Here it’s been, almost without feeling them, 21 years after Ceausescu’s regime change in December 1989. We actually felt more intensely than other inhabitants of the planet these 21 years, as we grew from the babies of the new democracy, to children and then youth of the same new society, until this American type major. A politician and political commentator told us in our “infancy” that this maturity will find us in our fullness forces of the democracy in place. As babies we didn’t believe him, and now we realize that he was still optimistic. The transition from a totalitarian and oppressive regime which lasted over 40 years, during which we lost a whole generation of important Romanian democrats, towards genuine democracy, one that has a totally different value system, you may do it until you are major if you are very conscientious with you, with your education, your health, your physical condition... Or we, the Romanians, it seems we haven’t been so hard-working. It’s also true that our “friends” didn’t help us in a consistent rhythm, seeing us more consumers than producers. In 21 years we have gone through leaderships from allover the political spectrum, from social-democracy, to liberalism, but all of our governments have failed to arouse in us the impulse to advance at a new type, European, democrat. After about two years of Romanian crisis, jus now at our maturity, we have to face more dilemmas and problems than we wanted. But it’s us who have to manage them!

Green Energy, the Key! Relatively recently discovered by foreign in vestors, the investments in the Romanian wind are increasing. Billions of Euros have been invested, en couraged also by the development of the legislation based on green certificates. Law 220/2008, which promotes wind energy in the new form from early July as Law 139/2010, brings significant changes to the original version, the most important being the al locations of green certificates (GC). Thus, for each MWh delivered six CV for wind energy are received, and a certificate has the value of Euro 27 55. The first power wind turbine has appeared in Romania in 2003, in Ploiesti, and became opera tional in 2004, with a capacity of 660 kW. Next wind plant was located near Bistrita Nasaud, which is functional since 2007. In March 2006, at Baia, Tulcea

county, a third wind power plant was installed with an output of 550 kW, which is actually the starting point for investment in Do bruja area. Dobruja, including the counties of Con stanta and Tulcea, ranks Romania on the second place in the European top of the best locations for wind farm construction. CEZ Czech company, electricity distributors, are the champions of investments in wind energy in Romania. CEZ builds in villages Cogealac and Fan tanele from Constanta a wind farm with an installed capacity of 600 MW, equivalent to that of a reactor at the Cernavoda nuclear power plant, the total invest ment amounting to Euro 1.1 billion. The first phase of the project is the installation of 139 wind turbines in the Fantanele park, and other 101 will be raised in Cogealac. duce reliance on coal energy produced by Romania. When it becomes fully operational the wind farm will represent almost 30% of the renewable energy in Romania, including the hydro one. The Cogealac project will be completed in 2012. Another giant investment is the one of the Spanish company Iberdrola, which has received from the national electricity carrier Transelectrica the rights to develop projects in wind power production of 1,500 MW in Dobrogea, the company plans to de velop 50 wind farms between 2011 and 2017. This planned production will allow Romania to generate enough energy to supply about one million house holds, and reduce annual carbon dioxide emissions by 2.6 million tones. Eoliana, a local subsidiary of a Italan com pany builds a wind farm in Bihor county with a ca pacity of 64.8 MW, investing about Euro 85 million in villages Auseu and Borod. Austria’s company Ver bund have also investment plans for the Romanian wind from Tulcea county.

As says Dr. Eusebio Leal Spengler, Historian of Havana City, in one of the opening pictures of the exhibition, on December 14, 1982, the historic center of Havana and its fortifications system was enrolled with no. 27 in the World Heritage Index. The dossier was solidly based on concrete actions and maintained of Cuba’s decision who proclaimed by law on August 4, 1977, to protect its artistic and monumental heritage. Since October 1993, the Office of the Historian of Havana has autonomy and decision management to take the challenge to restore and preserve the received legacy. For the success of the urban regeneration process was needed social and economic rehabilitation. It is about creating a sustainable social and economic base while linked to the cultural character of the territory, the recovery of traditions and values. The defense of this “utopia” is the interpretative key of this impressive exhibition.

Energy Certificate, Mandatory and Necessary The energy certificate entered into force on January 1. It remains to be seen whether transactions may be done also in the absence of this document. The quality of a property is essentially determined by its thermal insulation. Buyers who agree to conclude a transaction without the energy certificate takes some risks. Anyone who gives a lot of money on a property is interested to know exactly what they are buying, especially what will be reflected in the next heating bills. Many real estate agents think that such a license it’s necessary. There were delays in the introduction of energy certificates and the market one way or another to accustomed to the idea. The bad thing is that only end-December 2010, it has been strongly announced that from January 1 the certificate is introduced. This should be done earlier, in September, October, so the market should be ready to assimilate this new system.

• The effect on the real estate market It was necessary to introduce the energy certificate for a real estate product to be known before purchase also in the size of its thermal characteristics. At the same time, many think that with the same importance as the introduction of the energy certificates the buildings would have needed a strength characteristics

certificate. The effect on the real estate market will be reduced, there is no potential for increasing the prices. On the other side, the timing of the introduction of this energy certificate is good while there are not many transactions in this period. There are few transactions, so there will not be a blockage in the real estate market. In any other period of the year, introducing the certificate could bring some inconvenience.

• Without the energy certificate? The law provides a legal escape by which the buyer may waive the certificate seller of this document, in this case the transaction is without the energy certificate. The buyer or tenant, as appropriate, agree to acquire or use such real estate property, at their own risk, assuming any liability with regard to the effects produced by not knowing the information contained in the energy performance certificate, as is shown in Decision No. 335/December 2010 of the National Union of the Public Notaries from Romania.

• Legislative aspects The energy certificate is compulsory for all homes, even for the thermal rehabilitated buildings, but in this case you can get the document easier. The provisions of Law 372/2005 on the energy certificate effect from January 1, 2011.

Through the energy certificate the potential buyer or tenant is informed about the energy performance of the apartment, as expressed mainly by the total annual consumption of energy in kWh/square meters useful area, namely the annual specific heat consumption for heating, hot water and lighting, the energy efficiency of the apartment by including it in an energy class (from A class high energy efficiency, to G class - low efficiency), depending on the total annual consumption of energy. Although Romania should take into consideration the recommendations set by the European Parliament Directive on energy performance of buildings through the introduction of this certificate from March 1, 2010, the government postponed the introduction of the energy certificate on the justification that the procedures for implementing the new system are not sufficiently clear and there are not enough energy auditors. According to official statistics, most of Romania’s old buildings are in the energy classes C and D, with specific annual consumption for heating, hot water and lighting more than 200 kWh/cubic meters/year. The energy certificate once issued is valid for 10 years from the date of issue and is developed by energy auditors for buildings, certified individuals.

orn on December 9, 1885, Lidia Kotzebue was the daughter of a clerk who worked for the city hall of Saratov, a town on the shore of Volga river. She married the count-general Pavel Kotzebue during the Russian-Japanese war, and in1914 she graduated from the Academy of Fine Arts in Moscow, getting a sculptor’s diploma. According to the biographical note written by Elena Senchea-Popescu in the Dictionary of Personalities, in 1917, the provisional leaders entrusted Lidia, as an „artist of the people”, with the reopening of the Odessa theatre, which had been abandoned. Here she painted the decor and also took care of the scene painting and choreography. One year later she moved to Basarabia, where

her husband had under his command an airforce squadron. After the war they settled in Basarabia, where Lidia opened a toy shop to make a living. She made the toys herself, out of wood, pasteboard and other materials. She molded puppet heads which she painted after they were burnt, then she made the bodies and garments. After that, the Kotzebues settled in Bucharest, on Brutari (Bakers) street no.1, where she set up a sculptor’s workshop. In 1924, Lidia took part in the Official Salon of the Ministry of Arts, with a work called „The Portrait of Miss D” (plaster cast). Two years later, she participated again in the same Salon which took place at the Athenaeum Palace, with „Pieta”, and in the Official Salon of 1930 with a work called „Orpheus”. A personal exhibition followed, hosted by Mozart Hall on Victoriei Street, where she succeeded in expressing herself monumentally also in small size works, very well sold. One of them was entitled “J’y suis, j’y reste”, in natural size, representing a woman sitting on a man’s shoulders, and was bought by a French family – Boissy. Another statuette, „The Water Carrier” (around 50 cm, cast in bronze), was bought by Constantin Cantacuzino and „Woman with Child in the Tempest”, also in bronze, was bought by Queen Mary, who visited the exhibition. The work „There comes the automobile”, in natural size, is one of a peerless gentleness, representing five child heads looking over a fence, in marble. In most of her works, she inspires herself from the misery and suffering of people, especially of children. One of her exhibitions hosts works like „Two Orphans” (natural size), „Basarabian Child as a Refugee”, „A Couple on Grivita”. In the catalog of this exhibition there are many other works, which we do not enumerate here, some of them expressing various aspects of peasant life. All of them were noticed by the art critics, and therefore reproduced on postcards. Lidia also received an order for an international horse race held in Bucharest, a cup of about 40 cm displaying three horse heads. She also made busts of great person-

alities of science and culture, and those of the bacteriologists Pasteur and Claude Bernard can be admired even today in the hall of the Cantacuzino Institute, proving virtuosity and a masterly style in modeling. Her masterpiece was, nevertheless, „The Monument of Air Heroes” (The Statue of Aviators). The initiative of this monument goes back to 1923, when the Romanian authorities started going on a long, roundabout way, due to various interests related to the finding of the funds, the execution of the clay-model of the monument, the choosing of the artist to make it, the place where it was to be put and so on. On June 20, 1925, within the Romanian Athenaeum there took place the first contest for deciding the best project. More than 20 prestigious artists participated in this contest, among them: Ion Jalea, Ion Faur, Oscar Spaethe, Ion DimitriuBarlad, Spiridon Georgescu, Corneliu Medrea, Lydia Kotzebue etc. At the beginning of 1927, there took place the last contest on this subject. Being an anonymous contest, each of the clay-models had a number, a motto and a sealed envelope with the name and the address of the sculptor. At the entrance, the visitors received a sheet of paper, which they had to write the number of their favorite clay-model on and put it in a box at the exit. The model that gathered most of the votes had the motto: “Per Aspera ad Astram”. At the opening of the envelopes, stupefaction! The contest was won by a woman – Lydia Kotzebue. The committee and the jury were composed of C.G. Olanescu – president of the Romanian Aircraft League in 1912 and one of the creators of the Romanian Royal Aeroclub, Mihai Ormolu, vice president of the Aeroclub and Governor of the National Bank, the bacteriologist, physician and man of science Ioan Cantacuzino, Lt. Col. Av. Physician Victor C. Atanasiu, as well as General Rudeanu. They were all sworn in and signed an official report, pledging to be impartial, that is, no matter who the author of the project with most votes is, that will be the one to be awarded the First Prize and the construction

of the monument. After the contest, Lidia Kotzebue was informed that her project got the First Prize and therefore she was the one to lead the works. The sculptor bound herself to supervise also the building of the base (the stone part of the monument), the bronze cast and the assemblage of the parts. The engraving of the name of the author on the pedestal of the imposing monument in 1983 discloses the truth and makes justice after almost five decades of silence. Since she did not have access to other competitions, she received very important orders, if we are to take into account their destination. She made two sculptures, which can be found in Bellu Cemetery, for the fallen aircraft men. One of them is molded in bronze, at the tomb of the captain pilot Alexandru Cojan (figure 35, place 33), representing a falling aviator in two hypostases (natural size), with his arms straight, in an attitude of rising, and in the moment when his arms, defeated by the power of death, bend to the earth, suggesting the downfall. Despite the fact that she did not use to sign her works, this time, on the base of the monument you can read: L. Kotzebue. The second monument is a marble eagle which cannot be found anymore. It seems like it has been slightly deteriorated ether by earthquake or by bombing, and sheltered in a chapel of the cemetery. Being ill, the artist retired in Moara Domneasca village, commune of Ganeasa, in Ilfov, where she passed away on July 13, 1944. She is buried together with her husband and his mother, in the Moara Domneasca church – a historical monument, 15 km away from Bucharest, to the right of the Bucharest - Urziceni national main road. The model of the Air Heroes Monument was a black boxer. The existing photographs do not allow us to identify him but, in any case, the boxer found his way to celebrity due to his exceptional physical treats. proudly is one of the main access roads of the Capital: Jianu Road, today’s Aviatorilor Boulevard. The ambiance gives to the winged Icarus a soaring space, and the assembly, in its whole, confers to this thoroughfare grandeur and a dignified appearance. So, on July 21, 1935, in the presence of the members of the government, of the foreign ministries, the aircraft and of thousands of Bucharesters, the ceremony of the unveiling of the statue took place. King Carol II attended the ceremony.

In case of important events like Aviation Day, the statue is adorned with garlands, flowers and festoons during the short religious and military ceremonials. From the height of the huge pedestal, this Icarus of a classical beauty stretches to the sky his winged arms, eternalizing „the victory of avi-

ation” and speaking to the contemporaries about „the heroes of the air”. In the lower part of the obelisk, all around, three aviators are depicted, fallen between 1912-1938. In the pages of a bronze book, the names of those who fell braking their wings while fighting to conquer space are engraved.


The flight is, at the same time, the symbol of transcending, by man, through spirit, of his own physical limits. Strongly present in Greek mythology, the metaphor of flight can be found not only in Icarus’ myth, but also in the representation of the goddess Nike from Samothrace (Louvre Museum), to which the Bucharest monument is closer from the point of view of its significance. If Icarus made himself wax wings to get closer to the sun, and therefore to transcend his human status – his temerity getting close to recklessness – the aviator flies to the high with his wings, takes out from the earth, as a symbol of defeating the gravitation and of victory – which cannot be but wise, assuming risks which are well reflected upon, even if they imply sacrifice. It is the victory of man against his own limits. Just as the artist lives through his creation, through the flight of spirit, the aviator lives through taking out from the ground, through the flight of his entire being towards the heavenly vault. Looking at this spectacular monument, I cannot help thinking of Traian Vuia, the inventor of the first plane with its own take-off system, of Aurel Vlaicu, pioneer of world aviation, as well as of Henri Coanda, the inventor of the jet plane. No wonder that the Romanians, who have contributed most to world aviation, have such a monument. Bucharest is not very rich in remarkable monuments of such dimensions. The well known historian Andrei Pippidi counts it among the first three big statues in Bucharest from the point of view of beauty. The others of the same rank are the one of the Sword Bearer Mihai Cantacuzino, by Karl Storck, to be found in front of the Coltea Hospital; The Scholar, by Anghel, representing His Eminence Vladimir Ghika, in the yard of the National Museum of Art of Romania, and the statue of I.C. Bratianu, by Mestrovici, next to the Museum of Romanian Literature. Since you are close to the Statue of Aviators, you cannot help admiring the surroundings. You can get here by subway M2, getting off at Piata Victoriei or at Piata Charles De Gaulle. It is a very select neighborhood, with a lot of embassies and other private companies. There are no blocks of flats or stores. The most important streets of this area are Kiseleff Avenue and The Boulevard of Aviators. In the area there are three important museums: The National Museum “Grigore Antipa” - a biology museum, The Museum of the Romanian Peasant and the National Museum of Geology. Here there are also three parks, the Kiseleff, Herastrau and Bordei Park. The former has rich vegetation, two areas designed for sports, and playing grounds for children. At the end of the Aviators Boulevard, the Bordei Park is especially arranged for those who like to take long walks in plain air. In this park, on an island in the middle of a lake, you can see swans and peacocks. The roman-catholic church “The Saint Heart of Jesus” (Sacré Coeur) was built in 1930 next to The Company of the Daughters of Charity of Saint Vincent of Paul, an institute installed in Bucharest on the proposal of His Eminence Vladimir Ghika in 1906. Placed on Aviator Demetriade street, close to The Statue of Aviators, the French Church „Sacré Coeur” has a tumultuous history. It is the place where the sisters of the “Charity Daughters of Saint Vincent of Paul” Congregation activated. They were forced by the communist regime to leave Romania in 1948. Immediately after, the regime confiscated the buildings where the sisters worked and which hosted a sanatorium. Starting 1948, the charitable activity of the sisters for the poor, orphans and sick was prohibited. In the place of the former monastery and sanatorium St. Vincent of Paul, you can find now the institute of endocrinology C.I. Parhon. Between 1957-1991 the church was closed, but on December 1st 1991, the Archbishop Dr. Ioan Robu established the „Sacré Coeur” parish for the Romanian community in the neighborhood and for the French, English and Arab speaking believers in Bucharest.

Evangelical Academy in Sibiu, one of the landmarks of Sibiu, hosted in December 2010, the meeting between representatives of the Tourism Employers’ Federation and journalists with Sibiu County Council president, representatives of county tourist offices and mayors of towns in the county. The meeting confirmed the strengths and attrac-


tions of Sibiu, in the context of its permanent development, and has been launched the magazine Force Tourism - business & tourism shop - Sibiu County edition. Together with the Evangelical Academy sits the Turnisor Evangelical Church and the Landlers’ Museum. Turnisor, today a district of Sibiu, is one of the three Transylvanian villages which were established since the eighteenth century the so-called “Landleri” Protestants expelled from Austria. Turnisor evangelical community opened in 1984, at 250 years of Landlers immigration, a temporary ethnographic and historical exhibition. The success of the exhibition converted a hall of the church into a permanent exhibition, a veritable museum, becoming a major tourist attraction. Starting to walk through downtown, right next to the famous Bridge of Liars it drew our attention a historic building known in l370 as the Butchers’ Hall, one of the

most interesting public buildings in the medieval town Sibiu. Today it is known as the Arts House and hosts the Museum of Saxon Ethnography and Folk Art “Emil Sigerus”, established on 1 July 1997. Most collections belonged to the Carpathian Association museum (Siebenbürgisches Karpatenvereinmuseum) founded in Sibiu in 1895, by Emil Sigerus. The only Saxon folk art museum in Romania is recognized as a promoter and preserver of the Saxon culture and civilization in Transylvania. Brukenthal National Museum, the oldest museum in Romania, opened to the public in 1817, cannot miss from the route of a visit in the Big Square of the city. Owing its existence to one of the most influential people of Transylvania, Baron Samuel von Brukenthal, governor of the province in the second half of the eighteenth century, the palace and the baron’s art collections are the heart of the nowadays Brukenthal Museum.

In 2010, the Brukenthal National Museum was awarded European Union Prize for Cultural Heritage - Europa Nostra, the category of Education, Training and Awareness.

• Paltinis, Philosophical Resort Going to Paltinis is a true nature road. Along the way, Rasinari village, located 12 km from Sibiu lies at the junction of Stezei Valley with Caselor (Houses) Valley, representing the gateway to the Cindrel mountains. Access to the locality is on the modernized road Sibiu - Paltinis or, in a unique way, with the old tram, a real tourist attraction. The tram goes to Rasinari from Dumbrava Forest. The settlement is documented as early as 1202, occupied from ancient times by the Romanian population. Rasinari is the birthplace of scholar Sava Popovici Barcianu (1814 - 1879), the physician and explorer Ilarie Mitrea (1842 - 1904), the naturalist Daniil Popovici Barcianu (1847 - 1900), the poet Octavian Goga (1881 1938) and of the philosopher Emil Cioran (1911 - 1996). The Rasinari Ethnographic Museum, arranged in 1952, displays in its seven halls an impressive collection of ethnography and folk art, illustrating the specific elements of folk culture and civilization of Marginimea Sibiu. Sibiu residents and tourists going to Paltinis recognize at first sight the beauty mountain route. On route to the tourist resort Curmatura Stezii pension provides a true model of rural tourism. With a privileged location in a quiet area with superb views over the surrounding mountains, the guesthouse offers the comfort and privacy for an unforgettable stay. of houses have been preserved Tourists House (1894), Monaco Hall (1898) and Physicians House (1895), all historic monuments. Between 1975 and 1987, the great Romanian philosopher Constantin Noica spent the last years of his life here, being under constant observation of the Security. He is the founder of the Paltinis Philosophical School. His former house is now open to interested visitors. The Tourists House complex, located in the center of the resort, consists of three buildings providing 160 beds, bar and restaurant, a conference room, and a fitness room with Jacuzzi, sauna and massage. The Tourists House restaurant has a rustic style, similar to the hunting halls, with stone and wood elements which confer a special intimacy.

20 foreign tourists (English, French and Americans), but also a few brave Romanians, have spent New Year’s Eve in a cold environment, at the new Ice Hotel Balea Lac. The foreigners have arrived at Balea Lac through the travel agency Untravelled Paths from London, and during their stay in Romania they experienced some Romanian attraction, in different parts of the country. Guests enjoyed a special treatment, which included a welcome cocktail, but also sophisticated dishes (smoked pecia with horseradish cream, tartar salmon with mustard sauce, carrot soup with croutons, fried trout fillet with Hollandaise, Winter vegetables and rice, pork fillet with mushrooms, Brussels sprouts and potato patties, quince compote, cheese platter, grapes and walnuts), matched with wines from the Moldovan cellar “Lion Gri.”

• Albota, the Trout Heaven We chose to spend the night at the tourist complex Albota Trout Farm, at the foot of the Fagaras Mountains, without skipping the dinner specific to this place where the fish is the “king” of all culinary products. When you get to the Albota Trout Farm you really know what means a relaxing holiday. The freshness of the mountain air, the alpine scenery, the trout, the traditional cuisine, and the variety of leisure are just some attractions of the area. 55 km from Sibiu, on Sibiu-Brasov road immediately

after the village of Upper Arpasu, first reveals you Arpasel Ridge. At the Albota Trout Farm, after the traditional welcome with blueberry brandy, at the restaurant is not wrong if you choose the famous house specialty trout fillets in corn flakes and parsley sauce with boiled potatoes. If trout came just from the courtyard of the restaurant the other traditional dishes are using milk and meat products from their own farm Poienita. A true revelation you have in the morning, especially if you’re lucky in a blue sky day. Fagaras mountain ridges and valleys that come together just where you are give you the feeling that you have found the place of your life... A part of the dishes of this unforgettable dining experience was served on plates and trays of ice, and for the opening cocktail were used the famous ice glasses. After the dinner, the tourists have continued the Ice Hotel’s Eve party at the Balea Lac cottage, but returned in the “crystal palace” to sleep on the huge beds of ice, wrapped in furs and covered with special blankets. New Year’s Eve party at the Ice Hotel was a unique experience, very interesting, many of the guests saying at their departure that they want to return to Balea Lac and that will tell to their friends the extraordinary adventure lived here. The group of tourists present at the Ice Hotel is part of the approximately 400 foreigners who made reservations for “adventure at Balea Lac” during this season by Untravelled Paths. • Blessing of the Ice Church On January 24, in the land of ice and snow at Balea Lac took place the job of sanctification of the Ice Church. The ceremony was held later than scheduled due to bad weather in the first half of January. This is the fifth “place of worship” built in the “Ice Hotel” Balea Lac Tourism Marketing Project, the first such building was erected in the winter of 2006-2007. Ice Church has shaped the edifices built in past seasons, the builders being inspired by an ancient church in the village Malancrav Sibiu. As during the past years, the original place of worship, the sole objective of its kind in South-Eastern Europe, is an ecumenical place and is open to any tourist, regardless of religious orientation. After the blessing, the church will host various religious services or programs, private or open. In the previous years, the Church of Balea Lac Ice hosted prayers organized by various churches, a religious marriage and several baptisms. Several priests officiated the blessing ceremony, representing various churches recognized in our country.

Relatively safe and efficient, Bucharest’s public transport system covers the entire city with buses, tramways, trolleys and metro (subway) services, operating from 5 a.m. to midnight. Tickets and magnetic cards can be bought at RATB kiosks, located on the main thoroughfares in the city, for ground transportation, and in every Metro station for the underground network. Bus, Tram, Trolleys – LEI 1,30 per ticket, LEI 8,00 for one-day pass, LEI 50,00 for a monthly pass. EXPRESS buses use a magnetic card. Metro – LEI 2,20 for two-fare pass, LEI 8,00 for ten-fare pass, LEI 4,00 for one-day pass, LEI 23,00 - for a monthly passcard.

The legal speed limit is 50 km/hr in cities, 90 km/hr outside the city and 120 km/hr on highways. Driving above these limits will result in fines with the possibility of losing your license. Most international driving licenses are accepted in Romania, but check with the rental company to be sure. Some rental car companies also provide the service of hiring a car with a driver. A blood alcohol level of any kind is not tolerated, and talking on a cell phone while driving is also prohibited.

Concerts usually start around 6 pm except for Opera and Musical Comedy matinees which start around 11 am. The Music University of Bucharest presents mostly classic recitals which are usually free of charge. The Opera has an extensive repertoire and enjoys international renown. The Athenaeum hosts concerts featuring the Romanian National and Inter-national Philharmonic Orchestras. The Romanian Radio Society organizes concerts in its two halls starting at 7 pm; Generally, individual tickets for opera shows and classic music concerts range between 5 - 15 RON. In Bucharest, cinemas change program every Friday. Movies are shown in their original language with Romanian subtitles. The majority of cinemas show American movies, but one can also find European movies at the French Institute Cinema or the Cinemateca. Feel the Rhythm! There are an increasing amount of foreign people arriving in Bucharest to simply have fun and enjoy themselves. Many European travellers can testify that some of the greatest and cheapest nights can be had here. Lipscani, the historic centre of the town has witnessed a recent revival with many of the older clubs being refurbished or completely rebuilt. Many of these new venues would not seem out of place in Paris or London. Like the most International cities, Bucharest has a good selection of bars, clubs, cafes, theatres, casinos and many other places of entertainment. Other Bucharest districts are also quite animated, with lots of people on the street late into the night. If you want to have a perfect night, you can start with a romantic dinner in one of the restaurants around the old centre. “Caru` cu bere”, for instance, is one of the most representative restaurants of our capital, it is a true living legend and also one of the oldest beer houses in Bucharest. It was opened for the first time in 1879 and it is one of the few places in Bucharest where it seems that nothing has changed. After that, you can continue with a show or play at Rapsodia Theatre. Then… enjoy your night in a club or in a bar with your friends. There is a wide variety of bars and pubs scattered all over the city and it is not always easy to choose between Irish, English, Latino or the more exotic among the range of watering holes available. There are also traditional Romanian bars and restaurants. Cyber cafes are becoming ever more popular in Bucharest and these are generally open quite late. Copenhagen, Geneva or Bucharest An Expat's Point of View Although there are some important aspects that have not changed in the Romanian Capital in the last years (sidewalks are still not clean, there are no bicycle tracks, there isn't enough lighting on the streets, nor enough parking places), Bucharest occupies the 14th place among the top of European cities which are preferred by the citizens of other countries who live there, as Roxana Lupu tells in her article in “Evenimentul Zilei”, titled “The Capital, More and More Loved by Expats”. The city is more and more appreciated thanks to the quality of security, housing and health and this is the reason why expats want to work and even settle here, the same thing being true for another East-European city, Bratislava, the Capital of Slovakia, as shown in a study by ECA International, a Human Resource company. “There are better restaurants, more concerts by international stars, more shopping. Life has improved considerably”, says Tom Murray, who came to Romania 15 years ago and has become a successful businessmanin the textile industry. He also believes that, even if prices have gone up a lot recently, life is still cheaper here than it is in Western Europe or in the United States, and Bucharest has the charm of a European Capital. Never-

theless, in Tom's opinion the cost of basic goods is a major problem. The things used by the middle class now carry the price of luxury goods, and the cost of utilities has increased dramatically. For the Romanians, as well as for the expats, the quality of life depends on the wages they earn. If the wage is one of thousands of Euros per month, they can say they live well, but if it is a middle income one, even an expat faces the tough realities of daily life, thinks Tom: “If you have money, you can do anything you want in Bucharest: you hire people to manage your daily business, you eat in the best restaurants, you travel overseas or to other Romanian cities on weekends.” Nevertheless, he thinks that Bucharest cannot be considered the most sophisticated European Capital yet. Another businessman, Christopher Troxler, who has lived in Romania for five years, fell in love with Bucharest as soon as he got here. “It was love at first sight”, he says. “I simply liked the atmosphere.” Copenhagen, the Capital of Denmark, holds the first place among the preferences of expats, shows the study mentioned above. In the top ten places are cities in Switzerland and Germany, such as Geneva, Basel and

Bern, and respectively Dusseldorf, Bonn and Munich. The expats coming from Asia have their own top list: Sydney, Melbourne and Canberra, in Australia, as well as two regions, from Japan, Kobe and Yokohama. Hong Kong and Shanghai, in China, occupy places 15 and 78, respectively. In the Middle East, expats prefer Manama, the Capital of Bahrein, and Dubai and Muscat. Bagdad, the Iraqui Capital, holds the last place in the world, number 300, because of the precarious security level.

Massage involves systematic stroking, rubbing and kneading of the soft tissues of the body in an effort to induce a state of total relaxation. Despite some misconceptions, massage has become more accepted as a means to relieve minor physical problems. Although massage has sometimes been discredited, by advocates of modern medicine, it has recently been growing in acceptance. Massage has been shown to help maintain stability and enhance performance in nearly all of the body's major systems. The muscular, skeletal, circulatory, nervous and respiratory systems can be positively affected by massage. The theory behind massage is the relief of muscle tension, and that relaxation of the body will allow for a faster healing process. Massage can increase and improve circulation to damaged tissue areas. People who play sports know that it is important to stretch and relax muscles for peak performance, and the same idea underlies the massage process. Perhaps the greatest benefit of massage, as any amateur can confirm, is the relaxing effect it can have on tense muscles. The smooth stroking motions and the kneading of muscles relieves tension, loosens joints and improves circulation, all of which are beneficial for good health. Of course it is recommended that people not replace necessary medical treatment with a massage. Sometimes medical conditions that could easily be cured by a simple medical treatment are identified as a simple tight muscle or something similar. Although massage does have positive medical benefits, in most cases it is not a replacement for modern medicine. The history of massage dates back almost as far as recorded history. For thousands of years some form of massage or the “laying on of hands� has been used to helpl the sick. For the ancient Greeks and Romans, massage was one of the principal methods of healing and relieving pain. Despite much recent renovation a real sense of history remains, many of the older inns or taverns have become pubs and clubs, but walking around this area can still transport you into the past, to the true beginnings of the city and its nickname, ‘Little Paris’. Now you will find here coffee shops, restaurants and bars where you can drink a hot tea or a good coffee. You can choose a bar where you will listen to traditional Romanian singers like Maria Tanase. The atmosphere is quite calm here in the night, perfect for relaxing with friends. As far as clubs are concerned, from electro to live rock, you will find anything you wish in Bucharest! The Cotroceni Palace, church and monastery reflect a three-century old history that interweaves political, military, diplomatic, religious and cultural aspects, with the general evolution of Romanian society. The palace was built in the 17th century by the Prince Serban Cantacuzino. The Cotroceni National Museum exhibits a rich range of objects of art, illustrative of the Romanian decorative art. The Cantacuzino space is most suitable for organizing presentations of old art objects that can only outline the exceptional artistic accomplishments of a distant epoch. The Parliament Palace: is the second largest administrative building in the world (after the Pentagon) in terms of all-out surface: 330,000 m2. It was built between 1984 and 1989 by a team of architects led by Anca Petrescu. and was destined for the members of the Communist Party; Besides offices, Ceausescu planned to make personal living places, so the Palace's surface would have been bigger. The Village Museum: nestled on the shore of the Herastrau Lake, the museum displays 85 peasant homes, barns, churches and mills relocated there from all over Romania. Tall-roofed Transylvanian houses with beautifully crafted shingles sit alongside rustic wooden churches to form a unique neighborhood. The overall impression is that Romanian peasants take great pride in their work and homes. Everyday accessories: tools, butter-churns, hay forks, beer kegs and clothes are displayed inside the house. This museum can take a whole day to explore and, in fine weather, families settle down for picnics in the scenic grounds. The National Museum of Art: is hosted by the former Royal Palace and is the most representative art gallery in Romania. The Royal Palace was the official residence of the Romanian kings. Its current facade was given the finishing touches in 1937 when Carol II was King of Romania. The National Art Museum Palace is located in downtown Bucharest (in the so-called Revolution Square). The Palace displays an extensive collection of European and Romanian fine art. The European Art Gallery offers an overview of teh most important artistic movements that marked art history from the early Rennaissance till the first decades of teh 20th century. The Romanian Modern Art Gallery illustrates the development of Romanian fine arts from the first decades of the 19th century till the second half of the 20th century. The Romanian Athenaeum: is a concert hall in the center of Bucharest and a landmark of the Romanian capital city. Opened in 1888, the ornate, domed, circular building is the city's main concert hall and home of the "George Enescu" Philarmonic and of the George Enescu annual international music festival. It has the aspect of a Greek temple with Ionic columns at the entrance. The wonderful interior with round frescoes depicts important events in Romania's history. Extensive reconstruction and restoration work has been conducted in 1992 by a Romanian construction company and restoration painter Silviu Petrescu, saving the building from collapse. Visiting hours: every day, unless concerts or rehearsals are held.

The Old Royal Court: during the early Middle Ages, Bucharest became a commercial center; important enough to enable the XIV century princes to build the Princely Court – nowadays known as "The Old Court" - which formed the development core of the medieval town. The first written mention of the name of "Bucharest" dates back to September 20, 1459: it appears on a document issued from the chancellery of the famous Prince Vlad Tepes (the Impaler). By the year 1599, a new Princely Court was built. Matei Basarab (1632-1654) renovated the Old Court. By 1640, because the prince's relations with the Turks worsened, Matei Basarab moved his Capital back to the town of Targoviste. Bucharest still remained a princely residence. In May 1654, Prince Constantin Serban Basarab (1654-1658), Matei Basarab's successor, left for Targoviste after a rebellion of his mercenary troops, and he ordered the Old Court to be set of fire. The Old Royal Court is an outdoor site that can be visited any time.

One of the unique and more pleasurable forms of food shopping in Bucharest are the outdoor markets. Due to transportation difficulties, supplies are often copious at one market and non-existent at another. Of the markets listed here, Amzei market has the best selection and prices. It is advisable to bring your own shopping bags when shopping at the outdoor markets.

Pets, including aquarium supplies, are available, as are fishing needs (including live worms, poles, lures). Wooden and woolen goods, ceramics, clothing, as well as plants cut and growing, are available. A large pedigree dog and cat market at least once a month on the street nearest Mosilor is a fun experience. • PIATA 1 MAI: 5 C Located near La Fourmi on Ion Mihalache Blvd. It is a small market but has a good selection of fruit, vegetables and flowers. As with all the above markets, clothing, shoes, and household items for cleaning and cooking may also be found. Honey and other bee byproducts are a national pride of Romania and are found at all of these outdoor markets. • PIATA DOROBANTILOR: 4 D Located indoors on Calea Dorobantilor north of Calea Stefan cel Mare. It offers produce and flowers. The quality is better than Amzei, but the prices are olso higher. Out of season exotic fruits and vegetables can be found here. Dear Reader, Well, another year has come and gone, and we all hope that 2011 will bring at least the beginnings of better times. As I write this in mid- January, the early ice and snow of winter have yielded to a warmer and foggy period, more comfortable but somehow depressing. Maybe we will have an early spring, but I am sure winter will come at least for a few weeks, but so will Valentine’s day followed by Martisor, which will give a boost the flower and candy businesses

though Sofia is almost always there! When I watch the weather forecast on TV, Bucharest is on the European map, but the camera never focuses there. Now, I have nothing against Sofia, it’s a lovely city, but, isn’t Romania a larger country, and Bucharest a bigger city? The only time I see Romania mentioned in the news is when we have flood or other disaster. Surely, something good or notable happens here sometime? I see beautiful commercials about Croatia and Montenegro,

As yet, Romania shows no signs of an economic recovery, as the government struggles to balance the budget, by cutting expenses, even military pension payments, as food prices continue to rise. I lay no claim to economic wisdom, but it strikes me that in a situation where the economy is driven by consumption, reducing peoples buying power might not be the best solution. I am a firm believer in Democracy, but a solution where the bondholders and banks are fully protected, while the general population suffers does not seem fair. I might as well continue on my critical path. I heard that Romania signed a major contract with a foreign company to promote us as a tourist destination, but I have yet to see any results. When I look at the newspaper column headed “weather in major world cities” I fail to find Bucharest,

and once again I ask, do we not have beauty in Romania? I believe we have landscapes, historic monuments and Spas which are worthy of promotion. We need not only a bigger budget, but better quality promotion. In our own small way, we are doing our best. But, we have offered our magazines at no cost to the Tourism Ministry, for overseas distribution, and our offer has been declined… A reliable source, who shall remain nameless, has said that there are early glimmers of improvement. We’ll see how the next months go, and hope for the best. I hope you will have an enjoyable stay in Bucharest, despite my grumbling and criticism. As always, I welcome all comments.
