Marti Will UNAUTHORISED expenditure totalling just over R1 billion, irregular expenditure totalling just over R160 million and fruitless expenditure totalling just over R76 million are indicative of the total chaos that the Matjhabeng Local Municipality finds itself in. What makes these figures more disturbing and reprehensibible is the fact that there is a steep decline from the 2011 Auditor General’s report. The AG report for the year ended 30 June 2012 was tabled at a special council meeting on Tuesday evening. The AG was unable to obtain sufficient appropriate audit evidence to provide a basis for an audit opinion. According to the report, Matjhabeng’s consumer debtor affairs are in complete disarray, with a balance of R1 493 489 369. This is due to the consumers being billed using incorrect tariffs. There are also accounts with credit balances totalling R21 128 890 and the lack of approval for debt being written off. The AG was also unable to obtain sufficient audit evidence of non-current consumer debtors. A balance of R23 057 044 as disclosed. The municipality was unable to provide signed service contracts with renegotiated payment terms. The ability of the municipality to continue as a going concern and to fund its operations is also in grave jeopardy. The AG report reflects municipality fraught with irregularities, administrative blunders and incompetence. The municipal manager and senior managers direcly accountable to him did not sign performance agreements as required by the Municipal Systems Act (MSA). Furthermore, the employment contract of the municipal manager could not be obtained to confirm that the duration of the contract does not exceed a period of five years. them from doing so, because they do not have the right and powers to do so. “Lefika FM belongs to the community,” says Mambalo. However, Brian Selekoe, a board member who is accused of being the cause of the chaotic situation at Lefika FM, denied all the allegations. “We had problems at Lefika FM, but everything is sorted out. I will not go into further detail with this information. The people who have been feeding you with information have no right to talk about these issues, because they do not know what is going on. “Everything that they have told you is a lie, there was never a fight
between any of our employees.” Selekoe and Mosimane visited the Vista offices on Tuesday morning demanding that the article not be published. They threatened that should Vista publish the issue will be politicised. “We are both media houses, so we are telling you now not to publish this article otherwise you will see what we are going to do,” said the two gentlemen. Vista contacted Matumelo Khara, public relations officer at Lefika FM, but she refused to comment, saying that a statement would be issued soon.

Conflict at radio station THERE is chaos at Lefika FM. The start to the new year has not been a smooth one for the district’s brand-new community radio station with the board members, management and presenters showing total disrespect towards one another. Last week Christopher Mosimane, promotions manager, and Mac Rapapali, the presenter of Om die Sirkel (on air between 20:00 and 22:00) were involved in a fight right in front of the station’s building. It is alleged that the conflict between the board, presenters and management arose when Thabang Mambalo, station manager and CEO of Lefika FM, was instructed by the interim board of directors to dismiss a number of employees. After refusing to do so, Mambalo was suspended on 17 January with immediate effect for no actual reason. “I was told by colleagues that I have been suspended and my suspension letter was going to be read live on air without my knowledge. For refusing to fire people, I have been accused of stealing company money to buy my car. “The board has now taken over daily operations. They are suppressing and enforcing a negative agenda to operations and employees causing an unpleasant environment for all the staff members. “Now they want to change the name Lefika FM to The Rock. They have been influencing presenters to do so and destabilising programming. This is very immature and reckless for a board who claims to be serving the community with pride and responsibility. “Some of the board members even went on to say that they would shut down the station, but some presenters and I stopped

display a lack of stability in senior management positions. This results in the positions of senior managers, including the position of chief financial manager, being vacant for more than two years. Officials were appointed in acting capacities which resulted in a breakdown in the implementation of the basic daily and monthly disciplines due to lack of accountability. The AG report lambases municipal management and the accountability of the accounting officer. In a report by the Matjhabeng audit committee delivered by Lemmy Mule at the same meeting, he stated a need for adequate internal controls, effective performance and the implementation of audit recommendations and compliance with laws and regulations. “From a revised Audit Action Plan we could observe that very few items were reported as resolved, and the rest remain unresolved. This means that there is a likelihood that the municipality may receive an unfavourable audit of financial and performance information if the issues are not addressed timeously,” said Mule. Mule noted with “great concern” a significant number of critical posts remaining vacant for long periods (ditto the AG report), the high rate of overtime payments incurred (ditto the AG report), unauthorised expenditure (ditto AG report), inaccurate billing of consumer debtors (ditto AG report) and debt collection not enforced adequately (ditto AG report). Mule also reported that the audit committee is concerned about the reliability and accuracy of financial reporting of the municipality. He says the committee noted the fact that officials employed in acting positions pose a serious threat in leadership style. “People in acting positions do not enhance a strong sense of responsibility, thus resulting in lack of commitment.” The committee also noted the lack of involvement by leadership, the council and management. Furthermore the municipality has not complied with ther applicable legislation.
