Senate committee considers cannabis for medicinal value

The chairman of the Senate Committee on Veterans’ Affairs wants the VA to look into cannabis. The committee recently had a hearing looking at 21 bills sitting in the Senate. Chairman Jon Tester — Democrat of Montana — mentioned one in his opening remarks. “Also on our agenda today is S.1467, the VA Medicinal Cannabis Research Act, a bill I worked on with Sen. (Dan) Sullivan (R-AK),” Tester said. “It expands the research on alternative treatments for Veterans who suffer from the seen and unseen wounds of war. “A survey conducted by the American Legion tells us that 22 percent of Veterans who responded already use cannabis to treat a medical condition. Our bill will help the VA get the necessary data to fully evaluate this treatment and educate Veterans on the outcomes of using medicinal cannabis to treat certain conditions.” The Department of Veteran Affairs opposes the bill, as written, but is not opposed to studying cannabis. “VA is already dedicating resources and research expertise to study the effects of cannabis on conditions affecting Veterans,” the department says in written testimony provided to the Senate committee. “VA’s approved interventional studies were subject to peer review and have been approved as scientifically valid and posing the least possible risk to our Veteran subjects.”

American Legion’s survey Tester was citing a 2017 survey commissioned by the American Legion. The organization released the results in November that year. The Legion reported that more than 1,300 responded — 38 percent being Veterans — giving the survey a +/- 3.5 percent margin of error. About 34 percent of the respondents were caregivers or family members of Veterans. “The survey also showed that 22 percent of Veterans are currently using cannabis to treat a medical condition,” the organization said in the press release announcing the survey results. The survey also found 92 percent of Veterans support research into medical cannabis, and 83 percent support legalizing medical cannabis including on a federal level. Interestingly, those are consistent numbers across groupings such as age, sex, political affiliation and geography. In other words, the survey found a 70-yearold Republican living in Mississippi is

about as likely to be supportive of medical marijuana as a 30-year-old Democrat living in California. In written testimony submitted to the committee, the American Legion didn’t broach that survey, but reiterated its commitment to Resolution 11, a 2016 organizational agreement. “Through Resolution No. 11: Medical Marijuana Research, The American Legion supports efforts to enhance medical cannabis research, urges Congress to remove cannabis from the Schedule I controlled substance list, and believes the (Drug Enforcement Administration) should license privately funded medical marijuana production operations in the U.S.,” the testimony reads. “Any medical cannabis research legislation should take into consideration clinical trials that track the developing of symptoms related to Cannabis Use Disorder. Enabling safe and efficient cannabis drug development research is vital to providing innovative evidence-based, complementary, and alternative medicine to Veterans in the treatment of chronic pain and mental health disorders.” The American Legion “supports S.1467 as currently written.” The Disabled American Veterans, too, submitted written testimony saying it supports passage of S.1467. “In accordance with DAV Resolution No. 076, we support more comprehensive and scientifically rigorous research by the VA into the therapeutic benefits and risks of cannabis and cannabis-derived products as a possible treatment for service-connected disabled Veterans,” its statement to the Senate committee reads.

VA’s objections The VA expressed a few objections about the proposed VA Medical Cannabis Research Act. The written testimony makes clear cannabis itself isn’t one of the objections. The testimony says the VA’s Office of Research and Development already funds clinical studies that look at “medical uses of cannabis for conditions that impact Veterans.” “The proposed legislation is not consistent with VA’s practice of ensuring scientific merit as the basis for a randomized clinical trial,” the submitted testimony to the Senate committee reads. “The requirement in the legislation to study at least seven types of cannabis and their effects on symptoms of PSTD and chronic pain is not consistent with the current state of scientific evidence, which suggests that smaller, early phase, controlled clinical trials with a focused set of specific aims are optimal to determine proof of concept for use of cannabis in treating specific conditions.” The testimony later continues, “VA is already dedicating resources and research expertise to study the effects of cannabis on conditions affecting Veterans. VA’s approved interventional studies were subject to peer review and have been approved as scientifically valid and posing the least possible risk to our Veteran subjects. Further, the proposed legislation is redundant to the extent that VA is already examining risks and benefits of cannabis in treating PTSD and chronic pain. For these reasons, VA does not support this proposed legislation.”

Let freedom ring Storied Liberty Bell summons citizens for first reading of Declaration of Independence Mary Kemper STAFF WRITER

In Philadelphia on this July 8, 1776, the Liberty Bell rang out from the tower of the Pennsylvania State House (now known as Independence Hall), summoning citizens to the first public reading of the Declaration of Independence, by one Col. John Nixon. On July 4, the historic document was adopted by delegates to the Continental Congress meeting in the State House. However, the Liberty Bell, which bore the apt Biblical quotation, “Proclaim Liberty Throughout All the Land unto All the Inhabitants Thereof,” was not rung until the Declaration of Independence returned from the printer on July 8.

Making, cracking of famous bell In 1751, to commemorate the 50-year anniversary of Pennsylvania’s original Constitution, the Pennsylvania Provincial Assembly ordered the 2,000-pound copper and tin bell constructed. After being cracked during a test, and then recast twice, the bell was hung from the State House steeple in June 1753. Rung to call the Pennsylvania Assembly together and to summon people for special announcements and events, it was also rung on important occasions, such as when King George III ascended to the throne in 1761 and to call the people together to discuss Parliament’s controversial Stamp Act of 1765. With the outbreak of the American Revolution in April 1775, the bell was rung

to announce the battles of Lexington and Concord. Its most famous tolling was on July 8, 1776, when it summoned Philadelphia citizens for the first reading of the Declaration of Independence.

Going into hiding As the British advanced toward Philadelphia in the fall of 1777, the bell was removed from the city and hidden in Allentown to save it from being melted down by the British and used for cannons. After the British defeat in 1781, the bell was returned to Philadelphia, which was the nation’s capital from 1790 to 1800. In addition to marking important events, the bell tolled annually to celebrate George Washington’s birthday on February 22, and Independence Day on July 4. In 1839, the name “Liberty Bell” was first coined in a poem in an abolitionist pamphlet.

Most famous fracture The question of when the Liberty Bell acquired its famous fracture has been the subject of a good deal of historical dispute. In the most commonly accepted account, the bell suffered a major break while tolling for the funeral of the chief justice of the United States, John Marshall, in 1835, and in 1846 the crack expanded to its present size while in use to mark Washington’s birthday. After that date, it was regarded as unsuitable for ringing, but it was still ceremoniously tapped on occasion to commemorate important events. According to the National Park Service

website nps.gov, another theory “is that a narrow split developed in the early 1840’s after nearly 90 years of hard use. In 1846, when the city decided to repair the bell prior to George Washington’s birthday holiday (February 23), metal workers widened the thin crack to prevent its farther spread and restore the tone of the bell using a technique called “stop drilling”. The wide “crack” in the Liberty Bell is actually the repair job! “Look carefully and you’ll see over 40 drill bit marks in that wide “crack”. But, the repair was not successful. The Public Ledger newspaper reported that the repair failed when another fissure developed. This second crack, running from the abbreviation for “Philadelphia” up through the word “Liberty”, silenced the [sonorous toll of the] bell forever.”

The bell in modern times On June 6, 1944, when Allied forces invaded France, the sound of the bell’s dulled ring was broadcast by radio across the United States. Suffragists and Civil Rights groups made reference to the bell throughout their campaigns. The suffragists even created a replica, which they kept “chained” until votes for women became national law, and then was rung. In 1976, the Liberty Bell was moved to a new pavilion about 100 yards from Independence Hall in preparation for America’s bicentennial celebrations. There are two other bells in Independence National Park today, in addition to the Liberty Bell. The Centennial Bell,

Everybody loves dogs. Except the Department of Veteran Affairs. OK, that’s a stretch. Surely there are lots of dog lovers at the VA. But, the VA isn’t convinced service dogs and dog training are particularly effective therapies for conditions such as brain injuries and post-traumatic stress and other anxiety disorders. The Senate Committee on Veterans’ Affairs recently had a hearing to consider 21 pending bills. Among them is the Senate’s version of the Puppies Assisting Wounded Servicemembers for Veterans Therapy Act, S.613, widely known as the PAWS Act. Sen. Dan Sullivan — an Arkansas Republican — pressed a VA representative at the hearing on the topic. “And, the VA’s testimony also cast doubt on the efficacy of pairing service dogs with Veterans experiencing post-traumatic stress,” he said to Dr. Mark Upton. “But, isn’t it true that the VA’s own study recently found a reduction in severity of (PTSD) symptoms and suicidal ideations and behaviors in Veterans paired with service dogs?” Upton is the acting assistant undersecretary of health for community care. “There is not enough scientific evidence to support that broad conclusion,” he told Sullivan. The House of Representatives passed the companion bill, H.R.1448, in May. There have been and are numerous study programs and congressional proposals related to the VA and service dogs and service-dog training programs for Veterans with various conditions, such as post-traumatic stress disorder, for about a decade. If passed by Congress and signed by the president, the current version of the PAWS Act would create a five-year pilot grant program for the VA to fund non-governmental entities to conduct dog training therapy for eligible Veterans. It would also au-

thorize the Secretary of Veteran Affairs to provide service dogs to Veterans diagnosed with brain injuries and mental-health conditions. Advocates believe such a program will prove the value of service dogs for various conditions and segue to a permanent Veteran/service dog training and pairing program.

VA’s objections The VA has numerous objections to the PAWS Act. In written testimony given to the Senate Veterans’ Affairs Committee, the department explains at core the proof just isn’t there that service dogs do the wonders for people with anxiety disorders that advocates claim. “VA does not support S.613 as written because the program, described as a therapeutic medium of training service dogs, although possibly helpful to a limited number of Veterans, does not have an adequate basis of evidence,” the statement Upton provided the committee reads. Sullivan repeatedly cited the same written testimony to say VA, in fact, is reporting that service dogs have proven helpful to Veterans with anxiety disorders. “But, isn’t it true that the VA’s own study recently found a reduction in severity of

(PTSD) symptoms and suicidal ideations and behaviors in Veterans paired with service dogs?,” the representative said at the hearing. The portion of the written testimony Sullivan mentioned explains the results of a test program at the Palo Alto VA Medical Center in California. “Veterans diagnosed with PTSD participated in the Palo Alto recreation therapy program by helping to train dogs to become service dogs for persons with mobility impairments,” reads the testimony. “The ‘dog training’ consisted of Veterans working with the dogs on basic obedience commands and socialization, neither of which alone nor together is sufficient for certifying a dog as a service dog. Veterans eligible for the program only spent a few weeks helping with ‘dog training.’” The testimony continues, “These Veterans did not receive a service dog through the program in contrast to the bill which indicates that the Veteran who received the training as part of the pilot program will keep the dog unless the Veteran and the health care provider determine otherwise.” The written testimony says the reported positive results of that study were based on Veterans’ “self-reports and informal observations by staff.” In other words, the evidence is

anecdotal, and the PAWS Act goes much further than what the Palo Alto study covered. The written testimony goes on to discuss various other studies, including one done at the James A. Haley Veterans’ Hospital in Tampa, and why reported positive results are unreliable guides to what would happen under the PAWS Act as written.

Veterans organizations have mixed views The Disabled American Veterans gave the Senate committee lukewarm support of the PAWS Act. In its written testimony the DAV noted that the VA has reported moderate positive results in various studies measured in different ways. “According to the study report released in January 2021, of the 227 study participants, 181 Veterans were paired with either a service dog or emotional support dog and followed for a period of 18 months,” reads the DAV’s written testimony. “Researchers evaluated outcome measures for overall disability and quality of life. Secondary outcomes included PTSD symptoms, suicidal ideation, depression,

The Office of the Director of National Intelligence released the awaited “Preliminary Assessment: Unidentified Aerial Phenomena” on June 25. In some ways the unclassified nine-page report that exists largely because of the efforts of Florida’s Sen. Marco Rubio is dull reading. In others, it’s revolutionary if only for being a military/intelligence report seeking to eliminate the snickering when people bring up UFOs, now increasingly called UAPs, unidentified aerial phenomena. “Narratives from aviators in the operational community and analysts from the military and (intelligence community) describe disparagement associated with observing UAP, reporting it, or attempting to discuss it with colleagues,” the report reads. The report says the Unidentified Aerial Phenomena Task Force — created by the Intelligence Authorization Act of 2021 — found 144 governmental reports about UAPs spotted over 185 months. That’s November of 2004 to March of 2021. The Department of Defense created the taskforce in August last year. Of those 144 reports, 80 “involved observation with multiple sensors.” In other words, they weren’t lighting effects playing tricks on people’s eyes. The reports says there are instances of equipment glitches. But— “Most of the UAP reported probably do represent physical objects given that a majority of UAP were registered across multiple sensors, to include radar, infrared, electro-optical, weapon seekers, and visual observation.” In one case, the taskforce was able to reasonably explain a UAP as a deflating balloon. None of the others were explicable with available information.

Clutter, and tech and “other” The taskforce report says UAPs are certainly different things. “There are probably multiple types of UAP requiring different explanations based on the range of appearances and behaviors described in the available reporting,” the report reads. “Our analysis of the data supports the construct that if and when individual UAP incidents are resolved they will fall into one of five potential explanatory categories: airborne clutter, natural atmospheric phenomena, (U.S. government) or U.S. industry developmental programs, foreign adversary systems, and a catchall ‘other’ bin.” Of the five, the taskforce is most concerned about the “foreign adversary systems.” “We currently lack data to indicate any UAP are part of a foreign collection program or indicative of a major techno-

logical advancement by a potential adversary,” the report says. “We continue to monitor for evidence of such programs given the counter intelligence challenge they would pose, particularly as some UAP have been detected near military facilities or by aircraft carrying the (United State government’s) most advanced sensor systems.” Elsewhere in the report the taskforce notes the prominence of UAPs it examined being near advance military training and testing grounds — a high concern when thinking about foreign adversary systems — could be due to “collection bias as a result of focused attention, greater numbers of latest-generation sensors operating in those areas, unit expectations, and guidance to report anomalies.” What most outside the military and intelligence communities are probably interested in is “other” bin. C’mon, who’s not wondering if some of the unidentified aerial phenomena might be extraterrestrial

visitors? The report conspicuously says nothing going down that road, but it doesn’t try to debunk the idea either. “Other: Although most of the UAP described in our dataset probably remain unidentified due to limited data or challenges to collection processing or analysis, we may require additional scientific knowledge to successfully collect on, analyze and characterize some of them,” the report says. “We would group such objects in this category pending scientific advances that allowed us to better understand them. The (taskforce) intends to focus additional analysis on the small number of cases where a UAP appeared to display unusual flight characteristics or signature management.”
