Bejaarde vir dood gelos Deur behulpsame ‘munisipale werker’ aangerand, vasgebind Goudveld-redaksiespan ’n MAN wat hom as ’n behulpsame munisipale werker voorgedoen het, het die bejaarde Steve van Staden Maandagmiddag in Welkom gekaap, aangerand en hom daarna vir dood langs ’n mynpad naby Virginia gelaat. Die beseerde Van Staden het gister uit sy hospitaalbed vertel van sy nagmerrie-ondervinding Maandag. Van Staden (78) wou sy verkeersboete by die munisipale kantoor in Virginia betaal toe die man aangebied het om hom na Welkom te vergesel waar die boete glo verminder sou word. Die kantoor in Welkom was egter reeds gesluit. Op pad terug na Virginia het die man vir Van Staden aangeraai om ’n kortpad deur die myne te ry en hom dan in Saaiplaas af te laai. Op dié pad, naby aan die plek waar Tony Teixeira, ’n Welkomse sakeman, vroeër doodgeskiet is, het die man Van Staden gevra om stil te hou omdat hy ’n nood het. Die man het hier geld van Van Staden geëis en ’n struweling het ontstaan. Van Staden het die R150 van die boete aan die man oorhandig waarna die man begin het om hom aan te rand. “My groot fout was seker om toe terug te baklei. “Hy was groot en sterk. Ek kon van die houe afweer en het hom in sy gesig geslaan. Hy het toe ’n mes uitgeruk en na my gekap. Gelukkig was die mes stomp.” Van Staden sê hy is later deur die man oorrompel en vasgebind. “Dit was in die nag só koud dat ek gedink het ek gaan daarvan doodgaan. Ek was ongelooflik bly om ná al die ure daar vasgebind die son te sien opkom en later die sekuriteitsmanne,” vertel hy. Van Staden se familie het Maandagmiddag toe hy verdwyn het, onverpoos na hom begin soek. Sy dogter, Lolita de Coning, het deur die nag oral tussen Virginia en Welkom rondgery en na hom gesoek.

Span bo met breinkrag Molly Green DIE room van skole in die Noord-Vrystaat het mekaar in Welkom in die HIP2B² iTHINK-uitdaging by die Goudveld-Hoërskool die stryd aangesê. Altesaam 20 spanne van agt skole het deelgeneem. Twee spanne van die St Andrew-skool het onderskeidelik eerste en tweede gekom en ’n span van Hennenman was derde. Die uitdaging was deel van Nasionale Wetenskapweek. Die wenspan het na die eindronde deurgedring wat digitaal op provinsiale vlak beslis sal word. Elke span het uit ses lede bestaan en net leerlinge tussen gr. 8 en gr. 11 kon deelneem. Die tema was Vandag se Wetenskap. Môre se wêreld. Die spanne moes onder meer ’n blokkiesraaisel voltooi, ’n kristallografiese probleem oplos en ’n kristalstruktuur met tandestokkies en malvalekkers bou. Daar was ook ’n ronde vir wiskundige logiese denke. Die drie spanne wat die beste gevaar het, het aan ’n vasvrawedstryd deelgeneem.

INETTE POTGIETER en Gert Gildenhuys met van die vele regsdokumente wat bewyse is van Gert se stryd teen die Ismail-broers en Odendaalsrus se balju. ’n Werknemer van Gert is gister vir betreding in hegtenis geneem ongeag ’n hofbevel wat lui dat hy toegang tot die perseel moet hê.

’n VROU in ’n rolstoel sê sy is hardhandig aan haar voorarms gegryp en beseer deur werknemers van die balju toe sy wanhopig probeer keer het dat haar vennoot se losgoed opgeveil word. Inette Potgieter het aan Vista vertel sy het hofdokumente wat die veiling verbied in haar hande gehad toe ’n werknemer van die balju die slotte van ’n perseel in Anthonystraat, Odendaalsrus, geknip het. Waghonde op die perseel is met pepersproei gespuit om voornemende kopers toegang tot die perseel te gee. Losgoed van ongeveer R100 000 is opgeveil. Inette se vennoot, Gert Gildenhuys, vertel hy huur reeds die afgelope 17 jaar die perseel waarop hy sy skrootonderneming bedryf. In 2009 het die vorige eienaar, Louis Steyn, die perseel aan twee broers van Gauteng, Ebrahim en Talieb Ismail, verkoop. Dit is hier waar dinge vir Gert begin skeefloop het, want die elektriese bedrading van die gebou het probleme gegee. Gert vertel hy het keer op keer by die verhuringsagentskap oor elektriese probleme gekla. Eindelik het ’n brand in die gebou uitgebreek en hy het skade van derduisende rande gely. Weens die brand het die

onderneming meer as ses maande nie elektrisiteitstoevoer gehad nie. Gert en die broers het tot ’n vergelyk gekom dat hy herstelwerk aan die gebou sou doen wat dan van sy huurgeld afgetrek sou word. Kwitansies wat hy ingedien het, is betwis en sake het versuur. In 2013 is ooreengekom dat hy R4 000 per maand sou betaal, maar kort daarna is die huur skielik tot R8 000 verhoog en toe tot R8 000 plus BTW. Die laaste ooreenkoms het Gert onderteken terwyl hy in die hospitaal onder verdowing was. Regsdokumente is oor en weer op die onderskeie partye bedien, maar verlede week is Gert se besittings opgeveil. Die veiling is na bewering swak geadverteer en min inwoners van Odendaalsrus het daarvan geweet. Robert Millar, adjunkbalju, het aan Vista gesê hy het alles moontlik gedoen om Gert te help, maar sy raad is nie gevolg nie. Volgens Millar het die balju die bevel wat die veiling sou verhoed, te laat ontvang en wanneer ’n veiling al plaasgevind het, kan goedere nie weer teruggegee word nie. Phyllis Erasmus, wat namens Louis Steyn voorheen Gert se huur ontvang het, sê Gert het sy huur stiptelik elke maand in kontant betaal. Sy was verbaas om die bewerings te hoor dat hy nou alles verloor het en as ’n swak betaler beskou word.

The woman pictured at the ATM drove in from the wrong side of the road (from the Total Garage side), up a one-way and drove past police and oncoming traffic. As is evident from the photograph you can see she has parked across the disabled parking as well. There were no security guards there to remove her or just tell her she can’t park there. Where is all our money going? LIMAKATSO, Dagbreek: I WAS shocked to read in the The Times of 28 July that the Matjhabeng Municipality owes Eskom a total of R337,8 million. A question all of us should be asking them is what they are doing with all the money paid to them in service fees every month.

I am sure most domestic workers see this as creative drama. I see it as students that played a life game. It is a pity that they played a black woman. Well, anyway, the only black people

they could portray were their domestic workers, because they raised them up and could easily share memories. I cannot see how they mocked black domestic workers. It is difficult, because we love Leon Schuster and laugh at his jokes, but what gives Leon the right to make mockery of other races, black people in particular? What is racist about young girls that had fun and acted like their maids at home? What about young black women that go around and wear long blonde hair wigs and try to be like white people? I suppose white blonde women are entitled to feel offended and claim reverse racism. I have seen people dressed in all sorts of ways at parties and state theatres everywhere in the world and nobody complains about that. Unfortunately, this event happened on campus, but there is nothing racist about this matter. Well, as South Africans we have not yet adapted to racial tolerance. If only we could see each other as people of diverse cultures and not as fellow racial South Africans. In that way we would be able to laugh at ourselves and others and this country would be a better place to live in. The media and some racist idiots just blew this matter out of proportion and are unconsciously perpetuating racial intolerance.

Give children opportunity to grow MOETI MOLELEKOA, Thabong: I MAY sound like a racist, but to me the lack of black swimmers at the 2014 Commonwealth Games in Glasgow is a result of a lack of development in townships and is a cause for concern. It is an eyeopener and the Glasgow results tell it like it is. The swimming sensation Chad le Clos won most medals as an individual athlete. He bagged seven, including two gold medals. All in all the South African swimmers won ten medals. I know for a fact that some people are going to blame apartheid for the lack of black participants in swimming.

Our downfall is no planning, no desire to do better and a lack of facilities in townships. I hope with all my heart that youngsters make full use of the swimming pool at the Kopano Indoor Centre. It is a world-class facility that was renovated after it had been vandalised. Clubs should be formed and should compete at national level. To do what Le Clos has done, one needs to swim at least 15 km weekly. I know of parents who sold their swimming pools to their white neighbours after buying homes in previously white suburbs. Some were even emptied because the parents were scared that their children would drown.

My advice is to keep the swimming pool and to engage coaches to help your children. There are safety measures like nets and fences. As a parent you should ensure that your children’s potential is realised. The more they swim, the easier it becomes. It becomes a habit. Attend schools’ provincial and national competitions with your children. Reward your children for their improvement, praise them. It is a fact that apartheid municipalities never bothered to build swimming pools in townships because the potholes in our streets looked like swimming pools. But we cannot keep on holding on to the past – we need to move onward.

Ek kan nie eens onthou hoeveel nagte ek haar met vrae en krisisse gebel het nie. Kanker is ’n vreeslike siekte, maar dit is nie nodig om alleen die las te dra terwyl daar sulke mense is wat omgee nie.

RESIDENTS of the Reahola Housing Project seem to be above the law and the project has changed into a free for all zone where rent and municipal bills are not being paid. The sheriff of the court was attacked when he visited the area and the police have to escort the sheriff when notices are served, says a pensioner who owns property in the Georgina Mathibela Complex.

Binging kills youths BINGE DRINKING is getting out of hand in the Goldfields and it is costing the lives of youngsters in the area. Commander Major General Lerato Molale says the police is concerned about the spate of crimes occurring due to alcohol abuse. Uncontrollable liquor abuse among youths in Bronville, Hennenman, Meloding, Thabong, Virginia and Ventersburg is on the rise with very tragic results. According to the commander, young people leave their houses on a Friday night to drink nonstop until Sunday night. During these drinking sessions the most terrible crimes are committed by people under the influence. Crimes such as drinking in

public, drunk in public, driving under the influence of liquor, rape, assaults and domestic violence mostly occur where liquor plays a part. People who drink, are also prone to become victims of crimes. Innocent people in the community who dare to walk through areas where taverns are located, fall victim to drinkers who rob them of their cellphones, jewellery, clothing and other valuable items. Women and young girls are raped in these hotspots or taken by force to shacks and houses where they are raped. Young people’s bodies are found lying dead on the streets in the morning. When an investigation is conducted it is found in most cases that the deceased was binge drinking at a tavern the previous

Target receives safety award ON 4 July Harmony Target Mine achieved two million fatality-free shifts. Mine management celebrated this phenomenal achievement with their employees on Wednesday, 6 July, at Target Mine shaft in Allanridge. There were speakers from the Department of Mineral Resources (DMR), Renee Joubert from the head office and David Lengau from the regional office, Beyers Nel, Harmony regional general manager, and other stakeholders from Uasa and Solidarity. Harmony Target Mine’s safety journey started after four fatalities in only 15 months during 2008 and 2009. “We then decided no more. For us to create and maintain a safe mine, we needed to create a positive

environment of commitment, ownership, accountability and connectedness,” says the general manager of Harmony Target, Carel Joubert. “For us to create and maintain a safe and healthy culture we started with a surface clean-up, by branding Harmony Target Mine and getting commitment from management, unions and contractors. We also manned an effective safety department,” says Joubert. He congratulated the employees on achieving the two million fatality free shifts. “This achievement is a source of pride and inspiration to everyone and a very well-deserved achievement. I am very proud of each and every one of you,” he said.

Full moon a sight ON Sunday evening South Africa was treated to the largest full moon for 2014, one of three supermoons this year. “Did you know that the moon travels around the earth in an elliptical orbit rather than a circular one? The average distance between the earth and the moon is 384 400 km. However, because of its elliptical path, the distance to the moon varies depending on where it is in its orbit around earth. At its closest point, or perigee, the moon is about 50 000 km closer to earth than at its most distant point (called apogee),” says Dr Nicola Loaring, SAAO Outreach astronomer. When a full moon is at perigee, it is called a supermoon and it appears slightly larger and brighter than usual. Geoff Chester of the US Naval Observatory, says: “Generally speaking, full moons occur near perigee every 13 months and 18 days, so it is not all that unusual. “In 2014 we are treated to a spectacle of three supermoons. The first occurred on 12 July when the full moon occurred on the same day as perigee,” says Loaring. On 9 September the moon will also become full on the same day as perigee. “However, on 10 August South Africa experienced a full moon occurring only 25 minutes after perigee. In fact, this full moon was the closest for the year at a distance of 356 896 km at perigee and was therefore the brightest and largest full moon of the year,” says Loaring. According to Nasa, a full moon at perigee is up to 14% larger and 30% brighter than one at its farthest point and around 8% larger than an average full moon. “While this sounds significant, in practice this difference is not really noticeable by the eye. For example, a 30% difference in brightness can easily be hidden by clouds or haze and with no reference in the sky it will be hard to tell that the supermoon is any larger than normal,” says Loaring.

MATJHABENG MUNICIPALITY Performance Scorecard for Matjhabeng Local Municipality Ward Committees The fourth democratic administration under President Zuma introduced the Outcome-Based Approach and the National Evaluation Policy Framework (NEPF). At the time, it established the Department of Monitoring and Evaluation in order to coordinate the overall monitoring and evaluation of government work in order to know how scarce public resources are used, for what and to determine the worth regarding the goal of improving the quality of lives of South Africans. The NEFP builds on existing government capacity to monitor and evaluate performance which was approved by Cabinet in 2005. It also expands the work that has been done by the National Treasury, Statistics South Africa and some government departments who have over a period of time build capacity for internal evaluation. These institutions laid the basis for the Department of Monitoring and Evaluation (DPME) to expand on this work as they built on sound data systems. The NEFP provides only the basis for â&#x20AC;&#x153;minimum system of evaluation across governmentâ&#x20AC;? with the aim of promoting quality evaluations that can yield faster, better and smarter government performance (Presidency, 2011: iii). In 2009, the Department of Cooperative Governance and Traditional Affairs (Cogta) conducted a countrywide study in all South African Municipalities. The study found that local government system, which ought to be developmental, was in distress. The findings laid a basis for the Local Government Turnaround Strategy (LGTAS) in consequentially informed the Outcome 9 of the Cabinet Performance Agreement between the Minister responsible for local government and the President. The Outcome 9 seeks to build a local government is responsive, accountable, effective and efficient. Part of the efforts includes relooking at the model of the ward committee system given pronounced problems of public participation in a number of municipalities. In addition to calling for a revised ward committee system, municipalities had to develop reporting systems for ward committees on areas that they need to report on monthly. Informed by the above policy imperatives, our Municipality became the first to develop the performance scorecard for ward committees. We have since this scorecard to present in different forums and we are proud that we are used as a reference to help other municipalities in the province. We are therefore publishing performance scorecard for the community to know what they need to look at when evaluating the work of ward committees since everyone associated with government must report on his/her work. This is meant to maximise the attainment of value for money. Our ability to produce the performance scorecard internally is yet another measure to indicate that we are well on our way to becoming a developmental benchmark municipality. This is not a report on the evaluation of ward committees. It is only a framework aimed at informing members of the public of the systems we have put in place towards building functional ward committees in our municipality.

This is a project that Dulcie Harris and Capt. Conrad Fouchè initiated ten years ago, and it has become the biggest project of this nature in the Goldfields area. “An astonishing four tons of maize meal was distributed on this day. A local farmer from our area sponsored all the maize meal, which was packaged in 10 kg bags. Sunset Rotary, as well as a local businessman and supermarket, made cash donations which were used to purchase non-perishable food,” said Harris. With the help of the Community Policing Forum (CPF) and Life Line volunteers, Harris and the Thabong police handed out more than 350 food parcels to families in need. These food parcels consisted of ten kilograms of maize meal, baked beans, soya

mince, soup, spaghetti, rice, samp, oil, salt, tea, sugar, sardines and chakalaka. Four informal settlements, Thandanani, Doornpan, Freedom Square and Telarene, were visited. Door-to-door visits were made, identifying the homes in need and while also campaigning against woman and child abuse. “A further ton of maize will be distributed to children and old-age homes in and around Welkom within the next two weeks. This is an extraordinary contribution and we thank everybody who took part in this incredible project,” said Harris. The Thabong station commander, Brig. Cois Muller, thanked all the sponsors and all the members, including the CPF members, for their hard work. “This project, initiated by the Thabong SAPS CPU, shows that if we join hands and work together we can really make a difference in the lives of the needy and address the root cause of crime like poverty, amongst other contributing factors of crime,” said Muller.

JODY VIANA has secured a sponsorship and with his new car, built by his father, Joe, is racing for Team Turbo Motors in Class B. Jody has had an excellent season so far and came first in his class in July at the Zwartkops Raceway. His uncle Tony is also a well-known racing legend, but Jody says his father is his inspiration on the race track. He started racing when he was still very young and received his South African racing number as nine-year-old when he started to compete at the ovals.

PHILLIP NDOU, boxing champion and role model to many young boxers, has decided to make Welkom his homebase. Ndou told Vista that he was tired of city living and was looking for a place to settle down when he fell in love with Welkom. The excellent facilities at the Thabong High Perfomance Centre played an instrumental role in his decision to move to the Goldfields. Ndou believes he can bring about change in the lives of youngsters and he wants to get

children off the streets and into the ring. He loves teaching children and wants youngsters to learn to box, as even sportsmen from other sporting codes can benefit from the skills learnt by boxing. He is looking for children or even a group of school children, for whom he can act as mentor and Ndou invites schools to join hands with him. For this devoted Christian a flashy lifestyle, drugs and alcohol abuse does not belong in the life of a professional boxer. He believes a boxer should be a gentleman and rolemodel.

Tour hits Phakisa THE Historic Midas Tour 2014 is heading to the Phakisa Raceway this weekend. THE 2014 Midas Historic Tour with close to 130 entries in 14 races will take place this Saturday at the Phakisa Raceway. The event will be a feast for motorsport enthusiasts with sports cars, the thunder of V8 engines, saloon cars, single seaters and numerous other classes competing throughout the day. A full field of competitors

will also take part in the Lotus Challenge. The Marlboro Crane Hire Historic Saloons has the largest and most varied entry of the day with more than 50 cars competing. Spectators can also look forward to the Metal Used Spares TransAm Category and Classic Thoroughbred Categories which will race with the Historic Saloons in

another category. Favourites Anton Raaths (Mazda R100), Neil Reyneke (Chev Can-Am) and André Diedericks (Chev Camaro) will be seen in action and are all expected to do well on Saturday. Racing starts at 09:30 and Saturday tickets cost R40 (pitlane) and R20 (public). There will be free practice on Friday from 08:00 until 17:00.

DIE bekende Goudvelder en klublid van die Welkom-ovaalbaan Hendrik van der Merwe het op die Klein Karoo-kampioenskapsbyeenkoms in Oudtshoorn toeskouers laat regop sit toe hy onder moeilike omstandighede die finale wedren gewen het om die kampioenskaptitel te wen. Reeds met Van der Merwe se aankoms in Oudtshoorn het sy omgeboude V8-renmotor die aandag getrek en hy het die trofee vir die bes voorbereide wedrenmotor gewen. Hy moes egter hard werk om ook op die baan met die louere weg te stap, want in die eerste wedren is sy motor se dryfas in ’n botsing beskadig. ’n Oudinwoner van Welkom en Oudtshoornse sakeman het egter ingespring om die Welkom-span weer op die baan te kry. In die tweede wedren was die kompetisie straf, maar in die derde wedren het Van der Merwe van meet af aan voor gejaag. Die vierde en laaste wedren sou bepaal wie as die kampioen gekroon word. Die verweerde baanoppervlak het sake moeilik gemaak vir die jaers en die Bloemfonteiner Allen Booysen het een van die slaggate op die baan getref en in

Hy het die skare van Oudtshoorn op hul voete gehad toe hy eerste by die vlag verbygejaag het om as kampioen van die dag gekroon te word.
