divers are a far cry from tanks, troops and jets, but the frozen lakes and harsh environment on the friendly confines of a military installation are ideal to prepare the normally deep-sea experts to operate for any future tasking in the Arctic. The ice dive training, led by MDSU 2, is not in response to any specific threat, but rather an extension of the Department of the Navy’s Strategic Blueprint for the Arctic, and this training has become even more relevant showcasing how Navy divers are at the tip of the spear in building a more capable Arctic naval force.

Raymond displayed their support to the families of fallen or wounded service members during an annual Survivor Advocacy roundtable, March 24. The event was designed as an opportunity for survivors to discuss support services, their benefits and provide unfiltered feedback or concerns to senior leaders. “I’ve been a firm believer that we have to take care of our Airmen and our families,” Brown said. “Although you’ve lost a

member of our force, you’re still a part of our family and I think that’s very important. We understand, no matter whether an individual’s been injured or paid the ultimate price, we want to support you.” The survivors who attended the event recommended several changes for current programs, including asking the services to not categorize survivors based on cause of death, with many feeling that if their loved one died in any other situation than combat, they were marginalized.

DoD observes April as Month of the Military Child Every April since 1986, the Defense Department has celebrated the Month of the Military Child. ‘’Alongside many service members are brave military children who make significant contributions and sacrifices for family and country while dealing with the challenges of military life,’’ said Patricia ‘’Patty’’ Montes Barron, deputy assistant secretary of defense for military community and family policy. One of the challenges faced by military children is the fact that military families move on average every two or three years, causing impacts that include changing schools and friends. The department and military services are committed to celebrating and supporting these children to ensure they and their parents thrive — not only during the Month of the Military Child, but throughout the year, Barron said. “Each of you plays a unique and invaluable role in your family and in the overall military community,” she said, adding that there are more than 1.6 million military children.

While the Pentagon will neither confirm nor deny ongoing secret operations anywhere in the world, the Florida Department of Military Affairs will tell you all about them. Loose lips sink ships, Florida. OK, that’s a stretch. But, the state’s department that runs the Florida National Guard is subject to hand out some information on request the Department of Defense won’t. The Florida Senate Committee on Military and Veterans Affairs, Space, and Domestic Security gave a unanimous nod to passing along a bill that’ll caulk that potential leak. State Sen. Danny Burgess presented the bill to the committee on March 30. “As we know Florida’s Department of Military Affairs is unique among state agencies due to its relationship with the National Guard and therefore

the federal government,” he said. “Due to this relationship, the department requested this public records exemption to resolve conflicts between state and federal information laws.”

SB 654 The bill, SB 654 and House companion HB 1069, would align some of the state’s military records standards to the tighter federal Freedom of Information Act and the Privacy Act of 1974. Burgess is an Army reservist in the Judge Advocate General’s Corps. “This is just, from personal experience, this is really important,” he said. “You know, to differentiate between very, very sensitive and possibly material issues that come out from the federal level into a state system and that we recognize that this information being of a sensitive nature through DoD would in fact need to be screened, if you will, and separated from

maybe some other things that would fall under Sunshine.” “Sunshine” being a reference to the state’s 1967 Government-in-the-Sunshine Law, which built on the 1909 Public Records Law. The two are found in chapters 119 and 286 of the Florida statutes. Burgess explained an amendment to the bill to the committee. “The strike-all amendment creates a public records exemption from chapter 119 for information received or maintained by the department that is stored in a DoD, Department of Defense, system, transmitted using a DoD network, or pertaining to the DoD,” he said. One would think that that a military record that’s shielded from inspection by federal law from is automatically shielded from inspection by state law. Au contraire mon frere. disclosure under federal law is not automatically protected from disclosure pursuant to state law. Specifically on point is the case of Wallace v. Guzman, which provides that an exemption from disclosure provided in the Freedom of Information Act applies to federal, but not to state agencies.”

The hurdles Because SB 654 would restrict governmental records it must receive a two-thirds vote in each house of the legislature. If it passes the legislature and is signed by the governor, it’ll be subject to an Open Government Sunset Review. Meaning the bill would automatically terminate unless a future legislature reviews and continues the exemption. “The public records exemption would repeal on Oct. 2, 2026, unless reenacted by the legislature,” Burgess explained.

Following the lead of the Allies, the fledgling U.S. Air Service deployed 18 Aero Squadrons (Observation) to France in 1917 and 1918. Of these, 14 served with 1st, 3rd, 4th, 5th and 6th Corps. The first corps-level observation group was established in 1st Corps. “In April 1918, the 1st Corps Observation Group was assigned to the Toul Sector in support of the 26th Division. The Group consisted of the 1st Aero Squadron, responsible for long-range visual observation and aerial photographic missions and adjustment of divisional heavy artillery fire; and the 12th Aero Squadron, which conducted short-range visual and photographic mis-

sions, light artillery spotting missions and infantry contact patrols.” The first-gen recon flyers encountered and developed workarounds for numerous problems they discovered. Weather, for one. German interceptors for another. Heavy cameras of the time was also a problem. But they made quick progress and by the summer of 1918 had largely perfected the new science and art of recon flying. The Army got about 1.3 million useful aerial photos from July to November of 1918. “(Aerial photographs) quickly approached a real time intelligence value, as the time between a photograph being taken and when it was developed, printed, and interpreted, was as little as 20 minutes,” reads “First American Reconnaissance Flight over Enemy Territory in World War I” at www.army.mil

U.S. and the world go ever upward Following the war, there was intense debate in the military and civilian worlds about whether to make the Air Service a separate branch of the

military. That didn’t happen and the Army Air Corps was formed in 1926 as a compromise between military modernists and traditionalists. But, war would arise in Europe again. In 1939 the Nazi-led Luftwaffe made clear aerial warfare had come of age, and the German air force was perfecting it. Air power was now a deciding factor in land and sea warfare. As war clouds loomed across two oceans it became increasingly clear to America that’s where it’d be largely fought — in the clouds. The Army Air Corps transitioned to the semi-autonomous Army Air Forces. Many called it the Air Force as verbal shorthand. In 1947 the Air Force became an independent branch of the modern military. While World War II solidified the airplane, and aerial combat’s, importance, some were already aiming higher. In 1929 physicist Hermann Oberth developed plans to create a giant mirror to reflect sunlight to a concentrated point on Earth, the sonnengewehr, or sun gun. German scientists worked on the idea for Adolph Hitler who was obsessed with the idea of winning wars with “miracle weapons.” Obviously,

the Germans failed to put anything in orbit, but the Vergeltungswaffe 2, V-2, showed the world space would be the next military high ground. Even as the Soviet Union and U.S. raced for first accomplishments in space they realized the dangers to both for militarizing it. Before Yuri Gagarin and Alan Shepard became the first men in space, the two nations were behind closed doors discussing joint missions. They ratified the Outer Space Treaty in 1967 to start a framework of treaties and agreements to promote peaceful use of space. Nevertheless, there are emerging dangers to and from space assets. In 2019 Congress created the sixth branch of the military, Space Force, to deal with them. On April 18 last year 86 graduates from the Air Force Academy became the first group of Space Force lieutenants.
