Biden orders COVID-19 travel restrictions and adds South Africa to the list
President Biden on Monday reinstated COVID-19 travel restrictions on most non-U.S. travelers from Brazil, Ireland, the United Kingdom and 26 other European countries that allow travel across open borders. He also added South Africa to the list.White House Press Secretary Jen Psaki said South Africa was added to the restricted list because of concerns about a strain of the coronavirus that has spread beyond that nation. This isn’t the time to be lifting restrictions on international travel,” Psaki said. The prohibition Biden is reinstating suspends entry to nearly all foreign nationals who have been in any of the countries on the restricted list at any point during the 14 days before their scheduled travel to the U.S. Top U.S. infectious disease expert Dr. Anthony Fauci called Biden’s decision to reinstate the travel restrictions — and expand them to include South Africa — “prudent.” “We have concern about the mutation that’s in South Africa,” Fauci told “CBS This Morning” on Monday. “We’re looking at it very actively. It is clearly different and more ominous than the one in the U.K., and I think it’s very prudent to restrict travel of noncitizens.”
Biden reversed an order from President Trump in his final days in office that called for the relaxation of the travel restrictions as of Tuesday. Trump’s move was made in conjunction with a new requirement from the Centers for Disease Control and Prevention that all international travelers to the U.S. obtain a negative coronavirus test within three days of boarding their flight. Last week, Biden expanded on the CDC requirement and directed that federal agencies require international travelers to quarantine upon arrival in the U.S. and obtain another negative test to slow the spread of the virus. Those requirements also go into effect Tuesday.
The State Department said in a statement that U.S. citizens should reconsider nonessential travel abroad, noting that access to testing in some nations remains difficult. The agency also cautioned Americans to consider ahead of international travel how they’d pay for healthcare and additional lodging costs if they became infected or hospitalized while traveling. The 26 European countries impacted by the ban’s reinstatement are part of the border -free Schengen zone. They include Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland. Biden’s team had announced that he would reimpose the travel restrictions, but the addition of South Africa to the restricted travel list highlights the new administration’s concern about mutations in the virus. The South Africa strain has not been detected in the United States, but another strain that originated in the United Kingdom has been detected in several states.
Fauci said there is “a very slight, modest diminution” of the effectiveness of COVID-19 vaccines against those variants, but “there’s enough cushion with the vaccines that we have that we still consider them to be effective against both the U.K. strain and the South Africa strain.” He warned that additional mutations are possible and said scientists are preparing to adapt the vaccines if necessary. “We really need to make sure that we begin, and we already have, to prepare if it’s necessary to upgrade the vaccines,” Fauci said. “We’re already taking steps in that direction despite the fact that the vaccines we have now do work.”

SACRAMENTO, Calif. (AP) — A man sentenced to death for multiple murders has died from “asphyxia ... due to hanging” on the nation's largest death row, California officials said Wednesday. Louis Peoples, 58, was pronounced dead after he was found unresponsive in his cell at San Quentin State Prison north of San Francisco early Sunday, the state corrections department said.
His cause of death was “asphyxia secondary due to hanging,” said Marin County Coroner’s Office spokeswoman Annette Letsche, though the full death report had not yet been completed. He was sentenced to death in 2000 for three counts of first-degree murder with the use of a firearm, the department said. However, news accounts from the time and a 2016 state Supreme Court ruling upholding his death sentence said he was convicted of four murders. He first killed a co-worker, tow-truck driver James Loper, in October 1997. In November, he killed Stephen Chacko while robbing a liquor store, then killed Jun Gao and Besun Yu at a grocery store. The Supreme Court decision said he used a gun stolen from the vehicle of an off-duty Alameda County sheriff's deputy.
Two arrested in connection with death of 84-year-old man in SF
Two suspects have been arrested in connection with the Thursday morning assault in Western Addition that led to the death an 84-year-old man, police said. The suspects have been identified as Antoine Watson, 19, and Maylasia Goo, 20, both of Daly City. At about 8:28 a.m. Thursday, San Francisco police responded to a report of an assault near the intersection of Anzavista and Fortuna avenues in the Anza Vista neighborhood of San Francisco's Western Addition. Police said officers discovered an 84-year-old man lying on the sidewalk, rendered aid and summoned medics to transport the victim to a hospital for life-threatening injuries. The initial investigation concluded that a male suspect ran from across the street to push the victim, causing him to fall to the pavement, police said. The suspect then fled with a female associate. On Friday, police obtained an arrest warrant for Watson for assault with a deadly weapon and elder abuse causing great bodily injury. Police said they were notified the victim succumbed to his injuries on Saturday, and SFPD Homicide Detail took over the investigation. At about 8:45 pm. Saturday, officers from the SFPD Tactical Unit and the SFPD Homicide Detail served a search warrant on the 500 block of Lisbon Street in Daly City, where Watson and Goo were taken into custody, police said. Watson was transported to San Francisco County Jail and booked on the outstanding arrest warrant and on one count of murder, police said. Goo was also transported to the jail and booked on one count of accessory after the fact. Official: Bay Area sheriff's deputy faked drive-by shooting of himself MORGAN HILL, Calif. (AP) — A San Francisco Bay Area deputy who said a gunman ambushed him last year and his body camera stopped the bullet was arrested Friday on suspicion of felony vandalism and filing a false police report. Santa Clara County sheriff's Deputy Sukhdeep Gill lied when he told officials that a car pulled up while he was on patrol in Morgan Hill the night of Jan. 31, 2020, and someone inside opened fire, striking his body camera, Sgt. Michael Low, a sheriff's department spokesman, said in a statement.
“After conducting an extensive investigation and looking into all of the evidence according to county protocols, sheriff’s detectives believed that the evidence suggested that the shooting did not occur as reported and was fabricated,” Low said. Prosecutors filed charges Friday, and Gill was arrested and booked into jail, Low said. Low didn't say what motivated Gill to fabricate the attack or how he staged it. Gill had been treated at a hospital. Gill’s attorney, Nicole Pifari, said in a statement that she and her client “look forward to getting our hands on the investigation and the evidence to understand why these charges are being purGill, who has been with the sheriff’s department since 2015, is a practicing Sikh who wears a traditional turban. The sheriff’s office said that after he reported the attack, investigators were looking at whether the shooting was a hate crime or a crime of opportunity against law enforcement. “If the allegations hold true, Deputy Gill’s actions are not representative of the upstanding men and women of the sheriff’s office, who risk their lives every day to serve and protect our community with honesty and integrity,” Low said.
Russian Court Rules to Jail Navalny
A Moscow court ruled today that Russian opposition leader Alexey Navalny had violated the terms of his probation and sent him to prison for 3.5 years. The court stated that since he’s already served a year under house arrest in 2014, he’ll have to serve 2 years and 8 months behind bars. While not a surprise, the ruling is monstrously unjust, and he should be immediately freed. In his closing speech in court today Navalny, condemned the proceedings as unlawful, saying authorities aimed to “jail one person to intimidate millions.” The Russian Penitentiary Service claims Navalny failed to report to the probation service between August 2020 and January 2021. In August, Navalny was nearly fatally poisoned in an attack independent investigators allege was organized and executed by Federal Security Service operatives. He was evacuated to Germany in a coma, recovered there and returned to Russia on January 17 to face widely anticipated arrest upon arrival. In court, Navalny said for the past five years he has diligently reported twice a month, in compliance with rules of his probation, and that he sent notifications of his whereabouts as soon as he came out of coma. His suspended sentence related to a 2014 fraud conviction, which the European Court of Human Rights condemned as “extensively and unforeseeably construed to their detriment,” following a fundamentally unfair trial. The Russian court handed Navalny a 3.5 year suspended sentence with a 5-year probation period. In 2017, Navalny’s probation period was extended until the end of 2020, because he took part in unsanctioned protests. Using that extension, the Russian Federal Penitentiary Service put Navalny on a wanted list for failure to report to a probation officer while he was recovering in Germany on the last day before his probation period expired. Russian authorities were clearly sending Navalny a message not to return to Russia and now they are punishing him for refusing to comply. Today’s ruling to substitute the suspended sentence — time that he has already served — with new prison time means that he will effectively serve two sentences for the same alleged crime. The ruling was preceded by two weeks of nationwide protests, record numbers of detentions, and police brutality. Navalny’s imprisonment will inevitably further enrage people who see it as symptomatic of far wider injustice and corruption in the country.
Vietnam: Crackdown Ahead of Party Congress
Dissidents Sent to Prison Amid Preparations for Key Political Event

– The Vietnamese government’s crackdown on dissidents has been unrelenting prior to the major Communist Party Congress set to begin on January 25, 2021, Human Rights Watch said today. During this 13th Party Congress, meetings held every five years since 1986, officials will set new plans and select the politburo, the party’s leadership, the leader of the national assembly, and the country’s president and prime minister. “Vietnam’s Communist Party is preparing for the pageantry of its party congress while sending people to prison for posting their views and opinions on Facebook, as millions worldwide do every day,” said John Sifton, Asia advocacy director at Human Rights Watch. “For all its propaganda about an ‘era of independence, freedom, and happiness,’ the Vietnamese government is really only interested in its citizens’ silence and servility.” On January 20, the authorities put Dinh Thi Thu Thuy on trial for articles and Facebook posts critical of the party and government. She had been arrested in April 2020 and charged with “conducting propaganda against the state” under article 117 of Vietnam’s penal code. After a perfunctory trial, a court in Hau Giang convicted and sentenced her to 7 years in prison.
On January 5, in a trial that lasted less than six hours, a court in Ho Chi Minh City ruled that the prominent bloggers Pham Chi Dung, Nguyen Tuong Thuy, and Le Huu Minh Tuan were guilty of conducting propaganda against the state. The three were associated with the Independent Journalists Association of Vietnam, founded in July 2014 to promote media freedom and democracy. The court sentenced Pham Chi Dung to 15 years in prison. Nguyen Tuong Thuy and Le Huu Minh Tuan each received 11-year sentences. Each will have to serve an additional three years on probation after completing their prison terms. In October, the police arrested Pham Doan Trang, a prominent dissident who co-founded the Liberal Publishing House to publish nonfiction books by Vietnamese authors on various social and political topics. In June, the police arrested three other contributors to the Liberal Publishing House: a former political prisoner, Can Thi Theu, and her sons Trinh Ba Phuong and Trinh Ba Tu. All four were charged with conducting propaganda against the state. The 13th Party Congress will determine the next national leaders for a country of more than 96 million people. The congress is neither democratic nor transparent. Vietnamese citizens are prohibited from discussing candidates for the top four positions of party secretary, prime minister, president, and chairman of the National Assembly, all of which were designated “top secret” (tuyet mat) under a decision signed by Prime Minister Nguyen Xuan Phuc in December. “Concerned governments should speak out in support of Vietnam’s courageous dissidents and expand their calls for democratic reforms,” Sifton said. “The critics of one-party rule in Vietnam are not going away.”

Սիմոնի կատարած քննության արդյունքները, համաձայն որոնց՝ Ալեքսանդր Տեր-Զաքարյանը նախկին ուսանող էր, սովորում էր Պետրոգրադում, երբ բռնկվեց հեղափոխությունը և նրան ստիպեց վերադառնալ Երևան։ «Ութ ամիս առաջ Փարիզ եկավ իր ուսումը շարունակելու համար։ Բայց դրամ չունենալով՝ բազմիցս օգնություն է խնդրել պ. Ահարոնյանի վրա։ Նախագահը բարեբախտաբար ժամանակին տեսավ նրա շարժումը և կարողացավ դաստակը բռնելով՝ խուսափել գնդակից, որ միջնորմի մեջ անհետացավ։ Իր արարքի պատճառած իրարանցումից օգտվելով՝ ՏերԶաքարյանը փախավ փողոց, բայց ծառան հետևից վազելով՝ բռնեց և ոստիկանատուն հանձնեց»,- գրում էր թերթերից մեկը։ Մահափորձի հեղինակի նկատմամբ քրեական գործ հարուցվեց։ Այս անգամ Ահարոնյանի հակառակորդները սկսեցին աղմկել, թե նա չունի այնքան ներողամտություն, որ հանգիստ թողնի դժբախտ երիտասարդին։ Մինչ աշուն Տեր-Զաքարյանը մնաց կալանքի տակ, մինչև որ սեպտեմբերի վերջին կայացավ նրա դատավարությունը։ Եվ միայն այդ ժամանակ հասկանալի դարձավ, որ Ավետիս Ահարոնյանի ցանկությունն էր՝ իր վրայից հանել քաղաքական բնույթի մեղադրանքները։ Ինչպես այդ օրերին գրել էր թերթերից մեկը, «ՏերԶաքարյանը խոստովանել է, որ ցանկանում էր սպանել պ. Ահարոնյանին քաղաքական պատճառներով։ Նա պատճառաբանում էր, թե Ահարոնյանն իբրև հայկական պատվիրակության ղեկավար՝ իր հայրենակիցների մեծամասնության ներկայացուցիչը չէր»։
Ահարոնյանի վերջին լուսանկարը Հատկանշական է, որ դատավարության ժամանակ ընդհանուր դատախազ Կոտրֆրուան՝ պահանջելով ոչ այնքան խիստ պատժաչափ, միաժամանակ հարկ էր համարել հիշեցնել օտարերկրացիներին, որ կարիք չկա «իրենց քաղաքական վեճերը կարգավորել ֆրանսիական հողի վրա»։ Ի վերջո, դատարանը Տեր-Զաքարյանին դատապարտեց մեկ տարվա ազատազրկման և նրան պարտավորեցրեց տուժող կողմին՝ Ա. Ահարոնյանին՝ իբրև վնասի հատուցում, վճարելգ մեկ ֆրանկ։ Ահա այսպիսի ավարտ ունեցավ ցավալի միջադեպը, որ դեռ երկար ժամանակ արծարծվում էր հայկական մամուլում՝ մերթ կրելով զուտ իրավական բովանդակություն, մերթ համեմվելով սուր քաղաքական սարկազմով։ Իսկ տարաբախտ ուսանողի հետագա ճակատագիրն այդպես էլ անհայտ մնաց…
