We just passed a long and capricious winter, with snow, ice and cold weather, but now spring has finally returned to the city. These sunny spring days has brought with them the spirit of youth, life and joy which makes it such a beloved season not only in Bucharest. The residents walking by have put away their warm, heavy winter clothes. The sun seems to have risen not only in the sky, but also on their faces. They feel lighter, they look happier and even younger. Light are also the colours they wear, as well as the colours of the earth, awakened to a new life. Spring is the time in the year when Bucharesters are extremely pleasant and good looking (not only the women!), and when they find the time to walk more through the city’s parks, looking for an early open terrace for a short stop. A stop when they enjoy not only a beer or a coffee, or a talk with a friend, but also the new scents of the city. We no not have in Bucharest the celebration of the blossomed cherry trees, like in Japan, but we celebrate any blossomed tree and its spring scents. The green color dominates the city: green are the first buds of the trees, which have dared to burst out to the light, green are the frail blades of grass which have just timidly come out of the earth, after having waited for so long under the snow, green are the leaves and stalks of the flowers which the gipsy women sell at the corner of every street, green are the little gardens in front of any block or house, green are all the parks in the city. Let’s join the Bucharesters in their green city!

“A Billion Acts of Green” on Earth Day If the environmental movement has a high holiday, Earth Day is it, being celebrated by millions around the world. The annual ef fort to raise public awareness about the environment and inspire actions to clean it up marked its 41st anniversary on April 22, coinciding with the Chris tian Good Friday and Judaism’s celebration of Passover. In an effort dubbed “A Billion Acts of Green,” organizers all over the world encouraged people to observe Earth Day 2011 by pledging online at act.earthday.org/ to do something small but sustainable in their own lives to improve the planet’s health from switching to compact fluorescent light bulbs to reducing the use of pesticides and other toxic chemicals. The idea behind the Earth Day honoring the planet and all living things that inhabit it began during the early 1960’s hippie movement, as Earth Day bloomed into a grass roots cause that eventually culminated in the first official U.S. observance celebrated in 1970. Today, many cities ex tend Earth Day celebrations for an entire week to increase awareness of re cycling and better energy efficient communities. LIFE Youth Foundation, from Oradea, one of the 480 member organizations of Health Care Without Harm, is constantly working to highlight the importance of “Going Green” to the hospitals around the country. Creative presentations demonstrate the

link between health and sustainability. The members of the foundation worked to mark the Earth Day 2011 organizing a wide variety of events showcasing their efforts to develop sustainable operations and reduce the environmental footprint. The members of the community share with the hospitals the success stories about how they can reduce the hospital’s impact on the environment. The events are a great way of emphasizing the connection between health and the environment, and the importance of keeping the planet healthy so it can support healthy people. Health Care Without Harm and Practice Green health have also developed new materials with an Earth Day focus, including two presentations on climate change for hospitals and others to use to in corporate into Earth Day events or to use during any presentation opportu nity. Earth Day is every year an important opportunity to highlight the links that are increasingly being found between environment and health. Pollu tants, toxins, and emissions are associated with a number of chronic and acute health conditions, such as asthma, heart disease, cancer, and respira tory diseases. With round the clock operations, large waste streams, the operation of food services, and the use of chemicals and pharmaceutical agents, hospitals have a large environmental footprint.

- jazz, blues, pop & classic Between May 7 and 13, EUROPAfest puts us in contact with the musical values of an entire world. Over 300 musicians from 45 countries will saturate Bucharest with live performances of authentic jazz, blues, pop and classical music. Concerts, competitions, workshops, jam sessions and many others are waiting to be discovered by the public. The festival started 18 years ago as a bold initiative beyond the conventional and opening the appetite for good music and a free and relaxed way to think. Today it’s considered a country brand, EUROPAfest being the only festival in Europe which brings together four genres. Under the slogan “The festival offers! You choose!” the sounds will oscillate between blues sensuality, pop dynamics, jazz unconventional and classical virtuosity. EUROPAfest provides, as every year, a full agenda in which the good music becomes the main mode of communication between artists and audience. EUROPAfest promises a lively atmosphere, the days of the festival being like some doors open to “the European air” because, suddenly, we connect to the culture of an entire world. • Brazilian Spirit On Jazz and Blues Rhythms On May 10 and 11, the Brazilian rhythms are blossoming on Bucharest stages within EUROPAfest brought by the musicians from the Ari Borger Quartet / Brazil-United States, completing the

outstanding concerts offered in this spring festival. Ari Borger, recognized as the best Brazilian piano and organ player, had already concerts at the largest jazz and blues festivals in the world, sharing the stage with well-known names of the international jazz - BB King, Pinetop Perkins, Johnnie Johnson and Marcus Miller. Living a long time in New Orleans, he was deeply influenced by the blues and soul in the U.S., genres to which he added in a bold way urban Brazilian rhythms. A new funk-mix, perfect emotions, immeasurable talent, all these have become the basic ingredients on which the quartet was formed and grew. Outstanding instrumentalists joined pianist Ari Borger, for the challenge to recreate each time a special musical experience. Relying primarily on live performances and instrumental improvisation shows, Ari Borger Quartet will take the audience on a musical journey from modern to vintage. The gentle piano notes of Ari Borger, the electric and acoustic bass sounds of Marcos Klis, the rhythmic guitar arrangements of Celso Salim and the electric percussion of drummer Humberto Zigler will spectacularly resonate in a live explosive repertoire, in Tribute Club. The special guests agenda at EUROPAfest is supplemented by other prestigious names such as The Merry Poppins / Austria, the band that meets in a creative way, the rhythms of cabaret, jazz, hip-hop, pop and reggae, or Atmasfera / Poland-Ukraine, whose specialty is effect combining between violin, guitar, flute, and moments of improvisation, which they insert in their tracks with great sound and imagination. More Potential Buyers in 2011

Almost 80% of the people seeking a home in 2008 haven’t made a purchase yet, waiting for lower prices, but a third of them want to buy an apartment in the next three months, while the remaining postpone the decision hoping in further bigger price drop, according Be Igloo. “A third of people who have postponed buying a home due to the crisis have again become interested in buying a home and want to do a transaction in the next three months,” according to a study conducted by Be Igloo firm on about 2,000 customers in their own portfolio.

Be Igloo examined the customers in their portfolio about their prospects for acquisition of an apartment for the following year. The analysis shows that only 20% of respondents have already made a purchase during 2008 (the entry date into the Be Igloo database and the beginning of the financial crisis) - April 2011. The rest, 80% have delayed the decision, be fearful of economic crisis on personal budgets or waiting to obtain better prices. Of those, 30% are determined to conclude a transaction in the next three months, considering it is a good time for residential investment, given that prices have fallen in the past two years, with up to 50%. They also believe that prices have reached the minimum and that they don’t expect significant corrections. On the other hand, a large number of customers remain reluctant and expect further price declines, which is why have postponed the decision to purchase for an additional year. “Customers expected the decrease of the prices because the crisis has significantly affected their income, banks haven’t granted loans, so the funding sources have been significantly limited, and the purchase decision was postponed. In my view, prices have reached a minimum level , which is understood by those who need a house so that people are interested again and more decided to buy,” said Nimrod Zvik, managing partner Be Igloo. Spring Fever in Blossomed Cismigiu Park Yesterday, I was walking through the neighborhood and I decided to pass through Cismigiu park. Here the spring was exalting, sharing joy to the passers glances: pansies, roses, violets, hyacinths and trees, everything was blossomed. A dance, a symphony of spring, accompanied also by the typical scents of this season...

ust walking through the Capital’s oldest public garden (17 hectares), the statues I found offered to me their own stories, the children’s playgrounds looked like a joyful explosion because of the kids playing, and finally I found a retreat, kept specially for lovers, but also the Citadel, an exclusive corner of the pensioners, but also for all the enthusiasts of backgammon and chess: the chess players corner, a terrace where you can still find the best Cotton Candy: On the Stump... And just walking on the alleys bordered by trees in bloom, I go by Eminescu’s spring, where even now people come to get water and I arrive to the main entrance of the gardens, on Queen Elisabeta Boulevard, which has in front the imposing building of the City Hall, now in a large renovation, and at it’s left another boulevard - Schitu Magureanu, bordered by Gheorghe Lazar High-school building, an old place of culture. As the sun is so gentle and friendly, and spring in the park is so beautiful, I still do not leave the places, but I take my steps and thoughts among the flowers and buds in warm colors. I think about the countless times I passed this park, to the season I went through, myself and this full of beauty and history corner of the city. Every time I arrive here, although the park is unchanged, I’m always another one, I like to observe nature in a continuous metamorphosis. I see an interesting billboard: the history of the park. For the first time since I’m coming here, I read carefully and learn new things: on the place of the present time park

The current name of the park was taken over from the head of the works - Cismigiu, the title coming from a Turkish word – whose house was nearby. In 1847, under the guidance of Carl F.W. Meyer, a Viennese landscape architect, began the development work, and in 1854, the park was officially inaugurated. The swampy lake became the lake, in the middle of which is a beautiful fountain. On the paths traced by the landscape architect around the lake were planted over 30,000 trees, both native species (maples, lindens, firs, elms), and rare species (red chestnuts, planes). Also, miniature grottoes were built and some bridges over the canals and the lake. Now I find out that in 1889, Leona Dare, a Frenchwoman, she had a series of shows rising to a impressive height with a balloon. Below the balloon was a trapeze, of which she, holding it with her teeth, performed various acrobatic figures. Arrived from all parts of the capital, people crowded to see the “miracle.” Also in the late nineteenth century was mounted at the main entrance of Cismigiu, opposing the City Hall, one of the first newspapers kiosks in Bucharest. Today, restored, the kiosk can be admired at the entrance on the right side of the garden. A special attraction in Cismigiu was the Romanian style restaurant created by the architect Ion Mincu and named Monte Carlo. Bombed during the war, the restaurant was rebuilt, keeping the name. And today, the building with a large terrace, located on the lake, continues to attract customers willing to be served in a wonderful setting. In the side close to Schitu Magureanu boulevard has been arranged in a leafy area, a rotunda that can be admired today: the Roman Round. Opened in 1943, the round houses busts carved in stone on high pedestals of our great culture people: Mihai Eminescu, I.L. Caragiale, George Cosbuc, Ion Creanga, B.P. Hasdeu, N. Balcescu, V. Alecsandri. On the alleys there are other statues of the Mother Smara, George Panu, French Heroes Monument, the Stefanidi Sissi Spring - a mother grieving the death of his daughter is pouring water with a jug. I’ve been amazed about how much I did not know, and just learned now, although I often passed the paths of this green corner of Bucharest, and I sit on a bench to collect my thoughts. On the lake I see delicate swans. On a bank, at my left, a mother reads, with her baby in the along perambulator. On the right, an old lady knits. A group of youths wearing “weird” black tubes on their shoulders just pass, probably they are high school students at Nicolae Tonitza arts school, situated in the close proximity to the park. I still hear their laughter and voices... This life fragment, which lasted only five minutes, revealed to me once again this garden’s eternity, where everyone feels good. You can walk around with rolls, to get out to skate, to relax, or even to sleep on a bench. The nicest it seems to me to sit and read in the sun. Doctors and researchers say that ten minutes of reading in the sun prolong life with ten minutes! It’s worth then to finish the novel I started to read, right? Cismigiu park is never empty, that’s the conclusion I reached, the more one so warm and pleasant day. The first snowdrops, the colors of autumn, the winter staring and, not least, the summer sun always lure our steps on the alleys of this immortal garden, to see it again and again. In summer, I’m looking Cismigiu for its coolness, for the lake full of boats and for the old shade trees, in autumn for the warm colors, trench coats and colored scarves of the youths and for the hot chocolate, in winter for the lake turned into a skating rink, but in spring I’m looking for the very state of nature, of things and indirectly mine and my inner world. And because I love swans, even if only some nobility geese. And I like spring, because I feel an inner joy, because I feel the need to sing, tell them all, and now you: Spring is in the air! www.bucurestiwww.ro

Slanic, The Pearl of Moldavia Sorana Man

During the First World War, the German army settled its headquarters at Slanic-Moldova, a beautiful mountain resort in Moldavia. The German scientists established, from research undertaken in the area, that it was the place with the cleanest air in Europe! So is Slanic even today, a small, isolated locality, a large distance away from the dust and noise of large urban agglomerations, placed like in a bucket, surrounded by mountains, for the road which comes from Targu-Ocna, where the train leaves you, clogs when it gets to Slanic, and there is no other way out except the same road you came on. 8

Slanic is a town located on the hills, because its center lies at the bottom of this bucket, on the valley of the Slanic River, and the rest of the little resort lies circularly on the hills that surround the valley: old villas, from the end of the 19th century, but also several modern hotels, in mountain style, made of wood and stone, which are the materials specific to this area, in the middle of which you can find The Casino and The Racovita Villa, monuments of architecture. The road goes on from the center of the resort towards the famous mineral springs, whose discovery, by cavalry commander Mihalache Spiridon, began in 1801. Attracted by the beauties of nature from the Slanic Valley, the commander discovered, on the occasion of a hunting, the mineral spring no. 1, and in the years 1804-1807 he also discovered the springs nos. 3, 4 and 5. Due to this happy discovery and to the strong healing powers

of the mineral springs, sufferers find here, since 1812, relief and healing. The resort had been growing, but during the First World War, all the buildings and facilities were destroyed, leaving untouched only the mineral springs. After Spiridon’s discovery, starting 1808, 12 peasant families from the Salt Mines settled in Slanic-Moldova. In 1825, the number of families increased to 27 and they would take care of the healing springs. Slanic Valley’s population increased and two villages were based around Slanic: The Cerdac Village and The New Village (Ciresoaia). In 1840, the resort appeared on the map for the first time with the name “Feredeele Slanicului” (The Bathing Places of Slanic). In 1851, through the charter given by Alexandru Ghica, the baths and springs passed into the property of “Saint Spiridon” trusteeship in Iasi, at the will of the former owner


Constantin Racovita, who had donated them a short time before his death. In 1887 the systematization of the resort began, and new buildings appeared like Racovita Hotel, the villas Pufu, Cerbul, Dobru, the Casino and the Inhaler. Works of regularization of the course of the Slanic river were undertaken, bridges were built, the springs were captured, modern facilities were introduced. Slanic-Moldova became a worldwide known spa. The years of the First World War turned the locality into ruin. With great efforts, the resort was restored and reinstated in part in 1927. In the post-World War II years, the development of Slanic took a new impetus. New buildings were erected, others were repaired, and the connection with the national energy system was made. The mineral springs heal or alleviate hepato-biliary, intestinal and kidney diseases, diabetes, gout, constipation, allergies, hyperacidity, ulcer, gastritis, nutritional and metabolic diseases. The spa resources are peculiar in the country and in Europe. On a relatively small area you can find a lot of different springs, of great variety in the composition, concentration, chemical complexity and therapeutic effects. Once you get in front of the “The 300 Steps” spring, the road splits: one part goes towards the rest of the springs, and you can only walk on it, because there are stairs, and the other part is a road which has the springs on its left side and the forest on the right side. On the lower way, which goes through the springs, you will see the trout farm of Slanic, with several big basins out of which trout of different ages and sizes jump every once in a while, especially when the passers-by throw little bread crumbs to them. On the upper road, above the trout farm, there is a restaurant whose specific is trout preparation, cooked in every way possible and for all tastes. The road goes on towards Cascada (The Cascade) halt, where a summer terrace welcomes you with “mititei”, which is a sort of traditional Romanian grilled meatballs, and beer. A couple of meters away you can rest in the middle of a little bridge over the river, from which you can see the big stones burnished by the beautiful water falls. At the end of this long road there is the former camping of the resort, on the left, now a building site, while on the right there are hills with new, eye-catching villas and big wood chalets. This is where Slanic ends. The way closes, and it is continued only by a woodsy road which goes to Brasov. This is also the place where the old ski and sledge slope are. Above the hills you can see the tops of several mountains. There are many restaurants in Slanic, some of them with nice terraces, on which you can dance in the summer. Most of them are near the park, which is very big compared to the area of the resort, and always well taken care of. It has been so under all political regimes which the country has had. The bandstand, the flowerbeds beautifully arranged, the thick and deep green grass, the benches, the date (day, month, year) made of flower boxes which are being changed every day, everything gives you a pleasant feeling of order and tranquility here, at the foothills, near the forest, two steps from the wild. Because you don’t have to get too far from this trim park to get to the glades with the delicate Easter flowers and bells, in the spring, or with bushes of raspberries and blackberries, later on, in August. Berries are, in fact, among the delicacies of this region, and in the area of the mineral springs, women with baskets full of fresh berries, picked that very day, offer their wonderful merchandise available for purchase either per cone, for those who want just a portion, or per kilogram, for lovers of jams, sorbet, blueberry, or raspberry liquors. Deep in the forest, in the little clumps of grass at the foot of trees or coming out of the leaves fallen over trunks and branches of trees destroyed by storm you can find, in September and October, after the first autumn rains, the delicious mushrooms called “ghebe” (honey agaric), out of which the inhabitants of this region make stews, the famous “zacusca”, and pickles for the winter, putting them in vinegar, or brine. Not long before the mineral springs, one of the stone bridges which crosses Slanic river goes to the Dobru Street, where there is, among other houses, a little pension. (Flintoaca is the name of the family who owns it). Its terrace leads into a little valley, a heaven with several houses scattered on the river bank, trees full of leaves, a couple of firs through which you can see the wood fences of the other householders. The road that comes from Targu-Ocna to Slanic is bordered by dozens of modern guesthouses, but behind them there hide the little peasant houses of the inhabitants of Ciresoaia and Cerdac villages, less than modest, preserving the atmosphere of the authentic peasant life from Moldavia, an ideal matter of study for a novelist. But even if you are not a novelist or a photographer, you can make friends with people from here and get into their homes, treasure trove of traditions and customs. You will get to know some simple folks, very natural, whose lives seem to take place at the same rate and under the same rules for hundreds of years. Between the Greeks and Romanians It’s a Very Good Chemistry Int er view with Nikos D iakolios , the D i rect or of Greek Natio n al To u ri sm O rg an i sat i o n i n Bu c h a r e s t Starting June 2008, when the Bucharest office of the Greek National Tourism Organisation opened, Nikos Diakolios took over the management as its first director. Everybody recognize his work in the last three years to promote Greek tourism in Romania. Nikos background in tourism starts in 1986, and before his arrival in Romania, he was director in the department of the complains of the tourists, in the inspections department and he also has a very good experience with the information offices in Greece for the guidance of the tourists, organizing also events, and many, many other things. Between the many duties he has daily, Nikos took the time to sit for an interview. Gabriel Arsene Bucuresti What, Where, When: First of all tell us how did you came in Romania?

Nikos Diakolios: We came here in Romania in the year 2008. I like very much this position because I love Romania, and to promote also Romania to the Greek people. Our role is bilateral, is two-sided. We made a very good start in the market and we found out that the Romanian tourism market is a very hopeful and promising one. We’ve had some very good signs from the previous years, even since 2006, and in all the years until now Greece is the first preference for the Romanian people who travel abroad on tourism. The office it’s governmental, we belong to the Greek Tourism Organization, and we are supervised by the Minister of Culture and Tourism in Greece. We are not a profit company, we are not a travel agency, and our main activity is public relations and promotion.

BucWWW: When you arrived in Romania you said that in the previous years you saw a growing up of the number of tourists…

N.D.: Our best year was 2008… BucWWW: Was this one of the reasons of establishing this office?

N.D.: Yes, because even since 2006 and 2007 we had very good signs and we wanted to develop to the highest possible extent. I think we are doing very well, despite of the two last years… BucWWW: You are representative only for Romania?

N.D.: No, not only for Romania and for the Republic of Moldavia. One month ago I was assigned also for the office in Czech Republic, in Prague, and together with Czech Republic I’m in charge also for Poland and Slovakia. But my base will be here, in Romania.

BucWWW: Why do you think so many Ro manians choose Greece?

N.D.: I tell you. There is a very good chemistry between the two people. I think that Romanians really love Greek people and Greeks love Romanian people. It’s something that comes up from the common roots we have with our history, our traditions, our religion. Greece and Romania share a lot of things since centuries. We are neighbors, we are Orthodox, and Romania was very important for some major revolutions in Greek history. I think that’s the main reason, but we have a lot of things in common as our temperament, like people. In Romania you see smiling people, very simple people, very warm and welcoming people, something I didn’t met in Czech Republic, for example. The feelings the Romanians give you, when they are there, in Greece, is that they feel like being home. It’s also the same for me, I don’t fee as a foreigner here. I am, of course, but I don’t feel like. BucWWW: This is very nice! But there are also very many Romanians working in Greece and in the last years we’ve never heard officials complaining of the number of the Romanian workers…

N.D.: I know what you are speaking about. The majority of the Romanians which are working in Greece have a very good level. The average level of education of this people is very good and this is also as tourists. We have a very good feedback from the hoteliers and all the tourist professionals

in Greece. This is the main reason. The problem in Greece is with the illegal immigrants, from Albania, from Asia and from Africa. We have a major problem right now. It’s not with the Romanians or with the Bulgarians. We are countries of the European Union and all the conventions that are related to the EU countries give all of us rights. Even for me, if I wasn’t in this post, I am allowed to stay here in Romania, to work, to carry out a business… BucWWW: We have to return to the crisis that both countries are experiencing let’s say in a similar way. What we see, even if we do not observe the every day events in Greece, is that in the spring the Greece people start a common work to bring the tourists in their country, in summer…

N.D.: Summer is very important for us because we are considered a summer tourist destination. Of course we are trying to change it, to prolong this period for Greece. From some aspects we have managed to do so, from some other not yet… Well, this is the reason, if it comes about the tourism, summer is very important. We have two major sources of income, one is tourism and the other is the shipping industry. BucWWW: But I’ve also read about an Al liance for Greece, started by a non gov ernmental organization…

N.D.: Yes, it is a movement that has produced some results; I hope that it will continue… BucWWW: You said also about the Greeks coming to Romania. I remember that 30 years ago I saw thousand of Greeks in Bucharest to celebrate Easter, for exam ple. Are they still coming?

N.D.: At least the figures that we have until the year 2009, maybe we had a slight fall in 2010, there were 40,000 Romanian tourists for Easter in Greece… BucWWW: And Greeks in Romania?

N.D.: Very few. In 2008, in the whole year came about 35,000 Greeks in Romania, with over 95,000 overnight stays in Romania. Of course the numbers are very small, because Romania deserves much more. BucWWW: We already hear in Greece about places for people with less money, about four and five star resorts. The own ers organized by themselves the structure of the prices for their places?

N.D.: No, no, first of all I think that both markets have been activated to bilateral cooperation. Also our office helped to these directions, supported this opening new destinations. For example last summer nobody knew anything about Skopelos, the islands of Skopelos as a tourism destination. Now it’s known. We had some contacts there, on the island where took place the filming of Mamma Mia! movie, named in the film “Kalokairi”. We supported a very good cooperation between the two sides, and also during the tourism fairs we organised the promotion of the islands, with the presence of local professionals, and my very good friend Iorgos Michelis, the mayor of Skopelos city. He loves Romania as well, he has been here for three consecutive years to organize Bank Post according to the Greek

Eurobank systems, and he was very happy to be here again. Anyway, Skopelos is a very good example, but not the only one, we have also opened Lefkada as a new destination, Evia, Kos, or Evros in Northern Greece, the Eastern Macedonia. It doesn’t happen just like this; it takes cooperation and coordination from many sides and need support. BucWWW: So, every year you think about a new destination and work for it?

N.D.: Yes, we make our plans. We have started now to work for Peloponnese, the Southern mainland part of Greece. The only problem we have for this area is to find some better ways of access to this place. Because it’s far away and we have to figure out the best way to get the people there. BucWWW: That means you work about two three years for a new destination, and of course after you open you continue to work…

N.D.: Yes, it’s very hard, but I like it. BucWWW: Now you have almost three years since you are in Romania. Did you travel around the country?

N.D.: Yes, I have been to some places, to Sibiu, to Brasov, to Constanta, to Giurgiu… BucWWW: If you’d been asked to promote one place in Romania, peek one please!

N.D.: I would give you two! If you speak about nature, even that I haven’t been there yet, I would promote the Danube Delta. And If I had to choose about an urban destination, I would start with Bucharest. Bucharest of course it’s not the most beautiful city in Romania, but it’s very fascinating if you experience Bucharest. And it’s the capital city of the country. It is the city where the heart of Romania and its people beats! After this you can go to Cluj, or Brasov… BucWWW: So, you would advice to pro mote more Bucharest?

N.D.: Yes, it’s not promoted, believe me! About Bucharest I had many discussions, official and unofficial, and what I’ve got from these was that’s a problem, people don’t know exactly how to do it and what to promote. It takes organisation and you the Romanians, you have to believe that your capital it is a tourist destination. By the way, when I was in Prague, for four or five days, and for the first time, I found out that this city is a tourism industry itself! It’s unbelievable, the whole city moves and the heart of the city beats around tourism! It’s a huge industry of city break tourism. Of course it’s different, but Bucharest it’s also different. It’s not only a matter of money, it takes organisation and know-how. BucWWW: Please tell us some of you next days works for this summer tourist season.

N.D.: We work now to organize some workshops here in Bucharest and to send good professionals to Greece, in some trips to various destinations. And early May people will start their vacations in Greece. There have been planed about 30 charter plains per week for the top season, but after the announcement of the cut of the taxation for all airports in Greece except Athens, we expect that number to increase. And this is what we are targeting, to increase the flights to our country and this way to increase the number of tourists. The tour-operators that will operate these charters are Christian Tours, Prestige Tours and some others with fewer charters. Observing a New Democracy If you think thatʼs easy to act as an International observer at the elections in a developing country you, for sure, simplify the events you are part. People you are observing try to do their best to show everybody the democratic process they fulfilled and your role, as part of the observing “machinery,” is just to tell them the adjustments they need to do, without interfering in the electoral process. Gabriel Arsene Recently I was invited to observe, in Astana, the early Presidential elections of the Kazakhstan President. This experience cannot be completely explained, but I was proud to be part of this democratic event in the most important country of East Europe – Central Asia, a great friend of Romania. The mission was realized based on an invitation from the Ministry of Foreign Affairs of Kazakhstan, presented by Kairat Aman, Charge d’affaires of Kazakhstan in Romania. For this I needed to study the election law, the political laws and the Constitutional Law of Kazakhstan and about the measure taken by the Central Electoral Commission in order to insure a free and open election atmosphere. Before leaving to Astana, my conclusion was that the necessary steps in order to insure a honest and balanced electoral consultation respecting democratic standards were taken by the Government of Kazakhstan. Arriving in Astana after a long flight I found a strongly developing capital, with roads and buildings that would be considered great in any country. And more than this, with a developing plan until the year 2020, when the city is expected to host over 2 millions residents (700,000 at present). I managed to visit some important places for any tourist, and I really was impressed by the Pyramid of Peace (Palace of Peace and Reconciliation) and by Bayterek, the most famous landmark in Astana. The legend behind this tower as a symbol is that it represents a poplar tree, where the magic bird Samuruk laid its egg. I found out that the original plans for the new Astana were drawn up by the late Japanese architect Kisho Kurokawa and his ideas are now in part realized. After the Election Day supervision, the supervision of counting and tabulation of elections results in a number of sections and commissions, I can proudly say that I was part of one the important steps that Kazakhstan is taking, building democracy for its people. My conclusion, together with the conclusion of my more experienced Romanian colleagues, has supported the Kazakhstan elections as representing the free and democratically expressed voice of Kazakh people decision. If the result is surprising some people, Nursultan Nazarbayev being reelected for a 5 year term, they need to read the history of this important country, and of course to visit it! In 1989, two years prior to the Soviet collapse, when Nazarbayev was Kazakhstan’s leader, a public movement was allowed to emerge to demand closure of the Semipalatinsk nuclear testing site where over 450 nuclear tests had left deep scars. This made it easier for Nazarbayev to later close the site, to popular acclaim. This smart political touch characterises much of Nazarbayev’s two-decade long rule. Nazarbayev has long pressed economic reforms, and Kazakhstan’s per capita gross domestic product last year was higher than that of Romania, a member of the European Union, and only slightly below Turkey’s. Nazarbayev deserves a place in history as the father of his country. To deserve it he must complete the political reforms, and have just governance, as William Courtney, former US ambassador to Kazakhstan and special assistant to the president for Russia, Ukraine and Eurasia was writing.

Relatively safe and efficient, Bucharest’s public transport system covers the entire city with buses, tramways, trolleys and metro (subway) services, operating from 5 a.m. to midnight. Tickets and magnetic cards can be bought at RATB kiosks, located on the main thoroughfares in the city, for ground transportation, and in every Metro station for the underground network. The legal speed limit is 50 km/hr in cities, 90 km/hr outside the city and 120 km/hr on highways. Driving above these limits will result in fines with the possibility of losing your license. Most international driving licenses are accepted in Romania, but check with the rental company to be sure. Some rental car companies also provide the service of hiring a car with a driver. A blood alcohol level of any kind is not tolerated, and talking on a cell phone while driving is also prohibited.

Concerts usually start around 6 pm except for Opera and Musical Comedy matinees which start around 11 am. The Music University of Bucharest presents mostly classic recitals which are usually free of charge. The Opera has an extensive repertoire and enjoys international renown. The Athenaeum hosts concerts featuring the Romanian National and Inter-national Philharmonic Orchestras. The Romanian Radio Society organizes concerts in its two halls starting at 7 pm; Generally, individual tickets for opera shows and classic music concerts range between 5 - 15 RON. In Bucharest, cinemas change program every Friday. Movies are shown in their original language with Romanian subtitles. The majority of cinemas show American movies, but one can also find European movies at the French Institute Cinema or the Cinemateca. Feel the Rhythm! There are an increasing amount of foreign people arriving in Bucharest to simply have fun and enjoy themselves. Many European travellers can testify that some of the greatest and cheapest nights can be had here. Lipscani, the historic centre of the town has witnessed a recent revival with many of the older clubs being refurbished or completely rebuilt. Many of these new venues would not seem out of place in Paris or London. Like the most International cities, Bucharest has a good selection of bars, clubs, cafes, theatres, casinos and many other places of entertainment. Other Bucharest districts are also quite animated, with lots of people on the street late into the night. If you want to have a perfect night, you can start with a romantic dinner in one of the restaurants around the old centre. “Caru` cu bere”, for instance, is one of the most representative restaurants of our capital, it is a true living legend and also one of the oldest beer houses in Bucharest. It was opened for the first time in 1879 and it is one of the few places in Bucharest where it seems that nothing has changed. After that, you can continue with a show or play at Rapsodia Theatre. Then… enjoy your night in a club or in a bar with your friends. There is a wide variety of bars and pubs scattered all over the city and it is not always easy to choose between Irish, English, Latino or the more exotic among the range of watering holes available. There are also traditional Romanian bars and restaurants. Cyber cafes are becoming ever more popular in Bucharest and these are generally open quite late. Copenhagen, Geneva or Bucharest An Expat's Point of View Although there are some important aspects that have not changed in the Romanian Capital in the last years (sidewalks are still not clean, there are no bicycle tracks, there isn't enough lighting on the streets, nor enough parking places), Bucharest occupies the 14th place among the top of European cities which are preferred by the citizens of other countries who live there, as Roxana Lupu tells in her article in “Evenimentul Zilei”, titled “The Capital, More and More Loved by Expats”. The city is more and more appreciated thanks to the quality of security, housing and health and this is the reason why expats want to work and even settle here, the same thing being true for another East-European city, Bratislava, the Capital of Slovakia, as shown in a study by ECA International, a Human Resource company. “There are better restaurants, more concerts by international stars, more shopping. Life has improved considerably”, says Tom Murray, who came to Romania 15 years ago and has become a successful businessmanin the textile industry. He also believes

that, even if prices have gone up a lot recently, life is still cheaper here than it is in Western Europe or in the United States, and Bucharest has the charm of a European Capital. Nevertheless, in Tom's opinion the cost of basic goods is a major problem. The things used by the middle class now carry the price of luxury goods, and the cost of utilities has increased dramatically. For the Romanians, as well as for the expats, the quality of life depends on the wages they earn. If the wage is one of thousands of Euros per month, they can say they live well, but if it is a middle income one, even an expat faces the tough realities of daily life, thinks Tom: “If you have money, you can do anything you want in Bucharest: you hire people to manage your daily business, you eat in the best restaurants, you travel overseas or to other Romanian cities on weekends.” Nevertheless, he thinks that Bucharest cannot be considered the most sophisticated European Capital yet. Another businessman, Christopher Troxler, who has lived in Romania for five years, fell in love with Bucharest as soon as he got here. “It was love at first sight”, he says. “I simply liked the atmosphere.” Copenhagen, the Capital of Denmark, holds the first place among the preferences of expats, shows the study mentioned above. In the top ten places are cities in Switzerland and Germany, such as Geneva, Basel and Bern, and respectively Dusseldorf, Bonn and Munich. The expats coming from Asia have their own top list: Sydney, Melbourne and Canberra, in Australia, as well as two regions, from Japan, Kobe and Yokohama. Hong Kong and Shanghai, in China, occupy places 15 and 78, respectively. In the Middle East, expats prefer Manama, the Capital of Bahrein, and Dubai and Muscat. Bagdad, the Iraqui Capital, holds the last place in the world, number 300, because of the precarious security level.


MASSAGE: Relaxation & Healing

Massage involves systematic stroking, rubbing and kneading of the soft tissues of the body in an effort to induce a state of total relaxation. Despite some misconceptions, massage has become more accepted as a means to relieve minor physical problems. Although massage has sometimes been discredited, by advocates of modern medicine, it has recently been growing in acceptance. Massage has been shown to help maintain stability and enhance performance in nearly all of the body's major systems. The muscular, skeletal, circulatory, nervous and respiratory systems can be positively affected by massage. The theory behind massage is the relief of muscle tension, and that relaxation of the body will allow for a faster healing process. Massage can increase and improve circulation to damaged tissue areas. People who play sports know that it is important to stretch and relax muscles for peak performance, and the same idea underlies the massage process. Perhaps the greatest benefit of massage, as any amateur can confirm, is the relaxing effect it can have on tense muscles. The smooth stroking motions and the kneading of muscles relieves tension, loosens joints and improves circulation, all of which are beneficial for good health. Of course it is recommended that people not replace necessary medical treatment with a massage. Sometimes medical conditions that could easily be cured by a simple medical treatment are identified as a simple tight muscle or something similar. Although massage does have positive medical benefits, in most cases it is not a replacement for modern medicine. The history of massage dates back almost as far as recorded history. For thousands of years some form of massage or the “laying on of hands� has been used to helpl the sick. For the ancient Greeks and Romans, massage was one of the principal methods of healing and relieving pain. The Parliament Palace: is the second largest administrative building in the world (after the Pentagon) in terms of all-out surface: 330,000 m2. It was built between 1984 and 1989 by a team of architects led by Anca Petrescu. and was destined for the members of the Communist Party; Besides offices, Ceausescu planned to make personal living places, so the Palace's surface would have been bigger. The Village Museum: nestled on the shore of the Herastrau Lake, the museum displays 85 peasant homes, barns, churches and mills relocated there from all over Romania. Tall-roofed Transylvanian houses with beautifully crafted shingles sit alongside rustic wooden churches to form a unique neighborhood. The overall impression is that Romanian peasants take great pride in their work and homes. Everyday accessories: tools, butter-churns, hay forks, beer kegs and clothes are displayed inside the house. This museum can take a whole day to explore and, in fine weather, families settle down for picnics in the scenic grounds. The National Museum of Art: is hosted by the former Royal Palace and is the most representative art gallery in Romania. The Royal Palace was the official residence of the Romanian kings. Its current facade was given the finishing touches in 1937 when Carol II was King of Romania. The National Art Museum Palace is located in downtown Bucharest (in the so-called Revolution Square). The Palace displays an extensive collection of European and Romanian fine art. The European Art Gallery offers an overview of teh most important artistic movements that marked art history from the early Rennaissance till the first decades of teh 20th century. The Romanian Modern Art Gallery illustrates the development of Romanian fine arts from the first decades of the 19th century till the second half of the 20th century. The Romanian Athenaeum: is a concert hall in the center of Bucharest and a landmark of the Romanian capital city. Opened in 1888, the ornate, domed, circular building is the city's main concert hall and home of the "George Enescu" Philarmonic and of the George Enescu annual international music festival. It has the aspect of a Greek temple with Ionic columns at the entrance. The wonderful interior with round frescoes depicts important events in Romania's history. Extensive reconstruction and restoration work has been conducted in 1992 by a Romanian construction company and restoration painter Silviu Petrescu, saving the building from collapse. Visiting hours: every day, unless concerts or rehearsals are held.

The Old Royal Court: during the early Middle Ages, Bucharest became a commercial center; important enough to enable the XIV century princes to build the Princely Court – nowadays known as "The Old Court" - which formed the development core of the medieval town. The first written mention of the name of "Bucharest" dates back to September 20, 1459: it appears on a document issued from the chancellery of the famous Prince Vlad Tepes (the Impaler). By the year 1599, a new Princely Court was built. Matei Basarab (1632-1654) renovated the Old Court. By 1640, because the prince's relations with the Turks worsened, Matei Basarab moved his Capital back to the town of Targoviste. Bucharest still remained a princely residence. In May 1654, Prince Constantin Serban Basarab (1654-1658), Matei Basarab's successor, left for Targoviste after a rebellion of his mercenary troops, and he ordered the Old Court to be set of fire. The Old Royal Court is an outdoor site that can be visited any time.

Dear Reader, The Holiday Season is behind us, along with the snows and ice of winter. As you read this, spring will be in full bloom, hopefully still without the summer heat. A great time of the year! A wonderful time to walk through some of Bucharest’s many parks, enjoy the greenery, flowers, and, mostly, unpolluted air. It’s an even better time to take a daytrip or a weekend into the Romanian countryside. It’s a good time to walk in the Carpathian mountains, and it may not be too early for a quick trip to the seaside, all of which can be arranged, on an all inclusive basis by our BUCHAREST TOURS division. Although Carrefour keeps on opening new stores, and the same their competitors, I am sure, I am not quite so optimistic. In the long run, surely the economy will recover, and of course companies already on the ground will reap the benefits. What I am not clear about is just what does “in the long run” mean. Some of my local friends told me in 2009 “by next year things will be better”. In 2010 they said the same thing, and now they are shooting for 2012. As for me, I hope we make it until the “next

year”, whenever it comes. But things are still very slow. The 24% VAT has hit the consumer and has now been followed by a dramatic increase in fuel costs, which means that we all will just buy what we need to live, and put of larger purchases or investments till “next year”. Regular readers of this column know how much I admire the ‘panache’ of the Romanian drivers. There is no left turn which you can make without 2 or 3 drivers on either side of you, even if you are all entering a single lane road. What puzzles me these days is the fact that with gasoline prices as high as they are, traffic jams in Bucharest have not diminished. And 90% of the cars have the driver as the single passenger. Is it that people having to choose between eating well and driving choose to drive, or are there so many more middleclass Romanians then we think? Maybe that is the one positive sign of a turn around. The traffic jams today are back to what they were before the economic crisis.
