All agree there’s a problem coming, but no one’s sure exactly how big it is. On June 16 the House Veterans’ Affairs Committee’s Subcommittee on Economic Opportunity got a grim prognostication from those who work with Veterans at risk of, or are experiencing, homelessness. The subcommittee held a hearing titled, “Veteran Homelessness in the Wake of COVID-19.” “With impending expiration of (the Centers for Disease Control and Prevention) national eviction moratorium, this could result in an unprecedented wave of Veteran homelessness,” warned Kathryn Monet, CEO of the National Coalition for Homeless Veterans. At press time the eviction moratorium is set to expire on June 30. Simultaneously other SARS-CoV-2/COVID-19 reliefs are waning and ending. This has anti-homelessness workers and advocates worried. “We’re currently in the middle of an emergency and Veterans experiencing and at risk for
homelessness need safe housing now more than ever,” said Monet to the subcommittee.
37,252 As the U.S. headed into the pandemic, there was already an uptick in homelessness among Veterans. It was small, but nonetheless worrisome. The subcommittee chairman, Rep. Mike Levin — a California Democrat — was the first to say a number that’d get many mentions through the hearing: 37,252. “The year over year reductions in the rate of Veterans’ homelessness have stalled in the last two years,” he said. “Unfortunately, even before the pandemic took hold we were already seeing the number of homeless Veterans tick slightly upward. On a single night in January, 2020, the (Housing and Urban Development) Point-in-Time count estimated that 37,252 Veterans were experiencing homelessness, an increase of 157 Veterans since January of 2019.” The annual Point-in-Time and Housing Inventory Count is done every January. That number, 37,252, at once represents a great accomplish-
ment, and a great failure. “Incredible strides have been made to end Veterans’ homelessness in the last decade,” Levin said. “Since 2010 efforts by federal and local agencies and community partners have cut the number of homeless Veterans nearly in half. Three states and 82 communities have virtually ended Veterans’ homelessness.” There’s a big “but” in that the subcommittee members and hearing panelists repeatedly noted.
2015-2016 Richard Cho, HUD’s senior advisor for housing and services, and others, said that “but” part aloud. “Since 2010 homelessness among Veterans has been decreased by nearly 50 percent,” he said. “Most of those decreases taking place between 2010 and 2016, at a rate of about 10 percent decreases annually. A concerted push that was made in 2015 and 2016 produced a record 17 percent decrease in a single year.” Then progress all but stopped, which put more Veterans at risk for pandemic-in-
duced homelessness. “Unfortunately, from 2016 to 2020, progress toward ending Veterans’ homelessness had stalled,” Cho said. “In those years, the trendlines showed Veterans’ homelessness remained relatively flat, while unsheltered homelessness among Veterans steadily increased. If Veterans’ homelessness had continued its downward trajectory that took place between 2010 and 2016, if that had continued, we might have seen no more than 20,000 Veterans experiencing homelessness when COVID-19 arrived rather than the 37,000. Had the 2015 to 2016 decrease of 17 percent been continued, we might have seen fewer than 10,000 Veterans experiencing homelessness nationally.”

Large Independence Day celebrations are back. On Sunday, July 4, there’ll be numerous city-sponsored Independence Day events in the Veteran Voice coverage area. Last year, of course, many events were cancelled or made virtual due to the SARS-CoV-2/COVID-19 pandemic. Florida Today reports that as of June 14 about 53.6 percent of qualified individuals have gotten at least one shot of the two-shot vaccines. About 44 percent are fully vaccinated. That and widespread knowledge of spread prevention tactics have given organizers confidence they can host events safely.
Others that’ll take the state are the Highway Companions Band, magician Jamie Porter, and the Wildflowers, a Tom Petty tribute band. The fireworks will be 9 to 9:30 p.m. followed by another set by the Highway Companions Band. Folks can check for their favorite annual Independence Day celebrations online at cities’, counties’, and local newspapers’ calendars of events.
A few Independence Day celebrations Sanford, for example, will again have its annual Star-Spangled Sanford July 4th on the RiverWalk. Events will center at Fort Mellon Park starting at 7 p.m. After sundown attendees will enjoy a fireworks show over Lake Monroe. The long-awaited extension of the RiverWalk, multi-use trail, all the way to Lake Monroe Wayside Park is done, so there should be lots of room for folks to take in the fireworks keeping safe distances from others along the St. Johns River lake’s southern shore. The Brevard cities of Rockledge and Cocoa are teaming up to again host the annual Independence Day Celebration with the Brevard Symphony Orchestra at Riverfront Park in Cocoa. The concert will begin at 8 p.m. with fireworks to follow at 9:15 p.m. “We are excited to once again celebrate July 4th with our friends and our neighbors,” said Cocoa’s Mayor Michael Blake in a Facebook video. “But if you’re planning on attending this event in person, we ask that you please follow the current (Centers for Disease Control and Prevention) guidelines for large gatherings to minimize the spread of COVID-19.” The video goes onto reminding folks those guidelines are: stay 6 feet from people you don’t live with; washing hands often; and getting vaccinated against the SARS-CoV-2/COVID-19 virus. On the southern end of the Veteran Voice coverage area the City of Port St. Lucie will again have its annual Freedomfest celebration at the MIDFLORIDA Credit Union Event Center, formally known as the Port St. Lucie Civic Center. That’ll kick off at 4 p.m. with live music by the Stars & Stripes Youth Showcase.
Everybody’s celebrating on the wrong day Founding Father John Adams foresaw the annual traditions surrounding Independence Day with uncanny accuracy — except for the date. “The Second Day of July 1776, will be the most memorable Epocha, in the History of America,” Adams wrote his wife Abigail on July 3, 1776. You catch that? July 2. “I am apt to believe that it will be celebrated, by succeeding Generations, as the great anniversary Festival. It ought to be commemorated, as the Day of Deliverance by solemn Acts of Devotion to God Almighty. It ought to be solemnized with Pomp and Parade, with Shews, Games, Sports, Guns, Bells, Bonfires and Illuminations from one End of this Continent to the other from this Time forward forever more.” So, how’d Adams get the Independence Day date wrong? He didn’t. Neither did those succeeding generations he mentioned. Turns out independence wasn’t a one-time vote. It was a complex series of votes filled in with congressional committees.
The Lee Resolution
In early June, 1776, Virginian Richard Henry Lee acting under instructions from the Virginia Convention, proposed the Resolution for Independence to the Second Continental Congress. A lot of
discussion and debate followed. On June 10 that year, the Continental Congress approved a plan to create a committee to draft the Declaration of Independence just in case the Lee Resolution — as it was called — passed. Five were appointed to draft the Declaration of Independence. Almost all h i s t o r i a n s agree committee member Thomas Jefferson was the primary writer. The Congress formed a few other committees to discuss and make recommendations about the host of questions the proposed independence posed before it’d act on the Lee Resolution. The Second Continental Congress passed the Resolution for Independence — the event Adams thought we’d celebrate — on July 2, 1776. The Declaration of Independence that the Congress approved after some minor revisions on July 4, 1776, was a written explanation about and defense for what the Continental Congress voted to do two days earlier — declare independence from the British Empire. Upon passage of the Declaration of Independence, John Dunlap produced an unknown number of printed copies that were quickly carried throughout the former colonies, now states. The Dunlap Broadside, as those printed copies are known, were publicly read at prominent locations throughout the new nation. Spontaneous celebrations always erupted, which is likely the origin of marking July 4 as Independence Day. What neither the Resolution for Independence or the Declaration of Independence did was start the Revolutionary War. That’d been raging for more than a year.
And it's one, two, three, what are we fighting for?
The Revolutionary War started with the battles of Lexington and Concord in April of 1775 when the Massachusetts militia engaged the British regulars under the umbrella of the Suffolk Resolves approved by, among others, the First Continental Congress. The militia put the hurt on the regulars at Concord, so they hightailed it to Boston. The militia followed and besieged the city as other colonies’ militias joined creating the Army

Martin County’s Jo Ann Maitland will become the national president of American Gold Star Mothers on June 26. It’s an honor no parent wants. Gold Star Mothers is a venerable organization no one wishes to join, much less lead. Membership means having lost an adult child who was serving in the military at the time of her or his death or disappearance, or who’d later died as a result of service. Being a leader in the organization means meeting a lot of people who’ve had the same horrific loss that you have. “Those that believe stuff happens for a reason — our children dying wasn’t supposed to happen,” Maitland said. “But we find each other in the strangest ways. Things happen to encourage us in ways I’ve never seen.” Maitland is a chartering member and co-founder of the Treasure Coast chapter of American Gold Star Mothers. She helped form the chapter in 2011. It has 15 members from a wide swath of South Florida. Maitland encouraged any who wonder if they qualify to join American Gold Star Mothers to email her at president@ americangoldstarmothers.org. The Treasure Coast chapter has a Facebook page, “AGSM, Inc. Treasure Coast.” Fathers, grandparents and siblings can become associate members, along with fathers.
Richard B. Hubbell III Maitland’s son, Richard B. Hubbell III, died in a motorcycle accident in 2002. He was in the Army serving at Fort Hood. Hubbell was an organ donor, which gives his family some comfort. Joining the Army was his dream. “He wanted to join more than anything,” Maitland said. “He wanted to be something.” He signed up before the Sept. 11, 2001, terrorist attacks, and was aiming to become a pilot. He was taking classes conducted by Emory-Riddle Aeronautical University, which has a large campus in Dayto-
na Beach. Maitland said others were immediately present to help her. “I was blessed,” Maitland said. “I was surrounded by his comrades. I was surrounded by family.”
Gold Star Mothers The Gold Star designation goes back to President Woodrow Wilson approving the Women’s Committee of the Council of National Defense’s suggestion women who’d lost family members while they were in service be allowed to wear black bands with a golden star for each family member who’d died, or was missing in action and presumed dead. That was in 1918. The designation was for the Great War, what we now call World War I, but was continued in subsequent wars and military actions. Over time the Gold Star designation has expanded officially and socially in part because our understanding of service-related injuries and deaths has expanded.
Grace Darling Seibold Grace Darling Seibold is widely regarded as the driving force behind the formation of the organization American Gold Star Mothers, Inc. In 1917 her son, George Vaughn Seibold, volunteered for the nascent Aviation Section, U.S. Army Signal Corps. The U.S. was behind in aerial power with no real practical experience as it headed to war. Some volunteer pilots shipped to Britain to get hands-on military aviation experience. George was one. He was assigned to the British Royal Flying Corps 148th Aero Squadron for combat in France. Being a mother with a huge heart, Grace volunteered at area hospitals to visit servicemembers. She got a steady stream of letters from her son, but they stopped. In a day of slowed communications, an ongoing war, and the British government understandably concerned about giving away what could be useful military information, Seibold couldn’t find out what’d happened to her son for weeks.

She pressed on visiting returning servicemembers. She hoped her son would be one. Those hopes were crashed in October of 1918 when the family received confirmation Lt. Seibold died in action in August that year.
American Gold Star Mothers Seibold resisted being debilitated by grief. She expanded her community service and now included visiting with others whose adult children died in the war. The growing circle of parents expanded Seibold’s work visiting and helping wounded warriors. On June 4, 1928, about 25 Gold Star mothers met to plan and start American Gold Star Mothers, Inc. to expand their work nationwide. They received a charter seven months later. American Gold Star Mothers received a congressional charter in 1984.
Jo Ann Maitland Maitland said she’ll be president of the national American Gold Star Mothers for one year. She said there are too many other talented members who deserve the opportunity to serve as president for her to
feel good about seeking more terms. Maitland said her goal is to continue Gold Star Mothers’ ongoing efforts to serve Veterans and Gold Star families. The younger Biden deployed to Joint Base Balad on Nov. 19, 2008. The base had a burn pit that reportedly went through about 147 tons of waste a day as late as 2010. The elder Biden has attributed his adult son’s glioblastoma — brain cancer — to toxins released into the air by Joint Base Balad’s burn pit. The First Family’s public pride in Beau’s service and grieving about his premature death may give others a sense of opportunity to become more open about their grief to seek healing. “There is nobody else in this world that understand how a Gold Star mother feels other than another Gold Star mother,” Maitland said. “It was vital in my continued healing to be with other mothers that we didn’t have to explain how we felt, or how we feel.” American Gold Star Mothers is ardently nonpolitical and nondenominational and wholly focused on shared healing and service to Veterans. The last president or former president to lose an adult child during his lifetime in, or as a result of, military service is Theodore Roosevelt. His son, Quentin, died in combat while serving in the Great War. The publicly grief-stricken father died at 60 about six months later. Son Kermit Roosevelt served with distinction in both world wars. His alcoholism and 1943 death by suicide might have been tied to military service. His mother, Edith Roosevelt, survived her son Kermit for five years.

U.S. airlift became one of greatest post-war logistics efforts in history ations between the Soviets, Americans, and British broke down. And on June 24, Soviet forces blocked the roads and railroad lines into West Berlin. American officials were furious, and some in the administration of President Harry S. Truman argued that the time for diplomacy with the Soviets was over. For a few tense days, the world waited to see whether the United States and Soviet Union would come to blows.

On this June 24 in 1948, one of the most dramatic standoffs in the history of the Cold War began as the Soviet Union blocked all road and rail traffic to and from what was then West Berlin. The blockade turned out to be a terrible diplomatic move by the Soviets, while the United States emerged from the confrontation with renewed purpose and confidence.
Occupied Zones Following World War II, Germany was divided into occupation zones. The United States, Great Britain, the Soviet Union, and, eventually, France, were given specific zones to occupy in which they were to accept the surrender of Nazi forces and restore order. The Soviet Union occupied most of eastern Germany, while the other Allied nations occupied the western half. The German capital of Berlin was similarly divided into four zones of occupation.
Differences in policy Almost immediately, differences between the United States and the Soviet Union surfaced. The Soviets sought

The United States saw things very differently. American officials believed that the economic recovery of Western Europe was dependent on a strong, reunified Germany. They also felt that only a rearmed Germany could stand as a bulwark against Soviet expansion into Western Eu-
rope.
Soviets feel threatened In May 1946, the Americans stopped reparations shipments from their zone to the Soviets. In December, the British and Americans combined their zones; the French joined some months later. The Soviets viewed these actions as a threat and issued more demands for a say in the economic future of Germany. On June 22, 1948, negoti-
In West Berlin, panic began to set in as its people worried about shortages of food, water, medical aid and other necessities. The U.S. response came just two days after the Soviets began their blockade. A massive airlift of supplies into West Berlin was undertaken in what was to become one of the greatest logistical efforts in history. For the Soviets, the whole episode quickly became a diplomatic embarrassment. Russia looked like an international bully that was trying to starve men, women, and children into submission. And the successful American airlift merely served to accentuate the technological superiority of the United States over the Soviet Union. On May 12, 1949, the Soviets officially ended the blockade.

The Second Continental Congress made the whole affair the Revolutionary War as we now think of it by creating the Continental Army and passing the Declaration of the Causes and Necessity of Taking up Arms in the summer of 1775. That was an explanatory justification for colonists taking up arms against the British military, but not a declaration of independence. There was a division among colonists as to whether or not they were looking for independence from the British authorities — King George III and the Parliament of Great Britain. Many, probably most, saw their fight to be one for improving
the empire to ensure citizen rights, even if not said in those words. As the then civil war raged on in the midst of a political and ideological swirl, Thomas Paine anonymously published the tract “Common Sense” in January, 1776. The popular booklet solidified the notion of total secession from Great Britain.
The Virginia push
Come May of 1776, the Virginia Convention pushed the question of independence from discussion to action by passing a resolution pressing the state’s delegates in the Continental Congress “to declare the United Colonies free and independent States absolved from all allegiance to, or dependence upon, the Crown or Parliament of Great Britain.” Less responded with a proposed resolution to Congress:
“Resolved, That these United Colonies are, and of right ought to be, free and independent States, that they are absolved from all allegiance to the British Crown, and that all political connection between them and the State of Great Britain is, and ought to be, totally dissolved. “That it is expedient forthwith to take the most effectual measures for forming foreign Alliances. “That a plan of confederation be prepared and transmitted to the respective Colonies for their consideration and approbation.” After weeks of committee meetings, discussions and debates, delegates from 12 colonies voted in favor of the resolution on July 2, 1776. One colony abstained. None opposed the resolution. The United States of America was thus officially born and the Revolutionary War transitioned into the War of Independence.
