he United States and the European Union have now enacted a substantial range of sanctions on Russia, cutting off credit, banning arms exports and limiting the transfer of so-called sensitive technology, as well as targeting a number of highly placed individuals. It is far from guaranteed they will bring about a change in Moscow’s policy on Ukraine, but they will certainly deepen the antagonism between Russia and western countries. So it is to be hoped that those who decided on them did so with heavy hearts and with a determination to rebuild the relationship with Russia whenever opportunities to do so arise. President Barack Obama said this week that sanctions do not mean there is going to be a new cold war, but that is precisely the danger that lies before us.

The Ukraine crisis did not spring out of nowhere. It arose after a long period in which trust between Moscow and western capitals had dwindled. Trust was never complete. There was always rivalry and difference. But it is worth remembering the fruits of cooperation in arms control, in the growth of a new economic relationship between Europe and Russia, in the creation of international criminal courts, and in the solution of particularly difficult international issues, as when Russia was instrumental in ending the Kosovo war. These are all now threatened by the further deterioration of relations since the Maidan revolution in Kiev. If western sanctions do shift the Russian approach to Ukraine, there would still remain a huge problem of achieving some kind of reconciliation. Even if the fighting in eastern Ukraine ended, to be succeeded by negotiations between Ukrainians about what autonomy the eastern regions might be able to enjoy, the obstacle of the Crimean annexation would stand in the way of a better understanding. Crimea cannot just be written off or marked down as the price for a settlement in eastern Ukraine. If there is no deal on eastern Ukraine, the prospects are obviously worse. So is this just a matter of being “tough”, perhaps for a very long period, until Russia changes or President Vladimir Putin is no longer in charge? After all, Russia today is a poorer, smaller country than the old Soviet Union, therefore arguably easier to contain. That would be the worst possible course. We could even stumble into a hot war. The old cold war was gradually half-civilised by the introduction of rules, by technical devices such as hotlines, by the avoidance of inflammatory and condemnatory language, by the identification of areas of common interest, and by grasping that the really serious problems arose out of the inter-

The habit of seeing one decision by the other side in isolation from all that had gone before and labelling it instantly as malign was hard to abandon. We surely do not want to go back to that kind of old thinking. Yet charges of genocide and terrorism are flung back and forth in Ukraine, a kind of rhetorical equivalent to the shellfire raking its cities. President Putin himself can’t be wished away. His popularity ratings are at an all time high and he will be in charge for at least four more years, perhaps longer. The Ukrainian armed forces are closing in on the separatist enclaves. They appear to be winning, although not without inflicting serious casualties on the civilian population. If that is the case, President Putin has a hard decision before him: whether to continue military support or even send Russian

Indian foreign ministry spokesman Syed Akbaruddin said Wednesday that Kerry’s visit was an opportunity “to explore transformative initiatives that can move the relationship to the next level” but he also said that concerns over cyber security would be raised. “There is a considerable disquiet in India about the authorisation provided to American agencies in terms of contravening the privacy of individuals, entities and government of India,” he told reporters.

Renter’s insurance is a very good idea Q. I live in a two-bedroom apartment. I pay my rent on time and I am a good tenant. I do not have insurance. Recently, a fire at my complex burned part of my apartment and damaged my property. The apartment owner says he will repair the apartment but is not responsible for my property. What can I do? A. The apartment owner may be correct--it depends on the facts. Simply because there was a fire at the complex does not mean the apartment owner is legally responsible for the damage to your apartment. Basically, for the apartment to be responsible it will be necessary for you to show some “fault” on the part of the apartment. In most cases, the basis for this “fault” is negligence. Under the law of negligence, an apartment owner must take reasonable steps to maintain the apartment and must act reasonably to remedy any problem. If he does not and your property is damaged as a result, he could be liable. For example, if the fire were caused by an act of God or some other accident outside of the control of the owner, the owner would have no responsibility. On the other hand, if there was a problem with the electrical wiring and the apartment owner did not properly repair it, the owner could be liable if a fire resulted and damaged your apartment. Unfortunately, you have learned too late the value of renter’s insurance. Just as a homeowner should have homeowner’s insurance to cover damage to the home, renters should have renter’s insurance to protect against situations such as this one. In fact, many landlords now require a tenant to have renter’s insurance. Q. I pay my rent in cash each month. Does my landlord have to give me a receipt? A. If you pay cash, the law requires the landlord to provide you with a receipt for payment. Q. I have a small construction business. I have not been paid for a job. How long do I have to file a claim in Justice Court? A. As you seem to know, the new court for filing a small claim in Texas is Justice Court. You may file a claim for up to $10,000. Your claim to collect the money you are owed would be for breach of contract. In Texas you have four years to file a lawsuit for breach of contract. Q. I have been working for the same company for about one year. They just called me in and said they were firing me because “things have not worked out.” I have always done what was asked of me and received very good evaluations. This seems like a wrongful termination. Can I sue? A. Basically, unless you have an employment contract, Texas law considers you to be an employee “at will.” That means you can be fired, or you may quit, at anytime, for any or no reason. Employers may not discriminate based on things such as sex, race, age, religion, or disability, but they do not have to have a good reason to fire you. Your termination is wrongful, only if it violates your contract or is unlawful discrimination. If you feel you have been unlawfully discriminated against, you should contact the Equal Employment Opportunity Commission (EEOC). Q. I went through a divorce. I kept the car and he kept the truck. The decree says we will each make the payments for the vehicle we kept. I paid off my car; he did not pay for the truck, and it was repossessed. The debt collectors keep calling me because the loan was in both of our names. Am I still liable for his debt? A. When you were divorced, the court decided who would pay the bills. The divorce decree, however, is between you and your spouse, not the lender. If you were responsible for the truck loan before the divorce, you still owe it after the divorce. Q: I am from Turkey and I wish to invest in an existing business here in Houston. The business is currently owned by an American Citizen. How much shareholding do I need to have in the business? A: Citizens of Turkey are eligible to apply for the E-2 Treaty Investor visa as Turkey is a member of the Treaty with US. You, the foreign investor must own at least 50% of the company. Q: How much do I need to invest in the business to be eligible for the E- visa? Do I need to invest $1 million and hire at least 10 employees to qualify for this visa? A: No, the $1 million and 10 employee requirement applies to the EB-5 Investor Visa which is an immigrant category for permanent residence (Green Card). For the E-2 visa, while there is no specific investment amount or minimum amount, a significant investment sufficient to establish the business as well as to provide the business with working capital will satisfy the substantiality criteria. The amount of the investment will depend on the type of the business. For example, a manufacturing based business will certainly require a larger sum of investment than an air-conditioning repair business. Q: Does the business need to have any employees? Can some of these workers be independent contractors? A: Yes, ideally, in order to satisfy the non-marginality rule, the business should not be set up for the sole purpose of supporting the E-2 investor and his or her family. Successful E-2 petitions typically are those that are able to demonstrate that the business has hired employees or independent contractors or will be doing so in the near future. ‘Jagannath Puri’ Style Rath Yatra Celebrated in Austin at Radha Madhav Dham Temple

USTIN - Just a few weeks ago on June 29, more than a million devotees congregated at the holy city of Jagannath Puri in Odisha, India to participate in the annual Rath Yatra (festival of chariots). The Jagannath Rath Yatra is a huge Hindu festival in which the deities of Lord Jagannath, Lord Balbhadra and Subhadra are carried in a procession to the Gundicha temple, about a mile away, where they reside for nine days.

A similar festival is celebrated at Radha Madhav Dham in Austin, TX, one of the largest Hindu temples in North America. Every year, the presiding deity, Shree Raseshwari Radha Rani, is taken out in a grand chariot procession that is reminiscent of the Jagannath Rath Yatra. This year too, amid great devotional fanfare, on Sunday July 6th , Shree Radha Rani

was brought out in a beautifully decorated chariot to visit the holy places of Braj that are represented within the 200-acre picturesque grounds of the Ashram. The excitement began early in the morning, as hundreds gathered all over the country to attend this festival. Both young and old, dressed up in colorful festive attire, joyously waited to welcome Radha Rani. Gracefully seated on a pearl-white and gold chariot decorated with sparkling fabric, jewels and fresh flowers, Shree Radha Rani arrived amidst the exuberant sounds of drums, conches, cymbals and a shower of marigold flowers, as the sounds of “Radhey Radhey, Radhey” permeated the air. Reminiscent of Radha Krishna’s descension on this earth planet 5,000 years ago,

when Radha Rani would often ride in Her chariot, accompanied by many Gopis, and Shree Krishna would welcome and glorify Her, a magnificent dance was performed depicting Lord Krishna’s welcome of Shree Radha Rani. This was followed by Arti, after which the chariot proceeded forward, with hundreds of devotees following the procession in devotional merriment - walking, singing, and dancing along the way. The chariot stopped at a few holy places along the route, where beautiful leelas (pastimes) of Radha Krishna were enacted, enthralling the hearts of the audience and bringing to life glimpses of

Radha Krishna in Vrindavan for devotional meditation. A few hours later, as the chariot started its return to the temple, one could tell from the soaring levels of excitement and the increasing sounds of drums and bells, that the Rath Yatra was reaching its climax. It was a sight worth capturing, as everyone danced in joyful exuberance, and the ashram grounds reverberated with the echoes of “Radhey Govind” and “Hari Bol.” Even the sun seemed to be joining the crowds, as it danced with the clouds, disappearing and then re-appearing in the skies. Even though the Rath Ya-

tra concluded at noon, the festivities inside the prayer hall continued with cultural programs and leela performances. This was followed by an eloquent talk by one of the senior preachers of the temple, Siddheshvari Devi Ji, who explained the Divinity of Shree Radha Rani’s s personality by quoting from the Vedas to explain that “Shree Radha Rani is the highest entity of all, because She is the one worshipped by the Lord of the Universe, Shree Krishna Himself.”She went on to further explain that while “both Shree Radha and Krishna are one – one soul, one intellect – they appear in two forms only to perform

Why did the Peking Duck

EIJING - Where does Peking Duck come from? It is a trick question: the dish named for China’s capital has its origins in Nanjing, hundreds of kilometres to the south.

The tidbit is one of the revelations in a museum opened earlier this month to mark the 150th anniversary of the Quanjude restaurant, now the sevenstorey flagship of a chain with franchises as far away as Australia.

What is the purpose of the fast? In the Holy Quran Chapter 2, verse 183, Allah commands the Muslims to fast and states that the purpose of the fast is to develop a quality called in Arabic “taqwa” which may be defined as God-fearing.

No secret ingredients are revealed, but around 20 models detail each stage of the duck’s journey to the plate. Slaughtered when it weighs around three kilos, pumped full of air to separate skin from fat, the bird is gutted and filled with boiling water to help a sweet basting syrup penetrate the meat before being dried, coated and roasted.

What does the fast involve? The fast involves refraining from food, drink, and sexual relations during the daylight hours. The fast is broken each evening with a meal called “iftar” (meaning “breaking the fast”), and the last meal in the morning before dawn is called “suhur” (meaning “morning meal”). It is a test of devotion, in which physical endurance mirrors the inner spiritual state that a believer constantly strives to improve.

“The baking time is about 50 minutes,” a museum panel reads. “The roast duck coming out of the oven looks plump, in a colour of jujube red all over its body, full of oily luster, with a crisp skin, a fresh and tender mouthfeel, tasting delicious but not oily, bearing a subtle fragrance of the fruit tree.”

Fuchsia Dunlop, a British writer who specialises in Chinese food, describes today’s Peking duck as “a more recent innovation”. “When Quanjude was set up, in 1864, the guy who started it employed some chefs who worked in the imperial palace and they used this hanging up technique from imperial kitchens to roast the duck,” she said. “It’s a clay oven, with the ducks hanging inside, with a fruit wood fire in the mouth of the oven.” Once cooked the bird is dissected at the table by a skilled chef, his hands usually protected from the heat only by a flimsy plastic glove as he reduces the carcass to precise sections of meat and slivers of crispy skin. “If he has a good cut, he can cut it into a hundred slices,” says Dunlop. On one occasion, Zhou dined with Charlie Chaplin in 1954 in Geneva, where the British actor was living in exile from the US after questions were raised over his alleged Communist sympathies. “I have a special feeling for ducks,” Chaplin is quoted as telling Zhou. “I created a character who is hilarious when walking, and his posture is from the duck, so I do not eat duck as a rule. f would-be students make smart choices, college costs don’t have to be overwhelming. Money.com has ranked the best colleges for your money — and the schools with the highest rankings may surprise you. Some of the top Ivy League schools made it into the top 10, as well as some lesser-known liberal arts colleges (Claremont McKenna College and Principia College, for example). But the most affordable title goes to Berea College, where students will spend a net total of $49,280 to get their degree and walk away with an average debt load of $2,290. Meanwhile, if you want to target a school with the highest median pay five years out, look to Harvey Mudd College. Students

net an average of $73,300 annually five years after leaving campus. As the debate around rising student loan debt rages, future college students are likely wondering if the cost of going to college is worth the payoff. Student debt has topped $1 trillion nationwide. Over 70% of college graduates last year had student loan debt at an average of $29,400 per borrower, according to the Project on Student Debt. From 2008 to 2012, the rate of debt accumulation has been increasing an average of 6% every year. Yet even as student debt grows, the pay gap between college graduates and everyone else reached a record high last year, according to the Economic Policy Institute. Those with a four-year college degree made, on average, 98% more an hour in 2013 than people without a

degree. College is clearly the way to higher lifetime pay, even with the added debt. So the next question is: how do students choose the school that will best maximize their earnings-to-cost ratio? On the whole, technology and math focused schools, including Harvey Mudd, offer students a ramp to high pay without unbearable costs. The Massachusetts Institute of Technology and the California Institute of Technology offer the second and third highest average income five years out, both topping $68,000. However, those schools aren’t for everyone. The acceptance rate at MIT is 9%. The lesserknown Harvey Mudd? Still only 19%. Students who may not have top-level scores can still target

UT Health’s Dr. Bhavani Iyer awarded low vision grant About UTHealth

HOUSTON – (July 15, 2014) – Bhavani Iyer, O.D., a low vision specialist at The University of Texas Health Science Center at Houston (UTHealth) Medical School, has been awarded a grant to help Harris County residents whose vision problems cannot be corrected with eyeglasses, medication or surgery.

These would benefit people who need to be trained on the devices or who may want to check them out before buying them. Examples of low vision aids include miniature telescopes that are attached to eyeglasses or held by hand as well as filters that screen out blue light and glare. Magnification devices for reading can be attached to eyeglasses and stands or held by hand. For those with severe levels of impairment, strong electronic readers are available. In 2010, approximately 3 million people were classified as having low vision, reports the National Eye Institute. That

n Tuesday two U.S. appeals courts issued conflicting rulings on a subject that’s important to millions of people: the availability of subsidies to help purchase coverage under the health-care law. KHN’s Mary Agnes Carey answers some frequently asked questions about those court decisions and how they impact consumers. Q: What did the courts decide? A: In a blow to the health law, the U.S. Court of Appeals for the District of Columbia Circuit ruled that the health law’s subsidies are available only to individuals in the 14 states and the District of Columbia now operating their own health insurance exchanges. The federal government now runs the exchanges in 36 states. Judge Thomas Griffith, writing the majority opinion in the 2-1 decision, said they concluded “that the ACA unambiguously restricts” the subsidies to “exchanges ‘established by the state.’ “ In a separate ruling, a threejudge panel for the Fourth Circuit Court of Appeals in Richmond, Va., ruled unanimously for the Obama administration, allowing subsidies to be available to residents in all states. Judge Roger Gregory, writing the opinion, said while the health law is “ambiguous and subject to multiple interpretations,” the court decided to uphold the IRS’s interpretation of the law that residents of states using the federal exchange are entitled to subsidies. Q: What was the issue the courts decided on? A: The case centers on a brief description in the health law that says subsidies will be available “through an exchange established by the state.” In implementing the law, the Internal Revenue Service (IRS) interpreted the law to allow eligible consumers to receive subsidies to help purchase coverage, regardless of whether they are in an exchange run by their state or by the federal government. Opponents of the law questioned that interpretation, saying that the law as written clearly directs subsidies to state-based exchanges only. But proponents– including several lawmakers who helped write it – said lawmakers fully intended that subsidies be offered on all exchanges no matter if they were administered by the feds or state officials. Q: I live in a state with a federally run exchange, and I get a subsidy to help me buy coverage. Am I going to lose it? A: Nothing is happening immediately. Justice Department officials said Tuesday they plan to seek an en banc review from the D.C. Appeals Court, meaning that the panel’s full contingent of 11 judges would hear the case. Six of the court’s judges would have to agree for the full panel to

The full panel is dominated by judges appointed by Democrats, 7-4. Eventually the case could be considered by the Supreme Court, but the current subsidies would likely remain in place until there is a final legal decision on the matter. “In the meantime, to be clear, people getting premium tax credits should know that nothing has changed; tax credits remain available,” said Emily Pierce, deputy director of the Justice Department’s office of public affairs. White House spokesman Josh Earnest said the administration was confident it would prevail. “You don’t need a fancy legal degree to understand that Congress intended for every eligible American to have access to tax credits that would lower their health care costs, regardless of whether it was state officials or federal officials who were running the marketplace.” Supporters of the court challenge to the IRS interpretation on subsidies also maintain their case is strong. “The executive branch does not get to rewrite statutes just because it thinks those statutes would work better a certain way,” said Michael Cannon, director of health policy studies at the libertarian Cato Institute who championed the subsidy appeals. “If people lose those subsidies it is because the courts have ruled that those subsidies are and always have been unlawful -that the administration had no authority to administer those in the first place.” Q: Are these the only two court cases? A: No. There are two other similar cases pending in courts in Oklahoma and Indiana. Q: If there are legal disputes ongoing about who qualifies to receive a subsidy, do I still have to buy health insurance? A: Yes. India’s Flipkart raises $1 bln in funds to tackle Amazon

UMBAI, (AFP) India’s top e-commerce company Flipkart said Tuesday it had raised $1 billion (60 billion rupees) in funds as it battles US giant Amazon for supremacy in the hyper-competitive local market. Flipkart, set up in 2007 by two former Amazon employees, said Singapore sovereign wealth fund GIC was among those to participate in the fundraising, the latest cash injection into the e-commerce market. “The fresh round of funding is a great milestone in the e-commerce industry of India,” Flipkart’s co-founder Sachin Bansal told reporters in Bangalore. “Very few Internet companies in the world could have raised such funds publicly.”

Flipkart is the country’s biggest online shopping portal in an e-commerce market that is still puny next to China’s. But the market, whose sales reached $2.3 billion in 2013 according to Indian consultancy Technopak, is expanding rapidly, with venture capitalists pouring money into the sector, scenting potential. Bansal, whose firm began with music and books and expanded rapidly into mobiles, appliances and other goods, said the funding was “validation of the view that India’s Internet could produce multibillion dollar companies”.
