Water not cut

Matjhabeng’s water will not be cut off by Sedibeng Water on 8 December, says the municipality. In a list of defaulting municipalities issued by Sedibeng Water, Matjhabeng, at R1,8 billion, is the municipality with the highest debt owed to Sedibeng. But on the other hand, the defaulting residents of Matjhabeng owe the embattled municipality more than R2 billion. Kgojane Matutle, spokesperson for the Matjhabeng Municipality, says the residents of Matjhabeng must not panic. “The Matjhabeng Local Municipality has been consistent in sticking to a payment arrangement with both Sedibeng Water and Eskom. However, the challenge lies with the defaulters who have undermined council’s 85% revenue target. “The payment rate has dropped drastically to 51%, leaving Matjhabeng with a huge debt to its service providers,” says Matutle. The illegal mining operations bypasses and aging infrastructure are responsible for water loss estimated around millions of litres. “The Municipal Infrastructure Grant will fund the replacement of old asbestos pipes in the six townships and a special team investigating bypasses is on the ground clamping down on water thieves. So far, over 50 bypasses have been discovered in
residential and business premises. Heavy fines have been issued, including disconnections,” says Matutle. The municipality is intensifying Operation Patala, with cut-offs in full swing. “Citizens are advised to pay for their services to avoid being cut off,” says Matutle. The executive mayor, Nkosinjani Speelman, has written to both the MEC for police in the Free State, Sam Mashinini, and the minister of police, Fikile Mbalula, to intervene on illegal mining operations, as illegal miners (estimated to be around 50 000 in Matjhabeng) are destroying municipal infrastructure, including water pipes to feed their livestock and process gold dust. “The matter was escalated to a higher level following the recent killings of municipal and contractor security officers by zama-zamas (illegal miners). The municipal manager, Thabiso Tsoaeli, the MMC for Finance, Dr Sipho Manese, and the acting chief financial officer, Saint Sejake, are also presenting to the Portfolio Committee on Water and Sanitation in Parliament today (29/11) on challenges facing Matjhabeng and the turnaround strategy,” says Matutle. “Matjhabeng will not be affected by the cut-off threat, as we are confident about the outcomes of several meetings with the Portfolio Committee on Water and Sanitation and Sedibeng Water.”
