“Really good” was never really going to be good enough for the Army team developing the Enhanced Night Vision Goggle – Binocular. Nine months after equipping the first unit with the ENVG-B, developers are testing the rigor of system enhancements at the Joint Readiness Training Center in Fort Polk, La., in order to assess new augmented reality technologies and the hardware that delivers them. As a night vision device, the ENVG-B’s dual thermal and infrared sensing capabilities deliver unmatched clarity in situations where visibility is diminished, including the complete absence of light. It was fielded for the first time last fall as part of an initial Directed Requirement to get those next generation night vision capabilities in the hands of Soldiers at Fort Riley who have since deployed with them to Korea.

applications are being tested and refined for delivery to the Close Combat Force. “We put an incredible tool in the hands of Soldiers who need it now,” Nikiforakis said. “But the goal always is to treat the Soldier as a system, to equip Soldiers and squads holistically with weapons and system elements that work together to make them more lethal and more survivable. That’s what we’re doing here, testing the ENVG-B as a system.”

Augmented reality, closely matched wirelessly with weapons It’s a system that includes augmented reality capabilities and a heads-up display that integrates wirelessly with weapon optics. Those kind of capabilities make it possible for a Soldier to detect and even fire on a target around an obstacle with limited exposure to the enemy. In what is called a reliability growth test (RGT), the first of three planned for the ENVG-B system, Soldiers from C Troop, 3rd Squadron, 89th Cavalry Regiment, 10th Mountain Division, put the system to the test during field training exercises throughout the

month of June. After a week of classroom training with the systems, a week of marksmanship training on the range, and a week of nighttime situational training exercises, the event culminated in a 72-hour field training exercise with an opposing force. Thirty participants used the ENVG-Bs, and others used PVS-14 night vision devices in order for data

collectors and observers to draw comparisons.

Letter to the EDITOR Helping small businesses climb back to health To the Editor:

Small businesses in our community have been hit hard by the devastating impacts of coronavirus. For months, countless business owners were told to do something that they’ve never been told before: don’t go to work. Now, as businesses begin a phased reopening across Florida, it is absolutely critical that we do more to help them open their doors in a way that is safe for everyone. That’s why I introduced the bipartisan Helping Businesses Reopen Safely Act. This legislation would help small businesses recover from the impacts of coronavirus by providing a tax credit to small businesses, nonprofits and local governments of up to $25,000 annually to purchase personal protective equipment (PPE) and other supplies that are critical in mitigating the spread of COVID-19. My hope is that this legislation will go a long way towards mitigating the financial burden of reopening while also

Seniors vs Crime, a special project of the Florida Attorney General, reaches out to the victims of crime, but preventing crime is part of our mission as well. One of the most common categories of consumer complaints especially aimed at seniors is auto repair rip-offs. The Florida Motor Vehicle Repair Act requires a repair facility to the provide the consumer a written estimate or required notification for auto repairs exceeding $100. The repair shop must contact the customer if the repair will cost $10 or more or if it exceeds the estimate or by 10 percent. If there is a violation of the act, the consumer may take a copy of the invoice to the Clerk of Court. The customer shall place the disputed charges in escrow. The customer will receive a certificate that requires the repair facility to return the vehicle immediately. (Law enforcement may accompany the customer.) The shop has 60 days to file suit in response to your filing if they elect to do so. Failure to return your vehicle may result in criminal charges against repair facility personnel. The seasonally adjusted national nonfarm unemployment rate for veterans was 8.8 percent in May, down from 9.1 percent in May and 11.8 percent in April. This put veterans employment last month in similar terrain as it was in 2010. The last time veteran unemployment has been at 8.8 percent was in November of 2010. The Bureau of Labor Statistics released the monthly jobs report on July 2.

June was the third full month of measuring employment since SARS-CoV-2/COVID-19 crashed onto the national scene. For local context, the Florida Department of Health announced the first cases in the Sunshine State on March 2. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. He issued orders that shut down various businesses on April 1. The state’s Phase 1 reopening started on May 18. The Phase 2 on June 5. Some of the Phase 2 reopening was scaled back with prohibitions on bars serving drinks for on-site consumption on June 26. Veterans, all cohorts taken together, fared better than average in June with a not seasonally adjusted unemployment rate of 8.6 percent compared to a not seasonally adjusted rate of 11.1 for non-veterans. The veterans’ labor force participation rate rose from 48.2 to 48.2 percent from May to June. The non-veterans’ labor force participation rate increased from 63.2 to 64.1 percent.

ferent cohorts of veterans. For example, women veterans had a 9.6 percent, not seasonally adjusted, unemployment rate, in June compared to the veteran men having 8.5 percent. It appears that tracks opposite to non-veteran women. They had an 11.7 percent not seasonally adjusted unemployment rate in June, whereas their male counterparts had 10.6. The youngest cohort of veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 10.3 percent. Most know this group as “Post 9-11” and most are millennials. The men in this cohort were at 9.8 percent unemployment. The women 13.7 percent. The bureau’s Gulf War-era I veterans, generally Gen-Xers, had an June unemployment rate at 6 percent. The men were at 6 percent; the women 6.4. The BLS classes together Vietnam-era to World War IIera veterans. Obviously there are almost no World War II veterans in the workplace, and

not too many Korean War veterans. This grouping, for employment purposes, is almost all Vietnam-era veterans, baby boomers. The older veterans, according to BLS, had an 8.3 percent unemployment rate in June. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years and decades ranging from the 1950s to 1990s. About 70 percent of the men in this grouping are around 65 years old. About half of the women in the cohort are 45 to 65. This cohort had an 8.4 percent unemployment rate in June. In this group the men were higher than the women, 9 percent not seasonally adjusted unemployment compared to 3.7 percent.

How unemployment numbers work The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people

in working ages. Known interviewer classification errors for the last few months have caused uncertainty in the accuracy of recent employment reports. In general times, those that are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. It’s important to note that longstanding bureau practices for measuring employment have never been tested to circumstances similar to the COVID-19 stay-at-home and social-distancing measures states and individuals implemented. It’s still too early to fully understand how the Bureau of Labor Statistics’ practices worked in the unique circumstances.

Well, we’ve made it through our first Fourth of July in the new world of coronavirus and chaos. And our flag is still there. Thanks in no small part to two men who loved our country so much that they created songs that will live on far into the future, God willing. As one famous composer, Jerome Kern, said of Irving Berlin, creator of “Alexander’s Ragtime Band” and “God Bless America” — “Irving Berlin has no place in American music — he is American music.” Equally, George M. Cohan. He wrote “Over There”, “Give My Regards to Broadway”, “The Yankee Doodle Boy” and “You’re a Grand Old Flag”. Cohan was called “the greatest single figure the American theater ever produced – as a player, playwright, actor, composer and producer”. We will never forget the songs these men wrote. One reason is because both were second-generation immigrants. The other is their talent. The third is how they caught on to just how much we Americans love our country — because they loved it maybe that much more. Besides — these are tunes that strike deep in us, and they knew it. Berlin’s daughter, Mary Ellin Barrett, states that the song was actually “very personal” for her father, and was intended as an expression of his deep gratitude to the nation for merely “allowing” him, an immigrant raised in poverty, to become a successful songwriter. [36] «To me,» said Berlin, «›God

Bless America› was not just a song but an expression of my feeling toward the country to which I owe what I have and what I am.»[37] The Economist magazine writes that «Berlin was producing a deepfelt paean to the country that had given him what he would have said was everything.»[38]

‘The Yanks Are Coming’ I’ll start with George Cohan. When he wrote “Over There,” the Americans were finally going to the aid of the Allies in World War I. Everyone knew

This beautiful song Irving Berlin wrote has been put forward as some kind of substitute for our national anthem. It is easy to see why. In this song, he has put all of our hopes and dreams for our country, in language both simple and beautiful. We have sung it a thousand, thousand times. Irving Berlin and George Cohan came from vastly different immigrant backgrounds. Berlin, a Russian Jew, and Cohan, an Irishman, had very different childhoods. But both loved … their … country, and on reflection of our unusual Fourth of July, it’s worth reflecting on these two lovers of patriotism. Hope your Fourth was calm and filled with family, the way these two men would have wanted it.

Army Medal of Honor turns 158 Patrick McCallister FOR VETERAN VOICE

On July 12, 1862, President Abraham Lincoln signed legislation that created the Army’s Medal of Honor. The Navy, therefore Marine Corps, received congressional authorization to award the Medal of Honor about seven months earlier. The Air Force got its version in the 1960s. The nation’s highest recognition of valor while serving in uniform was first awarded on March 25, 1863, which is why Congress designated that day annually as National Medal of Honor Day. Veteran Voice has found three Medal of Honor recipients the Congressional Medal of Honor Society credits to Florida who lived and joined the military from our coverage area. We know of at least one living Medal of Honor recipient, Army veteran Melvin Morris, who now resides in our area. However, he grew up and joined the Army in Oklahoma, so the society credits him to that state. About 3,500 have received the Medal of Honor.

Emory L. Bennett

Probably the most recognizable name among the three Medal of Honor recipients from the Veteran Voice coverage area is Emory L. Bennett. Folks in Brevard County are familiar with the Emory L. Bennett Causeway, State Road 528, that spans the Banana River. There’s also a monument to Bennett at Riverside

Park in Cocoa. But folks in Volusia County are fast to point out that Bennett was born and spent his first five years in New Smyrna Beach. That’s why the Florida Department of Veterans Affairs’ first state veterans nursing home — built in Daytona Beach — was named after him. Oh, and one of Volusia County’s largest parks is the Pfc. Emory L. Bennet Veterans Park in Orange City. On June 24, 1951, Bennett’s unit was near Sobangsan, Korea. At about 2 a.m. the enemy launched an overwhelming human wave attack. The Medal of Honor citation states that Bennett left his foxhole to rush through fire and shoot at belligerents. No one has a count, but reports say he’d killed several. The battle slowed, and Bennett’s company regrouped. But the enemy sent another overwhelming attack. Commanders ordered a withdrawal. Bennett volunteered to stay back to give cover fire, a decision that could only end with his death. Bennett’s self-sacrifice gave others a chance to withdraw to safety. His body arrived home on November 23, 1951. He is interred at Pinecrest Cemetery in Cocoa. Bennett was posthumously awarded the Medal of Honor in 1952.

Ardie R. Copas Another recognizable name is Fort Pierce’s Ardie R. Copas. The next state veterans nursing home that’ll open is named for Copas. That’s the Ardie R. Copas State Veterans’ Nursing

According to the Congressional Medal of Honor Society Brownell’s was the “First Civil War deed to merit Medal of Honor.” The Army credits Jacob Parrott as the first recipient of the prestigious medal. About 3,500 have received the nation’s highest recognition of military heroism. The Civil War version of the Medal of Honor is also known as the Minerva Repulsing Discord. The medal depicts the Roman goddess of wisdom and strategic warfare, Minerva, fighting Discordia, the Roman goddess of strife.

Home that’ll open in Port St. Lucie this summer. Copas died on May 12, 1970, while serving as a machinegunner in the Army’s Company C, 1st Battalion (Mechanized), 5th Infantry Regiment, 25th Infantry Division during combat near Ph Romeas Hek, Cambodia. A large force attacked the unit suddenly that morning. Copas’ armored car was hit seriously injuring four. Although also injured, Copas remounted the burning vehicle to suppress belligerents as others evacuated wounded comrades to safety. Copas died in the battle. Copas is one of the Valor 24 Medal of Honor recipients. In

2002 Congress mandated a review of records to discover if there were Jewish, Hispanic and black service members wrongfully passed over for the Medal of Honor due to possible discrimination. After a laborious, decade-long search, Pentagon researchers found 24 that they strongly believed would have received the Medal of Honor much sooner under other circumstances. Copas and Morris were both part of the Valor 24 and received the Medal of Honor in 2014. Copas is interred at Hillcrest Memorial Gardens,

Miller killed at least 10 insurgents, wounded many more, but was injured while maneuvering to a more advantageous position. He died at 24, but saved 15 nationals and seven fellow Green Berets. in Casselberry. Although he relocated to, joined the military from, and is interred in Florida, Illinois awarded Miller the Order of Lincoln, the state’s highest honor, in 2010. He posthumously received the Medal of Honor in 2010.

VOLUSIA COUNTY Navy joins multinational NATO exercise ‘Dynamic Mongoose’ Naval forces from Canada, France, Germany, Iceland, NATO, the United States are participating in the NATO Allied Maritime Command-led (MARCOM) exercise Dynamic Mongoose 2020 in the northern Atlantic Ocean, June 29July 10, 2020. Participating units from the United States include Arleigh Burke-class guided-missile destroyer USS Roosevelt (DDG 80), Virginia-class fast-attack submarine USS Indiana (SSN 789), and two P-8A Poseidon Maritime Patrol Aircraft assigned to patrol squadrons 47 and 16 based out of Naval Air Station Sigonella, Italy. “Dynamic Mongoose allows Roosevelt to utilize its advanced sonar capabilities in a dynamic, high-intensity anti-submarine warfare environment, while operating with our NATO allies and partners to improve readiness and interoperability,” said Cmdr. Airmen get historic ‘down-time’ breakthrough Since September 11, 2001, the 317th Airlift Wing has consistently deployed to Afghanistan and the Horn of Africa to support war efforts, humanitarian relief and, most recently, a global pandemic. The constant necessity for worldwide tactical airlift support keeps Airmen of the 317th AW and 19th AW from Little Rock Air Force Base, Arkansas, actively

supporting efforts around the world. All Airmen and aircraft from the 317th AW now have six-to-eight-month dwell time before the next deployment. This will be the longest period of time that all Airmen have been at home station since the start of the war on terror. Creating this time at home was an intentional shift away from a split-squadron “4/4” cycle that maintained a constant deployment-centered mindset. “The previous deployment cycle didn’t really give our Airmen the ability to create stability at home,” said Col. Clint Wilson, 317th Operations Group commander. “It didn’t give our Airmen the opportunity to maximize training while at home because they needed to maximize family time. This impeded our opportunities for other things we do to grow our Airmen.”

Marines, UAE conduct successful Gulf training ops The United Arab Emirates Joint Aviation Command conducted combined naval and air training operations with forces assigned to U.S. Naval Forces Central Command and U.S. Air Forces Central Command in the southern Arabian Gulf, June 21-25. The Air Operations in Maritime Surface Warfare training consisted of a combination of aviation and surface assets tracking and engaging simulated fast attack craft. The expeditionary sea base USS Lewis B. Puller served as an afloat staging platform for the UAE and U.S. aircraft. UAE pilots also successfully completed deck landing qualifications aboard the Puller, conducting day and night landings and refueling operations with CH-47F, Bell 407, AH-64D, and UH60M helicopters.

Seminoles join the Civil War 1861. Jumper was apparently distrustful of the upstart C.S.A. Still, he advocated for joining the Confederate fight. It probably didn’t take much to convince him. He was a veteran of the Second Seminole War. As in, he had experience fighting U.S. troops. Jumper was among those who’d been captured in Florida and forcibly relocated to Oklahoma. Among the Civil War military actions Jumper was in were the Battle of Round Mountain — the first of the Trail of Blood on Ice Campaign against proUnion Native Americans — the Battle of Chusto-Talasah, the second of that campaign, the Battle of Middle Boggy and the Second Battle of Cabin Creek. After the war, Jumper headed back to Oklahoma, the Wewoka Indian Territory, where he served as a Baptist minister. He died in 1896.

The upstart Confederate States of America needed all the allies it could get in 1861. While European nations were unenthusiastic to recognize it as a country at all, and never did, there were people with lots of grievances against the federal government who’d be fired up to go to war if it came to that. Native Americans. And the Confederate States of America had just the man who could talk to them on its behalf — Albert Pike. The Arkansas lawyer had been representing tribes in lawsuits against the federal government for years before Southern secession. He’d represented the Creek, the Choctaw and the Chickasaw and even won for them sometimes. On July 10, 1861, Pike got the first treaty — with the Muscogee Nation — signed. Two days later, the Choctaw and Chickasaw signed treaties with the C.S.A. By August Seminoles, who were split between Florida and Oklahoma, were treaty allies with and going to war for the Confederate States.

It’s complicated Everything about Southern secession, the Confederate States, and the Civil War is complicated and beyond any romanization without obscuring historical facts. Likewise, everything about Native Americans — particularly the Five Civilized Tribes — is also complicated. One can hardly speak about any of these things that someone else can’t point to exceptions. There are historical reasons to believe the Confederate States of America was no friend to Native Americans — it just wanted to avoid raids and skirmishes while it was at war with the Union and gain

some fighters for that war. There’s reason to think it was going to be no better for and to Native Americans than the United States had been and would continue to be. There were diverse reasons tribes, families, and individuals opted to befriend and fight for the Confederacy, and many didn’t. Some Southern Native Americans were outright proUnion and fought against the Confederacy even though they had reasons aplenty to distrust the federal government and have suspicions about the Republican President. William Seward, who served as a senator and as Abraham Lincoln’s

Secretary of State, publicly advocated for additional forced removals of Native Americans from their traditional and treaty lands to make room for European immigrants he welcomed.

Chief John Jumper John Jumper was the principal chief of the Seminoles before and during the Civil War. He’d resume that role in the 1880s. He served as a lieutenant colonel in the Confederate Army leading the1st Seminole Cavalry Battalion, the Seminole Mounted Volunteers, formed in September of

Floridian Andrew Hodges, who was not Seminole, formed a company for scouts and sharpshooters in 1862, Hodges’ Company. It wasn’t exclusively Seminoles, but the majority of its members were. The company passed to the command of Capt. Andrew McBride in 1864. Although also not Native American, McBride respected his troops and ardently defended Seminoles against racist propaganda circulating in Florida and the Confederacy. He also strongly advocated Seminoles be forever appreciated and rewarded for their service. “They are a remnant of a small tribe of brave Seminoles, against the armies of the United States, led by Scott, the best general in the service, during a period of over seven years, and were never completely subjugated,” he wrote to the Confederate Secretary of War James Seddon. “They will prove to be most valuable allies. They will protect a long line of the Florida coast, and will be a terror to Yankee invaders. They should henceforth be cherished and protected by the Confederacy, and a home in perpetuity should
