Last week all municipal telephone lines, including emergency services, went dead. To dial any number led to being confronted by a frustrating voice recording saying: “The number you have dialled is not available at the moment. Please phone again later,” or “The number you have dialled does not exist”. Fire and emergency services personnel were totally cut off from the world. Urgent negotiations with the council and political parties on Friday evening (04/03) enabled six cellphones to be purchased on contract. These were then distributed to the Matjhabeng fire stations. Some fire personnel even made their private numbers available on Facebook for residents to use in cases of emergency. This fiasco escalated the ongoing saga of burst water pipes, potholes and other service disasters, as no-one could contact anyone at the municipality to provide municipal services. In an advertisement published in local newspapers, Adv. Mothusi Lepheane, municipal manager, explains that the Matjhabeng Municipality’s cost-cutting measures are bearing fruits, with hundreds of thousands of rands being saved. He says the municipality is tightening its financial belt, and checking all irregularities concerning inaccurate billing from service providers. The telephone company service provider has been suspended following a dispute with the monthly bill. Lepheane says that all normal telephone lines have been reinstated. In the advert he provides a list of numbers that can be used. Vista attempted to phone 057-352-2222 and 057-391-3911 (emergency services and the municipal offices). Both numbers are still inactive. Denise Jooste of the Matjhabeng Ratepayers Association (MRA) sent Lepheane an email on Tuesday, 1 March, demanding answers. “What on earth is going on at the municipality? Is the municipality imploding? People at the municipality are short-tempered and it sounds as if they do not want to deliver services. Please advise me on what to do with complaints that are coming in at an alarming rate to the Ratepayers Association,” Jooste wrote. Lepheane has not answered her. Jooste says the MRA had a meeting with Matiro Mogopodi, director of community services, on Sunday, 28 February. “Mogopodi terminated the meeting halfway through. When we confronted her with service delivery failure, she became very flustered and could not answer us,” says Jooste. “It is interesting that Mogopodi told us during the meeting that everyone (this includes the media, the Ratepayers Association, the DA and AfriForum) is coming down on them. I personally don’t think they know which way to go anymore.” ) Vista attempted to get comment from the municipality. The municipal manager’s cellphone is unavailable, and the spokesperson is out of town.

Robbery foiled Five in court after high­speed chase Teboho Setena FIVE suspected armed robbers that were expected to appear in the Odendaalsrus Magistrate’s Court yesterday (09/03) in connection with a foiled armed robbery in Welkom are not police officers, as was incorrectly stated in the media. The incorrect fact pertains to investigations by the police in the town of Welkom, as well as in Umlazi, a township on the east coast of KwaZulu-Natal. Brig. Hangwani Mulaudzi, the Hawks spokesperson, clarified that the five armed suspects were not members of the police. The five would-be armed robbers, aged between 33 and 48, face charges of conspiracy to commit armed robbery,

murder police officers, the possession of fire arms and ammunition, as well as the possession of counterfeit money. The Hawks and the police arrested the suspects after a high-speed chase on the R34 road, passing the Riebeeckstad suburb in Welkom and connecting the Kutlwanong township (Odendaalsrus) and Kroonstad. Mulaudzi said two suspects (36 and 42) were injured during the dramatic bust, while the other three were unharmed. He said the injured suspects were admitted to an undisclosed hospital, while the uninjured trio (33, 33 and 47) were taken into custody. “The suspects were pursued and by then we knew that we were dealing with dangerous criminals, conspiring to commit an

armed robbery,” said Mulaudzi. He said the police managed to confiscate two firearms (a revolver and a pistol), ammunition and five bags full of counterfeit money. The police also seized two silver vehicles with Free State registration numbers – a BMW 320 E and a Volkswagen Golf 5 – that the suspects were travelling in. Mulaudzi said further investigation will be conducted into the guns, counterfeit money and the two vehicles used by the suspects. During the chase, the suspects tried to dispose of the bags of counterfeit money, throwing it out of the window of one of the two cars they were travelling in. The value of the counterfeit money could not be disclosed.
