SPCA man threatened

Angry councillors not concerned about animal welfare Marti Will

A TOTAL of 36 sheep were allegedly handed out to ANC ward councillors to be cooked at voting stations during the voter registration weekend. WELKOM SPCA inspector Kingsley Nkala feared for his life when he was verbally and physically attacked by angry ANC supporters when he intervened in an apparent animal abuse situation on Friday (08/04) in the Welkom CBD. On Friday Nkala received a complaint from a member of the public that sheep were being distributed among a group of people. The 36 sheep were allegedly being handed out to ANC ward councillors to be cooked at voting stations during the voter registration weekend. Upon arrival Kingsley found that the sheep were being loaded into saloon cars. The sheep were tied up by the feet and shoved into the boots of the cars. This is in contravention of the Animal Protection Act. “It is cruel to tie animals up, and even more so to load them into boots of cars with no proper ventilation,” says Thea Smit of the SPCA. Smit says this is not a suitable or acceptable method of transport for any animal. Inspector Nkala immediately requested that the animals be untied and that proper and acceptable transport be arranged for the animals. “The group of people got very angry and agitated with Kingsley, and threatened him when he continued to untie the sheep or prevent them from loading the sheep in their boots. The men prevented Kingsley from doing his duty,” she says.

The police were on the scene, but left shortly after they had arrived. Bokvel Pietersen, head of the Matjhabeng By Law Unit, confirms the incident. “We told the group of councillors that it was against the Animal Protection Act to do what they were doing. We offered Kingsley support,” says Pietersen. The angry mob of councilors was, however, not deterred and continued to load the sheep into the vehicles. Smit says SPCA inspectors are officers of the law, and in this case, Kingsley was prevented and obstructed, even threatened with his life. This is a very sad situation. We are supposed to look up to municipal councillors, yet they acted in a disrespectful and threatening manner. Where does this leave our work, and even more, the welfare of animals?” Smit says several contraventions of the law took place, which includes the selling of live stock in the CBD, cruelty to animals and obstructing an officer of the law. “We as the SPCA will continue to investigate as we feel that a terrible example has now been set by members of council. We do not know for sure why these animals were given to people in this way. We were told that it was a gift to ward councillors of the ANC in the Matjhabeng District. ) Vista could not confirm the incident with the police at the time of going to press. None of the available municipal numbers were working to confirm the incident with the municipality.
