Municipality paying legal costs of two accused MECs Dirk Lotriet, News24 THE cash-strapped Matjhabeng Local Municipality is paying the legal costs of two Free State MECs, who are on trial for alleged abuse of public funds.

This was revealed in a response to a written answer to a question by the DA to Olly Mlamleli, MEC of the Department of Cooperative Governance and Traditional Affairs.

Health MEC, Benny Malakoane, and Sport, Arts and Culture MEC, Mathabo Leeto, are on trial for their alleged involvement in a multi-million rand fraud and racketeering ring, irregular tender processes and abuse of public funds.

Malakoane served as Matjhabeng’s municipal manager and Leeto was the mayor at the time of the alleged infringements.

Mlamleli could not disclose the amounts involved in the legal assistance since this matter is still before the court.

Malakoane claimed in a written reply that his legal matters were private and therefore he was footing his own bills.

According to Leeto, her department was not responsible for the payment of any legal fees in this matter.

According to David van Vuuren, DA chief whip in the Free State legislature, Matjhabeng is technically bankrupt.

The municipality has never received a clean audit since its inception and has received a disclaimer of opinion and adverse findings consecutively for at least the last five financial years.

In addition, the municipality owes Eskom almost R600 million and Sedibeng Water almost R1,1 billion in debt. ) In 2013 Vista reported that Leeto was arrested on fraud charges relating to the R13 million tender awarded to Gestetner, a telecommunications company. Leeto appeared in the Welkom Magistrate’s Court and was released on R10 000 bail.

Vista reported at the time that Malakoane (the then municipal manager of Matjhabeng), was facing the same charges as Leeto.

At the time two municipal officers, LB de Bruyn (then acting financial officer) and his personal assistant, Leon Nel, were each released on R20 000 bail. Also arrested at the time were three company

Frustration rises over FS Health Alet van der Walt

Speaking is a nurse who wishes to stay anonymous as she fears for her job, but can also no longer remain quiet about the crisis in provincial hospitals in the province.

More than one employee at the Bongani Hospital and Odendaalsrus’s Thusanong Hospital confirmed to Vista that personnel and patients are bearing the brunt of poor management in Bloemfontein.

Vista visited Thusanong and found three women waiting for caesareans. All three women’s operations had to be postponed.

Thusanong does not have its own anaesthetist anymore and has to rely on Bongani being able to help them. A private obstetrician told Vista that any caesarean that had to be postponed might endanger the baby and the mother’s life.

In 2008, Thusanong still had 12 medical doctors. At the moment only three doctors have to handle the workload which is ever-increasing as the population grows.

Thusanong serves Wesselsbron, Monyakeng, Odendaalsrus, Kutlwanong, Allanridge and Nyakallong.

At Bongani the crisis is even bigger and personnel are overworked, disheartened and frustrated with the way the provincial authorities manage health matters.

When the Oppenheimer Hospital closed down, nursing personnel were re-appointed at Bongani. None of these employees have received payment for the last three months.

The newly-appointed chief executive officer of the Thusanong Hospital, Dr Lucky Madikane, told Vista that the hospital, like other hospitals across the country, was in need of more doctors. He said they are busy appointing and recruiting more doctors and would fill more positions soon. The hospital did not have a proper management in place for close to four years.

VIVIENNE CLARK and her husband, Michael, told Vista they were living in fear for the safety of their unborn baby as Vivienne was supposed to have undergone a caesarean on Tuesday, already.

Excuse always money Annette Harrison, Flamingo Park: ONE could be forgiven for thinking that all the road users in Welkom are drunk.

That is, until one does the same thing: swerving from side to side in order to miss the potholes that seem to be appearing with monotonous regularity all over our once beautiful city.

One could also be forgiven for thinking that there is an army of nocturnal workers who only come out once the sun goes down.

We’ve all seen them. They fix our leaking water pipes at night and others collect our rubbish bags.

Others come out during public holidays to mow the weeds (saw them on Good Friday nogal) and venture out during daytime to fix our leaking water pipes and collect our rubbish bags, also on public holidays.

We can be forgiven for thinking that these municipal workers only work during “overtime’’. For which we, the faithful ratepayers, have to pay a premium.

Other workers merely pretend to work, or they sleep in the shade of a tree until it is time to knock off. Is there no supervision or accountability anymore?

We might think this is okay. At least work, for which we pay, is being done, we say. But it’s not okay. Not when the Matjhabeng Municipality is in dire financial straits.

Streets no longer safe The streets are no longer safe to drive on, water is being haemorrhaged from a myriad of water leaks, and refuse is being collected intermittently because the trucks have broken down.

What happened, I wonder, to the 12 gleaming white garbage trucks unveiled with much pomp and ceremony some years ago?

Are they lying, rusting, in some

forgotten corner of Matjhabeng?

Why aren’t they being repaired and put back on the road? Oh yes, I forgot. No money, which goes for just about every other vehicle belonging to the Matjhabeng Municipality.

Another little problem (a “problem’’ folks, not a “challenge”) has just crept into this mess and that is a rumour doing the rounds that there is no money for diesel.

So, either there is no diesel to be had in the entire region or there is no money to pay the suppliers. You decide.

The clinics are in dire straits.

Medication is not available for sick people because, once again, there is no money. Old age homes belonging to the municipality are a disgrace and not fit for human habitation and nothing is done about it because, you’ve guessed it, no money.

Living on refuse dumps Desperately poor people are eking out a living on refuse dumps, living under cardboard and plastic in hellish unhygienic conditions. What has happened to the poverty alleviation programme? Ah yes! Good intentions but empty promises.

The sewerage system has all but collapsed and sewage is being pumped into rivers and dams.

Flooding of residential areas by raw sewage has been the topic of conversation around many a braai and the stench in Stateway lingers on despite many attempts and much money thrown at this ongoing problem.

Who would want to start a business in Welkom when the first impression of our city is the

stench of sewage?

Storm water canals and drains are not being maintained leading to flooding of houses, businesses and roads when Welkom has the occasional heavy downpour. And nothing is being done to alleviate this problem. Just because it’s in the budget doesn’t mean that it will be done.

Keeping lights on Then we come to the small matter of keeping the lights on.

Not only is Eskom in financial and capacity trouble through various reasons, not the least of which is that Jan van Riebeeck is at fault here, but this municipality owes Eskom nearly R600 million.

You may remember, dear readers, that last year Eskom took Matjhabeng Municipality to the High Court for non-payment of debt. Matjhabeng lost the case (with costs) and was ordered to pay the arrears by March this year.

Has this been done? I think not, which is probably why Eskom has decided to plunge this benighted region of ours into darkness for a further 7 hours a day, over and above “normal” load shedding, as from 5 June.

What this will do to the economy of the region, possible closure of businesses and the unemployment figures is anyone’s guess.

Have our city fathers thought what their recalcitrance is doing to the viability of the region or are they too arrogant to think that far ahead?

Then there is the, as yet not fully discussed debt of almost R1,1 billion owed to Sedibeng Water.

That’s a lot of money and too many noughts to comprehend.

This will probably be the next crisis that we, the faithful ratepayers, will have to face.

As if this is not enough to digest all in one go, social media is awash with a new scandal that has just reared its ugly head.

It is alleged that the MEC for health, Benny Malakoane, and the sports, arts, culture and recreation MEC, Mathabo Leeto, are on trial for their alleged involvement in rather unsavoury fraud, racketeering, irregular tender processes and abuse of public funds.

Please note that these matters are “alleged” as the matter is still before the court.

Now sit down for this one, dear readers, and hang onto your hats.

It appears that the Matjhabeng Municipality (read: “the ratepayers”) is paying their legal costs.

Both were employed by Matjhabeng municipality at the time of the infringements.

Ratepayers slapped twice It boggles the mind that we, the faithful ratepayers, have to pay for their legal costs. Not only were we slapped once but now we’re being slapped for a second time.

One last point. As reported in the Vista of 29 April, an announcement was made by the Free State department for Sport, Art, Culture and Recreation on 24 April and advertised in the Free State Sun (why not the Vista?) that it has been proposed that certain street names in the region be changed. It may not surprise you to learn that Leeto is the MEC for this department.

The cost of these proposed changes? Who knows. Met geld wat jy waar kry? Lunacy. Utter lunacy.

Rather pay Eskom GERALD ANDREW MOLLENTZE, Allanridge: I STRONGLY oppose the proposed name changes at a time when the money could be put to better use paying off Eskom.

To me, placing the advert in a newspaper very few people have heard of and even fewer read smacks of downright dishonesty.

The name changes will not benefit anybody except the signpost manufacturers.

The proposed outages by Eskom will further cripple the local economy and will severely strain the ability of consumers to lead normal lives. These outages are scheduled to make it extremely difficult for everyone to prepare to go to work and school and to prepare meals after work. There are also a lot of people who will not be able to watch the news and their favourite soaps as these all fall in the hours scheduled for power cuts. Businesses will also suffer greatly as their hours of work are now to be limited to a mere seven hours per day.

As the municipality is unwilling/unable to pay to Eskom our money for electricity it would seem the logical step to do is to by-pass Matjhabeng and pay Eskom directly. In this way we can ensure our hard-earned money is spent where it needs to be and not frittered away on senseless name changes and the like.

MATJHABENG will not be cut-off

by Eskom in June.

The Matjhabeng Local Municipality can confirm that the current Eskom account is up to date and the R33 million plus has been paid in full.

The municipal manager, Adv. Mothusi Lepheana, has also confirmed that the payment plan has been submitted to Eskom together with an agreement signed by the municipality and the other stakeholders, Salga, Cogta and the National Treasury.

“Eskom has notified us this morning (07/05) that they have referred the agreement to their corporate department to finalise the matter and we are therefore satisfied with how the deliberations were conducted. I believe this should also allay citizens’ fears following Eskom’s June cut-off warning,” he said.

According to Lepheana the

municipality has noted the recent community outcry about the cost implications related to the current processes towards the street renaming.

“I want to categorically state in clear terms that the current processes as seen in various newspapers have got nothing to do with the Matjhabeng Local Municipality. The Department of Sport, Arts and Culture will incur all the costs and have committed a budget for this particular programme,” he said.

Lepheana is happy to announce that at top management level, the municipality has a full staff complement following the appointment of executive director of infrastructure, Betty Hlekani Tlhabani.

“I would like to congratulate Tlhabani on her appointment and I am already impressed with her zeal and commitment. She started work on 4 May and has hit the ground running, meeting her directorate

and driving around the municipality to identify immediate challenges to attend to within 30 days. That’s really a good sign,” said Lepheana.

She will be expected to promptly attend to patching of potholes, the unblocking of sewerage pipes and the replacing of water pipes.

Streets unnamed Alet van der Walt ALMOST half of the existing streets in Matjhabeng do not have names. There are 4 401 streets in the municipal area of Matjhabeng and according to Johan Fourie, DA councillor, only 2 254 have been named.

Fourie says the changing of names is a sensitive matter which has to be dealt with carefully. All local authorities must have a policy and guidelines by which changes are made. A lot of factors have to be taken into account and it seems that in this case this was not done.

Municipalities have no say in the changing of town or city names. Street name changes can be done by a proper consultation process with the public only. None of this has happened thus far, says Fourie. The attempt to change the street names of Welkom speaks of political opportunism.

The Naming and Renaming of Streets and Places Committee, under the leadership of the speaker of the council, has existed since 2000. Until a meeting was held very recently, this committee last met in 2013.

The processes that have to be followed before a street name can be changed, entail: ) The person who proposes a name change has to make a complete study of the cost implications and make suggestions on how it will be paid. ) The community affected by such name changes has to be consulted by a public consultation process. ) All name changes have to be referred to the ward council and have to be discussed by the ward committees. ) The cultural, social and emotional interests of the local population and tax payers have to be taken into account. ) Name changes should form part of reconciliation in communities and should not divide people.

Fourie says the DA believes the Matjhabeng Council is not functioning properly and is on the verge of collapse. The proposed name changes come at the worst time possible. Service providers are not paid and many existing streets do not even have street name signs anymore.

Public participation critical Marti Will VISTA’s readers have vehemently reacted on Facebook and in person over the renaming of the streets in Matjhabeng.

Irate readers are complaining about incessant water-pipe leakages, potholes causing serious damage to vehicles and sewage flooding their homes. On a daily basis Vista is inundated with complaints from furious residents.

Everyone of them is desperately pleading for help.

“Why waste money on street names when we need services,” they all say.

On Tuesday (05/05) a very angry Sene Moyo, who lives in Khumalo Street in Old Thabong, burst into Vista’s offices.

She had been trying since Monday (04/05) to have the sewage cleaned out of her home and yard.

“I cannot even try and cook.

There is sewage everywhere. I will shock to death,” she said.

“My neighbours have a three-month-old baby. I have sent my own children to my sisters.

“This situation is horrific. I have phoned and phoned, but the officials are always out on lunch.

Now I went to the municipality personally. No-one wants to help me.

“We are the voters, and now they want to waste money on street name changes,” she shouted.

Also, the Facebook tirade continues. More than 6 000 readers have read the posts on Facebook and almost 200 have commented on the renaming of the street.

Here are some of the comments: ) Nkanyiso Malunga: What’s sad is the municipality is putting its own selfish interests first, the people come last.

Firstly, every household in the township uses prepaid electricity.

How is it the residents’ fault that the municipality owes money?

Instead of resolving the Eskom issue, money is wasted on street names which won’t even benefit a single resident. ) Jessica Nel: It is time to turn our victim mentality into survivor mode.

Prepare for the worst, because it is bound to happen. Find means and additional resources to deal with it. TV star coming to town Reporter JOHNNY APPLE, the talented, young artist that recently performed as opening act for the teen sensation One Direction in Johannesburg, will be performing at the Goldfields Mall this Saturday (09/05).

The show will commence at 11:00.

The 17-year-old Johnny Apple started pursuing music in 2008 at the tender age of 11. It was in 2013 that he decided to take his passion for singing to the next level, auditioning for the fourth season of SA’s Got Talent.

A crowd favourite from the start, Johnny was announced as the winner of the competition in October 2013 and since then has gone on to release his self-titled debut album with Sony Music.

With school still a priority, it has taken Apple almost a year to release his debut, but he has not been forgotten.

The club aims to bring positive change to its community.

The club undertakes various projects like the handing out of food parcels, shoes were donated to learners and cleaning campaigns were held in the past.

The fun walk will be held to support the club’s continued involvement in the

The funds will be used to buy school uniforms for disadvantaged children of the school.
