The biological father of a 14-year-old and the child’s grandmother have been found guilty of several charges of sexual assault and indecency, following a seven year court battle. The case was concluded on Friday (09/12). Magistrate Thiloshni Ramdeyal of the Welkom Court for Sexual Offences found the father (45) guilty on eight charges. These charges range from sexual grooming of a minor, rape, sexual assault, exposing a minor to pornographic material, forcing a minor to watch an adult masturbating and forcing a child to sexually satisfy himself. The grandmother (67), a British immigrant, was found guilty of omitting to report the sexual assault of a child to the police. After the child’s parents separated in 2007, he was left in the care of his father and grandmother (his father’s mother). The father and grandmother, according to witnesses, lived a nudist-type of lifestyle to which the boy was exposed. The boy had been sexually groomed

In 2009, the boy started displaying unacceptable sexual behaviour at his school and the police were called to assist. The father was arrested, but in 2011 when the case was scheduled for court, the child was unable to testify. The case was conditionally withdrawn and the boy was again sent to live with his father and his grandmother. The father and grandmother would watch pornographic films with the boy. The father continued to sexually molest the boy, and the boy was forced to masturbate with his father. The investigation was reopened in 2013 when the boy started showing deviant sexual behaviour towards learners at his school. The prosecutor, Elma van Niekerk, decided to reopen the previous case, and a new docket was formulated. Van Niekerk decided that there was sufficient evidence to prosecute both the grandmother and the father. The grandmother was aware of the father’s actions, but she did not

report it to the police. She went as far as watching pornographic movies with the father and the child. According to Charmaine Labuschagne, control prosecutor in the Welkom Court for Sexual Offences, the trial was extremely stressful for the child. He had to testify against his grandmother and his father, both whom he loves very much. He suffers from Attention Deficit Hyperactivity Disorder (ADHD). Ten experts, including social workers, an IT specialist and a medical expert, testified for the state. Ramdeyal found that there was no doubt that the child had been sexually abused and both the father and the grandmother were found guilty on all charges against them. The father remains in custody and the grandmother has been released on bail. Both offenders will again appear in court on 25 January for sentencing. Not very long ago, on one of the South African TV channels, an economist averred that the formerly respected South African civil servants (teachers, nurses, etc.), who are now pensioners, are very poor. It is as if they never saved for their old age days. Unfortunately, the economist did not give accurate reasons for their poverty. As a former civil servant, I know why this is happening. What makes pensioners poor is the fact that they are known to SARS, since they registered with it while employed. These pensioners’ income come in the form of pension, pension they saved with the insurance companies. Some get their late spouse’s pension, whereas others who are still healthy have looked for some part-time employment to augment their income. At the end of each month, these pensioners are still made to pay tax via pay as you earn. I must say upfront that I do not have any problem with pay as you earn. However, what makes me sad is that at the end of each year, the government compels every pensioner to pay income tax. How is this possible when the money the pensioners earned throughout the year have been spent on basic commodities? Furthermore, the government makes pensioners pay interest if they are unable to pay income tax. I learned through the grapevine that the properties of pensioners who are unable to pay are sometimes sold to offset the tax owed. If this is true, it is tantamount to the apartheid

situation, during which our forefathers were dispossessed of their land and their livestock because the latter were said to be overgrazing the land of the farmer where they were employed. The reality that the economist is not aware of is that public servant pensioners are unable to save their income because of a plethora of reasons. Among others, they pay for unpurified municipality water, funeral insurances (extended family members included), the financial support of extended family members, expensive electricity, expensive petrol, expensive food, medical aid and more. All these contribute to the poverty of civil servants. I would like to request the ruling party to repeal the Income Tax Law Act, since this law is not compatible with Section 9 of the Constitution which provides that everyone is equal before the law and has the right to equal protection and benefit of the law. The poor civil servant pensioners pay income tax when officials who are paid bribes do not pay it. Income tax is really day-light robbery. It would also be appreciated if the opposition parties can fight for the civil servant pensioners in this regard. Civil servants are law abiding citizens who suffer in silence. Why can’t all pensioners be exonerated from paying income tax because they have been paying it for all their lives? ) Letter shortened – Editor

Toe die paralimpiese atleet en Olimpiese gouemedaljewenner Ernst van Dyk gebore is, het die dokter in Zeerust vir sy ouers gesê: “Sit hom in ’n inrigting en vergeet van hom.” “Ek was só gestremd dat die dokter geen hoop vir my gehad het nie,” sê hy. Ernst (43) is sonder bene gebore. Dié merkwaardige rolstoelmarathon-atleet was die motiveringspreker by die Rand Mutual-rehabilitasiesentrum in Welkom waar prosteses aan vier mense oorhandig is. Dié prosteses is deur ’n Switserse dokter, Anton Johannesson, gemaak. Hy het ook die nuwe tegniek gedemonstreer. Deel van die boodskap wat oorgedra is, is dat daar lewe ná ’n amputasie is. Ernst se ouers het nie na die dokter geluister nie. Hulle het hom aanvaar en alles moontlik gedoen om hom te ondersteun. “Ek het tussen twee pale leer loop,” sê hy Hy was eers in ’n gewone skool, maar omdat hy ’n lewendige belangstelling in sport gehad het, het sy ouers hom by ’n spesiale skool in Kimberley ingeskryf. Ernst het ’n passie gehad om suksesvol te wees. “Ek het onder meer geswem en tafeltennis en basketbal gespeel. Ek wou altyd aktief wees.” Hy was in matriek toe hy sy ouers gevra het om vir hom ’n ingevoerde renfiets van Switserland te koop. Dit het daardie tyd R7 500 gekos. “Ek het vir my self gesê ek kan die beste wees.”

Hy het hom by die Universiteit Stellenbosch in sportwetenskap bekwaam en ’n honneursgraad be-

haal. Ernst het ook reeds die Boston-marathon tien keer gewen. Dit is sy gunstelingmarathon. Sowat 24 mense word tans by die Rand Mutual-rehabilitasiesentrum in Welkom versorg. Die sentrum beskik oor 120 beddens en vanaf Januarie 2017 gaan gestremdes daar in staat gestel word om vaardighede aan te leer.

Seven men were arrested by members of the Welkom Public Order Policing (POP) Unit in Phokeng, Thabong, for being in possession of drugs. These offenders were found by police officers while doing their usual rounds, as well as tracking wanted house robbers. When passing a shack and seeing smoke coming out of the shack, they decided to investigate. As the police entered the shack, they found seven men smoking dagga. The men all denied being owners of the shack. One of them said the shack belongs to his grandmother who does not reside there. The shack was searched and a two litre ice cream tub containing loose

dagga and a box of matches, as well as another tub and a half with Mandrax tablets, were also found. The seven suspects were arrested for possession of drugs, which were confiscated by the police. The seven suspects appeared in the Welkom Magistrate’s Court on Monday (12/12) and were charged for the possession and usage of a dependency producing substance. “The drugs become a habit and the users want to feed the habit. As a result, they commit crimes such as robberies to get valuable items to sell to get money to buy drugs. “Therefore arresting persons with drugs will reduce crime,” says Maj.Gen. Lerato Molale.

Dié bidbeertjies het tuistes gevind in onder meer Botswana, Bronville, House of Hope, Restoring Hope en W Welriedal, en ook by k krisissentrums, NBI-studente, hospitale en polisiekantore. Dopelinge en die belydenisklasse van die gemeente ontvang ook bidbeertjies. By plaaslike skole en kleuterskole is onderwysers ook met ’n beertjie geseën. Die NG Potchefstroom-Noord gemeente het 63 bidbeertjies gekoop. Die “teddie-tannies” brei op bestelling en verkoop die bere. Die geld word aangewend om wol en stopsel vir die volgende bidbeertjies te koop.

A memorial plaque was unveiled as a reminder for residents of Phomolong, Hennenman, of the 16 Days of Activism of No Violence against Women and Children. The theme of this year’s campaign was: “Count me in: Together moving a non-violent South Africa forward.” The unveiling of the plaque was preceded by build-up events through which children were educated about sexual offences. Children were taught how to protect themselves and how to report sexual offences. Learners of farm schools such as Ons Anker, Harmsverwacht and Kalkvlakte in the Hennenman policing precinct were also visited to broaden the reach of the campaign. Activities on the day of the unveiling of the memorial plaque started with a formal event with speeches and entertainment at the Kheleng Secondary School in Phomolong. Attending the event were Col. Phumzile Zulu of the South African Police Service (SAPS) national head office (Family Violence, Child Protection and Sexual Offences Unit) and Ben Molutsi of the National Prosecuting Authority (NPA). The procession marched from Kheleng to the Hennenman SAPS satellite station in Phomolong, where the plaque was unveiled.

Survivors share their stories SAPS Social Crime Prevention, in conjunction with the Community Policing Forum (CPF) and ministries, commemorated World AIDS Day at the World in Action Ministries (Ha Ntate Tlake) in Hani Park, Bronville, on Thursday, 1 December. The event included the 16 Days of Activism of No Violence against Women and Children. The issues discussed were related to women and children to boost the spirit and morale of those affected and infected with HIV/AIDS. Memorial candles were lit as a symbol of sharing the light with the victims of abuse

and HIV/AIDS. “We call upon divine intervention to take us through this ordeal. It is through God that we can overcome the scourge of AIDS and women and children abuse,” said Mpho Makhata, community development worker (CDW). Const. Suzan Tolo talked about abuse emanating from the domestic setting. She said the police and the courts are there to assist the victims and they must be used to protect the victims. Sad tales of domestic abuse and HIV/AIDS were relayed to the congre-

gation by HIV/AIDS ambassadors and survivors of domestic abuse. They described how bad the situation was and how they survived after taking the decision to leave the abusive relationships. According to them, the message is to get out of the abusive relationship before it is too late. Nomahlubi Dlephu Hlongwane gave a motivational speech, pointing out that women should teach their children to talk about sexual abuses. “You must stop hiding sexual abuses committed by immediate family members,” Hlongwane said.

Saduma Miya of Ziyaduma Promotions in Thabong was awarded for the fourth time as the best legendary practitioner. Miya is well-known in arts and culture circles where he gives training and encourages young and old artists from the Lejweleputswa District. He was awarded during the graduation ceremony of six crèches under the Early Childhood Development (ECD) programme at the Lejweleputswa Arts and Culture Centre on 26 November. The award was a sign of recognition and appreciation towards his contribution in the development of the arts and talents in Lejweleputswa. He was nominated because of hard work and his dedication towards the arts and his love of developing upcoming artists. “To me the award is a blessing. It means a lot to me, as it is a sign of recognition and appreciation.

Support aid to wild animals At an assembly on 14 November, the Aurora Primary Schools’ Enrichment learners presented a project on the Tara Wild Life/Hart Foundation and the work it does in the care and rehabilitation of wild animals. Happy festive season to all Matjhabeng residents

On behalf of Matjhabeng Council and Municipality I would like to wish all the people of Matjhabeng and their families a happy and safe festive season and Prosperous New Year. I extend the same wishes to all Matjhabeng Municipality officials and their families and hope that they will use the festive season to recharge their batteries in order to come back in 2017 with renewed vigour and zest to execute their duties. Let us all use our roads responsibly as we take long journeys to our homes and places of birth. In my first 104 days as the Executive Mayor of Matjhabeng I have met and interacted with almost all the stakeholders, from municipal employees, various departments, business, students to ordinary people, in order to convey my undertakings and also obtain information directly from them about their expectations and concerns. This series of engagements has helped me to better understand the challenges facing Matjhabeng Local Municipality and residents. It also offered me an opportunity to explain my roadmap to all these stakeholders so that we must be able to read from the same page as we begin our journey of transforming Matjhabeng to be a better place to live in for its people. As an ANC deployee, I must also point out that I resume the same social contract you have had with all my predecessors as mandated by our party and contained in all our election manifestos that serve as our guidelines in the discharging of our duties. This is a relay in which this leadership baton is passed from one to another in this race of service delivery. Our winning

post is economic freedom, enhanced performance of our municipality, security and eradication of poverty. And this social contract binds us together to reach our common destiny. We have all our roles set out in this contract. While we are expected to deliver services to our people, we also expect our residents to pay for those services and those that cannot afford to do so fall within our indigent group. As always Matjhabeng Local Municipality has packaged tourist attraction activities in order to cash in on the festive season and entertain many of the people that will be visiting our area and for those that will be coming home for the holidays. All these activities will culminate in the mother of all events at Phakisa Freeway on December 31 where we will be saying farewell to 2016 and ushering in 2017. We call on all our people enjoy responsibly and drive safely. We want to remind the Class of 2016 that the results will be announced during festive season and it is our hope that we will continue to do well as Matjhabeng and Free State. We want to wish them well and remind those that will not get the desired results to remember that there are many opportunities for them to rewrite and continue with their studies. We congratulate all learners that have done well in their final examinations this year. We are proud that Free State is leading in the endeavours of providing bursaries to deserving students to study here and abroad. Our municipality is also offering bursaries in line with our policies.

Engineering Overseer (Trackless) – Expansion Project The successful candidate will be required to ensure adherence to engineering standards, oversee labour and machinery in the section and manage this area to obtain optimum machine and equipment performance and engineering availability as well as achieve production targets. Tasks and responsibilities: • Implement and monitor adherence to engineering standards, taking corrective action where necessary • Allocate resources in consultation with relevant Section Heads • Improve the effectiveness and efficiency of engineering processes and systems • Implement action plans to achieve the mine strategy and business plans • Set and prepare financial budget for the section • Keep abreast of market trends and new technology • Ensure the effective management and control of human resources for optimal utilisation • Ensure compliance with the Mine Health and Safety Act • Manage underground mechanical and electrical services/maintenance • Manage underground trackless maintenance. “Proteas, hier kom ek!” Arthur Harrison (16), wat die o.18-Heritage-uitnodigingskrieketspan gehaal het, het reeds op sy jeugdige ouderdom sy stempel in krieketgeledere afgedruk. Hy is een van 30 spelers landwyd wat vir dié prestigespan, wat in Maart 2017 na Sri Lanka gaan toer, gekies is. Die span gaan vyf wedstryde oor 10 dae speel. Die proewe, waaraan krieketspelers van 20 skole van oor die land heen deelgeneem het, is in Augustus in Potchefstroom gehou. Vir Arthur is dit ’n voorreg dat hy vir die span gekies is. Die Vrystaat- Praktiese Skietvereniging het op 26 November sy jaarlikse kampioenskapkompetisie in Bloemfontein aangebied. Die kompetisie het uit nege verskillende oefeninge bestaan en die tellings en gemiddelde punte van die jaar se kompetisies (ligas) is gebruik om die kampioen in elke afdeling te bepaal. Die wenners in die nege kategorieë is soos volg: Louis Evert Claase van Excalibur Welkom (produksieafdeling), Karel Dumas van De Aar (standaardafdeling), Mike Rhind van Bloemfontein (ope afdeling), Martin Erasmus van Excalibur Welkom (senior standaardafdeling), Lance Pacwood van Bloemfontein (senior produksieafdeling), Kobus de Wet van Excalibur Welkom (super- senior standaardafdeling), Andy Lourens van Weermag (super- senior produksieafdeling), Madelein van Rensburg van Bloemfontein (vroue) en Markus Erasmus van Excalibur Welkom

Three Welkomites excelled at the first African Union Sports Council (AUSC) Region 5 championship in Luanda, Angola on Saturday (10/12). In judo, Juan de Bruyn (100 kg+ division) won gold, Chanté Labuschagne (63 kg) won silver and Mosa Thetsane (55 kg) won bronze. The South African team of seven members won a further two gold, two silver and two bronze medals to get the team’s medal campaign up and running. Juan is a giant of a man, weighing in at 120 kg and standing 2,01 m tall. He was a rugby lock at Goudveld-Hoerskool where he matriculated last year. He is a student teacher at Aurora Primary School in Welkom. He studies B Ed through Unisa. He beat Angola’s Aguinaldo Santos in the final after having beaten Zimbabwe’s Ryan Nyirenda in earlier Juan de Bruyn in action in the final against Aguinaldo Santos.
