Operation Butswela, which took place on 14 March, rooted out the illegal occupation of RDP houses in Thabong. The operation was led by Sisi Ntombela, MEC for Human Settlements, accompanied by Thanduxolo Khalipha, Human Settlements councillor, and members of the South African Police Service. Operation Butswela focused on Thandanani 2010, Welkom. A total of 350 RDP houses were visited. Illegal activities were discovered at 40 of these houses. The police arrested one person who illegally dealt in gold and 30 illegal immigrants were found occupying RDP houses under false pretences. During the operation, 60 of the houses had nobody home and were therefore not searched and scrutinised. At 250 of the houses, no illegal occupations, illegal activities or rental problems were found. Senne Bogatsu, Human Settlements spokesperson, said the operation showed that there were more problems to be addressed and said the department would discuss further action to be taken regarding the concerns.

It is not business as usual in Matjhabeng. The time for long meetings and sitting in municipal offices is a thing of the past. So says the executive mayor of Matjhabeng, Nkosinjani Speelman. “When I said lip service is a thing of the past, it was not a rhetorical statement. I meant it. Our citizens deserve better,

no more cajoling people to like me. I am sick and tired of empty speeches and nothing to show afterwards. We are going all out to deliver services to our citizens, black, brown, coloured and white, as promised,” he says. “Those municipal officials who are not pulling their weight will have to leave Matjhabeng.” The Matjhabeng Local Municipality held a three-day lekgotla (strategic planning

session) last week at Aldam. The executive mayor, affectionately known as “Game Changer”, made it clear to all managers in attendance that boardrooms are not more important than citizens. In the future, Fridays will be dedicated to cleaning Matjhabeng, all six units including townships. “I’m satisfied that the strategic planning afforded us the platform to cross-examine our thoughts and plans. We are all on the same page and we

resolved that we all need to pull in one direction with the same commitment and energy,” he said. However, Speelman is concerned about the payment rate. The municipality is owed more than R2 billion. Citizens owe R1,2 billion and businesses R500 million. “To achieve excellence and meet our targets, we need defaulters to play their part by paying what is owed,” says Speelman.
