MOAA gives Veterans Council of IRC generous gift for COVID-19 relief Michele Peters VCIRC
The Veterans Council of Indian River County (VCIRC), has received a generous $5,000 gift from the Indian River Chapter of the Military Officers Association of America in support of the VCIRC’s COVID-19 Relief Fund. With more than 3,000 Indian River County veterans living at the poverty level or below, many still out of work, and the additional unemployment benefit ceasing at the end of July, the demand for the COVID-19 relief and support continues to grow in our community. The Veterans Council’s COVID-19 Relief Fund assists Indian River County Veterans and their families with essential needs such as food insecurity and payment of essential bills to sustain their livelihood. “The Veterans Council and our clients are so grateful for the generous support from MOAA,” said Executive Director Jim Romanek. “This support will directly impact the safety, security, quality of life, and the well-being of our veterans during this very stressful and uncertain time.”

There are a lot of things that went into the American victory in the War for Independence. Hurricanes for one. No, really. As Florida — at press time — is sighing in relief that Isaias passed by pretty quietly, it’s a good time to remember these monster storms that pack and release way more energy than modern nuclear bombs helped wreck British war efforts from 1775 to 1780. Because the American Revolutionary War was a complex event that was set in and helped set off other complex world events, it’s impossible to tell exactly how powerful a role hurricanes had in the American victory. But, it can’t be dismissed either. What is a historical certainty is the Great Hurricane of 1780 is the deadliest in known history of Atlantic storms. What’s also certain is the British effectively surrendered the war a year after that monster storm. It’s not often remembered that Britain was a Caribbean power during the Revolutionary War. Britain was also the Caribbean power that took the heaviest economic and military asset losses in the Great Hurricane of 1780. That catastrophe was followed by the November 1780 New England extratropical cyclone that was probably born from a late-season hurricane. It disrupted the British blockade to starve the Revolutionaries’ trade and resupply mostly with and from the French, who suffered much less loss in the Great Hurricane.
The Great Hurricane of 1780 There’s a lot we don’t know about the Great Hurricane of 1780. There was no National Hurricane Center gathering and reporting data. We get an outline about its strength and track mostly by following the land deaths and vanished ships, and from some surviving ship’s logs. The first reports of anyone encountering the cyclone were from the open Caribbean Sea.

The storm almost certainly formed in the Atlantic, probably near the Cape Verde Islands off the West African coast. By Oct. 9, 1780, the storm was overtaking Barbados, a British colony. (On an aside, George Washington visited Barbados in the early 1750s, which is the only trip we know of he ever took outside the modern United States.) Barbados was an important colony, because of sugar. The labor-intensive crop generated a lot of slave trade there, too. There were probably about 20,000 British, Irish and other Europeans living on Barbados in 1780. There were about 60,000 enslaved Africans. Because of that, the British maintained a heavy military presence on and around the island. About 4,000 to 5,000 islanders died by the time the storm departed. Best guess is it was a Category 5 cyclone with winds reaching upwards to or past 200 mph. Barbados was defoliated. Needless to say, no human structures survived. Not forts. Not ships.
The apparently huge storm seems to have crossed the eastern part of the Caribbean Sea heading northwest. What was probably feeder bands hit Saint Lucia, which was a predominantly French, supposedly neutral, island. Then the storm brushed Martinique, which was at the time occupied by the British. The storm passed by Dominica, then hit Guadeloupe on Oct. 12, 1780. Both were French-occupied. Next the storm passed by Saint Kitts, followed by Puerto Rico on Oct. 14, 1780. It made significant landfall on Hispaniola, which may or may not have included the eyewall. From there it passed Grand Turk and Bermuda. East Florida, a British colony, reported significant affects from the storm on Oct. 19, 1780. The storm must have taken the familiar north-northeast hook across the Atlantic. The last believed sighting was near Newfoundland, Canada. Oh, and in between East Florida and Newfoundland there was that fleet of British military ships off the coast of
the upstart United States. At least a dozen ships serving in support of military operations related to the Revolution sank during the storm. Many with all hands.
The affects It’s hard to say how much the Great Hurricane, or the subsequent November 1780 New England extratropical cyclone, affected British military efforts. We do know that in January, 1781, the comparatively ragtag bunch of Revolutionary fighters under Daniel Morgan was able to beat back the generally much better equipped British Legion at the Battle of Cowpens. That marked the beginning of a series of spectacular British losses — including the Battle of Guilford Court House — leading up to the decisive Siege of Yorktown, which ended on October 19, 1781, a year after East Florida felt the effects of the Great Hurricane of 1780. It may be that America’s most powerful weapon in the War for Independence was its weather.

Letter to the EDITOR Vietnam vet shares fond memories of WWII vet friend To the Editor: Some time ago, my friend John James Teuchert added me to your subscription list and I have enjoyed reading your publication, Veteran Voice. Although I live in South Carolina, I stayed in touch with John, and members of his family. Until his death, John resided in Sebastian, Florida; I have known him for 45 years and he lived in Fort Lauderdale when we first became acquainted.
I met John in Miami when I was the supervisor of the Disabled American Veterans (DAV) office at the VA Medical Center there. He volunteered to assist me as we tried to work out the red tape for hundreds of veterans seeking compensation for their injuries or illnesses from military service. On July 22, 2020, my friend John passed on to his Heavenly home; he was 96 years old.
usual to find him at the local VFW or American Legion or just about anywhere that karaoke was a part of the evening entertainment. He was especially fond of the song, “I did it my way” ... and he certainly did. He was a great American, a Patriot and without a doubt, a man from that Greatest Generation. He will be missed by many, especially by this aging Vietnam Veteran who had so much fun with this American Hero.
The obituary tells a lot about John, how he joined the Marine Corps at the age of 18, shortly after the attack on Pearl Harbor. He served with the 4th Marine Division and fought as an infantryman in such places as the Marshall Islands, Saipan, Tinian and Iwo Jima, where he was wounded and awarded the Purple Heart Medal.

The DeLand Historic Trust is looking for names to put on the Veterans Memorial Wall. “When it’s completed it’ll have 256 tribute panels that are possible,” said Dan Friend, president of the DeLand Historic Trust. The uncompleted Veterans Memorial Wall is at the DeLand Veterans Plaza and Gardens at Bill Dreggors Park, 230 N. Stone St. The City of DeLand dedicated the plaza and gardens in 2019. The historic trust maintains the military portion of the DeLand Memorial Hospital & Veterans Museum, which is at the same location. It sponsored and raised funds for construction of the wall. This wall has innovations fitting to the times. “We did some creative things with this,” Friend said. Usually memorial walls are solid — in most cases marble. That creates a few problems. For one, they’re expensive. For another, replacing destroyed memorials is expensive. Additionally, the world’s learned that sometimes new information turns up about historic and living individuals that make us rightly discuss whether it’s appropriate to continue the honors we’re giving them. When memorial walls are solid it’s more difficult to make modifications.

But this all brings up the question — uh, is concrete really the best way to honor and memorialize veterans and service members? That’s where the innovation comes in. The honored Friend said the wall will include the names of any serving military members or veteran who, or whose family, can prove honorable service. “Any relative in the military going back to the Revolutionary War,” Friend said. Families with traditions of service can have multiple individuals honored alongside each other. Friend, who served in uniform, has family military roots going back to the War of 1812. “With reasonable proof, we’ll allow any ancestor to be included,” Friend said. The honored need not have connections to DeLand or Volusia County. “This wall is not restricted to locals,” Friend said. “Any veteran can be honored. It’s open to anybody.” Names will be added as individuals request the panels. They’re $200 with some discounts available. There’ll be two names on each tile. Additionally, the names will have service logos alongside them. No other decorations will be allowed. The trust will publicly dedicate the wall at the annual Veterans Day service at the Veterans Plaza and Gardens. At press time plans are to host the 2020 service with proper pandemic precautions. This year, the 75th anniversary of the first atomic bombs being dropped, on Hiroshima and Nagasaki, Japan, is being observed, with mentions from around the world. There are very few left, either in Japan or the United States, who remember the horror, and the necessity of ending World War II without the loss of millions more than had already died. There are fewer who remember that during that same time, an attack on an American ship of war would result in an epic tale of terror and courage that will last through the ages.
Decorated ship, secret mission The USS Indianapolis was a decorated Portland-class cruiser, earning many battle honors from the day the Japanese bombed Pearl Harbor — including serving as the flagship of Adm. Raymond Spruance, 5th Fleet. After a successful highspeed run to deliver atomic bomb components to Tinian, the Indianapolis was en route from Guam to Leyte when she was torpedoed and sunk by the Japanese submarine I-58 just after midnight on July 30, 1945. There were 1,196 officers and Sailors aboard. Eight hundred and eighty died at sea, 300 of whom went down with the ship. Only 316 survived. According to history.com: “No one dreamed that Indianapolis would be at sea at all, the war being almost over. On March 31, 1945, the eve of

the Allied landing at Okinawa, a Japanese kamikaze struck Indy, killing nine sailors and sending the ship to Mare Island, California, for repairs. “Most men thought that meant they’d sit out the balance of the war. But Manhattan Project scientists had just completed the world’s first operational atomic bomb, and Lieutenant General Leslie Groves needed to move the uranium core of the weapon to within striking distance of Japan.” “Major Robert Furman, Chief Intelligence Officer, Manhattan Project: [W]hat we were transporting was onehalf the essence of the [atomic] bomb with all the fusing, firing mechanism and casements removed… It seems unbelievable now that we did all we did, knowing as little as we knew of what the bomb, in that form, could do. We knew from what we had been told that the contents of our shipment were inert, but no one acted
too sure about it.”
One for the Emperor After dropping off the bomb components, Indianapolis felt she had an easy 1,200-mile trip ahead to Leyte in the Philippines. The seas were very quiet — after all, the war was nearly over, everyone thought. Lt. Cmdr. Mochitsura Hashimoto, captain of the Japanese submarine I-58, had other ideas. With his nation on the verge of defeat, he hoped to take one more prize for his emperor. At exactly 12:14, the first torpedo slammed into Indianapolis’ starboard bow, killing dozens of men in an instant. Another shattering concussion rocked Indy amidships. Her aviation fuel stores ignited, and a maelstrom of flame and explosions ripped through the ship. The second torpedo came directly afterward, shearing off the entire bow. Nine hundred
men made it into the water alive. From history.com: “Don McCall, Seaman Second Class: They tell you to throw your life jacket in first, then jump in and get your life jacket. I looked over [at the ship’s rail] and there was too many guys who didn’t have a life jacket. I decided when I got there, I was going to have one. The seasonally adjusted national nonfarm unemployment rate for veterans was 7.9 percent in July, down from 8.8 percent in June and 9.1 percent in May. The Bureau of Labor Statistics released the monthly jobs report on Aug. 7.
Coronavirus continues to afflict jobs market July was the fourth full month of measuring employment since SARS-CoV-2/ COVID-19 crashed onto the national scene. For local context, the Florida Department of Health announced the first cases in the Sunshine State on March 2. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. He issued orders that shut down various businesses on April 1. The state’s Phase 1 reopening started on May 18. The Phase 2 on June 5. Some of the Phase 2 reopening was scaled back with prohibitions on bars serving drinks for onsite consumption on June 26. Veterans, all cohorts taken together, fared better than average in July with a not seasonally adjusted unemployment rate of 7.9 percent compared to a not seasonally adjusted rate of 10.3 for non-veterans. The veterans’ labor force participation rate dropped from 49.4 to 48 percent from July last year to July this year. The non-veterans’ labor force participation rate dropped from 66 to 64.3 percent in the same timeframe.
Veterans cohorts employment numbers The way the bureau reports employment numbers, there are several ways to look at different cohorts of veterans. For example, women veterans had a 10.7 percent, not seasonally adjusted, unemployment rate, in July compared to the veteran men having 7.5 percent.

Non-veteran women had an 11.3 percent not seasonally adjusted unemployment rate in June, whereas their male counterparts had 9.7. The youngest cohort of veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 8.2 percent. Most know this group as “Post 9-11” and most are in demographer parlance millennials. The men in this cohort were at 8.3 percent unemployment. The women 7.9 percent. The bureau’s Gulf War-era I veterans, generally Gen-Xers, had a July unemployment rate at 7 percent. The men were at 5.9 percent; the women 13.2. The BLS classes together Vietnam-era to World War IIera veterans. Obviously, there are almost no World War II veterans in the workplace, and not too many Korean War veterans. This grouping, for employment purposes, is almost all Vietnam-era veterans, baby boomers. The older veterans,
according to BLS, had an 8.3 percent unemployment rate in July. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years and decades ranging from the 1950s to 1990s. About 70 percent of the men in this grouping are around 65 years old. About half of the women in the cohort are 45 to 65. This cohort had an 8.1 percent unemployment rate in July.
How unemployment numbers work The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people in working ages. Known interviewer classification errors for the last few months have caused uncertainty in the accuracy of recent employment reports.
In general times, those who are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. It’s important to note that longstanding bureau practices for measuring employment have never been tested to circumstances similar to the COVID-19 stay-at-home and social-distancing measures states and individuals implemented. It’s still too early to fully understand how the Bureau of Labor Statistics’ practices worked in the unique circumstances.

Terror beneath the waves The sailors clung together in the midst of the vast sea. It wasn’t long before the heat of the sun, and the terrible thirst, began to affect them. Others became convinced the Indianapolis, down below, was serving hot food and cold drinks in the galley. They would swim down to find the ship, only to get eaten by a shark. The memory of the USS Indianapolis may be overshadowed by the Hiroshima and Nagasaki observances, but it will never die. Scores of articles, books and films have been produced. In popular culture, Capt. Quint in the movie “Jaws� tells the story of the Indianapolis, bring awareness to a whole new generation at that time. Though in their 90s, survivors still gather in Indianapolis for reunions. They vote on whether to meet in a particular year. The latest meeting was in 2017. Seven of 20 remaining survivors attended.

Weekly Briefs Interfaith groups mark 75th anniversary of Japan bombing The 75th anniversary of the atomic bombing of the Japanese cities of Hiroshima and Nagasaki was commemorated on Aug. 6 and 9 by four of the world’s leading interfaith/intercultural organizations with a call for the abolition of all nuclear weapons. The appeal was part of an hourlong online video presentation with supporting statements from former Soviet Union President Mikhail Gorbachev, former U.S. Secretary of State George Shultz, and other prominent voices. Bishop William Swing is the retired bishop of the Episcopal Diocese of California. Swing, founder of United Religions Initiative (URI), (with The Rev. Victor H. Kazanjian Jr., Executive Director), joined the leaders of the Charter of Compassion, (Marilyn Turkovich, Executive Director); the Parliament of the World’s Religions (Audrey Kitagawa, Chair); and Religions for Peace, (Azza Karam, Executive Director) in jointly issuing the Hiroshima/Nagasaki Accord statement. “It is a measure of the urgency we all feel that this is the first time the organizations have joined together to make a common statement,” Swing said. “Our hope is that this statement will help to awaken the world to the trigger-ready threats posed by these weapons and to spur a global movement for a nuclear-free world.”
PGA HOPE veterans kick off 2020 PGA Championship Week The San Francisco Bay Area shined in spectacular glory Aug. 6-9, as the Northern California PGA HOPE Cup, a special nine-hole golf day for military Veterans with physical and cognitive challenges, served as an inspiring kickoff to the 2020 PGA Championship Week. PGA HOPE, the flagship military program of PGA REACH, introduces golf to Veterans with disabilities due to their service to our country, in order to enhance their physical, mental, social and emotional well-being. All of the 24 Veterans who participated are graduates of the PGA HOPE (Helping Our Patriots Everywhere) program. “We were fortunate today to gather with 24 of our local Veterans at the Olympic Club for a day of sharing, camaraderie and great golf,” said Northern California PGA Section Executive Director/COO Len Dumas. “Through the PGA HOPE program, we are able to express our thanks to those who have served, while utilizing our great
game in a therapeutic, bonding environment.”
Marine unit makes history, becomes flying squadron Headquarters and Headquarters Squadron with Marine Corps Air Station Camp Pendleton, made history by becoming a flying squadron for the first time in the unit’s existence. The Marines and sailors of H&HS took ownership of a UC-12W Huron aircraft July 31, and took the plane on its first flight with the squadron four days later. With this addition to MCAS Camp Pendleton, every air station housing aircraft from 3rd Marine Aircraft Wing now has operational support airlift capabilities. The Huron aircraft can increase a unit’s operational readiness significantly.
Army develops mobile app to help better communications As part of the “This is My Squad” initiative, the Army is developing a new mobile app to help leaders better connect with squad members and manage everyday tasks. Sgt. Maj. of the Army Michael A. Grinston recruited a team of 15 non-commissioned officers from a variety of career fields to give feedback and help build the app’s features. The app will be introduced at this year’s Association of the U.S. Army Annual Meeting in October. The app development squad will work with Army Futures Command to explore mobile solutions for training management, counseling and sponsorship.
Navy, Lebanese forces conduct joint virtual training Beginning just before the recent devastating explosion in a port in Lebanon, The Lebanese Armed Forces (LAF) and U.S. Navy conducted Resolute Union (RU) 20, an explosive ordnance disposal (EOD) and maritime security operations bilateral virtual military exercise held from 27 July to 9 August. RU20 is the capstone in a series of bilateral exercises between the LAF and U.S. Navy aimed at maintaining proficiency between the two countries’ armed forces, and increasing interoperability through cooperative training. It is hoped that the training will contribute to knowledge and understanding of catastrophic events like the port explosion.

Guardsmen from the 203rd Air Refueling Squadron, Hawaii Air National Guard and the 171st Air Refueling Wing, Pennsylvania ANG deployed to Andersen Air Force Base, were the first to locate three missing mariners during a search and rescue mission in the Federated States of Micronesia southwest of Guam, Aug. 2. On July 29, three mariners aboard a 23-foot white and blue skiff departed Puluwat Atoll intending to travel approximately 21 nautical miles to Pulap, Chuuk. However, they never made it to their destination and were reported missing. “Joint Rescue Sub-Center Guam received notification of an overdue skiff last seen
in the vicinity of Chuuk and requested our assistance,” said Maj. Shaun McRoberts, 506th Air Expeditionary Aerial Refueling Squadron assistant director of operations. “Once notified, we began immediately working a plan to launch crews to locate the missing vessel.” Lt. Col. Jason Palmeira-Yen, Maj. Byron Kamikawa and Tech. Sgt. Shane Williams, Hawaii Air National Guardsmen, along with Tech. Sgt. Rodney Joseph and Senior Airman Jeremy Williams, Pennsylvania Air National Guardsmen, took off from Andersen AFB in their KC-135 Stratotanker determined to locate the missing vessel. After almost three hours into their mission, and flying at about 1,500 feet, the crew located the mariners on the tiny island of Pikelot, Yap.
“We were toward the end of our search pattern,” said Palmeira-Yen, the KC-135 pilot. “We turned to avoid some rain showers, and that’s when we looked down and saw an island, so we decided to check it out, and that’s when we saw ‘SOS’ and a boat right next to it on the beach. “From there, we called in the Australian Navy because they had two helicopters nearby that could assist and land on the island.” The Royal Australian Navy ship HMAS Canberra (L02) was also in the region and agreed to divert and provide search sorties with embarked helicopters while the FSS Independence departed from Yap to assist. A helicopter crew from HMAS Canberra delivered supplies to the stranded mariners while a U.S. Coast Guard HC-
130 Hercules from Air Station Barbers Point, Hawaii, airdropped a radio and message block informing them the FSS Independence was en route to rescue and return them home. “Partnerships,” said U.S Coast Guard Capt. Christopher Chase, Coast Guard Sector Guam, commander. “This is what made this search and rescue case successful. Through coordination with multiple response organizations, we were able to save three members of our community and bring them back home to their families.” At 12 a.m., Aug. 3, the Independence arrived on scene, launched a small boat crew and rescued the mariners. The sailors told officials that they ran off course while traveling and eventually ran out of gas, according to the Australian Navy.
