Winter Syndrome In medicine and psychology, a syndrome is the association of several clinically recognizable features, signs, symptoms, phenomena or characteristics that often occur together, so that the presence of one or more features alerts the doctor. More recent, the term has been used also in psychology, but here a specific syndrome even defines the known combination of phenomena seen in association. At some ages of our life we all have to face the empty nest syndrome, a general feeling of grief and loneliness parents or guardians may feel when their children leave home to live on their own for the first time. Since a young adult moving out their parents’ house is seen as a normal and healthy event, the symptoms of empty nest syndrome often go unrecognized. While all parents are susceptible to experiencing empty nest syndrome, there are factors that contribute to some parents being more likely to experience it than others. The result is a depression, as well as a loss of purpose, worry, stress, or anxiety over the welfare of the child, but also rejection feelings. The change seems to be stressful rather than refreshing! A very similar syndrome seems to me to be the seasonal affective disorder, also known as winter depression, winter blues, or seasonal depression. Even I always lived in a four-season environment, year after year, each November (to be more precise) finds me in a mood disorder. I am not happy that experts recognize now this condition as a common disorder in which people who have normal mental health throughout most of the year experience depressive symptoms in the winter. Sleeping too much is a sign, also less energy, and even my symptoms are never severe, I am concerned about these since I consider myself a very active person for the rest of the year. I associate empty nest with winter, because I see birds flying South, I even see their empty nests in the empty-leaf trees and the sunrise is not any more accompanied by a bird concerto (in the big cities the last is a whole year situation!). Since I am a solar person, enjoying much more the summer heats than the winter colds, I always consider I have never done enough in the past summer (like for the leaving children). As an active person I don’t go more towards a depression and soon I find out I have many other things to do in this season. Even I am never prepared for the birds’ departure, I shift aside the terrifying thoughts, and I am treating this as the big November adventure. I start looking to my own needs, focusing on some of the positive points and, most of all, I try to rediscover the love of my life, a new one in the last years! Bucharest also helps me handle the situation. Numerous concerts, exhibitions, openings, events, clubs’ reopening… all keep me occupied and unstressed. More than this, the winter solstice on December 21, gives me back the hope. From noon of that day I hope for more sun, for an early spring and for a coming summer with much more things to do!

Mayor Sorin Oprescu participated to the planting of new trees and shrubs, this fall inside the Polytechnic University of Bucharest. The action is part of the “The Capital Increase Green” campaign, initiated in 2009 by the Mayor of Bucharest. During the event organized by the City Hall, 250 volunteer students planted 1,500 trees and shrubs of 17 species: spruce, larch, Douglas greyish, pine, plane, birch, linden, ash, platinum Field, Red Oak Glad, Thuile, buxus, Berberis, Juniperus, forsithya… “By such actions and by other projects that Bucharest City Hall develops, we want to get closer to the 26 meters of green space per inhabitant, as stipulated in the European norms. Planting these trees we give life to the green space,” said the mayor. Bucharest Polytechnic University representatives have thanked the Municipality for the support in setting up the green space of the University which supports UPB students and sector 6 residents, who benefit the park.

The International Festival of Musical Performing Arts “Life is Beautiful” 2012 presents for 11 days (November 8 to 18) representative events in the field of musical performance. The goal for this year is to mark the anniversary of an event that emerges with each edition and giving shape at the same time to a form of entertainment at the intersection of theater, dance, photography or film music. The festival itself is a celebration of musical performance, which means a conjugated form of music, dance and theater. What distinguishes this year, in addition to his anniversary character (fifth edition), is perhaps more than in other years the festival opening to new premises, to innovative events, but especially to a new audience, for those who “Operetta” is still something that does not fall within the scope of their interest. This is a long term project of the National Operetta Theatre, a theater investment they did over the five editions and that makes every day through its entire business. Winners at Continental Hotels Continental Hotels organized also this year for eleventh consecutive year the two professional competitions for cooks, bartenders and waiters of the hotel chain Continental. They competed for the titles of “Best Chef” and “Best service team.” This year’s theme was All Around the World, inspired by the theme of New Year’s Eve 2013, in Continental Hotels “Around the World in... 8 hours”. Competitors acted like gourmet and hospitality guides both for the jury and for the public. Countries of destination for this journey, found in all samples of the contest were: France, Italy, Russia, Greece, Spain, USA, Turkey, China, Lebanon and Japan. In the two days of the competition, the organizers have created a show atmosphere, prepared surprise contests and artistic moments that accompanied the exciting competition, contest designed to foster a continuous improvement desire. Thus, guests had many delicious moments to appreciate, but the first thing noticed by everyone present was that Radu Enache, President and CEO at Continental Hotels, has always been among competitors, encouraging them before judging them! The first contest “Best service team”, hosted by Ibis Parliament House hotel, has been attended by eight teams consisting of bartenders and waiters serving in the Continental hotels in Arad, Sibiu, Oradea, Turnu Severin, Targu Mures, Grand Hotel Continental, Hello Hotels and Ibis Gara de Nord. The 8 teams were due to both theoretical and practical tests, serving skills for the waiters and the preparation of drinks for bartenders: cooking steak tartare, preparation and serving of an espresso based product, tasting and recognizing distilled beverages and preparing a cocktail. Chefs in Continental hotels in Oradea, Arad, Sibiu, Targu Mures, Turnu Severin, Suceava Continental Grand Hotel and Hello Hotels, vied in preparing practical samples within the themes: Mapping Flavours, Mondo and Sweetland. The jury comprised of Radu Enache, President and CEO at Continental Hotels, Gabriela Berechet consultant expert and culinary trainer, Cornelia Ghisoi, Master of cuisine, Alexandra Nedelcu, culinary arts trainer and George Butunoiu, Restrograf culinary blogger, has appointed the following winners: • First place and the title of “Best Chef” - Alina Dragut from Grand Hotel Continental; • Second place - Calin Buna from the hotel Continental Forum Arad; • Third place - Minerva Costea from the hotel Continental Forum Sibiu. All participants received diplomas and those on the podium were rewarded with cash prizes, professional tools and books. It is also noteworthy that only three weeks before these contests within the group, the representatives of Continental Hotels conquered other prizes. At the XXIII-rd Gastronomy Olympiad, IKA 2012, held at Messe Erfurt, competition which is held every four years in Germany, Romania’s junior team won the bronze medal, with two members of the team from Grand Hotel Continental - chefs George Baciu and Iulian Chivu! Then, at the Romanian Cup in Culinary Arts, held at the Palace Hall on October 12-14, cooks team of professionals from Continental Hotels in Bucharest, Arad and Sibiu, won 4 prizes - Cristian Lazar (Bucharest), Attila Kiss (Arad), Nicholas Ivan (Hello Hotels), Rodica Matei (chief confectioner Arad) and Laura Eremia (chief confectioner Sibiu).
Enescu Festival 2013 In September 2013 is programmed the twenty-first edition of the International Festival “George Enescu”. The organizers were able to accredit this cultural event, widely recognized and appreciated both in Romania and abroad, as a cultural brand of the country. Given the experience of past editions and the assessment of organized programs, the program content, the repertoire and the main artistic ensembles and guest at the 2013 edition of the International Festival and Competition “George Enescu” were discussed and agreed by Artexim and Ioan Holender, the artistic director of the festival. 2013 edition, held after 55 years since the first edition of this internationally important cultural event, aims to present and promote Enescu’s works by great artists and great artistic ensembles around the world, presenting and promoting artistic and interpretative values of the Romanian contemporary music, providing a prestigious platform for launching value interpreters from among the younger generation and promoting the winners of previous editions etc. Among the orchestras that have confirmed for 2013 are: Royal Concertgebouw Amsterdam, Staatskapelle Berlin, Orchestra dell’Accademia Santa Cecilia di Rome, Orchestre de Paris, London Philharmonic Orchestra, Pittsburgh Symphony Orchestra, Radio Berlin, Royal Stockholm, Münchener Philharmoniker, Saint Martin in the Fileds, Russian National Orchestra. These assemblies will be conducted by great artists of the world. To this list has to be added also orchestras from Romania.
In the 2013 edition, there will be over 160 artistic events: six Romanian music concerts, 14 recitals and chamber concerts, Great Orchestras - 14 orchestras (28 concerts), 21 orchestral and chamber ensembles etc. There will be organized over 30 concerts in other cities - Bacau, Brasov, Cluj-Napoca, Craiova, Iasi, Sibiu, Timisoara. The Enescu Competition will have five sections: singing, piano, violin, cello and composition. The Musicology Symposium will be organized in collaboration with the Union of Composers and Musicologists of Romania. The 2013 edition program will take place on the stages of four theaters: Sala Palatului, the Romanian Athenaeum, Bucharest National Opera, Hall “Mihail Jora” of the Romanian Broadcasting Company. Events are also programmed in the Festival’s Square.

Rural Tourism, a Chance for Romania “People of the twenty-first century are increasingly seeking a piece of nature, where to spend the holidays. The Romanian villages - rich in tradition, history and nature - offer varied experiences those trying to find roots, those in search of relaxation or active leisure, or experiencing local culture and local rural lifestyle. Accordingly, conservation and ethnographic identity are essential for rural tourism,” told us Cristian Barhalescu, Secretary of State for the Ministry of Regional Development and Tourism, at the opening of the European Congress of Rural Tourism (ECRT), held for the first time in Romania (in Piatra Neamt), on Octomber7-10.

he event had the theme “Innovative Tourism, a New Life for Rural Areas,” and brought together over 200 participants from 26 countries interested in the rural tourism.
In the first part of the congress, representatives of various associations in Europe have presented the situation of rural tourism in their country. Among them, Marilena Stoian, honorary president of the National Association of Rural, Ecological and Cultural Tourism (ANTREC), presented the progress of the last 20 years of rural and ecological tourism in Romania, which operated from several disparate pensions early 90s to the more than 5,000 officially registered pensions today. Most of them have chosen to associate since 1994, with the establishment ANTREC Romania, and in the next year have joined the European Federation of Rural Tourism (EuroGites). Presentations from the second part of the Congress focused on “innovative concepts,” being raised issues such as the development of local chains benefiting the rural tourism (an approach is that a large number of local producers to be practically suppliers of products / services for tourists or tourist accommodation owners); experience and its exploitation value (for example, by requesting the customers of a minimum assessment of their period of residence in the receiving unit, with the idea that only knowing the visitor’s expectations can be improved the tourism offer); specific tools of information technology (IT) that can be used in this sector, such as applications or websites that offer rural 6 Bucuresti what, where, when

tourism clot in a given region or country, the role of marketing and promotion, umbrellabrand concept (as is the national tourism brand of Romania) and sub-brands. Other sessions of the congress were related to the preservation of rural communities and traditions through tourism and rural tourism in the world of Internet and new media. There were also organized simultaneously seminars on speciďŹ c topics of rural tourism, on cultural heritage, nature, gastronomy. Now in its fourth edition, the congress had over 250 guests, including tourism professionals from Romania and abroad, representatives of industry associations and local and central public authorities. During the event, was also organized an international fair of rural tourism, where have been submitted proposals for operators in the ďŹ eld and Romanian traditional products. The main objective of the Congress was to show participants examples of good practice and success in rural tourism, which

contributed to a rapid development of the tourism industry in the countries of Europe and the world, and ways of quickly integrated and adapted rural tourism to the global tourism market requirements. The event has been supported by EuroGites (European Federation of Rural Tourism and Agrotourism), the National Association of Rural, Ecological and Cultural Tourism Romania (ANTREC Romania and Piatra Neamt branch), the Ministry of Regional Development and Tourism, Neamt County Council, Piatra Neamt City Hall, the Regional Development Agency North East, the Chamber of Commerce and Industry Piatra Neamt.

Open Day in Dogtown • The 25th dog adopted in one month • Bucharesters were convinced of the usefulness of the Dogtown project • Over 50 children were playing with dogs At 6 months after the opening in May and one month from the start of the communication campaign, Dogtown opened its doors to the public again. On October 20, Bucharesters eager to get involved in solving the problem of stray dogs went up in the buses provided by the organizers and went to the Uzunu village at the Area Center of protection, care and adoption of stray animals. Portico association representatives, the project owner together with physicians of the Marcovet partner have demonstrated the importance of free sterilization of street dogs and those with master alike. “Preventing uncontrolled breeding of dogs is a priority,” said Florian Fugasin, head of the Portico Association. “Bucharest City Hall and specialized organizations collect, sterilize and return the dogs, but it is important to know that each of us can absolutely free sterilize their dog or the next block dog, through the programs run by the authorities to help solve the problem. Complementary, we, at Dogtown, represent a link in a chain: our role is to help inform people on the one hand, and prepare for adoption dogs with different skills, which are useful when return among people.” In a single month since the beginning of the adoption program, 25 dogs found a family, the last of them even at the event. Dogtown volunteers regularly call people who signed the adoption, to ensure that each pet is in good hands. During the Open Doors event Bucharesters could socialize with dogs from Dogtown and they could walk them, while children took part in basketball competitions, street painting and table-tennis, with prizes offered by Royal Canin. Dogtown is a project of the Portico Association, in partnership with the Municipality of Bucharest and Marcovet. The Area Center for protection and care of the animals, built in the village Uzunu is funded 100% from private sources provided by companies and individuals in the country and abroad. The 9 acres are divided into 3 areas: Mandatory quarantine through which pass all dogs received at the shelter and the 1,000 square meters hospital, equipped with the latest industry standards (with operator block with inhalational anesthesia and monitors), with space for reception, two offices for consultations and treatment (including dental scaler), surgery, intensive care space, offices and rooms for doctors, lockers / showers and emergency rooms, own tests laboratory, hospitalization area / board, warehouses and warehouses for food, laundry / dry. Paddocks are the accommodation in the halls arranged with 31 compartments in each building, with outdoor access. For comfort, every dog has more space available than required by law and the floor is concrete impregnated with quartz to prevent impregnate the odors. There are separate paddocks for puppies or less sociable dogs. The events area is also composed of three parts: a 2,000 square meters pen which hosts training competitions or where volunteers can bring dogs to walk; a park for families with children who come to visit and want to sit on the grass or in arbor; office buildings and dormitories for volunteers and veterinary students come to care for dogs. THE COTROCENI PALACE
It is a part of the Cotroceni National Museum. The Cotroceni Palace, church and monastery reflect a three-century old history that interweaves political, military, diplomatic, religious and cultural aspects, with the general evolution of Romanian society. The palace was built in the 17th century by the Prince Serban Cantacuzino. The Cotroceni National Museum exhibits a rich range of objects of art, illustrative of the Romanian decorative art. The Cantacuzino space is most suitable for organizing presentations of old art objects that can only outline the exceptional artistic accomplishments of a distant epoch.
It is the second largest administrative building in the world (after the Pentagon) in terms of all-out surface: 330,000 m2. It was built between 1984 and 1989 by a team of architects led by Anca Petrescu. and was destined for the members of the Communist Party; Besides offices, Ceausescu planned to make personal living places, so the Palace’s surface would have been bigger. The museum is a component of the European family of Museums of Popular Art and Traditions. A national museum, under the Ministry of Culture’s patronage, it has an especially rich collection of objects, hosted in a Neo-Romanian style historical monumentbuilding close to Victoria Square. The museum developed a highly original museography honored in 1996 by receiving the EMYA – the European Museum of the Year Award. The originality of the exhibiting style is continued in the Museum’s publications, in actions such as the Missionary Museum, the Village School, concerts, conferences and exhibition openings. Nestled on the shore of the Herastrau Lake, the museum displays 85 peasant homes, barns, churches and mills relocated there from all over Romania. Tall-roofed Transylvanian houses with beautifully crafted shingles sit alongside rustic wooden churches to form a unique neighborhood. The overall impression is that Romanian peasants take great pride in their work and homes. Everyday accessories: tools, butter-churns, hay forks, beer kegs and clothes are displayed inside the house. This museum can take a whole day to explore and, in fine weather, families settle down for picnics in the scenic grounds. The museum is hosted by the former Royal Palace and is the most representative art gallery in Romania. The Royal Palace was the official residence of the Romanian kings. Its current facade was given the finishing touches in 1937 when Carol II was King of Romania. The National Art Museum Palace is located in downtown Bucharest (in the so-called Revolution Square). The Palace displays an extensive collection of European and Romanian fine art. The European Art Gallery offers an overview of teh most important artistic movements that marked art history from the early Rennaissance till the first decades of teh 20th century. The Romanian Modern Art Gallery illustrates the development of Romanian fine arts from the first decades of the 19th century till the second half of the 20th century. During the early Middle Ages, Bucharest became a commercial center; important enough to enable the XIV century princes to build the Princely Court – nowadays known as “The Old Court” - which formed the development core of the medieval town. The first written mention of the name of “Bucharest” dates back to September 20, 1459: it appears on a document issued from the chancellery of the famous Prince Vlad Tepes (the Impaler). By the year 1599, a new Princely Court was built. Matei Basarab (1632-1654) renovated the Old Court. By 1640, because the prince’s relations with the Turks worsened, Matei Basarab moved his Capital back to the town of Targoviste. Bucharest still remained a princely residence. In May 1654, Prince Constantin Serban Basarab (1654-1658), Matei Basarab’s successor, left for Targoviste after a rebellion of his mercenary troops, and he ordered the Old Court to be set of fire. The Old Royal Court is an outdoor site that can be visited any time. THE ROMANIAN ATHENAEUM
Is a concert hall in the center of Bucharest and a landmark of the Romanian capital city. Opened in 1888, the ornate, domed, circular building is the city’s main concert hall and home of the “George Enescu” Philarmonic and of the George Enescu annual international music festival. It has the aspect of a Greek temple with Ionic columns at the entrance. The wonderful interior with round frescoes depicts important events in Romania’s history. Extensive reconstruction and restoration work has been conducted in 1992 by a Romanian construction company and restoration painter Silviu Petrescu, saving the building from collapse. Visiting hours: every day, unless concerts or rehearsals are held.

PIATA OBOR 5D : A huge covered market located behind the Bucur Obor Department Store at the intersection of Calea Mosilor and Calea Stefan cel Mare. Although the selection of goods is big, the market is crowded and appears dirty. Watch your pockets and bags. If you’re looking for a truly Romanian market experience, this is your spot. Pets, including aquarium supplies, are available, as are fishing needs (including live worms, poles, lures). Wooden and woolen goods, ceramics, clothing, as well as plants cut and growing, are available. A large pedigree dog and cat market at least once a month on the street nearest Mosilor is a fun experience. PIATA 1 MAI 5D : Located near La Fourmi on Ion Mihalache Blvd. It is a small market but has a good selection of fruit, vegetables and flowers. As with all the above markets, clothing, shoes, and household items for cleaning and cooking may also be found. Honey and other bee byproducts are a national pride of Romania and are found at all of these outdoor markets. PIATA DOROBANTILOR 5D : Located indoors on Calea Dorobantilor north of Calea Stefan cel Mare. It offers produce and flowers. The quality is better than Amzei, but the prices are olso higher. Out of season exotic fruits and vegetables can be found here. There are several other stores in this area. The meat market inside is particularly good.

turnout also dropped to the range of 50 some odd percent. There was a significant increase in the 2008 election, as we made history in electing Barack Obama. This year it is dropping again, maybe the novelty has worn off, and cynicism has taken over.

I have been visiting and working in Romania for a long time, and have seen the country, and especially the City of Bucharest, go through dramatic changes. I remember speaking with people before elections in the mid-nineties. I was so impressed by the determination of people who worked with me to vote. During the early years of the post communist era, people went out of their way to be able to vote. A couple of them took long trips back to their home county, where they were registered, to be able to vote. As multi-story towers and apartment houses have risen in Bucharest, so it seems voter participation has declined dramatically. The presidential recall referendum, earlier this year, failed because less than 50% of the electorate bothered to vote. Some pundits are predicting that even fewer people may vote in the parliamentary elections in December. I am writing this before the US elections results are known, and here too voter participation had been on a straight line decline since 1972, when people were motivated by their opposition to the war in Vietnam. In the years since, our voter
Maybe that is because in Romania, as well as the USA money plays an ever more important role in the process. Of course one justification for wealthy men running for office is that “they don’t need to steal”, they will be honest and independent. But that does not seem to be the case, even if you are rich it seems you want and need more, on the other hand unless you are wealthy, or have wealthy supporters, you can no longer run a credible campaign for political office. So there is a growing gap, not only between the very rich and the poor, but between ruling politicians and ordinary people. More and more, Romania has become a consumer society, and people who run the major retail chains seem to feel that there is no limit to retail spending in the country, as they build more and more hypermarkets and shopping malls. You may want to note that you read it here first, but, I believe that Romania is in a “retail bubble”, which will implode sometime next year. When that happens, that could be the signal of a “bottom” in Romania’s economy, and we may begin a slow, but steady recovery. You, Dear Readers, as temporary visitors to Bucharest, should take advantage of the many sales and special offers over the next weeks, as retailers begin “Christmas sales” weeks before the Holiday.
