OUSTON, Texas (KTRK) -- Emergency health declarations are expected to be announced Wednesday for the city of Houston and Harris County in light of the possible first non-travel related coronavirus case in the region. Houston Mayor Sylvester Turner and Harris County Judge Lina Hidalgo made the announcement as word got out of the abrupt closure of the Houston Livestock Show and Rodeo, a large-scale, 18-day event attended by millions of people each year. The top leaders in the fifth

largest metropolitan area in the United States came to the decision based on a presumptive positive coronavirus case out of nearby Montgomery County.

Turner said leaders were monitoring the various cases in the area over the last week, which were entirely travel-related. However, things changed, he added.

India suspends tourist visas over coronavirus

EW DELHI, India | AFP | Wednesday 3/11/2020 - India on Wednesday suspended all tourist visas until April 15 and said it would quarantine travellers arriving from seven virus-hit countries in an attempt to contain the spread of the new coronavirus, the government said in a statement.

The number of cases of the COVID-19 coronavirus in India has doubled to 60 in the past four days, increasing public fears and the government’s state of alert. Many of the cases have been blamed on Indians who have travelled or worked in badly hit countries in Europe and the Middle East. The decision was reached following a meeting of ministers led by Health Minister Harsh Vardhan, the statement read. The government also “strongly advised” Indians against non-essential foreign travel.

“On their return they can be subjected to quarantine for a minimum of 14 days,” the statement read. Visa-free travel granted to Overseas Citizenship of India (OCI) card holders -- some three million people, not nationals but from ethnic Indian families living abroad -- is “also kept in abeyance till April 15,” the statement read. As for land borders, traffic “will be restricted to designated check points with robust screening facilities.” Foreign nationals who plan to travel to India “for compelling reasons” can contact their nearest Indian mission, the statement said.

ASHINGTON — Treasury Secretary Steven Mnuchin on Wednesday said he would recommend to President Trump that the Internal Revenue Service delay tax payments without penalty or interest for “virtually all Americans other than the superrich.”

Mr. Mnuchin, testifying before House lawmakers, noted that all individuals are allowed to request tax payment extensions online but that this would be a special provision meant to help small and midsize businesses and “hardworking individuals” dealing with fallout from the coronavirus. The delay would not apply to large corporations or the wealthiest Americans, Mr. Mnuchin said, but he did not elaborate on what the income or asset threshold would be for qualifying. “That will have the impact of putting over $200 billion back into the economy and that will create a very big stimulus,” Mr. Mnuchin said, adding that the Treasury was already working to fund the initiative. The effort is aimed at helping cushion the economic hit from the coronavirus, which is closing schools, sending workers home and disrupting everyday life for many Americans. Treasury and White House officials had been discussing the idea of extending the tax deadline over the past week as the administration considers ways to relieve financial pressure on individuals and businesses. nly three things are certain — death, taxes and if there’s a major coronavirus epidemic in the United States, President Donald Trump will do whatever he can to prevent infected aliens from entering the country and to remove the ones who are already here.

Surprisingly, he may find it easier than some of his other immigration control attempts, assuming that COVID-19 deaths across the country begin to rise.

ASHINGTON | AFP | Wednesday 3/11/2020 - As nearly three-quarters of US firms suffer supply disruptions due to the coronavirus epidemic, President Donald Trump’s administration is “working full time” on a stimulus package to aid the economy.

Treasury Secretary Steven Mnuchin said Trump is “very much focused” on the package that could include a payroll tax cut, among other options. “That’s the president’s number one priority,” he said. The outbreak has prompted US airlines to cancel flights, the Federal Reserve to make its first emergency rate cut in 12 years and the stock exchange to experience its worst session since 2008. This spells trouble for the US economy but also threatens Trump’s re-election campaign, which is based heavily on his touting of booming stock prices and low unemployment. Trump promised to announce measures on Tuesday, including a cut in the taxes automatically taken out of Americans’ paychecks, but the day ended with no details, leaving the United States lagging governments of other major economies. The European Union, Italy and Britain already announced massive spending packages to provide economic support to offset the damage done by the epidemic, and even Germany, long Europe’s custodian of fiscal rectitude, says it is open to more spending.

Mnuchin, who was at the US Capitol for meetings with House Speaker Nancy Pelosi and Senate Majority Leader Mitch McConnell, acknowledged that “certain industries are going to be significantly impacted and the president is very committed to make sure we have the economic response appropriately for this economy.” “This is something we’re going to do quickly.” Shortly after he spoke, the Institute for Supply Management released a survey showing nearly 75 percent of US manufacturing and services firms report supply chain disruptions, and 80 percent believe they will experience some impact from the COVID-19 outbreak. Travel restrictions, especially from China, are a major factor, and one in six of the companies reporting problems have lowered their revenue targets, according to the survey conducted February 22 to March 5. “The story the data tells is that companies are faced with a lengthy recovery to normal operations in the wake of the virus outbreak,” ISM Chief Executive Thomas W. Derry said in a statement. “For a majority of US businesses, lead times have doubled, and that shortage is compounded by the shortage of air and ocean freight options to move product to the United States -- even if they can get orders filled.” Mnuchin said he will meet with cruise line executives later Wednesday.

Trump can identify and exclude aliens at ports of entry who have the coronavirus Setting economic consequences aside, keeping visitors with coronavirus out would be relatively easy. In the midst of a major coronavirus pandemic, Trump could require a medical examination of every alien who wants to enter the United States. The examination could be performed by authorized physicians in their home country before the alien travels to the United States. Medical exams usually are just required of aliens seeking admission as permanent residents. Nonimmigrant visitors normally do not have to have a medical exam. A medical exam, however, can be required of any alien if there is reason to think that he or she may be inadmissible on health-related grounds. Aliens who have a communicable disease of public health significance, such as COVID-19, are inadmissible under 8 USC §1182(a)(1)(A) (i). 8 USC §1182(g) provides a discretionary waiver for this exclusion ground, but it is limited to aliens who have a specified relationship with a United States citizen or a lawful permanent resident, or an alien who has been issued an immigrant visa and aliens who are VAWA self-petitioners. They noted that “the I.R.S. has authority to extend the time for filing any return for six months or less and the authority to waive certain penalties upon a showing of reasonable cause.” The lawmakers also asked that the I.R.S. consider “the need for relief” from certain filing and payment fees and penalties for people affected by the coronavirus. On Monday, as stock markets plunged, President Trump said the administration would consider economic stimulus options, including a payroll tax cut and other relief. During a White House briefing on the virus on

Delaying tax day would also ease logistical problems that the I.R.S. could face if more government workers were forced to work remotely. Will empathy for immigrants survive COVID-19? A study performed by three Yale-affiliated researchers using mathematical modeling on a range of demographic and immigration operations data indicates that there likely are more than 22.1 million undocumented aliens in the United States, many of whom will be infected by COVID-19 as it spreads throughout the country. They are already here, and their impact on the coronavirus issue won’t become evident until they get sick — more of which in a moment. Also, Trump cannot deal with the undocumented aliens who have already been apprehended and placed in removal proceedings. The immigration court has a backlog of 1,101,061 cases, and it only completed 276,523 cases in fiscal 2019. At that rate, it would take four years to clear the backlog even if no new cases were given to the court, which isn’t going to happen. Trump would have to resort to extreme measures to make a meaningful increase in the immigration court’s productivity, but this would be true even if there were no coronavirus epidemic. The epidemic just makes the need to resort to such measures more urgent. There is a possible — if questionable — action for these people. 8 U.S.C. §1361 puts the burden of proof on the alien in removal proceedings to show the time, place, and manner of his entry into the United States. If he cannot establish a lawful entry, he will be presumed to be in the United States in violation of law, which is a deportation ground under 8 USC §1227(a) (1)(B). If asylum relief were not available, group hearings could be held at which the aliens could be sworn in and then asked to raise their hands if they think they can establish a lawful entry or that some other form of relief is available to them. The ones who raise their hands could be questioned indi-

vidually to determine whether they should have a full hearing. The judge could then offer voluntary departure in lieu of deportation to the ones who would not be having a full hearing, give them a brief explanation of how that would benefit them, and then issue his orders. Would this be due process? Probably not, but to prevail on appeal with a due process violation claim, the aliens generally would have to establish prejudice, which means showing that the outcome could have been different if their right to due process had not been violated. Very few of them would be able to make such a showing. Can Trump eliminate asylum applications? Yes — to a great extent he can. The asylum provisions provide that aliens physically present in the United States may apply for asylum, but there are exceptions. Asylum also may be denied on the basis of disqualifying conduct, such as having been convicted of a particularly serious crime. Safe third country. Asylum is not available to an alien who can be sent pursuant to a bilateral or multilateral agreement to a country where he will not be persecuted and where he will have access to a full and fair procedure for determining an asylum claim or equivalent protection. Trump is already using this provision. Time limit. An alien has to file his asylum application within one year after the date of his arrival in the United States unless he can show a change in circumstances. Also, 8 USC §1158(b)(2)(C) permits the Attorney General to establish additional eligibility limitations and conditions. If America is in the midst of a major coronavirus epidemic, asylum applicants could be required to prove that they do not have the virus, such as by presenting a specified type of medical certificate.

When would an epidemic be bad enough to warrant Draconian measures? Here’s where the rubber really hits the road. I expect Congress to become receptive to extreme measures when Members of Congress start dying from COVID-19, which might not take long if the virus starts spreading through the Capitol. Many in Congress are more than 60 years old, which puts them at the highest risk of death from contracting COVID-19, according to the WHO-China Joint Mission on Coronavirus Disease 2019 (COVID-19). There are 119 Democrats and 83 Republicans who are over 60. I also expect the public to demand removal of infected aliens if they start occupying critical care facilities that are needed to sustain the lives of American citizens. Another tipping point would be if hospitals are bankrupted by the cost of caring for coronavirus patients who do not have medical insurance or the ability to pay for their medical care without it. Many people will blame uninsured undocumented aliens, regardless of whether they are actually responsible. In other words, I do not think concern for the welfare of undocumented immigrants is going to be as important as self-preservation if people all over the country start dying. On February 22, the Kathak Beats presented their Annual Dance Recital ‘Udaan 2020’, a sold-out event that had over 60 students who enthralled an audience of more than 300 guests at the Jewish Community Center.

The Udaan 2020 was a celebration of every students’ spirit to experience the magnificence of classical dancing and express it with pride and joy. It was also memorable and rewarding for students of Kathak Beats who successfully completed their performances and received a resounding applaud from the audience. It shared everyone’s story of breaking free of inhibitions to learn and enjoy a new art form inspite of all the constraints of time, school, home and work. It brought together the students from

ages 5 years to 50 plus years to present various facets and complexities of Kathak in its purest form. The parents and friends were awed by the skill and perfection of the dancers and they offered thunderous applause after every performance to recognize and motivate them. The show began with a Ganesh Vandana and continued to build crescendo depicting various aspects of Kathak like Hastak, Tatkaar, Tihai, Taal tritaal, Triveni which were well explained by Sonali Walawalkar , who was the emcee for the evening. Dr. Manjusha had choregraphed Udaan 2020 and it finally culminated with a scintillating performance by her of a Taal presentation, which received a standing ovation. “We cannot believe that an evening with pure Kathak performances (no Bollywood) can be so exciting. No, coronavirus isn’t the same as the flu

ARIS | AFP | Wednesday 3/11/2020 - Aches and pains, sore throat, fever -although they may feel similar to those suffering from their symptoms, the novel coronavirus is not the same as the seasonal flu, experts stressed Wednesday.

- Mortality COVID-19, the illness caused by coronavirus, proves deadly in around 3.5 percent of confirmed cases. While this is not the same as its mortality rate, given many people may be infected but not realise it, it is significantly higher than seasonal flu, which typically kills 0.1 percent of patients. “There is still considerable uncertainty around the fatality rates of COVID-19 and it likely varies depending on the quality of local healthcare,” said Francois Balloux, Professor of Computational Systems Biology at University College London. “That said, it is around two percent on average, which is about 20 times higher than for the seasonal flu lineages currently in circulation.” - Serious cases But the true danger of coronavirus is unlikely to be the death toll. Experts say health systems could easily become overwhelmed by the number of cases requiring hospitalisation -- and, often ventilation to support breathing.

An analysis of 45,000 confirmed cases in China, where the epidemic originated, show that the vast majority of deaths were among the elderly (14.8 percent mortality among over 80s). But another Chinese study showed that 41 percent of serious cases occurred among under 50s, compared with 27 percent among over 65s. “It’s true that if you’re older you’re at greater risk, but serious cases can also happen in relatively young people with no prior conditions,” said French deputy health minister Jerome Salomon. - Contagiousness Disease experts estimate that each COVID-19 sufferer infects between two to 3 others. That’s a reproduction rate up to twice as high as seasonal flu, which typically infects 1.3 new people for each patient. - Vaccine/treatment Salomon said that humans have lived with influenza for more than 100 years. “We’ve studied it closely,” he said. “This new virus resembles the flu in terms of physical symptoms but there are huge differences.” Number one is the lack of a vaccine against COVID-19, or even any treatment shown to be consistently effective. While some trials have shown promise delivering anti-retro-

viral drugs to serious cases, as well as some experimental therapies, their sample sizes are too small to roll out to the general population. Hundreds of researchers around the world are working frantically to find a COVID-19 vaccine, but the development process takes months and is likely too late for the current outbreak. Even if a vaccine magically appeared, getting everyone access it to it is no small order. Health authorities regularly complain that not enough people receive the flu vaccine to guarantee “herd immunity”. - Similarities But the new virus does share some characteristics with flu, notably the measures each one of us can personally take to slow the infection rate: Avoid shaking hands, frequently wash your hands with soap and water, avoid touching your face and wear a mask if you are sick. Such actions can limit new infections just as they can with the flu, gastro illnesses and other infectious diseases. France’s health ministry says that only two in 10 people regularly wash their hands after using the bathroom. “And only 42 percent of people cover their mouth with an elbow or tissue when they cough or sneeze,” it added, not encouragingly.

An app a day: China embraces tele-medicine to keep the doctor away by Dan Martin

HANGHAI, China | AFP | Monday 3/9/2020 -As the coronavirus crisis rages, a Chinese woman working in Paris takes to a computer to consult a doctor thousands of kilometres away in Shanghai about a worrisome cough and headache.

The physician says she probably has the common cold and prescribes rest, in a cyber-consultation that embodies the huge push the coronavirus epidemic has given tele-medicine. As millions of Chinese heed official calls to reduce person-to-person encounters, are fearful of entering hospitals, or simply can’t reach clinics due to virus-related transport restrictions, tele-medicine is booming. Online platforms for consulting doctors -- offered by tech leaders Tencent, Alibaba and a range of other providers -- have reported a surge in demand since the virus emerged in January. The popular health app of Ping An Insurance Group, one of the world’s biggest insurers, has been visited 11 billion times since the outbreak erupted, the company said. New users of the platform have multiplied ten-fold and it now counts at least 315 million customers who make 729,000 inquiries per day at clinics nationwide. Wedoctor, an app backed by Tencent, launched a special coronavirus platform on January 23. It said that by the end of February thousands of doctors had provided nearly 1.5 million consultations through the programme. Ali Health meanwhile, a healthcare app provided by Alibaba, said even as early as January 31 that the platform had more than 1,000 doctors participating and over 3,000 patients per hour seeking consultations. - ‘Long-term change’ Shanghai’s Xuhui Central Hospital allowed journalists to sit in on online doctor visits Monday. The facility began experimenting with tele-medicine in 2015 and last month received a government licence to operate what it calls a “cloud hospital”.

Internet consultations have grown from virtually nil on February 25 to 5,293 as of Sunday. “This will be a long-term change in medicine,” said Zhou Jian, a top official with the hospital. “This changes the model.” Users download an app, then join a queue of patients. After a brief consultation, doctors give medical advice which may include merely rest, consulting a specialist -- which also can be done online -- or prescription medication. To curb the coronavirus’s spread, China’s government has been promoting stay-athome options like tele-commuting and online education, and late last month began allowing the use of national medical insurance to cover prescriptions issued via the web. At the Shanghai hospital, medications are paid for online using one of China’s ubiquitous e-payment platforms, then delivered to patients free of charge, sometimes the same day, officials said. “It doesn’t matter where you are, as long as you have a mobile phone and a signal, you can have a face-to-face medical consultation with our doctors,” said Zhou. Most e-consultations at the hospital have nothing to do with coronavirus symptoms. Dozens of doctors across a range of disciplines, from pediatrics to cardiology to dermatology, are available, taking turns at a cluster of cubicles equipped with com-

puters and the necessary software. Hospital officials said the benefits are many, including easing the burden on hospital staff, streamlining processes and allowing the elderly or infirm to avoid an unnecessary trek outside. But many elderly Chinese unaccustomed to using apps often have trouble, said cardiologist Wang Dewen, 75, after completing a series of online chats with patients. “Older people are not as proficient with operating a mobile phone. That’s probably the biggest difficulty,” he said. However, if tele-medicine is to grab a foothold anywhere, China is a good bet. From messaging to buying groceries and meals, paying bills, making investments and seeking out romantic partners, the country has embraced the use of mobile technologies like no other nation. Pulling out cash can bring a snigger in a place where many purchases are done via oneclick mobile apps linked to a bank account. And traditional money has lost even more currency of late as people seek to avoid contact with anything that could carry COVID-19. CMS releases the proposed 2021 Medicare Part D standard drug plan coverage parameters

ased on 2021 Advance Notice, here are a few proposed changes to the standard Medicare Part D prescription drug coverage: • The standard 2021 Initial Deductible is proposed to increase about 2.3%.

Medicare beneficiaries enter the Donut Hole or Coverage Gap when the total negotiated retail value of their prescription drug purchases exceeds their plan’s Initial Coverage Limit. As reference, the 2019 ICL was $3,820.

This means: The Initial Deductible is the amount that you pay yourself before your Medicare Part D plan begins to share in the cost of coverage. If you enroll in a Medicare Part D prescription drug plan with a standard Initial Deductible, you will spend slightly more out-of-pocket in 2021 before your plan coverage begins. As a note, the majority of 2020 Medicare Part D plans have an initial deductible. But, as we see in 2020, many popular Medicare Part D plans exclude lower-costing Tier 1 and Tier 2 drugs from the deductible, providing plan Members with immediate coverage for some lower-costing medications. Reminder: The Initial Deductible will not affect when you enter the Donut Hole or Coverage Gap, but will impact when you leave the Donut Hole and enter the Catastrophic Coverage portion of your Medicare Part D plan coverage. In other words, what

• The Initial Coverage Limit is proposed to increase 2.7%.

This means: If CMS approves theses proposed standard Medicare Part D parameters, you will be able to buy slightly more medications before reaching the 2021 Donut Hole or Coverage Gap (assuming that the retail price of your medications does not increase over time). • Will you enter the 2021 Donut Hole? While research on how weather affects a person’s pain levels is inconclusive, many people swear that the pain in their joints or ache “in their bones” can predict rainy or chilly weather ahead. The general theory is that this is caused by changes in temperature and barometric pressure.

“Sometimes joint pain can occur in flares that your body can predict: a change of weather in a usually dry climate, a change of temperature or staying in contact with water for too long,” says Dr. Ken Redcross, author of “Bond: The 4 Cornerstones of a Lasting and Caring Relationship with Your Doctor” and founder of Redcross Concierge. “Particularly as we age, pain tends to sneak in, so managing it is a useful skill to acquire. ASHINGTON | AFP | 3/9/2020 US health authorities Monday urged Americans most at risk of developing a serious illness from the new coronavirus -- the elderly and those with underlying conditions -- to stock up on food and medicine and prepare to remain at home. “Make sure you have supplies on hand like routine medications for blood pressure and diabetes, and over the counter medicines and medical supplies to treat fever and other symptoms,” said Nancy Messonnier, a senior official with the Centers for Disease Control and Prevention (CDC). “Have enough household items and groceries so that you will be prepared to stay home for a period of time,” she added. Messonnier said that based on a study of 70,000 Chinese patients, about 15 to 20 percent developed a serious illness -- most of whom were older adults. “Starting at age 60, there is an increasing risk of disease, and the risk increases with age,” she said. “The highest risk of serious illness and death is in people older than 80 years.” Underlying conditions like diabetes, heart disease and lung disease compounded this risk even further, she added.

People in these high risk categories should avoid close contact with people who are sick, clean their hands often, avoid touching surfaces in public places, and avoid crowds in poorly ventilated spaces. Over the weekend, the federal government issued fresh recommendations that travelers -- particularly those with health conditions -- defer all cruise ship travel worldwide. They also recommended that at-risk groups avoid all non-essential travel and long plane trips. Messonnier advised younger and healthier people to prepare plans to look after elderly relatives. “We recommend you familiarize yourself with your loved one’s medication and

help them get extra to have on hand,” she said. “Help them also get food, medical supplies and other necessities, so they can minimize trips to the store, and create a plan for if they do get sick, and if you get sick. “You may need to identify a backup who can take care of them if you can’t.” She added that the recommendations “may not be popular” but she was personally making plans for her own parents, both of whom are over 80 and not in an area that has been affected by sustained transmission of the pathogen. There have been more than 550 cases across the country and 22 deaths, according to a tracker maintained by Johns Hopkins University.

Supremely Divine Mahasivarathri at MTS

EARLAND - It was a supremely divine Maha Sivarathiri Day celebration at Sri Meenakshi Temple on Friday, Februaru 21st. The whole ambience turned into a Deva Loka (heaven) with the non-stop chanting of Om Nama Shivaya. More than a thousand ardent devotees worshipped at the temple on this most auspicious day, with well over a hundred staying up all through the cool and clear night.

Devotees started streaming in soon after the doors opened in the morning and swelled to a large gathering when the puja started at twilight. The decorations were stunningly beautiful, especially the heavenly display “Kailas Darshan of

Lord Sundareswara and Goddess Meenakshi on the Rishaba Vahanam” that was conceptualized and created by Priest Manicka Bhattar with the help of the very talented temple artisans. The puja started with the traditional Ganesh puja, followed by Punyahavachanam (purification), invocation of the 108 conches, then by a Homam (offering to Agni) to the chant of the most divine vedic mantra Sri Rudram, followed by the offering of Purnahuti. Next was Abhishekam, when Lord Sundareswara in the form of the sacred Siva Linga was bathed in milk, honey, fruit juices, yogurt, vibhuthi, sandal, rose water, coconut water and many other ingredients, and finally with the sanctified water from the 108 conches. The Lord then was spectacularly adorned

with Alankaram and when the sanctum doors opened, there was a spontaneous and collective cry by the devotees - “Om Nama Shivaya”. A special Archana was performed with gold Bilva leaves when everybody followed and repeated after the priests, the sacred mantras. The evening puja concluded with the Maha Arathi. This was followed by the most awaited Athma Linga puja, where hundreds of devotees lined up, waited for their turn patiently, to perform their own milk abhishekam. This abhishekam performed to the Siva Linga invoked in one’s own heart and and soul is cherished as a moment when the devotee is closest to God. A wonderful cultural program was coordinated by Secretary Parthasarathy where many talented dancers performed. More ardent devotees stayed up all night constantly chanting the Sivanama for Chatur Kala Pujas (Abhishekam & puja with vedic chantings and bhajans) at mid night, 1:30AM, 3:00AM and 4:30AM. Priests Balaji Sethuraman and Kalyanasundaram performed the abhishekams and pujas with utmost sincerity and dedication, and this definitely filled the entire temple with bhakti and spirituality. it was a very blissful Sivarathri at MTS. The temple provided light refreshments coordinated by Susheela Denduluri with a team of volunteers, which was supplemented by prasadams from devotees. People from far and wide make it a point to worship at the temple because this temple is

very unique and most authentic, following all the traditions from India. Chairman Dhani Kannan thanked priests, silpis, staff, board and advisory council. M.K. Sriram, Dr. Alagappan and Dr. Chitra Kumar were the coordinators of this event along with RAC chair Vinod Kaila. Above

all, the temple runs on the great spirit of volunteerism. This was exemplified by all the volunteers who worked very hard to make garlands, make and serve food and helped with the puja. The fulfillment that fills the hearts of the devotees is the ultimate blessing of Lord Shiva.

Shiva means auspiciousness and praying to HIM reminds us of our true nature, Atman. Sivaratri is a reminder to get out of the shackles of our body, mind, and intellect. On Feb. 21, 2020 the grand celebrations were held at the iconic linga-shaped Sri Saumyakasi Sivalaya with great devotion and spirituality in a backdrop of selfless seva from countless CMH volunteers. Sivalaya’s resident priest, Sri Ganesh Sathyanarayanaji, began the sacred week of prayer, leading hundreds of CMH families with his Vedic chanting during the Maha Mrtyunjaya Homa on February 15th, 2020. Families had a great opportunity to chant “Om Tryambakam”

108 times with their kids and continue the tradition of praying for the well-being of the entire world. The devotees stood in long lines to have an opportunity to do Ksirabhiseka to the Utsava Murti of Maheswara in the basement of the Sivalaya which had been transformed into a mini Kailas by the tireless army of CMH volunteers. Vedic chants echoed through the day in the form of Mahanyasa purvaka Rudrabhiseka in the morning and Laghunyasa purvaka Ekadasa Rudrabhiseka in the evening. The spiritual vibrations of Rudram, Namakam and Chamakam transported everyone to a timeless realm; devotees also had an intimate devotional experience with the Rudrabhiseka Seva conducted multiple times in Chinmaya Smriti Hall. The most holy evening culminated in quiet meditation upon Isvara, the Lord of the Universe. The silence inside the Sivalaya dwarfed the quiet outside. It was divine to gaze at the serene face of the Lord of Saumyakasi glowing in the gently dancing light from the many lamps lit

on the altar. In the quiet hour of meditation before the midnight of Sivaratri, all thoughts were stilled. Then, the midnight arati filled the hearts of all devotees with great joy. As the devotees left the temple with the lingering wondrous experience, the prasada shared by CMH’s kitchen team tasted heavenly. Pujya Gurudev Swami Chinmayananda highlighted the wisdom of “giving more than what we take.” The spirit of the CMH pledge is most alive at CMH on Sivaratri. The great aura of the event is possible only due to the countless volunteers which include the next generation, the several young Balavihar students who were cheerfully shouldering many tasks this year. The lofty example set by Acharyas Gaurang and Darshana Nanavaty over the decades continues to influence such spirited teamwork. The great event of Mahasivaratri also reminded the devotees of Greater Houston about the Jirnodhar (temple renovation) project and the upcoming Maha Kumbhabhiseka celebration of Sri Saumyakasi Sivalaya in Aug 2020. Sugar Land receives clean audit highlighting city’s fiscal strength

UGAR LAND – A recent external audit of Sugar Land’s financial statements for fiscal year 2019 (Oct.1, 2018, through Sept. 30, 2019) highlighted the city’s strong financial performance and efforts to ensure a healthy economy. Sugar Land received the highest level of assurance that can be given on a set of financial statements. The audit was performed by Whitley Penn, LLP, the city’s independent external audit firm and presented to City Council on Feb. 18. “We are proud of the fact that Sugar Land received an unmodified or ‘clean’ opinion with no management comments once again this year,” said City Manager Michael W. Goodrum. “The completion of the audit without any manage-

ment comments is a reflection of strong internal controls and processes. This is an important part of our objective to provide the quality services our citizens expect at one of the lowest tax rates in the state. I am proud of all of our staff members who contributed to this accomplishment.” According to the statements contained in the Comprehensive Annual Financial Report (CAFR), the city of Sugar Land’s financial position is healthy. Operating funds ended the fiscal year in a positive position compared to budget. For governmental activities, the ending net position is stable from the prior year, and the unassigned General Fund balance is strong and above policy requirements. The city has implemented all

reporting requirements mandated by the Governmental Accounting Standards Board. Receiving a clean audit signifies that the City has demonstrated management control of the city’s finances with no material misstatements or deficiencies in the city’s financial position. This was achieved through policies, accounting practices and procedures and having a solid understanding of the city’s financial transactions. The external audit is required by the city’s charter and state law. It is an important tool to ensure transparency and maintain the public’s trust that city resources are being used effectively and efficiently. India court orders ‘name and shame’ posters of protesters removed

UCKNOW, India | AFP | Monday 3/9/2020 - An Indian court on Monday ordered the removal of scores of “name and shame” billboards after an outcry over their photos showing people accused of vandalism in deadly protests.

The huge images have been erected over recent days by authorities in Uttar Pradesh, a state run by Yogi Adityanath, who is a controversial hardline Hindu monk from the ruling party of Prime Minister Narendra Modi. Uttar Pradesh was the epicentre of protests and violence in December following the passage of a new citizenship law, with at least 22 demonstrators shot dead in clashes with police. The legislation fast-tracks citizenship for non-Muslim minorities from neighbouring countries and has stoked claims that Modi wants to remould India as a Hindu nation and marginalise its 200 million

Muslims. Modi denies the claims, but protests against the law were also the spark last month for the worst religious riots in decades in New Delhi when more than 50 people were killed in clashes between Muslims and Hindus. The billboards in state capital Lucknow were aimed at pressuring those accused of vandalising property to pay for the damage in what authorities called a “name and shame” campaign. Of the 53 people whose faces were put on display -- along with their names and addresses -- none has been convicted by a court. Ordering their removal by March 16, the court in Allahabad slammed the billboards as “highly unjust” and “an absolute encroachment on the personal liberty of individuals”. - ‘Branded a criminal’ -

Sadaf Jafar, an activist whose name and photo figures on the giant hoardings, welcomed the ruling but said she was still worried she could come to physical harm. “I have been left vulnerable... I am concerned about the safety of self and my children,” she said. Another activist Deepak Kabir told AFP: “Justice has been served. But I have been branded as a criminal. My family is scared.” Rights group Amnesty International India welcomed the ruling, saying the government had violated the right to privacy guaranteed under Indian and international laws. “We urge the central and state governments to drop all charges and notices against such protesters, and instead ensure that the leaders and officials who have incited violence and hatred between communities are held accountable,” Amnesty tweeted.

In a society where women have been shot, stabbed, stoned, set alight and strangled for damaging a family’s “honour”, marchers have been accused of promoting Western, liberal values and disrespecting religious and cultural sensitivities. “The women in Pakistan are considered property by their male counterparts,” said Tahira Maryum, 55. “There is nothing vulgar in asking for your rights.” At the Islamist counter-protest, dozens of women in burqas held their own placards including one saying “Anti-Feminist”, while shouting, “Our bodies, Allah’s choice”. AFP saw several men throwing sticks and stones at the women’s march. During a march in the capital, Islamist counter-protesters hurled sticks and stones at the women’s rights demonstrators, causing some injuries and forcing a crowd of people to seek cover before the police intervened. Tension had risen in Islamabad when about 1,000 women and men gathered to call for greater reproductive and other rights. They carried signs including “Be a Man Support Women”, and “Let’s Work For a Day Where Women Walking in the Streets Feel Safe”. The march ended at a park alongside a separate “anti-feminist” Islamist rally, where

women’s faces were veiled and one large sign read: “We Claim That Only Islam Gives Rights to Women”. The duelling protests were separated by a line of police and a flimsy barrier. Amnesty South Asia called on Pakistani authorities to hold accountable those who attacked the women’s rights marchers. “The horrific attack on the #AuratMarch, which includes stones being hurled at peaceful protesters, represents the very violence women are protesting against today”, Amnesty tweeted. Pakistan’s Human Rights Minister Shireen Mazari, also in a tweet, said “local Administration is taking actions against those who attacked the peaceful protesters with stones, sticks etc violating the law”. FBISD Launches See Something, Share Something Mobile App, Hosts Public Safety Day

ORT BEND - Fort Bend ISD’s first-ever See Something, Share Something Mobile App Launch and Public Safety Day was held on March 4 at the James Reese Career and Technical Center. The District’s mobile app allows students, staff and the community the ability to submit crime tips, incidents and suspicious activity anonymously, 24 hours a day, 7 days a week from a mobile device to Fort Bend ISD Police Department. Approximately 400 Criminal Justice and Forensics students came together for the interactive learning experience.

With the safety and security of students and staff always being at the forefront of the District’s priorities, the mobile app project stems from recommendations of the Safety Advisory Committee and is a part of the District’s Safety and Security Master Plan. The app provides an additional method for reporting pertinent crime tips to police to deter criminal acts from occurring and potentially harmful incidents across the District. “Students are connecting and communicating with each other using mobile apps,” said FBISD Police Chief David Rider. “This new communication tool provides students with a way to engage with law enforcement on a level that they are comfortable with and they can be confident that they will not be looked down upon for speaking up.” During the event, the goal was to allow students the opportunity to explore the new mobile app and to provide a chance for them to ask questions or give feedback. The event aimed to create a sense of excitement surrounding the innovative use of mobile technology and to demonstrate how FBISD prioritizes student, and staff safety. Each session will began by presenting students with a live demo of the See Something, Share Something app and a viewing of a student-produced public service announcement geared toward urging their peers to report incidents using

Organisers of the Indian cinema’s biggest awards ceremony said they had to postpone the three-day event in Indore starting March 27 because of the “sensitivity” of the mounting health crisis. Bollywood’s biggest names including Shah Rukh Khan, Salman Khan and Katrina Kaif were due to attend the gala where “Gully

Boy”, an international hit about a Mumbai rapper, was favourite for the top awards. Organisers said in a statement the decision to call off the show was taken “with due regard to growing concerns” around the spread of COVID-19, while keeping the health and safety of fans and the general community. “A fresh date and plans for hosting IIFA in Madhya Pradesh will be announced at the earliest,” it added. With nearly 1,800 titles released in 2018, India is the world’s biggest film industry in

terms of movies made and is now a major exporter. After using venues in several countries and other Indian cities, the 2019 IIFA returned to the Bollywood capital in Mumbai. But the government has warned against holding mass gatherings because of the virus, which has infected 30 people in India so far. Many conferences, celebrations for next week’s Holi religious festival and public events have been cancelled in recent days. More than 3,300 people have died worldwide from the virus.

As more Indians shift to viewing movies and shows online, industry revenues from streaming in the country are set to jump from $500 million in 2018 to as much as $5 billion in 2023, according to Boston Consulting Group. With many Western markets saturated and Asia’s top economy China effectively closed off to foreign streamers, a nation of 1.3 billion where phone ownership is forecast to rocket makes for a tantalising prize. “India is super important, for both Netflix and Amazon,” Tony Gunnarsson, a streaming analyst from consultancy Ovum, told AFP at the recent Asia TV Forum in Singapore. “Netflix... need to continue to generate new subscribers, and there is no better place than India.” But the US giants face tough competition in the vast, ethnically and religiously diverse country where the streaming scene is rapidly evolving. There are dozens of subscription streaming services in India, according to Ovum, and some domestic outfits have more experience in producing content tailored for local audiences and in the country’s myriad languages. To compete in a crowded market, the US titans are offering their services for less than in the West -- Netflix introduced a package for India priced at only 199 rupees ($2.80) a month, which allows consumers to watch only on a phone or tablet, and Amazon Prime is 999 rupees ($14) for a year. And the scene is about to get even more competitive with the launch of the Disney+ streaming service in India next month via Hotstar. - Entertainment shake-up The streaming boom has also shaken up India’s massive entertainment industry, generating new business opportunities. Reliance Entertainment -- which produced “Sacred Games” for Netflix -- has 40 to 45 series in development for streaming platforms, including Hotstar, Amazon, and Hong Kong-based Viu, said Group CEO Shibasish Sarkar. ARIS, France | AFP | 3/9/2020 - Swedish-born actor Max von Sydow, whose seven-decade career saw him go from starring in iconic arthouse movies by Ingmar Bergman to appearing in English-language hits including “The Exorcist” and “Game of Thrones”, has died in France aged 90, his family said. “It is with a broken heart and with infinite sadness that we have the extreme pain of announcing the departure of Max von Sydow” on Sunday, said a statement sent to AFP. Von Sydow took French citizenship in 2002 and renounced his Swedish nationality, but remains fondly remembered in his homeland.

With chiselled features and piercing blue eyes, von Sydow became a recognisable face during a career that mixed genres and languages and saw him play vulnerable heroes and evil villains. “He was one of the world’s greatest actors,” said the former president of the Cannes film festival Gilles Jacob. “He could play troubling roles but Max had a delicacy and a humanity that were so moving.” In 1973, he became part of horror movie history in “The Exorcist” where he portrayed a priest trying to rid a possessed young girl of her literal demons, shouting the iconic line: “The power of Christ compels you.” More recently, von Sydow appeared in blockbusters such as “Star Wars: The Force Awakens” and the hit television HBO series “Game of Thrones” making him

a familiar face to millions in the later part of his life. - Chess with death His career began more humbly in the early 1950s on the theatre stages of Stockholm and then Malmo, where he met the man who would help forge his career -- Swedish director Ingmar Bergman. It is von Sydow’s collaboration with Bergman in art-house films often laden with existential angst -- now seen as all-time classics -- that are likely to be his best-remembered roles. In one of the most memorable scenes in the history of cinema, von Sydow played the knight who has a chess game with death on a lonely beach in “The Seventh Seal” from 1957. He appeared in numerous other Bergman movies, notably “The Virgin Spring” and “Through a Glass Darkly” as well as the English-language “The Touch” in which he starred alongside

American actor Elliott Gould. He also worked with fellow Scandinavian acting great Liv Ullmann on Jan Troell’s 1971 masterpiece “The Emigrants” about a group of impoverished Swedes moving to the United States. It received several Oscar nominations. Von Sydow was twice nominated for Academy Awards, first in 1989 for his role in “Pelle the Conqueror” and then in 2012 for “Extremely Loud and Incredibly Close,” about an 11-year-old boy whose father dies in the September 11, 2001 attacks. One of his final roles was as a stern Russian admiral in Thomas Vinterberg’s 2018 English-language film about the 2000 Kursk Russian submarine disaster. Von Sydow had two sons with his first wife Christina Olin. He married his second wife, French documentary filmmaker Catherine Brelet, in 1997, and the couple lived together in France.

ith the increase with online shopping, there has been an increase in delivery trucks on the road. That is, with a click of a button, we can order almost anything online. With this increase in deliveries, delivery drivers have a high demand and pressure to make all these delivers timely. As a result, this causes many trucking accidents due to drivers speeding, being distracted, fatigued, poor maintenance of vehicles, and recklessness of drivers. These accidents are often complicated and there may be many parties liable. It is important to seek the advice of competent counsel to ensure you get fair compensation. First, your attorney will determine who is liable for all damages. This depends on which company and the delivery driver. For accidents where the delivery driver is also an employee of the company, such as, FedEx and UPS delivery trucks, an injured party may receive fair compensation for all damages from both the delivery company and negligent driver. Further, all trucking companies and truckers must follow the regulations and policies controlled by the Federal Motor Carrier Safety Administration (FMCSA). The virus that is shutting down legal — No, not that one Best practices can safe you a lot of trouble. by Robert Ambrogi

T

here is a virus spreading through the legal community, causing law firms and law-related companies to shut down. While careful hygiene could help prevent its spread, the virus I’m talking about is not the one that is dominating the headlines.

Rather, what I’m talking about is ransomware. On Feb. 29, a ransomware attack took down the international e-discovery and managed services company Epiq Global, leaving customers unable to access their data or work on e-discovery review projects they had underway. As of Saturday, the company said it was still working to bring its systems online. The incident affected a range of law-related businesses within Epiq, including its e-discovery and document review, class action and mass tort, and restructuring and

bankruptcy businesses. Meanwhile, a spate of ransomware attacks have hit law firms, shutting down their operations and posting portions of stolen client data online to get them to pay the ransom. In one 24-hour period last month, three law firms were hit. An attack against a nationwide disability firm resulted in veterans’ records posted online. As of this morning, I checked several ransomware sites and found multiple instances that purport to have locked law firm data and posted some of it online. These are not so-called “dark web” sites — they are available on the open internet. Ransomware is not the kind of virus typically associated with the malware that attacks computers. Viruses infect a particular program and then have the ability to propagate within a computer system, causing ef-

fects of varying severity. By contrast, ransomware uses a technique called cryptoviral extortion, which means it encrypts all the files on a computer or system and then demands payment of a ransom to decrypt them and allow you to recover your files. One of the most common ways ransomware can get access to a computer is through email phishing – an attachment to an email that appears to be a file the recipient should trust, but that in fact contains malware. A recent Experian study of companies across industries found that 36% reported having had a ransomware attack last year, with only 20% confident of their ability to deal with such an attack. But Brett Callow, a threat analyst with Emsisoft, a cybersecurity company that is also an

ANSWERS TO QUESTIONS ABOUT H-1B SPECIALTY OCCUPATION VISA – PART II Sharlene Sharmila Richards

Q: What is the H-1B Cap registration? A: For this Fiscal Year 2021 H-1B cap season, USCIS has implemented a new electronic pre-registration requirement as a pre-requisite for the lottery process and filing of an H-1B petition. Petitioners seeking to file an H-1B cap subject petition must pay a $10 fee per electronic registration submitted to USCIS for the H-1B cap selection process. The registration process will be opened from March 1st, 2020 through March 20th, 2020. Those who registered will then be entered into the lottery. Once the lottery has been conducted, and the registration is selected, USCIS will notify the employer to file the full H-1B petition within a 60-days filing period. The employer then files the Labor Condition Application and includes the certified LCA with the H-1B package to be filed with USCIS. Q: What happens if my pre-registration was not selected by the random selection process? A: Under this new $10.00 registration process, if your registration was not selected under the lottery, there is nothing further you can do, if you are subject to the cap. Your employer has the option re-file the H-1B petition for you for the next fiscal year. Q: Under the new registration system for the H-1B lottery, how many registrations can be submitted for each Beneficiary? A: The employer can only submit one registration for each Beneficiary. If the employer has several Beneficiaries, then they must submit a separate registration for each Beneficiary. The employer cannot submit duplicate registrations for a Beneficiary in order to gain an advantage in the lottery system. If the employer submits duplicate or multiple registrations for the same employee, then all the registrations for that same employee will be rejected. Note: Multiple or different employers may however submit their own registration for the same

Beneficiary. Q: During the registration process, does the employer need to provide details of the proposed H-1B position? A: Information about the proposed H-1B position is not required for the registration process. However, it is important to make sure in advance that the Beneficiary of the proposed H-1B petition does have the required qualifications for the position when the petition is filed, assuming that the registration was selected under the lottery. Q: How will the lottery be conducted by USCIS? A: Under this new system, USCIS will first conduct the lottery for the 65,000 visa numbers and this will include all registrations which include the both Bachelor’s and Master’s degrees or higher. Then USCIS will conduct a second lottery for the 20,000 visa numbers for the Masters degrees. This is to increase the chances of those who hold master’s of higher degrees from US institutions of higher learning to be selected under the lottery. Q: Do I meet the educational requirements for an H-1B visa if I have a two-year Associates Degree and about 10 years of work experience in the field? A: Typically, an H-1B Beneficiary must hold at least a Bachelor’s Degree. In most cases, this typically means a 4 year degree. However, if you have a 2-year Associate’s Degree, you may use your work experience to obtain an equivalency to a Bachelor’s Degree. Generally, three years of work experience equates to one year of university education. If you already have 10 years work experience in the field, then you should be able to obtain an equivalency of a Bachelor’s Degree for H-1B purposes. Q: I am presently on OPT (Optional Practical Training) with an employer. My OPT will expire this summer. My employer is unaware about the H-1B visa option for me. What should I do? A: Please immediately approach your employer to initiate a discussion with them

about the possibility of filing an H-1B visa petition for you. The employer, if unfamiliar with such a visa and the procedures involved in the filing may then take action to seek appropriate advice or make inquiries to learn about the options under this visa category. In view of the fact that the H-1B registration period for the lottery is now ongoing and will end on 03/20/2020, you should initiate these discussions with your employer as soon as possible. Q: Is it true the currently USCIS will deny H-1B petition filed for specialty occupations using the Level 1 Prevailing Wage? A: USCIS has been treating H-1B petition with position offering Level 1 Prevailing Wage quite harshly. As such, for all H-1B petitions, it is not recommended that the Level 1 Prevailing Wage be used. If your employer is not able to offer a higher prevailing wage, it may make sense to file the petition as a Part-Time position instead but with the higher prevailing wage.

mune from attack, but there are best practices that people can employ to improve one’s chances of good health.” With regard to shopping for vendors of legal products and services, law firms should look carefully at their security policies, Carns says. Too often, companies cite their data center’s security ratings as evidence of their own — but security policies must apply also at the company level and even down to the file level. As the Epiq incident demonstrates, it takes just one successful phishing attack to take down an entire network.

Sesame’s Count wants to get young children counted in census Researchers say no other age group was undercounted as much during the last once-a-decade census than children under 5 by Mike Schneider

RLANDO, Fla. -- No age group was undercounted as much during the last once-a-decade census as children under 5, researchers say. Sesame Street is hoping to use Count von Count to change that.

The Muppet best known as the Count is joining Elmo, Rosita and her mom, Rosa, in public service announcements filmed on the set of the long-running educational television show. The spots encourage parents of young children to make sure they and their children are counted in the 2020 census. The public service announcements in English and Spanish started airing Monday. The head count starts for most people this Thursday. In the ad, the Count plays a census taker. Casting for the spots was purposeful, Sesame Workshop officials said. “Rosita is a bilingual Muppet. Elmo is popular and connected to young children and families, and the Count is so logical when it comes to being counted,” said Jeanette Betancourt, Sesame Workshop’s senior vice president of U.S. Social Impact. The Sesame Street characters join a growing group of celebrities using their influence to encourage people to be counted. Morgan Freeman made a public service announcement for census outreach efforts in Mississippi. “Hamilton” creator Lin-Manuel Miranda and U.S. Rep. Alexandria Ocasio-Cortez cut one for New York City. Sesame Workshop also is offering fliers and information about the census that can be downloaded and distributed from its website. The television show has promoted the census every decade since 1980, when the character Maria became a census-taker in the Sesame Street neighborhood. Demographers estimate that

4.6% percent of children under 5, or 1 million children, weren’t counted in the 2010 census. The under-counting was worst in minority communities, with under-counting for Hispanic children estimated at 7.5% and for black children at 6.3%, according to researchers. The consequences of overlooking young children in a community can be harmful since the decennial census helps determine the distribution of $1.5 trillion in federal spending, including money for schools, Head Start and family nutrition programs. “We are hoping to really make a dent in that this time. I think that’s really, really good because certainly the children are the future,” said Stephen Buck-

ner, a senior executive at the U.S. Census Bureau. “Someone entering the first grade is going to be an eleventh grader at the next census. There’s a lot that can change in that person’s life from grade one to grade 10.” Researchers who have examined the undercount say young children are more likely to be living in multi-generational households, living in foster care, in more than one household because of parental custody arrangements, or living in multiunit buildings like apartments that are difficult to access. “Our youngest Americans need and deserve the resources that are vital to get an accurate count,” U.S. Rep. Katherine Clark of Massachusetts said last week.

Young people are key to defusing unrest and restoring public trust: World Economic Forum by Aleksander Dardeli

A

striking number of protest movements have erupted in recent months across the globe, often exploding into mass demonstrations or lethal clashes with government police and militias.

Some have been triggered by seemingly minor grievances – to name only a few, the rollback of government gasoline subsidies for consumers in Iran, a steep hike in public transportation fares in Chile, Lebanon’s tax on internet services such as WhatsApp, rising prices of onions in India, an extradition law in Hong Kong, and rising fuel prices in Haiti. Others, like the Tishreen revolution in Iraq, started in response to persistent unemployment and government corruption. These protests point to a widening chasm between youth and public institutions. Driving these people in their teens and twenties is a disgust for graft, and social and public institutions dominated by older, deeply entrenched elites who hold out little hope of addressing the increasingly common struggle young people face in finding job opportunities and long-term personal prosperity. As Ali H. Soufan, a leading security intelligence consultant recently told The New York Times: “It’s young people who have had enough. This new generation are not buying into what they see as the corrupt order of the political and economic elite in their own countries. They want a change.” Sadly, for most governments, violent suppression of brewing or existing unrest seems to be the response of choice. Aside from their obvious immorality, violent crackdowns on protests will ultimately fail to cure the root causes of youth disenchantment, and will almost certainly make them worse. These governments would do far better to address the dismally low level of faith young people have in the public institutions that too often fail to serve them. That means, first, public institutions must deliver something of concrete value and relevance to young people they are supposed to serve. Young people must find a direct benefit from providers of human services, law enforcement and courts, environmental protection agen-

cies, public corporations, or government regulators. These organizations must also stem the seemingly endemic corruption that dilutes their legitimacy and fuels citizens’ distrust in public institutions. Second, they must deliver on the goal of inclusion, not only of people from marginalized communities but also of youth. That requires asking and answering: Are our youngest consumers receiving the services they need and deserve to thrive? And are public institutions open to their input and participation, or are they bastions of well-connected insiders who care mostly about perpetuating their hold on power? In many places, the leaders making the big decisions for the rest of us are disproportionately old and do not have the mental or physical energy to cope with the velocity of change in our time. In some countries, they often operate with the tacit assumption that these are jobs for life. In the US, it is not only the most senior leaders who are old, the entire federal workforce is ageing. The federal government can’t attract enough young blood. Young people perceive public institutions as oblivious to the challenges of youth unemployment and unable to control the staggering rise in the cost of living in many cities. So, it’s no surprise that they are increasingly cynical about them. If we truly want young citizens

to shape and sustain these institutions for their future, we must radically transform them by introducing mandatory retirement ages, term limits for public officials, and public financing of election campaigns. Third, shoring up youth trust requires that they recognize the role public institutions can play in their lives. At best, younger people might have an abstract, high school civics class understanding of how government works. In the US, for example, that could include the notion of three branches of government, basic constitution rights, and the value of voting. Fourth, it’s paramount that we tackle head-on an emerging culture that calls for the private sector – businesses, foundations and NGOs – to shoulder more of the responsibility to enrich citizens’ lives, presumably because they can bring more efficiency and know-how to the task than government can. Lastly, the ramifications of automation and artificial intelligence on jobs, productivity, the social contract between employers and workers, and broader social cohesion can be profound. While public institutions are themselves affected by automation and technology, they must be the primary convener of all debates on our policy choices for the future. Public institutions are best placed to ensure that, to the greatest extent possible, those choices serve younger generations well.

At a time when a strong math foundation is more important than ever before, you may be wondering how to keep the subject fun and interesting for kids, even as the workload grows more complex and challenging with each passing year. Here are a few ideas for infusing fun into the equation: • Set a good example: Don’t make math out to be a subject you yourself don’t enjoy. Whether you’re talking about the batting average of your favorite player, working out your budget or watching a news report citing

statistics, you can point out the many ways in which math is used to think about the world and spark a numbers-fueled conversation. • Embrace a love of tech: Your children are digital natives, so when it comes to mathematics, let them use the tech tools that feel most natural to them without limitations. You can feel particularly good about this decision when it comes to calculators. Many calculators today are much more intuitive to use than their predecessors, allowing students to spend more time learning the joy of math rather than figuring out how to operate the device. “We are pausing the use of personal cups and ‘for here’ ware in our stores,” executive vice president Rossann Williams said in a statement Wednesday, adding that Starbucks would honor their 10-cent discounts for customers who arrive with their own cup even if they won’t fill it. In 2018, 1.3 percent of customers in the United States, Canada, Europe, the Middle East and Africa were served drinks in cups they brought along, the company said in its annual report.

Starbucks told AFP that the decision to ban reusable cups was made over concerns for “health and well-being,” and the company is “optimistic this will be a temporary situation.” The move was the latest sign of the viral outbreak’s disruption of daily life as it spreads across the globe, having now killed 3,300 people and infected 97,000 after beginning in China. Airlines are slashing flights to countries with large outbreaks, schools are closing, meetings are being canceled and many companies are changing their operations. Leading US carriers had already significantly curtailed service to Asia, but both Delta Air Lines and American Airlines announced broader capacity cuts, while Southwest Airlines said it would lower its CEO’s salary in light of the lean market. “As the virus has spread, we have seen a decline in demand across all entities, and we are taking decisive action to also protect Delta’s financial position,” said Delta Chief Executive Ed Bastian. “As a result, we have made the difficult, but necessary decision to immediately reduce capacity and are implementing cost reductions and cash flow initiatives across the organization.”

CEO Jane Sun said in an internal letter circulated on Monday that she and Chairman James Liang will forego compensation and other senior managers will voluntarily accept steep pay cuts of as much as one-half “until the situation improves”. The memo was shared with AFP by a Trip.com spokesperson.

Harris County Deputies seek help identifying robbery suspect On Feb. 23, 2020 at approximately 11 a.m., an adult male robbed a grocery store located in the 4900 block of Texas 6. When store employees confronted the man in the parking lot with a cart full of stolen groceries, the suspect assaulted one of the employees. The suspect then fled in a beige Ford Escape SUV.
