Selective Waste Collection Campaign Last month, the campaign to enforce the selective collection law in the state institutions was launched. The campaign was organized at the initiative of the Committee on Public Administration, Territorial Planning and Ecological Stability of the Chamber of Deputies, in partnership with the Green Revolution NGO and with the support of the National Environment Guard, National Association of Environmental Protection, Eco-Rom Packaging and Green Area Association. The campaign, “Law 132/2010 - Public institutions collect selectively,” began with a pilot project to promote selective collection by the employees of six public institutions, which will run until the end of November. Every two weeks, representatives of the organizing institutions are going to make a selective collection in each of the
Too often, Romania is ranked in positions at the bottom of the tops in many areas. Sometimes unfairly, but statistics have no soul! Therefore, all the greater is my joy as a Romanian, whilea way from my country, and with not much hope on a very favorable opinion on my country, to witness a moment of grace, open stage applause and ovations for Romania! Recently, October 3 to 10, the 52nd FIJET Congress (Fédération Internationale des Journalistes et Ecrivains du Tourisme) was held in Istanbul and Bodrum. The Romanian journalists’ delegation, consistent and insistent, we went to this congress with several objectives. The first was undoubtedly to see some of Turkey’s achievements in tourism. A destination appreciated by millions of tourists, Turkey still has great potential for further development in this area and made huge steps in developing the infrastructure, without which the millions of tourists can not travel. The second goal pursued by us, the Romanian journalists in the field of tourism, was to attend this world meeting in which we are equal partners with our colleagues from all the countries, the FIJET members. But the third objective was the special one. Supported in our earlier efforts by FIJET leaders, in Istanbul the club members from Romania submitted our application to organize the 53rd Congress of FIJET in our country, in 2011. Presented by the president of our club, Victor Radulescu, and supported by the Ministry of Tourism, with an impeccable speech by the State Secretary, Eugen Curteanu, the Romanian initiative received the approval of the congress. But the way we received it, after about an hour “consumed” in the Congress, was admirable. The final announcement was accompanied by shouts of applause from the 200 delegates. Rarely have I been able to see such a manifestation of the recognition of Romania, and the huge joy of the 200 journalists from around the world who will visit our country next year! I understood that while we do not have the infrastructure of Turkey and often not even the tourist services, Romania is still an appreciated European tourist destination!

This law regulates selective collection of waste paper, cardboard, metal, plastic and glass in public institutions, by establishing the organization and operation of selective collection, aimed at increasing recycling and recovery of waste, and increasing the information and awareness of civil servants, employees of public institutions and all citizens on the benefits of selective collection and recycling of waste.

Romeo Castelluci comes with Hey Girl!, first directed in 2006, and presented in all the major festivals of the world since that moment. The show is a journey through myths, incorporating hypostasis of this uncertain age through symbolic characters such as the Virgin Mary, Joan of Arc or Shakespeare’s Juliet.

Short film should illustrate the message in a memorable campaign for early detection of breast cancer initiated by Avon, a concept illustrated by this year’s motto: “A promise is to do. November 5, The Ark Starting November 5 The Ark opens doors for underground artists for a full season of concerts. First on the list is Coco,
Romanian traditional, natural products. Merchants are chosen by the organizers, so that visitors can buy high quality products. Visitors can warm a glass of mulled wine with spices, fried calf meat, special pastrami, sausages and fish brine. The Romanian traditional restaurant “La Mircea Macelaru”, led by chef Silvian Scornea will lure you with sarmalute cu mamaliguta, grilled meats, bread baked in the special oven. Visitors will be delighted also by the fried veal, prepared from a 200 years old Topoloveni recipe. He who knows the secret spices is even the mayor, Gheorghita Botarca. Residents of Topoloveni will also come with traditional dishes and pickles and other autumn products specific to the Arges county town. Shopping is not the only reason to come to the fair! Every hour, those who are celebrating their names, Michael and Gabriel, will receive delicious prizes from the organizers. Those with cooking skilled they can show their talent in contests which take place during the three days of the fair. November 10, 19.30, Sala Palatului Mircea Baniciu, one of the most famous folk-rock singer from Romania, climb the stage at the Sala Palatului, on November 10. The artist is releasing his second “Best Of”. In this concert the artist will include 10 of his most famous songs, which can be found on the album, with updated sound: Vara la tara (Summer in the Country), Tristeti provinciale (Provincial Sadness), Dealul cu dor (Miss Hill), Pisica neagra (Black Cat), Intoarcerea la Orient (Return to East) or Andrii Popa. 7 is a beautiful hour of the morning in the first part of October. The sun is like a gold colored, free range chicken yolk which burns quietly in the direction of your sight. Bucharest is awake since around 5 o’clock, when the trolleybuses began to run through Vatra Luminoasa. It was still dark. Now, under or rather near this friendly but frolicsome sun, in the tranquility that it brings to
the city, the cars circulating on the streets of the neighborhood are more and more. At first, only two or three passed by, on and off, few and far between, then more often, until now, after 7, when the pipe lid in front of the nearby house clicks regularly, as if it were rhythmed by this constant and quite sunlight. The lid is being stepped on by the wheels of each car of an almost ceaseless,
continuous line, with few brakes. The sound of the lid, like a metal hatch that has become so familiar that has nothing metal anymore, resembles the pleasant sway of a train that goes by on a railway in a bright, early autumn afternoon. Every once in a while, quite seldom, it alternates with the slight start up of an engine, and it already is the vivid sign of the monotony of the traffic in the daytime. A wheel creak, quite vague; speed, that is, the hurry of those who, around 8, begin an urban day; a motor bicycle passing by quickly and strongly, striking your ear; a low tone car horn and, less and less regularly, the hatch. From a vintage orange cup I sip the mild and nevertheless strong coffee which I prepared myself with little sugar, contrary to my habit. It was brought from somewhere in the Middle East, not imported, I got it as a gift. It has an extremely suave Mocha fragrance and a light color. It’s a sort of instant coffee fine like sand. This is why it’s so mild, but today I put a bigger quantity into the cup and you can feel the taste better. I open the window with an impatience refrained only through the slowness of my movements, to gather in my nostrils a floral scent. It doesn’t seem to smell like flowers. Coolness wraps up my shoulders like a scarf. I return to the bedside to continue my coffee and realize I’m smiling. Don’t know exactly since when. Around since the thought that I could open the window was born.

On the Waters of Bucharest A dear friend was telling me, not long ago, that the most beautiful thing about our city is that it is “green”. Indeed, you donʼt have to walk around too much, neither in the center, nor in the outskirts, to get to a park, and on your way to it you will see alleys or boulevards covered with flowerbeds and grass, bordered by trees. ou sometimes want to get close to them, touch their gnarled bark, feel the sap that comes from magic, bottomless depths, and reaches the chaotic, ebullient overflow of the treetops. Well, this summer and autumn it seemed to me that the biggest treasure of the city is the waters. No doubt that greenery and water are in close bond, since where there are rivers, lakes and gushers there are also a lot of plants, birds, life... humans. This was the atmosphere of Bucharest’s Days (Zilele Bucurestiului), the name of a series of events which went on last month in several places of the Capital. A

“flying objects” exhibition could be admired with greatest amusement on Dambovita’s quay. The starting point was Piata Unirii, it ended somewhere around the second bus station and was continued, down the quay, by a small fair of folk art. In other words, that autumn afternoon everything on the river’s bank was hand-made. The so called flying objects were created by teams of four or five youngsters coming from all over the country and were displayed on the greens that border the sidewalk. They were accompanied by little tags which told, in brief, the story of every such “airplane”, the basic idea which it started from and, of course, the name of each member of the team. Besides the fact

that some of these flying objects were not ready yet but completed on the spot in front of the viewers, and were supposed to function in the following half an hour, the funniest thing is that they weren’t really flying, although you can’t say they weren’t: they were designed to rise from that place on the grass next to the river, where you would think they have been for ever – because there was something incredibly clumsy about all of them, clumsy and at the same time very artistic – and, despite the fact that they were in the process of being built, they were expected to float a little in the air, enough to reach the air surface above the river, and then collapse right into the water. I didn’t stay there to see the whole show, I couldn’t bear it, because there was one thing even funnier than this funniest thing: the way these objects were designed. They can’t really be described but I will do my best. They had all shapes and sized you could possibly imagine, except those of a normal airplane: some of them had something that looked like wings, although the looker needed a lot of fantasy to see the similarity. I remember one that had the silhouette of a huge cook, all white, with a cook’s cap on the top, no wings whatsoever, not even hands (cooks do have hands!), but certainly waiting to take off – don’t ask me how – only to fall into the
river shortly after. Another one of these “planes” was actually a sledge, the type you have in your grandmother’s attic or you buy from the store, plus a few weird colorful additions that made no other sense except it probably helped it depart from the ground. There was also a little plane there on the grass, among these seemingly stupid but surely friendly and crazy things. It did look like a real plane – forebody, tail, prop, wings, everything – but it was a toy plane! It was so little that there could be no question about engine or any type of mechanism that would enable it rise from the soil. Well, these are some of the shapes that looked like something more or less describable. The rest were amusing bowlines, spheres with several hands or feet, three-dimensional geometrical figures, sometimes with a smile on their face that was never quite a face, and so on and so forth, all of them with the above mentioned flying destination. On the same day, another one of Bucharest’s waters was the host of a spectacular event. Those who visited Lacul Morii (Mill’s Lake) on this occasion, in Crangasi area, witnessed an real aeronautic show. The start was made by two planes, describing through the layers of the air hallucinating curves, abruptly turning upside down, in circles or spirals, but also graciously rotating
like ballerinas of the air whose toes do not touch the earth. The sun was so bright that, having to look up all the time, you could hardly follow the entire trajectory. Before the airplanes’ performance was over, two motor parachutes had shown up on the sky. This second part of the show seemed very dangerous, the parachutes were followed on the lake’s surface by motor boats so that, in case they fell down, the parachutists could be saved. They rolled over, they rotated not like the planes of course, with 180 degrees, they could not turn their feet above the parachute, but the balance of the body, and of the flying object which obediently and quietly followed the body’s direction, was smooth, large and spectacular, like that of a weightless pendulum. The people were staying on the high sidewalk that borders the lake and they were so many that lake shore seemed too narrow. Some of them descended on the abrupt slope which ends into the lake, others were sitting down on the kerbstone above the slope. An improvised “terasa” in a small unconventional space friendly and almost politely interrupted Bucharesters’ slow, week-end promenade. Among them, a considerable number of gendarms, meant to maintain public order, were walking calmly, with a relaxed smile, enjoying, together with

plenty of dogs. (I got bitten by two dogs in the last ten years and had to take shots in my belly at Colentina Hospital, so I have become a little reluctant to venture carelessly through the pack, like I had used to, when they get together and start barking at me). The lake, the savage shore, nothing arranged, nothing made parkish, nature in its purest state: mud, plants in complete disorder, a stray stick every here and there, tree roots coming out of the earth, a blue solitary flower, a rotten branch, leaves, lots of leaves all over the place, a few sweepings, not many. You can’t get your feet into the lake, it isn’t Cismigiu, the bank is complicated, delightful and too dirty to bath. I catch sight of an old lady tending her cattle in front of a little wooden fence and I chime in, interested to find out where the path that follows the bank goes to. To the left, it will lead me to the cemetery, but she advises me not to go that way – there are dogs. What a pity! I would like so much to walk a little more along the shore, to watch the lake as long as I wish, from down here, next to it, to forget about time and let myself enveloped by the mild sun, tender and orange. I therefore turn to the right and get back to the big upper road where I came from. Dobroiesti district opens to my sight, beyond the lambent lake: new houses, two or three storey villas, in warm and appealing colors, of good taste. I don’t get to the heart of Dobroiesti any more, with its old picturesque houses and their low green painted gates on which you can read the words “I sell bortsch” written on a beige tag. The traveler will also see there countryside shops and haberdasheries, big yards in which the sound of a hand saw is accompanied by the smell of nicely stacked piles of wood. I come back home, in a nostalgic mood. “Home” means 300 meters away from another one of the city’s charming waters: the lake in the National Park. the crowd, the sunny day, the mild autumn breeze, the grand aeronautic feast. Somewhere down, on the opposite side of the lake shore, towards the city, another terasa, with only two or three tables placed on the grass, spread a light scent of “mititei” (Romanian meatballs) and, every now and then, bright laughters. You would expect young ladies in long elegant dresses, with parasols, to appear from somewhere, among the blue jeans on the promenade. I don’t particularly like the phrase “a hidden gem”, it has become a cliché, but this is what Dobroiesti lake is. Half an hour bike ride from the center of Bucharest, it has, on one side, new tall buildings – some of them are still being built. On the other side of the road that unites Morarilor area in Pantelimon with what was once called Dobroiesti township, you will see a gulch, at the foot of which there lies, on the border of the lake, a very little and really hidden village. A gypsy cottage, then several peasant houses, not prosperous granges, nor poor, with a couple of cows, poultry and - unfortunately for me, so eager to explore the whole area –

In the midst of the torrid summer, at the climax of heat, Bucharest is a city bathed in the blessed coolness of water. Fine but thick and fast drops of water fall down from four meter long yellow showers placed in the University Square, next to Cismigiu right in front of the City Hall or near Hanul lui Manuc (Manuc’s Inn, in Unirii area). You run through them thrilled with pleasure and they cool you down in just of couple of seconds. In the proximity of these showers you can find little kiosks where someone prepares you right away a fresh, natural fruit cocktail and the range of choice is so wide that the result might be quite surprising, especially if you trust the seller’s expertise and let it take the place of your own fantasy. In November, the showers are not longer there, we don’t look for them any more, but with a little luck you can still enjoy such a street cocktail. We do need vitamins in the autumn, not to mention the delicious taste. The natural lakes, like those in IOR, Titanii or Tineretului Parks, are the places we like most when it comes to swimming. People sit here on the grass dressed in their swim suit and dry down after getting out of the lake, or just take a sun bath, chat, have a drink, a sandwich and listen to the very diverse music that sometimes comes out of the loudspeakers hanged on the high piles in the center of the park, in case they don’t prefer the radio tunes. Open air music concerts can be enjoyed in the evening, even in the autumn, in the National Park, right next to the lake, in Carol Park and in IOR – the latter looks like a huge garden, very well taken care of, framed and arranged, with only one “savage” oasis, as I like to call it, in the middle of the lake, a sort of “park in park”. The concerts usually offer disco or popular music, but the same stages also host street theater or magic shows. In the small, recently redesigned open air concert space across the street from the National
Theater, good quality classical music concerts welcomed the melomaniacs every weekend night, since June to early October. You can, of course, take a long bath into the lakes of our city, but you may also only put your feet into the water when you go through the park in a hurry, to stay with
your feet in the lake while watching the paradise around, reading a book or just smoking a cigarette, riding a boat or a hydro bicycle, alone, with your honey or with your friends. You can always enjoy the light breeze and waves of Dambovita river, the ducks that disappear almost entirely into the water, thrusting their pout into it and leaving above, to your sight, only their paws. The gusher fountains, meticulous work of landscape experts, gracious, tall and thin, sophisticated and surprising, some of them accessible only to the eyes, are placed in the middle of such a lake or park – the most spectacular ones are in IOR Park – while others are at hand, gentle and enticing, in the middle of the city, like the one next to Diverta Bookshop, near Piata Romana, or the famous University fountain, probably the most familiar meeting place in the city. You can’t walk by them without letting the cold stream tickle your wrist or your ankle. They say November will be partly warm. I crossed a Dambovita bridge the other day. A few yellow leaves were floating on the river of an emerald green, the color of the feathers on the head of a duck quietly dangling on the water, wending her way by slowly moving her pink feet, with no thoughts or cares. Rivers, lakes and fountains stay where they are. We do not cool ourselves into them, it is not our skin that looks for them any more, desperately trying to feel the water, it is only our eyes and soul. From now on... who knows? We go ice skating!

Walking from Bucuresti to Brasov Dear Editor, It was with interest that I read Ludwig's article in the July - August issue of Bucuresti What, Where, When concerning consumerism and "What does Romania produce?" I think that in Western Europe consumerism evolved gradually while here in Romania it has been thrust upon them after the isolation of communism. One of the things that attracted me to Romania when I first arrived in 2002 was the lack of consumerism compared to the west - the religiousness of Easter, the traditional family Christmas etc. Anyway to answer your question "What does Romania do?" I would like to introduce you to a charity called Asociatia Prietenii Rugbyului Romanesc / Friends of Romanian Rugby. I have attached a short history of why the charity was formed and what it has achieved to date. I have also attached details of a charity walk from Bucuresti to Brasov. End-September, Martin Dixon (native of Scarborough in England) and Istvan Balint (photo, native of Miercurea Ciuc in Romania and general manager of the Gyopar Club Hotel & Conference Centre) walked together from Bucuresti to Brasov to raise funds for the charity Asociatia Prietenii Rugbyului Romanesc (APRR) / Friends of Romanian Rugby (FoRR). APRR / FoRR is a registered Romanian Charity founded in 2006 to support in-
jured people from the sports’ world, in particular rugby players. The charity was formed when George Balta, a young Romanian rugby player, sustained a serious spinal injury while playing rugby and was tragically left paralyzed from the chest down. Since then the charity, helped by many companies, the Romanian Rugby Federation, the Romanian Olympic Committee and individuals too many to mention, have financially and spiritually helped George and his family through this extremely difficult period in their

lives. The piece de resistance of these efforts came to fruition early this year when George and his family moved out of their tiny basement flat into a purpose built house funded by APRR/FoRR and friends. In a further quite unbelievable tragedy George’s brother Florin, who had been employed by the Romanian Rugby Federation as George’s personal helper, collapsed and died of a heart attack last year, one day short of his 26th birthday. Sadly Florin wasn’t there to see George move into his new house and also start his new job in the IT Department of Orange Romania. With George reasonably settled we recently had another tragic incident on the rugby field – Alex Gradinaru. Sadly Alex passed away before leaving hospital and getting into a rehabilitation programme. APRR / FoRR has strong links with Hearts and Balls, www.heartsandballs.org.uk, a charity in Scotland which also supports injured rugby players and who made a very generous contribution (15,000 euro) to the labour costs of finishing the house for George and his family. We don’t know when the next tragedy like George’s will happen, hopefully never, but, just in case, everyone is invited to support this yearly event – especially you rugby players out there! Help us raise the funds to be able to provide assistance to more injured rugby players in Romania. Sponsor the walk, sponsor a stage, you celebrities out there come and join us. Let’s make it an annual event – something Romania can be proud of! We consider this year walk a very successful one, since we raised around 3,000 euro, and we expect more money to come. Next year we’ll make it a huge event!
INTERNATIONAL SUPPORT The founding capital of APRR/FoRR was a generous donation from London Irish Amateur RFC who came here on tour after George’s accident. From the outset APRR made regular contributions to the Balta’s family income and paid for him to spend time at rehabilitation centers in Romania. Income initially came from rugby contacts we made as we went along. Bristol RFC and Newport Gwent Dragons both made contributions when they played against Bucuresti Oaks in the European Challenge Cup, and a ball signed by the Scotland team and sent to us has been auctioned by Light into Europe at every Caledonian Ball and Burns’ Supper held since we received it. This has made a significant contribution to the charity. Mihai Vioreanu, a former Romanian International rugby player, now an orthopedic surgeon in Dublin and a founder member of

Guests staying at Athénéé Palace Hilton Bucharest will be using their small change to make a big difference to disadvantaged children this winter as part of Hilton in the Community Foundation’s annual fund-raising campaign.
In 2009 George Stratton, the outgoing President of the Romanian Rugby Federation, suggested that it was now time for us to try and move George and his family out of their tiny basement flat and into a house with a garden. We looked at several places but settled on an unfinished timber-framed house in Dobroiesti. We emptied the APRR funds and George Stratton put up the balance needed for the negotiated price.
“Small Change, Big Difference” is running in Romania since October, throughout November and December this year. The campaign invites hotel guests staying at selected Hilton Worldwide hotels to add an optional ?1, or equivalent in Ron, onto their room bill during their stay. Thanks to the generosity of these guests the campaign as a whole has now raised over ?1 million for children’s charities since its inception in 2004.
George and his family eventually moved into their new hose early in the New Year and, to put the icing on the cake, Orange Romania offered him a job in their IT Department. This was the parting shot of Pierre Janin who had supported George throughout his struggle. The Romanian Rugby Federation bought George an adapted minibus and

All proceeds raised from the campaign in Romania will be used to support Asociatia Ovidiu Rom, a Romanian NGO whose mission is to raise the educational attainment of children living in extreme poverty. Ovidiu Rom works with local communities to enroll poor children in kindergarten and help them succeed in school. Linda Griffin, General Manager Athénée Palace Hilton Bucharest, told us: “This is a very worthwhile campaign and one that I hope our generous guests here in Bucharest will support once again. By choosing to add an optional ?1 or 4 Ron we can help Ovidiu Rom to ensure that disadvantaged children receive the support that they need. Severe Decline in the Land Market The land market in the fall, half from the spring 2010. First House 2 governmental program increased the demand for land from February 2010 to April 2010, when there was a peak. Then gradually returned to the level of the final months of 2009, where it maintained. Baneasa is the preferred neighbprhood in Bucharest, the second is 1 May and third Pipera. The demand is mostly for small land, up to 500 sqm (72% of those interested).
According to www.imopedia.ro database, the largest land request occurred this year in April, nearly three times more than at the end of last year. First House 2 governmental program has generated interest of the potential buyers of land starting end-January. At that time, many Bucharest residents were attracted by the higher state collateral, to a maximum of 75,000 euro for new built houses. Then the demand increased from month to month, to the April 2010 peak, as reported. The number of people interested in land then gradually decreased, returning to 2009 level, with some monthly fluctuations. Bulky procedures of the First House 2 program are to blame, just few Bucharesters succeeding to build such houses. One proof is the fact that although the legal rules were approved earlier this year, the first stateguaranteed loans for house building were given only in July and August.

Great developers who want to build industrial buildings, shopping centers or large residential complexes must reach even further from downtown. Most offers of land area over 5,000 square meters are located either on the ring road or along the two highways.
Studies To Build New Mainline Subway Romanian state-owned subway company Metrorex wants to organize an auction for pre-feasibility and feasibility studies for works on a new subway mainline which will link southwestern Bucharest neighborhood Rahova to northeastern Colentina, the company announced end-October. The future subway line will be about 21 kilometers long and will most likely have 31 stations. The stateowned subway company estimates that the technical and economic indicators needed to start works will be ready in 12 months. Works on the Rahova-Colentina mainline would last about eight years. The company did not release either the value of the project or the date of the auction.

Relatively safe and efficient, Bucharest’s public transport system covers the entire city with buses, tramways, trolleys and metro (subway) services, operating from 5 a.m. to midnight. Tickets and magnetic cards can be bought at RATB kiosks, located on the main thoroughfares in the city, for ground transportation, and in every Metro station for the underground network. The legal speed limit is 50 km/hr in cities, 90 km/hr outside the city and 120 km/hr on highways. Driving above these limits will result in fines with the possibility of losing your license. Most international driving licenses are accepted in Romania, but check with the rental company to be sure. Some rental car companies also provide the service of hiring a car with a driver. A blood alcohol level of any kind is not tolerated, and talking on a cell phone while driving is also prohibited.
Concerts usually start around 6 pm except for Opera and Musical Comedy matinees which start around 11 am. The Music University of Bucharest presents mostly classic recitals which are usually free of charge. The Opera has an extensive repertoire and enjoys international renown. The Athenaeum hosts concerts featuring the Romanian National and Inter-national Philharmonic Orchestras. The Romanian Radio Society organizes concerts in its two halls starting at 7 pm; Generally, individual tickets for opera shows and classic music concerts range between 5 - 15 RON. In Bucharest, cinemas change program every Friday. Movies are shown in their original language with Romanian subtitles. The majority of cinemas show American movies, but one can also find European movies at the French Institute Cinema or the Cinemateca. Feel the Rhythm! There are an increasing amount of foreign people arriving in Bucharest to simply have fun and enjoy themselves. Many European travellers can testify that some of the greatest and cheapest nights can be had here. Lipscani, the historic centre of the town has witnessed a recent revival with many of the older clubs being refurbished or completely rebuilt. Many of these new venues would not seem out of place in Paris or London. Like the most International cities, Bucharest has a good selection of bars, clubs, cafes, theatres, casinos and many other places of entertainment. Other Bucharest districts are also quite animated, with lots of people on the street late into the night. If you want to have a perfect night, you can start with a romantic dinner in one of the restaurants around the old centre. “Caru` cu bere”, for instance, is one of the most representative restaurants of our capital, it is a true living legend and also one of the oldest beer houses in Bucharest. It was opened for the first time in 1879 and it is one of the few places in Bucharest where it seems that nothing has changed. After that, you can continue with a show or play at Rapsodia Theatre. Then… enjoy your night in a club or in a bar with your friends. There is a wide variety of bars and pubs scattered all over the city and it is not always easy to choose between Irish, English, Latino or the more exotic among the range of watering holes available. There are also traditional Romanian bars and restaurants. Cyber cafes are becoming ever more popular in Bucharest and these are generally open quite late. Copenhagen, Geneva or Bucharest An Expat's Point of View Although there are some important aspects that have not changed in the Romanian Capital in the last years (sidewalks are still not clean, there are no bicycle tracks, there isn't enough lighting on the streets, nor enough parking places), Bucharest occupies the 14th place among the top of European cities which are preferred by the citizens of other countries who live there, as Roxana Lupu tells in her article in “Evenimentul Zilei”, titled “The Capital, More and More Loved by Expats”. The city is more and more appreciated thanks to the quality of security, housing and health and this is the reason why expats want to work and even settle here, the same thing being true for another East-European city, Bratislava, the Capital of Slovakia, as shown in a study by ECA International, a Human Resource company. “There are better restaurants, more concerts by international stars, more shopping. Life has improved considerably”, says Tom Murray, who came to Romania 15 years ago and has become a successful businessmanin the textile industry. He also believes that, even if prices have gone up a lot recently, life is still cheaper here than it is in Western Europe or in the United States, and Bucharest has the charm of a European Capital. Nevertheless, in Tom's opinion the cost of basic goods is a major problem. The things used by the middle class now carry the price of luxury goods, and the cost of utilities has increased dramatically.

For the Romanians, as well as for the expats, the quality of life depends on the wages they earn. If the wage is one of thousands of Euros per month, they can say they live well, but if it is a middle income one, even an expat faces the tough realities of daily life, thinks Tom: “If you have money, you can do anything you want in Bucharest: you hire people to manage your daily business, you eat in
the best restaurants, you travel overseas or to other Romanian cities on weekends.” Nevertheless, he thinks that Bucharest cannot be considered the most sophisticated European Capital yet. Another businessman, Christopher Troxler, who has lived in Romania for five years, fell in love with Bucharest as soon as he got here. “It was love at first sight”, he says. “I simply liked the atmosphere.” Copenhagen, the Capital of Denmark, holds the first place among the preferences of expats, shows the study mentioned above. In the top ten places are cities in Switzerland and Germany, such as Geneva, Basel and Bern, and respectively Dusseldorf, Bonn and Munich. The expats coming from Asia have their own top list: Sydney, Melbourne and Canberra, in Australia, as well as two regions, from Japan, Kobe and Yokohama. Hong Kong and Shanghai, in China, occupy places 15 and 78, respectively. In the Middle East, expats prefer Manama, the Capital of Bahrein, and Dubai and Muscat. Bagdad, the Iraqui Capital, holds the last place in the world, number 300, because of the precarious security level.

Massage involves systematic stroking, rubbing and kneading of the soft tissues of the body in an effort to induce a state of total relaxation. Despite some misconceptions, massage has become more accepted as a means to relieve minor physical problems. Although massage has sometimes been discredited, by advocates of modern medicine, it has recently been growing in acceptance. Massage has been shown to help maintain stability and enhance performance in nearly all of the body's major systems. The muscular, skeletal, circulatory, nervous and respiratory systems can be positively affected by massage. The theory behind massage is the relief of muscle tension, and that relaxation of the body will allow for a faster healing process. Massage can increase and improve circulation to damaged tissue areas. People who play sports know that it is important to stretch and relax muscles for peak performance, and the same idea underlies the massage process. Perhaps the greatest benefit of massage, as any amateur can confirm, is the relaxing effect it can have on tense muscles. The smooth stroking motions and the kneading of muscles relieves tension, loosens joints and improves circulation, all of which are beneficial for good health. Of course it is recommended that people not replace necessary medical treatment with a massage. Sometimes medical conditions that could easily be cured by a simple medical treatment are identified as a simple tight muscle or something similar. Although massage does have positive medical benefits, in most cases it is not a replacement for modern medicine. The history of massage dates back almost as far as recorded history. For thousands of years some form of massage or the “laying on of hands� has been used to helpl the sick. For the ancient Greeks and Romans, massage was one of the principal methods of healing and relieving pain. Despite much recent renovation a real sense of history remains, many of the older inns or taverns have become pubs and clubs, but walking around this area can still transport you into the past, to the true beginnings of the city and its nickname, ‘Little Paris’. Now you will find here coffee shops, restaurants and bars where you can drink a hot tea or a good coffee. You can choose a bar where you will listen to traditional Romanian singers like Maria Tanase. The Cotroceni Palace: is a part of the Cotroceni National Museum. The Cotroceni Palace, church and monastery reflect a three-century old history that interweaves political, military, diplomatic, religious and cultural aspects, with the general evolution of Romanian society. The palace was built in the 17th century by the Prince Serban Cantacuzino. The Cotroceni National Museum exhibits a rich range of objects of art, illustrative of the Romanian decorative art. The Parliament Palace: is the second largest administrative building in the world (after the Pentagon) in terms of all-out surface: 330,000 m2. The Village Museum: nestled on the shore of the Herastrau Lake, the museum displays 85 peasant homes, barns, churches and mills relocated there from all over Romania. Tall-roofed Transylvanian houses with beautifully crafted shingles sit alongside rustic wooden churches to form a unique neighborhood. The overall impression is that Romanian peasants take great pride in their work and homes. Everyday accessories: tools, butter-churns, hay forks, beer kegs and clothes are displayed inside the house. This museum can take a whole day to explore and, in fine weather, families settle down for picnics in the scenic grounds. Visiting hours: 10 a.m. - 6 p.m., every day, except Monday
The National Museum of Art: is hosted by the former Royal Palace and is the most representative art gallery in Romania. The Royal Palace was the official residence of the Romanian kings. Its current facade was given the finishing touches in 1937 when Carol II was King of Romania. The National Art Museum Palace is located in downtown Bucharest (in the so-called Revolution Square). The Palace displays an extensive collection of European and Romanian fine art. The European Art Gallery offers an overview of teh most important artistic movements that marked art history from the early Rennaissance till the first decades of teh 20th century. The Romanian Modern Art Gallery illustrates the development of Romanian fine arts from the first decades of the 19th century till the second half of the 20th century. The Romanian Athenaeum: is a concert hall in the center of Bucharest and a landmark of the Romanian capital city. Opened in 1888, the ornate, domed, circular building is the city's main concert hall and home of the "George Enescu" Philarmonic and of the George Enescu annual international music festival. It has the aspect of a Greek temple with Ionic columns at the entrance. The wonderful interior with round frescoes depicts important events in Romania's history. Extensive reconstruction and restoration work has been conducted in 1992 by a Romanian construction company and restoration painter Silviu Petrescu, saving the building from collapse. Visiting hours: every day, unless concerts or rehearsals are held.

The Old Royal Court: during the early Middle Ages, Bucharest became a commercial center; important enough to enable the XIV century princes to build the Princely Court – nowadays known as "The Old Court" - which formed the development core of the medieval town. The first written mention of the name of "Bucharest" dates back to September 20, 1459: it appears on a document issued from the chancellery of the famous Prince Vlad Tepes (the Impaler). By the year 1599, a new Princely Court was built. Matei Basarab (1632-1654) renovated the Old Court. By 1640, because the prince's relations with the Turks worsened, Matei Basarab moved his Capital back to the town of Targoviste. Bucharest still remained a princely residence. In May 1654, Prince Constantin Serban Basarab (1654-1658), Matei Basarab's successor, left for Targoviste after a rebellion of his mercenary troops, and he ordered the Old Court to be set of fire. The Old Royal Court is an outdoor site that can be visited any time.

One of the unique and more pleasurable forms of food shopping in Bucharest are the outdoor markets. Due to transportation difficulties, supplies are often copious at one market and non-existent at another. Of the markets listed here, Amzei market has the best selection and prices. It is advisable to bring your own shopping bags when shopping at the outdoor markets.

Pets, including aquarium supplies, are available, as are fishing needs (including live worms, poles, lures). Wooden and woolen goods, ceramics, clothing, as well as plants cut and growing, are available. A large pedigree dog and cat market at least once a month on the street nearest Mosilor is a fun experience. • PIATA 1 MAI: 5 C Located near La Fourmi on Ion Mihalache Blvd. It is a small market but has a good selection of fruit, vegetables and flowers. As with all the above markets, clothing, shoes, and household items for cleaning and cooking may also be found. It offers produce and flowers. The quality is better than Amzei, but the prices are olso higher. Out of season exotic fruits and vegetables can be found here. THE LAST WORD
Dear Reader, Romania remains a conflicted country without a clear direction. I have previously commented on the quick transition from communism to a rabid consumer society. From zero malls 20 years ago, there are now one or more malls near every urban area, with more malls and hypermarkets being constructed and opened every month. This, while we continue in a major recession, with the consensus that a major increase in consumption is needed to turn things around. Yet, the government decided, apparently against the advice of the IMF, to increase the VAT to 24%, I believe the highest rate in the EU. While the VAT is sometimes seen as an “egalitarian tax” in that it is paid by all consumers. In fact it has the greatest impact on the lowest income levels of society, as those are the people who MUST spend all of their income on day-to-day survival, while people at higher income levels can defer discretionary spending, with a smaller portion of their income affected. For visitors, Romania remains a low cost destination, especially in the coming winter. We have a number of great ski destinations in the Carpathians, with decent facilities and challenging trails. While the crowds have grown over the last few years, the ski-lift waiting times are still significantly lower than in Western European ski resorts. and domination of the internet? That is a question which is constantly on my mind, both as a publisher, and a constant and voracious reader. Like many of us I get my current news and “breaking stories” on TV or when I open my computer in the morning, especially in Romania, where newspaper publishers have raised prices to counter-productive levels. I do not want to spend almost one $ for a daily newspaper. But I do subscribe to several magazines, and my wife and I are avid users of the public library system. As I travel, I read and learn from local newspapers, and consider the International Herald Tribune, and especially the Weekend edition of the Financial Times to be among my most important sources of not only information but ideas. My grand children have an “iPad”, while my wife and I carry books and magazines to read when we go on a few days vacation. Of course all of the electronic gadgets are convenient and fun, AS LONG AS YOU HAVE ACCESS TO ELECTRICITY to recharge the batteries, which is not always easily accessible in less developed parts of the world.
