The Brevard County 10-13 Club and the Veterans Memorial Center are again this year combining their remembrances of the Sept. 11, 2001, terrorist attacks. The City of Port St. Lucie is — in the face of SARS-CoV-2 — moving its annual memorial to the screen. Veteran Voice has been unable to find other events, or confirm annual ones are happening this year. There may be others, but Veteran Voice can’t confirm them at press time.
Brevard County Memorial Tribute Donn Weaver, chairman of the Brevard County Veterans Council, said the Brevard memorial organizers have the kept the novel coronavirus central to their planning and have consulted the Center for Disease Control and Prevention guidelines. “We are very conscious of the (safety) requirements for an outdoor activity,” Weaver said. The 2020 Brevard County Memorial Tribute will be at the Veterans Memorial Park at 5:30 p.m. The memorial park

is at 400 S. Sykes Creek Parkway, Merritt Island. “We’ll have chairs well spread out,” said Weaver. “We’re asking masks be worn.” Weaver said while the ongoing pandemic is concerning for several reason, the Brevard County 10-13 Club — which is made up of former and current law-enforcement — and the veterans council thought it important to move forward with the second co-hosted event. The 10-13 Club has hosted Sept. 11, 2001, remembrances in Brevard for years. The veterans center and Brevard County Sheriff’s Office hosted their inaugural Patriot Day Ceremony in 2018. The three organizations saw it as natural to combine the two events last and this year. “This is something we worked on for a couple months and realized we wanted to do it,” Weaver explained. “We’re confident we should be doing this.” Weaver said due to spacing there will only be seating for 400. More than that attended last year. “A piece of the World Trade Center and the Pentagon are part of our memorial now — our permanent museum displays,” Weaver said. He later added, “It’s significant size. We’re the only ones I know of

who have a piece of the Pentagon.”
Port St. Lucie Remembrance Ceremony The City of Port St. Lucie, St. Lucie County First District and St. Lucie County Sheriff’s Office are pre-recording memorial events at the MIDFLORIDA Credit Union Event Center to be broadcasted starting at 8:30 a.m. on Friday, Sept. 11. Linda McCarthy, director of the center, said people are welcome to visit the Port St. Lucie September 11th Memorial Fountain, 9221 S.E. Civic Center Place, for quiet reflection. The memorial includes a large beam from the World Trade Center and the names of all the terrorist attack victims. She asked that visitors respect social distancing, others’ reflective time, and wear masks. “We really do want people to be able to come out and just take in the beautiful monument as we reflect on our fallen neighbors lost on that day,” McCarthy said. Congratulations are in order In the course of interviewing Weaver for this story, Veteran Voice learned that his grandson spent this summer between his junior and senior high school years in Army basic training. “Today we got a call from our grandson who’s 17,” Weaver said. “He graduated from basic training today.” After his senior high school year Pvt. 2 Daniel Weaver will go for his advanced individual training. He attended basic at Fort Sill, Oklahoma. Needless to say — “We’re very proud of him,” said Weaver. So is Veteran Voice. Fact is many, maybe most, of the young women in men in basic training today were born since the Sept. 11, 2001, terrorist attack. Surely almost none in basic training now remember that day in any way besides others’ stories. Yet they’ve volunteered to be the women and men who’ll protect us from, or respond to, any future attacks. Veteran Voice is proud of all of them.

Letter to the EDITOR Central Brevard Stand Down to Stand Up pushed to resume 2021 To the Editor: This month the Executive Committee and both Brevard Veterans Council/Veterans Memorial Center Boards made the difficult decision to cancel the Stand Down for 2020. We are hoping to reschedule the event in the Spring of 2021. Many of you will recall we had completed much of the planning for the April 2020 Central Brevard Stand Down to Stand Up program at the Cocoa Armory when the 13 March State and CDC directive to Stay Home to Stay Safe was instituted. Since the COVID 19 continues its uncertain run and at least three months of planning and coordination are needed to stage a successful Stand Down, our date of 24 October 2020 also had to be cancelled. We know many of you

will again step forward to support the program which we have run for over 25 years in Central Brevard when it is safe to do so next year. First post-9/11 generation start their adulthoods Column Patrick McCallister FOR VETERAN VOICE

In Florida, and probably other states, most children born on Sept. 11, 2001, who attended public schools graduated in masks a couple months ago. They’re heading to college, looking for or starting jobs in a pandemic-pinched economy, and, yes, some are in or soon going to basic training. They’ve never known a day without the Sept. 11 terrorist attacks. They don’t remember the day 2,977 Americans and others died terribly in three locations on our soil. For those familiar with another Sept. 11 dead count, there are 19 I won’t include with the others. Children born on Sept. 11, 2001, have lived in a world in which everything has been touched by that day. Nineteen years on, America still has boots on the ground around the globe fighting terrorism, helping to stabilize Afghanistan, and working to prevent other places from falling prey to militant, suppressive forces. Reporting on their work has fallen aside in the last 10 years or so — exacerbated now by needed coverage of the SARS-CoV-2/COVID-19 pandemic and other events that rightly demand our attention. It’s hard to keep up with where we are with the Global

War on Terrorism, which was and is a White House explanatory phrase for public understanding, not a Pentagon operational term.
Going to repeat myself I wrote a Veteran Voice column in 2018 in which I lamented how “Never forget” has faded in the American psyche. Some of that column bears repeating. “Operation Freedom’s Sentinel is still going. “I hate to admit it, but I had to double check the name. That’s the successor to Operation Enduring Freedom-Afghanistan.
“There’s still the Resolute Support Mission. I hate to admit it, but if I hadn’t looked it up, I’d have wrongly written International Security Assistance Force, the predecessor to the RSM. “But, I guess I can give myself some credit that I even knew that OEF was larger than just Afghanistan, so needed the national designation, and what the ISAF even was. “But the point is, as most know if only vaguely, there are still American service members in Afghanistan almost 17 years after we entered the country to capture or kill Osama bin Laden, the man who claimed to have the central role in the Sept. 11 attacks, and dismantle his terrorist organization al-Qaeda. Both those missions are more or less done, but Afghanistan — that’s still a hazardous place to the rest of the world in many ways. “Americans have just stopped paying much attention. Even I have to double check the proper designations of our related military operations before writing about them in a column.”
Where are we? Besides updating “17 years” to 19 years, everything I wrote is current. There are now by negotiated agreements with
Taliban factions fewer U.S. servicemembers in Afghanistan than there were in 2018. I’m having a hard time keeping up with the exacts, but from what I can gather in public reporting is there are now about 8,600 American servicemembers in Afghanistan with a hoped-for 2021 withdraw that can be thwarted by developments. According to various publications, Secretary of Defense Mark Esper said in August that the aim is to cut down to about 5,000 servicemembers in Afghanistan by November. Numerous factors can affect that. It’s important to note, too, that Americans aren’t alone in the stand against terrorism and support for Afghanistan. We have strong allies who remember the Sept. 11 attacks with us. Resolute Support Mission was and remains a NATO operation. Our NATO allies and others stand with us in Afghanistan still. To the tune of about 7,200 international servicemembers in total among them. Germany has the second largest number with 1,300. Italy nearly 900. Other nations standing with us in Afghanistan — there are almost 40 — include Georgia, Poland, New Zealand, The Netherlands, and Croatia.

‘FIRST TO RESPOND, LAST TO LEAVE’ Guard mission crucial during natural and other disasters DEPARTMENT OF DEFENSE Being prepared when a disaster strikes could be the difference between life and death. Not just a fighting force, the U.S. military applies warfighting skills and assets to help protect the homeland. Service members train and prepare year-round so when hurricanes, wildfires, tornadoes and even volcanoes erupt, troops are ready to help those in harm’s way.
Hurricanes and Floods Hurricanes pose the greatest threat to life and property of
all natural disasters – bringing powerful winds, dangerous storm surges, inland flooding and tornadoes, according to the National Oceanic and Atmospheric Association. When a hurricane is on the way, members of the Air Force Reserve’s 53rd Weather Reconnaissance Squadron, known as the “Hurricane Hunters,” often fly into the storm to gather and send back data to forecasters on the ground. On the ground, Army officials say more than 300,000 National Guard troops are trained and ready to assist with hurricane response including evacuations, communications, delivering supplies
and maintaining order. Along with its military manpower, the Guard also deploys helicopters, boats and high-water vehicles. “We are the first to respond and the last to leave,” said Army Master Sgt. Michael Houk, of the National Guard Bureau.

and family. Keep away from windows. Close storm shutters; flying glass from broken windows could injure you. Prepare for power outages. Turn your refrigerator or freezer to the coldest setting, and open only when necessary. If you lose power, food will last longer. Storm surges pose a great threat to safety and can cut off potential evacuation routes. If you’re told to evacuate, don’t wait. Avoid driving through flooded areas. Almost half of flash flooding deaths occur in vehicles.

Stamp Act Congress
Dear British colony, you’re welcomed to send delegates to the upcoming meeting of the Continental Congress on Sept. 5, 1774. Attendance will, of course, probably be considered treasonous, so delegates should pack lightly. They might be rushing out of Carpenter’s Hall in Philadelphia to save their necks from British troops. Obviously nobody would have worded invitations like that, but they’d been right if they had. Today we look back at the formation of the First Continental Congress — which directly led to the War of Independence and creation of the United States — with a lot of “Schoolhouse Rock” oversimplification and misunderstanding. We’re fixated on the whole Original 13 Colonies idea like that was an unanimous North American front against British tyranny. It didn’t look like that on the other side of the Atlantic. The British Parliament and King George III were looking across the ocean at 17 North American and 16 Caribbean
In June of 1765 the Massachusetts Assembly sent invitations to all the other colonies with assemblies to send delegates to the first meeting of the Continental Congress of 1765, better known as the Stamp Act Congress. Nine did, and the Stamp Act Congress convened at City Hall in New York, New York, in October. East and West Florida didn’t have colonial assemblies at the time. They’d just become British colonies in 1763. The congress, among other things, issued the “Declaration of Rights and Grievances,” which gave the rough philosophical outline for the coming War of Independence. The declaration stated that since the colonies didn’t have representation in Parliament only the colonial assemblies had the right to tax their citizens. The declaration also stated colonists necessarily had all the rights afforded to those living in England including trial by jury instead of in admiralty courts. The Parliament was so moved by the elegant arguments that it never accepted the document into record and passed the Declaratory Act reasserting it had absolute right to legislate for the colonies. In other words, in modern parlance, the Parliament gave the colonies both fingers.

This Sept. 11 Sept. 11 remembrances have been in decline since at least 2015. More likely since 2010 or sooner. As this Sept. 11 approaches the world grapples with the risks of a pandemic virus that’ll further squeeze people’s enthusiasm to attend events. That’s too bad. We owe it to the generation that’s entering their adulthoods to remember the day their worlds, their childhoods were scarred without their knowledge. We should take time to re-

colonies stretching from Nova Scotia to Grenada with 12 — we’ll get back to that number — rabble rousing. Just about dead center of those 33 British colonies were two that never joined the Continental Congress although they were invited — East and
member that the first children who were born on Sept. 11, 2001, to serve in operations related to the Global War on Terrorism are now at places such as Fort Benning and Parris Island. Others are heading to places such as the University of Florida joining the ROTC programs. The women and men who’ll help keep the next Pearl Harbor, the next Sept. 11 attacks, from happening, or will respond when it does, are in basic training. They’re in college. Some are starting jobs at fast-food restaurants while they figure out what they want to do with their lives. This Sept. 11 let’s pause to remember that whether it was in the fronts of their minds or not, these now young adults grew up in an America that knew no days of peace.

The lead-up Getting through the political complexities that led up to the First Continental Congress is complicated. The quick version goes — The French and Indian War, 1754 to 1763, was an expensive affair for the British, so the Parliament and king decided that the people who should pay for it were the colonists they’d saved from the French and, more so, the native people. At least, that’s what the British governing and military authorities thought they’d done. Colonists weren’t as sure they’d been saved from anything. Parliament came up with the Sugar Act and Currency Act in 1764, among other fundraising acts including the least popular of them all — the Stamp Act of 1765. Backlash was hard and fast. In a bit of brilliant political marketing, opponents to the new taxes handily reduced the philosophical nuances involved in the complex issues to a still familiar phrase that could fit on a modern bumper sticker or on Twitter: “No taxa-

Baby showers are nothing new at West Palm Beach VA Medical Center. They’ve been holding them for the past 11 years. That was before the COVID-19 pandemic. So the team spearheaded by Women Veterans Program Manager Rosemary Balaguer, PA-C, got creative. On Aug. 6, they hosted their first ever drive-thru shower for women veterans. Twenty-five expecting and already mothers from as far afield as South Florida and the Treasure Coast showed up at the center, to be welcomed and “showered” with gifts and essentials like toiletries, and even strollers for their little ones. The need for veteran mothers is greater than ever. According to a VA Medical Center press release: “While the onset of the COVID-19 pandemic has disrupted customary celebrations in the U.S., Balaguer and her team saw the situation as a unique opportunity to showcase VA’s continued support

for Veterans. “We are truly living in unprecedented times in this country, which has increased our Veteran moms’ need for support and resources,” she said. “I’m grateful to our Veterans for their service and our team wanted to make sure they felt supported - especially during these uncertain times.” Gifts for the mothers also included di-
aper bags filled with toys, essentials and clothes and hand-knitted blankets. Having to wear protective masks and maintain social distancing did not dampen the spirits of the veterans or the staff. According to the press release, one Air Force veteran, expecting her second

tion, agitation and intelligence operations. The British government and military responded with more suppressive legislation and actions. The push and pull escalated into well remembered events such as the Boston Massacre in 1770 and Boston Tea Party in December of 1773. The British, having not learned the lesson about winning hearts and minds to quell revolution, tried even more punitive legislation and actions. They closed Boston to merchant shipping, established military rule in Massachusetts, made officials immune to criminal prosecution in America, and required colonists to quarter regular troops. In the words of America’s best-known Austrian emigrant and former California governor: “Big mistake.”
Oh, and one more thing. The congress endorsed the Suffolk Resolves of 1774 that gave community nod to the creation of militias ready to fight the British regulars if it came to that. The Suffolk Resolves was passed in Massachusetts on Sept. 9, 1774. Of course, it came to that in April of 1775 at the Battles of Lexington and Concord. The congressional delegates also opted to meet for the Second Continental Congress in 1775 and to invite other colonies, including East and West Florida. The Floridas weren’t interested. In 1775 the congress, in response to the Battles of Lexington and Concord, adopted the Declaration of the Causes and Necessity of Taking Up Arms, which more or less made official the Revolutionary War as we now know it. In 1776 the congress adopted the Resolution for Independence on July 2, 1776, which started the United States of America, a name adopted on Sept. 9, 1776, the second anniversary of the Suffolk Resolves’ passage.

Florida stays loyal
With revolution in the air, 56 delegates from the 12 colonies of New Hampshire to South Carolina met in Philadelphia that early September day in 1774. Georgia would endorse, but not attend, the Second Continental Congress in 1775, bringing the number of “original colonies” to 13. The First Continental Congress found itself at a crossroads. Some delegates leaned toward more conservative views, for the time, of expressing loyalty to the crown and using words to convince Parliament to respect the colonists as equals. Others were radical firebrands done with words and ready to throw off British rule and start a free country from scratch. Arguably the most radical thing the First Continental Congress did was support a boycott on British goods to take effect in December of 1774 unless Parliament rescinded some of its most onerous legislation. Additionally, the congress decided that if the boycott didn’t do the trick, the colonies would stop exporting to Britain in September of 1775.
Historian Roger Smith, who focused his doctoral studies at the University of Florida on the topic of this state in the American Revolution, wrote that the southernmost continental colonies greeted the idea of independence with scorn. “On August 11, 1776, when news of the Declaration of Independence became known in St. Augustine, they became so incensed that they made effigies of John Hancock and Samuel Adams and hung them in the trees in St. Augustine Plaza and set them on fire,” Smith once wrote. “(Florida) was adamantly loyal when the war broke out.” About 11,000 loyalist refugees made their way south to Florida during the War of Independence. Fort St. Mark, the Castillo de San Marcos, was an important staging area for the British military involved in the war. The Spanish got Florida back in the 1783 Peace of Paris that officially ended the Revolutionary War. The United States got Florida from the Spanish in 1821.

Weekly Briefs Bill would allow federal benefits for Air America workers Are the hundreds of surviving workers technically federal employees, or contractors? Air America was an airline secretly owned and operated by the CIA from 1950 to 1976. Operating from the beginning of the Korean War to the end of the Vietnam War, the airline often engaged in operations from dropping food to emergency medevac missions. The airline may be most famous in the public imagination for the iconic 1975 photo where an Air America helicopter evacuated USAID employees as Saigon fell. The Air America Act would allow former Air America employees to become eligible for federal retirement benefits. If passed, the measure would apply to approximately 390 living Air America employees and 80 widows. It was introduced in the Senate on July 30 as bill number S. 4380, by Sen. Marco Rubio (R-FL). Churchill destroyer wraps up exercises with Greek Navy The Arleigh Burke-class guided-missile destroyer USS Winston S. Churchill (DDG 81) executed maneuvering exercises with the Hellenic Navy in the Mediterranean Sea, Aug. 24. Winston S. Churchill and the Hellenic Navy frigate Aegean (F 460) conducted the exercises to build partner capability using NATO operational and tactical procedures. The U.S. Navy routinely trains with allied and partner nations in order to enhance maneuverability capabilities and interoperability by establishing communication and safety standards that strengthen regional maritime security.

Grants of $450K look to end homelessness among veterans The U.S. Department of Veterans Affairs (VA) announced last week that it will award three grants for community organizations totaling approximately $457,000 under the Grant Per Diem (GPD) program. The GPD Program provides funding to community organizations that provide transitional housing and supportive services for homeless Veterans, with the goal of helping homeless Veterans achieve residential stability, increase their skill levels and income and obtain greater self-determination. Texas Guard, Egyptians team up On Aug. 24, Texas and the Arab Republic of Egypt took the first step in forming a long-term partnership under the National Guard’s State Partnership Program. At the historic Camp Mabry in Austin, Texas Secretary of State Ruth R. Hughs; Maj. Gen. Tracy R. Norris, the adjutant general of Texas; and Egypt’s defense attaché to the United States, Maj. Gen. Abdelraouf A. Moussa, affirmed their intent to form a longterm partnership between the Texas National Guard and the Egyptian military. Moussa and other Egyptian officials also toured Texas military facilities and observed operations at the U.S.-Mexico border. A formal signing ceremony of the State Partnership program is scheduled for later this year in Cairo, where Egypt will have the opportunity to showcase its military capabilities for visiting U.S. officials.

child, said, “While this year was a bit different due to the circumstances the VA did an outstanding job,” she said. “They went out of their way [when] they could have easily cancelled this event. They loaded everything and I am sure they had smiles behind their masks. They were genuinely excited to be out there and [were] super friendly.” Generous donors of the gifts and essentials included Homefront Girl, Ibis Knitting for Charity, Ibis Friends Of Veterans, Red Cross, Daughters of the American Revolution, the Greater West Palm Beach Women’s Club, SandDollar, Valencia Shores Women’s Club and Operation 120. According to Public Affairs Officer Kenita Tills, this initiative isn’t the only time the VA Medical
Center has received donations for events. In April, the Palm Beach County Sheriff’s Office personnel showed up to serve lunch to Emergency Room staff, which was much appreciated. “We’ve posted a ton about donations on our Facebook page - https://www.facebook.com/ VAWestPalmBeach/,” Tills related in an email. “The most recent being a donation of 800 hot dogs from Feltman’s of Coney Island to our Fisher House,” which provides accommodations for families experiencing medical treatment for their loved ones.
