‘RDP houses will be finished’ Refilwe Mochoari CONTRACTORS of the incomplete RDP houses in Hani Park said they would finish what they had started. This comes after beneficiaries last week complained that their houses have been abandoned for two years now. Houses have no roofs, windows, doors and at some only a foundation was laid. Jannie Oosthuizen, managing director of Quick Leap Investments and main contractor of the R130 million project to build 6 000 houses in Hani Park, said the incomplete houses will eventually be finished. “We have been struggling to complete some of the houses we built with this project, because in 2011 the Minister of Human Settlement, Tokyo Sexwale, took away R263 million from the provincial department. The provincial department could not pay us as they had no money and as a result the project came to a halt. “We were out of money and construction for a year. However, we informed the beneficiaries about all the problems we were facing. We have a community liaison officer who was appointed to communicate and explained to them that there are problems within the provincial department, but they just do not want to understand.” He said this is the Kyoto Protocol Agreement Programme which is
approved by the United Nations. The programme is an international agreement that aims to reduce car-
bon dioxide emissions and the presence of greenhouse gases. Oosthuizen said the Hani Park project is his passion as it is a first for South Africa. “Provincial government did their best to keep us on board. We could have walked away, but we did not because we want to produce a good product at the end of the day. “And so far the government has done well because they have managed to do a good job despite all the difficulties. “We applied for this project, so if my company does not complete all these houses, it will be a loss for our company. “My team and I worked very hard for this project to be approved. As you can see, these are not just your normal RDP houses. They have solar geysers, they have plaster ceiling which keeps the house cool and they do not have to pay money to have their lights on. “This project is my passion, it is my dream and together with the Department of Human Settlement it is going to be a huge success, so beneficiaries should just be patient. “Another thing that delayed us even more is the manufacturers of material. “We do not order today and get tomorrow. We order today and we get it in six months. We recently received our roof tops material and the job will go on.”
