I don’t pretend to be a scholar on Afghan history and culture. I don’t pretend to be an expert on military and foreign policy. I’m a guy who on Oct. 7, 2001, wondered if the president was sure about what he was doing when he appeared on television from the White House Treaty Room. “On my orders the United States Military has begun strikes against al Qaeda terrorist training camps and military installations of the Taliban regime in Afghanistan,” President George W. Bush told America in a deadpan tone. I also wondered if another president was sure about what he was doing on April 14, 2021, when he appeared on television from the White House Treaty Room. “After consulting closely with our allies and partners, with our military leaders and intelligence personnel, with our diplomats and our development experts, with the Congress and (Vice President Kamala Harris), as well as with (Ashraf Ghani, the now former president of Afghanistan) and many others around the world, I have concluded that it’s time to end America’s longest war,” President Joe Biden said. The war in Afghanistan was, fairly or unfairly, Bush’s for seven years and three months. He never asked for the Sept. 11, 2001, terrorist attacks, and had to respond. Although, anyone who takes the oath of office for the presidency does so knowing all hell can and will break loose at any moment. President Barack Obama knowingly accepted responsibility for Operation Enduring Freedom – Afghanistan on Jan. 20, 2009. The war was his until President Donald

Trump knowingly accepted responsibility for Operation Freedom’s Sentinel on Jan. 20, 2017. Biden knowingly accepted responsibility for Operation Freedom’s Sentinel now accompanied by the 2020 Doha Agreement on Jan. 20, 2021. I sit in judgement over none of them on Afghanistan. As an observer I’ve been skeptical over decisions the four made. I’ve also been a supporter of decisions the four made. As we wrap up the war in Afghanistan, I want to remember and remind folks of some history.

Year by year There are various U.S. military death counts for Operation Enduring Freedom – Afghanistan and its successor, Operation Freedom’s Sentinel. That’s likely because — as anyone who’s served in the military knows — there are various ways die when deployed including natural causes, military and non-military

accidents, training catastrophes, friendly fire, and combat. The numbers I’m using here are from www.icasualties.org and www.statista. com with cross-checking certain years with other sources.

Operation Enduring Freedom – Afghanistan: 2001: 12. 2002: 49, and 21 among coalition partners. 2003: 48, and 10 among coalition partners. 2004: 52, and eight among coalition partners. 2005: 99, and 32 among coalition partners. 2006: 98, and 93 among coalition partners. 2007: 117, and 115 among coalition partners. 2008: 155, and 140 among coalition partners. 2009: 317, and 204 among coalition partners. 2010: 498, and 212 among coalition partners. 2011: 415, and 148 among coalition partners.

2015: 22, and four among coalition partners. 2016: 13, and two among coalition partners. 2017: 15, and two among coalition partners. 2018: Up to 14, with 13 as another count, and five among coalition partners. 2019: Up to 24, with 17 as another count, and two among coalition partners. 2020: 11. 2021: 13. Newsweek reports that as of April this year 3,846 American contractors died while doing jobs in support of operations Enduring Freedom and Freedom’s Sentinel.

Troop surge From 2001 to 2008 the number of servicemembers in Afghanistan never rose above about 30,000 according to the Associated Press. As Obama was taking over the presidency there were already troop reductions going on in Iraq, which at the peak of Operation Iraqi Freedom had about 160,000 servicemembers. Obama aimed to end America’s involvement in Iraq and placed heavy empha-

PLACING THE PENTAGON : Brevard man helps solidify Pentagon's place in Sept. 11 remembrance Patrick McCallister FOR VETERAN VOICE

There are many steel beams from the World Trade Center respectfully placed as memorials around the country to remind people of the losses in the Sept. 11, 2001, terrorist attacks. Finding pieces of the Pentagon is much, much harder. Brevard County’s Art Grenci has led efforts to acquire and place sacred parts of the Pentagon that fell when American Airlines Flight 77 struck the heart of the military. “For me, it’s ‘Never forget,’” said Grenci. Grenci has helped acquire about 13 pieces of the Pentagon and loaned them for permanent memorial and traveling displays. At press time, one 80-pound piece of the Pentagon is slated to be ceremonially unveiled for display at the Brevard Veterans Memorial Center, 400 S. Sykes Creek Parkway, Merritt Island. That’ll be during the 9/11 Brevard County 20th Anniversary Memorial Tribute on Saturday, Sept. 11. That starts at 12:30 p.m. with the solemn ceremony from 4 to 5 p.m.

Grenci Grenci has a few connections to the Sept. 11, 2001, terrorist attack. For one, he grew up in New Jersey. “I remember watching the (World Trade Center) towers built from Jersey when I was a kid,” he said. Like a lot of 2001, 2002 enlistees, Grenci joined the Army during a time of national crisis when war seemed imminent — the Iran hostage crisis. On Jan. 20, 1981, he was in the 82nd Airborne, and — “We were in our planes, loaded ammo, we were ready to go to Iran if (the hostages) weren’t released by the time (Ronald Reagan) was inaugurated,” he said. On Nov. 4, 1979, radicalized students took 52 Americans hostage during the Iranian Revolution. They held them for 444 days, releasing them on President Jimmy Carter’s final day in the White House. Carter authorized Operation

Eagle Claw to forcibly free the hostages. On April 24, 1980, members of the 1st Special Forces Operational Detachment–Delta, Special Forces Detachment A, and Rangers from the 75th Infantry Regiment attempted a rescue with help from the CIA Special Activities Division. They had support from the Air Force, Navy and Marine Corps. The complex operation encountered a series of problems including a sandstorm that necessitated withdrawal. During that, an aircraft collision killed eight servicemembers. Grenci served in the military until 1983. After that, he went to work as a sheriff’s officer in New Jersey. Grenci later moved to California and worked for the Los Angeles Police Department. He was among the many police officers from throughout the nation dispatched to New York City to assist at the World Trade Center following the 2001 terrorist attacks. “After that, when I started building memorials, the Los Angeles Police Revolver and Athletic Club sent me to the

Pentagon to get some steel for memorials,” said Grenci.

Pentagon The Pentagon is much smaller than the World Trade Center’s famous towers were. Additionally, it didn’t experience a total collapse during the plane attack. In other words, there’s a lot less of the Pentagon available for memorials than the World Trade Center. Oh, and the Department of Defense wasn’t wooed by Grenci’s badge. “Normally, my LAPD badge gets me in anywhere,” he remarked. But, Grenci had those years as a paratrooper, so he shifted approach and used that to schmooze his way to the right listeners. Grenci finally made contact with Mike Sullivan, former director of the Pentagon Renovation and Construction Program. “He handled the yard where all the stone was after the attack,” said Grenci. He added, “When I went in there and told Mike Sullivan what I wanted to

do, he gave me a piece (of the Pentagon) the size of a softball.” Grenci explained he was looking for larger pieces of the Pentagon for memorials. “He took me into the yard and told me to take what I wanted,” Grenchi said. “I had to get a firetruck from Jersey. We loaded a lot of pieces.”

Memorials Grenci retains control of several pieces of the Pentagon entrusted to him. He loans them for permanent memorials that handle them respectfully. “(The DoD) closed out the program, because there’s no more stone,” he said. “We got the last two pieces.” One piece of the Pentagon is on display at the American Police Hall of Fame and Museum at 6350 Horizon Drive, Titusville. Another is on display at the Brevard County Fire Rescue Station 48, 5550 Porada Drive. Viera. Grenci retired from law enforcement and moved to Brevard in 2009.

Gold in them thar hills

Mexico misses out on precious metal discovery by nine days after war with U.S. Mary Kemper STAFF WRITER

Alhough it had only been a part of the United States for less than two years, on this Sept. 9, 1850, California became the 31st state in the union, without ever even having been a territory. Mexico had had to cede California and much of its northern territory to the United States in the 1848 Treaty of Guadalupe Hidalgo, as part of their loss of the Mexican American War. At that time, Mexicans pictured California as a region of sleepy mission towns with a tiny population of about 7,300, which would not be a huge loss to the Mexican empire. Little did they know that just nine days before they signed the treaty, gold was discovered at Sutter’s Mill in Coloma, California. Suddenly, the greatest gold rush in history was on, and “49ers” began flooding into the territory, chasing after the fist-sized gold nuggets rumored to be strewn about the ground just waiting to be picked up.

Background In the 1500s, Spain was on a two-fold mission, to plunder all the gold they could find in the New World, and forcibly convert native populations along the way. The plunder of the Aztec Empire, with its rich art objects already crafted from gold and silver, along with rich seams of the metals yet unmined, took place over decades. It began in 1518, when Spanish explorers gave gifts of beads and other trinkets to a representative of the Aztec emperor, Montezuma. In exchange, they were astonished to be given figurines and other costly items made of nearly pure gold. From then on, Spain’s own “gold rush” (as well as silver) was on. No one knows how many tons of the precious metals were plundered over the years, but it was in what would be today many billions of dollars. The Aztecs, numbering in the tens of thousands, by 1521 had been conquered by a few hundred Spanish troops. Steady streams of gold and silver were shipped off to Spain (many loads of which were seized by pirates and privateers, and some of which went down during storms off Florida’s — you guessed it, Treasure Coast.

War, and the 49ers In 1845, the U.S. annexed Texas, then part of Mexico. The U.S. agreed to pay $15 million for the physical damage of the war and assumed $3.25 million of debt already owed by the Mexican government to U.S. citizens. Mexico acknowledged the loss of what became the State of Texas and accepted the Rio Grande as its northern border with the United States.” Many recognizable names of men fought in the war, including Ulysses S. Grant, Robert E. Lee, Confederate generals James Longstreet, Braxton Bragg and Thomas “Stonewall” Jackson, William Tecumseh Sherman, George McClellan, and Ambrose (“sideburns”) Burnside.

Subsequent history In the years after the Gold Rush, California’s population and wealth skyrocketed. Most newly acquired regions of the U.S. went

through long periods as territories before they had the 60,000 inhabitants needed to achieve statehood, and prior to the Gold Rush, emigration to California had been so slow that it would have been decades before the population reached that number. But with gold fever reaching epidemic proportions around the world, more than 60,000 people from around the globe came to California in 1849 alone. Faced with such rapid growth, as well as a thorny congressional debate over the question of slavery in the new territories, Congress allowed California to jump straight to full statehood without ever passing through the formal territorial stage. After a rancorous debate between the slave-state and free-soil advocates, Congress finally accepted California as a free-labor state under the Compromise of 1850, beginning the state’s long reign as the most powerful economic and political force in the far West.

Veterans employment keeps improving Patrick McCallister FOR VETERAN VOICE

pmccallister@veteranvoiceweekly.com The seasonally adjusted national unemployment rate for Veterans was 3.8 percent in August, down from 3.9 percent the prior month. This is the fourth month that unemployment among Veterans has edged down. The last time Veterans seasonally adjusted unemployment was 3.8 percent was April of 2018. The August seasonally adjusted unemployment rate among nonVeterans was 5.2 percent, which was down from 5.4 percent in July. Taken together, the overall national unemployment rate was 5.2 percent. Veterans make up about 7 percent of the adult population. Veterans have consistently had overall lower unemployment rates than nonVeterans throughout the SARS-CoV-2/ COVID-19 pandemic and its aftermath. The Bureau of Labor Statistics released the monthly jobs report on Sept. 3. Seasonal adjustment is a statistical tool to even out normal monthly employment fluctuations.

Overall not seasonally adjusted Veterans employment Veterans, all cohorts taken together, had a not seasonally adjusted unemployment rate of 3.6 percent in August, down from 4 percent in July. The Veterans labor force participation rate dropped from 47.8 percent to 46.8 percent from July to August. The non-Veterans’ labor force participation rate dropped from 64.5 to 64.2 percent in the same timeframe. The non-Veteran not seasonally adjusted unemployment rate was 5.3 percent.

Veterans employment by cohorts The way the bureau reports employment numbers there are several ways to look at different cohorts of Veterans. For example, women Veterans had a 3.2 percent, not seasonally adjusted unemployment rate in August compared to the Veteran men having 3.6 percent. Non-Veteran women had a 5.4 percent not seasonally adjusted unemployment rate in August, whereas their male counterparts had 5.2. The youngest cohort of Veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 3.1 percent, which was down from 4.1 percent the prior month. Most know this group as “Post 9-11” and most in it are, in demographer parlance, millennials, although some Gen-Z Veterans are trickling into the cohort. ployment. The women 2.1 percent. The bureau’s Gulf War-era I Veterans, generally Gen-Xers with some millennials, had an August unemployment rate at 3.3 percent. The men were at 3.3 percent. The women were also at 3.3. It’s unusual for women and men to be at the same unemployment rates, so this could be a BLS typographical error. The BLS classes together Vietnam-era to World War II-era Veterans. Obviously there are likely only a few World War II and Korean War Veterans in the workplace. This grouping, for employment purposes, is almost all Vietnam-era Veterans, baby boomers. The older Veterans, according to BLS, had a 4.2 percent unemployment rate in August. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years ranging from the 1950s to 1980s. This cohort had a 4.6 percent unemployment rate in June.

Local employment The Florida Department of Economic Opportunity releases the states’ jobs report two weeks after the BLS national report. It doesn’t have Veterans-specific information.

As of July the not seasonally adjusted unemployment rates in the Veteran Voice coverage area were: Volusia 5.1; Seminole 4.3; Brevard 4.4; Indian River 5.4; St. Lucie 5.4; and Martin 4.1. In July Florida’s not seasonally adjusted unemployment rate was 5.1 percent. The national not seasonally adjusted rate was 5.7 percent. With seasonal adjustment Florida’s unemployment rate was 5.1.

How unemployment numbers work The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people in working ages. In general times, those that are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs.
