Construction continues after #Fees must Fall Teboho Setena WORK on the construction of two infrastructure projects on the Welkom Campus of the Central University of Technology (CUT) is on track and will be completed in time. The initiative involves the building of students’ accommodation and lecturers’ apartments. Work on the project on the campus was abruptly disrupted by unruly groups of students during a protest a week ago. The students protested against the increase in tuition fees and the action was in line with the #Fees Must Fall, a campaign by students from tertiary institutions all across the country. During the two-day protest, students

disrupted the workers of the construction company Liviero Building Pty, which has been awarded the tender to build the students’ accommodation and the lecturers’ apartments. The violent protest ended with nine students, two female and seven male, arrested by the Welkom Public Order Policing unit regarding public violence and contravening the court interdict that the institution had obtained, prohibiting any disruptions on campus. The construction project, both the students’ hostel and lecturers’ apartments, is estimated at R120 million. The hostel is set to accommodate about 200 students. Maritz stated that the project was also one of the major capital developments in Welkom and within the Goldfields region. “CUT has developed an infrastructure master-plan, which will be used to guide future developments on the campus, subject to the availability of funds from the DHET,” said Maritz. He said the lecturers’ apartments were expected to be completed by end of December, followed by the students’ accommodation by March in 2016.

THE Matjhabeng Municipality is on the threshold of a major “down tools” strike by some 2 000 employees. This will be the first time in the history of the municipality that there will be a unified front shown by strikers at all levels, black and white. The ringleaders of the strike, who wanted to remain anonymous, said they had already started consultations with the ANC on a national level. They are dissatisfied with the appointment of the new director of Corporate Services, Fezile Wetes, who is a cadre redeployment from the Eastern Cape. The workers said they were also dissatisfied with the municipal manager, Adv. Mothusi Lepheane. They feel affronted that so many – too many according to them – Eastern Cape cadres are being redeployed to the Matjhabeng Municipality, while Matjhabeng’s own unemployment rate is sky-rocketing. People are being employed into positions which have not been advertised. Appointments are made even before positions are advertised. There is a lot of dissatisfaction that white employees have been given notice letters, or they have been placed on leave pending hearings. There is a feeling among municipal workers (black and white) that white workers are being discriminated against, and that their human rights are being violated. Workers also said that many of the cadre deployees have been appointed with salaries that are on levels that are not council approved. “These salaries are extremely high, much higher than what the normal workers are earning.” They said: “We cannot allow them to destroy us. We are very aware of the consequences of a mass action. “We will also consult with the residents, but if we have to strike, we will.” ) Vista asked the Matjhabeng Municipality to comment on the dissatisfaction. At the time of going to press no answer was forthcoming. ) In the meantime, the Lejweleputswa Regional Municipality has welcomed civil engineers and architects from Cuba. The 12 delegates will assist with the infrastructure of the various municipalities in this region. Matjhabeng is one of these municipalities.

A CASE of murder is being investigated by the Welkom Police after an unknown man died from head injuries he sustained on 25 October. The man was found in a critical condition next to a butchery in Tugela Circle, St Helena. He was taken to the Bongani Hospital and was later transferred to the Pelonomi Hospital in Bloemfontein, where he passed away. On 25 October at about

01:00, the Welkom police received a call from a nurse at the Bongani Hospital, reporting that an unknown man, who had been transferred from the Bongani Hospital to the Pelonomi Hospital in Bloemfontein, had passed away. The paramedics who attended to the man at the scene in St Helena where he was found, could not take his particulars due to his serious injuries.

The Welkom police are looking for anyone with information to help them with this case to arrest possible murder suspects and to identify the man. Family members who might have information about a missing relative who might be the deceased, must also contact the police. Contact Det. As daar ’n brand sou uitbreek, kan al die geboue van daar af tot in Staatsweg in ligte laaie staan. Die probleem is dat ons niemandsraad met sy traak-my-nie-agtige houding eenvoudig niks daaraan doen nie. Wel, ons kan darem seker nie verwag dat hulle iets so aaklig, soos om vir hulle salarisse te werk, moet doen nie. Dit veral, sal darem te veel gevra wees.

Almal bly onverpoos veg om my vriend te stabiliseer. Minute word ’n uur. Hulle verloor die stryd. Hondmoeg en verslae kom hulle uit die kamer waar hulle so hard vir die persoon se lewe geveg het. Hulle troos almal. Daarna wag nog ’n rit vir die span, van Welkom na Bloemfontein. Besef die publiek watter werk die paramedici daagliks verrig? Bid vir hulle, asseblief. Hulle is gewone mense soos ek en jy. Koop vir hulle koeldrank en gee dit by hul beheerbasis af. Of gaan net in en skud hul hand en sê: “Dankie.”

In some actions, especially in debt collection matters, it takes up to five or six months just to obtain judgement and it has to be followed up at least weekly for progress because of the following reasons: ) At the clerk of the Civil Court, files and documents are misfiled or lost or not attended to expediently. ) The lack of knowledge of some of the officials. ) Poor decision making by management who has no knowledge at all of the mass of civil work to be attended to, and failing or refusing to give attention to the regular complaints from the legal fraternity to use the services of another extremely experienced magistrate. This will alleviate the burden of the one magistrate who now single-handedly has to handle the huge burden. This will ease the work load enormously. I trust that this information will be conveyed to the public and that it will receive the necessary attention and be rectified.

Radebe jailed for 14 years after rape THE Welkom Court for Sexual Offences has sentenced Teboho Radebe to 14 years in prison after he had been found guilty of raping his 15-year-old niece in May. The sentencing by Magistrate Thiloshni Ramdeyal, followed successful prosecution by State Prosecutor Ramontsheng Lekgetho.

The accused was also declared unfit to possess a firearm upon sentencing recently. The court found Radebe guilty of raping the teenager on 18 May at the Masimong Estate Complex, near Bronville. The accused told the victim to never tell anyone about the rape incident, the court

heard. However, the girl told a teacher about her ordeal. The teacher reported it to the victim’s mother who then opened a rape case at the Bronville Police Station. An investigation by Sgt Raboi Sehume of the Thabong Family Violence Child Protection and Sexual Offences followed.

KLEIN FRAYDON HART (21 maande), wat met spina bifida gebore is, is ’n klein vegtertjie. Al sal dié klein Welkomiet dalk nooit kan loop nie, is hy baie woelig. Daarby skort daar niks met sy intelligensie nie. Die Bongani-hospitaal het vir hom ’n stoeltjie geleen waarmee hy soos ’n wafferse renjaer op en af jaag. Hy is lief vir skryf en as hy ’n pen sien, wil hy dit hê. Daarby kyk hy graag televisie en sit self die TV aan. Hy geniet dit ook om motor te ry. Sy ma, Denise Hart (21), en pa, Frans Maritz (23), het met Frayden se geboorte agtergekom iets is fout. “Frans het die dokters gevra wat op sy rug is, want die gagga-plekkie het nie goed gelyk nie. Dit het soos ’n tong gelyk wat aan sy rug hang,” sê Denise. “Maar die Here het só mooi na ons seuntjie gekyk.” Denise sê met baie gebede het die “gagga-plekkie” beter geraak. “Frayden is ’n regte klein vegtertjie, hoor. So ons los dit alles net in die Here se hande. Ons hoop dat hy eendag normaal, met ’n rolstoel, sal kan funksioneer. “Hy is nog nie twee jaar oud nie, maar hy is baie intelligent. Daar is niks fout met sy verstand nie. “Hy is ’n baie slim laaitie. Dis net sy lyf wat nie reg ontwikkel nie.” Frayden moes reeds ’n operasie ondergaan waar hulle sy kleinbrein, “wat in die ruggraat afbreek”, moet regmaak. “Hulle sou sy hele ruggie oopgesny het, die senuwee geknip het en dit so reggemaak het, maar omdat dit nie ’n noodoperasie is nie, het

SÓ lyk klein Fraydon se rug. die dokters dit nie gedoen nie.” Sy sê die toerusting en die dokter wat die operasie moet doen, was ook nog nie in Bloemfontein nie. “Omdat Frayden so klein is, is daar net ’n professor van die Kaap wat die operasie kan uitvoer. Die dokter in Bloemfontein sal my weer bel om ’n datum vir die operasie vas te maak.” Frans bestuur die voorraad by ’n drankwinkel in Welkom, maar Denise bly by die huis om na Frayden om te sien. ) Wat is spina bifida? Spina bifida beteken letterlik “gesplete ruggraat”. Dit gebeur wanneer die ongebore baba se ruggraat nie al die pad sluit en vasgroei nie. Volgens die Spina Bifida-vereniging se webtuiste is die oorsaak van dié sindroom nog onseker. “Wetenskaplikes glo dat dit genetiese, asook omgewingsfaktore, is wat dié toestand veroorsaak.” Daar is drie verskillende grade. Frayden het die tweede graadse toestand, miëlomeningoseel. Dit beteken dat vog op sy brein opbou weens die abnormaliteite van sy ruggraat. Daarom moet hy ’n omtakking kry wat die vog van sy brein na sy maag kan dreineer sodat hy die vog soos urine kan afskei en nie breinskade kry nie.

Pledge a light in memory PREPARATIONS for a very special night that can be enjoyed by young and old alike are in full swing. On Saturday (07/11) the people of the Goldfields can honour the memory of their loved ones by pledging a light on the Hospice Tree of Memories. Renovations have been done to the huge tree and, with the generous support of TV Electrical, all wires and lights have been checked and replaced where necessary. Anyone who is interested can attend this fun evening with music, helium balloons and an amazing tree full of lights in memory of all lost loved ones. It is believed that this tree is the highest decorated Christmas tree in the Free State. “During 2015, Hospice provided care to approximately 550 patients and orphans monthly, and experienced the loss of 38 patients. We would like to fondly remember them all and show our support to their families during our Tree of Memories ceremony. This annual event is well supported, and everybody can join us for an enjoyable evening,” said Marli Young, general manager of the Goldfields Hospice. ’n MOTORFIETSRYER van Welkom, Martin Hugo (25), is verlede week op slag dood toe hy in ’n botsing teen ’n voertuig betrokke was. Die ongeluk het verlede Donderdag (29/10) omstreeks 16:30 op die hoek van Powerweg en Elfde Straat in die Welkomse nywerheidsgebied gebeur. Hugo se pa, Martin sr., sê sy seun was

van die werk af onderweg huis toe. Hugo was ’n oudleerling van die Hoërskool Riebeeckstad in Welkom. Hy het by Bafotech in Welkom gewerk en was ongetroud. Hugo was sy ouers se tweede oudste kind. Hy word oorleef deur sy ma, Nicolene, suster, Maritza, twee halfbroers, Reinhard en Francois Basson, en sy meisie, Leila Venter.

THE Allanridge Community Policing Forum (CPF), in an attempt to prevent crime and unite the community, will hold an important gathering to discuss issues that have far-reaching effects in the area. The meeting is set for Wednesday (11/11) in the Allanridge Town Hall and will start at 17:00. Past. Gordon Williams, chairperson of the Allanridge CPF, says various issues affecting the community will be addressed. These issues include crime patterns, safety tips that can be followed to ensure a safe festive season and the safety of residents. Williams says a prayer session will also be held, with the focus on rain for the drought-stricken country. Williams appeals to the community of Allanridge to attend the gathering. He says it is important that community members turn up so they can raise further issues to discuss. “It is important for the residents to attend the meeting to give input into issues affecting them,” says Williams.

Gang members scot-free on rape charges Teboho Setena THE six men who stood accused of kidnapping and the statutory rape of two teenage girls earlier this year in Kutlwanong, Odendaalsrus, got off scot-free. This is after the state had decided not to proceed with the case against them. The accused, Thabang Mokhele (19), Themba Nguxe (21), Ntsokolo Njingala (22),

Adrissa Nbwana (24), Mbuyiselo Njingala (27) and Khethamile Faku (28) had been on trial facing charges of kidnapping and statutory rape of the two girls, aged 12 and 14. In July, the case was referred to the Director of Public Prosecutions (DPP) for a ruling and came out unfavourable for the two victims. Phaladi Shuping, the Free State’s National Prosecution Authority spokesperson, said after thorough consultation, the state was of

the view that there were no prospects of a successful conviction. “One victim cannot be traced and the other one made conflicting statements,” said Shuping. The suspects allegedly held the two girls captive as sex slaves for over 23 days in a shack in the backyard of a house in K7 in Kutlwanong. The parents of the two girls reported them as missing on 26 January.

Upon being freed from captivity, the two girls related their alleged ordeal to their parents who then informed the police. The police said the two victims had been marked by their alleged kidnappers with a tattoo bearing the number 300 as a sign of ownership and control. The accused are associated with a gang, called 300 Spartans, one of the gangster groups in the Kutlwanong Township.

Pule a master debater

LT.COL. MARTHA MODIKO, station commander of Allanridge, congratulates WO Sabata Thipe on receiving a gold medal after being nominated as an outstanding HIV/Aids activist.

WO awarded for work

THE good work of WO Sabata Thipe, a peer educator in HIV/ Aids programmes, has earned him special honour. Stationed at the Allanridge Police Station, this officer received two certificates, for exemplary service rendered in the field of peer education within the Welkom Cluster, and for Wellness Champion of the Year in the Free State Province 2015. He also received a gold medal and a wrist watch. Thipe received recognition for dedication and passion in executing duties to champion the cause of development and awareness programmes of HIV/Aids, as well as presentations pertaining to programmes which he was

assigned to perform. He did a presentation at the Interprovincial Peer Educators Conference, held from 19 to 23 October at Aldam in Ventersburg. Thipe had been assigned to present Wellness Champions activities in the Free State from January untill August. He was nominated the best performer regarding to HIV/Aids and Wellness Champions activities out of 60 representatives from the Free State. His nomination was based on an assessment and monthly reports. In his task, he also established a partnership with the Welkom Human Resource Development Centre and the Thabong Training Centre where he still

conducts sessions relating to HIV/Aids screening, spearheading campaign for promoting safe sex, HIV/Aids testing, living a healthy lifestyle, as well as anti-discrimination and stigmatisation of those living with HIV/Aids. According to the Stigma Index Survey, the Free State has the highest incidents where people living with HIV/Aids are stigmatised. “I really enjoy what I am doing and have a passion to assist and inform my colleagues with regards to HIV/Aids,” says Thipe. Lt.Col. Martha Modiko, station commander of Allanridge, has expressed gratitude for Thipe’s achievement and the work he is doing to enlighten people.

PULE MMULA, a gr. 10 learner of the Welkom Technical High School (THS), has shown excellent performance and commitment in debating throughout the year. He has competed and excelled at district, provincial and national level. The Free State Debating Board (FSDB) held an annual debating competition for speakers who represented the province in the most prestige competition in South Africa. The tournament comprised of 16 teams and 8 schools from the Goldfields alone. The FSDB was looking for debaters with great potential and debating skill. Two teams of THS attended the senior and junior teams respectively. Pule, being a member of the junior team, was selected for the Free State team to represent the province at the national competition which was held at the University of Stellenbosch (US) in the Western Cape. As a provincial speaker, he was required to undergo vigorous debating training. His team won three out of four debates in the national competition against the best debaters of the strongest schools in the country. He also debated against world-renowned debaters. Pule also took part in another local annual tournament held at the Central University of Technology’s (CUT) Welkom Campus, which hosted debaters and speakers of all schools in Welkom, Virginia, Riebeeckstad and Odendaalsrus. This was an open tournament, which meant seniors debated against juniors. Pule’s team made it to the

PULE MMULA semi-finals after three rounds. Lefika FM invited the THS junior team to debate against the fierce Hentie Cilliers High School senior debate team over the radio. The teams were given only 20 minutes to prepare. Pule’s team beat Hentie’s by 4-1. The public did the judging. Last month, Debate Africa and Corruption Watch held a provincial debate competition at the University of the Free State (UFS) to discourage and fight corruption in South Africa. Two teams of THS entered and they received trophies and medals for excellent achievements. Pule was amongst those who received gold medals and is now in the first debating team of THS. In the Goldfields league, Pule’s team has only lost one debate out of three and they are aiming to win their league. Pule is a skilled, humble and motivated debater who strives to achieve greatness.

Organisation aims to empower THE newly-formed non-profit organisation Courage Health aims to provide an indispensable cornerstone for rendering services to vulnerable people, including those with disabilities. The organisation was formed this year by six youthful women from Thabong. It will be launched on 10 November at a function in Thabong. The founding members are Corbniah Mohapi (organiser), Sisimogang Setlogelo (chairperson), Matshediso Mariri (deputy chairperson), Matseleng Rantai (secretary), Boitumelo Mmuagabo (deputy secretary) and Nomathemba Chokochela (treasurer). All the members are unemployed and they said the formation of the organisation had served them in good stead for empowerment. Setlogelo said the formation of the organisation had been borne out of necessity to provide social assistance towards vulnerable people, both young and old as well as those with disabilities. “Social assistance continues to form an important part of our society. We daily see

scores of people suffering with poor living conditions and lack of proper services. “We formed this organisation to provide essential services to people in need. We are going to form partnerships with public and private sector entities in serving the community,” she said. Setlogelo said their immediate challenge was training on how to handle people with chronic conditions, strokes, hypertension and diabetics as well as cancer. Rantai, the secretary, said during the formation phase of the organisation they had conducted door-to-door visits to profile persons with chronic conditions noting down problems that residents had encountered. “These comments and concerns will be forwarded to the Department of Social Development which we are going into partnership with. We are appealing for assistance in funding and equipment in order to enable us to render services,” said Rantai. Anyone willing to help can contact Rantai on 060-467-0113.

THE one-act British comedy Hell and High Water, produced by Amdram Productions, promises to be a side-splitting theatre experience. The lord of Summerville Manor, an ex-admiral in the British Royal Navy, refuses to break 17 years of tradition and insists that the family sit down to dinner X although circumstances are hardly normal in the manor, due to a rather serious plumbing problem.

The production takes to the stage in the Ernest Oppenheimer Theatre on Thursday (05/11), Friday (06/11) and Saturday (07/11) at 19:00. This provides an opportunity for a year-end Christmas function. The 5 km starts at 18:00 followed by the 10 km race at 19:00. The public is challenged to show their goodwill by donating toys for charity. The start and finishing point is at clock tower in Stateway. Gold and silver medals will be presented to participants who complete the races. Prize money will be offered to the top four finishers: R400, R300, R200 and R100 respectively. Celebrate achievements THE Free State Boxing Organisation team celebrated their achievement of winning gold and silver medals and individual awards as well as the Rishi Louw floating trophy at the interprovincial boxing championship held in Kimberley recently. Frans to flex muscles in Italy

FRANS HLOI

BORN in the Tswelelang Township in Wolmaransstad, Frans Hloi started his bodybuilding career at the age of 26. While working in Welkom, he took more interest in his hobby and started taking part in competitions, winning at local, provincial and national levels. Frans maintained an impressive fitness level, allowing him to attract sponsorships for international competitions. He will be competing in the 2016 International Bodybuilding and Fitness Federation (IBFF) Universe Championship in Bari, Italy, where the Goldfields Casino will be sponsoring his venture.

LOCAL football side Sibanye Golden Stars are eyeing a berth in the last-32 stage of the Nedbank Cup after having escaped possible immediate suspension from further participation in the tournament. Stars had a pending case of transgression of rules of the game which came about after Bloemfontein-based Mangaung United had filed a protest with the South African Football Association (Safa). Mangaung claimed that Stars were in contravention of rules of the game by having eight reserve players instead of the required seven listed to play in their Nedbank Cup semi-final in Bloemfontein last Saturday (30/10). The Bloemfontein club lost by 0-3 to Stars with the latter going through to the provincial final set for Saturday (07/11) in the Free State town of Jacobsdal. Safa’s disciplinary committee held the dispute hearing on Monday. Klip

Moremi, Safa’s competitions manager in the Free State, said the football federation’s disciplinary committee did not find that the offense by Stars warranted immediate suspension and the plaintiff (Mangaung) had failed to prove beyond reasonable doubt that the offense had disadvantaged them. Moremi said Stars had pleaded guilty to the offense for which the club had been fined R5 000. The federation’s disciplinary committee ruled that Stars also pay the costs of the hearing. The favourable verdict gave Stars the green light to compete for a berth in the last-32 stage of the lucrative Nedbank Cup on Saturday. Stars, campaigning in the SafaABC Motsepe League, will battle it out with Roots United (third division) for a spot in the last-32 leg of the prestigious championship. The winner will qualify for the Nedbank Cup championship which features big guns campaigning in the Premier Soccer League (PSL).
