Guardsmen step in to aid care home staff, residents to the facility, situation and the residents. The members worked to cordon off wings of the facility based on which residents tested positive for COVID-19. They then created an internal protocol that included personal protective equipment for each section. The PPE protocol was instrumental in promoting safety and decreasing cross-contamination between those who had tested positive for COVID-19 and those who had not.

Two months after the novel coronavirus began spreading throughout Ohio, a team of 20 airmen and soldiers was activated to help in caring for residents at an assisted living facility that was being overwhelmed by the virus. After residents and staff began experiencing COVID-19 symptoms, Carlin House Assisted Living directors Mindy and Chad Bailey decided to advocate for facility-wide testing. The testing revealed that nearly 65% of the residents and 37% of the staff had contracted COVID-19. As fears began to rise, many of the staff chose to self-quarantine. With only six nurses remaining on the team, the facility was on the brink of a crisis. Rather than displacing residents to alternate facilities, the Baileys decided to shelter in place and reach out to the Ohio National Guard for additional support and resources. Within six hours of receiving the call, the Ohio National Guard dispatched a 20-person team with medical and ancillary staff capabilities.

Many tasks assisted with The guard’s medical staff consisted of medics and nurses who were responsible for tasks such as administering medications, assessing conditions, taking vital signs and transferring residents
throughout the facility. The ancillary staff provided support through cleaning, laundry services, delivering meals and assisting trained medical personnel with resident care needs. Once they arrived on scene, the guardsmen were oriented
The guardsmen valued interacting with and learning from their civilian counterparts about the facility and residents. The assisted living facility staff provided the team with valuable input on their operations and residents’ care needs. These needs varied greatly from resident to resident. “There’s not enough words to express our gratitude that they are taking care of our residents how we would, and how they deserve to be taken care of,” said Chad Bailey, co-director, Carlin House Assisted

House a Vet hit by pandemic - need growing Column by Patrick McCallister FOR VETERAN VOICE

House A Vet in Stuart is one of the numerous small veterans-assistance programs that dot our country. It opened the Lundberg-McMahon Veteran Home to help homeless veterans in Stuart a few years back. I covered that opening. Something made me think about House A Vet the other day — I noticed it’s running a food pantry now, too. I’ve talked to a couple of the big veterans’ organizations about how SARS-CoV-2/COVID-19 have hit them. I was wondering how the smaller social-service organizations serving veterans are doing, so I called Kevin Donahue, the director.
Things are tough

Not surprisingly, things are tough for House A Vet. It went into the pandemic with about $15,000 in the bank. “I have a month or two before I have to start worrying about what I’m going to do,” Donahue said. “Nothing’s open, so you can’t throw a fundraiser anywhere.” Florida Department of Health announced the first cases of COVID-19 in the Sunshine State on March 2. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. He issued orders that shut down various businesses on April 1. A lot of businesses beat the governor to it and had voluntarily closed already. The state’s Safe, Smart, Step-By-Step Phase 1 reopening started on May 18. The Phase 2 on June 5. That got partially rolled back with a state ban on alcohol sales for on-site consumption, with some exceptions, issued on June 26. Even with places reopened, a lot of folks are struggling. Floridians had started getting back to work in May. Still, with seasonal adjustment the unemployment rate in May was 14.5 percent, according to the monthly jobs report issued by the Department of Economic Opportunity on June 19. The state’s June unemployment numbers will come out on July 17.
with our pantry in our office,” Donahue told me. Now — “We have 23 veterans registered for the food pantry,” said Donahue. That might not seem like a lot, but basically that’s a 400 percent increase. Most weeks not all of the registered users show up. But, most do. Donahue isn’t positive if they’re pandemic poor, or just with more veterans using the pantry they’re telling others, so more are finding out about it. He suspects it’s mostly the latter. The Treasure Coast Food Bank was helping out House A Vet with some freebies for a while. But, that’s ended. On top of that some of the folks who’ve been helping out House A Vet for a while are turning to it to help out some others they know are needing the help. Kind of hard to say no. “From the pandemic I’ve gained non-veterans,” Donahue said. “I’ve probably gained 10, 12 people (for the pantry) during the pandemic that are non-veterans.” So, another about 200 percent increase in need. In the middle of that —

Pick a hill and stand on it I’m not telling readers about House A Vet to drum up dollars for it. Although, if that happens, good. Our readers span from Martin north to Volusia counties with some in Seminole. There are a lot of great community social-service agencies in all of them. Some specialize in helping local veterans. Others are great programs that help a lot of veterans. Donahue’s not the only one who hasn’t been able to fundraise since March. If you’ve got a bit you can give, please look around at the local organizations with nearby offices where you can drop by and see what they’re doing. If you’re in Martin, House A Vet has an office at 490 Monterey Road, Stuart. The pantry is there noon to 2 p.m. on Wednesdays. It’s hard to overstate the profound affect NASA has had on the Veteran Voice coverage area — Martin north to Volusia counties, westward into Seminole. While NASA isn’t a military or even uniformed service — it’s an independent federal agency — it’s had deep connections to the military from its inception on July 29, 1958. It’s inarguable, too, that without NASA for the last six decades there wouldn’t now be a Space Force and Patrick Space Force Base in Brevard County. The braiding of the military and NASA started before 1958. NASA was largely inspired by and was the successor of the Air Force’s 1950’s Man in Space Soonest program. One of the early MISS pilots was Neil Armstrong who, famously, became the first human to step onto the moon.
July gives space enthusiasts lots of memorable dates July has some of the most important dates in NASA’s history. An important one involved the moon, and it’s not the one you’re probably thinking about. On July 31, 1964, the Ranger 7 probe beamed the first close-up pictures of the moon back to Earth. That was critical for designing lunar landers. Oh, and there was that July walk on the moon Armstrong took.
Apollo 11 Apollo 11 launched from the Kennedy Space Center on July 16, 1969. Astronauts Edwin “Buzz” Aldrin and Armstrong landed on the moon on July 20 as Michael Collins orbited above. By the way, Collins was the first human to ever be completely separated from Earth and others as he passed to the far side of the moon multiple times. He reportedly described

the experience as “relaxing.” The Apollo 11 crew returned to Earth on July 24, fulfilling President John F. Kennedy’s stated goal of “landing a man on the moon and returning him safely to the Earth” before the end of the 1960s. Landing a man on the moon actually had military value. In effect the United States created a diplomatic and legal argument against any claims of ownership by others. The plaque Aldrin and Armstrong left on the moon reads, “Here men from the planet Earth first set foot upon the moon July 1969 A.D. We came in peace for all mankind.” President Richard Nixon signed the plaque. The nuclear-armed Soviet Union and U.S. already saw the growing dangers of militarized space to the world and themselves. In 1967 other nations and they signed the “Outer Space Treaty” to prohibit some military uses of space. The treaty includes a
prohibition on nations claiming sovereignty over the moon, a prohibition reinforced by the U.S.’s declaration that Apollo 11 was a mission “for all mankind.”
Apollo-Soyuz That treaty wasn’t the end of the rival nations’ growing cooperation in space. The Space Race of the 1950s and 1960s was increasingly replaced with a space détente in the 1970s up to today with the Russian Federation and the International Space Station. On July 17, 1975, millions watched on television the docking of American and Soviet spaceships in orbit. That was the Apollo-Soyuz mission and memorable meeting between astronaut Thomas “Tom” Stafford and cosmonaut Alexei Leonov when they opened the hatches between the two ships. Apollo-Soyuz led to the less remembered 11-mission Shut-
tle-Mir program with Russia in the 1990s, which made way for the International Space Station in the 2000s.
Viking 1 and deep space probes Not all of NASA’s great space accomplishments have had humans leave Earth. On July 20, 1976, the Viking 1 lander became, arguably, the first successful planetary landing probe. Viking gave the world its first clear photographs from the surface of Mars, or any other planet besides Earth. The Soviet’s Mars 3 achieved a soft landing on the Red Planet in 1971, but the probe stopped transmitting within 30 seconds — not enough time to send comprehensible images. Viking 1 was part of an exciting era of solar sys-

On this day in 1863, the New York draft riot entered its fourth day in response to the Enrollment Act, which was enacted on March 3, 1863. It was the result of a simmering cauldron of resentments. Just after the Battle of Gettysburg, yet another where so many lives were lost, President Abraham Lincoln realized he needed more troops, and the only way to get them was a draft. In New York, this ran dead up against already existing politics and anger.
‘No Irish need apply’ Most of us are (or should be) aware of the reception Irish immigrants received in the mid-1800s when they came through Ellis Island. the battlefield at Gettysburg. More than 1,000 people on all sides died, and property damage topped $2 million. The draft was temporarily suspended, and a revised conscription began in August. As a result of the riots and the delicate political balance in the city, relatively few New Yorkers were forced to serve in the Union army.
Sound familiar? There are parallels today of the race riots of that time. We can debate the reasons, and should, but not without first identifying the underlying causes. First, a draft itself is always going to be unpopular. World War II was a notable exception, but even during that time of national unity, there were
dissidents. It took until today to recognize Black participation, and the injustice of the Japanese American internees, for us to take a harder look at history. Second, the Irish immigrants are unique in American history, having come here with nothing, but organizing influence that they knew was important going forward. Whether they did so with the best of actions is for further debate. Third, it is part of the peculiar and unique American dynamic that protest, even rioting, at times, is somehow part of the American fabric. Eventually, though, the military is always called in when things get out of hand, whether they’re up to the task or not. People like law and order, regardless of their race. Disagreement doesn’t always confine itself to Congress or the courts. “What is past is prologue,” wrote William Shakespeare.

They stepped in and stepped up greatly to be here and to take care of us. They’ve done a great job, and I am thankful for them.’’ While the work environment was unique to the guardsmen, who typically train to operate in a tactical and combat medicine environment, many of them were able to draw from their military and civilian experiences to provide professional care for the residents. All members of the team played an instrumental role in providing the residents with companionship and assessing their mental and emotional well-being during the quarantine. Their mental and emotional well-being is parallel in importance to their physical well-being during this crisis. Simply keeping the residents in good spirits is what the guardsmen aimed to do.

Why the connection between the military and NASA? President Dwight D. Eisenhower established NASA in 1958. It was the successor of the National Advisory Committee for Aeronautics, the agency many credited for creating America’s air superiority in World War II. Among other things, NACA helped produce the science and technology that gave birth to the P-51 Mustang state-of-the-art wing profile. The storied Mercury Seven astronauts — America’s first astronauts — were all

The guardsmen formed personal connections with the residents and got to know each of them on an individual level.
Emotionally invested During a daily meeting, members had the opportunity to talk to the group about how they were feeling and were able to look to one another for support. ‘’[The Ohio National Guardsmen were all] very caring and receptive to understanding how the residents are feeling, how the families are feeling, and how we as staff members are feeling,’’ said Mindy Bailey, one of two directors of Carlin House Assisted Living. ‘’They are more than just responding to a crisis. They were completely engaged in the entire body, mind and soul of the entire mission.’’

Sputnik’s mechanical beep sent shockwaves through the world. America, which dominated the skies in World War II, feared air superiority could be eclipsed by orbital superiority. Project Mercury was started in 1958 just weeks after NASA’s creation. While it succeeded in getting Alan Shepard to a suborbital flight in 1961, Soviet cosmonaut Yuri Gagarin was the first man in orbital space weeks before. Gagarin and most of his fellow cosmonauts were members of the Soviet air force. While both nations’ space programs were

officially civilian, it was clear they were both about military advantage, too. After trailing the Soviet space program for the first few years, the United States would soon start pulling alongside and arguably ahead on some fronts. Project Gemini ran from 1961 to 1966. It helped NASA master the nuts-andbolts needed for the ambitious goal set by world events as much as by President John F. Kennedy — getting humans to the moon. All of the Gemini astronauts were active-duty military, except one. That was Armstrong. He’d served in the Navy during the Korean War, but left the service in 1952. Recruits in ‘bubble’ during pandemic, officials say Initial training for Navy and Marine Corps recruits is continuing, as the services have adapted to keep the training pipeline open while maintaining safety measures necessitated by the COVID-19 pandemic. Marine Corps Maj. Gen. William F. Mullen, commanding general of Marine Corps Training and Education Command and Navy Rear Adm. Milton J. Sands, commander of Naval Service Training Command, briefed reporters at the Pentagon by telephone recently. Officials at Marine Corps Recruit Depot Parris Island, South Carolina, and MCRD San Diego in California are emphasizing social distancing and the use of personal protective equipment, reinforcing hygiene measures, imposing a 14-day restriction of movement on recruits prior to training, and testing recruits for COVID-19, Mullen said. MCRD San Diego is limiting the number of recruits per company to 325, and Parris Island is limiting the number to 454 for men and 120 for women due to the different styles of barracks, he noted. The 10 days of leave that Marines normally take after graduation has been canceled, he said, allowing the Marine Corps to control the transportation method to the School of Infantry for their follow-on training.

Bad paper veterans aren’t getting the help the Department of Veteran Affairs has promised. That’s what the House Committee on Veterans’ Affairs’ Subcommittee on Disability Assistance and Memorial Affairs heard on Wednesday, July 8. The subcommittee hosted the five-witness hearing “Stuck in Red Tape: How VA’s Regulatory Policies Prevent Bad Paper Veterans from Accessing Critical Benefits.” “We have heard reports that (Veterans Health Administration) employees are improperly turning away eligible veterans with an other than honorable discharge from VA healthcare,” said Florida Rep. Gus Billirakis to panel member Garth Miller, executive director of member services at the VHA. “As you know, there are many scenarios in which the other than honorable discharge still warrants VA care.” Billirakis and Rep. Greg Steube — whose district includes all of Okeechobee County — are minority members of the subcommittee. The hearing was a hybrid, including in-person and video appearances by witnesses and representatives. Steube never made a statement or asked questions at the hearing. There’s an estimated 507,000 veterans with discharges that qualify them for character of discharge determinations from the VA. Comparatively few have requested them.

scholarships. “My childhood dream of serving in uniform turned out to be a nightmare — one I couldn’t escape,” Goldsmith said. “A nightmare that would follow me everywhere I went.” The VA eventually diagnosed Goldsmith with military-related post-traumatic stress disorder and is giving him some services, which he expresses gratitude for. He wants move veterans to get the opportunity for needed VA services. He said the VA’s made lackluster efforts to reach the veterans with discharges that normally disqualify them from some or most services to let them know there are exceptions. “There is much more that can be done,” he said. “Congress shouldn’t leave it up to the VA to do it. Congress should make VA do it.”
Laurine Carson Before Goldsmith spoke the Veterans Benefits Administration’s deputy executive director of compensation service, Laurine Carson, gave testimony to the subcommittee. She explained the process veterans with various usually disqualifying discharges undertake for consideration for VA services. The numbers in the last decade haven’t been in those veterans’ favor. “Of these 37,000 (character of discharge determination) requests, 5,800 discharges were considered honorable for VA’s purposes and thus qualified for the full range of VA benefits,” Carson said. “Of the remaining 31,200, 11,000 were also disqualifying for medical treatment purposes.” Meaning the majority of those who requested character of discharge determinations qualified for some VA healthcare services. Billirakis, a Republican who represents the Tampa Bay area, told Carson and Miller he’s dissatisfied with the VA’s handling of character of discharge determinations. “We’ve got to do a little better,” he said at the hearing. “I don’t want to see any veteran turned away if they qualify for healthcare benefits.”
