Florida AMVETS get through pandemic Conventions cancelled

At press time AMVETS Department of Florida has a green light to open its posts’ canteens. AMVETS, the Veterans of Foreign Wars, and others have been caught in a legal limbo under Gov. Ron DeSantis’ executive orders meant to curtail the spread of SARS-CoV-2/COVID-19. With perhaps exceptions here and there, posts and their canteens have been closed since March. Before Gov. Ron DeSantis announced the Phase 2 reopening of Florida’s businesses, which includes posts with canteens, on June 3, the executive director of the Department of Florida, Terry Corson, had been on an email, telephone call, letter-writing maze with state officials for weeks trying to get post canteens back to business. They’re critical to funding the congressionally-chartered veterans service organization. He finally made progress. But, it was progress that allowed canteens in seven of the state’s 67 counties to circumstantially reopen with a list of temporary rules before the governor’s announcement. “We need to get our posts open,” Corson told Veteran Voice. “If we don’t get them open soon, we’re going to lose posts.” Veteran Voice interviewed Corson shortly before that announcement. The Phase 2 reopening will allow bars, movie theaters and other entertainment venues to reopen with new, temporary rules to help keep people apart. Those in three counties — Miami-Dade, Broward and Palm Beach — will remain closed for now

unless they meet certain criteria. Oh, and those 65 and older or with underlying health conditions throughout the state are urged to continue staying home to avoid exposure to the novel coronavirus. That’s more than a third of Florida’s 1.5 million veterans. AMVETS Department of Florida has 53 posts with canteens. Decades ago post canteens were fit into Florida’s laws alongside bars for reasons that probably made sense at the time when no one foresaw a pandemic and partial state closure. Corson wondered aloud if it isn’t time to revisit how posts with canteens are fit into state laws and regulations. “We’re not a bar,” he said. “We’re a social organization for veterans.” A social organization that does myriads of community services, too.

Closed posts aren’t the only hurt the AMVETS, and others, are feeling in the SARS-CoV-2/COVID-19 world. “We cancelled our June convention,” Corson said. AMVETS Department of Florida was scheduled to have its annual state convention June 12 to 14. “We started talking to the Rosen Centre — that’s where we hold our conventions — we started talking to them in March,” said Corson said. Rosen is in Orlando. Corson said Rosen has been cooperative with AMVETS Department of Florida. He added that with older folks being most at risk of severe SARS-CoV-2 infections and fatal forms of COVID-19 it seemed unwise to hold a state convention this year. “The average age in our department is 65,” said Corson. He later added, “We didn’t know if we’d get a whole lot of people to show up anyway.” Florida wasn’t alone. Veterans organizations around the country cancelled annual state and national conventions. “It wasn’t a month (after AMVETS Florida cancelled its convention) our national headquarters sent out a notice they, for the first time in our history, cancelled a convention,” Corson said. That, he said, was scheduled for August. AMVETS was founded in 1944. The conventions serve numerous functions. Raising public awareness about the organizations is one.

June 6 has passed this year, with not a lot of attention. After all, we are battling COVID 19. But D-Day still happened. And we remember. Indeed, we will never forget. On June 6, 1944, the world was saved from unthinkable evil. But it almost wasn’t. On this day in 1865, a thug named William Quantrill died of wounds he sustained in a skirmish with Union soldiers in Kentucky. Who was he? A self-proclaimed “patriot,” who became the hero of one of the United States’s most notorious criminals — Jesse James. Born and raised in Ohio, Quantrill was involved in a number of shady enterprises in Utah and Kansas during his teens. He was a schoolteacher, of all things, by training. In his early 20s, he went to Missouri, where he became a strong supporter of pro-slavery settlers in their sometimes-violent conflict with their antislavery neighbors. He earned a lot of money by capturing slaves and returning them to

their owners down South. When the Civil War broke out in 1861, the 24-year-old Quantrill became the leader of an irregular force of Confederate soldiers that became known as Quantrill’s Raiders. By 1862, Union forces had established control over Missouri, but Quantrill’s Raiders continued to harass the northern army and unguarded pro-Union towns over the next three years. Quantrill and other guerrilla leaders recruited their soldiers from Confederate sympathizers who resented what they saw as the unfairly harsh Union rule of their state.

Among those who joined him was a 20-year-old farmer’s son named Frank James. His younger brother, Jesse, joined an allied guerrilla force a year later. In August 1863, Frank James was with Quantrill when he led a savage attack on the largely defenseless town of Lawrence, Kansas. Angered that the townspeople had allowed Lawrence to be used as a sporadic base for Union soldiers, Quantrill and his guerrillas shot every man and boy they saw. After killing at least 150 male civilians, the raiders set the town on fire. In May 1865, Quantrill was badly wounded in a skirmish

with Union forces, and he died of his wounds on June 6. Since Quantrill’s men were guerillas rather than legitimate soldiers, they were denied the general amnesty given to the Confederate army after the war ended. Some, like Frank and Jesse James, took this as an excuse to become criminals and bank robbers. ‘Mr. Gorbachev, tear down this wall’ Anniversary of epic moment in history

of East Germans defected to West Germany. Berlin was a major port they used to do that. They’d head to East Berlin and cross over to West Berlin and from there be free to travel to West Germany. The emigration was draining East Germany of its most well educated and skilled workers, causing the government much alarm. That relatively easy emigration ended abruptly changed on Sunday, Aug. 13, 1961. At midnight, GDR police and military units started closing Berlin’s passes. Workers started tearing up roads to West Berlin and erecting barbed wire and other barriers. In Germany, the day would gain the moniker “Stacheldrahtsonntag,” “Barbed Wire Sunday.”

Mr. Gorbachev, tear down this wall.”— Ronald Reagan It was an unlikely pairing — David Bowie and President Ronald Reagan. On June 6, 1987, the flamboyant rocker played a concert that scared the willies out of the German Democratic Republic. Deliberately right next to the Berlin Wall, Bowie performed so loudly that East Germans gathered en masse to hold up lighters and sing along with Bowie. That’s exactly what Bowie was aiming for — letting the GDR know its people yearned for expression and freedom. Reagan, the most famous of all-around conservatives in 1987, was there on June 12, just about a week later. He stood at the Brandenburg Gate in West Berlin. There he delivered what are probably his most famous words. “Mr. Gorbachev, tear down this wall.” And that’s exactly what happened on June 13, 1990. The East German military and workers started helping common folks with demolition of the Berlin Wall. A 300-pound piece of that history, a piece of the Berlin Wall, is on display at the National Navy UDT-SEAL Museum in Fort Pierce. In a ceremony attended by Annette Klein, consul general of Germany to Florida, the museum unveiled the artifact on Oct. 3, German Unification Day, in 2018.

The wall begins At the end of World War II, the Potsdam Agreement divided up responsibility for, thus influence over, the recently fallen Germany among the United States, the United Kingdom and Soviet Union. The three invited France and China to participate in the agreement. France agreed. In the agreement, Berlin was under Soviet control. But, the city was divided into four

zones, because it was the Allied Control Council’s seat. Things were tense from the start. By 1949 the German Democratic Republic and Federal Republic of Germany formed. The GDR, East Germany, would be a Soviet satellite state and the frontline of the Warsaw Pact throughout its four-decade existence. West Germany would be the centerpiece of NATO’s planning for those 40 years. Through the 1950s, millions

Days after erecting the makeshift barriers the East Germans started construction of what they’d call “Antifaschistischer Schutzwall,“ the “Anti-Fascist Protection Rampart,“ ostensibly as protection against Western agresson through West Berlin. West Berliners, with memories of the previous Berlin Blockade, were soon encircled by a wall. On Aug. 17, 1961, the East German National People’s Army and Combat Groups of the Working Class watched on as workers started building the wall in parts and putting up fences in others. The wall, fences and other barriers would eventually be almost 100 miles long. In the summer of the next year, workers started a second wall to create what was called a death strip between it and the primary wall. About 140 people died over the years attempting to cross the death strip from East to West Berlin. Workers continued making improvements almost continuously until 1980. That, of course, was the year Ronald Reagan was elected President. The 1980s broght a rapid wave of change for the Soviet Bloc countries. In 1979 the Soviet Union was militarially

When Capt. Peony Kim joined the military four years ago, she did not realize the multiple roles a veterinarian in the U.S. Army has to fill. “I actually didn’t seriously consider Veterinary Medicine until after graduating from college,” said Kim, officer in charge of the veterinary treatment facility in Stuttgart, Germany. “I had a rather narrow view of veterinary medicine at the time.” Kim’s older brother joined the Navy after high school, and he inspired her to explore

the opportunities a career in the military offers. “When I saw how vast the field of veterinary medicine in the U.S. Army was, from clinical medicine to research to Public Health, I knew I could never be bored,” Kim said. “The opportunities for learning and growth seemed endless.”

Military all the way Kim was born and raised in Claremont, California, commissioned as a second lieutenant in student status in 2013 and joined Active Duty in 2016. “It was a call to be a part of

a bigger mission, to see more of the world, and to take on new challenges,” Kim said. “It is also a tremendous honor to serve and support our canine Soldiers, the military working dogs.” In comparison to being a veterinarian on the economy, the U.S. Army offered Kim opportunities she had not initially thought of. “From learning basic weapons maintenance to how to lead a team of Soldiers and civilians, the Army has definitely kept me on my toes,” Kim explained. “I’m thankful for the Soldiers and leaders who continue to challenge me

and keep me accountable.”

Day in the life, never the same A workday as the officer in charge of the Stuttgart Veterinary Treatment Facility is never the same, according to Kim. One day she might be treating privately owned animals or taking care of an injured military working dog, and another day she may be auditing a bottled water facility in Poland. Weekly Briefs Puerto Rico Guard readies for 2020 hurricane season The Puerto Rico National Guard is prepared for the start of the 2020 hurricane season and is urging residents to take precautions. “The Puerto Rico National Guard, and its more than 8,000 Citizen-Soldiers and Airmen, is ready to fulfill the governor’s call in support to the security and emergency agencies in situations like this,” said Maj. Gen. José J. Reyes, the adjutant general of Puerto Rico. Resources the PRNG can draw on in an emergency include engineers, carriers, military police, three water purification units and 10 helicopters. The

PRNG has also established collaborative agreements with National Guards from 18 states that can send Guard members and equipment to the island should the need arise.

With the posts closed for a while, Corson said it’s likely membership could drop off. AMVETS Department of Florida has 17,000 members. “The majority of our money comes from memberships,” explained Corson. This summer AMVETS will find out if some of the members will wander off after the weeks-long post closures and restrictive reopening. “We’ll get people renewing in the July-August timeframe, and that’s when we’ll get a report card on how we’re doing,” Corson said. Posts will reopen with social-distancing guidelines from the state that could make posts just not what they were. “It’s going to be a real tough year,” Corson predicted. Annual membership in AM-

(HSTCSG), as well as Atlantic-based Navy submarines and aircraft, alongside forces from Canada, Denmark, and the U.S. Air Force were able to learn from the other services and combatant commanders while advancing tactical and operational proficiency in high-end warfare. Elements of the Royal Canadian Navy (RCN) and Royal Canadian Air Force (RCAF) joined with HSTCSG to conduct a bi-national, multi-domain exercise in the Atlantic Ocean. A lot of Marines are surprised to find out 4-foot, 11-inch Joan Laugois is a Devil Dog. Oh, no, it has nothing to do with her height or sex. “They don’t consider me a normal Marine,” she joshed. “I don’t smoke, drink, or curse.” But, that lack of vices didn’t keep her from becoming commandant of the Jack Ivy Detachment #666 of the Marine Corps League, Port St. Lucie. She’s a member of its honor guard. Laugois joined the Marine Corps at 17 in 1957.

from page 5 pulled into Afganistan after a 1978 communist coup in that country. The coup’s installed dictatorial president rushed headlong into radical reforms that people revolted against. The Soviet Union quickly found itself in a proxy war against the United States and Islamic countries that supplied the mujahideen fighters, along with fighting Afghan Maoist forces. The complex war chipped away at the cohesion at home while Reagan and others put increasing public, financial and military pressure on Moscow. In the middle of that mounting internal and external pressure, Mikhail Gorbachev took the reins as the General Secretary of the Communist Party of the Soviet Union, making him the de facto leader of the Soviet Union until it was made official. The Soviet Union was reeling from the unpopular war

in Afghanistan, the sudden succession of leaders in the early 1980s, and a crumbling economy, along with the rise of Solidarity, an independent trade union in Poland that gave many in the communist world a taste for freedom. A diverse swath of freedom advocates, such as Bowie and Reagan, seized the opportunity and increasingly put pressure on communist countries to loosen their grips on people. It was working.

The wall falls Change was everywhere in the Eastern Bloc by the late 1980s. In 1989 Hungary dismantled barriers at the Austrian border. East Germans started leaving to Austria and eventually West Germany there. The East German government put pressure on Budapest to end it. Hungary taking East German travelers near the Austrian border to its capital. They headed straight for the West German embassy there. Protests erupted in East

Germany. Protestors at first cried, “Wir wollen raus!” “We want out.” But then a shift happened. The protest chant changed. The protestors started calling, “Wir bleiben hier!” “We’re staying here.” The Peaceful Revolution of 1989 had begun. Migration through various routes out of East Germany intensified causing problems on that country’s border with Czechoslovakia. East Germany, having no choice, opened crossing points at the Berlin Wall, so people could go straight into West Berlin. Masses did. West Berliners greeted them with hugs, flowers, drinks and dancing. West Berlin youths climbed onto the wall. East Berlin youths joined them. At first they shouted joyously. Then people started showing up with sledgehammers and other tools. Demolition of the wall began. At first the East German military members tried to intervene with surprising restraint. Then they started trying to repair damaged sections. Then

they gave up on all that. On June 13, 1990, the East German military joined the people in dismantling the Berlin Wall. By October, 1990, Germany was a reunified, democratic nation. The GDR was now history as demolition of the wall continued.

The wall at the museum The SEAL museum is displaying the wall artifact with certification of its original location and an explanation of its history. The museum is open following Centers for Disease Control and Prevention social-distancing guidelines. Its hours remain 10 a.m. to 4 p.m., Tuesday to Saturday. It’s open noon to 4 p.m. on Sunday. Admission is $15 for those ages 13 and older. Children ages 6 to 12 get in for $7. Seniors, veterans and first responders get a $3 discount. The self-guided museum with static and interactive displays is at 3300 N. Highway A1A, on Hutchinson Island, Fort Pierce.

Covering all the missions From commissary goods on garrison to meals ready to eat in the field, veterinary food inspectors work to ensure that the food supply is safe. Kim has conducted several sanitary food inspection audits across Poland, Morocco, Bulgaria and Romania during the short period of time she has been stationed in Germany. The recent outbreak of COVID-19 posed an additional and unexpected opportunity to further diversify her skillset. Kim was recently tasked to inspect five barbershops across the garrison to ensure that preventive sanitation measures were in place for a safe reopening for service members and their families. “Stuttgart doesn’t have its own preventive medicine team, so usually personnel come from Bavaria to help with sanitary inspections

Kim adapted quickly and was able to use her expertise and knowledge from previous audits to step in and assist the preventive medicine team with determining if facilities would be safe for opening the barbershops again. “The primary purpose of the public health inspections was to ensure that on-post barbershops and beauty salons met the same Germany-mandated COVID-19 mitigation standards off-post barbershops and beauty salons must implement in order to facilitate the safety of both staff and patrons.” said Capt. Charles Pham, Chief of Environmental Health Sciences at the U.S. Army Medical Department Activity Bavaria. Based on Kim’s notes and findings, Pham was able to assess if the facilities meet the safety guidelines and recommendations to welcome clients again. “Army Veterinaries are dual professionals: they are both healthcare providers for animals and public health professionals tasked with the assurance of the Army food supply chains,” explained Pham. “The rapid but safe re-opening of routine services is beneficial to the morale of service members and their families by providing a sense of normality during the COVID-19 pandemic.” Pham appreciated Kim’s willingness to utilize her expertise in public health and conduct the barbershops and beauty salon inspections. “Preventive Medicine and Veterinary Services work closely together under the umbrella of Public Health. I’m glad I was able to assist my sister team in this way,” said Kim who is looking forward to participate in more joint inspections in her Army career.

gress. Laugois told her siblings about her newfound aim to be a Marine. Her brothers and sisters were less than supportive. “‘Women can’t be Marines,’” she quoted them. Her parents — well, they probably thought their daughter’s proclamation ranked up there with childhood aspirations to become a dragon slayer. “My mother was too busy (to listen), and my father shrugged,” recalled Laugois. What they probably didn’t know was their sister and daughter would be following an established tradition. “The very first woman Marine was sworn in in 1918,” Laugois said. That was Opha May Johnson. The then 39-year-old probably felt pretty supported the day she joined the Marine Corps Reserve. There were about 300 other women in line behind her to join. Johnson made sergeant, by the way. Another woman who inspires Laugois into extra pride for her own service is Beatrice “Bea” Arthur. Yes, the “Golden Girls” actress. The daughter of immigrants joined the Corps in February of 1943, five days after the Marines asked women to join for World War II.

1957 Laugois graduated high school kind of early, and was working at a bank in 1957. That’s how she got reminded of what she really wanted to do with her life. “One day I was on my way to work,” she said. “I looked up and the (Marine Corps) poster was there.” Thing was, her age. She needed a parent’s signature. “My father had to go sign for me,” Laugois narrated. “He almost had a heart attack.” Not only did he have to sign,

him was a 20-year-old farm kid named Frank James. His younger brother, Jesse, joined an allied guerrilla force a year later. In August 1863, Frank James was with Quantrill when he led a savage attack on the largely defenseless town of Lawrence, Kansas. he had to sign in front of a notary. The family knew one. Laugois and her father were there and sat for a long time as he resisted signing. Finally, the notary said words that probably made him at once proud and panicked. “‘She’s just like you,’” Laugois quoted the notary’s words to her father. The Marine Corps recruiter she visited was perplexed. “He had no idea what to do,” said Laugois. “He sent me to the Marine office in New York City.” They knew exactly what to do. Send her to boot camp. “(Women) were at a separated part of the base,” Laugois said. She later added, “We did pretty much the same thing as the men.” Her Marine Corps career was cut short by love and marriage — something Laugois expresses regret over. But, Laugois remembers the exact moment when she knew she, like all others, was a Marine for life. “I’m sure it’s the same for every Marine,” she said. “It’s the moment they hand you the Eagle, Globe, and Anchor.”

Angered that the townspeople had allowed Lawrence to be used as a sporadic base for Union soldiers, Quantrill and his guerrillas shot every man and boy they saw. After killing at least 150 male civilians, the raiders set the town on fire. In May 1865, Quantrill was

badly wounded in a skirmish with Union forces, and he died on this day in 1865. Since Quantrill’s men were guerrillas rather than legitimate soldiers, they were denied the general amnesty given to the Confederate army after the war ended.

A Brevard Veterans Memorial Center meeting with Sheriff Wayne Ivey and his team was held on May 29. Plans were finalized for the 2nd Annual 2020 July 4th Parade on Merritt Island. We all decided, barring a COVID 19 resurgence and return to shutdown, holding a 2-mile long, outdoor event that honors America this year is important. It is not only doable, but could be a benchmark for many veterans, first responders, law enforcement and regular citizens during these challenging times. More details will follow in late June, but below is the flier and the Parade Application for entrants. Please forward both to your contacts and use social media to help get the word out. It is already on the Brevard County Sheriff’s Office web site. As of now, it appears

At the meeting we noted personal responsibility is the American Way, and decisions on whether to attend or how to behave should be individual. Re-opening our country is happening and this event, we hope, will be noteworthy in only positive ways. The Launch on May 30 speaks volumes. The BCSO is handling registration and collecting the $25 fee for entrants, so please reserve your spot early. Staging at the Edgewood Junior-Senior High School will begin at 8 a.m. on July 4th. If you can’t put on a cloth face covering (because of trouble breathing for example), cover your coughs and sneezes in some other way. Try to stay at least 6 feet away from other people.
