HAPPY VALENTINE'S DAY Legislative Short Session Begins The 2024 Oregon Legislative short session (35 days) opens on Monday, February 5 and will run to Sunday March 10. The Short Session was designed to deal with emergency legislation and to fix legislative issues that have developed since the last session. The Redmond Chamber follows closely the Oregon State Chamber of Commerce and the work they do at the State Capitol. OSCC, informs us, its members, of the key issues throughout the session and we then in turn share them with our members. For this short session, OSCC is anticipating a consensus-driven session with two key policy areas to watch, Measure 110 and the implementation of the Governor’s priority to add 36,000 new housing units annually. OSCC reports that given the short duration of the session, policy committees will have a tight window of 10-12 hours to take public testimony and to address their respective agendas. They do anticipate some political posturing and some bills to be presented with some shock value, so this could be an interesting short session. OSCC will provide Legislative Updates by email on Mondays, with an overview on current discussions and issues. We will post the Weekly Updates on our website weekly under the heading of “News”. If you are interested in following along with what is happening in Salem you can check the website or sign up with me to receive the weekly updates from OSCC. I encourage you to be engaged and to follow the Legislative Session. Awards Dinner The Annual Awards Dinner, celebrating the Best of 2023, was held on Friday, January 19, at the High Desert Music Hall. I cannot think of a better way to start the year than with our Annual Awards Dinner. We had a great turnout despite winter trying its best to throw us off course, but as always, the banquet was a huge success. The Ambassador of the Year was awarded to John Fremoire, for his dedication and endless support of the Chamber. Local Paws was recognized for their outstanding Customer Service. The New Business of the Year Award went to The Black Smith Public House. A special award for Community Involvement was presented to Ken Piarulli for his involvement with the Redmond Community Choir and more. Business of the Year went to the Redmond Industrial Park, for their sizeable impact on supporting the community. The final

Redmond Senior Center
Redmond Senior Center has launched Passion for Pets, a program to help Meals on Wheels clients with the cost of feeding their furry family members. The program started after a questionnaire revealed that several Meals on Wheels participants reported occasionally skipping their own meals to feed their pets, said Lahna Avery, the senior center’s volunteer coordinator. Redmond pet supply store Local Paws donated food, snacks and toys to get the program started. In addition, Central Oregon Ranch & Farm has signed on to sponsor some items and kids from the Camp Fire program will help pack the items for delivery and help with fund raising. The first delivery, to 13 clients, was January 27. Each received enough food to feed up to two pets for a month. To donate food or cash to the program, visit Redmond Senior Center, 325 NW Dogwood Avenue, or call 541-548-6325 and ask for Lahna. Project Recover Project Recover was recently featured on the 2-part season premiere of The Discovery Channel's Expedition Unknown. Josh Gates and crew joined us on a mission in Chuuk, searching for WWII warplane crash sites underwater associated with American MIAs. Learn about the history of Operation Hailstone and how a Project Recover team is the first to find the
wreckage of a plane from this battle. More importantly, this plane is associated with two missing-in-action service members. This year’s recipient is an outstanding example of the caliber of individuals we have leading our community and stepping up to help those in need. With a history of working with the Chamber for nearly 30 year’s this individual was synonymous with one of the Chambers largest weekly networking events. Having run a successful business with his wife during the same time, they gave generously to numerous organizations and nonprofits. The individual we recognize tonight has been heavily involved with his Church as an Elder, he also served on the Chamber Board of Directors, was President of Kiwanis, volunteered at Kindred Connections, a Counselor at Camp Sunrise, served on the Board of Central Christian Schools, Opportunity Knocks, and he also taught financial classes to inmates at the Deer Ridge Correctional facility in Madras.
NEW BUSINESS OF THE YEAR - Blacksmith Public House
This business joined the Chamber at the start of the year, before they opened their doors to the public. With an attitude of “Go Big or Go Home” they joined the Chamber as a Gold Member for maximum exposure to the community. They recognized the importance of being a part of the Chamber and they opened their doors to other businesses to host Coffee Clatter and After Hours. They have supported countless other organizations and groups like Central Oregon Veterans Ranch, Brightside, and VFW all in their first year of operations. They took a long standing Redmond building with history and created a vibrant hangout spot like none other. Great free live music, coffee, food trucks, a full bar are just a sample of what they brought to the community.

With so many outstanding Redmond businesses to choose from, picking just one is never easy, but our recipient this year was a clear choice. This year’s Customer Service Award goes to a business who focuses on healthy food and improved quality of life. This business opened their brick and mortar location in May of 2022 after having successfully run a mobile business since October of 2020. This husband and wife owned and operated business thrived based on offering the highest quality products and outstanding customer service. If your family includes members of the furry variety, then there is a good chance you have visited this outstanding business and experienced their incredible customer service for which they are being recognized.

Having created the Redmond Community Choir in 2019 the Choir has grown each year in the number of people who participate in the group to the number of patrons who come to listen to the outstanding performances. Sharing his humble talent with the community and building a strong organization that entertains and delights the community makes him deserving of this recognition.

This year, the person we are honoring, is not just an ambassador in title; he personifies the spirit of good will and collaboration that lies at the heart of our organization. His ability to make connections has not only elevated the chamber but also contributes to our growth and success. You’ve seen him delivering new member chamber packets, you’ve seen him emceeing some of our Coffee Clatters, you’ve seen him helping clean up after every brew fest event. You may have also seen him volunteer at the Veterans Ranch or donating water and ice to wrestling meets or local 5k races. You’ve seen him setting out barrels for one of our local rodeos and you may have even seen him dressed up for Halloween and giving out candy at the Trick or Treat on 6th St. event. ECONOMIC GROWTH NOT SLOWING IN REDMOND
Author: Courtney Cobb, REDI Board Member Photo: Courtesy Tim Park Photography + Video In early January, the Investors for Redmond Economic Development, Inc. gathered to toast to another successful year and hear about forecasts moving forward. Redmond’s Economic Development Outlook REDI Director, Steve Curley started off the evening sharing how Redmond as a community is continuing to grow. The 16th largest city in the state of Oregon, the city grew 2.7% last year and the Portland State Population Research Center projects the population could reach 54,219 by 2040. For REDI, 2023 saw two projects completed bringing 46 jobs to the area with over $12 million in capital investment. While 2022 saw slightly bigger numbers, Curley told investors the pipeline for REDI remains strong for 2024 and beyond. Five owner-occupied projects are currently in process with construction in various phases totaling over 340,000 sf and over $477 million in capital investments. One of those projects is Wild Mike’s which broke ground in December and will be fully under construction this spring. Several sectors are seeing growth, including aviation, aerospace, warehousing, and distribution, as more goods are being
brought into the region to serve the growing population. Curley also noted a new supply chain semiconductor business will be starting in the area soon leveraging federal CHIPS Act funding as well as Business Oregon funding. This will be a great boon for the Redmond area. Above all, in the next two years alone, Curley says he expects to see over a half a billion dollars in new public projects coming out of the ground. An exciting time to be in Redmond! Updates from the Federal Reserve Attendees also enjoyed a rare treat of hearing from and speaking with Ian Galloway, Vice President, and Regional Executive of the Portland branch of the Federal Reserve Bank of San Francisco. Galloway engages businesses and banking leaders throughout Oregon, Southern Washington, and Northern Idaho. He partakes in listening sessions throughout that territory to understand the issues businesses and banking leaders are facing while reporting those findings back to the Fed. During his presentation, Galloway gave a 30,000-foot view on how the Federal Reserve works, where the different branches are located, etc. The main goal of the Federal Reserve is a healthy, inclusive,
and sustainable economy. This includes making sure everyone who wants a job has one; the American dollar has consistent value; financial and payment systems work day-to-day; and people can get cash or coin whenever they need it. Of special note, REDI guests learned about the Fed’s dual monetary policy mandate to achieve maximum employment and price stability. Galloway dug into numbers around the labor market and inflation and shared some interesting insights into how Fed policy makers think about the impact of interest rates on the economy. While Galloway couldn’t speak to economic specifics, he did share with the crowd that many of the rural businesses
he’s met with recently seem to be thriving. This was in contrast to conversations he had had in parts of the valley region and Portland, where many businesses seem to have had a harder time bouncing back post-pandemic. He remains optimistic about Oregon’s economic future though and hopes that people from across the state look to communities like Redmond for inspiration. Get Involved with the Chamber!
New Policies for Email Marketing Google and Yahoo are instituting new regulations for those who send mass emails. These changes, designed to combat spam, spoofing, and phishing, must be implemented by February 1, 2024. The requirements focus on three key areas: email authentication, easy opt-out mechanisms, and maintaining a low spam Community Engagement The Chamber engages in the community complaint rate. through programs and events that enhance the general Authenticate Your Emails: quality of life. Authenticating your emails involves using security protocols like SPF, DKIM, and DMARC to verify your domain's identity and prevent malicious activities like spoofing. SPF (Sender Policy Framework) specifies which IP addresses can send emails on behalf of your domain, thus thwarting email spoofing attacks. DKIM (DomainKeys Identified Mail) uses cryptographic signatures to validate a Collaborative Advocacy domain's identity, ensuring that emails are not tampered with in transit. DMARC The Chamber engages in the (Domain-based Message Authentication, Reporting, and Conformance) aligns community through programs and SPF and DKIM protocols and provides instructions on handling emails that fail events that enhance the general authentication, thereby minimizing the risk of phishing attempts. Implementing quality of life. these protocols enhances email security and helps prevent unauthorized use of your domain for malicious purposes. Enable Easy Opt-Outs: It's crucial to provide subscribers with a simple and straightforward way to opt out of receiving your emails. Google and Yahoo are requiring mass email senders to offer one-click unsubscribes, allowing recipients to easily remove themselves from mailing lists. Additionally, it's important to promptly honor unsubscribe requests and remove unsubscribed contacts from your list within two days. By making the unsubscribe process hassle-free, you can improve user experience and reduce the likelihood of recipients marking your emails as spam. Maintain a Low Spam Complaint Rate: Keeping your spam complaint rate below a certain threshold is essential for maintaining a positive reputation as a sender. Google and Yahoo recommend keeping the spam complaint rate under 0.3%, meaning no more than three spam reports for every 1,000 emails sent. High spam complaint rates can negatively impact email deliverability and may result in emails being diverted to recipients' spam folders. To minimize spam complaints, ensure that all email recipients have opted in to receive communications from you, include clear unsubscribe links in your emails, promptly remove unsubscribed contacts from your list, maintain consistent branding and content quality, and avoid sending excessive emails. Implementing these changes or checking you are in compliance is important to ensure that your emails reach recipients' inboxes and maintaining a positive sender reputation. While these guidelines primarily target organizations that send large volumes of emails, they are beneficial for all email marketers seeking to enhance email deliverability and maximize the effectiveness of their campaigns. By prioritizing email authentication, easy opt-out mechanisms, and maintaining a low spam complaint rate, businesses can improve the overall quality and integrity of their email marketing efforts.

It has been a long while since I have touched base on why joining your local Chamber of Commerce is an important element of any business plan so I figured I would revisit this topic to support our current Membership Campaign. So…what are the basic benefits of joining and maintaining a Chamber of Commerce membership? Let’s start by first reviewing what a Chamber of Commerce is. A Chamber of Commerce is a local business organization whose goal and purpose is to promote and support the economic growth and development of its local business community. Here are a few main reasons why businesses, new and old, should consider joining and participating in their community’s Chamber of Commerce:
Discounts & Perks: Chamber members are offered exclusive discounts and perks for many various items, such as discounted advertising rates, access to special events and discounted fees for event participation. Selecting a Business Structure The library often receives questions about which legal structure to choose for a business. Since this is a legal question, the library staff must refer entrepreneurs to a business attorney. What we can do is provide information about the difference types of structures. One resource that is available from the library is Anthony Mancuso’s Incorporate Your Business (https://bit.ly/Amancuso). This step-by-step guide explains how to form a corporation in any state. The website for Oregon’s Secretary of State also provides some great resources. The main site, Starting a Business (https://bit.ly/ORStartaBiz) covers everything from starting to closing a business in Oregon. Click on the link for selecting a business name and structure (https://bit.ly/ORbizstructure) for detailed descriptions for the different types of structures. On this page there is also a link to the Oregon Start a Business Guide (https://bit.ly/ORbizguide). This guide provides basic information about starting a business in Oregon. It has a list of recommendations to help get your business off to a good start.
