Continental Congress passes Declaration...on July 6 Two loyalist Floridas during Revolutionary War Patrick McCallister FOR VETERAN VOICE

pmccallister@veteranvoiceweekly.com

It must have been an exciting July day. Delegates at the Second Continental Congress read the Declaration that Thomas Jefferson authored and voted to send it to the British Parliament and King George III. To this day folks gather in July every year to celebrate passage of…a whole other document. Independence Day celebrators should save some fireworks for July 6 to mark passage of the Declaration on the Causes and Necessity of Taking up Arms. That was passed a year before the Declaration of Independence. By the way, the Declaration of Independence didn’t cement American’s birth on July 4, 1776. The Resolution for Independence — the Lee Resolution — Congress passed on July 2 did that. The Declaration of Independence was the birth announcement.

Declaration on the Causes and Necessity of Taking up Arms The Revolutionary War pretty well started with the battles of Lexington and Concord in April of 1775. The Continental Congress made it officially the Revolutionary War as we now think of it by passing the Declaration of the Causes and Necessity of Taking up Arms on July 6, 1775. That was an explanatory justification for American colonists taking up arms against the British military. There was a division among colonists as to whether or not they were looking for independence from the British authorities — King George III and the Parliament. Many, probably most, saw their fight to be one for improving the empire to ensure citizen rights, even if not said in those words. As the war raged on in the midst of a

While largely overlooked in history books, Gen. George Washington expressed a lot of interest in capturing Florida and authorized military actions aimed at doing so.

political and ideological swirl, Thomas Paine anonymously published the tract “Common Sense” in January, 1776. The popular booklet solidified the notion of total secession from Great Britain and starting the United States.

Florida before the Revolutionary War Florida was a British colony from 1763 to 1783, so could well have been part of the Revolutionary War on the American side. Actually, it was two British colonties — East Florida and West Florida. The First Continental Congress sent the two Floridas invitations to join it in 1774. The Continental Congress formed in response to the Coercive Acts, a series of laws aimed at quelling revolutionary fervor found mostly in Massachusetts at the time.

Neither Florida sent delegates to the Continental Congress. From 1763 forward East Florida had a British population expansion southward from its capital, St. Augustine. Richard Oswald, for example, started a 20,000-acre planation in Volusia County near today’s Ormond Beach. Andrew Turnbull set up two 20,000-acre plantations for absentee owners in today’s New Smyrna Beach, which is also in Volusia. When the Continental Congress sent letters inviting East and West Florida to join it in pressing for greater autonomy and self-rule most of the residents were British military and families, slaves, foreign indentured laborers, and Native Americans, mostly Creek and Seminole. Florida was so sparse a British backwater at the time none of those groups felt particularly oppressed by London, and, of course, slaves didn’t get a say in anything.

East and West Florida stayed loyalist strongholds during the Revolutionary War. Indeed, the population swelled during the war as more loyalists made their ways here.

Florida in the Revolutionary War Florida wasn’t the scene of many Revolutionary War battles, and the ones that happened were comparatively small in terms of troops. But it was more important to both the British and Americans than many realize. Historian Roger Smith, University of Florida, has uncovered some 80 letters in which Gen. George Washington mentioned East and West Florida during the War for Independence. He authorized five invasions of Florida between 1776

20th president James A. Garfield 2nd shortest-serving in history the Civil War battles of Shiloh and Chickamauga and reaching the rank of major general. He was elected to Congress while still in the military, resigning to take his seat as a U.S. representative and serving from 1863 to 1880.

On July 2, 1881, only four months into his administration, President James A. Garfield was shot as he walked through a railroad waiting room in Washington, D.C. His attacker, Charles J. Guiteau, was a disgruntled and probably insane man who had unsuccessfully sought an appointment to the U.S. consul in Paris. The president was shot in the back and the arm, and Guiteau was arrested. Garfield, mortally ill, was treated in Washington and then taken to the seashore at Elberon, New Jersey, where he tried to recuperate with his family. During that time, Vice President Chester A. Arthur served as acting president. On September 19, 1881, after 80 days, President Garfield died of blood poisoning. The following day, Arthur was inaugurated as the 21st president of the United States. Garfield had three funerals: one in Elberon; another in Washington, where his body rested in state in the Capitol for three days; and a third in Cleveland, Ohio, where he was buried.

Charles Guiteau’s murder trial began in November, and in January 1882 he was found guilty and sentenced to death. In June 1882, he was hanged at his jail in Washington.

Early life and career Garfield’s father died when Garfield was only 18 months old, and he and his brothers had to help out at their farm near Hiram, Ohio. Eventually Garfield was able to get through school, taking on teaching positions to help pay his way through college, and he earned a law degree. Garfield served as an Ohio state senator from 1859 to 1861. He joined the Union army in 1861, taking part in

Becoming president In 1880, the Republicans nominated Garfield to run for president as a compromise candidate between conservatives and moderates. Conservative candidate Chester A. Arthur was nominated as vice president. Garfield was opposed by Democrat Winfield Hancock. Acting upon the advice of President Rutherford B.

Hayes, Garfield shied away from actively campaigning, speaking to reporters and voters from his home in Mentor, Ohio, in what was referred to as the first “front porch” campaign. He won 214 out of 369 electoral votes. Garfield was in office for only six and a half months. The one major issue that he faced was an investigation of whether mail route contracts were being awarded fraudulently, with tax money going to those involved. The investigation implicated members of his Republican Party, but Garfield didn’t flinch from continuing. In the end, revelations from the incident, called the Star

VA launches COVID-19 screening tool U.S. Department of Veterans Affairs The U.S. Department of Veterans Affairs (VA) announced today the launching of a digital COVID-19 screening tool to streamline veteran access to medical care during the coronavirus pandemic. The tool, designed with veteran and staff input, enables the screening of more than 10,000 people each day. Veterans, their caregivers and VA healthcare employees can use this tool on their mobile phones before entering facilities. It takes less than a minute to complete and helps reduce wait times, lowers exposure risk and eases patient stress. It also helps veterans gain confidence with increased digital interactions as part of their VA healthcare experience. “This screening tool emphasizes the ongoing importance of VA’s investment in digital modernization, as it went from initial concept to national availability in less than two

weeks,” said VA Secretary Robert Wilkie. “In addition to providing a broad range of innovations and improvements that significantly benefit the Veterans we serve; our culture of innovation allows us to respond quickly to urgent and evolving needs.” To protect patients and staff, VA screens everyone for coronavirus symptoms and exposure each time they enter a health facility. VA staff uses the information received to direct people to either enter the building or go to a designated area for additional screening. Veterans, caregivers and staff can use the tool by texting the word “SCREEN” to 53079 or scan a dedicated QR code with their mobile phone to get a link to the tool. They then answer a series of simple questions and share their results at the VA facility entrance. Route Scandal, resulted in important civil service reforms.

Assassination On July 2, 1881, Guiteau shot Garfield in the back in the Washington, D.C., railroad station while he was on his way to a family vacation in New England. The president lived until Sept. 19 of that year. The cause of death was massive hemorrhaging and slow blood poisoning, which was later described as being related more to the unsanitary way physicians treated the president than to the wounds themselves. Doctors of the time were not taught the role of hygiene in preventing infection. The standard procedure was to devote most of the treatment effort to removing the bullet, and a number of doctors repeatedly poked his wound in an unsuccessful search.

Legacy Garfield served the second shortest presi-

dential term in American history, topped only by the 31-day term of William Henry Harrison, the ninth president, who caught a cold that turned into fatal pneumonia. Garfield was buried in Lake View Cemetery in Cleveland. Upon his death, Vice President Arthur became president. Because of Garfield’s brief time in office, he couldn’t achieve much as president. But by allowing the investigation into the mail scandal to continue despite its effect on members of his own party, Garfield paved the way for civil service reform. He also was an early champion of the rights of African-Americans, believing that education was the best hope for improving their lives. In his inaugural address, he said: “The elevation of the Negro race from slavery to the full rights of citizenship is the most important political change we have known since the adoption of the Constitution of 1787. No thoughtful man can fail to appreciate its beneficent effect upon our institutions and people. It has liberated the master as well as the slave from a relation which wronged and enfeebled both.”

HOSPICE SEEKS VETERANS’ HELP Two memorials in planning stages on Treasure Coast We Honor Veterans

Patrick McCallister FOR VETERAN VOICE

pmccallister@veteranvoiceweekly.com

Treasure Coast Hospice loves its veterans. For a long time, folks there have bandied about building veterans’ memorials at its two locations, 1201 S.E. Indian Street, Stuart, and 5000 Dunn Road, Fort Pierce. Talking is becoming planning and Treasure Coast Hospice wants veterans to participate. “We don’t want this to be about just us,” said Agnes Palmer, manager of philanthropic partnerships. “We really want to hear from the veterans community.” Veterans can volunteer to serve on likely upcoming committees by calling Palmer at (772) 403-4574, or emailing her at APalmer@treasturehealth.org.

MJ Dowling Martin County artist MJ Dowling served in the Air Force from 1987 to 2007. She owns Blu H2O Art. The SARS-CoV-2/COVID-19 pandemic closed down art shows, galleries, and exhibitions, so Dowling suddenly had time to volunteer somewhere. Her college degree is in architecture, so she got involved with Treasure Coast Hospice, which is always in need of an architect. “Actually, my mom was in hospice about a year ago,” Dowling said. “They did such a phenomenal job caring for her at the end of her life. I wanted in some way to give back.” Which, as things progressed, got Palmer and Dowling into a conversation about hospice’s longstanding wish to erect memorials to veterans at contemplation gardens at its facilities. Dowling knew a lot about those gardens. “I sat out there to get some reflective time outside my

mom’s room,” she said. Dowling was immediately enthused when Palmer told her hospice has long wanted to honor veterans with memorials. Her artist’s and veteran’s brain immediately went to work. What was clear to her was everybody at hospice wanted way more than a bench with a plaque. Dowling created a vision for a veterans’ memorial that’d be an experience. “This memorial is not going to be one-sided,” she said. “It’s truly going to be a 360 experience.”

Her idea One of the things Dowling considered is the fact there are six branches of the Armed Forces including the new Space Force. There’s also the United States Merchant Marine with members being counted as wartime veterans during certain periods, and other uniformed services doing dangerous military missions including the National Oceanographic and Atmospheric Administration Commissioned Officer Corps. Members of the U.S. Coast and Geodetic Survey Corps and others have been assigned to and some-

times died on wartime military missions. Dowling had to create an image that fit the diversity of modern and historic military members and veterans. Men and women of all races from diverse backgrounds doing hugely different jobs and missions. The centerpiece of Dowling’s working concept is a walkway leading toward two blocks forming a doorway to evoke the idea of stepping through to the afterlife. “You’re going to be looking at the back of the service member,” Dowling said. “It’ll be a shimmering image of someone saluting and leaving.” That’s an aluminum silhouette of someone saluting evoking a sense of honoring the departed and a sense of one going on a final mission into the afterlife. The blocks will have stars on blue fields along with red and white stripes. Dowling aims for them to be asymmetrical with 10 stars on left, 11 on right. “I, though my design, can silently do the 21-gun salute,” the artist explained. Dowling is working with a landscape architect to ensure there’ll be plaza space for ceremonies around the memorials when they’re built.

The idea for ceremony space isn’t in hopes something might come of it. Treasure Coast Hospice is a member of We Honor Veterans, a program of the National Hospice and Palliative Care Organization in collaboration with the Department of Veteran Affairs. It’s dedicated to improving end-of-life care for veterans in the community. Among other things, the We Honor Veterans program has pinning ceremonies to recognize and honor veterans in palliative care. Maryellen Murphy, marketing manager, said Treasure Coast Hospice ceremoniously pinned 348 veterans during its last fiscal year. We Honor Veterans is more than feel-good ceremonies. According to We Honor Veterans about 680,000 veterans die annually. Many are unaware of the end-of-life and interment services and benefits the Department of Veteran Affairs has. Partner organizations, such as Treasure Coast Hospice, get training to help veterans know about VA benefits among other things.

What’s happening? Palmer, and Dowling, said creating veterans’ memorials at Treasure Coast Hospice is early. At this point what’s needed is to form one or more committees with local veterans to help guide the entire process and end result. They don’t want to do something about local veterans without local veterans. Veteran Voice will track this story in coming months. Dowling is working on presentation art to show what her ideas are. She said surely over time others’ suggestions will go into the final design.

CIVIL WAR HISTORY BURIED IN SEMINOLE COUNTY Patrick McCallister FOR VETERAN VOICE

pmccallister@veteranvoiceweekly.com

Walk into Seminole County’s Geneva Cemetery and head about a third of the way back. There’s a headstone marked “Pvt. Lewis Thorton Powell CSA.” The headstone credits Powell for his service in the 2nd Florida Infantry Co. 1, the Hamilton Blues, and 3rd Battalion Virginia Calvary, Mosby’s Rangers. It doesn’t state what he’s best remembered for, although the death date of July 7, 1865, gives avid students of the Lincoln assassination a hint of what that is. Part of the story is told in the “Florida Civil War Heritage Trail.”

Florida Civil War Heritage Trail One of the little-known gems at the Florida Department of State’s Division of Historical Resources is the “Florida Civil War Heritage Trail.” It’s a guidebook that includes information on about 200 Florida sites with some significance to the Civil War — battlefields, fortifications, cemeteries, museum exhibits, historical markers and more. Powell’s grave is on page 58. The Florida Association of Museums with help from the Florida Historical Commission produced the 80-page book with 31 sidebars. It starts with a linear narrative of Florida’s role in the secessionist movement, formation of the Confederacy, and Civil War, then it organizes sites in a sequence. Sites are divided among eight regions. Most of the Veteran Voice coverage area is in the book’s Central East Region, Volusia, Brevard, Indian River, St. Lucie and Martin counties. Seminole County is in the Central Region in the book. The book is available for download at www.dos.myflorida.com/historical/preservation/heritage-trails.

Photo courtesy of Wikimedia Commons Lewis Powell was among the conspirators who took part in a terrorist plot to destroy the federal government with the coordinated killings of President Abraham Lincoln, Vice President Andrew Johnson, and Secretary of State William Seward. Powell’s skull was discovered at the Smithsonian Institution and returned to his closest living relative in the 1990s. He’s interred in Geneva, Seminole County.

Lewis Thorton Powell Powell was born in Alabama in 1844. His father, George Powell, was ordained three years after his youngest son’s birth. The ministry, and some bad financial decisions, had the family move around. First they relocated to Georgia, then to Florida. The family moved around Florida some, too. The elder Powell established the First Baptist Church of Oviedo in 1869, which is still in operation as CrossLife Church. The younger Powell was, by all reports, a caring, kindly

lad. He helped so many stray and sick animals the family nicknamed him “Doc.” While he spent time hunting and fishing in Central Florida, the younger Powell reportedly also enjoyed the church services, the choir singing and Bible studies. But the world was changing. It was 1860 and Lincoln was running for president. Southern states attempted to subvert Lincoln’s presidential bid in a variety of accepted and underhanded ways. Still, he won the White House with 40 percent of the national

popular vote and 180 electoral votes in a four-way president race. The electoral victory enraged slavers who despised the upstart Republican Party. They rallied in Southern state legislatures to bypass post-election political action and head straight to secession with plans for war instead of legal defenses in federal courts. Florida was among the first states to secede. By April that year, the upstart Confederate States of America accepted Florida. Around that time the Powells were just relocated to Live Oak. The 16-year-old Lewis Powell headed to Jasper in May, 1861, to join the 2nd Florida Infantry. Powell was assigned to the Third Corps, Army of Northern Virginia, which landed him at the Battle of Gettysburg in July of 1863. He was wounded in that battle. He was shot through the wrist on July 2. That prevented him from being in Pickett’s Charge the next day, which probably saved his life. But, Powell was captured at Gettysburg. As a POW, Powell — true to the compassionate part of him — worked as a nurse at a camp. He was good at that, so the Union sent him to Baltimore to work as a nurse at the West Buildings Hospital. Powell escaped from there possibly with the help of a young woman, Margaret “Maggie” Branson. Branson may or may not have helped Powell escape, but it’s certain she took him to her family’s boarding house, a hotbed of Confederate sympathizers and spies. With newfound help from sympathizers Powell headed back south to rejoin the Confederate fight. Along the way, he learned about the storied Mosby’s Rangers. Powell wanted to join the instant he heard about the unconventional warfare unit. He did just that, too. In Mosby’s Rangers, Powell learned about blending in with civilian populations, stealth, subterfuge, lightning strikes

and retreats. He deserted the unit for unknown reasons, then went on a strange meandering taking aliases along the way. That eventually landed him in the company of John Wilkes Booth.

Plot to destroy the federal government Gen. Robert E. Lee’s surrender of the Army of Northern Virginia on April 9, 1865, effectively ended the Civil War. Remnants, including Florida, held onto the hopeless fight for several more weeks. But the war was over, the Confederacy had lost, and everybody knew it. Booth and co-conspirators hatched a desperate subversive plot to kidnap President Abraham Lincoln. The apparent aim was to get leverage to save the Confederacy. That morphed into a plan to assas-

sinate not only the president, but the vice president and secretary of state, William Seward. The idea was the throw the federal government into disarray and give the South a chance to regroup. Under the Presidential Succession Act of 1792 Lafayette Foster, president pro tempore of the Senate, would have become the acting president, but the Senate was out of session at time of the assassination. It’d taken time to get him sworn in to be Commander in Chief, and to get a new state secretary installed. The terrorist mastermind behind the whole plot, Booth, also believed he’d be lionized by Union and Confederate sympathizers alike for killing a president who, at the time, was probably the least popular, most hated ever. All historical records indicate that Booth believed he would be celebrated as a freedom fighter among the likes of George Washington. His co-conspirators were likely caught up in the belief they would be national heroes who’d thrown

the death strike on tyranny.

The night of the assassination On Good Friday, April 14, 1865, at 10 p.m. while Booth was navigating Ford’s Theater toward President Lincoln, Powell acting on newspaper reports that Seward was convalescing at home after a carriage crash went to the man’s home pretending to be a delivery man with medications. He was armed with a revolver and knife. The doorman was suspicious and asked Powell to wait. Powell, a trained fighter, sprang into brutal action. He rushed and fought through the doorman. He bolted up a staircase to the helpless Seward’s room. Seward’s son, Frederick, hearing the commotion ran from his room and confronted the attacker. Powell pulled his gun, but it misfired. Undeterred, Powell bludgeoned Frederick Seward with the malfunctioning revolver. The doorman, William Bell, did the 1865 equivalent of dialing 911 — he rushed out of the house hollering “Murder!” to get help. Powell threw the revolver aside, pulled the large knife, and crashed into Seward’s room. Two he didn’t expect awaited him. Army nurse Sgt. George Robinson, and Fanny Seward, the secretary’s daughter. Robinson intercepted Powell. The terrorist slashed the soldier. Fanny jumped in to save her father. Powell punched her in the face so hard she blacked out. The attacker viciously thrust his knife at Seward’s head as the secretary lay helpless. Powell sliced open the man’s cheek and deeply cut his neck. In the dim light, Powell saw a lot of blood. He was convinced the secretary was dead. He had little time to think about it one way or another. Augustus Seward, another son, burst in on the murder. Powell stabbed him repeatedly. Augustus stayed in the fight. He grappled the terrorist to the ground. Robinson, despite his injuries, joined in taking down Powell. They couldn’t keep him down. Powell escaped their hold. As he made his escape, Powell ran

his blade into a State Department messenger who happened on the scene, Emerick Hansell. The terrorist made it outside, made it to temporary freedom. Powell tossed his knife, mounted his horse, and disappeared on the dark streets of Washington, D.C.

The hours after the assassination By the time Powell was on the streets of Washington, D.C. news of the president’s killing was spreading fast. There’s a lot we don’t know about the next three days of Powell’s life. But it’s safe to speculate he figured out quick that he wasn’t going to be greeted as a freedom fighter — he was going to hang if he got caught. Powell made a critical error. He discarded his overcoat without emptying the pockets. Investigators found the overcoat, and the leads in the pockets. That’d lead them to the Surratt boarding house — a place the D.C. Metropolitan Police Department already suspected played a role in the terrorist conspiracy. That’s where Powell’s luck ran out. For unknown reasons he went there. Investigators were on scene when he showed up. Police arrested Powell and he ended up on the USS Saugus awaiting trial. Powell, despite the ruthlessness of his attack, left witnesses. Enough for a military tribunal to convict and sentence him to hang. The sentence was carried out on July 7, 1865.

The interment in Geneva Powell was first buried not far from where he hanged. Then he was moved and interred again. Through a series of quirky events he was disinterred yet again and his skull ended up at the Smithsonian Institute. It stayed there — not on display — from 1898 to 1994. His closest living relative at the time learned about the skull and requested it for interment near Powell’s mother in Geneva. About two dozen attended Powell’s final interment in November of 1994. His grave is a permanent tie between Seminole County and the Lincoln assassination. The Geneva Cemetery is at 240 1st St.

and 1780. Pennsylvania congressional delegate James Willing had lived and done business in Natchez, which was part of West Florida at the time. Willing thought West Florida was an important catch for the Americans, so as a captain in the Continental Navy raided it in 1778 and made loyalists in Pensacola pledge allegiance to the upstart United States. That’s remembered as the Willing Expedition. His efforts came to naught. West Florida went to the Spanish in 1779 as the American Revolution raged. Spain took advantage of the situation and declared war on Britain. Bernardo de Galez, governor of Spanish Louisiana, launched attacks on West Florida. Things were interrupted by a hurricane, but by 1781 the British garrison at Pensacola — the capital — surrendered and West Florida was again a Spanish territory. East Florida got a fair number of cross-border raids by the Georgia and Florida mili-

tias. The revolutionary fighters in Georgia saw St. Augustine as a good target for the taking. That lead to the biggest Revolutionary War action in Florida — the June 1778 Battle of Alligator Creek Bridge.

Battle of Alligator Creek Bridge In the months leading up to the battle about 400 of Georgia’s Continental troops moved to their southernmost fort and awaited additional forces from South Carolina. The East Florida British watched the situation and readied for an incursion. About 1,700 Continental troops finally set out marching and arrived at St. Marys River on June 26, 1778. They were ready to go take St. Augustine. Then egos got in the way. Two of the Revolutionary generals in the company disagreed on whether they needed to first take down the British Fort Tonyn in modern-day Nassau County, or march straight on to St. Augustine. Gen. Robert Howe commanded his portion of the force to attack Fort Tonyn, thus he split the troops. The British Lt. Col. Thomas Brown heard that the Amer-

icans were coming, so abandoned and burned the fort. His soldiers and he hid in the area and awaited the Georgia forces. But, their patience wore thin, they got hungry, and desertions started. Brown decided to head south before he had a total revolt on his hands. What happened next got super messy, largely because of a lack of uniforms and will to fight on either side. Howe sent a force to run down the British regulars now heading for a bridge at what they called Alligator Creek near modern-day Callahan. The revolutionaries caught the regulars on the road and chased them. This is where things got messy for everybody. Regulars set up at the bridge couldn’t identify friend and foe, so started shooting. After a bit, they started figuring out who was who and turned their guns the right ways. In the pursuing melee, the revolutionary troops were quickly swamped and had to retreat. The British regulars took advantage of the situation, regrouped and marched north sieging and occupying Savannah by the end of 1778. The Americans accompanied by French naval forces went

back in 1779 for the failed Second Battle of Savannah. Fortunately, things went better for the Americans elsewhere. The British surrendered in 1781 and negotiated for peace with the Spanish and Americans.

Florida after the Revolutionary War After a 20-year British rule, the two Floridas officially returned to Spanish control in 1783, but Spain didn’t much care about the North American territory after that. For about the next 35 years Florida was largely a lawless frontier populated by disparate groups from the British and first Spanish periods, along with various newcomers who were by and large technically unauthorized immigrants. A lot of them were coming from the upstart United States — Georgia and South Carolina mostly — for various reasons. The Spanish decided everything Florida just wasn’t worth the bother anymore and ceded the East and West to the United States in 1819. It became a territory in 1821.

As the Florida National Guard continues to support the state’s response to the COVID-19 pandemic, strong partnerships with local agencies have become crucial to the success of the guard’s ongoing mission in South Florida. In recognition of the logistical assistance received from local partners in support of walk-up community-based testing sites in Miami-Dade County, two members of the Miami-Dade County Fire Rescue Department were recently awarded the Florida Commendation Medal. “Having served in the Florida Guard, I appreciate all that the guard does, and understand the importance of this relationship,” said Brandon Webb, battalion chief of Miami-Dade County Fire Rescue’s special operations division. “The Guard’s presence in Miami-Dade has been instrumental in helping us serve our residents.” Webb served in the Florida Guard as an infantryman in D Company, 1-124th Infantry Battalion from 1991 to 1999, retiring as a noncommissioned officer. Both Webb and Artu-

ro Abreu, the department’s logistics manager, received the Florida Commendation Medal from Army Lt. Col. Jeff Moore, commander of the Florida Army National Guard’s 254th Transportation Battalion, during a ceremony held at the South Dade Government Center. “The leadership and guidance of Chief Webb and Mr. Abreu helped us tremendously throughout our operations in support of the state’s COVID-19 response in Miami-Dade,” Moore said. “They helped us get what we needed, when we needed it.” Since mid-March, the 50th Regional Support Group has served as the Guard’s main effort supporting the state’s COVID-19 response. Working with federal, state and local authorities throughout Miami-Dade, Broward and Palm Beach counties, the 50th RSG and its subordinate units have provided direct and indirect support to more than a dozen testing locations, helping to administer more than 200,000 sample collections to date. The group’s soldiers also are supporting screening operations at three airports. (Army Maj. Jesse Manzano is assigned to the 50th Regional Support Group.)

Weekly Briefs Navy discovers 4000th comet The U.S. Naval Research Laboratory’s Large Angle Spectrometric Coronagraph (LASCO) instrument identified the 4000th comet discovered by the Solar and Heliospheric Observatory (SOHO), a joint mission between the European Space Agency and NASA on June 15. LASCO, which is aboard SOHO, was developed in 1995 to see the extremely faint emission from the region around the Sun called the corona. Operating in space for nearly 25 years, the telescope has seen much more space action than researchers originally anticipated — discovering well over half of all known comets. The majority of the comet discoveries were made by amateur astronomers who participated in the NASA-funded and NRL-managed Sungrazer project, which encourages citizen scientists to peruse imagery from SOHO and the Sun-Earth Connection Coronal and Heliospheric Investigation (SECCHI) instrument suite on the NASA Solar Terrestrial Relations Observatory (STEREO) and search for previously unknown comets.

Marines train with Albanians U.S. Marine Corps UH-1Y Venoms and AH-1W Super Cobras assigned to the 26th Marine Expeditionary Unit and attached to the Bataan Amphibious Ready Group participated in a live-fire training exercise in Bize, Albania, June 22. The exercise was planned alongside Albanian allied forces and consisted of aviation ordnance-delivery training aimed at increasing readiness and reinforcing the partnership between the U.S. and Albania. “The BATARG and 26th MEU are excited about the opportunity to build on the live-fire exercise conducted by the U.S. Navy’s Helicopter Sea Combat Squadron 28, Det. 1, with our Albanian partners less than two months ago,” said Capt. Lance Lesher, commodore of Amphibious Squadron 8.

Space Force beefs up security The U.S. Space Force Commercial Satellite Communications Office recently announced the development

of its Infrastructure Asset Pre-Assessment Program. The objective of the IA-PRE Program is to advance the security posture of current and future commercial satellite communications procurements for the Department of Defense. As the sole authority for procurement of COMSATCOM services for all of the DoD, the USSF must ensure the most secure space systems are available to support the U.S., its allies, and the joint warfighters.

Army research goes quantum Two U.S. Army research projects advance quantum networking, which will likely play a key role in future battlefield operations. Quantum networks will potentially deliver multiple novel capabilities not achievable with classical networks, one of which is secure quantum communication. In quantum communication protocols, information is typically sent through entangled photon particles. It is nearly impossible to eavesdrop on quantum communication, and those who try leave evidence of their tampering; however, sending quantum information via photons over traditional channels, such as fiber-optic lines, is difficult – the photons carrying the information are often corrupted or lost, making the signals weak or incoherent.

Two ships break records As of June 25, the aircraft carrier USS Dwight D. Eisenhower (CVN 69) (Ike) and its escort ship, the guided-missile cruiser USS San Jacinto (CG 56), have been continuously at sea for 161 days, setting a new record for the U.S. Navy. Both ships departed their homeport of Norfolk, Va., on Jan. 17, for the strike group’s Composite Training Unit Exercise (COMPTUEX) and follow-on deployment to the U.S. 6th and 5th Fleet areas of operation. Although Naval History and Heritage Command does not specifically track continuous days under way for naval vessels, it has two modern documented days-at-sea records, both of which are now broken. In Feb. 2002, the aircraft carrier USS Theodore Roosevelt (CVN 71) operated for 160 days straight in support of post-9/11 response. And it was again, Ike, who held the record of 152 days consecutively under way during the Iran hostage crisis in 1980.
