If you are sick with COVID-19 or think you might have COVID-19, follow the steps below to help protect other people in your home and community.
Stay home except to get medical care. • Stay home. Most people with COVID-19 have mild illness and are able to recover at home without medical care. Do not leave your home, except to get medical care. Do not visit public areas. • Take care of yourself. Get rest and stay hydrated. • Get medical care when needed. Call your doctor before you go to their office for care. But, if you have trouble breathing or other concerning symptoms, call 911 for immediate help. • Avoid public transportation, ride-sharing, or taxis.
Separate yourself from other people and pets in your home. • As much as possible, stay in a specific room and away from other people and pets in your home. Also, you should use a separate bathroom, if available. Monitor your symptoms. • Common symptoms of COVID-19 include fever and cough. Trouble breathing is a more serious symptom that means you should get medical attention. • Follow care instructions from your healthcare provider and local health department. Your local health authorities will give instructions on checking your symptoms and reporting information.
If you develop emergency warning signs for COVID-19 get medical attention immediately. Emergency warning signs include*: • Trouble breathing • Persistent pain or pressure in the chest • New confusion or not able to be woken • Bluish lips or face *This list is not all inclusive. Please consult your medical provider for any other symptoms that are severe or concerning to you.
Call 911 if you have a medical emergency. If you have a medical emergency and need to call 911, notify the operator that you have or think you might have, COVID-19. If possible, put on a facemask before medical help arrives.
Call ahead before visiting your doctor. • Call ahead. Many medical visits for routine care are being postponed or done by phone or telemedicine. • If you have a medical appointment that cannot be postponed, call your doctor’s office. This will help the office protect themselves and other patients.
If you are sick, wear a cloth covering over your nose and mouth. • You should wear a cloth face covering over your nose and mouth if you must be around other people or animals, including pets (even at home). • You don’t need to wear the cloth face covering if you are alone. If you can’t put on a cloth face covering (because of trouble breathing for example), cover your coughs and sneezes in some other way. Try to stay at least 6 feet away from other people. This will help protect the people around you. Note: During the COVID-19 pandemic, medical grade facemasks are reserved for healthcare workers and some first responders. You may need to make a cloth face covering using a scarf or bandana.

It’s widely reported, and most everybody knows, that nonfarm payroll employment fell by 20.5 million jobs in April alone due to the appearance of COVID-19. The Bureau of Labor Statistics released its April jobs report on Friday, May 8. After all the number crunching, that turned out a national 14.7 percent seasonally adjusted unemployment rate. It’s the first full month of measuring employment since the novel coronavirus crashed onto the national scene. Veterans, all cohorts taken together, fared better than average with a not seasonally adjusted unemployment rate of 11.7 percent compared to a not seasonally adjusted rate of 14.4 for non-veterans. The veterans’ labor force participation rate dipped from 49.4 percent to 48.2. The non-veterans’ labor force participation rate dropped from 65.4 to 62.4. Some of the startling April unemployment was due to widespread stop-spread efforts throughout the country,
and we’re all waiting for coming jobs reports to grasp how much of the novel coronavirus effect on employment is temporary and how much will be enduring.
Veterans employment numbers The way the Bureau of Labor Statistics, BLS, reports employment numbers there are several ways to look at different cohorts of veterans. For example, women veterans had a 14 percent, not seasonally adjusted, unemployment rate, in April compared to the veteran men having 11.4 percent. It appears that tracks similarly to women in general. Non-veteran women had a 15.5 percent not seasonally adjusted unemployment rate in April, whereas their male counterparts had 13.4. The youngest cohort of veterans, which the BLS designates as “Gulf War-era II,” had an unemployment rate of 13 percent. Most know this group as “Post 9-11.” The men in this cohort were at 11.8 percent unemployment. The women 20 percent.
The bureau’s Gulf War-era I veterans, generally Gen-Xers, had an April unemployment rate at 7.1 percent. The men were at 6.6 percent; the women 10.1. The BLS classes together Vietnam-era to World War IIera veterans. Obviously, there are almost no World War II veterans in the workplace, and not too many Korean War veterans. This grouping, for employment purposes, is almost all Vietnam-era veterans. The older veterans, according to BLS, had a 17 percent unemployment rate in April. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years and decades ranging from the 1950s to 1990s. About 70 percent of the men in this grouping are around 65 years old. About half of the women in the cohort are 45 to 65. This cohort had an 11.3 percent unemployment rate in April. In this group the men were higher than the women, 11.9 percent not seasonally adjusted unemployment compared to 6.2 percent.
How unemployment numbers work The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people in working ages. Those who are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs — but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. It’s important to note that longstanding bureau practices for measuring employment have never been tested to circumstances similar to the COVID-19 stay-at-home and social-distancing measures states and individuals implemented. It’s still too early to fully understand how the practices worked in the unique circumstances.

Earlier this year, MISSION BBQ announced the donation of $350,420 to national nonprofit Wreaths Across America. This contribution was made possible thanks to the generosity of MISSION BBQ customers and their support of the American Heroes Cup campaign. Stores in 16 states across the United States have designated a portion of that fund to be allocated as sponsored veterans’ wreaths for local Wreaths Across America participating cemetery locations in their regions. Thanks to donations collected at the Port St. Lucie, Mission BBQ, 249 live balsam wreaths have been sponsored to be placed on veterans’ graves during the 2020 National Wreaths Across America Day events at Forest Hills Memorial Park in Palm City (FLPCFH). “We remain proud and humbled to stand with Wreaths Across America and the amazing work they continue to do to Remember, Honor and Teach,” said Bill Kraus, co-founder for MISSION BBQ, at the presentation of this year’s donation. “The team at MISSION BBQ demonstrate how everyone can play a part in the communities where they live and work. On April 1, Dogs For Life, Vero Beach, closed its doors and dog park to all operations when Florida Gov. Ron DeSantis declared a quarantine “stay at home” order due to COVID-19. DFL employees were prepared and began working from home. On April 20, after the Indian River County Commissioner’s office — in conjunction with the Indian River County Sheriff’s Office — deemed DFL’s Service and Hearing Dog Training essential, training began for two service dogs and two veterans at a time, twice a day. Trainers were able to accommodate all 25 dogs and clients back in training the first week! While at the Training Center records are kept of attendants and their temperature. Hands are washed and masks are worn. Dog on dog interaction is kept to a minimum, and all training sessions are limited to less than an hour. DFL looks forward to being able to get our Veterans Training Veterans Workshops under way again and opening our off-leash dog park, just as soon as we get authorization from the State and County. PTSD Support Groups that had been accessible on a virtual platform, are now in session again at the DFL Training Center. Please contact our office for additional information at (772) 567-8969. At press time, the Department of Veteran Affairs has confirmed at least about 8,100 cases of COVID-19 among veterans. There’ve been at least about 600 known deaths of veterans by COVID-19, including Medal of Honor recipient Bennie G. Adkins. Among the 8,100 cases, the Veterans Health Administration counts about 2,200 as “active,” and about 5,200 as “convalescent.” The discrepancy between the 8,100 cases, and counting up the deaths, active and convalescent cases — 8,000 — is from rounding done for readers’ ease. At least 24 VA medical workers — some of whom are also veterans — have also died of COVID-19, including at least one at the West Palm Beach VA Medical Center. The department reports that’s likely an undercount for various reasons. The department has recently created an online tracker for journalists and interested parties to follow developments of the novel coronavirus among veterans. As of May 4, the VA started including deaths of veterans as reported by non-VA healthcare facilities and other institutions as John Hopkins University, Center for Systems Science and Engineering. The numbers will increase at least slightly by publication time.
had one listed as “all other.” The West Palm Beach VA Medical Center has had 42 confirmed cases of COVID-19 among its veterans and workers. The center’s catchment area includes three counties in Veteran Voice’s coverage area: Indian River, St. Lucie and Martin. The West Palm Beach VAMC has reported three deaths. At least one, as stated above, was a worker. At press time, the West Palm medical center had 10 active cases — eight veterans and two workers. It had 29 convalescent cases. Of those, 28 were veterans and one was an employee.
Florida and the nation Florida’s six medical centers reported having a combined 308 confirmed cases of COVID-19 among their veterans and workers. A large number, 120, were reported at the Miami VA Medical Center. The VA reported the state had 67 active cases — 62 HOST/PARTNER being veterans. It had 227 convalescent cases. Of those, 184 were veterans, 38 VA employees and five listed as “all other.” There have been 14
reported deaths. At least two were VA workers. At the same time, the VA is reporting Florida had 20,400 confirmed cases of COVID-19 and 728 deaths. This indicates there’s a delay in the VA’s reporting, because on the same day the Florida Department of Health, Division of Disease Control and Health Protection is reporting 38,000 cases in Florida — about 1,000 being non-residents — with 6,550 hospitalizations and 1,550 deaths. On the same day, the state’s health department is reporting about 1.2 million confirmed cases of the coronavirus nationally and almost 71,500 deaths. There are about 331 million Americans — about 20 million veterans among them. About 9 million veterans are enrolled in the VA’s healthcare system with around 6 million getting some services at VA medical centers annually. The state has about 22 million residents and 1.5 million veterans, a third of whom are Vietnam-era, which is an age group particularly vulnerable to debilitating and potentially fatal complications due to COVID-19.

MEMPHIS BELLE CREW’S HISTORIC TOUR STARTED IN FLORIDA Patrick McCallister FOR VETERAN VOICE

The Memphis Belle wasn’t the first B-17 Flying Fortress to finish the 25 bombing missions needed to complete its tour of duty in World War II. Most historians seem to think it was the second. But on May 17, 1943, the Belle returned to Britain from bombing a German submarine base, then the crew and plane got to head home. The plane and crew captured the public’s imagination largely because of being the focus of a 1944 documentary and going on a 31-city war bond sales tour. Less known is after that trainees at MacDill Field, Tampa, got time on the Belle after it was done fighting and selling war bonds. That’s where a lot of the Army Air Forces bomber training was done. “That’s where the unfortunate term, ‘One a day in Tampa Bay,’ came from,” explained Ron Davis, spokesman for the Valiant Air Command Warbird Museum in Titusville. As in it seemed a training bomber crew crashed all the time around Tampa Bay. By the way, word is Belle crew members trained right here in Florida, too. A lot of World War II Army and Navy pilots did. “More than anywhere else,” Davis said. “Every major airport in Florida that hasn’t been built since the 1950s owes its genesis — if not part of its history — to the military.”
For example — Just south of Lake Monroe in east Central Florida there’s the former Naval Air Station Sanford. It’s now the Orlando-Sanford International Airport. From 1942 till the end of the war trainee pilots in Sanford flew PV-1 Venturas, and PBO Hudsons learning bombing techniques. In 1944 they started training on FM-1 Wildcat and F6F Hellcat fighters, too.

The Daytona Beach International Airport used to be the Naval Air Station Daytona Beach, which had Naval Outlying Fields in Spruce Creek, New Smyrna Beach, Ormond Beach and Bunnell. Volusia County also boasts having had the Naval Air Station DeLand. The Navy and Marine Corps pilots trained on the F6F Hellcat, F4U Corsair and SB2C Helldiver at Daytona. Speaking about Daytona Beach, in 1942 a training center for the upstart Women’s Air Corps was opened at the World’s Most Famous Beach. Mary McLeod Bethune — the daughter of former slaves most famous for her work in minority education — had tremendous patriotism. President Franklin Delano Roosevelt turned to Bethune to help mo-
bilize support among blacks and women for the war effort. Bethune traded her help with women and blacks for getting a Women’s Air Corps training facility in Daytona.
That’s just for starters Of course, there was the Naval Air Station Banana River, which was authorized by the Naval Expansion Act of 1938. The station was commissioned in 1940. Pilots in PBM Mariners flew patrols from the NASBR seeking Nazi U-boats off Florida’s coast. At its height, the air station had almost 300 aircraft, 2,800 personnel and more than 550 civilian employees. Additionally, the station had German prisoners of war from Camp
Blanding helping with cleanup details. In 1948 the Navy turned the station over to the nascent Air Force. Of course, today the Naval Air Station Banana River is part of Patrick Air Force Base — oops, that’s Patrick Space Force Base now. Lesser known in Brevard is the former Naval Air Station Melbourne. The Navy used the former Eau Gallie-Melbourne Municipal Airport to train carrier-based pilots in gunnery techniques. Additionally the station had a Civilian Pilot Training facility. In 1944 WAVES, Women Accepted for Volunteer Emergency Service, were stationed there, too. Today the place is known as the Orlando Melbourne Inter-

When we think of the month of May and our military, we naturally think first of Memorial Day — the last Monday — but there are several other recognitions commemorating our Armed Forces and families. For example: May is National Military Appreciation Month. From military.com: “Each year the president makes a proclamation, reminding Americans of the important role the U.S. Armed Forces have played in the history and development of our country. May was chosen because it has many individual days marked to note our military’s achievements, including Loyalty Day, established in 1921, Victory in Europe (VE) Day commemorating the end of WWII in Europe in 1945, Children of Fallen Patriots Day and the anniversary of the death of Osama bin Laden.” The Veteran Voice readership has thousands of businesses and organizations who each year put on barbecues, offer discounts and put up signs showing support for our military family.
Public Service Recognition Week The first week in May is set aside to recognize federal, state and local employees, including everything from postal workers to FEMA, and first responders at all levels. Armed Forces Day Armed Forces Day is more all-encompassing than other military days of recognition. It’s designated to recognize all those serving on active duty and in the Reserves, as well as those who paid the ultimate price. From uso.org: “Unlike Veterans Day (previously observed as Armistice Day-the end of World War I), which honors those who wore the cloth of our nation at war, and unlike Memorial Day, which honors those who died wearing the cloth of our nation at war, Armed Forces Day is the proper day to honor all of the men and women currently serving as well as those who have served and sacrificed to defend our freedom. “According to the Department of Defense, it was a type

of “educational program for civilians,” one in which there would be an increased awareness of the Armed Forces. It was designed to expand public understanding of what type of job is performed and the role of the military in civilian life. It was a day for the military to show “state-of-the-art” equipment to the civilian population they were protecting. And it was a day to honor and acknowledge the people of the Armed Forces of the United States.”
Memorial Day This day needs no introduction. Everyone, military and civilian alike, sets this day aside to remember and honor those who gave their lives in service. It is, along with Veterans Day, one of the most profound and honored observances in our nation. It falls on the last Monday of the month. Being a federal holiday and encompassing the long weekend, most Americans hold get-togethers like barbecues with friends and family.
Veterans’ organizations hold remembrance ceremonies, with noted speakers, Color Guards and prayers.
Observances in the COVID-19 crisis All of the recognition days, weeks and months during May have always seen people getting together, shaking hands, hugging and just generally wanting to be close at such times. We can’t do that right now. We are forced to virtual get-togethers, or just going it alone online. Everyone is urged to do a search on how they can still participate, even if from a distance. The above websites, along with your county websites, can give a good start. Now, more than ever, we Americans need to stay as close as we can in honor and support of our brave and selfless service members, our veterans, and their families. It’s a challenge, but worth every bit of the effort to show our thanks.

NCIS: Be aware of lockdown potential for online child exploitation Naval Criminal Investigative Service Public Affairs Due to ongoing stay-at-home orders in effect across the country, more than 1.5 million children increasingly rely on virtual platforms for educational purposes. While these virtual tools play a critical part in providing ongoing education to our nation’s children, the National Center for Missing and Exploited Children warns that spending more time online can also leave children vulnerable to online sexual exploitation by sexual predators. Sexual exploitation comes in many forms. Predators may make casual contact with children online, gain their trust, and introduce sexual conversation that increases in seriousness over time. The cultivation of these relationships can also lead to the exchange of illicit images and the potential for meeting the child in person.
Stay ahead of the curve Although NCIS has not witnessed an increase in the number of child abuse or child exploitation investigations initiated in recent months, this does not necessarily mean that abuse or exploitation is not occurring, as often a significant amount of time passes between when abuse begins until it is reported to the authorities. Online enticement happens across all platforms, so be aware of the sites,
games, and apps your children frequent. Ask them to show you how they use them. Please also use these helpful tips from the NCMEC to protect children online: -Set some ground rules. Discuss Internet safety with children of all ages. Establish clear guidelines like what types of sites they can visit, apps they can download, and when they can have access to electronics. Review and approve games and apps before they are downloaded. Consider “blackout” periods that require disconnection. -Research before you buy. It is important to learn about a device’s capabilities before you buy. Could it allow unknown people to communicate with your child? Could the device allow children to make unchecked purchases? -Go beyond safeguards. Make sure privacy settings are set to the strictest level possible for online gaming systems and electronic devices. Monitor your children’s use of the Internet and keep electronic devices in a common room of the house. Check your children’s profiles to see what they post online. Explain to your children that images posted online are permanent. Time, attention, and active conversation are the best tools to protect them. Familiarize yourself with most common tactics used by predators to entice children so you can recognize and stop it: -Developing rapport through compli-
ments, discussing shared interests or “liking” their online post, also known as grooming. -Engaging in sexual conversation/ role-playing as a grooming method, rather than a goal. -Asking for sexually explicit images of themselves or mutually sharing images. -Sending or offering sexually explicit images of themselves. Pretending to be younger. -Offering an incentive such as a gift card, alcohol, drugs, lodging, transportation or food. Please also familiarize with the warning signs of a child experiencing online enticement: -Spending increased time online. Getting upset when he or she is not allowed on their device. -Taking extra steps to conceal what they are doing online. Receiving gifts from people you do not know. -Children who have been victimized may be hesitant to speak up due to embarrassment, which is why it is important to communicate regularly with your children. Make sure your children know that anyone who asks them to engage in sexually explicit activity online should be reported to a parent, guardian, or other trusted adult and law enforcement. If you suspect a child may have been victimized by online enticement, please report it to NCIS using the NCIS Tips app or at www.ncis.navy.mil.

The Naval Air Station Vero Beach opened in 1942. It was a Marine Air Squadron Base and training facility getting pilots trained on the F7F Tigercat and other fighters. Space Force issues recruiting ad Air Force Secretary Barbara M. Barrett and Chief of Space Operations, Gen. John Raymond, unveiled the Space Force’s first recruiting video May 6, suggesting that the 30-second ad is a centerpiece of the nascent service’s continued evolution as the newest independent branch of the U.S. military. The recruiting ad was only one of
many topics Barrett and Raymond addressed during a 40-minute webinar sponsored by the Space Foundation, an organization that advocates for space and is comprised of businesses and organizations with connections to all facets of space operations, policy and commerce. The most tangible example, she said, is the Department of the Air Force Rapid Capabilities Office X-37B, in partnership with the U.S. Space Force which will launch again for the sixth time on May 16. “This reusable space plane has completed five missions with 2,865 days of total time on orbit,” she said. “And, the next time the X-37B takes off it will deploy FalconSat-8, a small satellite developed at the U.S. Air Force Academy — where the first 86 cadets recently commissioned into the Space Force. FalconSat-8 will carry five experimental
payloads and provide cadets a unique opportunity to gain hands-on experience with space operations.”
First Lady’s ‘Be Best’ initiative marks 2nd anniversary Defense Secretary Dr. Mark T. Esper congratulated First Lady Melania Trump on the second anniversary of her “Be Best” initiative in a video message released May 8 on social media. “I’m proud to represent the nearly 3 million men and women in the Department of Defense who make our military the best fighting force in the world,” Esper said. “Be Best” is aimed at encouraging children to focus on social, emotional and physical health, according to the White House website.
Defense officials tout progress in fight against sexual assault Jim Garamone

The Defense Department is making progress in combating sexual assault and harassment in the military, DOD officials said in announcing the release of the department’s annual report on sexual assault in the military for fiscal year 2019. Officials said they are encouraged because the rate of reporting sexual assaults has risen 3%. This may seem counterintutitive, but it does indicate progress, Nate Galbreath, the acting director of DOD’s Sexual Assault Prevention and Response Office, said.
Still underreported In fiscal 2019, there were 6,236 reports from service members on sexual assaults, up from 6,053 in fiscal 2018. Still, Galbreath said, he cannot say that the rate of the crime dropped, because the department did not conduct a survey this year to assess the prevalence of sexual assault, and the crimes tend to be underreported. That survey is happening now. “Sexual assault remains an underreported crime, both in the military and in the U.S. population writ large,” he said. The department uses the 2018
data to estimate that just under 15,000 instances of sexual assault take place in the military over a year. A service member who experiences a sexual assault and wants to report it has two options — a restricted report or an unrestricted report. “We generally view more reporting of the crime as a positive thing, because it helps us connect victims to services,” Galbreath said. “It also helps us and gives us a chance to hold offenders appropriately accountable.” More reporting is good because it means more of the victims have confidence in the systems put in place, he added.
Need example of mid-level leaders When surveyed, service members believe the situation is moving in the right direction, albeit slowly, Galbreath said. First responders — SAPRO professionals, law enforcement personnel and others surveyed for the first time — said that the impetus is coming from senior leaders. Now, they said, the effort needs to concentrate on midlevel enlisted personnel — those most closely allied with troops. These young leaders need to model the correct behavior, because they are the individ-

uals most likely to set expectations and foster a good unit climate, Galbreath said. “Enlisted members in these grades are at a relatable age to younger members and are believed to exemplify desired standards of proficiency, knowledge and effectiveness,” the report states. “Participants believed these individuals … are uniquely positioned to lead young, enlisted members due to their frequent workplace interaction.”
Effective punishment Punishing the perpetrators is one aspect that needs to be pursued, but stopping the problem is the ultimate goal for DOD, the acting director said. “As we go into the world of prevention — and we really
do build out a system of prevention in the Department of Defense — we need greater and more empowered workforce to be able to do that,” he said. “And in addition to that, we need an additional set of metrics to ensure that we are … moving the needle on this problem.” DOD’s focus is on military climate and culture. The shorthand is that good leaders make good units, officials said, noting that units that are respectful and healthy reduce the risk of sexual assault. It is not an easy fix, and much needs to come together to get at this problem, Galbreath said. DOD addresses the bane of sexual assault holistically with prevention, prosecution, aid to victims and more as the integral parts of the solution, he added.
