September is Suicide Prevention Month VA encourages supporters to Be There for Veterans, connect with resources Kenita Tills

September is Suicide Prevention Month and the U.S. Department of Veterans Affairs (VA) wants to remind Veterans and their loved ones through the Be There campaign that small actions can make a big difference to Veterans experiencing difficult times. During this and every month the West Palm Beach VA Medical Center remains committed to spreading
awareness of suicide prevention to Veterans and their supporters and connecting them to the resources they need. “As a United States Army Veteran who has lost fellow soldiers to suicide, I know first-hand the pain that these deaths cause for loved ones,” said Cory Price, West Palm Beach VA Medical Center interim director. “No Veteran who served our country should feel hopeless and alone. The West Palm Beach VA Medical Center remains committed to suicide prevention by continuing to strengthen access to mental health services and engaging the community for support in this effort.”
In terms of community support, the West Palm Beach VA Medical Center will host a virtual community-wide Mental Health Summit on September 24 at 8 a.m. to 12:30 p.m. For more details visit https://bit.ly/ 356bE5N. August sees fourth month of rebound in veterans employment numbers Patrick McCallister FOR VETERAN VOICE

The seasonally adjusted national nonfarm unemployment rate for veterans was 6.6 percent in August, down from 8 percent in July and 8.8 percent in June. The Bureau of Labor Statistics released the monthly jobs report on Sept. 4.
Coronavirus continues to afflict Florida and national jobs market August was the fifth full month of measuring employment since SARS-CoV-2/ COVID-19 crashed onto the national scene. For local context, the Florida Department of Health announced the first cases in the Sunshine State on March 2. Gov. Ron DeSantis declared a state of emergency in all 67 counties on March 9. He issued orders that shut down various businesses in April. The “Safe. Smart. Step-by-Step. Plan for Florida’s Recovery” Phase 1 reopening started in May. The Phase 2 started on June 5 for most counties. Some of the Phase 2 reopening was scaled back with prohibitions on bars serving drinks for on-site consumption and other measures.
Phase 3 has not yet started. The state reports that’ll be “when there is no evidence of a rebound or resurgence of COVID-19 cases” as outlined in the plan created by the Re-Open Florida Task Force.
Overall veterans employment Veterans, all cohorts taken together, fared better than average in August with a not seasonally adjusted unemployment rate of 6.4 percent compared to a not seasonally adjusted rate of 8.6 for non-veterans. The veterans’ labor force participation rate dropped from 47.3 to 44.8 percent from August last year to August this year. The non-veterans’ labor force participation rate dropped from 65.7 to 64.2 percent in the same timeframe.
Veterans employment by cohorts The way the bureau reports employment numbers there are several ways to look at different cohorts of veterans. For example, women veterans had a 8.2 percent, not seasonally adjusted, unemployment rate, in August compared to the veteran men having 6.1 percent. Non-veteran women had a 9 percent not seasonally adjusted unemployment rate in August, whereas their male counterparts had 8.2. The youngest cohort of veterans, which
the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 7 percent. Most know this group as “Post 9-11” and most are, in demographer parlance, millennials. The men in this cohort were at 7.4 percent unemployment. The women 4.5 percent. That’s an extreme shift for women who had a not seasonally adjusted unemployment rate of 7.9 percent in July. That huge shift could indicate women veterans are frustrated with and dropped active job searches, so shifted to “discouraged worker” rather than employed. The bureau’s Gulf War-era I veterans, generally Gen-Xers, had an August unemployment rate at 4.7 percent, another big shift from 7 percent in July. The men were at 3.2 percent; the women 11.8. The BLS classes together Vietnam-era to World War II-era veterans. Obviously there are almost no World War II veterans in the workplace, and not too many Korean War veterans. This grouping, for employment purposes, is almost all Vietnam-era veterans, baby boomers. The older veterans, according to BLS, had an 6.2 percent unemployment rate in August. The cohort the bureau identifies as “Veterans of other service periods,” includes

September is Suicide Prevention Awareness Month. About 125 Americans die by suicide every day. Members of the military, particularly the Reserve and National Guard, and veterans are about 16 percent of those deaths. Veterans make up about 7 percent of the national population. Even after accounting for the rarity of deaths by suicide among children up to preadolescent ages, military veterans make up a larger than average share of deaths by suicide. That bothers Rep. Michael Waltz. It also bothers Col. Michael Waltz who serves in the Florida National Guard. They’re the same person. Waltz is one of a few members of Congress who are also serving in the military. His district includes all of Volusia County. “We are still losing despite a quadrupling of the (Department of Veteran Affairs’ suicide-prevention) budget,” Waltz said. “We’re still losing 20 to 22 veterans a day and that’s unacceptable.” It’s not just a number for Rep. and Col. Waltz. It’s friends. “I just talked one of my fellow Green Berets off the (proverbial) ledge a few weeks ago,” he said. Waltz added, “We just have to come together as a community.”
West Palm Beach VA Medical Center Mental Health Summit There’ll be a Mental Health Summit on Thursday, Sept. 24, by the West Palm Beach VA Medical. That’ll be from 8 a.m. to 12:30 p.m. The summit will be virtual on WebEx this year, due to the ongoing SARS-CoV-2/COVID-19 pandemic. It’s open to the public. At press time the Orlando VA Medical Center plans to advertise and refer interested people to the West Palm Beach VA summit. There are two ways to get the summit’s webinar address and login information. Both are a bit difficult. The easier one is by going to https://bit.ly/356bE5N. The other takes steps. In the press release for the event the West Palm VA urged folks to take time to watch the S.A.V.E. training video to learn how to respond when others are experiencing suicidal ideation. That’s at www.psycharmor.org/courses/s-a-v-e. Dr. Megan McCarthy instructs the online class developed in cooperation with the veterans department. S.A.V.E. stands for: “Signs of suicidal thinking”; “Ask questions”; “Validate the person’s experience”; and “Encourage treatment and Expedite getting help.” Family and friends of at-risk veterans can get professional assistance in figuring out how best to help them by calling the VA’s Coaching Into Care at (888) 832-7458. Latest numbers The VA’s latest comprehensive information about deaths by suicide among veterans was released last September: the 2019 National Veteran Suicide Prevention Report.
The report shows that among women veterans the rate of deaths by suicide is 2.2 times higher than it is for their non-veteran peers after accounting for differences in ages. For male veterans that rate is 1.3 times higher compared to their non-veteran peers. Grouped together, the rate of deaths by suicide among veterans is 1.5 time higher than it is among their non-veteran peers. Male veterans ages 18 to 34 experience the highest rates of death by suicide. That rate increased from 2005 to 2017. Male veterans 55 and older experience the highest count of deaths by suicide. Overall the unadjusted rate of deaths by suicide among veterans increased from 29.8 per 100,000 in 2016 to 31 in 2017. In 2017 about 45,400 American adults died by suicide. About 6,140 were veterans. That means veterans made up about 13.5 percent of deaths by suicide among American adults in 2017. There are about 248 million adults in the country. About 20 million are veterans, so they make up about 8 percent of the population. Taken together there were about 124.4 deaths by suicide a day among adults in the U.S. in 2017. Also noteworthy, the number of deaths by suicide among veterans exceeded 6,000 every year from 2008 to 2017. Veterans who die by suicide choose firearms

As we all know, 2020 has been a very challenging year. Not only has the organization had to cancel all scheduled Honor Flights for 2020, they, like many others, have had to curtail normal fundraising events due to the COVID-19 virus situation. As a private non-profit, all-volunteer organization, only concerted fundraising efforts can keep these veterans flying, and honored.

Whenever there was a dinner or cocktail party hosted by my folks, I would worm my way out of my room (even after being told firmly not to come out) and want to talk with them. “They seemed to get a kick out of my presence and would share their stories with each other primarily benefiting the wide-eyed pajama-clad youngster before them. This was the early late 1960’s and their stories were still vivid with the war being just 20+ years behind them at the time.”

A lot of Brevard and Indian River veterans know Medina, who served in the Marine Corps. He works on veterans issues for Rep. Bill Posey. Medina hopes to be Palm Bay’s next mayor. “I encourage our veterans to take that baton and run for office,” Medina said. “I believe our nation depends on it in such a time as this.” If elected Medina would be one of numerous veterans serving in special district, city, county, state and federal offices in the Veteran Voice coverage area. Two of the best known in the coverage area are Rep. Michael Waltz and Rep. Brian Mast. Waltz is a colonel in the Florida National Guard. Mast is an Army veteran who was catastrophically injured in Operation Enduring Freedom–Afghanistan. They serve in congressional seats that include Volusia, St. Lucie, and Martin counties respectively. Others, such as Army veteran David Santiago, serve in the State Legislature. His Florida House of Represen-
tatives district includes the southern part of Volusia. His term in the House ends this year. Santiago also served on the Deltona City Commission and ran for mayor of that city. John Masiarcyzk Sr., a Navy veteran, beat Santiago in that race. Masiarcyzk served at the Naval Air Station Sanford, which closed in 1969, and returned to live in the area after discharging from the service. As mayor Masiarcyzk successfully pushed for the creation of the Deltona Veterans’ Memorial Park and Museum on Evard Avenue.
Medina reflects Medina served in the Marines from 1984 to 1990. He said those years reinforced his parents’ positive influence and lessons. “As a Marine I value the brief time I served,” he said. “It’s who I am.” Which, Medina believes, helps equip him to serve in an elected office. He said veterans’ military training help them stay focused. “We’re mission oriented,” he said “We’re problem solvers. We know how to take the hill, so to speak. The nation invested so much in our training.” Kay Maragh and Medina recently topped two other opponents in the non-partisan Palm Bay mayoral race. That was in the August primary election. Neither managed to garner more than half the votes. They’re in a runoff now that’ll be settled in the November general election. Medina previously ran unsuccessfully for the Brevard County Board of County Commissioners. Additionally, Medina has served as an appointed member on Brevard County’s Together in Partnership Committee, which is an advisory board to the county commission. “It’s a collaboration of the (not-for-profit organizations) in the community,” Medina said. In Florida governmental advisory boards include voting members appointed by elected officials. Their members are subject to most of the same open meeting and other good government laws as elected officials.

Veterans in elected offices According to the Disabled American Veterans the 116th Congress includes 96 veterans. That’s about 18 percent of the 535 members between the House and Senate. Veterans make up about 8 percent of the adult population in the U.S. Of the veterans in Congress, 19 are in their freshman terms. Seven are women, and 48 are War on Terrorism veterans. Some of the new veterans in Congress are well known, such as Texas’ Navy veteran Rep. Dan Crenshaw. Others less known, such as Virginia’s Navy veteran Rep. Elaine Luria. Florida’s last and serving governor are both Navy veterans — Gov. Ron DeSantis and now Sen. Rick Scott. Of course, Scott is one of the 19 new lawmakers from the 2018 elections. Both are Republicans. Other states have veterans serving as governors. Louisiana, for example, has a Democrat who served in the Army for its governor — John Bel Edwards.
Veterans run for the top office The Democrats had six veterans make viable bids for the party’s 2020 presidential nomination. The best known are Army veterans Tulsi Gabbard and Pete Buttigieg. Gabbard is still serving in the Hawaii National Guard. Others were
Navy veteran Joe Sestak, Marine Corps veteran Seth Moulton, along with Maurice “Mike” Gravel. Richard Neece Ojeda II, who is still serving as a major in the Army. The Democrats had 29 presidential candidates who had reasonable chances at garnering the nomination, so 20 percent of that field were current service member and veterans. As is typically the case with the incumbent party at the White House, the Republicans had a thin and uneventful presidential primary. Sitting presidents almost never get strong challenges from their own parties. Nevertheless, Army veteran Marshall “Mark” Sanford Jr. did vie for the Republican 2020 presidential nomination. He’s held various offices including a stint as South Carolina’s governor.
Medina’s thoughts As a congressional staff member Medina works with other representatives’ and numerous governmental offices at all levels. “Civilians bring a lot of value,” he said. “However veterans understand a level of service we have a difficult time explaining to someone who’s never served in the military. I think first responders — they understand it.” Additionally, Medina said, “I can tell you veterans have raised their right hands and taken an oath. No one relieved them of that oath. “I’m proud of those (veterans) running for Congress. I’m proud of those not standing idly by.” And when veterans get to those special district, city, county, state and federal seats— “I think the value of the experience, the fortitude built in them by any branch of service, serves the nation well.” There are a variety of not-forprofit organizations dedicated to helping veterans learn about running for elected offices. The best place to start investigating electoral runs is attending local government meetings in person or virtually to learn about community issues and how various levels of government interact.

Army Sgt. Maj. Thomas “Patrick” Payne received the Medal of Honor at a White House ceremony for helping liberate more than 70 hostages from an ISIS prison compound in Iraq five years ago. President Donald Trump draped the nation’s highest military award around Payne’s neck during a ceremony on the anniversary of the Sept. 11 terrorist attacks — a day that compelled Payne to enlist.
Hearing the news As news of the attacks spread throughout the world, Payne sat in his high school classroom listening to his
teacher. “His teacher solemnly told the students that their generation had a fight to win,” President Donald Trump said. “In that moment, Pat was called to action. He knew that his country needed him.” Ten months later, Payne, of Batesburg-Leesville and Lugoff, South Carolina, shipped off to basic training. Since then, he has deployed 17 times to combat zones as a member of the 75th Ranger Regiment and in various positions with the U.S. Army Special Operations Command.
Dedicated Soldier In 2010, he was wounded by a grenade blast in Afghanistan, but later recovered and
went on to win the Army’s Best Ranger Competition in 2012.
“It was one of the largest and most daring rescue missions in American history.” President Donald Trump While deployed again, Payne was part of a joint task force that assisted Iraqi security forces in raiding the ISIS prison near Hawija in northern Iraq on Oct. 22, 2015. “The team soon received horrifying intelligence that the terrorists were planning to massacre their captives and bury them in freshly-dug graves,” Trump said. “Pat and
his teammates raced into action.”
Life and Death During the nighttime operation, Payne, now 36, risked his life amid heavy enemy gunfire and suicide-vest detonations to save the hostages, many of whom were captured members of Iraqi security forces. After being infilled by CH47 Chinook helicopters, Payne and members of the task force climbed over a wall into the prison compound. Payne, an assistant team leader at the time, helped lead his team as it cleared one of the two buildings known to house hostages. Once inside the building

after light resistance from the enemy, Payne’s team used bolt cutters to pierce through the locks of a prison door, freeing nearly 40 hostages.
Call for help Payne and others then heard an urgent call for help over the radio from other task force members engaged in an intense firefight at the second building. “Pat turned to one of his fellow Soldiers and said, ‘let’s get into the fight,’” Trump said. Payne and his team maneuvered about 30 yards to the heavily-fortified building, which was partially on fire. Once there, he and others scaled a ladder onto the roof of the one-story building as a sustained rate of enemy machine-gun fire shot out from below. From a vantage point on the roof, they engaged the enemy with hand grenades and small arms fire.
Enemy suicide attempts At that point, enemy fighters began to detonate their suicide vests, causing the roof to shake. Payne and others then moved off the roof to an initial breach point on the ground level. “Pat and his fellow Rangers fought through the fire, the bullets and the deadly blasts,” Trump said.

After the partner came out for fresh air, Payne took the tool again to sheer off the last lock and kick open the door. “He ran right back into that raging blaze,” Trump said. “He sliced the final lock and released the rest of the hostages as the building began to collapse.” Still being engaged by the enemy, Payne and others escorted about 30 more hostages out of the burning building.
Making sure all were safe With disregard for his own safety, Payne then reentered the building two more times to ensure every hostage was out. One of those times he had to forcibly remove one of the hostages who had been too frightened to move during the chaotic scene. “He was the last man to leave,” Trump said. “He wouldn’t leave, no matter what they said, no matter who ordered him to do it. He was the last one out. “It was one of the largest and most daring rescue missions in American history,” he added. “You truly went above and beyond the call of duty.” The mission left one U.S. Soldier, Master Sgt. Josh Wheeler, and at least 20 insurgents dead. “Pat would be the first to remind us that he was not alone that day,” Trump said. Payne currently serves as an instructor at the U.S. Army Special Operations Command where he trains “the next generation of American warriors,” Trump said.

as the means about 69 percent of the time. About half of all deaths by suicides in the U.S. — including youths and children — involve firearms. Veteran Voice has been unable to find reliable statistics to compare only veterans to either all adults or non-veteran adults to compare percentages of deaths by suicide involving firearms, but in general it’s reported that the use of firearms is higher among veterans.
How Florida fared In 2017 there were about 3,150 adult Floridians who died by suicide. Of those 512 were veterans under the VA’s new reporting guidelines. That means 16 percent of Florida adults who died by suicide in 2017 were veterans. That’s 1.4 veterans a day who died by suicide in the Sunshine State in 2017. Florida has a little more than 17 million adults and just short of 1.5 million veterans making up about 8.6 percent
of that population. Veterans accounted for about 16 percent of deaths by suicide in the state in 2017. The youngest veterans, those 18 to 34, were the smallest group of deaths by suicide in Florida in 2017 — 51. Those ages 35 to 54 accounted for 121 of the deaths by suicide in the Sunshine State that year. The 55 to 74 year old veterans accounted for 205 of deaths by suicide that year in Florida. Those 75 and older 134. The suicide rates among Florida’s veteran cohorts were higher than the combined averages in all age groups by eyepopping amounts in 2017. Among all 18- to 34-yearolds in the state, the rate was 15.2 per 100,000. Separating veterans, theirs was 43.6, nearly three times higher. In the next age group, 35 to 54, those rates are 19.3 and 35.6 respectively. The rates come closer again as the total for adults increases and veterans’ decreases in the next age group, 55 to 74. The overall rate of deaths by suicide in Florida in 2017 for that age group is 20.4. For veterans its 31.4. The rate goes up for both in the 75 and older age group — 22.1 for all and 32.3

In general times, those that are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. It’s important to note that longstanding bureau practices for measuring employment have never been tested to circumstances similar to the COVID-19 stay-at-home and social-distancing measures states and individuals implemented. It’s still too early to fully understand how the Bureau of Labor Statistics’ practices worked in the unique circumstances.
