Veterans ask themselves time and time again why they have served. No one remembers. You do your service, and it’s done, and no one really remembers. Or …. Don’t they? Every kid in America should know the Constitution of the United States. The very first Amendment says, “the government (will not) make laws which regulate an establishment of religion, prohibit the free exercise of religion, or abridge the freedom of speech, the freedom of the press, the right to peaceably assemble, or the right to petition the government for redress of grievances.” Seems pretty simple. Or, not. It is the Constitution we have all fought for. And the First Amendment makes all the other ones carved in stone.
The First Amendment to the Constitution of the United States “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.” This is pretty clear. In the Revolutionary War times, the Church of England was the law of the land. The thing was, Americans came from all kinds of religious backgrounds. Catholics. Lutherans. Methodists. Calvinists. Humanists. Amish. For a government to declare one religion over all was to
go against the grain of every American that found himself on this shore. Naturally, that wasn’t going to happen. The First Amendment made sure it wouldn’t happen.
Freedom of Speech Next is Freedom of Speech. This doesn’t mean “freedom from speech that offends us.”’ It means Freedom of ALL Speech. Of course, there is speech that offends us. Speech that gets our goat. It is precisely this speech that we must protect. Why? Because it is SPEECH.
Freedom of the Press Nowadays, our press doesn’t seem to be doing its job. It appears to be moving in lockstep, with some kind of shared ideology. Still, it is protected by the First Amendment the Constitution. With great and widespread attention comes responsibility. Our press finds itself in a moment in time that it has never done, not even in the darkest moments of World War II. It is to be hoped that our voices will be heard. From the beginning, until now.
At press time the Department of Veteran Affairs has confirmed at least 24,100 cases of SARSCoV-2/COVID-19 among veterans who’ve been tested or treated at VA facilities. That’s up by about 11,504 cases in the 37 days since Veteran Voice last reported the VA’s numbers. The Veterans Health Administration counts about 5,250 cases of the novel coronavirus among veterans as “active,” and about 18,850 as “convalescent.” There’ve been about 1,825 known deaths of veterans by COVID-19, which is up by 425 since Veteran Voice last reported the VA’s COVID-19 National Summary, June 10. This makes it appear that COVID-19 has rapidly increased its pace among veterans in recent weeks. At Veteran Voice’s June examination of the VA’s reporting the average daily increase for COVID-19 among veterans — by taking increases in cases from the previous check divided by the days between them — was 466. At this check, July 15, the average daily increase
Orlando and West Palm Beach Orlando’s Lake Nona VA Medical Center has had 697 confirmed cases of COVID-19 among its veterans, workers and those fit into a category of “all other.” The center’s catchment area includes three counties in Veteran Voice’s coverage area: Volusia, Seminole and Brevard. The Orlando VAMC has reported no deaths among its staff. Five veterans have died. At press time the Orlando medical center had 292 active cases. Of those 275 were veterans, 15 employees and two “all other.” It had 400 convalescent cases. Of those, 342 were veterans and 43 were employees. It had 15 listed as “all other.” The West Palm Beach VA Medical Center has had 309 confirmed cases of COVID-19 among its veterans and workers and “all others” The center’s catchment area includes three counties in Veteran Voice’s coverage area:

Spanish-American War raged over the summer of 1898 – shaped Florida, nation and veterans organizations

The spring and summer of 1898 was an exciting time for Florida. The U.S. was going to war against a European power for the first time in eight decades — the War of 1812 was the last one with a European power — and Florida was the base from which the nation would fight half of it. On July 25, 1898, U.S. ground forces launched their part in the Puerto Rico Campaign to free the island from Spanish rule. It’s been a U.S. territory and commonwealth ever since the Spanish ceded it in August that year wrapping up the Spanish-American War.
America goes to its first global power war In late April, 1898, Congress passed a resolution rooted in the Monroe Doctrine supporting Cuban independence from Spain. Congress authorized President William McKinley to use military force to support the Cuban independence movement, then a few days later just out-and-out declared war on Spain. Weeks before Congress appropriated a whopping $50 million (about $1.5 billion today) to puff up the military in anticipation of the coming fight. It’s easy to overlook the Spanish-American War today. After all, it was about threemonths long and ambassador John Hay called it a “splendid little war,” a quote often used to imply dismissiveness at the time. But the Spanish-American War shaped what America, and arguably Florida, would be in the 20th century and beyond. Hay’s quote is almost always cut off at the first
seven words. What he wrote to the New York Army National Guard’s Col. Theodore Roosevelt was— “It has been a splendid little war, begun with the highest motives, carried on with magnificent intelligence and spirit, favored by that Fortune that loves the brave. It is now to be concluded, I hope, with that fine good nature, which is, after all, the distinguishing trait of the American character.” Hay most certainly recognized the importance of what the Spanish-American War was and how decisions made in 1898 would forever influence national and world affairs as America stepped onto the global stage as a force to be reckoned with. Additionally, the Veterans of Foreign Wars, arguably the first of the modern veterans service organizations, was started by that war’s veterans.
Remember the Maine, to hell with Spain The one part of the Spanish-American War anyone remembers is the explosion and sinking of the USS Maine on February 15, 1898. In January that year the American-designed and -built armored cruiser — some classify it as a battleship — left Key West for the nearby Havana to act as a show of force to the Spanish to ensure American interests on the island as a revolution raged there. Capt. Charles Sigsbee, a Civil War veteran, reported weeks of amicability between the ship and Spanish authorities and military on Cuba. He forbid shore leave, kept his crew alert for dangers, and carefully screened locals who came aboard for various things. By all accounts, Sigsbee ran the tightest of ships. Despite the caution the Maine catastrophically exploded at about 9:15 p.m. in Havana Harbor. The blast was aston-

ishingly large. It reportedly shattered windows in much of Havana and overturned smaller boats in the harbor. At least two officers and 251 Marines and sailors died in the blast and sinking. Another seven were rescued from the waters, but soon died of injuries. An officer reportedly later died of “cerebral affection” — likely what we’d now diagnose as a traumatic brain injury. It was the Navy’s largest recorded loss of life in a single incident until the Japanese attack on Pearl Harbor. The Maine sinking was that generation’s Sept. 11. The rub is, the Maine explosion was likely a fluke accident of a spontaneous combustion in the coal bunker. That’s the conclusion of a 1970s Navy investigation. But in 1898 the court of inquiry led by Capt. William Sampson thought evidence pointed to a mine sinking the Maine. The Spanish desper-
ately pointed to evidences it wasn’t a mine, such as no dead fish in the harbor typical in underwater blasts. Americans weren’t much in a mood to hear it. The cry for war resounded in the American press for weeks. Stoking much of the pro-war heat was the Cuba Libre movement that was hugely popular and influential in Florida at the time. McKinley, a Civil War Army veteran, resisted the impulse for war and sought diplomatic resolution for the destruction of the Maine.

The National Medal of Honor Museum partnered with the White House Historical Association on July 16 for a virtual “happy hour” featuring Medal of Honor recipients General Pat Brady, Staff Sergeant David Bellavia, and Joe Daniels, president and CEO. They shared the history and meaning behind the United States military’s highest award for valor in combat and tell personal stories of their ceremonies at the White House. “You’re not born with character. This week’s Medal of Honor podcast featured the story of Marine Corps Corporal Hershel Woodrow “Woody” Williams (who has frequently been covered in
Veteran Voice). Williams received the Medal of Honor for his unmatched bravery during the Battle of Iwo Jima. Trained as a demolition sergeant, Williams managed to wipe out seven of the enemy’s pillboxes — now known as bunkers — in just four hours with only four riflemen to protect him. His efforts neutralized one of the most defended enemy strongholds he and his regiment had encountered during the battle. The environmental team with Marine Corps Base Hawaii is making it their mission to maintain mission readiness while protecting endangered green sea turtles during the months of May through August aboard MCBH and Marine Corps Training Area Bellows. Most adult green sea turtles that feed throughout the main Hawaiian Islands migrate to French Frigate Shoals in the Northwest Hawaiian Islands to nest. However, an increasing number of green sea turtles are now nesting on the beaches of the main Hawaiian Islands. Members of base environmental are monitoring and managing nesting sites across the beach aboard MCTAB. Female green sea turtles lay about 100 eggs per nest and will nest every two weeks from May through August before leaving the nesting area. It is estimated that only 1 percent of the hatchlings will survive; therefore, it is important to keep these nests safe from any disturbance and give hatchlings the chance to make it from their nest chamber to the ocean. “This is the first time MCBH has documented nesting at Bellows Beach,” said Keith Roberts, natural resources manager with MCBH environmental. “As this was unprecedented, the environmental division was quick to ensure

further observation and protection measures for the identified nesting sites.” “We mark them with posts, from there we rope off around the perimeter with high visibility orange rope,” said Dain Christensen, a bio science technician with the MCBH
environmental division. “At 100 ft. we have signage making sure that the occupants of the beach keep a safe distance from the nests.” “We haven’t documented them at this area before. It is really important to preserve them because the islands in the Northwest are really shallow which causes turtles to lose habitats, we want to make sure we can preserve as many habitats as we can for them.” The MCBH environmental team is prioritizing keeping these nesting sites safe and protected, while balancing mission requirements in regard to training. “We have volunteers that come out and assist us with monitoring and putting up signage,” said Roberts. “Those volunteers are escorted with MCBH environmental personnel.” “Hatchlings begin emergence around the 55-65 day mark,
on Oahu the average being about 60 days,” said Roberts. “We haven’t documented them at this area before,” said Christensen. “It is really important to preserve them because the islands in the Northwest are really shallow which causes turtles to lose habitats, we want to make sure we can preserve as many habitats as we can for them.” The Environmental Compliance and Protection Department carries out the functions of compliance, pollution prevention, conservation, installation restoration, and training, education, and outreach at MCBH such that it contributes to the combat readiness of Marines, and protect human health and the environment. “We are here to ensure that training and recreation can continue while protecting natural resources at the same time,” said Roberts.

Agitators on the streets of Washington, D.C., day after day demanding cash from the government, not letting go of the past, refusing to leave or hush. Most of them aren’t even locals, so they’re camping out in empty buildings and parks during a presidential election year no less. It was 1932. That’s about how news stories were sounding at that time. The protestors were combat veterans, family members and supporters. Their service in uniform didn’t protect them from being dubbed “bums,” “agitators” and “communists.” Their service didn’t protect them from violent eviction from Washington D.C. on July 28 by the police department and military. Their service didn’t protect a lot of those same veterans from being hung out to die when the Great Labor Day Hurricane hit Florida on Sept. 2, 1935. There are two wars that shaped not only the modern military, but also the modern veteran. Those were the Spanish-American War in 1898 and the Great War in 1917-1918, what we normally call World War I. America rushed into both wars with little in place to help the veterans afterward. What veterans benefits and assistance existed were because of the efforts of the Grand Army of the Republic. Those benefits and helps were put in place for Civil War veterans with distinct needs and wants decades earlier in a different and changing America.

Their violent eviction from Washington D.C. followed three years later by the deaths of 250 veterans working on the Overseas Highway in Florida was the turning point for veterans to get better treatment.
weeks the military swelled from counting service members in the tens of thousands to the hundreds of thousands. The Army alone increased from about 25,000 to 100,000 overnight. The National Archives reports that from April 25 to Dec. 10, 1898, the military had about 281,000 service members. About 73,000 were directly involved in combat operations in the Spanish-American War. About 3,000 died from disease or combat. The majority from diseases. Almost 1,700 were significantly wounded. It’s hard to top the Veterans of Foreign Wars’ description of its early history and the aftermath of the Spanish-American War on its veterans. “We trace our roots back to 1899 when veterans of the Spanish-American War (1898) and the Philippine Insurrection (1899-1902) founded local organizations to secure rights and benefits for their ser-
vice,” reads to organization’s website. “Many arrived home wounded or sick. There was no medical care or veterans’ pension for them, and they were left to care for themselves. “In their misery, some of these veterans banded together and formed organizations that would eventually band together and become known as the Veterans of Foreign Wars of the United States. After chapters were formed in Ohio, Colorado and Pennsylvania, the movement quickly gained momentum.” Four regional organizations merged in 1913 to 1914 officially becoming the national VFW we know today.
American Legion The VFW had just a few years to work for a modernization of veterans benefits before the Great War came along. The
wartime increase in military forces repeated itself even more than it had in 1898. When President Woodrow Wilson and Congress decided to enter the Great War in April of 1917, they instituted a draft. The military would go to about 4.8 million members in a matter of months. Two million military members would become part of the American Expeditionary Forces fighting in Europe. Another 200,000 Navy personnel would serve in European waters. The war was brutal. The U.S. had more than 53,000 combat deaths. Other war-related deaths totaled more than 63,000. Then there were the 204,000 American service members who were catastrophically wounded. America had about 2.1 million new combat veterans by the end of 1918 — and no real plans on how to help them when they

dence fighters bought a former Confederate steamer, the Virginius, and used it to shuttle supplies and fighters between the U.S. and Cuba. The American Navy was reportedly aware of and unmotivated to stop the ship’s missions that enraged the Spanish. In 1873 the Spanish captured the ship that had about 50 British and American sailors aboard. The Spanish put them on trial for piracy, found them guilty, and handed out death sentences. The Spanish authorities started making good on those death sentences, and Americans were enraged. To avoid war with America, the Spanish returned the living crew and Virginius and paid reparations to the families of those authorities had executed. The Spanish were probably well aware that at best the only thing they’d win in a war with America was bragging rights. Americans on the other hand could come out of a war with sugar-rich Cuba in hand. The Americans — and Confederates when they existed
— eyed annexing Cuba since getting Florida in 1821. The idea of an American, or at least American-friendly, Cuba went back to President Thomas Jefferson as late as 1805 and possibly sooner. He reportedly dispatched secret agents to the island to look for ways to get it for the U.S. But, Spain had gotten Florida back from the British in 1783, so Cuba was less logical for U.S. expansion than it would later be. In 1821 the Americans got Florida from Spain, and the U.S. was now 90 miles from Cuba. In 1823 the secretary of state and soon to be next president, John Quincy Adams, wrote a treatise articulating American intention to eventually possess Cuba. “There are laws of political as well as physical gravitation; and if an apple severed by its native tree cannot choose but fall to the ground, Cuba, forcibly disjoined from its own unnatural connection with Spain, and incapable of selfsupport, can gravitate only towards the North American Union which by the same law of nature, cannot cast her off its bosom,” he wrote. The Knights of the Golden Circle — a pro-slavery and
later Southern secessionist secret society and think tank founded in 1854 — carried Adams’ logic to its next level. Why wait for the apple to fall? Just pluck the apple from the tree. The knights made plans and tried to manipulate events to get the U.S. to annex Cuba to be a slave state. That wasn’t its only plan. The group envisioned a southward version of Manifest Destiny for Southern states, and later the Confederate States, to encircle the Gulf of Mexico and Caribbean Sea. Cuba was its biggest covet. The Civil War and 13th Amendment quashed the Golden Circle conspiracy. But, Cuba still looked to many like a logical extension of the United States to most.
A butcher and a butchered letter By the time the Maine blew up Americans, urged on by the most popular media companies of the day, despised the Spanish. Part of that was because of personal offense. The other part was philanthropic outrage at Spanish atrocities. First the offense. While tensions were in the air
over the longstanding and renewed revolution in Cuba, the Spanish ambassador to the United States, Don Enrique Dupuy de Lôme, wrote smack about McKinley to the foreign minister of Spain and mailed it to Cuba. Where revolutionaries intercepted it. And they passed on copies to the American press. Which published the offending letter on Feb. 9, 1898. That outraged Americans less than a week before the Maine explosion. To his credit, Dupuy de Lôme quickly verified he’d written the letter, acknowledge that he sincerely meant every word, but insisted they were his thoughts not Spain’s. He’d already resigned the ambassadorship and easily acceded to immediate expulsion. Probably more influential to the American psyche was “El Carnicero,” “The Butcher.” That was Capt. Gen. Valeriano Weyler y Nicolau. He’d decided there were two kinds of Cubans. Those who’d be herded into concentration camps rampant with starvation and preventable diseases for indefinite detentions ostensibly for their protection, and those who’d he kill for being insurgents. Reports of his atrocities filled American

newspapers. Many Americans wanted immediate intervention for the Cubans on humanitarian grounds.
America’s steps out to become a global power With the Maine still fresh on people’s minds, those and other factors came to a head and Congress declared war on Spain on April 25, 1898. Within weeks Florida — Tampa mostly — was filling up with a diverse lot of war volunteers, such as the well-remembered 1st United States Volunteer Cavalry, Theodore Roosevelt’s “Rough Riders.” But, less remembered is that the military made a point of including former Confederate officers in the upcoming Spanish-American War. At the same time the Army dispatched members of the 9th and 10th Cavalry regiments — the Buffalo Soldiers — to Tampa to be among the combat troops heading to Cuba.
In a weird kind of way the Spanish-American War was to be an exercise in healing still bleeding wounds from the Civil War fought 33 years earlier. On the other side of the world, the USS Olympia and Asiatic Squadron were heading from Hong Kong to Manila Bay, Philippines, before there was even a declaration of war. That was thanks to the then assistant secretary of the Navy before he resigned. Yes, that was Roosevelt. When no one was looking, he ordered Commodore George Dewey to head to Manilla Bay in anticipation of the war. Or to start it if needed. The first shots of the war happened in Manila Bay on May 1. That battle lasted a few hours, and tensions quickly started with the Germans. But, that’s another story. On June 14 the American forces left Tampa for Cuba. By June 22 they’d started making a beachhead with help from the Cuban independence fighters. The fighting got underway fast. By early July the Spanish folded on Cuba. The naval campaign at Puerto Rico had stated on May 12. As men-
tioned above, the land offensive started on July 25. By August 13 the United States ended up with Puerto Rico and the Philippines along with occupying Cuba. It also ended up with a lot of hard decisions about what it’d do with its newfound global power. A lot of the choices went sour, which sparked the messy Philippine-American War and years of bedeviling insurgency in the Philippines. Cuba became independent within a few years, free from Spain and, mostly, the United States. That was largely thanks to Sen. Henry Teller, a Colorado Republican, who foresaw the U.S. losing its head and annexing Cuba. He offered up an amendment to an 1898 congressional joint resolution assuring— “(The United States) hereby disclaims any disposition of intention to exercise sovereignty, jurisdiction, or control over said island except for pacification thereof, and asserts its determination, when that is accomplished, to leave the government and control of the island to its people.” Still, the U.S. did pressure the upstart Cuban government
to add to its constitution a lengthy provision allowing the United States to circumstantially intervene in its affairs. And the U.S. did several times up to the 1930s.
The legacy of the Spanish-American War Without the Spanish American War it’s likely the U.S. wouldn’t have joined the Eight Nation Alliance to quell the Chinese Boxer Uprising in 1901, joined in the Great War, or joined in World War II. It’s also likely that the U.S. wouldn’t have gotten involved in the so-called Banana Wars, Korea or Vietnam, too. Those and other dominoes of history started falling by the push of the Spanish-American War. And Florida — the Spanish-American War demonstrated how militarily valuable it is. Florida has three Air Force bases, one Space Force base, and seven Naval stations, along with Camp Blanding. It also has the third largest veterans population in the United States. Many resettle here after serving at those bases and stations.

VOLUSIA COUNTY Company wins key cloudbased defense contract Devo Technology, the cloud-native data analytics and security company, announced it received a contract award from the U.S. Air Force for the Enterprise Cyberspace Security & Defense (CS&D) Global Security Information Event Management (SIEM) System. The value of the contract for Devo software and related services is $9.5 million. Devo was selected as part of the initiative driven by Air Forces Cyber Command (ACC) known as “12N12,” which is intended to streamline cyber weapon systems tools for the Air Force. Beach honors African American Korean War veteran A popular destination for beachgoers, fishermen, and people seeking recreation near the water, Rosamond Johnson Beach, Pensecola, honors an African American hero who was killed in action serving in the U.S. Army during the Korean War. This beautiful beach is as rich as it is in history as it is in beauty. The beach is situated on the east side of Perdido Key, and is part of Gulf Islands National Seashore. Pvt. Rosamond Johnson Jr., a Pensacola native, was born on May 18, 1933. He enlisted in the U.S. Army at only 15, lying about his age to support his
family, according to the National Park Service. Johnson, a member of the 24th Infantry who was stationed in Japan during the Korean War, died after successfully carrying two wounded soldiers to safety. Johnson was rescuing a third comrade when he was fatally wounded. “The soldiers of the 24th Infantry regiment who fought in Korea were heirs to a long tradition of service by [African Americans] in America’s wars,” according to the book Black Soldier, White Army: The 24th Infantry Regiment in Korea, available to read online at history. army.mil.
Gaming aids Wounded Warriors Wounded Warrior Project (WWP) hosted its largest ever gaming tournament to date: a one-day Apex Legends tournament on July 19, powered by Super League Gaming (Nasdaq: SLGG). All donations made during gameplay will support warriors who are helped by WWP programs and initiatives. The tournament, sponsored by HyperX, Rip It Energy, and Swanwick, was livestreamed on Twitch by both Super League and WWP. from page 7 got home. In 1919 America got a new organization of Great War veterans — The American Legion. One of the earliest members was David Forster, a New Smyrna Beach resident. He became the first national executive committeeman for the Department of Florida. The upstart American Legion was distressed that at the time veterans’ benefits were scattered throughout the federal government. All the agencies that handled veterans benefit had different filing requirements making it difficult for Spanish-American War and Great War veterans to get them. They went to Congress and succeeded in swaying it to create the Veterans Bureau in 1921. For all the hopes pinned on that, the corruption-filled federal bureau was little help to veterans.
Where are our benefits? Even in the Roaring ‘20s with its famous economic expansion, a lot of Great War veterans were having troubles getting jobs. That was their main grievance. While the veterans were off fighting for democracy in Europe during their early work-experience years their non-veteran peers were getting jobs in the booming factories. The economy slumped about the time the veterans were getting home. When it rebounded those with factory experience were getting jobs to live the Roaring ‘20s. The veterans — they didn’t have factory experience. They had much harder time finding work and largely missed out on the Roaring ‘20s. Adding to the veterans’ economic disadvantage, they’d been underpaid for their service. The American Legion and others had, soon after the war ended, persistently and convincingly argued to Congress that the American Expeditionary Forces didn’t get the pay it was supposed to. The House of Representatives repeatedly passed legislation to give those veterans the rightful additional pay. The Senate was ambivalent. Presidents Warren Harding and Calvin Coolidge, neither of whom served in the military, vigorously opposed backpay for the veterans.
The compromise that got through Congress and the president — the World War Adjustment Compensation Act of 1924 — was a plan to give the veterans the unpaid compensation starting in 1945. In the meantime the veterans would get pay certificates they could use to get bank loans.
The Bonus Expeditionary Force 1932 Then came the stock market crash — Black Tuesday, Oct. 29, 1929 — followed by the Great Depression. Over the next few years unemployment kept rising. Knowing how bad things were, how high unemployment went, depends largely on what measures one uses. But, all measures agree, things were horrendous for darn near everybody. Likely things were especially hard on veterans who hadn’t benefited from the boon times as much as others. By May of 1932, about 1,000 veterans arrived in Washington D.C. to demand that their certificates be turned into cash now. While at the time and in hindsight many might see it as an unreasonable demand to get money early, from the veterans’ point of view it was money long owed them they’d fought to get for more than a decade by that point. Other veterans, family members and supporters started joining the original 1,000 in Washington D.C. By July of 1932 an estimated 43,000 veterans and supporters were in the nation’s capital. They camped out in various fields and vacant government buildings. The largest number ended up at Anacostia Flats, a Hooverville. Their demonstration — which they dubbed the Bonus Expeditionary Force — was getting traction. In June the House of Representatives passed a bill to get the veterans their backpay immediately. The bill died by an overwhelming vote in the Senate. President Herbert Hoover felt that the veterans got their answer and it was time for them to go home. The government even offered to pay their bus fares home. Many of the veterans, their families and supporters left. Others would not be deterred. The Senate’s no was, to them, another infuriating delay, but not the final word on the matter. Suspicions and snide sug-
gestions about the veterans’ motives raged. An Army report declassified in the 1990s conjectured that the protesting veterans were the lead of a communist coup to overthrow the federal government. That was a view Gen. Douglas MacArthur and others stated publicly. On July 28, 1932, Hoover demanded District of Columbia officials and directed the secretary of war to eject the veterans from Washington D.C. Local police went to evict the veterans. Many just returned after police threw them out of their temporary settlements. Police escalated to shooting at the veterans. Two were killed — William Hushka and Eric

Carlson. Both are interred at Arlington National Cemetery. The Army dispatched MacArthur and armed troops to evict the veterans and dismantle their camps. The scene was ugly, violent, repulsive. The Army used an arsenical gas on the veterans and burned their tents. A baby died presumably from the chemical agent. More than 50 veterans were injured badly enough to need medical care. Another 135 were arrested. The public was shocked and started turning to favor the veterans.

The Bonus Expeditionary Force 1933 Boyed by the newfound public support, the veterans were back in the nation’s capital in the summer of 1933. There was a new president in the White House — Franklin D. Roosevelt. Instead of sending the police and Army to tear down their camps, Roosevelt gave the veterans space at Fort Hunt, food, and daily transportation to Washington D.C. to visit Congress. He sent his wife, Eleonore, to talk to the veterans. By all accounts, she gave veterans a sense that the White House was listening to and hearing them for the first time in a dozen years. Roosevelt held out against paying the veterans’ calculated backpay — Congress had made its decision on that was his position. But, he did open 25,000 positions in the Civilian Conversation Corps specifically for Great War veterans. It was just enough for the veterans to feel they got their win and to go home satisfied. They had no way of knowing the plan would lead to the deaths of about 250 of them in the Florida Keys during the 1935 Labor Day Hurricane.
Veterans’ work camps #1, #3 and #5 There were veteran-staffed government work camps in various places in Florida. It was one of only a couple states willing to take the federal-workforce veterans in exchange for grant-funded programs. Records show that about 700 veterans were in the Keys at work camps #1, #3 and #5 working on the Overseas Highway in August of 1935 shortly before the Labor Day Hurricane. When the hurricane formed and inched northward, early calls to evacuate the veterans were dismissed by upper managers. As the storm barreled
closer to the Keys, late efforts were made to mobilize a train from Miami to head down to Lower Matacombe Key. At 2 p.m. on Labor Day, Fred Ghent, the assistant administrator of the camps, called for the train. It left Miami about 4:30 p.m. The train reached Islamorada at 8:15 p.m. It stopped to pick up camp administrators who were in much safer locations than the veterans in the flimsy camps. Minutes later, the full force of the storm was upon the Florida Keys. The winds knocked passenger cars from the tracks. No one knows exactly how many veterans died in the powerful storm, but 250 is generally an accepted count. The American Legion quickly studied the tragedy and issued a scathing report. “[The] committee early in its investigation noticed a tendency on the part of some to reflect on the character of the men who were veterans in the camps,” the report reads. “Several parties referred to them as ‘bums,’ ‘drunkards,’ ‘crazy men,’ ‘riff-raff’ and the like. They seem to think that ‘they got what was coming to them.’” The legion added in the report that witnesses said the men in the camps were generally well behaved and asserted the character assassinations were used as deflections from the fact of managerial irresponsibility that lead to their deaths. The veterans’ deaths were arguably the final call to conscience for a nation that had long resisted giving the Spanish-American and Great War veterans the compensation and help they deserved. One debt the nation owed, the American Expeditionary Forces backpay, was fixed in 1936. Congress passed a veto-proof bill to pay the veterans immediately. Eight years later, President Roosevelt pushed by the VFW and American Legion would sign the Servicemen’s Readjustment Act of 1944, better known as the G.I. Bill, to ensure what’d happened to World War I veterans wouldn’t happen to the World War II veterans.

Indian River, St. Lucie and Martin. The West Palm Beach VAMC has reported 18 deaths. At least one was a worker. At press time the West Palm medical center had 79 active cases — 74 veterans, one who’s also an employee, and five employees. It had 212 convalescent cases. Of those 155 were veterans, 41 employees — two of whom are also veterans — and 16 “all others.”
Florida and the nation Florida’s six medical centers reported having a combined 2,779 confirmed cases of COVID-19 among their veterans, workers and “all other.” The VA reported the state had 911 active cases — 850 being veterans. It had 1,816 convalescent cases. Of those, 1,446 were veterans. There have been 52 reported deaths. At the same time the VA is reporting Florida had about 150,434 confirmed cases of COVID-19 and 2,412 deaths. This indicates there’s a large delay in the VA’s reporting, because on the same day the Florida Department of
Health, Division of Disease Control and Health Protection is reporting 301,810 cases in Florida — about 3,934 being non-residents — with 19,334 hospitalizations and 4,521 deaths. On the same day, the state’s health department is reporting almost 3.5 million confirmed cases of the coronavirus nationally and 137,000 deaths. There are about 331 million Americans — about 20 million veterans among them. About 9 million veterans are enrolled in the VA’s healthcare system with around 6 million getting some services at VA medical centers annually. The state has about 22 million residents and 1.5 million veterans, a third of whom are Vietnam-era which is an age group particularly vulnerable to debilitating and potentially fatal complications due to SARS-CoV-2/COVID-19.
Other VA facilities The Bay Pines VA medical center has had 465 cumulative cases of COVID-19 with five deaths. Gainesville has had 301 cases and seven deaths. The Miami VA medical center has had the most cases of the six in the state: 533 cases and nine deaths. Tampa — 474 with eight deaths.
