If you are sick with COVID-19 or think you might have COVID-19, follow the steps below to help protect other people in your home and community.

Stay home except to get medical care. • Stay home. Most people with COVID-19 have mild illness and are able to recover at home without medical care. Do not leave your home, except to get medical care. Do not visit public areas. • Take care of yourself. Get rest and stay hydrated. • Get medical care when needed. Call your doctor before you go to their office for care. But, if you have trouble breathing or other concerning symptoms, call 911 for immediate help. • Avoid public transportation, ride-sharing, or taxis.

Separate yourself from other people and pets in your home. • As much as possible, stay in a specific room and away from other people and pets in your home. Also, you should use a separate bathroom, if available. Monitor your symptoms. • Common symptoms of COVID-19 include fever and cough. Trouble breathing is a more serious symptom that means you should get medical attention. • Follow care instructions from your healthcare provider and local health department. Your local health authorities will give instructions on checking your symptoms and reporting information.

If you develop emergency warning signs for COVID-19 get medical attention immediately. Emergency warning signs include*: • Trouble breathing • Persistent pain or pressure in the chest • New confusion or not able to be woken • Bluish lips or face *This list is not all inclusive. Please consult your medical provider for any other symptoms that are severe or concerning to you.

Call 911 if you have a medical emergency. If you have a medical emergency and need to call 911, notify the operator that you have or think you might have, COVID-19. If possible, put on a facemask before medical help arrives.

Call ahead before visiting your doctor. • Call ahead. Many medical visits for routine care are being postponed or done by phone or telemedicine. • If you have a medical appointment that cannot be postponed, call your doctor’s office. This will help the office protect themselves and other patients.

If you are sick, wear a cloth covering over your nose and mouth. • You should wear a cloth face covering over your nose and mouth if you must be around other people or animals, including pets (even at home). • You don’t need to wear the cloth face covering if you are alone. If you can’t put on a cloth face covering (because of trouble breathing for example), cover your coughs and sneezes in some other way. Try to stay at least 6 feet away from other people. This will help protect the people around you. Note: During the COVID-19 pandemic, medical grade facemasks are reserved for healthcare workers and some first responders. You may need to make a cloth face covering using a scarf or bandana.

Want a veteran-owned business to get a haircut? Well, that’s Bob’s Barber Shop. Want to know how to find veteran-owned businesses on the Treasure Coast? Well, that’s the Martin Veterans Veteran-Owned Business Directory assembled and published by the Vietnam Veterans of America Chapter 1041, Stuart. The VVA chapter is seeking more veteran-owned businesses to include in the director. “We put it together along with the United Way (of Martin County’s) help,” said Lew Jones, president of the Martin County VVA chap-

ter. “We put it together with them back in ‘15.” And it’s time to spruce it up and add some businesses. Applications for free inclusion will be accepted until June 30.

Martin Veterans Veteran-Owned Business Directory The current edition of the Martin Veterans Veteran-Owned Business Directory has more than 200 listings. They range from advertising to yacht brokering. In between it has entries for businesses ranging from bio-diesel sales, boat and car detailing, environmental consulting, estate planning, and even private investigation. It’s a pretty complete list. Still — “I’ve been looking at this thing thinking it’s about due (for an update),” Jones said. He reached out to the busi-

ness community for help finding some veteran-owned businesses to promote. “I’ve written letters to three chambers of commerce,” said Jones. “I want it to be as complete as possible.” The timing with the economic downturn related to the SARS-CoV-2/COVID-19 pandemic is coincidental. “I think it would help businesses get back on track,” Jones said. “That wasn’t my original intent, but it’s a good sidebar.” While the publication has “Martin” in the name, Jones said businesses all along the Treasure Coast are welcomed for inclusion. Only thing is they must be owned by veterans. “There are no criteria other than that,” explained Jones. “We don’t care what kind of business it is or where it’s located.” While inclusion into the directory is free, businesses do have a chance to stand out.

“We’ve given them the option if they want to get a business card in there,” said Jones. “We charge them an extra $25.” Businesses seem to like the deal. “We’ve already gotten some (orders) back,” Jones said. “People do want to have their business cards in there.” Interested businesses can visit www.vva1041.org to print out the mailable application.

VVA 1041 The VVA 1041 meets on the first Tuesday every month at the Sewalls Point Town Hall, 1 S. Sewalls Point Road. Those meetings start at 7 p.m. All veterans are welcome to attend meetings. Membership is open to those who served in the Republic of Vietnam from Feb. 28, 1961 to May 7, 1975, or anywhere from Aug. 5, 1964 to May 7, 1975.

‘Don’t give up the ship!’ Little-known early Navy captain achieves immortality with stirring command to crew Mary Kemper STAFF WRITER

He was just 31, but already a seasoned officer in the U.S. Navy, and a veteran of several battles. On this day in history, June 4, 1813, he died of wounds inflicted by crewmembers from a British ship of war three days earlier. His name was James Lawrence, and though no one knows his name, his words to his men — “Don’t give up the ship!” — are still said to this day, and have become the Navy’s unofficial motto. We probably wouldn’t have known about these famous words but for Lawrence’s friendship with the famous Commodore Oliver Hazard Perry, himself credited with “We have met the enemy, and he is ours.” After Lawrence was killed, Perry commissioned a battle flag to be made with Lawrence’s words, and they were on their way to immortality.

the age of 17 in 1798, Lawrence served with Perry, who became a midshipman at age 13 in 1799, aboard the USS Adams in the Caribbean, patrolling for French privateers. The Quasi-War was so called because it was undeclared, but nonetheless open warfare. The French King, Louis XVI, had lent the fledgling United States generous sums of

money to help keep France’s enemy Britain at bay. (That debt, along with several seasons of famine at the same time and excessive lifestyle of the aristocracy, resulted in Louis losing his head in the French Revolution.) After the death of the King, the United States refused to pay off the loan, claiming it was not lent the money by the new French Republic. The angry France immediately dispatched privateers (non-Navy ships willing to attack anyone for the right price) to blockade the U.S. coast and seize any vessel that tried to put to sea. Early combat was primitive and brutal. The privateers were nothing more than pirates with a certificate, told that, along with a fixed fee, they could seize any booty they liked, and kill as many Americans as they pleased. Naval engagement consisted of two (or more) ships coming to a stop parallel to each other, and letting each other have it with cannons. As soon as one ship was crippled, the other would heave to and board with numbers of crew, who would kill or capwhatever unfortunates were there. Lawrence and Perry were

both assigned to other different ships during this period, the Adams being the only ship aboard which they served together, but their baptism by fire and shared experiences cemented their friendship. They would go on to serve during the Barbary Wars, alongside our newly minted Marines. War of 1812 All was forgiven between France and the U.S. in the Treaty of 1800, opening up trade with the now-Emperorship of Napoleon. The British were less than pleased. In the runup to actual war, they put up a blockade to prevent vessels from sailing to France, and there were many skirmishes. Not only that, but the British also pressed merchant vessels into service to their own Navy, and sent arms to Indians to fight settlers. Finally, under heavy pressure from Congress, President James Madison declared war on June 18, 1812. Lawrence, by then, had commanded several ships as

Steady progress continues on homes despite coronavirus Patrick McCallister FOR VETERAN VOICE

The coronavirus isn’t slowing construction of the Ardie R. Copas State Veterans’ Nursing Home in Port St. Lucie, or the refurbishing of the Lake Baldwin State Veterans’ Nursing Home in Orlando. But, the Florida Department of Veteran Affairs, FDVA, is, like anyone shopping these days, running into problems getting needed supplies to open them once built. “We can still have a summer 2020 opening (for the Port St. Lucie home),” said Steve Murray, spokesman for the state veterans department. He said the same is true for the Orlando home, which for now is designated as “Lake Baldwin.” The name will likely change. The state has named all of its veterans nursing homes after Medal of Honor recipients who had ties to the predominant areas the homes serve through public nominations. Any qualifying Florida veteran can use any of the state veterans nursing homes.

Operating homes in the coronademic Horrific news reports from a couple other states have revealed COVID-19 deaths of dozens at single veterans nursing homes. For example, New Jersey’s Holyoke Soldiers’ Home had 74 resident deaths among veterans who’d tested positive for the novel coronavirus. Another 14 died over the same timeframe, but tested negative or inconclusive. That hasn’t happened in Florida, which has had about 800 in the veterans homes at any time for the last decade. That census has dropped since March for a variety of reasons related to the coronavirus pandemic. The FDVA opened its sixth nursing home — the Clyde E. Lassen State Veterans’ Nursing Home in St. Augustine — in 2010. It also has an assisted living facility, the Robert H. Jenkins Jr.

Veterans’ Domiciliary Home in Lake City. Each can have up to 120 resident veterans, and they normally tend to stay nearly full. “The only (state veterans nursing home) we’ve had issues with over the last couple months has been our skilled nursing facility in Broward,” Murray said. Murray said there’ve been seven deaths attributed to COVID-19 at the Alexander “Sandy” Nininger State Veterans’ Nursing Home in Pembroke Pines, which other news outlets have misidentified as a federal VA nursing home. At press time other veterans there are in treatment at area hospitals for the novel coronavirus. On an average week there are about two to three deaths across the state’s veterans homes and ALF. The FDVA immediately implemented containment efforts at its veterans homes when Gov. Ron DeSantis declared a state of emergency related to the coronavirus on March 9. New admissions were closed. Additionally, in-person visits

were shut down and alternative methods — such as electronic and outdoor-distanced visits — sought. Murray said vendors are prohibited from entering the facilities, so supplies are left in quarantine areas outside. The state workers at the veterans nursing homes then take supplies in. The department is now examining how to safely admit new patients. It’ll likely have protocols done by the time the Copas and Baldwin homes are ready to accept patients.

Opening new homes in the coronademic Construction on the 120-bed Ardie R. Copas State Veterans Nursing Home started in June of 2018. Two years was the anticipated build time. Refurbishment on the former Department of Veteran Affairs 112-bed nursing facility by the Lake Baldwin medical center started last year. The VA gave the facility to the state. “We started back in August — a nine-month refurb,” Murray

said. The work has progressed since Gov. Ron DeSantis declared a state of emergency related to the coronavirus on March 9. He later issued a proclamation greatly reducing the types and numbers of businesses that could operate in April. The state has slowly allowed more businesses to reopen or expand their operations. None of that has affected the construction or refurbishment of the two homes, Murray said. However — “We’re witnessing a nationwide supply disruption,” said Murray. He later added, “We’re witnessing supply disruptions of things already ordered.” To open the two nursing homes the state needs medical supplies — lots and lots of medical supplies, ranging from masks to durable medical equipment. Murray said folks at the state veterans department are doing what a lot of folks, non-profits, local governments and businesses

High school seniors get one-of-a-kind graduation Airman 1st Class Ireland Summers DEPARTMENT OF DEFENSE

The Kirtland Air Force Base, New Mexico, community came together to celebrate its graduating high school seniors with a parade and ceremony at the base’s Hardin Field May 21. Though it wasn’t a typical graduation ceremony, the Kirtland community made it just as memorable by hosting a parade and giving the seniors a chance to walk across the graduation stage in traditional fashion. “During this pandemic, our

graduates have missed out on the opportunity to walk across the stage and be celebrated for this significant milestone in their life,” said Air Force Master Sgt. Raechael Evans, a pharmacy flight chief with the 377th Medical Group. “We wanted to make sure they were recognized for all of their hard work, and as a military family, we made it happen.” Evans said the event honored 27 seniors from 17 schools in the local area. It included a parade with seniors riding in classic cars, firetrucks, security forces vehicles and decorated floats

created by various groups and councils that volunteered to make the special day possible. Air Force Col. David S. Miller, the commander of the 377th Air Base Wing, commenced the ceremony and gave congratulatory elbow bumps to each graduate as they walked across the stage. “This wasn’t the day you thought you would have,” Miller said. “It’s certainly not the one your parents wanted to give you. It’s not what your schools wanted to give you, but this is an incredible day where there was an outreach of the heart from lead-

ers that you didn’t even know to make sure you remembered this day.” With the help of the community and leadership, the Class of 2020 was able to officially move their tassels to the left and graduate in front of friends and family. “It’s such an amazing experience to be a part of a community that cares for everyone,” said Roree Stewart, a graduate from Eldorado High School. “I feel very appreciative being able to relate to a community where we are all loved by so many people that we don’t even know. “

Pivot — Emergent costs Following the emergent needs we were seeing from our homebound Veterans that were especially hard-hit with isolation, we shifted our entire organization’s structure with our newest program, Independence@Home. We are assisting the hardest hit Veteran families with emergent costs like rent, utilities, childcare, transportation services, home WiFi, household cleaning and grocery and medical product delivery.

Because of the demand we’ve seen for this program, we are expanding the program to beyond our participant database. We are now assisting additional Veterans with special circumstances with $100 gift cards to alleviate their financial struggles while expanding online resources.

Adapt — Virtual workouts Since our adaptive athletes can no longer participate in group sports, we are partnering our adaptive athlete Veterans with retired athletes for 1-on-1 virtual workouts and consultations. We continue to look at new ways to restructure our existing programs.

Teamwork — Connecting The Independence Fund has expanded its mission of connectivity during isolation. Our in-person Operation RESILIENCY retreats reunite company-sized units that suffered high combat casualties and are susceptible to high Veteran Suicide rates. Because we cannot meet in–person, we are now hosting ongoing Zoom reunions

with alumni. During virtual events with entire companies, we are providing updates on our organization, hearing from higher level leadership and licensed clinical social workers, and connecting our caseworker for individual issues. We are then providing smaller groups from those entire companies the resources to run their own, individualized reunions.

Resilient — Coping better We polled our Caregivers to see what resources they needed right now to provide relief and respite. In additional to virtual “happy hour” chats, we have hosted an intro to photography course and are conducting online tutorials twice a week. Subjects will include makeup tips, how to sew face masks, and an introduction to belly dancing. We will also be providing job training seminars, including resume writing and how to navigate LinkedIn. Independence Fund #RAH campaign asks Veterans and

their families to share their coping tactics. With the success of our Caregiver and OpRES webinars, we are expanding these virtual chats to our Family program, offering up assistance with tutoring and hosting family game nights.

Resilient@Home What The Independence Fund is most proud of is how we have shown how resilient our organization and its catastrophically wounded Veterans are. We launched RESILIENT@ Home, a campaign where people can share their coping tactics on how they are staying resilient at home with the hash tag #RAH while highlighting the difficulties catastrophically wounded Veterans and their Caregivers are experiencing. We’ve loved seeing people coming up with creative ways to stay sane, from turning their homes into a 9-hole putt-putt course to reorganizing their garages. Veterans organizations seek clear state guidance to reopen Patrick McCallister FOR VETERAN VOICE

At press time, some of Florida’s veterans organizations are looking for a clear nod from the state government to reopen their posts with canteens to serve food and drinks. “In Florida, we’re at risk of losing 20 to 30 percent of our (Veterans of Foreign Wars) posts,” said Kurt Schuh, the legislative chairman for the Department of Florida VFW, at a recent Florida Veterans Council meeting. At the last regular meeting of the council — Thursday, May 21 — Schuh and others expressed concerns about veterans organizations’ local posts financially surviving the continued state-ordered closure of some types of establishments. They agreed to work together to send letters requesting post

reopening to the governor and others. The council is made up of several major and some lesser-known veterans organizations. In March SARS-CoV-2 and the disease the virus causes — COVID-19 — crashed into American life. By the beginning of April, Florida joined a rush of states using emergency powers to close certain businesses, along with parks, beaches and other places of public congregation. Now Florida is in the process of getting back to being fully opened in phases. The rules of what businesses and organizations can open under what circumstances are shifting. The immediate concern about reopening posts with confidence it’s legal may — one hopes — be resolved by publication time. However, there’ll be lingering financial and other effects.

The issue In a telephone interview following the council meeting, Schuh explained that in the early portion of Florida’s reopening, veterans organizations with canteens are iffy about whether they’re permitted. “You’ve got bars, microbreweries that opened up,” Schuh said. “You’ve got gyms opened up. There’s a greater likelihood of contracting the coronavirus at a gym than at a post.” The microbreweries got a state nod to reopen under specific circumstantial rules if they served food in addition to alcohol before the state’s April closure directive. Posts that serve alcohol, of course, also serve food. But, Schuh said because of how posts’ canteens were fit into Florida’s laws decades ago when no one

was imagining a pandemic closure and reopening, they’re now in a legal limbo leaning toward don’t reopen. “They haven’t done anything in the posts now since March,” Schuh said. That has far-reaching consequences for the state’s 160 VFW posts. And it’s not alone. The SARS-CoV-2/COVID-19 pandemic and associated government-directed closures is hitting all of the veterans organizations in various, profound ways. None are getting through this unscathed.

Some consequences Detailing all the ways the temporary post closures hamper veterans organizations would take a non-fiction book. There’s the money, of course.

a lieutenant (equivalent to our rank of lieutenant commander today), including several gunboats and three warships. From the beginning of the War of 1812, Lawrence, in command of the frigate USS Hornet, cruised actively, capturing the privateer Dolphin in July of 1812. Later on, the Hornet blockaded the British sloop HMS Bonne Citoyenne at Bahia, Brazil, and in February 1813 captured HMS Peacock. He returned to Boston to be told he was now a captain, and given command of the frigate USS Chesapeake. On June 1, he engaged the HMS Shannon. The battle was fierce, but Shannon had the mastery. Her crew swarmed aboard Chesapeake, and Lawrence was shot with smallarms fire. Four days later, he died. Perry’s flag with Lawrence’s stirring words was displayed on his flagship during a victorious and decisive engagement against the British on Lake

To safely celebrate Independence Day during the ongoing coronavirus pandemic, USS Constitution is scheduled to host a series of presentations on July 4, using Facebook Live, from Boston. The Coast Guard seized more than 3,100 pounds of cocaine in mid-May with an estimated value of $53.5 million from a low-profile go-fast vessel in international waters of the Pacific Ocean off Central America. A maritime patrol aircraft spotted a suspected smuggling vessel and diverted the crew aboard the Coast Guard Cutter James (WMSL-754) to the low-profile go-fast vessel’s position. Boarding team members discovered an area of the ship that had been closed off, where they discovered the majority of the 3,100 pounds of cocaine. In addition to food and beverage sales at posts with canteens many of them do hall rentals for events. “Those are all shut down also,” said Schuh. The hall rentals not only generate income for posts, but they also give them positive exposure to the community. It’s public awareness. It’s public goodwill. It’s also an opportunity to get veterans in the community stepping into posts and finding out they qualify to join the organization. That’s just one piece of any veterans organization’s outreach. Schuh said the post closures have made membership drives difficult. “It’s taken a huge dent in our membership this year,” he said. The post closures and other factors have curtailed volunteer fundraising. The Florida VFW, for example, effectively lost poppy distribution for 2020. Grocery stores, where the distributions happen, were reticent to allow volunteers out approaching people this

year. “Nobody would let us set up,” Schuh said. “That’s money we couldn’t raise to help veterans.”

No blame Schuh said in addition to being a Navy veteran, Gov. Ron DeSantis is a Department of Florida VFW member at the St. Augustine post. Veterans organizations, he said, are sure there’s no intentional effort to keep them closed going on. Just state workers and officials are dealing with a huge, multi-faceted emergency. “There’s so much going on right now,” he said. “There’s a lot on their plate.” Still, he said, the Florida government needs to give veterans organizations clear guidance and greenlights to reopen posts. “We ask for members only right now, so the canteens can start opening up again,” said Schuh. He later added, “We want to work (with Florida) in a cooperative way. We’ve been patient for two months now, and that’s our approach.” But, that patience is wearing thin. By publication posts may be at least partially reopened.

Write this down — 1-844-MyFLVet (693-5838). That’s the Florida Veterans Support Line and it’s more important than ever in the COVID-19 world. The statewide number is 211 for veterans from Key West to Pensacola. The calls are answered by veterans. “They have access to different resources pertaining to veterans,” said Ken Gibson, senior director of marketing and public relations at the Crisis Center of Tampa Bay. The Crisis Center of Tampa Bay runs the Florida Veterans Support Line with grant funding from the Florida Department of Veteran Affairs, the federal veterans department, and others. The operators are, among other things, able to get veterans connected with local veterans for additional help. “We can connect them with a care coordinator in their part of the state who is also a veteran,” Gibson said.

Who’s calling the line since COVID-19 hit?

creased telehealth world — the Department of Veteran Affairs and others moving services out of the medical centers and clinics onto telephonic and other technology platforms. “Some people have a technology gap,” Gibson said. “They may not have the equipment needed to receive (technology-based care).” Others just got the needed tech, and that’s the new strain on their lives. “Some individuals have basically made some purchases in preparation for (telehealth services) and they’re on a fixed income and that has put stressors on normal monthly income,” Gibson explained. “It’s put their budget under stress.”

What does the Florida Veterans Support Line Expect? Gibson said there hasn’t been a noticeable increase in daily call volume to the Florida Veterans Support Line. Everybody at the crisis center expects that to change soon. “The layoffs have happened,” he said. “In some cases, you have a two-income household and bothHOST/PARTNER have lost their jobs.”

Another mental-health stressor that’s beginning to show in general that the crisis center expects will crop up among veterans is a feeling that their homes have been invaded by the office. “Some people are working from home now, which is good because they can continue their work and earn an income,” he said. But — “That’s caused a disruption — their sense of sanctuary is disrupted,” continued Gibson. “In some cases, this happened pretty quick, and they were not prepared for it, or necessarily wanted it. They’ve had to make some quick adjustments.” Also, a lot of veterans organizations have for now closed their posts and chapters and proverbially hung signs saying “until further notice.” “Some people are feeling detached from their support system,” said Gibson. “That translates into a loss for that person, even a grieving situation.” Gibson urged veterans to call the Florida Veterans Support Line before stressors become full-blown mental-health crisis.
