'Vicious circle of threats' Southcom Chief: Venezuela dictator Maduro’s aggression even more emboldened by pandemic C. Todd Lopez

Venezuelan dictator Nicolás Maduro, aided by allies including Cuba, Russia, China and Iran, continues to serve as a threat to the democratic freedom in neighboring nations in South America, the commander of U.S. Southern Command said. “When we look at this region, there is so much promise and so much potential,” Navy Adm. Craig S. Faller said during a panel discussion last week with the Atlantic Council. South America is home to a number of democracies that share values with the United States, and are rich in resources, including human intellectual capital, Faller said. “All that is under assault. It’s under assault by a vicious circle of threats, the center of which is ... Venezuela,” the admiral said.
Narco traffic burgeoning A big part of the threat, Faller said, is a drastic increase in narcotics trafficking coming out of Venezuela, which he said not only threatens lives
throughout North and South America, but also corrupts the institutions critical to the maintenance and development of the young democracies that surround Venezuela. “At the heart of the threat, it’s the lives that are we’re losing unnecessarily, and it’s the undermining of democracy,” Faller said. “That was a choice Maduro made to take the once thriving state into the current dictatorship that it is.” The COVID-19 pandemic has allowed Maduro to even further lock down Venezuela and increase his power, Faller said. At the same time, he added, organizations such as FARC, and the National Liberation Army of Colombia are able to expand territory in the country. “All those threat vectors are headed in a negative direction, which is a significant reason why we have upped the amount of engagement we’re doing with our partners and launched our enhanced counternarcotics operation,” Faller said.
Task force, 22 allied nations key tool to fight drugs scourge One tool to fight narcotics trafficking, Faller said, includes Southcom’s Joint Interagency Task Force South and Key West, which has the involvement of 22 partner nations behind its efforts. “They’re all aligned there under the common threat of narco trafficking,” Faller said. “The connection to Maduro is

his complicity in that threat. The nations that go there, they go there for their national interest, but working together for the good of the hemisphere. It’s been a success. And we have actually seen an increase in partner nation involvement, year to year, last year to this year.” Faller said that about half of Southcom’s counternarcotics operations include the involvement of partner nations. He also cited as a success the U.S.-Colombian Action Plan, in which Colombians train partners across Central America to conduct operations against narcotics trafficking and ter-
rorists. He also pointed out the Central America Regional Security Initiative and the Caribbean Basin Security Initiative as being important investments for the United States. “The United States’ time and financial resources will pay forward for enhanced stability,” he said. “That’s part of the solution set here, ... making sure we have it right in those investment areas to keep the democracies that have made progress in Central America and South America and the Caribbean [in] keep them moving forward against this vicious circle of threats.”

We all know what it looked like. We’ve seen it in so many movies, television shows and even political adverts. The red phone with no dial on the Resolute Desk in the Oval Office. The direct phone line between the presidents of the United States of America and the Union of Soviet Socialist Republics, later Russian Federation. When all hell was about to break loose, either president could pick up the receiver and talk to his counterpart right away to stop a nuclear holocaust. Except, there was never a red phone, and the presidents wouldn’t hear each other’s voices. There was, however, the Moscow-Washington hotline first tested on Aug. 30, 1963. That hotline was a direct outgrowth of the time Florida was the front lines of a Cold War about to go nuclear hot.
The Cuban Missile Crisis The 13 days between Oct. 16 and 28, 1962, goes by many names. The Missile Scare. The October Crisis. In Russia, it’s often called the Caribbean Crisis. In the U.S., we know it as the Cuban Missile Crisis. The United States and Soviet Union were all but at war and Florida was the launching pad for surveillance planes and, more generally, a gigantic staging base for a possible invasion of our closest Caribbean neighbor. However close to war people think America and the Soviet Union were in 1962 — it’s worse than that. Two events happened within hours of each other that could have — almost should have — started

a war between the nuclear-armed rivals. After the failed CIA-backed Bay of Pigs Invasion, the communist government of Cuba asked the Soviet Union for nuclear missiles on its soil. Soviet leader Nikita Khrushchev agreed. As sites were being readied, Air Force pilot Richard Heyser got photos during a U-2 surveillance mission on Oct. 14, 1962. The U.S. immediately blockaded the island nation to prevent further nuclear arming and demanded any existing nukes removed. Soviet ships already en route kept heading towards Cuba. More U-2 planes flew missions over Cuba. They launched from McCoy Air Force Base in Orlando. It closed in 1975 and became Orlando International Airport. While the nuclear superpowers rattled sabers publicly and tensely negotiated secretly, McCoy launched U-2 spy planes. A pilot from Sarasota Coun-
ty, Jerry McIlmoyle, narrowly escaped a Soviet surface-to-air missile. In modern parlance, things were getting real. Then on Oct. 27, 1962, Major Rudolf “Rudy” Anderson flew out of Orlando. He’d not returned. Around noon a Soviet missile downed his plane. Anderson was killed. Cuba didn’t own weapons capable of taking down a U-2, which flew about 13 miles high. The U.S. figured if a U-2 was shot down over Cuba, it was a Soviet missile fired under Khrushchev’s orders. That wasn’t the case. He’d ordered against shooting down the U.S. surveillance planes. But Khrushchev ordering the shootdown was the natural conclusion for President John F. Kennedy and others to make.

Near-tragedy of miscommunications U.S. pilot Charles Maultsby flew out of Eielson Air Force Base, Alaska, toward the North Pole on a routine upper atmosphere sampling mission. Those missions helped keep track of nuclear activity in the Soviet Union and China. Maultsby encountered aurora borealis activity. He was navigationally blind and flew over the Chukotka Peninsula as Soviet radar operators watched. The United States was at DEFCON 2, the highest readiness before war. The Soviets were equally poised for war. Maultsby’s plane looked a lot like the first of an invasion, so the MiGs went up with every intention of bringing Maultsby down.

The day warfare rocketed ahead Innovative weapon that started space exploration displayed locally Patrick McCallister FOR VETERAN VOICE

Its official name was the Vergeltungswaffe 2, the “Retribution Weapon 2.” History better remembers it simply as the V-2. A piece of that history is on display at the Air Force Space & Missile Museum at Cape Canaveral. The museum — which is closed till further notice due to the SARS-CoV-2/ COVID-19 pandemic — has a V-2 jet vane engine on exhibit. “It is a complete engine to a German V-2 rocket,” said Jamie Braper, museum director. On Aug. 29, 1944, an increasingly desperate Adolph Hitler authorized an offensive using the world’s first longrange guided missiles. That upped the ante from the V-1, which was effectively a midrange cruise missile. That rocket offensive didn’t have the devastating effect the Nazi leader doubtlessly hoped for. But it did introduce a whole new warfare to the world. Ironically, too, the V-2 became the inspiration and proof of a concept that’d start space exploration, which has made much of the modern world possible.
Vergeltungswaffe 2 The first city to feel the sting of rocket warfare was Paris. On Aug. 25, 1944, the Germans gave up the city they’d occupied since the Second Compiegne Armistice in June of 1940. A bit more than four

years later the occupying forces were up against the U.S. Third Army and 2nd French Armored Division under the command of the French Forces of the Interior. After days of fighting, the Germans folded, delivering Hitler a painful defeat that portended Nazism’s coming end.
Hitler increasingly turned toward the idea of “miracle weapons” to win the horrific war he’d started. On Sept. 8, 1944, the Lehr und Versuchsbatterie No. 444, “Teaching and experimental battery No. 444,” launched a radio guided V-2 at Paris. It didn’t have much explosive effect, but did
hit its mark. On the same day the Germans launched V-2s at from Wassenaar, Netherlands, at London. The rockets reached the city in minutes. That was the start of a monthd-long rocket campaign against the

No, not that Charles Floyd naming the nearby stream Floyds River and the hill Floyds Bluff. Floyd was not to rest in peace at first. He was re-buried once more on Aug. 20, 1895, with a monument. When the obelisk, made of white sandstone and standing 100 feet high was completed on May 30, 1901, Floyd’s grave was moved again to rest nearby. It was designated a National Historic Landmark on June 30, 1960.

Charles Floyd died on Oct. 22, 1934. Charles Floyd also died on Aug. 20, 1804. Wait, what? Turns out both shared the same name but were very different men. Army Sgt. Charles Floyd, a member of the historic Lewis and Clark expedition, was, amazingly, the only member of the party to die on that dangerous, two-year journey. The other Charles Floyd, known as “Pretty Boy,” died at age 30 in a hail of FBI gunfire, ending an infamous career as a bank robber. But bank robber Floyd was a criminal, while expedition Floyd was celebrated as a member of a pivotal journey in history. The expedition Floyd was only 22 years old. Meriwether Lewis and William Clark, the leaders, had put out word for volunteers to join the party — young, healthy, unmarried men. Floyd, a native of Kentucky who had enlisted in the U.S. military a few years earlier, was one of the first to apply to join the ambitious expedition across the continent to the Pacific Ocean. Young, vigorous, and better educated than most of the soldiers, Floyd was a natural choice. The two co-captains not only selected him to join the mission, they promoted him to sergeant. He was made quartermaster of the expedition. (It may have helped his chances that he was reputed to be a cousin of William Clark himself.)

a party of 35 men, called the Corps of Discovery. It was only three months into the voyage, in late July, that Floyd reported feeling ill, and “had been very sick for several days,” according to a journal kept by Lewis and Clark. He seemed to grow better for a time, but on Aug. 15, he was “seized with a complaint somewhat like a violent chorlick [colic] . . . [and] he was sick all night,” the journal reported. At press time the Department of Veteran Affairs has confirmed at least 37,300 cases of SARS-CoV-2/ COVID-19 among veterans who’ve been tested or treated at VA facilities. That’s up by about 13,170 cases in the 30 days since Veteran Voice last reported the VA’s numbers, July 15. The Veterans Health Administration counts about 3,630 cases of the novel coronavirus among veterans as “active,” and about 33,775 as “convalescent.” There’ve been about 2,400 known deaths of veterans by COVID-19, which is up by 575 since Veteran Voice last reported the VA’s COVID-19 National Summary. This makes it appear that COVID-19 has slowed its pace among veterans in recent weeks. At Veteran Voice’s July examination of the VA’s reporting the average daily increase for COVID-19 among veterans — by taking increases in cases from the previous check divided by the days between them — was 651. At this check, the average daily increase of COVID-19 among veterans is 439. At least 46 VA medical facility workers — some of whom are also veterans
Orlando’s Lake Nona VA Medical Center has had 1,099 confirmed cases of COVID-19 among its veterans, workers and those fit into a category of “all other.” The center’s catchment area includes three counties in Veteran Voice’s coverage area: Volusia, Seminole and Brevard. The Orlando VAMC reported 13 deaths. At press time the Orlando medical center had 76 active cases. Of those 67 were veterans, seven employees and two “all other.” It had 1,010 convalescent cases. Of those, 911 were veterans and 76 were employees. It had 22 listed as “all other.” The West Palm Beach VA Medical Center has had 515 confirmed cases of COVID-19 among its veterans and workers and “all others” The center’s catchment area includes three counties in Veteran Voice’s coverage area: Indian River, St. Lucie and Martin. The West Palm Beach VAMC has reported 27 deaths. At least one was a worker. At press time the West Palm medical center had 51 active cases — 46 veterans and three employees. It had 437 convalescent cases. Of those 352 were veterans, 67 employees — two of whom are also veterans — and 16 “all others.”

British, the last desperate throes of a shrinking military power. The rocket attacks weren’t as lethal as Hitler probably hoped, but there were many civilian deaths. The real power of the V-2 lay in terror. Despite countless Londoners — already experienced with the V-1s — having seen the V-2s in flight, Prime Minister Winston Churchill claimed their explosions were faulty gas lines. The British government didn’t want a panic. It kept up the denial for weeks. The British jeered the denials by calling the secretive V-2s “flying gas pipes.” By November of ‘44, the Nazis openly discussed their V-2 offensive. Allied denials were shattered. Germans sent about 3,200 V-2s at targets in Belgium, Britain, France and the Netherlands, and even a few at Allied forces in Germany. Technological warfare didn’t help the Nazis. The V-2 wasn’t a miracle weapon that’d save the Nazis. By May of 1945, Germany surrendered.
Werner von Braun As Germans rapidly pulled back toward Berlin Allied troops scrambled to acquire anything V-2 they could. That included the Soviet Union. Germany’s chief rocket scientist, Werner von Braun, and his staff realized a massive multi-national manhunt was on for them. They discussed their options and hatched a plan to surrender to the Americans as soon as possible. The team had to tiptoe around their Schutzstaffel, SS, guards who had orders to kill the scientists and engineers rather than let them fall into Allied hands. On May 2, 1945, days before Germany’s surrender, Magnus von Braun, Werner’s brother, found an American private from the 44th Infantry for them to surrender to. The Americans shuffled von Braun around Europe to keep him from the Soviets and finally took him to the U.S. The Americans also had other German scientists and engineers
who’d worked for von Braun, along with numerous V-2s and assorted components. “I do recall from my reading there were 300 train cars filled with V-2 pieces that came Stateside after World War II,” Braper said. The world’s most experienced rocket scientist and members of his team were now working for America with parts from Germany. They became integral to our burgeoning space program. What America didn’t know in 1945 was the Soviet Union had a brilliant scientist named Sergei Korolev combing through captured V-2s, and by sheer force of genius quickly overtaking von Braun in the science and art of rocketry. He’d win the first rounds of the Space Race by getting Sputnik 1 and Yuri Gagarin into space months before the U.S. could answer even with von Braun’s help. If not for Korolev’s utter lack of social skills that angered superiors and subordinates alike into uncooperativeness, the Soviet Union could have beaten the U.S. to a lunar landing.
Cape Canaveral America’s first launch site was the White Sands Proving Ground, New Mexico. On May 10, 1946, a V-2 launched 70 miles high from there. Many more launches of V-2s followed. America’s exploration of the upper atmosphere and space had begun. In 1949 Congress and President Harry Truman established the Joint Long Range Proving Ground at the former Banana River Naval Air Station. Construction started in 1950. On July 24, 1950, a V-2 rocket dubbed Bumper 8, took off from Launch Complex 3. Bumper 7 followed on July 29. “They transitioned to the Redstone (rockets),” Braper said. “I only know of two Bumper launches from the cape.” The museum has online displays including the V-2 engine at www.afspacemuseum.org. “The website was recently redone,” said Braper. “It’s content rich. We encourage people to visit us there.” That’s where the reopening announcement will be, too. The museum is at 191 Museum Circle, Cape Canaveral.

MOAACC’s Good Deeds Foundation Provides Grants to Brevard JROTC Units

On Friday, July 31, Rear Admiral Wayne Justice (USCG Ret,), Treasurer of the Cape Canaveral Chapter of the Military Officers Association of America (MOAACC) Good Deeds Foundation (GDF), presented a symbolic check for $13,500 to nine JROTC Instructors attending the “en mask” pre-school reopening JROTC planning meeting at Rockledge High School. Each of their units received a $900 check. GDF will
distribute the remaining 6 JROTC checks before school reopens on Aug. 24, a delay caused by COVID-19. In addition, checks for $550 will be presented to two Sea Cadet and two Civil Air Patrol units which also dedicate their programs to guiding young people, from a variety of schools, to learn about military matters, leadership, discipline, and what it takes to be a good citizen. For many years the MOAACC GDF has provided support to the 15 Brevard JROTC units representing the Army (8), Navy (2), Air Force (4) and 1 Marine Corps Unit at Palm Bay.
There are many expenses involved in a school’s running a successful JROTC Program. Fundraising is crucial to ensure that all events, awards, support to cadets in need and many other costs, not covered by the schools or Service Branches, are met. The Soviets didn’t bother encrypting their communications — the Strategic Air Command knew exactly what was going on across the narrow Bering Strait as things were happening. The crew at Eielson figured out a way to get the lost Maultsby directions he could follow. Despite extraordinary difficulties, he managed to get back to American airspace. The MiGs broke off their attack pursuit. But, an American aircraft flew into Soviet airspace hours after a U-2 pilot had been shot down over Cuba. Kennedy had no way of knowing that local commanders had ignored Khrushchev’s order not to shoot down the U-2s flying out of Florida. Khrushchev had no way of knowing Maultsby innocently got lost during a routine atmosphere check. The commanders of the most powerful militaries the world has ever known were losing control of events, and both had hardliners in their ears demanding war. Somehow both kept their heads and navigated cumbersome official and unofficial communications channels to work out a world-saving deal. Neither the Kremlin nor Washington D.C. wanted to do that rodeo ever again, so they started talking about a direct crisis communication system.
The Hot Line Agreement By June of 1963 the U.S. and U.S.S.R. signed the Hot Line Agreement in Switzerland and got to work creating a teletype link, which evolved over the years as technology

This indicates there’s a large delay in the VA’s reporting, because on the same day the Florida Department of Health, Division of Disease Control and Health Protection is reporting 557,000 cases in Florida with 32,500 hospitalizations and 9,050 deaths. On the same day, the state’s
health department is reporting almost 5.3 million confirmed cases of the coronavirus nationally and 167,00 deaths. There are about 331 million Americans — about 20 million veterans among them. About 9 million veterans are enrolled in the VA’s healthcare system with around 6 million getting some services at VA medical centers annually. The state has about 22 million residents and 1.5 million veterans, a third of whom are Vietnam-era which is an age group particularly vulnerable
to debilitating and potentially fatal complications due to SARS-CoV-2/COVID-19.

At first, on the U.S. side, the president would call the Pentagon where Moscow Link teams at the National Military Command Center would take short messages. An officer fluent in Russian, familiar with Soviet culture, and familiar with current military situations worldwide would edit for unintentional offenses and send the president’s message to a Soviet counterpart fluent in English, familiar with American culture, and presumably equally read up on the current military situations worldwide. The counterpart would get the message and communicate it to the Kremlin. The responses were automatically given the highest security classification, translated, and whisked to the White House for the president to read. President Lyndon B. Johnson was the first president to use the system. The first time was to advise the Soviets of the assassination of Kennedy in November of 1963. Its next use was in 1967. Noncommissioned and commissioned officers spent most of their time testing the system hourly. The first test message was sent by the Americans. It read: “The quick brown fox jumped over the lazy dog’s back 1234567890.” No, the Moscow Link team wasn’t drinking and bored. That sentence is the most well-known pangram in English. It contains every letter of the alphabet. But, as time dragged on and teams got to know each other at a distance, the hourly test messages reportedly got more creative, and arguably even fun. Test messages reportedly
started including quotes from great Russian and American authors, and some not as great Russian and American authors. Although, again reportedly, the counterpart teams stayed cognizant to and avoided possible offenses. For example, Americans refrained
from ever referencing bears, especially Winnie the Pooh, because the bear is the national animal of Russians. The teams also reportedly exchanged New Year’s well wishes on the teletype annually, too.

Weekly Briefs TV chef helps Army beef up dining facility revamp Celebrity chef Robert Irvine offered senior leaders a recipe for success this past week, as dining facilities across the Army revamp business to meet modernization goals. The “Restaurant: Impossible” host was joined by Sgt. Maj. of the Army Michael A. Grinston during a teleconference with other leaders to chat about ways to feed Soldiers and keep them coming back for more. Unlike his popular TV show, the former British Navy chef didn’t dial in to help restaurants struggling to stay afloat. Instead, Irvine provided insight to help beef up the Army’s dining facilities, or DFACs, and make them every Soldier’s preferred eatery. “From a marketing standpoint, what is attractive?” Irvine asked. “What makes an 18-to-24-year-old Soldier say, ‘I’m going to the DFAC.’” One idea he floated was giving troops consistency with an established menu, rather than “the laborious task” of creating new menus weekly. It’s simple enough: “If you give Soldiers what they want, they will eat there,” the chef said. DFACs can accomplish this with great food and service, “and, by the way, it’s not too expensive” for troops, which only helps their satisfaction.
Wisconsin Air Guard steps in to give election-day assistance Almost 700 Wisconsin Air National Guard Soldiers and Airmen served as polling station volunteers in 40 counties across Wisconsin during the Aug. 11 primary election. Due to a lack of poll workers as a
result of the COVID-19 pandemic, this is the third time this year the Wisconsin National Guard has provided such support. The Guard mission was similar to past elections – obtaining and delivering supplies such as hand sanitizer, spray bottles, pens, masks and paper towels in partnership with the Civil Air Patrol. Soldiers and Airmen, in civilian clothing, helped set up polling stations and performed poll worker duties during the primary election.
Space Force releases 1st doctrine: recognizing space’s war potential Fewer than eight months after its creation, America’s newest military service published its first doctrine, the U.S. Space Force’s Space Capstone Publication, entitled Spacepower. The SCP, which is the first articulation of spacepower as a separate and distinct form of military power, serves as a foundation upon which to build additional doctrine as expanding challenges are continually addressed in the changing space domain. Covering a series of topics to include unique aspects of the space domain, the relationship between national and military spacepower, and the employment and development of space forces, this foundational doctrine serves as a key guidepost for the ethos and values of the nation’s newest armed service. While existing joint and Service documents provide space-related doctrine, they were authored when space was still regarded as a benign domain. The new capstone publication is tailored to the present reality that our adversaries have made space a warfighting domain.
