Hospice no more?

More than 1 000 patients, orphans and elderly affected Marti Will A LARGE chunk of the heart of the Goldfields will disappear when Goldfields Hospice is forced to close at the end of February. When this calamity becomes a reality, the more than 1 000 people the hospice currently cares for will be left destitute. This includes the 257 patients, the 225 OVCs (orphans and vulnerable children) and the 600 household members now in the hospice’s care. When Goldfields Hospice closes, these people will lose their wheelchairs and all other hospice equipment they now have access to. Most of the patients are extremely poor and in dire need of necessities like food, shelter and clothing. Everything will fall away. “The situation at Hospice is critical. Our staff members have all been given their one month notice letters. If we don’t get serious and sustained cash injections before the end of February, we will cease to exist,” says Marli Young, general manager of Goldfields Hospice. “We are awaiting our Lotto approval. If the Lotto pay-out does not happen, Goldfields Hospice (and its four satellites in Odendaalsrus, Virginia, Thabong and Welkom), will definitely close after 27 years in the community.” “It will truly be a sad day when the Goldfields Hospice finally closes its compassionate doors to the more than 1 000 people it cares for,” says Mnelisi Tshabalala, a board member. “This will be a major loss to the community. There is no other organisation in the Goldfields which renders palliative homebased care. We have a holistic approach,” says Tshabalala. Hospice cares for patients with advanced progressive disease, free of charge. This includes cancer, Aids or

any life threatening illness. “Palliative care focuses more on support than cure. It focuses on adding life to days, rather than days to life. We look at the welfare and wellbeing of the complete family unit,” says Young. Hospice assists patients with pain and symptom management so they can have a better quality of life. They support patients and families during death and dying to promote dignity in death, and they support families after death during the bereavement period. When the Goldfields Hospice Association closes, many people will die alone at home without dignity. The hospice caregivers are their only family. Hospice has 21 staff members, which includes 14 caregivers, who reach most of their patients on foot. Hospice also had to close their day-care centres, where 30 three day care centres pre-schoolers went for love, stimulation and meals.

Delays cause havoc Teboho Setena PROPERTY buyers, sellers, conveyancers and estate agents lament the delays in the issuing of rates clearance certificates by the Matjhabeng Local Municipality. The concerned entities said the delays cause huge frustration and pointed out that banks were also affected, as the approving of clients’ applications for bonds were also delayed. “Most of the figures issued during November, December and January 2016 are incorrect. “We have paid these figures to obtain certificates, and the municipality is sending back all these cheques. “Most of the figures are too low and the clients need to make additional payments in order to obtain clearances,” a conveyancer, who wanted to remain anonymous, told Vista. Another estate agent lamented that the property industry in Matjhabeng was brought to its knees due to the defective department. “Since the beginning of 2015 there have been numerous complaints about the non-functioning of this department and it seems that the more staff is added to address the problem, the less functional it gets. “Estate agents, electricians and attorneys (all role players in the industry) are feeling the pinch, as their payment for services rendered are only made on registration of the property,” said the estate agent. The delays in obtaining rates clearance certificates are causing huge losses, according to another conveyancer. The agent said many families that needed to move to other homes, or even other towns before the start of the new academic year in 2016, were unable to do so, as the sale or purchase of their properties had not been finalised before then.

“We need to confirm all clearance figures with the municipality before we make payments, in order to confirm that there are no errors on the figures, as issued by them.” Property transactions cannot be lodged in the deeds office and registered while the attorneys are waiting on these rates clearance certificates. According to Kgojane Matutle, spokesperson of the municipality, the clearance department was functioning and disputes the issue of non-functioning of the department. “We want to vehemently dispute the issue of non-functionality and defectiveness of the clearance department which the enquiry seeks to highlight. “Some of the delays in issuing clearances are caused by the non-compliance of the new Act of Chief Registrar’s Circular no. 5 of 2014 which came into effect on 26 March 2014. “Most of the attorneys are struggling to comply with the requirements and this causes challenges for the department to issue clearances timeously,” he said. Matutle said the chief financial officer is in the process of restructuring the clearance department in order to meet the growing demands of the property rates industry, such as subsidies and RDP houses. “However, we wish to acknowledge that in certain instances, some delays were not warranted. “They came as a result of internal processes of restructuring, as mentioned. “We remain committed to providing efficient, reliable and speedy service to our property rates community and their clientele,” he said. Matutle said the municipality will in due course issue a statement regarding the restructuring changes within the department, aimed at improving the service rendered.

THIS is an open letter to the address of our municipal manager, Mothusi Lepheane, as well as to Betty Tlhabani, director of the engineering department of the Matjhabeng municipality: As concerned citizens of our city, we hereby call upon you to give serious and immediate attention to all the complaints that we as the citizens of Welkom have lodged with you over recent years. Countless requests have been sent through to your department asking you to attend to water leaks flooding our roads and streaming into storm water drains, wasting clear drinking water. How on earth can you, being accountable for these issues, not be able to tend to these serious matters in a swift and efficient manner? Why is it necessary for people to report to your office the very same problems over and over and over for weeks and months and yes, in some cases even years on end, without any reaction

PATRICK MHOLO, DA Councillor, Matjhabeng Municipality: DISGRUNTLED Matjhabeng ratepayers blame municipal officials for poor service delivery, maintenance of water leakages, potholes, and so on. As a member of the official opposition party, I blame the political office-bearers of the ANC-dominated council. Irrespective of our political affiliation, councillors ought to have the courage to hold the executive mayor accountable so that he can put pressure on the municipal manager to execute council resolutions. The municipal manager will in turn ensure that the directors do their job. Accountability, good work ethic and a sense of patriotism by officials starts with the council. The ANC-dominated council must have the courage to give a clear mandate to the executive mayor without fear or loyalty to his political party to charge and/or terminate the municipal manager’s contract for non-performance. The impression I get is that certain senior councillors with political seniority (both within and outside) indirectly influence the implementation of selected council resolutions by administration for political expediency, to the detriment of the people of Matjhabeng who have entrusted us with a fiduciary responsibility of managing this institution for the benefit of all. The 2014-’15 draft annual report and adjustment budget revealed some very disturbing trends: ) Employee related costs increased to 69% of the income collected and yet there is no sense of urgency or political will to revise or finalise the much-awaited organisational structure of the municipality or organogram. Instead of insisting on the finalisation of the structure, our ANC-dominated council opted to adjust employee costs with R35 million to make provision for newly

from your department to fix riewe it properly? The indifference displayed by you and your etters departments is plainly incomprehensible to the tax paying public of Matjhabeng. People are becoming increasingly frustrated and annoyed by the slack pace with which especially water leaks and potholes all over town are being repaired. Even the back filling of the enormous holes that are dug when water leaks are being repaired, are in most cases simply left undone. Rubble and waste are growing into mountainous waste dumps right on our doorsteps. Absolutely nothing is being done to clear these stinking sites that are posing dangerous health risks to our

communities. Sies man! The municipal dumping POSBUS /P.O. BOX 1027 site near Bronville is WELKOM 9460 virtually inaccessible to the public. It is unpleasant to go there just to be confronted with unruly workers storming one’s vehicle to unload it and then demanding payment for their “services”. Feeling threatened and unsafe in those surroundings, it is quite understandable that people refuse to dump their rubbish there. No wonder rubble and waste are simply being dumped in open spaces in our suburbs. What a disgraceful situation our city finds itself in! Being citizens of Matjhabeng, we do not apologise for the frustration we exhibit in

Our wage bill will eventually be way above legislated limit. ) The proportion of sick leave without medical certificates amongst the lower skill levels increased from 4% in 2012-’13 to 42% in the 2014-’15 financial year. This is a sign of increased low morale, lack of proper supervision or management of leave by departmental directors. ) Operation Patala has not yielded much result during the first six months of the year under review, because our consumer pay rate stood at 56% against the proposed income for 2015-’16, which was based on 80%. My view is that our collection strategy must not be informed or driven by demographics, but rather a clear, transparent revenue collection policy applicable to all. Only then can we reach our proposed income target. Besides, an effective system of internal control for debtors and revenue is also not in place as required by the Municipal Finance Management Act (MFMA). This was identified by the auditor general (AG). ) There is no verification process of our indigent register prior to capturing to ensure eligibility of applicants. There are too many people who do not qualify to be on our register. It is a known fact, but there is no courage to institute a comprehensive clean-up, simply because the ANC does not want to upset its potential voters. We deliberately allow the system to be abused for long-term political gain. ) Our municipal website does not publish important documents such as performance agreements, service delivery agreements and all supply chain management contracts as required by the Municipal Systems Act. My view is that unless council insists on regular publication of these reports to ensure transparency, business confidence in the institution will never be restored.

) The report of the AG highlighted a number of irregularities, ranging from nonexistence of asset registers to supply chain management (SCM), wherein bid adjudication was not always done by committees which were comprised in terms of SCM regulations. We allow our institution to become a “milking cow of unscrupulous tenderpreneurs”. The most disturbing comment by the AG is the fact that our municipal manager was not consistently available to attend weekly steering committees held during the course of the audit. That is a serious leadership problem and the mayor should have intervened and instituted disciplinary action against him. These challenges are the reason that council or councillors, as a collective, ought to put pressure on the executive mayor to evaluate the performance of the municipal manager. Our term of office will come to an end soon, but we cannot look back with pride and say, as councillors of 2011, this is our legacy to Matjhabeng’s residents. ) We failed to put one single water reticulation plant into full operation for the people of Matjhabeng. ) We have failed to diversify our economy from mining to something else or attract a single massive investment to create jobs for the people of Matjhabeng. Our employment target was driven mainly by the expanded public works programme (EPWP) and the community work programme (CWP). On the other hand, our economic activities were driven solely by municipal infrastructure grants (MIG’s). All economic summits held so far yielded no tangible results. ) We are still battling to find a viable repayment pattern plan with Eskom and Sedibeng and are ranked amongst the top ten debtors of Eskom country-wide, simply because we abandoned an option for the

this letter to you. In our opinion, we have every reason to be frustrated and deeply annoyed with the bad service delivery. Furthermore: stop making excuses for the terrible state of affairs in our town by blaming it on insufficient finances. There is ample money for what should be done. Should you differ from us in this regard, you are most probably trying to hide the vast abuse and mismanagement of funds by our government that should be applied to the tasks that it is purposed for. Just a kind warning: please do not underestimate the power of the people. Surely you needn’t be made aware of the destructive forces of public protests. Should this frustration of the people of Welkom keep growing, you might just someday be surprised by it boiling over. We urge you – step up and provide the services that we are paying for. Unfortunately, the unpalatable fruits of our legacy will be felt by the next group of incoming councillors, with no recourse against anybody, as it has always been the case. As a councillor of the DA wrongly perceived to represent and promote a white capital monopoly, I draw my courage from the words of our leader, Mmusi Maimane: “As black South Africans, we are entitled to ask uncomfortable questions.” However, my version of Maimane’s statement would be: “Why can’t we have the courage as black South Africans to hold one another accountable?” Why is it unpatriotic to ask uncomfortable questions? Is Matjhabeng perhaps run by people with no interest in it? Maybe the ANC needs to re-assess the calibre and content of characters of cadres deployed in Matjhabeng, because my view is that our municipality is not bankrupt, but rather poorly managed. Unfortunately, the current political leadership of the ANC in council lacks the will to ensure official’s daily activities comply with regulations. Implementation of consequence management is the root cause of poor service delivery in Matjhabeng. It is our responsibility to ask uncomfortable questions and perform an effective oversight role. We are not blind to the disparities of Matjhabeng society and in our pursuit to redress the imbalances of the past, our engagement with one another as councillors must be free, fair and open to constructive criticism. ) Letter shortened – Editor

Help the SAPS THE police in the Goldfields are appealing for public assistance in the investigation into the brutal killing of Makanyane David Sello (49) in the early morning of Friday, 8 January, in Thabong. Lt. Malebo Khosana, the Thabong police spokesperson, said the suspects shot the victim several times before fleeing the scene on foot. He said the deceased was on his way to work at one of the mines when a number of armed men shot and killed him a few metres from his house. “No arrests have been made. We are appealing to the public to come forth with any information that may assist in arresting the suspects,” said Khosana. Any person with information in the murder case may contact the investigative officer, Const. Dust off those knitting needles for charity THE Flamingo Rotary needs the help of Goldfielders to break the South African record for the biggest knitted or crocheted blanket. Jill Lombard of the Flamingo Rotary says she needs the whole Matjhabeng community to help make the project a success. Baby blankets, knee rugs and blankets of any kind is needed for this to succeed. The current record stands at 1 020,13 m² and is held by a church in Polokwane. “So if you can crochet or knit, please get involved,” says Lombard. “We need people to put some time into this. “If you would like to support this drive, but cannot knit or crochet, please donate wool so

that those who can make the blankets will have a supply of wool in order to continue with their work.” The help of schools, churches and other organisations will make the success of the project a reality. Challenges between the schools, businesses, organisations and churches will also result in interesting competition. The project started in April 2015 and will go on until April this year when the size of the blanket will be measured. There will be a drop-off zone in the foyer of the Ernest Oppenheimer Theatre where people can leave their completed blankets or donations of wool.

Die oorhandiging van dié motor is die einde van vanjaar se Vir ons Kinders-projek waarmee Volksblad se Sentrale Plaaslike Koerante, in samewerking met Imperial GM en Radio Rosestad, vir Engo gehelp het om geld in te samel vir sy kinder- en jeugsorgsentrums. Dit is vanjaar die sewende

keer dat die Vir ons Kindersprojek aangebied word om geld vir die 34 kinderhuise en jeugsorgsentrums oor die Vrystaat heen in te samel. Vanjaar is 20 438 kaartjies verkoop en R408 760 is so ingesamel. Michael en sy vrou, Marilie, kon nie wag om die nuwe motor huis toe te neem nie. Michael sê dit is die eerste keer ooit dat hy iets wen – en dit dan nog so ’n besonderse prys. DIE uitvoerende kommittee wat in Januarie 2015 verkies is, het dit ten doel gestel om kontak te maak met die munisipale bestuurder en sy onderskeie departementsdirekteure. Welkomroadswater is een van die inisiatiewe wat uit hierdie samesprekinge voortgevloei het. Welkomroadswater is ’n e-pos en Facebook-hulpdiens waar inwoners probleme kan aanmeld en versoeke kan rig. In die meer as vier maande wat ons aan die gang is, is daar meer as 260 aanmeldings gedoen. Hoewel daar nog heelwat van hierdie probleme nie aangepak is nie, is die meeste van die probleme al opgelos. Waterlekke, terugvulling van gate waar sulke lekke herstel is, slaggate en rommelen vullisverwyderingskwessies is in die tydperk aangespreek, wat andersins vir solank as maande en selfs jare voortslepend was. Waar ons in-diepte vergaderings met Finansies, Infrastruktuur, Vullisverwydering en Gesondheid gehad het, was die diensleweringskwessie deurgans weens die tekort by Finansies. Hip-hop artist making name for himself Alet van der Walt ONE of Welkom’s brightest hip-hop stars, Bongani Thulo, is currently the numberone artist on a mobile app, Reverbnation.commusic. Thulo says his song Ba hana re kena is doing very well on the mobile app where fans of hip-hop music can listen to new releases for free. The app was created to help artists find new audiences. The song, performed by Thulo and produced by Snica at Imsohigh Production Studios in Thabong, tells the story of artists’ struggle in Welkom city. Thulo says he wants to help other local artists who don’t get any support from the

authorities to start doing their own thing. By using social media like Twitter, Facebook and YouTube, it is much easier to get a foot into the market nowadays. By producing one’s own music and then loading it onto mobile music apps, an artist gets access to worldwide audiences. Since Tholu, or Ta-Bongz as he is also known, has been using social media, he has been getting a lot of bookings and is making a name for himself. The exposure on the mobile app and social media really helps to build a fan base, says Tholu. By using the app, musicians can end up signing contracts with big music companies like Sony. Thulo is also working closely with

Levado Sa Mahlatsi and Hazzarus Lacasa of Chaos Music and Imsohigh Productions. Once music is registered at Samro, an artist can start selling his music by cutting his own CDs. MINIMUM REQUIREMENT

REQUIREMENTS: • Registration with the Health Professions Council of South Africa as a Medical Practitioner • ATLS, ACLS and PALS Certiﬁcate • Experience in emergency medicine will be a recommendation •Extremely good interpersonal skills • Willingness to work a 42 hour ﬂexible week • Compulsory night duty from time to time • Willingness to work weekends and public holidays as necessary • Good communication skills in English and Afrikaans.

Stars awarded home game Teboho Setena THE local second division football outfit Sibanye Golden Stars have received a favourable draw for the 2015-’16 Nedbank Cup’s last-32 leg knockout championship. The Goldfields team was drawn to play a home game in Welkom against the National First Division (NFD) outfit Mbombela United. The draw was conducted in Johannesburg on Thursday (28/01). It determined the 32 clubs that would continue to compete in their quest of earning the title. The elimination matches featuring these clubs are scheduled to be staged at different venues across the country, commencing the first week of March. The final will be played on 28 March. Stars will play their elimination fixture against Mbombela United from Mpumalanga on 6 March at the Griffons Stadium. The local lads will propel their efforts to upset the visitors, who are equally determined to progress to the next stage of the championship. Stars reached the last-32 leg of the tournament first in 2010 and had their dream to progress to the next leg shattered by NFD side Black Leopards, who

tion of players, who I believe would want to match and undo the past generation of 2010. “This shows the players that they too can achieve,” said Monyane. “The players are motivated and want to prove they can match big-name clubs. The boys proved during the provincial qualifying round that they were capable. “They had their strength tested.” Monyane has vast experience in football. He had a stint with defunct teams such as Unisaints and Welkom Stars. While working on a game plan to plot United, Monyane also has to deal with stage fright among his players. “My concern is stage fright, which could be our downfall. “But we have to focus and keep our heads up to claim our stage in the tournament.” The Welkom-based outfit did well this term, beating fellow Free State clubs in the lower division to secure a spot in the last-32 of this year’s tournament. Stars have struggled to get a good run of form in the ABC Motsepe League, but their run in the Nedbank Cup is certainly something to take solace in, even in a season as bad as the current one.
